MELORANDUM: HIS EXCBLIENCY TrIE P~SIDENI' MAIACANAN , MP,NIIA Reliable information is circulating around that in the event there is a change in the Ha.yorship of Baguio, the possible successor to replace Mayor Jose 1•• Carino, is either Dr. T. Arvizu or Atty. Ramon h.itra. If thi s is true , we the people of Baguio vigorously interpose our unconditional objection to the appointment of either one of _them because the people have absolutely no confidence in them. Their names are smeared with antagonism, aloftness , insincerities, unjust treat~ent of the poor and many other ill actuations needless to mention here. These, ¥.ar. President , are the true sentiments of the peopl e of Baguio especially the humble Ilocanos who comprise the bulk of the population to about 75P• The two men above mentioned c;.re considered the enemies of the masses w.:.o should not be given again the chance to run the admini stration of this City for we sincerely believe that they are not the types of men whom the people can trust . Their days are now over and the people have had enough of what they can do , and what they have done in the past are but just example of the kind of leaders they are. If either one of them is appointed , there will surely be a general discontent among our people and we are afraid that a mass protest or indignation r ally against their appoi nt ment be held by the people of Bagui o. Henceforth , the Visay~ns , in the person of ~iayor Nicasio Val derosa, the Tagalogs, by ::ier gio Bayan and by Ramon P. hitru, the Bicols, by Pedro Armefia, the Pangasinanses, by the late Mayor Isidoro ~iapno, and the Igorots .,, by the present 1ayor Jose M. Carino were a.11 given chances to ;uirninister the affairs of the City of Baguio but the Ilocanos comprising the greatest number of the Baguio residents have never been given a chance to administer the affairs of our City. -We sincerely believe , ¥.;r. President that the Ilocanos are not an inferior clGss of people to be always waylaid and disregarded. 1ie also believe that there are Ilocanos wLo are capable to take charge of the affairs of the City government. ,~e agree with the sentiment of one of the Native Le~ders, r . Pedro Carantes, who said (please see attached clipping of the l·iIDLAND COURIER elated Sept . lS, 1948) that if a change in the 1-,ayorship should take place, an Ilocano should be appointed to the position. The feelings of }lr. Carantes r . President, is the feeling of the general public and if Your Excellency desires to find proof of the true facts, we are ready to present to your ~xcellency, a petition to be signed by our peopl e . We ha~e, ¥i.r. President, to inject sectionalism because this is a cosmopolitan City but the present rolitical set up in Baguio demands that an Ilocano 1-iayor ~i given also a chance to administer the City Government in compliance witl~ ~ shes, dreams and desires of the majority of the Baguio people.
The following are a few of the reasons why the people of Bagui o would not endorse the appointments of the two applicants for the lvfayorship: Dr. T. Arvisu .(a) He is decidedly a m~mber of the unsympathetic capitalist class who values the glitter of money above service to the people.
(b ) He is too ant agonistic to the poor people . (c) He is insincere and decidedly a political outcast by ulmost all people of the City of Baguio. The LP will never forget the heavy contribution he ,ade to the Nationalista Political M.achine in this City while at the same ti.me pr ofessing to be a member of tne .i:..iberal Party. (d) He is an opportunist .

