The Health of our Drinking Water Lead reduction, PFAS regulations and water infrastructure are the top water quality trends of the year.

T

he quality of the nation’s drinking water has been a concern for decades. In 1974, Congress passed the Safe Drinking Water Act (amended in 1986 and 1996) to establish national health-based standards for drinking water to protect against naturally occurring and man-made contaminants that may be found in drinking water.

In addition, state and local initiatives to protect drinking water are popping up all over the country.

“The Water Quality Association continues to see an increased focus on water quality and treatment policies across the country,” explains Caroline Kenney, government affairs coordinator at the Water Quality Association (WQA). “So far this year, we have flagged 294 bills introduced at the state level on water quality and treatment solutions.

“With legislation relevant to the industry being introduced in 46 states, 23 state legislatures have introduced bills on PFAS regulations, 22 on water-related infrastructure, and 20 on lead reduction, making these three topics the top trends of the year.”

Getting the Lead Pipe Out Lead in drinking water has ruled the headlines the last few years—including the tragedy in Flint, Mich., where water pipe leached lead into the drinking water, causing skin rashes, hair loss and children with increased lead in their blood. The water is also linked to an outbreak of Legionnaire’s disease that killed 12 people.

In 1991, the US Environmental Protection Agency (EPA) published the Lead and Copper Rule (LCR), a regulation to control lead and copper in drinking water.

Since then, the LCR has undergone various revisions, the most recent of which is the Lead and Copper Rule Improvements (LCRI), finalized in October 2024. It establishes a 10-year deadline for municipalities to identify and replace their lead drinking water pipe. Lead sampling and remediation procedures to further limit lead exposure will also be changed.

The LCRI also requires communities to improve communication so residents are better informed about lead risk in drinking water, lead pipe location and replacement plans.

“There was significant uncertainty at the beginning of the [second] Trump administration regarding the position of the incoming EPA leadership on water quality regulations,” Kenney notes.

The LCRI and the establishment of a National Primary Drinking Water Regulation (NPDWR)—a set of legally enforceable standards and treatment techniques—for several PFAS chemicals were challenged in court by water utility organizations. “The incoming EPA Administrator Lee Zeldin and his team were then tasked with determining whether and how to defend the rulemakings in court or, conversely, how to rewrite or replace the rules with new versions,” she explains.

The American Water Works Association (AWWA), on behalf of its members, filed a petition for judicial review of the LCRI. “We are proud of and encouraged by the tremendous progress water utilities are making to identify lead service lines, share that information with households, and overcome the legal and financial barriers to replacement,” says AWWA CEO David LaFrance.

“However, the implementation of the LCRI, in its current form, is not feasible.”

AWWA’s concerns center around the control and access of water pipe on private property, the cost to households in increased water bills, and the feasibility of communities to finance such infrastructure improvements, as well as logistical and personnel challenges.

Zeldin, a former US congressman from New York, was a “vocal supporter of addressing PFAS contamination during his time in Congress, and members of his core team have been at the forefront of policy efforts to improve water quality protections,” Kenney adds.

“Therefore, despite the broader mission of the Trump administration to cut regulations viewed as unnecessary or burdensome, a complete overhaul of these water quality regulations was not a strong likelihood.”

The Trump administration announced it will defend the LCRI in court and that the EPA would develop “new tools and information” to support implementation efforts. Specific details have not yet been released.

In July 2025, Congress reintroduced the Healthy H2O Bill (S. 2436/H.R. 4721), a key piece of bipartisan legislation supported by WQA. It establishes a ➤ Turn to The Health, page 45

It will also help support OCC students bound for the college’s popular nursing program, as well as those transferring to local and out-ofstate four-year colleges and universities.

The special plumbing component was an integral part of the construction of this new chemistry facility. Due to the various corrosive materials being used, it was essential the piping systems could adequately handle and safely dispose of the waste. Designing a piping system for this chemistry building that could manage such complex requirements called for expert support and the highest-quality piping solutions.

Pro-Craft OCC enlisted Pro-Craft, an award-winning AQC-certified plumbing and underground utility company, as the plumbing contractor for the project.

