City News Peoria Announces Sale of Peoria Regional Medical Center; Demolition to Begin Soon AFTER YEARS OF LOCAL FRUSTRATION OVER THE ABANDONED CONSTRUCTION PROJECT IN NORTH PEORIA, THE CITY OF PEORIA IS THRILLED TO ANNOUNCE THAT A NEW, STATE-OF-THE-ART MEDICAL CAMPUS WILL TAKE OVER THE PEORIA REGIONAL MEDICAL CENTER (PRMC) SITE. First Service Medical, LLC, a development and investment group, purchased the land to build the campus.

“Peoria has spent many years working to remove the skeletal remains of PRMC and although many roadblocks have stalled our efforts, Peoria persevered in securing a demolition order while working to find the right owner for this site,” says Mayor Cathy Carlat. “We are thankful for First Service Medical’s commitment to demolishing the blighted structure and we look forward to the development of a superior medical campus to serve our growing community.”

Let the Ghoul Times Roll

The PRMC is a partially built, twostory, steel structure on seven acres located near the southwest corner of Lake Pleasant Parkway and Jomax Road. The original owners intended to build Peoria’s first hospital in 2010 but work stopped a year later. Before the structure could be demolished, the owners filed bankruptcy in October 2017, beginning a long series of legal proceedings and causing further delays. Now, First Service Medical has purchased the property and demolition of the existing structure can begin this month. “I am beyond excited that not just an eyesore, but a scar that has impacted this community for far too long, will finally come to an end,” says Bridget Binsbacher, Peoria Mesquite District councilmember, the district where PRMC is located. “I am grateful for the support of our mayor, council and management team who facilitated my commitment on this issue and worked diligently to find a solution and to make this day possible. In addition, my deepest appreciation to our residents who have demonstrated a great amount of patience throughout the process.”

After a long process and active recruitment by the City of Peoria’s Economic Development Department, First Service Medical is moving forward with plans to develop a new medical campus that will improve the site and bring quality jobs to the area. The City Attorney’s Office also played a prominent role in facilitating this transaction in conjunction with multiple parties. First Service Medical is the investment entity formed for acquisition of the property and its future development as a medical campus. The principals are experienced in hospital and real estate development throughout the U.S. “We are happy to have purchased the land out of bankruptcy and develop it into a useful commercial development for the community,” says Matt Leach, Principal of First Medical Services, LLC. “We’ve enjoyed working with the City of Peoria; they’ve answered our questions and provided the support we needed to move forward.” For more information about the property and development, visit peoriaed.com.

Similar to the two other community parks in Peoria, Rio Vista and Pioneer Community Parks, Paloma offers all Peoria residents a broad range of recreational amenities. Peoria’s newest park is located at Dixiletta Drive and Lake Pleasant Parkway, just south of the Loop 303. The 85 acres of initial park development include multipurpose fields, a fishing lake, inclusive playground features and splash pad, dog parks, multipurpose sport fields, and lighted pickleball courts. Paloma also includes numerous hard and soft surfaced walking loops and, in the near future, trailhead access to the West Wing Mountain trail system and connectivity into the larger New River trail and surrounding open space preserve.

inspired by the unique geographical shape of the region surrounding the park that, via satellite, looks like a dove, which translates to “paloma” in Spanish. The naming process, along with the site selection, development and prioritization of amenities, went through a comprehensive, multijurisdictional and community-centric process. “With more than 450 acres of open spaces, high caliber park amenities, and future direct connections to mountain and river trails, Paloma Community Park is the perfect addition to our system,” says John Sefton, Peoria director of Parks, Recreation and Community Facilities. “This park opening is a culmination of a process formalized in the 2013 Community Services Master Plan where residents envisioned and articulated the need for a new park and now it’s here for them to enjoy.” The park will be open daily from 6 a.m. to 10:30 p.m. The splash pad will open April 15, 2021 as restrictions are still in place to ensure proper social distancing and sanitation for the COVID-19 pandemic. City Ci ty NNeews Republic to Seek New Location for Northwest Valley Transfer Facility tion vehicles to travel longer distances. They also enable surrounding communities, businesses and residents to save on recycling and solid waste costs. These savings can help keep rates low as well as preserve local recycling programs, many of which are struggling today due to changing market conditions, Republic Services cites.