s i r : When we oame to pay our respects and to present our oandidates for City Mayor of Baguio in the per.sons of (1) Juan F. Zarate, (2) Antonio Rimando, (3) Atty. Jesus Jaramillo, and (4) Graoiano Carino, and reoeived your counsel that we mu.st have to unite, we immediately gathered together and after thorough deliberation unanimously agreed to recommend for your consideration Mr. Graciano Carino for the position of Mayor of Baguio. Our reasons for indorsing wholeheartedly the appointment of Mr. Graciano C.Arino for City Mayor of Baguio are: many
(1) He has been a respected resident of Baguio for years and a bonafide tax payer of this City;
(2) Because of his taot and broad sympathies he can help harmonize the different political factions of the Liberal Party in Baguio and at the same time help win over or neutralize most of the leading Naoionalistas 1 as oan be readily seen from the political complexion of the signers of this petition; (3) As early as 1934, he has been backed up by political leaders of Baguio for appointive Assemblyman for the 2nd District of the Mt. President Elpidio Quirino Malacanan, Manila My dear Mr. President: As a member of the National Committee of our party (Liberal Party}, I wish to urge you as head of the party to preserve party unity now to insure success of the Government's program of economic rehabilitation of our ruined country, so well began by you¡ and the late President Roxas and other party leaders. So many interested people from our party and the opposition come to my office inquiring about party split. I have always assured them that there will be no party breakdown on the part of the Liberals, and that the talk of a party split is the work of intriguers interested solely in their personal benefit. I also urge that an early party convention be held to prevent consuming and demoralization of government functions which must be kept with dignity to obtain results for the benefit of the people. As a party leader, I propose that a Quirino-Yulo combination be offered early to be approved , by an early convention of our party. This combination, to me, and believed by many others, is the best the country and the Liberals can offeljand settle all political differences in the Party. It is believed that Senate President Avelino will see his way and agree to my proposition with respect to the combination in the next presidential election. Mr. Iulo, I also believed, can be commandeered by the party to be your running mate as candidate for VicePresident. November 14, 1949 His Excellency President Elpidio Quirino Malaca.nan, Manila Your Excellency: By this time your Excellency, you must have known the results of the elections in Baguio of which we were appointed l1.ssistant Campaign hanagers and l ater in the campaign due to the sudden serious illness of Mayor Jose M. Carino, the undersigned became the Acting Carnpaign hanager of the Liberal Party in Baguio City.
For the purposes of this report, only 6,695 voted of the 11,514 r egistered voters in t he City of Baguio and out of which l. Avelino _ot - - - - - - - - - - - - 309 votes 2. Laurel got - - - - - - - - - - - 2,093 votes 3. Your ~xcellency got - - - - - - - 4,293 votes (Equivalent to 64% of the total votes cast) As the City of Baguio is controlled politically into two factions as far as the Liberal Party is concerned, (Mitra 1 s faction having turned Nacionalista in t he last three days before the elections), we are herewith presenting their standing judged in the results of the Nov. Sth elections compared with that of the Nacionalistas and the Avelinistas in the City of Baguio and their respective contributions (either affirmative or negative) towards your final vote in the City of Baguio, as follows:
1. The hVelino Liberals, with the following leaders campaigning, namely: attys. h.mbrosio and Leonardo Rilloraza se~ured votes against you as represented by the votes in Baguio of Avelinista official candidate for Congress L. Rilloraza, - - - - - -

February 15, 1950 His Excellency, President Elpidio Quirino Mansion House, Baguio City Dear Mr. President: I have the honor to enclo?e herewith, for Your Excellency's perusal, a clipping .of the editorial of the Fookien Times, which was published on Tuesday, February 14, 1950, under the title "Welcome Back to President Quirino". The editorial expressed the rejoicings felt by all residents of the Philippines, aliens as well as citizens, in your home-coming because of your speedy recovery from the major operation and of your successful conversations in the United States with President Truman. In its conclusion, the editorial said: "It is noted that President Quirino, in coming back to the Philippines, is in excellent spirits and very optimistic. This is evidently due, on one hand, to his preparedness, both physical and mental, for the difficult and tremendous task ahead, and on the other, to the definite results which he obtained from his conversations with President Truman. Therefore, we do believe that, under such favorable circumstances, the Philippines has an exceedingly bright future. In welcoming President Quirino back to the Philippines, we wish him a speedy complete recovery and and early success in his task and projects." In transmitting the sentiments underlining the enclosed editorial, may I add my personal best wishes and respectful regards to your Excellency.

AID IN SOUTHEAST ASIA It seems to be agreed that if the United States is to make effective moves against the advance or communism in Asia some plans for stabilizing the situation in various countries must be initiated and adopted. Viet Nam wants military aid, at once, to meet the increased threat of the Communist-led forces or Ho Chi Minh. Burma has indicated a receptivity to American assistance, after having been somevbat fearful of' "foreign" exploitation. Indonesia is seeking further rehabilitation loans. Discussions are in progress concerning the relation of American stockpiling to Ma.laya•s econom;y. A State Department mission. is now in the field making a surve,- and a "new" Asiatic policy is predicted for sometime in the summer. Meanwhile there is one danger point at which we can and should act 'Without the need for further "exploration". That is the Philippines. We have a direct military connnitment and a strong moral cOllllllitment to the new Republic's security and progress. It can be met, now, with concrete actions that 'Will promote stability in the archipelago and at the same time give an earnest to the rest of Asia that ve mean business. Here are some of the things that can be done: (1) The United States Congress should immediately make a further and final amendment to the War Damage Claims Act, appropriating the necessary $100,000,000 to bring the scale ot payment up to the 75 per cent level that was implicit in the original legislation. This is a matter of good faith, but it can be made also a matter of substantial economic gain for the Philippines by ma.king some simple provisos. It can be stipulated, :tor example, that the additional paymentsto those whose claims have already been met in part must be used in projects designed to fur..her rehabilitation and economic improvement in the Philippines. This would assure the channeling o£ the f'unds into productive enterprises. (2) The United States should extend to the Philippines, now, a currency stabilization credit similar to that which was extended to Mexico. An amount of about $100,000,000 should be adequate. This is imperative, since adverse trade bala~es have drained awa:r too much of the country• s gold reserve. The peso is not now as stable as it should be and there is a bl.8.ck market. (.3) The United States should dispatch, immediately, a small, really top-level and non-governmental mission to examine and report on the possibility of private investment ot the sort envisaged in the Point Four program. Such a mission, and it should be good enough to inspire complete confidence, should advise the Philippine Government on the steps necessary to encourage investment. It should also advise Americans as to where and how investment could be made profitably. There are opportunities in abundance. In this category could be placed certain public operations that could be funded with private capital, such as the rebuilding or the vater supply for Manila and Baguio, the construction of some key roads, and the development of dam projects that would be a source of both irrigation and power.
(4) The United States should quickly resolve any further dispute about our military commitments by strengthening its Philippine establishments. If' we are to hold Clark Field there ought to be a ground force to defend it and its fuel sources