Pro-Craft was founded by Tim McFayden in 2003 as a one-truck operation. Today, the company employs more than 200, with a fleet of heavy equipment and 55,000 square feet of facility space in two locations. ProCraft has earned a reputation as the go-to contractor for the most complex and sophisticated plumbing, underground utilities and fire protection projects in Southern California.

The Pro-Craft team worked closely with piping distributors Harrington and plumbing manufacturers’ representative Signature Sales to support the project throughout the build.

Piping System Solutions The corrosive waste plumbing element of this project had very specific and complex requirements, including installing multiple lines to dispose of different corrosive chemicals and laboratory waste.

The engineer on the project was able to utilize IPEX’s Enpure™ High-Purity Polypropylene Pipe and Fittings for deionized water and Enfield™ Electrofusion Polypropylene Acid Waste Piping for corrosive waste drainage.

Over three-months, IPEX worked with Pro-Craft and their partners to answer all their questions and ensure each stakeholder had complete clarity about the piping system solutions.

The IPEX sales team outlined the performance potential of thermoplastic piping and the various potential applications within the new chemistry building. The IPEX engineering team provided education about the industrial product lines available for their needs.

“The easy-to-use guided Enfield machine allows for ease of installation,” said one Pro-Craft Superintendent.

“The fittings have an outside marker for the metal clamps and a stopper embedded inside the fittings, so we don’t need to measure how far the pipe needs to go in.”

and installed underground. This recommendation led to a further discussion about a monitoring system, and IPEX suggested the Neutrasystem 2™ PH Monitoring System and Sampling Tank to ensure that discharges into the sewer were within an acceptable pH range.

All Questions Answered The Pro-Craft design team wanted to conduct an even more thorough review of each product. A list of technical questions covering a broad range of topics was created, including the differences in polypropylene/polyethylene tanks, inlet flow distribution, connections options for floor drains with trap primers, support hangers and the installation differences using electrofusion and socket fusion for assembly. The IPEX team provided detailed responses to ensure every question was answered and all follow-up questions were properly addressed.

The IPEX engineering team also provided specifications and CAD drawings for the neutralization tank and manufacture inspection. This included the tank’s design, covering options for the

bolted lid, sampling tank support, elevation differences, locations, and sizing for the inlet, outlet, vent and access port for their cylindrical tank order.

Combined with a willingness to answer any questions and flexibility around design considerations, this next-level customer service is what gave Pro-Craft the confidence to partner with IPEX on the OCC project.

Jobsite training was provided for Enpure™ and Enfield™ products to ensure the installation went smoothly and to help prevent any potential roadblocks.

Technical Support All told, the IPEX team was able to provide a one-stop source for a variety of piping solutions, combined with customer support from various departments within the business.

Flooding can mobilize Legionella bacteria-rich biofilms in water systems, leading to higher bacterial loads and potential colonization of the built environment. While the disease has been known for decades, recent outbreaks have underscored the importance of consistent, comprehensive water management practices in facilities of all sizes and types.

Key Resources To assist building professionals, public health officials and facility managers in managing this risk, ASHRAE offers two key resources:

• ANSI/ASHRAE Standard 188-2021, Legionellosis: Risk Management for Building Water Systems, establishes minimum risk management requirements for the design, construction, commissioning, operation, maintenance, repair, and expansion of building water systems. Written in enforceable language, the standard is designed to facilitate integration into building codes and public health regulations.

• ASHRAE Guideline 12-2023, Managing the Risk of Legionellosis Associated with Building Water Systems, serves as a companion to Standard 188, offering practical, system-specific guidance on reducing the risk of Legionella growth and transmission. Structured, Scientific Mitigation Strategies “Healthy buildings depend on comprehensive water management strategies,” said 2025-26 ASHRAE President Bill McQuade, P.E., CDP, Fellow ASHRAE, LEED AP. “As concerns about indoor environmental quality and public health continue to grow, it’s vital that building owners and operators have access to proven, science-based resources like ASHRAE Standard 188 and Guideline 12.

While the trades are still experiencing a worker shortage, the spotlight is getting bigger, and the need for continued training and education is paramount.

