ADDITIONAL THOUGHTS ABOUT UNCHALLENGED NORMS USED DAILY
Hilbert Morales EL OBSERVADOR A 'NORM' is a pattern of behavior, based on values of the dominant group within an organization, or its society; A “NORM” is an accepted unchallenged model. The progressive development of human civil rights would not have occurred without the challenge of certain norms being practiced and sustained 'as the way we do things here.' This op-ed will present important areas wherein existing norms are being challenged and those challenges must be sustained if new 'norms' are to be formulated and applied to social and economic disparities existing today. More progressive norms are needed if women are to receive “EQUAL PAY FOR EQUAL WORK. Let's not neglect to include wage disparities paid to ethnic groups such as HISPANICS, AFRICAN- AMERICANS, AND ASIAN-AMERICANS INCLUDING ALL UNDOCUMENTED WORKERS. The formulation of a progressive norm which enables 'equal pay for equal work' must also take into account the 'definition of a living wage' which ensures a family may 'make it' on the earnings of one wage- earner per family. While this may seem daunting, it is possible to achieve and apply a new norm which enables the fair distribution of wealth as well as having more folks achieve various levels of “Middle Class Life”. Such an achievement will decrease
stress levels requiring mental health services. Such a norm must include access to suitable affordable housing, medical care services, and access to education and training/retraining. First and foremost: Formulate the basic ideal and then look for a pathway to that goal. And let's ensure that no one is left out because of lack of representatives at the conference table. As a suggestion, let's consider using Native American reservations as locations where certain ideas may be first applied and tested. Much attention is being focused upon 'sexually abusive practices' with much finger-pointing at the wrong-doers. What is lacking is the discussion of an existing norm relating to respecting the privacy and sacredness of human reproductive biology and the relationships which focus upon ensuring 'having the next generation' and 'having erotic pleasures. It is unfortunate that 'sexual abuse' is found at all levels from puberty to old age and that the Catholic Church is currently not the 'role model' which humankind needs today. Al Gore has exposed the data that too many individuals exist today which means that some form of 'family planning' is necessary if human kind is not to further encroach upon the shrining habitats of animal species of all kinds. And a successful approach to global climate changes must involve disciplined behavior by commercial and individual actions which reduce the production of 'greenhouse gases'. At the family level, the usual norm is to not talk about family planning, family income & budgets; mental health issues,
politics, and what is happening during puberty. The topic of 'having an abortion' is almost never discussed. Women who have 'unwanted pregnancies' are not able to discuss this matter with their parents at all especially if under the age of 18. The U.S. Congress has conservative members whose focus is to prevent any and all abortions. A major problem is that too many individuals do not have the vocabulary to discuss or debate the many issues involved. My suggestion is that parents teach their youth just before the onset of puberty about the 'human anima' which responds to the onset of higher levels of testosterone in males and estrogen in females. A pre-puberty instruction would likely be effective because the developing youth is not pre-occupied with 'the opposite sex' yet. There is a need to challenge the norm of not talking or learning about human reproduction at an early age. Too many children who have been molested sexually do not know how to tell parents and police exactly what happened because the norm is to never discuss nor instruct youth on these matters. So, what they do learn is from their friends many of whom use 'gutter language' to communicate. Again, individuals need to know specific words to accurately convey what transpired. At the minimum, children need to know that there are three kinds of love: 1) Filios: "brotherly love"; 2) Eros: erotic, salacious love; and 3) agape: the pure love which God projects upon us all. Love is another human activity which needs to be learned about...which requires a specific vocabulary about, at the minimum, anatomical parts and
features of the human male and female. Much stress and many mental health issues would be mitigated with a more thorough knowledge of 'the anatomy of sexual behavior'. Too many are ignorant and do their parenting by using rules. Boys are told to “keep it in your pants' and girls are told to never 'get involved'. And the Catholic Church decrees sexuality is only for propagation efforts. Yet today, it is possible to divide sexual activity into 'propagation efforts' (we want to have a family) and 'recreational sexuality (We want to have 'fun'). Many different 'norms' which apply to these issues need to be challenged. But be prepared to inform truthfully and accurately using human biological terms which are now better defined and understood. All religions, especially Christians, need to 'revisit' the commandment stating that “Thou shalt not commit adultery”. What theologians are espousing and what the laity are doing are two different levels of activity: Chastity vs. Relationships. In many societies, individuals never communicate to each other about religious convictions and beliefs; about wage earnings; wealth; and about many relationship issues which 'are deemed very private'. Among these are bigotry, racism, prejudice, and 'white supremacy'. Recently these sorts of issues are in the daily news because of Mr. Trump's use of language which seems to bring out the latent 'worse' in many. Society has many conventions which are the result of norms formed ages ago...all of which need to be challenged, understood, and updated.
