As the Chief Operating Officer of Meridian Public Health Group, she oversees operations across multiple states, driving efforts to improve community health through data innovation and equitable access to care. Her leadership is characterized by a focus on practical outcomes and the development of inclusive systems that serve diverse populations. Born in 1978 in San Antonio, Texas, Elena grew up in a bilingual environment where healthcare and education were core family values. Her mother was a nurse, and her father taught science, which shaped her early interest in health and community service. She pursued a Bachelor of Science degree in Health and Human Biology at Brown University, graduating in 2000. During her time there, she focused on urban health disparities and assumed leadership roles in neighborhood wellness programs. She also researched issues like housing insecurity and maternal health. In 2005, she earned a Master of Public Health degree from Harvard T.H. Chan School of Public Health, specializing in Health Policy and Management. Her capstone project, which focused on Medicaid reform, was recognized by Harvard’s Center for Health Policy Innovation. Elena began her career as a Health Policy Analyst at the Massachusetts Executive Office of Health and Human Services, where she supported Medicaid expansion efforts and helped design community health needs assessments. Her work contributed to pilot programs that improved preventive care for low-income women in Massachusetts. While completing her Master of Public Health (MPH), she interned with the World Health Organization in Geneva, where she assisted with revisions to maternal health policies for Latin America. This experience broadened her understanding of global health systems and policy frameworks.