I

f there was a silver lining from COVID, it was the renewed vigor for the trades. College enrollment experienced a significant decline during the pandemic, and it still lags behind pre-pandemic numbers. At the same time, tradespeople were deemed essential workers, and hailed as superheroes, one could say.

But it was also during this time that a growing group of young men and women eager to get into the trades were hired solely on their willingness to work, their drive and their grit, instead of merit and education alone. That’s not to say that education and training weren’t paramount ingredients to make up the quest to become the complete tradesperson, but it was a “hire them first and then mold and educate them later” attitude that helped to make the trades more attractive again.

As of this writing, the construction industry is still facing a shortage of an estimated half a million workers.

Associated Builders and Contractors (ABC), a national construction industry trade association which helps its members develop people, win work and deliver that work safely, ethically and profitably, has said that the industry will need to bring in nearly 454,000 new workers on top of normal hiring to meet industry demand this year—and that’s presuming that construction spending growth slows significantly in 2025.

“There are structural factors, including outsized retirement levels, megaprojects in several private and public construction segments and cultural factors that encourage too few young people to enter the skilled construction trades. There are also structural factors, including those related to interest rates, consumer

sentiment and general economic performance,” says Anirban Basu, ABC Chief Economist.

“To address this shortage and grow the construction talent pool, ABC has a network of more than 800 apprenticeship, craft, health and safety and management education programs,” says Mike Bellaman, ABC president and CEO, “including more than 450 government-registered apprenticeship programs across 20 different occupations.”

And, what about the employees who were “brought in now to be trained later”? Well, there’s always concurrent trade school education, on-the-job training and continued education whether through industry associations or manufacturing training. CONTRACTOR takes a look at just some of the industry’s continued efforts at continued education.

Get on Board or Get Left Behind!

The plumbing and heating industry, with the lack of skilled labor and increasing energy efficiency requirements, is changing at an incredible rate. “Who, then, doesn’t want to learn how to do the job faster, provide a better service or product for your customer, and make more money?” asks Cody Mack, National Training Manager, Caleffi.

Mack says that training is definitely a top priority at Caleffi, and the company puts a lot of time and effort into it. Not only does Caleffi have dedicated trainers, like Mack, but its marketing, sales, and tech support teams also devote much of their time and resources to training as well. Caleffi knows that the key to its success is to make sure that its customers know how the products work, and be confident using them in their applications. “In the end, I can’t quantify it, but

I do know that those attending are investing far more and I don’t take that lightly. A contractor sending a handful of techs to a half-day training? That’s a lot of hours that can’t be billed, but we’re aiming to make sure that it’s still time well spent,” says Mack.

I

’ve seen a lot of cast iron radiators during my 40 years-plus career of going to hot water and steam heating systems. Sometimes I’m there to size a new boiler. Sometimes I’m there to troubleshoot a system that’s not working.

Sometimes it’s both—you never know walking in.

To size a replacement boiler or troubleshoot a steam or hot water system with cast iron radiators, it always helps to walk through the building and find every radiator. With the proper measurements, the list can be used to estimate the radiation output.

When troubleshooting, the walk around will help determine type of system, type of trap or vents used, condition of radiator valves, size of piping at the radiator, I could go on and on. I would like to say I’ve seen it all, but every year I seem to find something different.

The Museum Piece This year, I came across the only two-section radiator I’ve seen in my travels, as shown in photo #1. The rest of the cast iron radiators in this originally gravity-circulated hot water system had at least ten sections, in the always popular 38” high 3-column size. By far, that is the size I see the most.

But never as just the end sections.

There’s no reason it can’t be done, just looked out of place being so tall and skinny in a half-bath on the first floor of a residence turned into a museum honoring a local world war two hero. The rest

The museum was looking for a replacement boiler, so I recommended a high efficiency modulating condensing hot water boiler. These old cast iron systems work quite well with the modern boiler, because the large water content causes a lot of condensate and the inherent mass works well with reset water temperatures.

My Old Kentucky Home The radiator in photo #2 was also on a first-floor bathroom, but in an older home in the bourbon distilling region of Kentucky. The bathroom looked to be added on to the house when indoor plumbing was being introduced to the country. I had seen pictures of round radiators in old literature, but never in person.

