Hopeful Days for the Road Building Industy

A

s the country awaits news from Washington where a small group of bipartisan Senators work around the clock to get a $1.2 trillion infrastructure package passed, the road building industry gathered for the National Asphalt Pavement Association (NAPA) mid-year meeting.

Optimism from attendees is high and market drivers are supporting that sentiment.

George Reddin, managing director at FMI Capital Advisors Inc., shared that the National Roadbuilding Confidence Index (NRCI) is the highest it's been in years.

"People are highly anticipating that their will be expansion in their business in Q3 of 2021," Reddin said. "The future looks good.

We may see some bumps in the road ahead of us but overall things look positive."

Reddin shared that 2021 will probably be flat overall for the non-building construction industry, but that the medium term outlook is very promising, especially with the anticipation of a highway bill.

While optimism is high, Reddin did share that the industry has a few hurdles to overcome.

THREE KEY DRIVERS FOR ECONOMIC GROWTH The promise of an infrastructure bill, the labor shortage and supply chain issues are the biggest factors impacting the construction industry as a whole.

Funding All eyes will continue to be on Washington for renewal of the FAST Act or other stimulus packages for infrastructure funding. The next few weeks will be critical to determining whether the Bipartisan Infrastructure Framework will become legislation that reaches the president’s desk and is signed into law.

The Senate holds the cards right now, and the

chamber will decide if significant infrastructure investments become a reality.

Labor Shortage The labor shortage continues to negatively impact the economic recovery of our nation.

Over ninety percent of contractors surveyed by the U.S. Chamber of Commerce say the lack of available workers is slowing their economic growth.

The Association of General Contractors also reported that the construction workforce is down 3.1% from just a year ago. And with 9 million open jobs, we are going to continue to face some real challenges in this area.

"We can always find ways to make more material, but if we don't have the people to put it down, that's a problem," Reddin said.

Supply Chain Issues The global shutdowns that occurred in 2020 are still being felt. Rapidly rising materials prices was one of the leading threats to a vigorous nonresidential construction recovery.

Shipping delays have created bottlenecks in the manufacturing process. Lead times have increased for parts and equipment and prices for raw materials have gone up significantly.

These delays and the trickle down of the supply chain challenges are causing increased prices for producers and consumers.

Still, the demand for construction services is expected to be strong during the months ahead to allow contractors to pass many of these higher costs onto the purchasers of construction services, preserving margins.

The industry awaits next steps from Washington to continue the recovery of our economy and to move our industry forward.

Why Construction Companies Need to Plan Now for Influx of Infrastructure Projects

T

he good news: the industry should see more money to rebuild our crumbling infrastructure before 2021 ends.

The bad news: most construction contractors are not prepared to take on more work at the level these projects are going to require. An influx of work will require more crews, more equipment and more technology to manage all of the pieces.

Still, there's hope. With a little preparation now, contractors can position their businesses to be more successful in bidding and completing projects on time and within budgets.

This Q&A with John Meibers, VP and general manager of Deltek + ComputerEase provides more insight.

Q

Why is it important to have a comprehensive plan for every project? What can happen if projects are not thoroughly vetted and executed?

Schedule delays and rework can be very costly. If you don’t have a plan in place, you are going to end up with delays and rework. It is important to properly vet each project especially if you are beginning a project in an area

(i.e., type of work, geographic region, type of customer) that you may be unfamiliar with. The investments to prepare a winning bid, coordinating subcontractors and pivoting to execution are all critical in the path to a successful project lifecycle. When not properly vetted, it can set you up for compliance issues, schedule delays or cost overruns Part of the comprehensive plan is making sure all parties (contractor, architect and owner) are on the same page and working towards a common goal of a successful project. If the project is not properly executed, the project can fail in many ways including schedule delays, cost overruns and legal issues.

Q

The construction industry is notorious for not adopting technology and market intelligence. Why is this a problem?

Lacking good market intelligence and not getting involved early in project planning is the primary reason companies lose important bids. Reacting to inbound RFPs puts companies in reaction mode preventing them from putting their best foot forward

and helping to shape the project requirements.

The number one problem caused by not adopting technology is poor communication. Not being able to properly communicate between the field and office leads to many inefficiencies such as poor job costing, decreased labor production, not properly coordinating material deliveries, and having the right tools and equipment onsite.

