Work Begins On $12M Upgrades to Orangeburg, S.C., Corridor

In the shadow of a pedestrian bridge that bears his wife’s name, South Carolina Congressman James Clyburn helped break ground May 31 in Orangeburg, S.C., for a new project designed to give pedestrians and bicyclists a safe, beautiful corridor within the city, located southeast of Columbia. The South Carolina Department of Transportation (SCDOT) developed the U.S. 178/U.S. 21 Corridor Improvements project by coordinating with the Lower Savannah Council of Governments and Orangeburg County to upgrade pedestrian safety along the roadways and improve pedestrian connectivity. “It’s important for me to be here because this project happens to run adjacent to another highway department project named in honor of my late wife,” said Clyburn, who has served as the U.S. representative for South Carolina’s 6th congressional district since 1993. The nearby 93-ft.-long pedestrian bridge over Chestnut Street was renamed the Dr. Emily England Clyburn Pedestrian Bridge in 2018. Rep. Clyburn is currently the third ranking House Democrat and serves as the party’s Majority Whip “To improve this entire area is something that needs to be done,” he added. “It will change the attitude of the [South Carolina State University] students who come here every day. I know how uplifting it is to me personally to have the ambiance of a place looking right.” The project includes improvements to the U.S. Highway 21/178 Bypass (Chestnut Street) corridor near the entrance

to SCSU, the state’s only public, historically black college and university (HCBU). The Orangeburg Times and Democrat reported that, once completed, the construction will include rehabilitated sidewalks, stamped crosswalks, landscaped and fenced medians, a shared-use path from Goff Avenue to Bellville Road, retrofitted stairs to the SCSU pedestrian overpass and black, powder-coated mast arms and pedestrian equipment at the intersections of U.S. Highway 601, Goff Avenue and Wilkinson Boulevard. Clyburn Secured Construction’s Federal Funding “This project would not move forward without the many partners who worked tirelessly to identify and commit the necessary funding — a total of $12 million — to bring this project to fruition,” SCDOT Deputy Secretary for Engineering Leland Colvin told the Orangeburg news source. But, he said, it was Clyburn who was instrumental in getting funding earmarked for the project from Washington, D.C. “We would not be here without the funding secured at the federal level that accounts for over 80 percent of the total project funding for the improvements on Chestnut Street that we are getting ready to start with,” Colvin noted. “I would also like to thank Orangeburg County and the Lower Savannah Council of Governments for their contributions to complete the funding package.” Just after the groundbreaking, the Orangeburg County

Council presented a check for $1.3 million to the improvement effort, the Times and Democrat reported. “This is a project that is very well needed, and the money has just been sitting there for over 20 years,” Clyburn told the group assembled for the ceremonial beginning of the construction. “It can be used for this purpose, and it fit very neatly into the [SCDOT’s] goals for the entire region. “It started with the pedestrian overpass,” he continued. “I expect by this time next year, the stuff at the Railroad Corner will be up and going. It takes some time to do the planning, but once it breaks, things seem to fall into place.” SCSU Grad Overseeing Corridor Upgrades Alex Bennett, a graduate of SCSU, will serve as the transportation department’s project engineer on the improvement of the U.S. 178/U.S. 21 corridor. He said the project will promote safety for pedestrian and bike traffic and provide a separation between them and the roadway traffic. “It’s a humbling experience, coming back 10 years after graduation and not having any idea I would be serving in this role,” Bennett explained. “It feels good to come back full circle and provide a benefit to the campus, as well as the city and county of Orangeburg.” Construction should begin sometime this summer and be completed in the fourth quarter of 2023, he told the Orangeburg newspaper, a total of about 18 months. 