Generally, the round radiator was shown wrapping around a column supporting the structure of the building. In this instance, they must have picked a round radiator for decorative purpose, covering the top with a beautiful marble slab. Imagine soaking in the tub on a cold winter day, looking out the window at snow covering the ground, and

being warmed by that beautiful mass of cast iron.

Early Example The radiator in photo #3 was also in a bathroom, but this time on the second floor. The cast iron top is removable. I used a similar style, but smaller, radiator as a podium during some of my steam training classes I gave in the early 2000’s.

What you can’t see too well in the photo is the other end of the radiator. It has a valve connected to the bottom of the radiator just like the one you see on the visible side. It also has an automatic air vent. This is a really early example of using steam to heat residences.

Steam came up through the supply valve from the steam main in the basement. It would naturally rise up to the top of the individual sections, condensing the steam as it warmed the cold steel.

The steam would force the air from the supply side over to the automatic air vent on the return side, while the condensate would flow down the return line all the way to the wet return.

Each radiator was connected individually to the wet return to prevent steam from crossing over to the return side. The

Photo #4. water level in the wet return, determined by the Hartford Loop, acted as the steam trap for each radiator. This required a lot more piping than other systems and eventually became obsolete.

A Bundy Classic The radiator in photo #4 is perhaps my favorite find. This job was in one of the finest houses in one of the small Ohio River towns along the Kentucky shore. The manufacture of this classic was Bundy, one of the earliest makers of home heating radiators, called the Bundy Hot Closet, which was cast right into the racks inside the box.

We had a working version of the dining room radiator at our sales counter for years, great for warming up your cold wet gloves on a frigid day. But this one was twice as ornate as that one, piped the same as the one in photo 3. In this photo you can’t see the supply and return piping, but you can see the automatic air vent.

The Bundy radiators were cast iron, but not sectional like we normally see. They had a cast iron base that the vertical cast iron columns were connected into. The base acted as a manifold to distribute steam and collect the condensate. They worked just fine, but also became obsolete pretty early on as sectional radiators were easier to assemble on site.

One More Time: Five Reasons Why You Must Flat Rate Price

he flat rate versus time & materials pricing debate has long been settled… or has it? Apparently, there are still plumbers who like doing things the hard way and believe there’s nobility in pricing by the hour. Here are five reasons you must flat rate.

1. Flat Rate is Preferred by Consumers If this was the only reason to flat rate, it would be enough. Businesses succeed when they do what consumers prefer and consumers prefer flat rate. There are several reasons. First, thanks to advertising campaigns by the US Postal Service, consumers associate flat rate with better pricing.

Second, and maybe more significant, flat rate takes away the surprises for consumers. Dealing with a home service repair generates enough anxiety. Giving a plumber carte blanche to go ahead without an idea how much the final bill will be is over the top stressful and generates some repair turndowns, where the consumer might have given the go-ahead if he had a total.

2. Flat Rate Already Happens with Time & Materials Companies If you are time & materials, your plumbers probably flat rate a fair amount of the time. Think what happens when the plumber presents the material cost and the hourly rate. The homeowner asks how long it will take, mentally adding up the response charge (i.e., trip charge, truck charge, service charge, or diagnostic

If the repair goes faster than expected, the homeowner is delighted—meaning you leave money on the table compared to flat rate. If it takes longer, the plumber will likely stick to his estimate—meaning you leave money on the table. This is a lose/lose proposition. You might as well flat rate so the overs are balanced by the unders.

3. Flat Rate Makes Pricing Games Unnecessary Whether you realize it or not, you are playing pricing games with time & materials. You need to lower your hourly rate to something palatable for consumers. Let’s say your stated hourly rate is $125/hour. Of course, you’ve also got a response charge of $89. Because your plumbers are charging by the hour, they hustle through jobs a little faster than they might otherwise.

Let’s say the average repair gets billed at 30 minutes for simplicity. You charge $125/2 or $62.50 for labor,

plus your response charge of $89, for a total of $151.50 plus parts (i.e., $62.50 + $89 = $151.50). But that’s just a half hour of billing time. Double it for your effective hourly, which is $303/hour. You think you’re charging $125/hour. In truth, your hourly rate is $303/hour.