Not having the right technology to deliver real-time job costing prevents you from being proactive with realtime decision-making and adjustments on the job. The time it takes for a contractor that has not yet adopted technology to execute things manually takes away from the time that could be spent on increasing their overall productivity.

With today’s labor shortage, we’re also seeing the contractor who is slower to adopt technology is struggling to attract and retain a talented workforce.

roductivity has been stuck for years in the construction industry, and a few of the main culprits include inefficient workflows, out-of-date methods and manual processes that tie up time and hamper efficiencies. Many tasks could be easily automated and further optimized; yet, inefficiencies run rampant because most businesses

aren’t aware of the technologies that are available for leverage. However, there are those who recognize the challenges that ineffective processes cause and decide to knock them out of their daily workflows to supercharge efficiencies with new technology to help.

WHO IS CLARK ASPHALT? Over 40 years ago, Clark Construction of Texas penetrated the construction space, mainly in the business of paving. Four years ago, they purchased an asphalt plant, and

that is when Clark Asphalt Products got their start supplying asphalt to the jobs that Clark Construction secured. The plant, located in New Braunfels, TX, is one of the cleanest and nicest facilities this industry has to offer. On site, Clark typically has two loader operators, one groundsman, a plant operator

and a plant manager that hold down the fort on a day to day basis.

Clark Asphalt produces around three to four hundred thousand tons of asphalt each year for the projects that they support, which is mostly projects for the city of San Antonio, a few state jobs and some subdivisions. Depending on truck rotation, they typically get about 300350 tons of asphalt loaded in a day.

Their operation runs with Astec scales, so for a while they were also using Astec’s Weighmate 2000 for their loadout operation. Billy Ruff,

operations manager at Clark Asphalt, needed a way to have some insight into what was happening at the plant while he couldn’t physically be there, so they began looking for another solution with the capability to have some visibility into his operations while he focused on other aspects of the business.

IMPROVING QUALITY AND PRODUCTIVITY WITH EASY-TO-USE SYSTEMS Clark worked with Libra to install a new overhead loadout system, which interfaces with both of their Astec scales and their production system. The implementation process took about two

or three months before everyone was on board and comfortable in operating the system. With the loadout system, the truck pulls up and the loader operator enters the truck number in and then begins either dual loading or single loading, depending on the number of trucks on the scale at the time.

“With Libra’s loadout system, we are able to easily find job orders, we can easily void or reprint a ticket in seconds – it is just as user-friendly on the technical side as it is on the loadout side," Phillip Tower, plant manager says.

They also implemented Libra Web Services, which enables them to share data from anywhere with mobile connectivity. Now, the foreman on the job can receive alerts about every ticket and look at reports on a smart device without calling the plant. They can also give their customers a portal in so that they can look at the reports and see what is happening on their jobs.

“I’m hardly ever in the tower, so when my general superintendent is on the road, they can understand what is going on at the plant from their mobile device while I am managing other jobs," Bill Ruff, operations manager says. "I used to get several calls about what is going on at the plant in a day – with Web Services, I hardly ever get calls anymore.”

INFORMATION FROM ANYWHERE Another solution that Clark Asphalt has recently added to their toolkit is Libra’s Remote Access Client. With this solution, they can not only log in from the office and see what is going on at the plant, they can add customers, keep the database up to date and review and print reports. With Remote Access Client the operator doesn’t have to send reports each day, and their office manager doesn’t have to wait until the plant is finished running to the paperwork that she needs.

Clark Asphalt also recently implemented thermal printers for both of their scales, which enables their truck drivers to stay in the truck after the loadout process is complete. The driver just pulls ahead, grabs his ticket from the kiosk, and gets back on the road, improving their truck flow at the plant. The thermal printers were also extremely beneficial in keeping their operations going during new regulations and special mandates that were being implemented at the start of the coronavirus pandemic.

Before the printers were installed, the plant operator had to send the tickets from the tower down to the truck driver through a tube – much like the tube that is used at the bank. Now, as soon as the truck is loaded and they drive off of the scale, the next truck can start the

loadout process because the operator isn’t handling tickets. Ruff estimates that this new process saves them about an hour each day. The printers eliminate the extra touchpoints that would occur if the operator were involved in writing and handing off the tickets. Clark Asphalt’s goal is ultimately to become completely paperless, and they are well on their way.