More of us need to accept at the gut level that we are all members of 'humanity' created with reason and grace. We live on one unique planet...no other like it has been discovered in the universe despite astrological efforts. What each of us does as individuals or as groups ends up having a ripple effect upon the ecosystems which are in equilibrium. It is only recently that the 'equilibrium which favors existing biological existence that 'greenhouse gases' have been identified as favoring slight rises in temperatures causing major climate changes. Each of us must act responsibly despite the lack of national leadership which rejects 'scientific knowledge' of the trends in motion today. U NDERSTA NDING THE NORMS INVOLVED WILL ENABLE US ALL TO DO THE RIGHT THING...despite lack of leadership. Several sages have declared that this planet EARTH has sufficient resources to enable each of us to live a reasonable 'good life'. But first each of us must be disciplined enough to deliver what is required as the 'Good Samaritan Stewards' of all the resources Divine Providence provided. Humanity and its leaders must rise to meet that challenge which means each of us is responsible to deliver our share...and I see no way that the ultra-wealthy and influential can deliver their share unless they are willing to permit a 'distribution of wealth to provide the resources needed to maximize the corrective programs necessary. Collectively, We, the People can accomplish this. Diverse populations have a higher survival rate. That is what this is all about.
Com

Trump vuelve a plantear recorte de fondos a “After-School” y “Summer Learning”
MARCH 22 - 28, 2019
Trump Again Proposes Cutting After-School, Summer Learning Funds grant, the local high school's assistant principal highlighted the program's importance. "She wrote a letter of support, and she listed 30 kids from the high school that she knew if they had not engaged and became part of our afterschool program, that they would not have finished high school,” McKee said. “So I think that's a huge success right there." In past years, Congress has rejected Trump's calls to eliminate the program, keeping funding at the same level and even increasing it in 2018.

President Donald Trump's proposed 2020 budget cuts funding for the 21st Century Community Learning Centers program by $1.2 billion. In the past, Trump administration officials have questioned the effectiveness of expanded learning opportunities. But Racie McKee, 21st Century After-school project director with the Omak School District in northcentral Washington, said these grant funds are critical for small, rural areas such as hers. She said in the application for a 21st Century
According to the Afterschool Alliance, 21st Century program grants serve nearly 18,000 kids in the Evergreen State. The state would lose nearly $18 million in budget allocations if the program is cut. Twenty-first Century Learning Center funding largely serves kids in high-poverty areas from working families. Elizabeth Chick, who oversees expanded learning programs for the Puget Sound Education Service District, said after-school and summer learning are especially important in districts that don't have nearby YMCA or United Way programs. She said many families they serve are one paycheck away from becoming homeless. "We're eliminating one barrier by providing free programs and giving the students equitable opportunities for social-emotional learning and educational support,” Chick said. After-school and summer-learning program advocates also highlight that these programs keep kids safe and out of trouble. Nearly 2 million children nationwide will be affected if 21st Century Community Learning Centers' funding is cut.

