In 1983 John Williams, Founder and President of Post Properties, traveled to Washington D.C. with Earl Smith, Chairman of the Cobb County Commission, in search of a solution to emerging transportation and infrastructure challenges in Cobb County. They learned that business improvement districts had helped fill government funding gaps across the country. But the Georgia Constitution explicitly banned these districts. N