Clark Asphalt is also planning to implement the Silo Safety System, which is a completely stand-alone system featuring infrared sensors to enable each silo, if and only if, the truck is in the proper position. Two infrared sensor sets indicate when the vehicle is properly placed for loading and silo gate activation. Three sensor set configuration allows for detection of space between the cab and the trailer.

As the truck pulls through to the loadout station, it will break the infrared sensor beams to enable the silo to be opened. With the Silo Safety System, they can ensure that each driver is safe from the damage that can ensue from having a literal ton of hot asphalt drop on top of them. They can also prevent costly ramifications of their trucks being damaged by these materials.

REAL-TIME

Contractors with real-time density calculations at their fingertips have the added advantage of a proven correlation to core densities as compared to other systems

here have been many advancements in Intelligent Compaction (IC) over the past few years aimed

at reducing the guesswork in the paving process. In fact, the Federal Highway Administration (FHWA) continues to work with many states and manufacturers to enhance IC systems that provide real-time information to the operator that’s critical to achieving target density.

These factors include number of passes, mat temperature and Intelligent Compaction Measurement Value (ICMV) — each allowing operators to make informed decisions on the fly.

But not all IC systems solely measure ICMV. Some systems can deliver real-time, in-place density calculations — taking ICMV a step further. Here’s a breakdown of the differences.

WHAT IS INTELLIGENT COMPACTION MEASUREMENT VALUE? Intelligent Compaction Measurement Value is a broad industry term for a measure of stiffness that’s calculated using accelerometer measurements on vibratory compactors. ICMV isn’t a measure of density itself — it’s a value used in the calculation of it.

In 2014, the FHWA released a report that attempted to identify a clear correlation between ICMV calculations and in-place asphalt densities. The report found that ICMV values alone can’t reliably estimate core densities, stating, “The

There are numerous factors cited in the lack of correlation including measurement depths, footprints and a change in drum rebounds when asphalt temperatures drop below a certain threshold. The report does, however, insist that IC systems “can be used as an enhanced tool for quality control by monitoring ICMV in real time during construction to maximize the window of opportunity for compaction.”

According to the FHWA, the greatest strengths of using IC equipment include: • Real-time data of pass counts. There are many reasons why the real time data collected with GPS equipment is so beneficial. It almost eliminates the possibility of missing areas of the asphalt mat during rolling. This helps to achieve consistent densities. The pass count mapping is particularly useful during night paving where roller lines are difficult to see. It also works as an excellent training tool for less experienced roller operators.

• Real-time data of asphalt temperature. This ensures that the temperature of the mat behind the paver is uniform. This is also critical for achieving consistent densities.

• Records of all roller settings (speed, frequency, amplitude), pass counts, and temperatures. If there are any issues with achieving asphalt density, these factors can be viewed and used to identify potential issues with the rolling operation.

• Ability to identify weak spots in the existing surface prior to paving by pre-mapping. This is helpful when preparing the sub base/base course layers. Alternatively, it is also a great tool if the contractor did not prepare the existing surface to be paved.

HOW INTELLIGENT COMPACTION WORKS Intelligent Compaction systems feature an accelerometer-based measurement system, as well as GPS, infrared temperature sensors and an on-board computer that provides real-time compaction information to the operator.

The primary features of IC systems — common among all providers — are pass mapping, surface temperature mapping and data collection.

completed and ensuring the operator can gain better uniformity across 100% of the mat. Over-compaction is equally as detrimental to quality as under-compaction, and pass mapping can help ensure the operator isn’t making too many or too few passes.

• Temperature Mapping — IC systems display real-time pavement surface temperature information to the operator. This is incredibly important, as the temperature greatly impacts the material’s ability to be compacted. Armed with real-time temperature information, a skilled compactor operator will know to make adjustments to compact the asphalt at peak temperatures and avoid the need for additional passes that can drive up project costs and extend timelines.

• Data collection — The FHWA recognizes that IC data could provide significant value for quality control protocols, so one important factor is ensuring that data is collected and reported in a standard format among all manufacturers’ IC systems.

While these three features are more or less standard across all IC systems, what varies significantly between systems is how the asphalt ICMV is calculated. Most IC systems offer real-time asphalt ICMV calculations; however, each manufacturer has a slightly different methodology for how it’s done. Despite the variance in calculations between manufacturers, each has the same goal in mind — to equate ICMV to density.