your trip. Read the fine print, ask about additional fees and get everything in writing. Before leaving, verify all of your reservations for lodging and activities by calling the hotel or company directly. Print out any confirmation emails and pages and take them with you in case you run in to any issues and don’t have Internet access. Always pay with a credit card, as they offer more protection than debit and prepaid cards, and let your bank know that you’re traveling beforehand. • Watch out for travel scams. If you receive an unsolicited email or call claiming you’ve won a free trip, it’s probably a scam. In 2018, travel and vacation scams ranked as BBB’s ninth riskiest scam to consumers and the second riskiest scam for men. You should never have to pay to receive a free prize. Avoid click-bait ads for cheap vacations you see on the Internet. These may lead you to fraudulent websites in an attempt to steal your personal or financial information. It’s also important to watch out for fake rentals when trying to find a place to stay. Phony landlords collect an advance deposit then avoid contact with renters, who may be left with nothing but a fake reservation or a rental that doesn’t resemble the photos in the online listing. • Protect yourself, your information and your valuables while away. Be careful connecting to public Wi-Fi, and never use it to online bank or enter personal or financial information while using it. It’s also best to wait to post vacation pictures on social media until you return home, otherwise potential thieves will know your house is empty. Make sure to lock up any valuables in a safe when you’re not in your hotel room. Keep important items, like your passport and wallet, close to your body while out and about and watch out for pickpockets. • Consider travel insurance. Travel insurance is designed to cover things like trip cancellations or medical emergencies. There are different plans with different levels of coverage. Before buying ask a lot of questions, and always read the fine print to see what’s covered and what’s not. If you want to purchase travel insurance, use the BBB Accredited Business Directory to find an insurance agent you can trust. CINEQUEST FILM REVIEW: LUPE Trump's Spending Blueprint Called “Bully’s Budget” Dan Heyman Public News Service
CHARLESTON, W.Va. – Critics are calling the Trump administration's latest spending plan a "bully's budget," saying its kiss-up, kick-down attitude is a built-in feature, not an accident. In part to pay for tax cuts for corporations and the wealthy, the budget released last week cuts three quarters of a trillion dollars from Medicaid and nearly a quarter trillion from food assistance, both over a decade. Deborah Weinstein, executive director of the Coalition on Human Needs, says the proposed budget’s attitude toward the poor and powerless is seen in its complete elimination of the Low Income Home Energy Assistance Program (LIHEAP) which many, especially seniors, depend on.

Jose Posadas El Observador A good film should entertain, but it should also provoke thought and conversation, and if it is a worthy film it might even change public perceptions and attitudes. The film “Lupe” premiering at the annual Cinequest Film & Creativity Festival is all those things. Directed by the team of Andre Phillips and Charles Vuolo, Lupe tells the story of a Cuban immigrant, Rafael (played by Rafael Albarran), who travels to New York City to search for his older sister who he has not seen for over 10 years. The sister, Isabel (played by Lucerys Medina), after having fled Cuba in search of a better life, has fallen into a life of prostitution and Rafael spends his nights searching brothels and streets in the hopes of taking her back with him to the island. In the course of his search, he finds another lost soul instead, Elsa (played by Christine Rosario Lawrence), a friend of Isabel. She too is in the business of selling her body to men and sees no better option for her to make money to survive. She pleads for Rafael’s help and together they end up staying at his apartment where she learns of his wellguarded secret. Rafael, by all appearances, seems determined to find his sister. In New York he coaches fellow Muay Thai boxer Arun (played by Kadeem Henry), and Rafael uses that deadly skill himself to beat out information from the pimps that he encounters. He is a strong, lethal young man but privately struggles with his own gender identity. Rafael suppresses his transgender identity to all but a trusted friend, Lana (played by Celia Harrison), herself transgender.
Those four relationships between Rafael and Isabel, Elsa, Lana and Arun combine to reveal a vulnerability and sensitivity that belies the tough image Rafael projects through his boxing skills. Puerto Rican actor Rafael Albarran gives an amazing performance in his portrayal of Rafael the angry boxer, Rafael the lost brother, Rafael the suppressed transgender and Rafael the trusting friend. While Lupe is a film about transgender lives it is also a film that asks the universal question: where I fit in the world? Whether you are cisgender or transgender, heterosexual, gay or bisexual, we are all trying to fit in, trying to find our true identity and be accepted for who we really are, even though that may come at a cost – the possible loss of family, friends or lovers. The film is true to the subject matter because directors Andre and Charles sought the advice and counsel of Kerry Michelle O’Brien, an active advocate for the LGBTQ community, credited Executive Producer on the film, and transgender herself. In addition, Celia Harrison, who portrayed Lana, is a transgender artist who advised the filmmakers resulting in the film being sensitive to the themes of gender identity. Kerry summed up best the message of the film when asked what audiences should take away from watching Rafael’s coming out story, “That you are allowed to love yourself no matter who you are.”, she said. Lupe premiered at the Cinequest Film & Creativity Festival in San Jose and Redwood City. More information on Cinequest Film & Creativity Festival available at https://www.cinequest.org/.