His Excellency, Elpidio Quirino President, Republic of the Philippines Baguio City, Baguio Philippines Dear Mr. President: For our First District Convention, we will have about 500 D~ates of all the Lions Clubs throughout the Philip~ W e a r e holding this Convention in Manila and the different Clubs throughout the Philippines have i?¥licated their desire to meet you at M.alacaiian on June 2nd, at 6:00 in the evenine. Also, from our various Clubs, we have received requests that for our Grand District Governors Banquet and Ball, in which over 1,000 people will sure~ attend, they request to have honor of both your presence and a few words that you may utter to them. Enclosed you will find a tentative program for the three-day Convention that we are going to hold in June. NATIONAL ILLUSIONS President Quidno's address prepared for the commencement of Far Eastern University was a frontal attack on national illusions. ]S"o nati-On Is entirely free from them. The Americans have a fiction-fed belief in the happy ending, The Russians are afflicted with the opposite, the Inevitability of tragedy, The Brit1.sh aa a nation believe In invincibility. None of these things is founded in absolute realism. The President named three illusions which he said belonged to the Philippines before th~ war and are gradually being torn away, like a veil. These, he said, are the illusion of automatic plenty, the illusl-On of Jnvincible freedom and the illusion of eventual permanent peace. Tiley were built in an era of comfort. lndep end en ce and plenty became synonymous in the public mind, and it was taken for granted that once -tional freedom was attained nothing could destroy It or change It. CONFIDENTIAL His Excellency President Elpidio Quirino Mansion House Baguio City Dear Mr. President: Regarding our unity effort, I have the honor-to report that the reaction of Dr. Laurel and the others to your two speeches and the press statement last Friday night is generally good. I saw Dr. Laurel last Sunday and he seemed very glad that the "ice has been broken" and that public opinion is now duly prepared to receive understandingly any step toward eventual cooperation. The Chronicle has been desperately trying to sabotage our work. The story last Sunday about my having b e en "disauthorized" was grossly twisted and misrepresented for a definite purpose. Of course it has always been understood that my talks with you regarding this matter were of "unofficial" nature. Another reason for the extra pains being taken by the NP not to give the impression that our talks had official sanction is the fear felt by some minority men that "I sold them short" by suggesting to you the formula of "cooperation but no coalition" at this time. Hence, the obvious attempt of Senator Rodriguez to anticipate any official announcement from you. He took the initiative to express this yesterday as a sort of NP policy. Inc.w.il)i.ally, the new NP eagerness is also explained by the fact,1"6~¡cause of your candid appeal, public opinion is now very much on your side. As we had anticipated your trend of approach has put all of them on the defensive. I urge consistent application of this policy in all statements, etc. It is also my impression that the NP heads have deliberately made a loophole in their Caucus decision by stipulating that any of their members may accept a job with you 11 on his own". This should suggest the possibility of utilizing Dr. Laurel or any other in a strong advisory capacity. As a gesture it should have these advantages of first satisfying the general clamor for cooperation and then you would be afforded the time to study the basic problems of having more minority experts in the gove:tnment.

