About HBA of NELA The Home Builders Association of Northeast Louisiana (HBA of NELA) is a not for profit (501C 6) trade organization covering a 13 parish area, focusing on Ouachita Parish and its surrounding communities. We have become a powerful voice in legislative affairs both locally and statewide. Members include builders, developers, remodelers, manufacturers, suppliers, engineers, attorneys… practically any profession relating to the housing industry. Home Builders Association of Northeast Louisiana has over 350 members, representing a wide range of large and small businesses related to the residential construction industry. Through joint efforts, HBA of NELA provides aid and contributions to worthy causes in the community, such as Habitat for Humanity, St. Jude Dream Home, Ronald McDonald House, Steel Strong, Jackson’s Hope, Battered Women’s Shelter, and War Veterans Home. The association also provides annual scholarships to deserving students in the University of Louisiana Monroe School of Construction. BUYING A HOME Here is a list of things you need to consider if you are thinking of buying or building a home.

In a home inspection, a qualified inspector takes an in-depth, unbiased look at your potential new home to evaluate the physical condition: structure, construction, and mechanical systems; identify items that need to be repaired or replaced; and estimate the remaining useful life of the major systems, equipment, structure, and finishes. 8. When you have done your research and are ready to move on to the next step, visit a lender, understand the loan choices that would be available to you, and, once you’ve determined the most suitable loan, get pre-approved for that loan. Since you will already know how much money you can borrow, you will know what price range you should look at and can move quickly if you are bidding on a house that has several interested buyers. A lender’s pre-approval would still be subject to a final verification of your credit and a satisfactory appraisal, but it’s a big step toward becoming a home owner.

Closing on Your Hom e Settlement (or closing) is the process which passes ownership of a property from seller to purchaser. Going to settlement on a new home can be bewildering. Home buyers are usually required to sign a seemingly endless pile of documents, most of which are written in terminology not used outside of the housing industry that can be complicated to understand for a home buyer. Before you go to settlement, there are certain important items you should know about so that you can achieve the best possible terms for yourself in the transaction. x

Ask a lender for a copy of the HUD pamphlet, "Buying Your Home: Settlement Costs and Helpful Information." Most lenders are required to provide their loan applicants with a copy of this document under the Real Estate Settlement Procedures Act (RESPA), but you will be able to shop more wisely for settlement services if you have read the pamphlet before you apply. It provides a good description of the settlement process and explains most of the expenses you will encounter. x When you apply for a loan, the lender is required by law to provide you with a good faith estimate of settlement costs. Shortly before settlement, you will be told exactly how much you owe so that you can get a bank check. A personal check is generally not acceptable. In some instances, you may have money returned to you instead of having to pay. x Before you go to settlement, familiarize yourself with important settlement terms.

Important Settlement Terms Appraisal Fee. An appraisal is an estimate of the fair market value of your home. Appraisals help both the lender and the buyer to determine if the sales price is consistent with the actual value. An appraiser inspects the house and the neighborhood and makes an estimate based on the price of comparable houses and other factors. The appraisal provides no guarantee that the property is free of defects. Lenders insist on an appraisal to see how much they could recover by selling your house if you default. The fee for this service may vary considerably depending on the specific characteristics of your house. Attorney’s Fees. If the lender requires an attorney to draw up any of the settlement documents, you may be charged a fee – a flat amount or a percentage of the loan. If you hire a lawyer to assist with the settlement, you will have to pay an additional fee at or immediately following settlement. Credit Report. The lender may charge a fee for investigating your credit history.

Such accounts serve a similar purpose to withholding income tax from your paycheck; by putting aside money each month, you avoid large annual or semiannual payments. You may be charged a fee for the service. In some states, escrow accounts draw interest. Sometimes, escrow agents handle settlements. Rather than you and the lender meeting to sign all of the documents and transfer money, the agent works with you and the lender separately to ensure that everything is done properly. Once again, a fee is required for this service. Loan Origination Fee. A lender will charge a fee for the cost of processing the loan, usually calculated as percentage of the loan amount. Loan Discount (Points). The largest of your settlement cost may be the "points" lenders require to make the yield on your loan more profitable. A point is one percent on your loan amount. If you are borrowing $50,000, one point equals $500. Points are tax deductible if they are paid separately and not deducted from the loan amount. For VA loans, you can be charged a maximum of one point, but the number of points can be higher for FHA and conventional loans.