on Medicaid and the Supplemental Nutrition Assistance Program (SNAP). Some states, including West Virginia, have tried similar pilot projects. But while the numbers in the programs in those cases generally fell, few people joined the workforce. Weinstein says the problem is that most of the people who can work already are working, especially when you take away opportunities for workforce training and education, as the Trump budget would. "They think they'll force people into it, but you have people who are working as much as they can,” she states. “If you make them sicker, if you make them hungrier, you are going to discourage work." Weinstein says the budget cuts are designed to pay for the $1.5 trillion tax cut passed in 2017. She says there are clear winners and losers in the blueprint.
"They go without medicine because they know they could become ill or die if their heat falls,” Weinstein points out. “That's the kind of choice that this administration would force on people."
"The winners certainly include the rich and corporations, and the rest of us pay for them in Medicaid and food and home energy assistance," she points out.
The administration says LIHEAP is no longer needed. And President Donald Trump argues that cuts in safety-net programs will push people into the workforce, whuke tax cuts for the wealthy will create more jobs.
A president's budget is often treated as just a wish list when Congress starts deciding actual spending priorities.
The administration by executive action wants to impose nationwide work reporting requirements
But the Trump administration has said it plans to implement some of the controversial parts of this – like the work requirements – no matter what Congress decides.

TEATRO’S VISION’S THE TRANSITION OF DOODLE PEQUEÑO Teatro Vision
The Transition of Doodle Pequeño, by Gabriel Jason Dean, is the story of a young boy named Doodle. Doodle and his mother have just had to move to a new apartment because Doodle’s father was deported to Mexico. Doodle’s only friend is an imaginary talking goat named Valencia. On Halloween night, Doodle makes a new friend named Reno. Reno has problems with neighborhood bullies because he likes to wear dresses. Together, Doodle, Reno, Valencia, and even the bullies learn about the value of friendship, understanding, and the freedom to be who you really are. Teatro Visión’s production features an amazing cast of local young people age 12 to 18, directed by Cristal González Avila. As part of the rehearsal process, this young cast is learning and talking about the important issues that the play raises like exploring gender identity, defying gender expectations, dealing with bullying, and enduring family separation.
Suzanne Potter California News Service SACRAMENTO, Calif. - Many in the immigrant rights community are rejoicing after federal authorities agreed this past week to let people with Temporary Protected status from Honduras and Nepal continue to live and work here legally until litigation is resolved. The Trump administration already had granted a similar nine-month extension for people from El Salvador, Haiti, Nicaragua and Sudan. Ahilan Arulanantham, senior counsel at the ACLU of Southern California, maintains that the government is targeting TPS holders for deportation on the basis of race. "The Trump administration adopted a new, extremely narrow interpretation of the TPS statute," he states. "The reason they did it is because the Trump administration as a whole has an agenda, articulated clearly by the president, to try and expel as many nonwhite, nonEuropean immigrants as possible." The government argues that the
initial crises in these people's home countries have been resolved, so they should return.
MARCH 22 - 28, 2019
Cast member Alessandra Ramirez, who plays the role of Marjoram, explains why people should come to see The Transition of Doodle Pequeño: “Doodle Pequeño is a show that not only gives a message to its audience about how
LGBT community is part of people’s daily lives but also shows them how many kids have to live with the fear of deportation and being bullied for being different.” Cast member Lourdes Alvarez-Helstrup, who plays the role of Toph, agrees: “The show opens up a conversation about LGBTQ identity that the Latinx community normally shuns. I think that it is important to put on a show that deals with these topics and brings up the conversation in a different way.” Teatro Visión is partnering with local organizations that support LGBTQ+ youth to provide information and resources for audience members in the lobby at performances of The Transition of Doodle Pequeño. Groups that will be represented include LGBTQ Youth Space, Outlet, Gender Health Clinic, Silicon Valley De-Bug, and Community Solutions. You can support Ramirez, Alvarez-Helstrup, and the rest of the incredible young cast in The Transition of Doodle Pequeño March 28-31 at the Mexican Heritage Plaza Theater. American Sign Language interpretation will be provided at the March 30 7:00pm performance. Tickets are $10 to $40, on sale now at doodle. brownpapertickets.com or 1-800-838-3006. For more information, visit www.teatrovision. org/doodle or call 408-294-6621.