4. Flat Rate is Less Prone to Math Errors If you’re still writing invoices by hand, the more math that’s required, the more opportunities for errors. Granted, tablets and pricing software go a long way to eliminate invoice errors in the field, but the more data fields that have to be input, the more chance for error. If you’re using tables, most pricing software either has flat rate built in or integrates with one of the third-party packages. Why not take advantage of the opportunity and flat rate?

5. Flat Rate with Performance Pay Guarantees Profit You may not use performance pay today, but you will down the road. It is gradually becoming the standard method of paying field service plumbers. When you use flat rate and performance pay, you are eliminating variables and locking in your targeted gross profit. It’s a beautiful thing.

Choosing the Right Business Entity for the Best Tax Advantage

A

business’s entity structure plays an important role in how it is taxed. Understanding the differences and tax implications of the different strategies will facilitate a business’s tax planning and thus its ability to minimize its tax liability. It is important to note that as a business navigates through different stages, certain business structures will be more beneficial at different times, which may require an entity change as the business grows and evolves.

Seeking the advice of a financial professional can help business owners to better understand the tax implications of each type of entity structure as their business progresses through different stages of growth.

Let’s explore a few of the entity structures and the tax implications of each.

Sole Proprietor As a Sole Proprietor, the business and the owner are legally the same. The owner will be personally responsible for any obligations arising as a result of the business operations. The business income taxes are filed as part of the owner’s individual income tax returns (form 1040) on a Schedule C. The owner can take distributions but he or she is not on the payroll.

The owner should understand that profits from business operations are classified as pre-tax income, which means income taxes will be calculated and are due when taxes are filed. In some cases, estimated taxes will be required throughout the year. Failure to make the required estimated income tax payments can result in ‘“failure-to-pay” penalties.

Estimated IRS income tax payments are required on the following dates: • April 15 for income from January 1 to March 31 • June 15 for income earned from April 1 to May 31 • September 15 for income earned from June 1 to August 31 • January 14 for income earned from September 1 to December 31 Consult your tax professional as to whether you are required to make estimated tax payments.

Unlike the owner and partners in an LLC and Partnership, respectively, the owner-employees of an S-Corporation must be paid a responsible salary. One of the major benefits of an S-Corporation is that the profits can be taken as distributions which are not subject to self-employment tax. Another major benefit is the avoidance of double taxation which occurs in a traditional C-Corporation.

Depending on the shareholders’ personal tax situation(s), they may be required to make estimated tax payments.

LLCs

S-Corporations

A Single Member Limited Liability Corporation (LLC) has one owner. The entity must be registered with the Department of State and requires a formal operating agreement. This structure offers liability protection to the owner. The income taxes are filed on Schedule C as part of the owner’s personal income tax returns (Form 1040). Estimated income tax payments may be due based on the owner’s previous year’s tax liability and are due on the dates referenced above.

When two or more members exist in an LLC, the IRS treats the LLC as a partnership. Just as in a Single-Member LLC, in a Partnership the members’ personal assets are protected from legal action. A Partnership is required to file a Form 1065 each year and prepare a Form K-1 to report each member’s share of the year’s profit or losses.

Partnerships should have an operating agreement that outlines the ownership percentages and the division of profits and losses among other provisions.

An S-Corporation, like an LLC and partnership, is considered a passthrough entity. This means the entities do not pay federal income tax; instead the income, deductions, profits and losses are passed onto the owner and partners and reported on their personal income tax return. In an S-Corporation the profits and losses are reported on a Schedule K-1 to the shareholders who would then report the information on their personal income tax return(s).

An S-Corporation must first be formed as a C-Corporation or LLC and then IRS form 2553 must be submitted to elect the S-Corporation status. Some of the features of an S Corporation include the following restrictions: • Must not have more than 100 shareholders • Shareholders must be US citizens • Can issue only one class of stock • Cannot be owned by corporations or partnerships

C-Corporations A C-Corporation is its own entity.

Shareholders are not personally responsible for the debt and other obligations of the company. The shareholders’ liability is limited to the amount invested in the corporation.