Earnest Money. Earnest money is a deposit paid to a seller to show you are serious about buying a house. Your receipt for this payment is called a binder. If you later buy the home, the earnest money is applied to your down payment. If not, the earnest money is returned, minus expenses for processing. Settlement Costs Between Buyer and Seller. Your builder may have already paid the annual property taxes on your new home or filled up your fuel tank. When title changes hands, you must reimburse the builder for a proportional share of the taxes, any fuel that remains in the tank, and any other prepaid costs. Title Search and Insurance. A title search involves having someone look through public records to see if anyone else has a claim to your property. A lender does not want to lend you money only to learn in the event of foreclosure that somebody other than you has a prior claim to the property. You will normally be required to July 2016

Hom e Buyer's Dictionary When you start shopping for a new home, you may encounter some words and terms with which you are unfamiliar. The following glossary will help you to be a better informed shopper. x Adjustable Rate Mortgage (ARM) - A loan whose interest rate is adjusted according to movements in the financial market. x Amortization - A payment plan by which a borrower reduces a debt gradually through monthly payments of principal and interest. x Annual Percentage Rate (APR) - The annual cost off credit over the life of a loan, including interest, service charges, points, loan fees, mortgage insurance, and other items. x Appraisal - An evaluation to determine what a piece of property would sell for in the marketplace. x Appreciation - The increase in the value of a property. x Assessment - A tax levied on a property or a value placed on the worth of property by a taxing authority. x Assumption - A transaction allowing the buyer of a home to assume responsibility for an existing loan on the home instead of getting a new loan. x Balloon - A loan which has a series of monthly payments (often for 5 years or less) with the remaining balance due in a large lump sum payment at the end. x Binder - A receipt for a deposit paid to secure the right to purchase a home at terms agreed upon by the buyer and seller. x Buydown - A subsidy (usually paid by a builder or developer) to reduce the monthly payments on a mortgage loan. x Cap - A limit to the amount an interest rate or a monthly payment can increase for an adjustable rate loan either during an adjustment period or over the life of the loan. x Certificate of Occupancy - A document from an official agency stating that the property meets the requirements of local codes, ordinances, and regulations. 12

x Closing - A meeting to sign documents which transfer property from a seller to a buyer. (Also called settlement) x Closing Costs - Charges paid at settlement for obtaining a mortgage loan and transferring real estate title. x Conditions, Covenants, and Restrictions (CC and Rs) - The standards that define how a property may be used and the protections the developer has made for the benefit of all owners in a subdivision. x Condominium - A home in a multi-unit complex; each purchaser owns an individual unit, and all the purchasers jointly own the common areas, such as the surrounding land, hallways, etc. x Conventional Loan - A mortgage loan not insured by a government agency (such as FHA or VA). x Convertibility - The ability to change a loan from an adjustable rate schedule to a fixed rate schedule. x Cooperative - A form of ownership in a multi-unit complex; the purchasers own shares of the entire complex rather than owning individual units. x Credit Rating - A report ordered by a lender from a credit bureau to determine if the borrower is a good credit risk. x Default - A breach of a mortgage contract (such as not making monthly payments). x Density - The number of homes built on a particular acre of land. Allowable densities are usually determined by local jurisdictions. x Downpayment - The difference between the sales price and the mortgage amount on a home. The downpayment is usually paid at closing. x Due-on-Sale - A clause in a mortgage contract requiring the borrower to pay the entire outstanding balance upon sale or transfer of the property. A mortgage with a due-on-sale clause is not assumable. x Earnest Money - A sum paid to the seller to show that a potential purchaser is serious about buying.