I believe that I could ar_range for a dramatic meeting between you and Dr. Laurel as soon as he goes up there. I would like to discuss all aspects of the case before this takes place. The suitable time for this event should be soon after Ambassador Romulo leaves for the States. I would like to suggest further, Mr. President, that no specific phase of the pending implementation of :the cooperation be announced tiM after your first few friendly talks with Dr. Laurel. Today I have completed exactly one r.ionth in this Offj.ce, and although apparently I have given my preferential attention to the financial difficulties of the City of Baguio, to the extent of making weekly trips to r,fanila for the purpose of collecting sums of money due the depleted treasury of Baguio , or otherwise enlisting the help of important oreanizcttions for the accomplishment and completion of certain public works, yet I have not neglected the considel'ation and solution of one of the most difficult problems which confront me since Your Excellency inducted me into this Office . I am referring to the Police problem. Soon after I took charce of the affairs of this City , I have been approached by respect able people , all of them telling me confidentiall y about the gambling and vice situation in Baguio . It aRpears that for sometime, particularly during the Holy \leek , certain enterprising perRons carne to Baguio for a display of their gambling propensities at the expense of t he vacationist or visitors . They mentioned to me two places in the Session Road, one of them the Monaco , where even hie.;h officials won or lost money by the thousands on a "monte" or poker table. I would not go into the details of this matter , but will only discuss herein the role of the Police in this affair. In one of the previous meetings of the City Council , when a paper was read charging the Police with indifference in the suppression of this evil , I instructed the City Secretary to prepare a letter to the Chief of Police requirinr; the latter to give results, not excuses, of his ap~arent failure to suppress gambling and prostitution. I ~ave even given a special assignment to an employee of my •office to give me confidential information about gambling in Baguio and the attitude observed by the Police, particularly the Chief thereof; and i n summinE up the various confidential reports submitted to me, I have come to the conclusion that the Daguio Poljce , and for that matter its Chief, have been tolerating gambling and prostitution in this Cit y .

I have consulted the Councilors and they all agree that the situation demands action on our part. I may mention, in this connection, a conversation that I had last month in the Guest House with my friend , General Castaneda. lvhen I asked him about Cawed, the General said that Mr . Cawed "is a gambler". In the lir;ht of all the above, considering the present trend and the anxiety shown by public opinion , in Baguio, and since, during our short conversation in the Airport before you took the plane for Manila, Your Excellency has apparently made up your mind to change the present incumbent of the position of Chief of Police in Baguio by having him called to duty with the Constabulary, I have the honor to recommend that appropriate action in that direction be taken. \Tith reference to his successor, I have been confidentially informed about Captain Claravall who occupies the position of Executive Officer of the Department, next in rank to the Deputy Chief, Captain Fianza. I have been told that Captain Claravall is honest but I do not know much about his character. Nevertheless, I would sue;gest that if Your Excellency has made up your mind about giving to Capt . Claravall the position to be vacated by l1ajor Cawed, it would perhaps be advi sable that, by way of a test, he be given only a temporary designation until such timP th1.t he shows that he deserves a permanent appointment.

Sir: We, the undersigned, a£ter a long and matured observation on what is going on in the Police Department of this City, do hereby petition His Excellency, lhe President of the Philippines, to remove from office Miguel Capistrano as Chief of Police of the City of Baguio based on the following grounds: 1. That he unduly humiliated his Department as well as the City Administration by evacuating from his residence with his family when he heard a rumor that the HUKS were going to attack Baguio last September 1950. He be.came the laughing stock of the City. Articles were published in the newspapers regarding the behavior of the Chief of Police.
2. That judging from the attitude of his policemen, they do not like him. There are records to show that he is being disliked by his men because of his stignge attitude towards them.
J. That his retirement from the Army is due to physical disability. Because of his physical defect, be is not an asset to the City ·Administration but rather a bt.n-den and a liability. If he was unfit to serve the Arrrq, he is also unfit to serve as Chief of Police of Baguio because our taXJ:tlYers deserve to have a man on whom they can place their trust and confidence for protection, physically and mentally as well.
4. That a Chief of Police must be a model of his men. Chief Capistrano is not a model and an example of his men because through his carelessness and negligence, he lost his revolver, stolen by a boy who was entrusted by the Court under his custody. The boy ld..lled himself with the Chief's revolver. If Chief Capistrano was careful enough, the boy might not have lost his own life. News articles again appeared in the newspapers regarding the tragedy. In order to bolster a higher degree of efficiency among the members of the Police Force and regain once more the lost truft and faith of the city residents and visitors as well, on our Chief of Police, we sincerely reouest His Excellency, The President of the Philippihes, the immediate removal or suspension of Chief Capistrano as Chief of Police of Baguio so as to end once and for all, the embarassments am. humiliations the city administration has suffered through him. , .._______

For a better and fruitful administration of the City Governnient, to maintain the faith of the people in this pa.rt of the country, and to make the residents of Baguio closer to the local Administration, we hereby urgently request that our number one elected Councilor, Hon. Benito H. Lopez, be appointed Mayor for this City in place of the present incumbent. Hon. Benito H. Lopez, our beloved councilor, is a man of progressive constructive ideas. During his term of office, he has shown paramount concern of and deep interest on the problems of the masses. His untiring effort in making a detailed survey and study of the actual conditions of every district in Baguio, as submitted to the City Council here, is a concrete manifestation to the fact. and