AFTER HEARING FROM NEIGHBORS AND COMMUNITY LEADERS, REPUBLIC SERVICES HAS DECIDED NOT TO PURSUE BUILDING A TRANSFER FACILITY NEAR 115TH AVE AND HAPPY VALLEY ROAD. Instead, the Arizona-based company will work with the community to find a new location for this much-needed infrastructure, according to Republic Services.

“Part of being a good neighbor means listening and responding whenever possible,” says Stephen Herring, municipal manager for Republic Services. “We appreciate the thoughtful community input and look forward to working together to still bring this needed infrastructure to the Northwest Valley.”

Transfer facilities are common throughout Maricopa County. There are 32 such facilities serving the county. The Northwest Valley is the only part of the county lacking such infrastructure, which is critical to meeting recent and anticipated growth in the area. Transfer facilities are indoor locations where recyclables and waste are transferred from collection vehicles to larger trucks for transport to recycling centers or landfills. They help reduce local truck traffic by alleviating the need for collec-

“To say the station is not opening is not really true. They just decided not to move forward with that location. They are still going to locate and try again on a parcel that is near the previous location. This is not over,” writes Vanessa Angell in the Facebook group “Happy Valley

Says NO to a Waste Transfer Station, which has over 4,000 members. “The focus will be on where they ultimately decide and if it still affects our residential communities. If it is not zoned properly, and is not in a location that is best for all residents and our livelihoods, we will continue our opposition. I am hoping the applicant understands that and does right for the residents that have spoken loud and clear. Our opposition is to heavy industrial zoning. There is no scenario where that changes. There is a reason that zoning regulations exists. And there is a reason why heavy industrial zoning is not mixed in with residential.”

“With the withdrawal of the application for the waste transfer station, there will no longer be a zoning case to which Maricopa County can assign your public comment,” writes Cheryl Griemsmann, a land use planner at Gammage & Burnham, in a recent e-mail to inform locals that the Happy Valley waste transfer station was canceled. “Please send your comments to me, including ideas for a new transfer station location, and I will work to address them.” Griemsmann can be reached at cgriemsmann@gblaw.com.

City News Community to Vote on Peoria Unified Bond and Override Initiatives Next Month By Jessica Gonzalez, member of Support Our School PAC QUALITY SCHOOLS HAVE BEEN SHOWN TO INCREASE PROPERTY VALUES, REDUCE CRIME AND ATTRACT JOBS AND ECONOMIC OPPORTUNITIES TO THE COMMUNITIES WHERE THEY ARE LOCATED. Peoria voters will soon be asked to decide whether or not to provide millions of dollars in funding to the Peoria Unified School District through the Maintenance & Operations Override, which is not a new tax, and a Critical Needs Bond ballot measure, which does not increase the tax rate. Residents without kids in school or who send their children to public or private schools may believe the bond and override initiatives do not impact them. But local business leaders disagree. “While reality TV glamorizes home remodels, the truth remains that vibrant local schools have some of the greatest impact on a home’s value,” says local realtor Lisa Copley. According to the National Association of REALTORS®, 25% of home buyers list school quality and 20% list proximity to schools as deciding factors in their home purchase. Scot Andrews, president and CEO of the Peoria Chamber of Commerce, believes the support of education plays a strategic role in Peoria’s ability to attract economic opportunities and jobs. “Peoria attracts new business because we have built a reputation of safe and well-maintained schools, small class sizes, offering quality programs,” Andrews says. “With your full support it will stay that way.” How will the funding be used for schools in north Peoria? OVERRIDE RENEWAL Peoria Unified has had a voter approved override in place for more than 23 years. The Maintenance and Operations Override on the November ballot maintains that funding. At all Peoria Unified schools, the override funds: • 100% of teacher salaries for all day kindergarten • 78% of the salaries for assistant principals • 84% of school athletic and extracurricular programs • 53% of band, music and art programs • 96% of salaries for school nurses myhyperlocalnews.com