x Easement - Right-of-way granted to a person or company authorizing access to the ownerâ€™s land; for example, a utility company may be grated an easement to install pipes or wires. An owner may voluntarily grant an easement, or in some cases, be compelled to grant one by a local jurisdiction. x Equity - The difference between the value of a home and what is owed on it. x Escrow - The handling of funds or documents by a third party on behalf of the buyer and/or seller. x Federal Housing Administration (FHA) - A federal agency which insures mortgages that have lower downpayment requirements than conventional loans. x Fixed Rate Mortgage - A mortgage whose interest rate remains constant over the life of the loan. The payments are not necessarily level. (See Graduated Payment Mortgage and Growing Equity Mortgage). x Fixed Schedule Mortgage - A mortgage whose payment schedule for the life of the loan is established at closing. The payments and interest rate are not necessarily level. x Graduated Payment Mortgage (GPM) - A fixed-rate, fixed-schedule loan which starts with lower payments than a level payment loan; the payments rise annually over the first 5 to 10 years and then remain constant for the remainder of the loan. GPMs involve negative amortization. x Growing Equity Mortgage (Rapid Payoff Mortgage) - A fixedrate, fixed-schedule loan which starts with the same payments as a level payment loan; the payments rise annually, with the entire increase being used to reduce the outstanding balance. No negative amortization occurs, and the increase in payments may enable the borrower to pay off a 30-year loan in 15 to 20 years, or less. x Hazard Insurance - Protection against damage caused by fire, windstorm, or other common hazards. Many lenders require borrowers to carry it in an amount at least equal to the mortgage.

Without the proper general liability protection, YOU will be held liable if anyone gets injured on the project, including children injured while playing on the job site. If you are not in the business of building homes, you may not be required to carry workman's compensation insurance; however, it would be prudent to require any subcontractors you hire to provide certification of their workman's compensation coverage. Also, it is important to know that any subcontractor who employs any number of workers is required by law to carry workman's compensation insurance. Workman's Compensation There is an issue which has been of increasing concern to property owners ... there is a fine line between being an employer and a do-it-yourself minded builder. A recent case in Oregon ruled that, since the property owner was serving as their own general contractor and had the right to control the worker, they were employers and therefore liable for workman's compensation insurance. This presents a legal issue about which property owners should be knowledgeable. Your attorney or insurance agent can explain this exposure to you. Friendly Warning Do not accept a release of injury in lieu of a sub having workman's compensation insurance as the release may not be binding in a court of law. Licensing A homeowner may build his own home one time per year. But remember YOU must actually occupy the home upon completion. Other than this exception, any person or firm who oversees, directs or supervises the construction on any residential dwelling over

Technical Expertise As the general contractor of the home, it will be your responsibility to hire qualified, licensed, insured and/or certified subcontractors. Do you have the technical expertise to oversee if the work is done properly? If, after inspection, the work is rejected by the Codes Department, who will absorb the cost to redo the work? While this work is being redone, time will be lost, and other subs may have to be rescheduled.

Time constraints Be prepared to spend at least 35 hours per week for probably 5-6 months. This is calculated for an average 1,500 sq. ft. home. If the home is larger, figure accordingly. Does your present employment allow enough flexibility to spend this amount of time away from your job? Selection & Scheduling of subcontractors Remember subcontractors have other jobs in progress besides yours. Their loyalty may be to those builders that give them the most work during the year. Will they be available to you at the proper time? For example, do you have the toilet installed before or after the flooring? One sub cannot do their work until another has completed theirs. Delays are costly, frequent, and frustrating. Bidding Expertise Do you really know how to properly analyze a cost breakdown? Are you able to distinguish high bids, low bids and work quality? Are you allowing for all of the materials you'll need? For example, everyone knows to buy tile ... what about grout, thin-set and spacers? Is everything that will be needed to complete the task included in the bid? Do you know enough about the work to realize if it's not? Remember, the lender will require that your cost breakdown be documented and if you have not projected costs efficiently and run short of funds, the loan amount cannot be adjusted after it is approved.