But many of them have been here - legally - for decades and have businesses and children who are U.S. citizens. There are about 300,000 TPS holders overall, with 85,000 from Honduras and 15,000 Nepal. Arulanantham is urging Congress to step in and grant permanent status to people with TPS. "All of the relief that is being provided by these lawsuits is temporary, and it is not what people from these countries deserve," he states. "What they deserve is permanent residence because they've lived here for years, contributed so much to this country." The case now is in the Ninth Circuit Court of Appeals where this summer a judge is expected to hear the TPS case involving people from El Salvador, Haiti, Nicaragua and Sudan. All sides now have agreed that the ruling on that case also will apply to TPS holders from Honduras and Nepal

I saw a news item about overhauling classic old cars with electric engines, and wondering if this can be done with any old car?
You never know these days whether the engine inside an old VW bus or other classic car is the original gas guzzler or a new “restomod” all-electric one — unless you hear it rumbling at a stop light. Photo Credit: flickr / Todd Lappin
Roddy Scheer & Doug Moss EarthTalk
It’s true that there’s never been a better time to convert an old gas guzzling car into an emissionsfree electric vehicle (EV), but some makes and models are better suited for a so-called “EV swap” than others. Michael Bream of San Marcos, California’s EV West, which made news recently with its conversions of old VWs and Porsches into EVs, says you could convert a ‘99 Subaru—but EV Swaps are typically reserved for classic cars. “A newer Subaru has a ULEV certified (low emission) engine, so it’s not as bad a polluter as a classic car, and doesn't suffer from reliability and power issues that classic cars typically suffer from,” he says. “A typical conversion of a Subaru would cost about the same with parts and labor as a brand-new all-wheel drive Tesla Model 3, so unless your vehicle is extremely well loved, or you can't stand the thought of selling it, then it might be a better solution to buy or lease a new EV.” EV West is one of a handful of garages across North America now specializing in EV conversions. Some others include: Zelectric Motors (San Diego, CA), ElectricGT (Chatsworth, CA), Make Mine Electric (Sebastopol, CA), Electric Vehicles of Washington (Bellingham, WA), Shockwave Motors (Russellville, TN), Epic Car Conversions (Toronto, ON) and Green Shed Conversions (Crystal River, FL). If you don’t want to wait to get your car converted by one of these shops, you’ll just have to do it yourself (or find a local mechanic looking for an interesting project). Luckily lots of companies now sell EV conversion kits (Canadian Electric Vehicles, Electro Automotive, Wilderness Electric Vehicles, DIY EV, EV Source, Metric Mind Corporation, EV Drive) that include new engines, batteries and components. Expect to spend at least $8,000 on all the parts needed for the job (and tack on an
additional ~50 percent more if you opt for longerrange lithium ion batteries). The labor will be up to you. DIYers should check out EVRater.com’s “How to Build Your own Electric Vehicle in 5 Easy Steps” or Mechanic Doctor’s “How to Convert Your Car to an Electric Vehicle” for step-by-step instructions. Meanwhile, California-based EV4U runs “3-Day Hands-On Conversion Workshops” near Sacramento for $495. With a new base model Prius starting at $23k, you may well be better off doing the EV Swap on your old car. According to EVW, the operating costs of driving a Prius hybrid ($0.14/mile) are about four times what it costs to get around in an EV (whether native or a conversion). “In addition to the fuel savings, electric cars do not need oil changes, spark plugs, distributors, timing belts, etc.,” EVW adds. What you won’t get is that new car smell or the nervous feeling of driving a brand-new car off the dealer’s lot. But you will get the satisfaction of knowing that you saved two tons of metal from the junk heap—and saved the world the trouble of sourcing materials for and building another brandnew Prius. LANDMARK CA BILL WOULD BAN TOXIC CHEMICALS IN COSMETICS
Current state and federal law does not prohibit the sale of cosmetics with toxic chemicals on the ingredient list. Photo Credit: Twenty20
Suzanne Potter California News Service SACRAMENTO, Calif. - Lawmakers in California have introduced a first-inthe-nation bill to ban toxic chemicals in makeup and other cosmetics sold in drug stores and elsewhere in the state. Currently, it is legal for companies to sell cosmetics containing dangerous chemicals as long as they list them on the label and report them to the state. Assembly Bill 495 would make it illegal to sell these products if they contain mercury, lead, formaldehyde, asbestos, phthalates or even Teflon - any of about 20 items from California's list of Proposition 65 toxics.