• 57% of the salaries for P.E. teachers • 100% of school gifted programs • 12% of specialized reading programs Voting yes to renew the override continues to provide an important $29 million in funding to district schools. A no vote would result in: • Pay cuts for all staff • Not having a school nurse on every campus • Not having an assistant principal on every campus • Larger class sizes • Fewer arts, music, physical education and gifted education programs • A charge for full-day kindergarten • Higher fees related to athletic and extracurricular activities • Fewer athletic and extracurricular activities CRITICAL NEEDS BOND The bond proposed by Peoria Unified will not raise the tax rate in Peoria. Unlike the Maintenance and Operations Override, which supports people and programs, bond funding can only be used for projects that have a useful life of more than five years.

The study by ADM Group and ThinkSmart Planning found more than $23 million in high and medium priority repairs and upgrades are needed at the seven Peoria Unified high schools. In north Peoria, that funding includes: • Liberty High School – more than $2.5 million • Sunrise Mountain High School – more than $3 million Additionally, the bond would be used to replace student and staff computers, servers and technology infrastructure; and to replace aging transportation vehicles including special education and activity buses. “This election isn’t just about school funding, it’s about the kind of community we want to live in,” says Matt Bullock, chairperson of the Support Peoria Schools political action committee, “We have the opportunity to reaffirm our community supports students, education, property values, business interests and economic opportunity. Vote Yes for the Peoria Unified bond and override initiatives.” For more information about the bond and override, visit PeoriaUnified.org or SupportPeoriaStudents.com.

Voting yes on the bond initiative invests in school security and critical renovations. The bond will provide repairs and replacements for a multitude of projects on school campuses including restroom renovations, heating units, air conditioning units, parking lot repairs, roof repairs and irrigation system repairs. A study by commissioned by the district from ADM Group and ThinkSmart Planning, found that the 32 elementary schools in Peoria Unified will need more than $60 million in high and medium priority repairs and upgrades in the next five years. The costs in north Peoria include: • Coyote Hills Elementary / Peoria Traditional School – more than $1.7 million • Lake Pleasant Elementary School - just under $1 million • Sunset Heights Elementary School – more than $700,000 • Vistancia Elementary School – more than $1 million

9785 W. Happy Valley Rd. Ste 1160, Peoria 623-322-8246 • www.bossmanusa.com

The critical needs bond would also provide $13 million to purchase land for a new high school in north Peoria that will help relieve overcrowding at Liberty and Sunrise Mountain High Schools.

City News Diverging Diamond Interchange Opens Soon at I-17 and Happy Valley Road DRIVERS WILL BE USING THE STATE’S FIRST MAJOR DIVERGING DIAMOND TRAFFIC INTERCHANGE AT INTERSTATE 17 AND HAPPY VALLEY ROAD THIS MONTH, ACCORDING TO THE ARIZONA DEPARTMENT OF TRANSPORTATION (ADOT). The last stages of work are under way on the new, larger Happy Valley Road bridge over I-17 that provides muchneeded additional traffic capacity at the interchange. The Diverging Diamond design includes intersections on each end of the interchange that allow traffic to cross and use the left side of the Happy Valley Road bridge over I-17. That improves traffic flow by limiting traffic signal changes and allowing drivers to make direct left turns to enter freeway on-ramps without crossing in front of opposing traffic, according to ADOT. The design enhances safety by reducing conflict points for traffic.

Diverging diamond interchange design has grown in popularity across the country because of the traffic and safety benefits. The $50 million project also recently removed the roundabouts at the I-17 and Happy Valley interchange. They had been in use for the past two decades to help transition traffic across the older, narrower bridge at the limited freeway interchange. The roundabouts, installed as an interim measure, could be replaced once funding for the current project was made available. That happened through the Phoenix area’s Regional Transportation Plan approved by county voters in 2004. ADOT also has reconstructed the interchange at Pinnacle Peak Road as an expanded traditional diamond interchange that features a wider bridge with more lanes in each direction. Crews also are finishing work on new lanes in both directions along I-17 between Pinnacle Peak and Happy Valley roads. Drivers can expect closures and lane restrictions at times until the project wraps up.

