José López Zamorano La Red Hispana Ningún miembro de la clase política de los Estados Unidos podría declararse orgulloso del patético desenlace del más prolongado cierre parcial del gobierno federal en la historia de los Estados Unidos y que lamentablemente colocó como
rehenes de las escaramuzas políticas de Washington a unos 800,000 servidores públicos en todo el país. Cientos de miles de trabajadores públicos, incluidos muchos veteranos de guerra, fueron innecesariamente colocados en situaciones penosas, incluido el incumplimiento de sus pagos de renta o hipotecas, o compra de alimentos y medicinas, a pesar de que muchos de ellos continuaron cumpliendo con sus responsabilidades laborales a pesar de no gozar de su merecido salario. Pueden extraerse muchas lecciones del cierre del gobierno federal. Para muchos, una de las revelaciones más sorprendentes es que la parálisis de casi una cuarta parte de la burocracia federal no provocó un caos nacional. Algunos analistas sugirieron que el cierre mostró que quizás muchas agencias son

Around 40 Republican intellectuals made up the Casa de España in its early days, very few compared with the thousands of Spaniards who sought asylum in Mexico, but the mark they left was highly significant. "They didn't have an immediate effect, because the insertion of exiles in society was not quick," Lida said, but the arrival of the Spanish intellectuals "had an influence as they successfully professionalized the university and scientific spheres." Furthermore, they were "very well trained" and "brought very specific learning in their fields," which expanded into centers beyond the Casa de España, such as the prestigious National Autonomous University of Mexico (UNAM) and the National Polytechnic Institute. But the reception for the Republicans did not have the support of all sectors in Mexico, since some "did not like what they saw," the historian said.

Mexico City - During the 1936-1939 Spanish Civil War, the Mexican government opened its doors to Republican intellectuals so they could practice their disciplines in what would become The College of Mexico. Today, eight decades later, this academic institution prepares to receive Spanish Prime Minister Pedro Sanchez, who this Wednesday will thank Mexico for welcoming those Spaniards who fled from Francoism. "This is a landmark year, the 80th year from the time the first Republican exiles landed in Mexico," EFE was told by the head of The College, Silvia Giorguli, who described the visit of a Spanish prime minister as "very symbolic."
After meeting this Wednesday with Mexican President Andres Manuel Lopez Obrador, Sanchez will head for The College to offer an address on the subject entitled "Mexico, Land of Welcome: 80 years of Spanish Republican exile." It was leftist President Lazaro Cardenas who supported the Republican cause in the Civil War, and who in 1938 decided to provide asylum in Mexico for Republican intellectuals with the founding of what was then called the Casa de España. "Spain was a very rich intellectual world and Cardenas saw the chance to capitalize on all the exile could bring to Mexico," Clara Eugenia Lida, research professor at The College's Center for Historical Studies, told EFE. Artists and intellectuals of many disciplines started coming to Mexico, like the poet Leon Felipe, the philosopher Jose Gaos, Dr. Isaac Costero, neurologist
Franco sympathizers and others on the right criticized the expense that the Casa de España signified, though Lida said it had a very small budget. When the Cardenas presidency ended in 1940, the organization that had been founded as a temporary organization chose to become a "permanent Mexicanized institution" under its current name, The College of Mexico. At present, this public institution is a Mexican and Latin American model for studies in the humanities and social sciences, which "maintains very close, very relevant relations with its Spanish origins, and the exile is a central theme at The College," its president said. In 2001, its work was honored with the Prince of Asturias Award for Social Sciences, and now it is the Spanish government that wishes to honor its history and legacy.

Six Steps to Help Students Get Into, And Pay For, College One thing that makes these scholarships different from other programs is that they’re about how much students grow, not how high they score. They don’t require an essay or an application and don’t have a minimum GPA or SAT score requirement. Instead, the program rewards all students’ efforts and actions on their way to college. The more effort students put in and actions they complete, the more chances they have to earn a college scholarship.
NAPS Getting into college can seem complicated, even overwhelming—but help is available. To support students and families, the College Board—the creator of the SAT and Advanced Placement—has launched a first-of-its-kind national scholarship program that serves as a simple college planning guide for all students. It explains what to do and when to do it. These College Board Opportunity Scholarships lay out six simple steps that all students can take to get into college. Completing each step will earn a chance for a scholarship; completing all six will earn students a chance to win $40,000 for their college education. These six steps help students plan by making a good starter college list, help them prepare so they can take their best shot and help them pay for college: • 1. Build a College List—Students get started by exploring colleges they’re interested in. • 2. Practice for the SAT—Students use