Caterpillar brought in four-time FIFA World Cup participant DaMarcus Beasley to run through a Cat-themed obstacle course, and did the same with a 794AC autonomous mining truck. The inspiration came from Cat Trial 3: China Shop, where a mini excavator navigated through tens of thousands of dollars’ worth of glassware. Cat wanted to show that its big machines could do it too. Cat autonomous equipment was originally introduced at MINExpo 1996, and the 794AC was showcased at MINExpo in 2021. The first autonomous 794 AC electric drive mining trucks were deployed in South America. In Chile, the first of 28 autonomous 794 AC trucks began arriving in May 2021 to be part of Teck Resources Limited’s low-cost, long-life Quebrada Blanca Phase 2 (QB2) copper project. It is the latest autonomous mining truck equipped with Cat MineStar Command for hauling, an autonomous hauling solution. The 794 AC is the first electric drive model to join the expanding Command for autonomous haulage fleet, which includes the Cat 789D, 793D, 793F and 797F models. When you think of services at Caterpillar, the first things that come to mind are related to maintenance and financing. Did you know that automation — more specifically Cat MineStar Automation Solutions — is also a service the manufacturer provides its customers? Autonomy is rapidly emerging in the mining industry as essential for improving safety and productivity and lowering cost. The 794 AC, equipped with Command for hauling, enables total autonomous operations of the mining trucks, interaction with other equipment, and integration with customer mining processes and systems, all managed by MineStar. tions and underfoot conditions. A semi-autonomous version of the machine also was previewed for the public and press at Cat Trial 12. Caterpillar has decades of experience with

autonomy — specifically in the mining sector. A 2020 acquisition has helped advance its experience in large mining equipment and start on a path that features new, nimble, miniaturized technology.

Retaining Wall Delays Completion of Ark. Highway Extension A faulty retaining wall has delayed completion of the 5.8mi.-long extension of the King Expressway, the Arkansas Department of Transportation (ArDOT) announced. The transportation agency told the Hot Springs SentinelRecord in November that the $80.14 million project connecting the U.S. Highway 70 East interchange to the intersection junction of Arkansas Highway 5 and Ark. 7 was ahead of schedule. McGeorge Contracting in Little Rock was on pace to finish the roadwork before the August 2022 date projected when construction began in late 2019. But an error discovered after the retaining wall was built for the Mill Creek Road bridge has upended that timeline, the newspaper learned, pushing the end of construction into the fall. “The project delay has been in trying to engineer a suitable solution that would not require substantial removal of the asconstructed wall or much of the fill behind it,” ArDOT Public Information Officer Dave Parker said in an email to the Sentinel-Record. He explained that ArDOT’s bridge division sent the maker of the mechanically stabilized earth (MSE) retaining wall incorrect elevations for the top of the wall, making it too short. “The specs the contractor was provided were correct,” Parker said. “The construction plans contained specific retaining wall details the contractor needed to construct the retaining walls. These details consisted of wall location, orientation, length and wall elevations. [But], the top of wall elevations detailed in the construction plans ArDOT provided to the contractor were in error or detailed incorrectly. “This was not caught until the wall panels were erected and the fill was placed behind the walls,” he said. “The walls are provided in panels that are stacked on top of each other with reinforcing strips going back behind the wall.” In his email to the Hot Springs news source, Parker added, “To my knowledge, erosion has not been an issue. It is more of [a problem] of having too steep of a slope behind the wall to be able to maintain the slope and prevent long-term issues.” New Project Cost Still to Be Calculated The Sentinel-Record reported May 18 that change orders have increased the project cost by 7 percent over the $75.15 million contract McGeorge was awarded in November 2019. The updated cost of more than $80 million does not include the MSE wall change order, which ArDOT said has yet to be completed. Garland County contributed to the King Expressway extension project, pledging $30 million from the $54.7 million bond issue voters authorized in a June 2016 special election. The ballot title they endorsed by an almost two-to-one margin reauthorized a 0.625 percent countywide sales tax to secure the debt. Last fall, ArDOT said the two-lane highway through the rugged backcountry east of Hot Springs National Park will cut travel time in half between the city of Hot Springs and Hot Springs Village. 

Hitachi Hosts Press at Callaway Gardens in Georgia

After bringing together all product lines under one corporate entity and now launching three new excavator models, the staff of Hitachi Construction Machinery Americas Inc. was briming with pride and eager to assemble press representatives from across the country at their recent two-day press event on May 18 and 19 at picturesque Callaway Gardens in Pine Mountain, Ga. With the addition of these new models introduced, Hitachi now offers 16 excavator models in the North American marketplace, as well as its 14 wheel loader products and nine mining machines. Also announced during the event was the opening of a new warehouse in Jackson, Ga., which will house a projected $175 million (currently $135 million) in

parts inventory representing over 100,000 line items. With all of the changes that have been taking place in the last six months, Hitachi has added more than 150 new employees to its staff. Hitachi has always built a reputation on longevity of its machines, as well as its staff. Some engineers within the company have been on board for 45 years. A reputation of progressive engineering, service, teamwork and sustainability has always been the overall benchmark of Hitachi and was emphasized during the event. Additionally, it was repeated that success comes at the dealer level — “the confidence of our customers rests on the back of our dealer network.”