Kids’ Corner

LET’S GET COOKING!

Teaching Kids How to Navigate the Kitchen By Jill “MamaBug” Frier

T

he holiday season is fast approaching, which makes this a great time of year to start giving your kids some practical life skills by helping you in the kitchen. Getting your kids involved in the holiday food preparation is a great way to bond and pass on your traditions for celebrating. BENEFITS OF COOKING WITH CHILDREN One of the biggest benefits to having your kids help you in the kitchen is that you are teaching them about food and nutrition. Learning about food helps you learn how to eat right, handle food safely, and be healthier. In fact, studies show that people who regularly eat meals prepared at home are more likely to be healthier – and happier. When you eat less sugar and avoid processed foods, you typically have more energy, a healthier immune system, and overall better mental health as a result. Research shows that people who eat home-cooked meals at least five or more days a week tend to live longer lives, too. Cooking with your kids is also a great way to help them grow and develop. From improving vocabulary, math, and fine motor skills, to teaching your kids critical life skills so they will be able to take care of themselves as adults, cooking is an important way to help kids to become healthier and more independent.

HELPING IN THE KITCHEN Kids get hands on learning while helping in the kitchen because, as you cook, you are actively teaching them by showing them what to do. Cooking improves vocabulary by labeling ingredients as you go, reading to understand and follow recipes and instructions, math by counting and measuring ingredients, and following directions by listening to your instruction. There are many ways for kids to help you in the kitchen. You can encourage your child’s interest in cooking by giving them different age-appropriate activities. Whether they stir batter, measure a cup of ingredients, knead dough, roll out cookies, or crack eggs, they are developing skills that will help them learn how to cook as they grow. Here are a few ideas to get your kids helping in the kitchen, no matter what age they are: • Let kids punch and knead dough for yeast breads • Have kids cream butter and sugar by squishing it with their hands • Allow kids to measure ingredients and pour them into the recipe with your guidance • Let your kids draw designs in extra flour (put down parchment or wax paper first) • Add food coloring to different recipes to help kids learn about colors and mixing

• Let your kids decorate cookies and cupcakes with frosting, sprinkles, candy, or other treats • Show your kids how to crimp the edges of a pie and let them do it for you • Put ingredients into a re-sealable bag and let your kid mix it with their hands • Ask kids to help you figure out how to double or half a recipe before measuring • Find no-bake recipes and help your kids walk through making the food from beginning to end The level of help in the kitchen should be based on your child’s age and ability. Younger kids have fun watching and playing, while older children want to be more hands on and participate in making the final product. You know your child best, so think about what they are ready for when you get ready cook. There are many resources, classes, and tips both online and in the Phoenix area to help make learning to cook fun and relevant to your children. Do a little homework, get out some of your favorite recipes, and then invite your kids to join you in the kitchen! Be sure to check out Ladybug’s Blog at ladybugsblog. com for more articles and recommendations for fun, educational and interesting things to do with kids everywhere in Arizona.

Some of the many benefits of cooking with your children include: • Building and enhancing fine motor skills • Encouraging kids to try new foods • Helping young children identify their senses of smell, taste, touch, sight, and hearing • Boosting confidence by learning new things and creating something to take pride in • Improving math ability by measuring, counting, and converting numbers • Improving reading comprehension skills by following recipes • Learning scientific concepts, like chemistry and experimentation • Increasing focus and attention on the task at hand • Inspiring creativity • Teaching life skills they will need as adults • Promoting healthy eating habits and understanding nutrition • Encouraging family bonding 12 • October 2020 • UPPER WESTSIDER