Occupational & Safety Health Administration (OSHA) As the general contractor of your own home, you can be held responsible for all sub-contractors who do not adhere to the construction site OSHA safety requirements. Specifics such as regulations involving stairways and ladders have been a major source of injuries among construction workers. OSHA has set out about 17 detailed rules that govern stairway and ladder use. Other OSHA standards for a 'job site include postings of emergency numbers and instructions in the event of an injury. If your job site became the target of an OSHA inspection, penalties for any infractions could be very costly. For example, in Baton Rouge, LA, one recent inspection of a single home under construction resulted in almost $25,000 worth of citations. (Continued on Page 18) July 2016

(Continued from page 17) Warranty Responsibility The New Home Warranty Act, effective Aug. 30, 1986, requires builders of new homes to provide certain warranties that extend over periods of one, two, or five years, depending on the nature of the defect. If you build your own home and sell it to another party, you will be responsible for any of the legitimate defects within the given 5-year time frame. In the case of your death, your estate would be responsible for claims. As far as the law is concerned, you will be the builder and responsible for claims brought by subsequent owners of the home. WHEN IS A CONTRACTORS’ LICENSE OR REGISTRATION REQUIRED? RESIDENTIAL CONTRACTORS’ LICENSE Required on all Residential Construction projects exceeding $75,000.

Lien Laws In the event any of your subcontractors fail to pay their suppliers or laborers, a lien can be filed against your property. A lien is a claim against a piece of property and can cloud the title or deed to the property. These suppliers and laborers, if not paid, can file a lien against your property, even if you have paid the sub-contractors.

HOME IMPROVEMENT REGISTRATION Required on Home Improvement projects exceeding $7,500 but not in excess of $75,000. Includes materials AND labor. Requires general liability AND workers’ comp, and a written contract. Not required when a homeowner physically performs the work himself/herself. Only exclusions are interior painting and landscaping.

Permits Building permits and periodic inspections are required even if you are self-contracting. It can be a tedious and frustrating experience if you are not familiar with the system and all of the "red tape" requirements, which must be complied with before commencing work. Mistakes here can be costly and time-consuming.

Louisiana State Uniform Construction Code and Building Inspections - Any construction permitted after January 1, 2007, must comply with Building Codes and inspections as required by the Louisiana State Uniform Construction Code. If they ever involve you and your family, it's important for you not to make sudden decisions related to extensive repairs before you've done your homework. The information in this brochure has been developed to help you get through the situation from start to finish in a well thought-out way. 1 - Stay Calm. Once the dust settles, it's important for you to be strong and lead your family through this difficult time. Seek out help and support from friends and neighbors as soon as possible. Don't make rash decisions under pressure. 2 - Contact Your Insurance Agent BEFORE You Hire any Contractors. Most agencies have a claims center that can be contacted by phone 24/7/365. Seek out their help for next steps - especially if professional help is needed for clean-up and repairs. NEVER sign a contract for work from a company that approached you after the incident without checking their references. Also, be sure you're dealing with a local, licensed, reputable business with the proper business insurance coverage versus the first person that approaches you and offers to help. Be very careful about paying any upfront deposits until you're 100% sure the decision to move forward with the selected contractor is the right one. The Home Builders Association (HBA) of Northeast Louisiana (www.hbanela.com) maintains a searchable website list of all members. Some are listed in specific categories related to storm/fire damage and repair. The Better Business Bureau (BBB) of Northeast Louisiana (www.bbb.org/northeast-louisiana) also has helpful consumer resources.

5 - Make Informed Decisions Related to Repair Contracts & Costs. Always be cautious when you're vulnerable and upset. Don't let the clock or someone outside your circle of family and friends compromise your financial future. Talk to recommended contractors and make sure they understand how to work with your insurance company related to timelines, payments, etc. Also, don't be surprised if your basic homeowners insurance isn't enough to cover the actual costs for certain major repairs. If your flooded walls have solid wood studs and plywood or board sheathing, consider insulating with closed cell foam spray insulation or rigid foam boards to fill 60% of the wall cavity, and finish with paperless drywall leaving gaps behind molding. After the next flood, you could then remove moldings, flush out the wall cavity and avoid having to gut and replace all the materials. Check list for Hiring a B uilder or R em odeler Do your hom ew ork before having w ork done on your hom e. Use this checklist to help you select a builder or remodeler to work on or build your home.

Have you called your local Better Business Bureau? They can alert you to any complaints.