THE BUSINESS ADVANTAGES OF REAL-TIME DENSITY CALCULATIONS Asphalt contractors who use Intelligent Compaction are in a better position to win DOT bids and are better able to make quality control decisions on the fly. Those with real-time density calculations at their fingertips have the added advantage of a proven correlation to core densities as compared to these other systems.

According to the FHWA, "IC seems like an obvious solution to ensure that the entire asphalt mat gets the correct amount of compaction effort."

As the necessity for IC grows, contractors need to familiarize themselves with the technology to stay competitive. In 2017, 23

states had developed asphalt IC specifications. There were nine states at that time that developed soils IC specifications. Caltrans also developed an IC specification for cold in-place recycling (CIR). PennDOT includes roller compacted concrete in their IC specifications. The use of this technology has exploded since then.

Multiple states have already adopted IC specifications and are mandating that road contractors use IC systems on certain projects. This number is only expected to grow. Road contractors who have demonstrated experience with IC systems will have a clear advantage working on DOT jobs with IC specifications.

HOW TO GET REAL-TIME DENSITY VALUES This means now is the time to get these systems in places at your company.

Manufacturers have been working hard to ensure contractors have the best tools at their disposal for getting accurate compaction in real-time.

Volvo Compact Assist with Density Direct is an alternative method to predicting density. As with other IC systems, Density Direct offers surface temperature mapping, pass mapping and data collection capabilities via the Volvo Co-Pilot display. However, the Volvo system offers the added benefit of real-time density calculations. At the touch of a screen, the compactor operator can see the predicted density of the material being compacted, and unlike ICMV values, which are unitless, Density Direct data is expressed on a scale of percentage of air voids removed.

Within the Density Direct system is a screen where the user sets up the system for a calibration test strip.

After starting calibration, the system automatically plots the area for the operator to cover with four vibratory passes. These passes are used to train the system’s artificial neural network.

When complete, the calibration is saved, and the Co-Pilot will display predicted density as a percentage. For best accuracy, pavement core samples

are taken from the calibration strip (after final compaction) and tested in a laboratory. These values can then be put into the calibration to increase accuracy of the predicted density. ICMV does not require calibration, but it also does not correlate easily to density results.

The user interface of Volvo Compact Assist with Density Direct depicts a density map, showing each square unit of rolled surface in a color representing predicted density. It also provides realtime numerical readings of predicted density that come from an average across the width of the drum, surface temperature and pass count displayed on one side of the screen. The user can also toggle between density mapping, surface temperature mapping and pass mapping. The pass mapping function captures each compactor pass and drum overlap with a different color so the operator can easily see gaps and work to maintain uniform coverage. Temperature mapping shows the operator the path of the compactor overlaid with the recorded surface temperature.

HAMM has released HAMM HCQ as a part of their WITOS of Compaction Suite. HAMM HCQ enables the compaction progress to be monitored – in real time as well as remotely. For example, construction managers will be able to obtain comprehensive information on the progress of construction at any time without having to be on site. They will be able to control processes from the office and take decisions on the basis of qualified information. This in turn brings savings in travel time and costs and enables quality improvements to be achieved through timely interventions.

The Hamm Measurement Value (HMV) is the Intelligent Compaction Measurement Value (ICMV), or stiffness index for the HAMM/Wirtgen IC equipment. The HMV values vary drastically based on roller speed, frequency and amplitude settings.

HAMM also sees the potential for even greater efficiency in the optimization of machine utilization with the aid of WITOS FleetView. It

facilitates maintenance and diagnostics, speeds up response times in the event of faults and also enables systematic analysis of operating and user behavior.

Finally, regular maintenance and timely, cost-optimizing replacement of wearing parts increases roller availability. At the same time, unscheduled downtimes, often involving transport costs and organizational work, are avoided.

map services, this subscription-based cloud solution makes it possible to specify all relevant core parameters for the site and plan the compaction process in detail. Respective job areas can be defined and compaction specs set according to task (number of passes or soil compaction value or material stiffness). Machines can be assigned to projects and tasks for optimal results.

Roller operators, project supervisor and site managers can monitor and track all compaction values in real time.