But, she said, those sorts of upgrades are not necessary for a medical procedure widely considered to be one of the safest in modern medicine. LINCOLN, Neb. — Nebraska is one of 19 states to receive a failing grade on reproductive health, according to the latest Population Institute report card which tracks multiple indicators, including access to family planning and abortion services. Jennie Wetter, the report's lead author, said a woman's ability to access affordable reproductive health care increasingly depends on where she lives. "You have those states that are making
sure that people are able to access affordable birth control, and access abortion care, make sure they're getting comprehensive sex education - and states that are doing the exact opposite,” Wetter said. Wetter said the state's failing grade was due in part to laws that impose what she believes are undue regulations on abortion providers, and she noted that 41 percent of women in Nebraska live in a county without a provider. Defenders of the state's so-called TRAP laws, which require infrastructure upgrades at abortion facilities, claim they are necessary to protect the health of unborn
Nebraska's low score also reflects the fact that it does not mandate sex education in public schools. Wetter said many young people are not getting the information they need to make healthy decisions. "They may not be learning about birth control, or they're just learning abstinence only,” Wetter said. “So that puts a lot of stigma on things like birth control and condoms, putting them at further risk for sexually transmitted diseases." She said there is good news. Since Nebraska passed Medicaid expansion, its affordable access score should improve in next year's report. She added that in Nebraska and across the nation, the teen-pregnancy rate and unintendedpregnancy rate are at historic lows, and are continuing to fall.

SACRAMENTO, Calif. - The issue of equal pay for equal work is front and center in Congress this week as House Democrats reintroduced the Paycheck Fairness Act. It comes 10 years after President Barack Obama signed the Lilly Ledbetter Fair Pay Act, which modernized and improved on the Equal Pay Act of
1963. Nancy Mahr, public policy director for the American Association of University Women in California, notes that it would prohibit employers from lowballing the salaries of job applicants based on what they made at their last job, which would ultimately improve wages for women. "A woman is given a salary based on the salary she earned previously, regardless of her merit or of the current
Mahr says women of color have it even worse, with black women making only 58 cents and Latina women 53 cents to a man's dollar. "Latinos are suffering the most with this," she points out. "We hope that this will give a little bit more incentive for women to feel safer speaking up for their rights, in terms of equal pay." According to the Institute for Women's Policy Research, 2.5 million children would be lifted out of poverty, and the poverty rate for working single mothers would be cut in half, if the gender pay gap was closed. At the current rate, it's expected to take another 40 years for women to achieve pay equity.

A TRIBUTE TO BETTY ROSE, CO-PUBLISHER OF EL OBSERVADOR del maestro event required Latino students to nominate their good teachers at elementary, high school, and college levels. Local school districts copied this recognition event.

Other 'Betty promoted' features were EO's coverage of local politics, especially the promotion of increasing voting by Latinos, promotion of its Latino candidates, and recommendations supporting those candidates who were the best for the community. One example was Blanca Alvarado, who was the first Latina to be elected to City of San Jose Council, representing District 5. EO's mission became to, “present information which was truthful, factual and useful”.
It was Betty Rose who encouraged her husband, Hilbert Morales, to do something about the level of ignorance with respect to access to education and health care services in the Latino community way back then during the early 1980's. When Hilbert and Betty Morales acquired El Observador in 1986 she became Co-Publisher, and the newspaper’s Chief Financial Officer (1986-2016). She influenced features that EO published, especially local politics, all levels of education, and job preparation and access.
When she died, her husband lost his partner and soulmate in this life and this community lost a very competent accepting friend and advocate. Her personhood exuded empathy and sympathy; always a good confidant and observer who would peel off each layer of confusion to get down to the issues, and then help develop acceptable resolutions. Basically, she solved many problems. She projected 'unconditional acceptance', a sharp
Betty and Hilbert Morales married in 1981; she became an instant step-mother to Hilbert’s children, Linda, Tony and Mary. They adopted the goal of having each child learn a profession which enabled 'making a good living', regardless of the economy and social issues. Betty was a graduate of St. Dominic Academy in New Jersey (Class of 1959) and arrived on the peninsula during early 1960's after having earned her R.N. degree from St. Joseph's School of Nursing in New Jersey. Betty's surviving family members all reside on the East Coast. May she rest in peace knowing that she influenced and helped many in every community here. She was a remarkable woman. We all already miss her presence.

Betty died last Tuesday morning, January 22, as a consequence of two serious chronic disease processes: Insufficient heart function and blood circulation in both legs, and Diabetes Type II, which resulted in several neuropathies (numbness). However, she reached age 83 because she was very disciplined in early diagnosis, development of therapy plan, and management of treatment plans.