C-Corporations pay their own taxes.

The IRS form required to file the annual income tax return is Form 1120. One of the biggest criticisms of C-Corporations is double taxation. This is due to the income taxes paid by the corporation on profits and the income taxes paid by shareholders on dividends they receive.

Other features of the C-Corporation include unlimited shareholders, multiple classes of stock, and perpetual existence.

The most significant benefits for biofilm control are found in smaller diameter pipes (3/8”) with high flow velocity.

Frequent flushing is crucial for maintaining water quality. Pipes flushed only once a week tended to reach a similar state of disinfectant loss and nitrification progression, regardless of pipe material, diameter, or velocity.

Deciding on the ideal plumbing system design involves weighing multiple factors, including cost, durability, and water quality considerations.

Phoenix Adopts 2024 UPC PHOENIX, AZ — The city of Phoenix has announced adoption of the 2024 Phoenix Building Construction Code, which incorporates the 2024 edition of IAPMO’s Uniform Plumbing Code (UPC®) and its Appendix M: the Water Demand Calculator—a breakthrough

tool for modern plumbing design.

Implementation of the new code will begin Aug. 1, giving industry professionals time to prepare for the transition and align their practices with the latest safety and sustainability standards.

“The Uniform Plumbing Code and

Across its global operations, the company has cut water intensity by 62 percent and emissions intensity by 60 percent since 2018.

Importantly, this sustainability isn’t being achieved through short-term fixes. Watts reports that more than one million repair kits were sold in 2024, allowing customers to maintain and extend the life of installed systems rather than replacing them. That’s a nod to circularity—reducing material consumption and embedded emissions while giving contractors tools to meet longevity goals for their clients.

Looking Ahead What does this mean for the contractor in the field?

For one, it highlights the evolving role of mechanical systems in sustainable building design. Products that were once installed for compliance are now being leveraged for performance—not only in protecting health, but in saving resources and supporting larger ESG (environmental, social, governance) goals.

It also underscores the growing expectation that building technologies—even in “hidden” areas like backflow prevention—need to be smart, efficient, and verifiably sustainable.

In 2024, 42 percent of Watts’ global revenue came from clean-tech products, including smart backflow

preventers and energy-efficient valves. As demand grows for greener infrastructure and resilient water systems, these solutions are likely to become standard practice—not specialty offerings.

For contractors, that’s both a challenge and an opportunity: a challenge to stay current with emerging technology, and an opportunity to lead projects that perform better, cost less over time, and leave a lighter environmental footprint.

What Contractors Need to Know While high-level goals like water stewardship and emissions reduction may sound abstract, they’re having a real impact on what gets specified, installed, and maintained in the field. Contractors are increasingly asked to support sustainability outcomes—whether through low-impact product selection, system efficiency, or smart monitoring capabilities.

Backflow prevention is a clear example. Once a simple compliance measure, it’s now a multifaceted tool: protecting potable water, reducing waste, and enabling smarter system management. Devices that offer real-time diagnostics, remote alerts, and lifecycle transparency are becoming more than value-adds— they’re becoming expectations.

Demand for repairability, material conservation, and documented sustainability is growing in both public and private construction. Contractors who understand

‘Forever Chemicals’ Need to Go Another contaminant has made its way into our drinking water: per and polyfluoroalkyl substances (PFAS). These synthetic “forever chemicals” are used in many industrial and consumer product applications, including nonstick cookware and firefighting foams.

“The presence of PFAS compounds in source water and drinking water is of increasing public concern due to their widespread use and environmental persistence,” AWWA notes.

PFAS break down very slowly and can build up in people, animals and the environment over time, the EPA explains. Peer-reviewed scientific studies have shown that exposure to certain levels of PFAS may lead to decreased fertility, developmental effects or delays in children, increased risk of some cancers, the immune system’s reduced ability to fight infection, interference with the body’s natural hormones, and increased cholesterol levels or risk of obesity.

The NPDWR (see above) was established to address this issue.

WQA’s Kenney explains: “The initial spring 2024 rulemaking established the NPDWR, including a maximum contaminant level of four parts per trillion, for six PFAS contaminants. For two of these contaminants—perfluorooctanoic acid and perfluorooctane sulfonic acid—the core components of the regulation will be maintained, while a new rulemaking will be developed to provide two additional years for utilities to comply with the regulations and to establish a federal exemption framework.”