Is the builder/remodeler properly licensed to do the work you require and does he or she have sufficient workers compensation and general liability insurance? If not, you may be liable for any construction-related accidents on your premises.

Are you able to communicate with the builder/ remodeler? Remember you will be in close contact with them throughout the construction process and afterward as you live in your new home.

How long have they been in the building business? It usually takes three to five years to establish a financially sound business. Will they be around after the construction is complete to service any warranties?

Will the builder/remodeler provide you with a complete and clearly written contract? The contract will benefit both of you. Review it carefully.

Be cautious of unusually low-priced bids. If the builder/ remodeler is unable to pay for the materials and labor as the project proceeds, this may indicate a potential problem.

Will the builder/remodeler provide you with names of previous customers? Contact previous customers. Ask them if they would hire the builder/remodeler again.

How to Live with Your Remodeling Project Remodeling your home is uniquely different from building a new one. With remodeling, your home becomes the worksite. You live side by side with the project from start to finish. Once construction begins, you'll probably long for simple pleasures like a dust-free home or a fully functioning kitchen or bath. But the end result will be well worth these inconveniences. Here are some tips to help minimize the stress involved with a remodeling project. x x x

What areas of your home will be off limits to workers?

Does your house have an alarm system? Will workers need a key or will someone always be there?

How will you ensure that your children and pets stay out of the work space?

How will trash removal be handled? Where will the remodeler locate the dumpster on your property?

Does the remodeler anticipate any interruptions of utilities during the project? If so, when and for how long? At certain stages of construction, the project may affect basic household necessities like water and electricity. Will you need to vacate the house at any time?

What are your expectations regarding clean up? Will sweeping be sufficient for a daily cleaning, or will you need a more thorough cleaning in order to use the space?

Open the Lines of Communication Prepare for the Pre-Construction Meeting Prevent Remodeling Fever

Open the Lines of Communication

Consistent and open communication between you and your remodeler will enhance your understanding of the project, x provide an opportunity to exchange ideas, and ultimately help to make the experience a positive one for everyone involved. To facilitate this process, you need to: x

Determine who you and your remodeler should contact for daily decisions or an after-hours emergency. For example, your contact may be the lead carpenter for the job, while the remodeler's contact could be your spouse.

Designate a backup for each contact person to assure continuity in anyone's absence.

Create a place in your house where the contact persons can leave messages for each other (a securely anchored notebook is a good idea since it is less likely to disappear).

Speak up. If you are uncertain about any aspect of the project, be sure to let the contact person know.

Prepare for the Pre-Construction Meeting One way to ensure the success of your project is to plan for and actively participate in a pre-construction meeting. This allows your remodeler to clarify procedures and explain how the job will progress. It also offers both you and your remodeler an opportunity to prepare for those issues that may arise later. You should think of this meeting as a forum for all participants to define their expectations and agree on the anticipated outcome. Some of the issues you may wish to cover at this meeting include: x

What times will workers begin and end work at your home? Be sure to consider the neighbors as well as household members.

Where can workers park near the jobsite?

Will you allow workers to use your phone for local business calls?

Will bathroom facilities in your home be available to workers?

What is the remodeler's policy on smoking on the jobsite?

What is the remodeler's policy on the use of profanity? If you are especially sensitive to this issue, you should let your remodeler know.

Will you allow your remodeler to place a company sign on your property? Remember that in addition to being a x marketing tool, signs help contractors and suppliers locate your home. 58

You should also use the pre-construction meeting to establish guidelines for the remodeling crew working on the project.

Will you allow workers to play music at a reasonable volume? Is there any type of music that you do not want played?

Prevent Remodeling Fever The train-station atmosphere of a remodeling project can lead to remodeling fever. The main symptom of this temporary affliction is feeling a loss of control that results from disrupted routines and the impact on your personal space. The best way to prevent this fever is to prepare well, remember that "this too shall pass," and focus on the progress being made. A few other suggestions from remodeling pros: Prepare for inconvenience. A remodeling project can turn your home and â€” on some days â€” your life upside down. A kitchen remodel will, of course, affect meal planning. But a little ingenuity and some culinary shortcuts can lessen the impact. Set up a temporary cooking quarters by moving the refrigerator, toaster oven, and microwave to another room. Arrange a dishwashing station in your laundry room. If the weather is warm, fire up the grill and dine alfresco. Designate a safe haven. Find at least one place in your home where you can escape from the chaos and commotion.