After activating an Android tablet or smartphone in a BOMAG roller, the installed free BOMAP app connects to the machine interface and registers the machine parameters. All data relevant to compaction (e.g., material stiffness or temperature) is automatically recorded and transmitted through the cloud to BOMAP Connect.

Third-party machines also interconnect and can transmit their passes, helping to generate a pass map for the entire site.

Within seconds, this data is combined in real time and displayed as a color-coded map. Colored areas indicate the compaction results achieved by the entire roller fleet. Operators can readily see areas that have already achieved target material densities, the current degree of compaction in a specific area and their position on the asphalt mat or soil section.

As the technology behind compaction progresses, contractors will be required provide detailed, comprehensive compaction measurements. Adopt these tools now and stay ahead of the learning curve associated with compaction technology.

Milling Best Practices Improve the Quality of

Many factors will determine the quality of the recycled asphalt pavement materials being produced

T

he use of recycled asphalt pavement (RAP) is continuing to grow in the United States. In 2020, the National Asphalt Pavement Association reported that the industry reclaimed 97 million tons of RAP for future use, saving about 58.9 million

cubic yards, or enough landfill space to fill up the dome of the U.S. Capitol 1,223 times. This massive reclamation effort also saved $5.3 billion in gate fees for disposal in landfills.

Our country’s most diligent recyclers are in fact asphalt mixture producers, who utilize more than 94 percent of old asphalt pavements in new pavement construction. But are they doing the best they can to ensure these materials are being recycled properly?

“Sizing of RAP can have a dramatic effect on how well RAP goes through asphalt plant," Kyle Neisen roadbuilding

product manager at Astec Industries says. “A more consistent size coming in off the milling machine will be more efficient for everyone involved.”

By maintaining RAP quality in the field, the asphalt plant can achieve a faster turnaround using the RAP in a new mix design. Here are some ways to do that.

Maintaining milling best practices across the board can be better than changing the drum, both in terms of quality and productivity.

Get the Most from Your RAP The main purpose for using RAP is to recover the oil so less virgin oil is used in the new asphalt. Making sure you’re getting the most out of this material is important to the success of your milling operations.

“The level of AC (asphalt content) in milled RAP has a big impact on the quality and the final AC content of the new asphalt it’s used in,” Dave Peterson, market professional with Caterpillar Cold Planers says. “That’s one reason why mill and fill applications are so effective, because they simply remove the top wearing course of a road where the oil content is typically the highest, and least likely to be contaminated with base aggregates. That RAP material is then very good for use in making new asphalt.”

To be the most successful at this, you need to know exactly what you’re milling up.

“Asphalt is placed in lifts and each lift has different rock and oil content,” Miller with BOMAG says. “Depending on how deep you are cutting, you may want to do this in lifts to separate the usable RAP with good oil content from the older material that may not have any oil left.”

Contamination is also a big factor in ensuring proper RAP quality.

“Operators should be aware of contamination and try to avoid major contamination, such as picking up dirt from the shoulder,” Niesen with Astec Industries adds. “Dirt can damage a mill head and results in poor quality RAP.” Frequent contamination points also include the shoulder, going into the base layer and debris around intersections.

Contamination can also happen by accident, but can be easily managed through communication on the jobsite.

“Periodically, RAP material could encounter foreign oil or fuel leaks, either from the milling machine or one of the support vehicles (water truck, fuel truck, dump truck),” Chastain with Wirtgen America says.

“Once we establish where the leak is coming from, we need to get that machine off the road in safe spot to address the problem. ”You also need to let supervisor know about what has happened.

This communication allows all involved to know we may have contaminated material. If we catch it, the plant may be able to separate that contaminated material from the quality RAP. Also, throwing garbage, old cutting tools, etc. under the machine to put into the truck is not a good practice as well.”

“How an operator runs the machine will absolutely determine the quality of the RAP,” Austin Miller, paving development manager at BOMAG Americas says. “If he runs too fast or raises the front moldboard too high, it can produce large slabs that will have to be processed through a crusher and screen and stacked for use at a later date.

If the operator can produce a consistent material with minimal deviations, the material can be processed during the making of the new mix with a small grinder or RAP wrangler prior to being put into the material bin on the asphalt plant.”

Therefore, consistency is key to RAP quality control.

“By maintaining a consistent pace of milling, and not going too fast, operators can help control quality,” Niesen adds. “If the operator slows down a few feet per minute it can help the machine get consistent size material.”