Cover Story

The

Haunted Arizona

Thrills and chills right next door By Jill Frier Photos Courtesy of Spirit of Arizona Tours

O

ne of the most fascinating, and entertaining, aspects of Arizona is the legendary prevalence of its ghost stories. Some of the ghostly spots are difficult to find and can be hard to reach, but here are a few of the reportedly haunted places in the Phoenix area you can easily visit this Halloween season. PIONEER VILLAGE pioneeraz.org If you’ve ever wanted to see an authentic Old West town from the days when Arizona was still just a territory, head north on the I-17 freeway to the Pioneer Living History Museum. The buildings and structures were all built between the 1860 and 1912, and visitors can see everything from the Opera House where famed songbird Lilly Langtry performed, to an Old West blacksmith shop. According to some of the staff at the museum, many of the original structures seem to have brought ghosts with them when they arrived on the museum grounds. The caretaker of the museum reports hearing the disembodied voices of children singing in the old schoolhouse and watching a dark shadowy figure darting out of the Opera House. Windows opened on their own, temperatures remain downright icy even in the extreme heat of summer, and some visitors have reported being touched or having their hair and clothing tugged by unseen hands. WRIGLEY MANSION wrigleymansion.com William Wrigley, Jr., built this 1930s-vintage mansion on a 100-foot bluff overlooking the mountainous area surrounding the historic Arizona Biltmore area of Phoenix. The mansion was a 50th wedding anniversary present for his wife, Ada. The 16,000 square foot home, with 24 rooms and 12 bathrooms, was actually the smallest of all the Wrigley homes. Unfortunately, Wrigley died just a few months after finishing construction of the mansion and never got a chance to spend more than short time in his wife’s Golden Anniversary gift. Employees at the mansion report having many ghost sightings over the years, with phones ringing and no one on the line and voices speaking to them in empty rooms, so perhaps Mr. Wrigley’s spirit lives on in the home where he died.

OLD SPAGHETTI FACTORY osf.com The Old Spaghetti Factory in downtown Phoenix is an Italian restaurant with a great ghost story. The restaurant resides in an historic building that was once two homes built in the 1920s, the Cole Mansion and the Baker House. Unconfirmed legends tell of ruthless murders of different residents, but the staff members report many different hauntings, ranging from hearing a woman sobbing, to whispers and screams, to actual furniture moving, lights blinking 14 • October 2020 • UPPER WESTSIDER

on and off, and floating apparitions. If you go, grab some good Italian food and ask a staff member for a great ghost story. HOTEL SAN CARLOS hotelsancarlos.com One of the most haunted places in Phoenix is the historic Hotel San Carlos in the heart of downtown. The hotel hosted many legendary Hollywood celebrities, like Marilyn Monroe, Mae West, and Clark Gable, but it is best known for its broken-hearted ghost, young Leone Jensen, who leaped to her death from the rooftop in the late 1920s. The only historic boutique hotel in Phoenix, the 128-room Hotel San Carlos has been in operation since 1928. STOCKYARDS STEAKHOUSE stockyardssteakhouse.com Edward A. Tovrea, fondly known as the Cattle Baron by locals, opened a meatpacking house in 1919 to support his growing beef operations. His establishment evolved into the Stockyard’s Restaurant in 1947, a huge hit with cattlemen and local residents alike. Philip Tovrea took over operations from his father after his death and legend has it that Philip’s late wife,

Helen, known as the woman in red, now haunts the restaurant. She appears in the ladies room, turning lights off and on, shaking the chandelier and making noises as the staff closes up for the night. ORPHEUM THEATRE phoenixconventioncenter.com/orpheum-theatre Not only is the Orpheum Theater the only place in the Valley where you can watch a silent movie on the big screen, it is also reportedly the residence of a mysterious female spirit who wanders around inside the theater. One of the most notoriously haunted locations in downtown Phoenix, the historic Orpheum Theatre is the home of the Phoenix Opera, Ballet Arizona, and many off-Broadway musical performances. Take a Tuesday tour and find out more about the theater’s very own ghost called Mattie. CASEY MOORE’S OYSTER HOUSE caseymooresoysterhouse.godaddysites.com This popular Tempe hot spot is known for its fresh oysters and seafood, and a house full of ghosts. Located in an historic home that formerly housed a boarding house (and rumored brothel), patrons and neighbors of Casey Moore’s report seeing apparitions long after