1. Seal off doorways and stairs; 2. Turn off central air or heat when workers are sanding and stock up on extra filters so that you can change them often;

3. Have deliveries made though a designated entrance; 4. Use doormats and temporary floor coverings where appropriate;

5. Remove anything that might get damaged by the dust or at least cover it with plastic drop cloths that are taped shut. Maintain a sense of humor. Remember that certain things are out of your control and it's best to laugh rather than upset yourself about things like the weather or delayed delivery of materials. See the remodeling process as an adventure. Tell the kids that you are "camping in" and transform inconvenience into fun. Along the way, celebrate as different stages of the project are completed.

Routine Home Maintenance Home maintenance includes regular, seasonal and onetime tasks. The following suggested maintenance schedule identifies some of the more common maintenance tasks that may be performed on a weekly, monthly or semi-annual basis. Tailor it to fit your own situation, adding or deleting items as required.

TWICE-A-YEAR MAINTENANCE x

Inspect roof and chimney for broken or missing tiles or shingles, identifying anything that might cause leaks or problems. Inspect and clean gutters and down spouts. Do not walk on the roof as it is dangerous and may cause personal damage.

Inspect outside of home and condition of siding, paint, masonry, stucco or Exterior Insulated Finish System (EIFS) and wood trim. .

Inspect doors and windows to verify proper operation, security and weather-resistance. Clean tracks of windows and sliding glass doors before applying silicone lubricant.

Perform a walk-around inspection of the perimeter walls. Over time, normal weathering and minor settlement can cause cracking, peeling, warping, and crumbling in some or all of these materials. Look for cracks in brick, stone, and stucco. Identify any areas where mortar has fallen out. A white powdery substance known as efflorescence may appear from time to time and is considered normal. Check for warped siding, gaps in wood trim, and peeling or blistering paint. Sand, scrape, wire-brush, caulk, stain, repaint and apply wood preservatives where necessary. Consult with your builder regarding brick, mortar, and traditional stucco problems.

Refresh varnished wood cabinets with a good quality furniture polish. Never use a paraffin-based spray wax. Painted cabinets may be cleaned with a mild non-abrasive detergent on a damp sponge.

As a homeowner, you have normal maintenance responsibilities for your new home. Establishing a maintenance schedule is the best way to manage your maintenance budget. These suggested maintenance tasks and schedule should not replace the manufacturerâ€™s recommendations. Please contact your builder or the licensed subcontractor that preformed the work. THE FOLLOWING IS SUGGESTED MONTHLY MAINTENANCE: x

Smoke Detectors â€“ Check operation by pushing test button. Check and replace battery if necessary. Check fire extinguishers for proper charge. Never buy units without a pressure gauge. Be sure that you have an adequate number, located in kitchen, garage and basement.

Test Ground Fault Circuit Interrupters (GFCI) to insure proper protection.

Clean or replace dirty filter in range hood.

Check for evidence of leaks around toilets, under sinks and around dishwasher.

Clean and freshen sink drains by flushing with hot water and baking soda.

Clean garbage disposal blades by grinding ice cubes and citrus fruit rinds.

Inspect furnace and air-conditioning filters, humidifier and electronic air cleaners.

Clean aerators on faucets regularly, depending upon water hardness. You may need to use a rust or scale remover to return them to normal condition. Check water filters and softeners regularly.

Inspect main service panel, circuit breakers, and test all GFI outlets and breakers by pressing the test button.

Monitor and maintain floor coverings on an as required basis. Regular vacuuming will reduce wear of carpets and other floor coverings. Repair tears and remove stains soon as possible.

Complete seasonal maintenance on heating and air conditioning by licensed HVAC contractor. *Check general condition of compressor; remove debris as necessary.

Inspect and replace, as needed, caulking and grout around tubs, showers and sinks.