Machine controls can help with this.

“Properly setting things like rotor speed, travel speed, front antislab and rear moldboard position all contribute to achieving the desired pattern or surface finish behind the mill,” Jameson Smieja, global sales consultant with Caterpillar Cold Planers says. “Also proper setting and use of an automatic grade and slope

systems significantly improves the profile of the milled surface to be repaved.”

Operators also need to be aware of other factors outside of their control like the material being milled which impacts their water usage.

“The material does have something to do with quality,” Tom Chastain, milling product manager at Wirtgen America says. “How much water we are running can affect the RAP once it hits the plant due to how much water consumption the material has. Too much water consumption could mean we need to run the RAP through the dryer to bring that down some.”

IMPORTANCE OF THE DRUM The drum you choose will obviously determine the size of material being processed and that is usually influenced by the desired spec of the job.

“Different cutting tools will affect sizing of material,” Chastain says.

“Different sized carbide or diamond tools can either cut the material in small sizes or larger flakes.”

The finer the drum pattern, the finer the material will be.

“That is not always good as you don’t want to create more fines which is counterproductive in most cases,” Miller cautions. “Bottom line, pick the drum for the surface texture you desire, not for the RAP quality.”

“In general, you can hit any smoothness spec with any drum if know how to control machine,” Niesen says.

“Not frequently do you have to go to micro-milling or quad wrap but doing either can help maintain production speeds while also achieving desired smoothness.”

One you have that drum in place, making sure it’s properly maintained is paramount to the success of your milling application.

“The maintenance of the drum is key in the quality of the RAP produced,” Miller says. “With good tooling, you will get a cleaner cut and less breakage of the aggregate.

Once the teeth reach stage 4 or 5 of wear, they will tend to break the

material or crush it instead of cutting.

Watching your cut pattern and checking your teeth on a regular basis will ensure you are getting quality material.”

Last but not least, monitor the milled surface and make adjustments as necessary, including the replacement of cutting teeth. This will help maintain the best quality throughout the job.

“Cutting tools affect not only RAP sizing, but machine performance and pattern quality,” Chastain says.

“Operators need to keep an eye on what the pattern looks like, how is the machine performing and look at the material that is being loaded into the truck. As

cutting tools wear, pattern quality can go down, then the machine performance goes down, then we see the RAP sizing start to be affected. If the cutting tools are wearing evenly, maybe we just need to slow the machine down, or possibly change what working parameters or drum speed we have the machine in.”

Maintaining best practices across the board can be better than changing the drum, both in terms of quality and productivity.

“At the end of the day, control the factors you can control,” Chastain says.

“Machines need to be maintained properly and drum maintenance is extremely crucial. We need to have a cutter drum that is well maintained, and the proper cutting tools installed to achieve higher quality. Water spray systems also need to be in proper working order to make sure we are getting proper spray to the key areas.”

PROPER STORAGE & PROCESSING Once RAP is transported back to the plant, the importance of quality control continues. The transportation, storage and utilization of RAP is always a logistical challenge, but the single most important best practice is to treat RAP the same way you treat virgin materials.

This means always keeping the RAP clean and dry before it’s reprocessed and

put back on our roadways.

When possible, store processed RAP stockpiles under cover, or at least in an area with a sloped surface and good drainage. NAPA recommends paving underneath stockpiles to allow for proper drainage.

“Storing processed RAP in a covered building is the most desirable,” Miller says. “It will keep the direct sun off the material which can heat the material

up and cause it to stick back together.

If you have to store out in the open, try and process just enough for your job as close to the start of the job as you can so it has less time in the sun.”

One practice that makes higher percentages of RAP more successful is fractionation of the material. A producer should separate the material into two or more stockpiles based on the size of the RAP particles. It's becoming more common to separate RAP into a coarse pile, with particles of more than 1/2-in. or 3/8-in. in size, and a fine pile with particles of 1/2-in. minus or so. That lets contractors use fine RAP in finer asphalt mixtures and coarse RAP in coarse mixtures.

Crush only what you need for a two- to three-month period. Re-use of the RAP material is recommended within two-to-three-month period.

Longer storage periods may be expected when the material is under cover. Also,

avoid driving loaders on RAP stockpiles, which leads to premature compaction of the processed RAP. The use of RAP is not going away.