the restaurant has closed. Dancing figures on the stairs, pictures flying off of walls, moving furniture, and loud music when no one is around are all rumored to be the ghosts of three different souls who once called this haunted location home. ROSSON HOUSE heritagesquarephx.org/rossonhouse If ever a house genuinely looked like a haunted mansion, it would be the Rosson House in downtown Phoenix. This beautiful late 19th century Victorian home was built by a prominent local doctor and politician and is now a popular historic museum in Heritage Square. The house is believed to be haunted by a former caretaker who was shot. Visitors and employees report unusual and unexplained activities like footsteps on the staircase, doors locking on their own, and fireplaces giving off heat even though they are unlit. Schedule a guided tour and check out the hauntings for yourself. Be sure to visit Ladybug’s Blog at ladybugsblog.com to see more ideas for great places to get your family out of the house to enjoy historic and fun adventures throughout Arizona.

SPIRIT OF ARIZONA TOURS Looking to get out and explore the spookier side of Arizona? Spirit of Arizona Tours has you covered. There are four different haunted tours to choose from, according to owner Jarrod Riddle. The most popular tour is the Phoenix Murders and Mysteries Tour. On this tour guests will be taken on a fully guided tour to some of Phoenix’s most infamous murder sites and ghostly locations. Some of the places you’ll be exploring include: The Winnie Ruth Judd house and related locations, the San Carlos hotel, Phoenix Pioneer and Military memorial cemetery, and a few more surprises. Another popular option is the Haunted Pub Tour. This tour visits pubs with permanent residents. Guests can purchase a drink and explore parts of the pubs not open to the public where most of the ghostly activity has been reported. For those a little more adventurous, there are the Haunted Jerome and Haunted Tombstone/Bisbee tours. “All tours for the foreseeable future will be private,” says Riddle. “Rest assured knowing that you will not have to share a space with anyone outside your party.” Learn more at SpiritofArizonaTours.com or contact info@SpiritofArizonaTours.com or 602-551-6246.

Home Seven Things to Know About Electric Grills Before Buying One Contributed by BBQ Island

N

ot everyone lives in a place that will allow you to fire up the gas or charcoal grill. You might not have a big outdoor space or you might have restrictions against gas or charcoal. Electric grills are a great alternative.

1. POWER SOURCE The power source of an electric grill is obviously electricity. The nice part of this you don’t have to deal with bags of charcoal each time you want to fire up the grill. You don’t have to worry about propane tanks or making sure there is gas for the grill. You will need to use your electric grill close to where you can hook up to electricity. You will need to have access to a plug, indoors or outdoors, to heat the grill. 2. SIZE One nice feature of an electric grill is its size. They are smaller and more compact than a charcoal or gas grill. When looking at an electric grill, consider how much size you need. You can get an electric grill and you won’t feel like it is overkill to use it for one or two people.

3. SPACE NEEDED One nice feature of an electric grill is its compactness. Generally, they are smaller than other traditional grill types. Yet, they also vary in size from grill to grill. Consider where you might want to use your grill and how much space you have available. This will help guide you in choosing the best electric grill for you. 4. GETTING THE TRUE GRILL FLAVOR There are some who say you don’t get the same authentic grill flavor from an electric grill the way you might from a charcoal or gas grill. It might be one of the suggested downsides of the electric grill. Yet, many feel like the electric grill gives you the same great flavorful tastes as other grilling options. 5. EASE OF USE One big selling feature of an electric grill and one worth considering is how easy it is to use. There is no charcoal to arrange each time you want to use it. You don’t have to light charcoal, wait for it to get hot, and then work to maintain the temperature. 6. HEAT One thing to know about electric grills is that their temperature may peak and not get as hot as a gas

grill, for example, at its hottest. When you plan to grill on your electric grill, a smart plan is to plug it in before you start to prep whatever you are grilling. Like you might light another kind of grill, you want to turn this type on and let it build up its temperature. 7. TEMPERATURE GAUGE One smart feature to look for when shopping for an electric grill is a temperature gauge. It will tell you what temperature your grill is at and when it’s ready to begin grilling.

