Technology offers much promise but to realise this promise, governments need to work in partnership with the profession and its unions to enable teachers to
show leadership in decision making. Professionally trained and well qualified teachers and education personnel must be given the tools to ensure that
students are given universal access to digital technologies so that technology is not for the privileged few but for all.