ANNUAL MAINTENANCE x

Have carpets professionally cleaned at least once a year.

Walk around the house and inspect each caulking joint at x window and door frames, between two different siding materials (like brick or stucco), or around piping which enters the home. Original caulking will shrink and crack over x time due to normal weathering. Confirm that caulked joints are still properly sealed and havenâ€™t cracked, pulled apart, or fallen out. If necessary, clean the old joint out with warm soapy water and a toothbrush and reapply the same caulking material to achieve a proper seal. Consult with your local hardware store to select the right type of caulking.

Examination your foundation. For slab-on-grade foundations, walk the entire ground floor and look for water stains or cracks in the concrete. Remove stains with an appropriate concrete cleaning agent. Seal cracks that may allow water to enter with a compatible waterproof caulk. Caulk can be found at your local hardware store. For crawl space foundations, gain access to crawl space through the trap door. Inspect concrete or cinder block walls. Look for water stains or cracks. Seal cracks that may allow water to enter with a compatible waterproof caulk. Check ground surface for any standing water.

Examine all concrete sidewalks, patios, porches, stoops, and garage slabs for cracks, chipping, stains, scaling or settlement. Consult with your local hardware store for products that can fill and repair cracks or chipping, or remove scaling residue. Seal and caulk any large gaps created by minor settlement.

Check condition of septic tank and leech field. Consult with septic tank pumping service. Know the location of your septic tank and drain field. Have your septic tank inspected annually by a licensed contractor or health department official. Inspection will reveal problems before they become serious and tell when the tank needs to be pumped. Periodically check the drain field for a foul odor, excessive wetness, or overly lush grass growth, which may be warning signs of a failing system. Never drive over or park on any part of the system. Do not plant anything but grass over or near drain field, as tree and shrub roots may clog drain field.

Hire a gutter cleaning service or find a ladder and doit-yourself. Leaves and debris will accumulate in the

gutters as the seasons change. If you do it yourself, carefully climb up to the gutter and scoop out leaves and debris. Also, remove debris from the down spouts. You can sometimes clear these areas with a hose. Complete annual furnace and air conditioning maintenance by a licensed HVAC contractor. Visually survey your yard and existing drainage patterns often. Verify that the ground slopes away from the foundation. Stabilize any bare areas with grass, ground cover or landscaping materials to discourage erosion. Dig out areas where sand has accumulated. Landscape materials, sand/dirt etc. should be at least 5â€? below slab and weep holes. This will help avoid any water intrusion. Fill in any low spots where necessary to re-establish drainage flow. Adjust sprinkler systems to avoid over-spraying the house or causing puddles near foundation. Plant trees and shrubs an adequate distance away from foundation to allow for mature spread and root systems. Water, fertilize, mow and aerate your lawn as necessary. In areas with active (expansive) soils, maintenance and irrigation guidelines specific to your soils and foundation type should be followed. Conventional landscape practices may be inappropriate in these areas, for example; if your home has a pier and grade beam foundation and you live in a semiarid climate, you may not be able to plant flowers or shrubs closer than five (5) feet from the foundation, unless they have very low water requirements and can be hand or drip-line watered. Sprinkler systems may not spray closer than five (5) feet from the foundation, and trees should not be planted closer than fifteen (15) feet from the foundation. Conversely, if your home has a post-tensioned slab foundation in a moist climate, you may need to take steps to ensure that soils around your foundation do not dry out excessively. Again, trees should be planted no closer than fifteen (15) feet from the foundation. Consult with your builder, nursery or landscape professional as necessary, to correct or learn more about your local soil and growing conditions. Inspect inside your attic. Prior to entering the attic, you may want to purchase a paper filter mask from your local hardware store to avoid lung irritation from possible airborne insulation fibers. Bring a flashlight. Gain access through the trap door and check that all air vents are unobstructed and intact. Make sure there are no animals nesting in the insulation. If you walk around, be careful not to step on the drywall ceiling below, and watch out for nails sticking though the roof. Never store anything in the attic unless it was designed for that purpose. Check with your builder for more information regarding storage capacity or lack thereof. July 2016