Solar Must Be Installed by Dec 31st or Miss Out on 26% Tax Credit

A

rizona Home Owners have until December 31, 2020 to have a solar system installed and be “Operational” to qualify for the Federal Investment Tax Credit (ITC). If the system is installed after that date the tax credit will drop to 22% in 2021 and 0% in 2022. Is there still time for a solar project to be initiated and completed before the end of the year? According to Val Berechet, President of SunSolar Solutions, a local solar company with over 6500 customers in Arizona, it only takes one or two days to complete a solar installation. The issue is, it can take anywhere from 60 to 90 days from the point of getting a proposal to having the permit from the city and approvals from APS. So it is getting close to the point where that will become impossible to accomplish. To remove the uncertainty for their customers SunSolar Solutions will guarantee customers an installation in 2020 if they call for a proposal through October 2020.

In addition to the Federal ITC, the State of Arizona will issue a $1000 tax credit that can be applied to 2020 state taxes. According to Solar Energy Industry Association (SEIA): If a homeowner buys the solar energy system outright (either paying cash or financing with a loan), they cannot use any commence construction safe harbor provisions. To receive the full 26% residential solar tax credit, the system must be “placed in service” before the end of the day December 31, 2020. It is not enough to have signed a contract, or to have made a down payment or even to have begun construction. There is no bright-line test from the IRS on what constitutes “placed in service,” but the IRS has equated this with “completed installation” in a Private Letter Ruling. The residential credit is claimed on the tax return for the year in which the qualifying expenditures are incurred, and the tax rules say the costs are incurred when the

system installation has been completed. The 25D tax credit will step down to 26% in 2020, 22% in 2021, and 0% starting in 2022. If a homeowner buys a newly built home with solar and owns the system outright, the year that they move into the house sets their credit eligibility. Expenditures are generally treated as incurred when the original installation of the solar energy system is completed on an existing home. However, if a new solar energy system is purchased in connection with the new construction of a home, the costs are treated as incurred when the taxpayer begins living in the home. QUICK FACTS The ITC is a 26 percent tax credit for solar systems on residential (under Section 25D) and commercial (under Section 48) properties. The Section 48 commercial credit can be applied to both customer-sited commercial solar systems and large-scale utility solar farms.

★★★★★

The residential and commercial solar ITC has helped the U.S. solar industry grow by more than 10,000% percent since it was implemented in 2006, with an average annual growth of 50% over the last decade alone. Congress passed a multi-year extension of the ITC in 2015. A tax credit is a dollar-fordollar reduction in the income taxes that a person or company would otherwise pay the federal government. The ITC is based on the amount of investment in solar property. Both the residential and commercial ITC are equal to 26 percent of the basis that is invested in eligible solar property. If you would like to receive a free proposal customized to your home’s roof and APS usage call Michael O’Donnell, VP of Sales at SunSolar Solutions at 602818-1355. Community Local Mother and Daughter Receive Congressional Award for Philanthropic Work By Amy Wolff