The concept of a “Green New Deal” (GND), first called for in a 2007 New York Times oped by Thomas Friedman, has been in the news lately thanks to a protest outside of Nancy Pelosi’s office in mid-November a week after the 2018 mid-term elections when Democrats took back the House. The goal of the GND is to put America at the forefront of green technologies to meet or exceed our Paris climate treaty commitments while boosting the economy and reducing economic inequality. Think of it as like President Franklin Delano Roosevelt’s original “New Deal” that helped get Americans back on their feet economically after the Great Depression through the creation of millions of federally-funded jobs that not only employed people but boosted U.S. economic productivity. The GND aims to give Americans a leg up in profiting off the

Later that day incoming Congresswoman Alexandria Ocasio-Cortez showed her support by proposing the creation of a new House Select Committee on a Green New Deal tasked with detailing a “national, industrial, economic mobilization plan capable of making the U.S. economy 'carbon neutral' while promoting 'economic and environmental justice and equality’." “There are so many different progressive issues that are important, and climate change and addressing renewable energy always gets to the bottom of the barrel,” Ocasio-Cortez told The Intercept. “That can gets kicked from session to session and so what this just needs to do is create a momentum and an energy to make sure that that it becomes a priority for leadership.”
At least 45 House members have expressed support for the GND, while eight likely Democratic presidential candidates (including Jay Inslee, Cory Booker, Kamala Harris, Bernie Sanders and Elizabeth Warren) are also behind it. And with the majority of Americans favoring taking strong action against climate change even if it means higher taxes, implementing some of kind of GND seems like a no-brainer.

But environmentalists might not want to hold their breath. For starters, Ocasio-Cortez’s proposal for the creation of a new House Select Committee on a Green New Deal won’t be ready for a full House vote until 2020. Also, just because 40 members of Congress are supportive now doesn’t say anything about where the other 395 Congresspersons stand, let alone the 100 members of the stillRepublican-controlled Senate. Meanwhile, conservative critics point out that a Green New Deal could actually hurt the economy more than help it given how reliant we are on abundant and cheap fossil fuels. Even some liberals worry that the GND is trying to bite off more than we can chew. Only time will tell if something like the GND will become the law of the land—and many greens are keeping their fingers crossed.

Supreme Court Decision Allows Transgender Military Ban President Donald Trump cited "tremendous medical costs and disruption" as justifications for the ban. Sarah McBride, national press secretary for the Human Rights Campaign, said she believes the ban is part of a wider Trump administration agenda to license discrimination and embolden prejudice against LGBTQ people.

NEW YORK - The U.S. Supreme Court has lifted injunctions preventing the Trump administration from implementing its ban on transgender personnel serving in the military. The high court denied a Justice Department petition asking for an immediate hearing of district-court rulings that still are being argued in the appeals court. However, in a 5-4 decision, the court temporarily stayed trial courts' decisions that blocked the policy from taking effect while still in litigation. Transgender people have served openly since
June 2016, said Peter Renn, an attorney with Lambda Legal, adding that military leaders testified in Congress last year that the transition to open service has gone smoothly. "The ban is a slap in the face to the brave transgender men and women who put themselves on the line for the rest of us," Renn said, "and it wrongly suggests that their contributions to our country are somehow less than those of everyone else."
"They have sought to license discrimination in our schools and workplaces, in health care and in shelters," she said, "and in this case, they are seeking to mandate discrimination in our military, the nation's largest employer." The court's decision doesn't affect a separate injunction against the ban imposed by a court in Maryland, but advocates say that also could be lifted in light of the decision. On Jan. 4, a U.S. Court of Appeals overturned a similar injunction by a Washington, D.C., trial judge. This week's Supreme Court decision applies to court injunctions imposed in California and Washington state. However, Renn said the issue is far from settled.
Estimates of the number of transgender people now serving vary from a few thousand to as many as 15,000.
"Whether the ban is unconstitutional is being litigated right now in the lower courts," he said, "and the vast majority of courts that have ruled on the ban have seen it for what it is, which is rank discrimination."
Renn said lawsuits challenging the policy on constitutional grounds will continue.

The NHL, San Jose Sharks Foundation, and SAP collectively donated $500,000 to the outdoor rink for much-needed upgrades. New hockey equipment was donated by Franklin Sports, the Official Street Hockey Partner of the NHL. As a legacy to the 2019 Honda NHL All-Star, the newly renovated Roosevelt Park will increase access to hockey for community members year-round. “Downtown San José is booming with recreational and entertainment opportunities and the San Jose Sharks are a vital component of this,” said Raul Peralez, San José City Councilmember. “This quality play space is a testament to the partnership between the Department of Parks, Recreation and Neighborhood Services (PRNS), the San Jose Sharks, the NHL and SAP. When we all come together, the San José community and our youth benefit.” Construction efforts were spearheaded by the City of San José, who first opened the rink in 1995 to provide a safe and accessible space for children and