California Public Interest Research Group found asbestos in some of the makeup it sold. The cosmetics industry has lobbied heavily against bills at the federal level to regulate its products, although 40 other nations have adopted lists of chemicals that are banned in cosmetics. Little said the Food and Drug Administration has claimed it doesn't have the power to require recalls or take direct action - so, in essence, the feds trust the cosmetics industry to police itself.
Susan Little, senior advocate for government affairs with the Environmental Working Group, said these substances can be quite harmful.
"In fact, there was a press release the FDA just issued that directly states that, when it comes to cosmetics, the FDA holds little authority," she said. "And this is their quote: 'Currently, there are no legal requirements for any cosmetic manufacturer marketing products to American consumers to test their products for safety.' "
"We know that they interfere with the reproductive system, we know that they alter hormone levels, and we know that they are neurotoxins," she said.
The Environmental Working Group has tested a large number of products and rated them for safety. Its "Skin Deep" database is online at ewg.org/skindeep.
Last year, Claire's stores declared bankruptcy after a report from the

If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office where the property is located or a title insurance company, either of which may charge you a fee for this information. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information. Further, if the foreclosure sale is set aside for any reason, the Purchaser at the sale shall be entitled only to a return of the deposit paid and shall have no further recourse or remedy against the Mortgagor, Mortgagee, or Trustee herein. If you have previously been discharged in bankruptcy, you may have been released of personal liability for this loan in which case this notice is intended to exercise the note holders rights against the real property only.

Beto O'Rourke raises $6 million on 1st day of electoral campaign EFE
Barack Obama, though he has not yet announced his candidacy. Among the other hopefuls for the White House, Senators Harris and Klobuchar raised $1.5 million and $1 million, respectively, on the first day of their campaigns.
Washington Beto O'Rourke, a contender for the Democratic presidential candidacy in the 2020 US elections, raised more than $6 million in the first 24 hours after announcing his run, his campaign team said Monday March 18, 2019.
O'Rourke, 46, formally launched his run for the 2020 nomination in the state of Iowa with the promise of a "positive campaign" that "seeks to unite a very divided country" while counting on the largest campaign base in the history of the United States.
O'Rourke, who collected $6.1 million last Thursday upon announcing his intentions, topped the candidate who had previously been the leader in the field, the progressive Bernie Sanders, who raised $5.9 million on the first day of his campaign. "In just 24 hours, Americans across this country came together to prove that it is possible to run a true grassroots campaign for president - a campaign by all of us for all of us that answers not to the PACs, corporations and special interests but to the people," O'Rourke said in a statement. The Texas candidate said over the past few days that he will not be influenced

by pressure from lobbying groups nor millions in donations to candidates from the super Pac political action committees.
Elizabeth Warren, Kamala Harris, Amy Klobuchar, Cory Booker, Bernie Sanders and more.
Last week O'Rourke was added to the list of Democratic presidential candidates for the 2020 elections along with Senators
Polls show that the current favorite for the Democratic nomination is Joe Biden, former vice president under President
Despite the defeat, the final result was so close in the traditionally conservative state of Texas that it put him on the map as one of the most popular politicians in the country and he was able to raise millions of dollars in contributions thanks to the expectations he generated and his skillful use of social media.