AWWA and the Association of Metropolitan Water Agencies filed a petition for judicial review in June 2025 of the EPA’s Final PFAS Drinking Water Rule.

Their concern stems from the belief that the “EPA did not rely on the best available science and the most recent occurrence data and used novel approaches as the basis for portions of the rule. The petitioners believe the rule underestimates nationwide costs and adds to affordability challenges without achieving the public health outcomes we all seek.”

The EPA has stated its intent to withdraw and reconsider regulations for the remaining four contaminants covered in the NPDWR: PFHxS, PFNA, HFPO-DA (Hexafluoropropylene Oxide Dimer Acid, one of the so-called “GenX” chemicals) and the Hazard Index mixture.

In May 2025, “Administrator Zeldin announced that the EPA would adjust the rulemaking establishing the PFAS NPDWR, but would still maintain key components,” Kenney says. “He also announced that EPA will initiate enhanced outreach to water systems through a new PFAS OUTreach Initiative, with a particular emphasis on reaching small and rural communities.”

Disadvantaged communities can access federal funding through the Water Technical Assistance program. The Infrastructure Investment and Jobs Act provided $11.7 billion to the Clean Water State Revolving Fund, a federal-state partnership providing communities with low-cost financing for various water quality infrastructure projects. It also provided $1 billion to handle emerging contaminants (such as PFAS).

nce more it’s September, which makes this our “Back to School” issue, where we spotlight training programs and opportunities around the industry—some for veterans, some for young people just beginning their careers, and everything in-between. (You can read John Mesenbrink’s feature starting on pg. 18.)

Speaking of those young people, in my last editorial I asked readers to write in with their answers to the question: do attitudes towards the skilled trades seem to be changing among the youth of today? Are more young people turning to the trades as a career?

I’ve only received a handful of answers, and the answers have been mixed. I fear I might have buried the lede, so I’m going to try my question again in a more formal online poll—something I can get in front of people via social media and our weekly newsletters.

But there was one person I was able to put my question to in person, and her answer gave me a lot of food for thought. She’s a friend of mine who works for a nearby school district and, among the many hats she wears helping educate high-schoolers, she does some work as a guidance counselor.

After all this time writing about the workforce crisis a formula story has emerged, with certain stock characters.

The contractors are the good guys (naturally), trying to deliver gainful employment to young people desperate

for meaningful work. The helpless victims of our tale are those young people: directionless, drifting, uninspired—facing a bleak future either flipping burgers or sitting in their parent’s basements while their expensive liberal arts degrees gather dust on the shelf.

And the villains are the well-meaning parents and school guidance counselors who insist that every kid—no

But, quite to the contrary, my guidance counselor friend was well aware of the good, high-paying jobs to be had in the trades. And she had done her best to help several young people get the training and make the contacts they needed to pursue apprenticeships and employment opportunities.

Her big complaint was how difficult the contractors made it for young people to get a foot in the door.

Time and again she had young people, willing and able to work, turned away by the plumbing companies. “You have to know someone,” she said. Someone already in the industry, she said, needs to speak up for you—and speak loudly—before anyone will give you a shot.

Which only makes sense. It costs a lot—in time and money—to train an apprentice, and that investment doesn’t always pay off. The work is physically and mentally demanding and, frankly, not everyone is cut out for it. You want to find a kid that will follow through and not quit one year or two years in. Once they’re trained, you want someone loyal enough to stick around and actually work for you instead of leaving to sell their new skills to the highest bidder.

So, we have this paradox. 3.3% of prime working-age men (ages 25 to 54) did not participate in the labor market in June 2025 (according to the Bureau of Labor Statistics), or about 2.2 million people. At the same time, ABC estimates the construction industry will need to bring in nearly 454,000 new workers on top of normal hiring to meet industry demand in 2025.

Plenty of supply, lots of demand, but the workforce crisis continues. Maybe the industry needs to find a way to better distribute the risk; to make gambling on that new person less of a gamble?