C

harity work is an integral part of life for Jennifer Meyer and her daughter, Reese. For more than five years, they’ve been active members of the Arrowhead chapter of the National Charity League (NCL), each holding leadership positions and winning awards for their hours of volunteer work. Recently, the Meyers were honored with Congressional Recognition from U.S. Rep. Debbie Lesko for their incredible impact in the District 8 community. “It’s an honor to be recognized by Congresswoman Lesko for something we enjoy doing together,” says Jennifer. “Being part of the National Charity League has provided countless memories for us and brought us closer together over the years. The amount of intrinsic value and joy we get from dedicating

our time to nonprofit groups around the Valley is indescribable. It’s a special time we spend together making memories and filling our hearts. As Reese gets ready to graduate and go off to college, my husband and I hope she continues her charity efforts.” The ceremony honoring the Meyers was delayed earlier this year because of the governor’s stay at home order to combat the spread of COVID-19. After several postponements, the ceremony took place at the U.S. House of Representatives offices in Surprise last month. “Receiving this award helps remind me that Reese and I are making an impact with our efforts,” says Jennifer. “I will continue seeking new ways to volunteer on my own when Reese is away at school because every time we volunteer, we leave knowing our efforts have benefited someone in our community.” NCL has chapters across Arizona providing mothers and daughters op-

portunities to volunteer with dozens of organizations. The group also helps young ladies become strong, independent leaders who appreciate the value of giving back to those in need. Each year, NCL requires mothers and daughters to volunteer a minimum number of hours in the community. For two consecutive years, Jennifer and Reese exceeded the volunteer hour requirements for NCL and set a record for the Arrowhead chapter for number of hours served. Over the years, the Meyers have volunteered with the Salvation Army’s Angel Tree, St. Mary’s Food Bank, and the Back to School Clothing Drive. In 2020, finding volunteer opportunities has been more challenging because of the global pandemic, but many nonprofit groups have worked with NCL to create projects that members can do from home. Examples include Operation Gratitude, which provides comfort

items to military service members, and The Kindness Campaign, an organization that provides emotional support tools for kids at home and school. For more information about the National Charity League, visit arrowhead. nationalcharityleague.org. The Annual NCL Membership Drive takes place from now through January 15, 2021.

Community Baking Up Relief from Hunger

I

n the midst of seeing how people have been impacted economically by COVID-19, 12-year-old North Phoenix resident Pari Singh came up with a plan to help. Pairing her love of baking with her desire to make a positive difference, she created Pari’s Sweet Delights, an online cookie store whose proceeds benefit United Food Bank. “I have always loved helping people and giving back to others,” says Pari. “One of my favorite things to do is to bake. I have put these two things together and made it a quarantine project.” Pari launched her website, parissweetdelights.com, over the summer. In the first month, she sold about 360 cookies in batches of six or 12, raising $185 for United Food Bank. “What Pari is doing is so impressive and inspiring,” says Tyson Nansel, United Food Bank vice president for external affairs. “We can turn the funds from her first month of sales alone into 925 nutritious meals to feed hungry children, seniors, and families in Arizona. That’s really impactful.” Pari’s mission statement, posted prominently on her e-commerce site, states, “My main goal is to help people. I partnered up with the United Food bank to accomplish this goal. All proceeds will go to United Food Bank, which serves the hungry and poor. By making a purchase you will be helping and getting some yummy treats! Hope you enjoy!” Pari’s Sweet Delights offers Chocolate Chip, Snickerdoodles and M&M cookies. Prices are $5 for a half dozen; $10 for a dozen. Customers place their order online by Saturday morning and then Pari offers contactless pickup each Sunday from 10 a.m. to 5 p.m. “Everyone who has bought cookies has been supportive and given me tips to keep on growing,” says Pari. United Food Bank provides food assistance to a 19,500-square-mile service area covering the East Valley

myhyperlocalnews.com

and eastern Arizona. It has seen the need for food increase dramatically since the start of the COVID pandemic in March and expects the trend to continue well into next year. In addition to helping raise funds, Pari hopes to visit United Food Bank and volunteer there in the future.

The success of Pari’s Sweet Delights illustrates that good ideas and a determination to help others can come from people of all ages, including youth. “The real purpose of living is giving,” says Pari’s mother Priti Singh. “We are very proud that she found her purpose of giving back to society at such a young age. Not just that, she also is inspiring other kids to achieve something meaningful from their passion and talent. Generosity has a ripple effect.” To learn more about Pari’s Sweet Delights, visit parissweetdelights.com. For more information on United Food Bank, visit unitedfoodbank.org.