Hitachi showcased new excavators and some of the key staff members behind the launch of the new products at Callaway Gardens in Pine Mountain, Ga.

Plans currently are in the works for a $50 million project for construction of a new North American corporate headquarters. Goals of increases of electrification of future machines for reduction of carbon output and expansions into other countries in the Latin American marketplace also were laid out. According to Rob Orlowski, director-product management and engineering, the goal is to continuously gain and obtain the absolute best people and dealers. “Some have already told me, Rob this is a game changer,” he said. Central Florida Gets Grant for Initial Work On Rail Line Central Florida has received a federal grant to support the preliminary engineering activities and environmental approvals needed to construct an intercity, high-speed passenger rail system between Orlando International Airport and Tampa. The bipartisan announcement was made June 1 by five of the state’s U.S. House members: Reps. Darren Soto, Dan Webster, Stephanie Murphy, Gus Bilirakis and Val Demings. The award of up to $15.8 million came from the U.S. Department of Transportation’s (USDOT) Consolidated Rail Infrastructure and Safety Improvements (CRISI) Grant Program. It will go toward Central Florida’s Sunshine Corridor and Brightline’s proposed Tampa to Orlando passenger rail project. Brightline, the privately run high-speed rail service, will match the funds from the federal grant to create a total investment in the pre-construction phase of $31.75 million.

The CRISI grant application received substantial community and bipartisan support, Brightline noted in its June 1 news release. The country’s only provider of modern, eco-friendly intercity passenger rail travel, the passenger train service is currently running between Miami and West Palm Beach. At the same time, Brightline is building an extension from West Palm Beach to Orlando, which is expected to be finished at the end of this year and carry passengers in 2023. An extension to Tampa is the next step in connecting 70 percent of the state’s population by its rail service, company officials said in the news release. The project’s pre-construction efforts will include 15 percent and 30 percent design completion for the Orlando to Tampa route, which includes working within existing travel corridors and the Interstate 4 median, Brightline noted. see RAIL page 72

Mecalac North America Expands Sales, Service Teams

Mecalac, a global designer, manufacturer and distributor of compact construction equipment for urban environments, celebrated five years as an incorporated company in the North American market. To support its rapidly growing dealer network and increased demand for the company’s compact and rail excavators, loaders, backhoe loaders and site dumpers, Mecalac North America has expanded its sales and service teams and is actively recruiting additional team members. “North America has been very receptive to Mecalac and recognizes the value our products bring to the market,” said Peter Bigwood, general manager of Mecalac North America. “As more dealers come on board and more machines are operating throughout the U.S. and Canada, it’s critical to continue delivering a high level of service and support. Now is the right time to expand our North American team.” As part of this growth, Manuel “Manny” Mendez has joined the sales team, bringing experience with major equipment brands, including Merlo and Manitou. Mendez started his career as a material handling specialist at Linder Industrial Machinery Company of Plant City, Fla. His next career move took him to Briggs Equipment as a territory manager in Miami for Hyster/Yale and Manitou telehandlers. Then he worked as a regional sales manag-

er/dealer development manager of Magni telescopic handlers. He most recently served as a sales manager for Applied Machinery Sales, which supplies and services Merlo telescopic handlers to the United States. Their role is to provide on-site technical training and ongoing troubleshooting assistance for Mecalac’s dealer network. Tellier has extensive experience maintaining and repairing a variety of equipment. He spent 11 years in the United States Army Reserve, where he held several roles, including heavy mobile equipment repairer and electronics technician. In 2011, he was deployed to Kandahar Air Field in Afghanistan where he was squad leader, wheeled vehicle mechanic and recovery vehicle operator. He also served as motor sergeant in Kuwait. Following his military service, he joined Herc Rentals where he started as a construction equipment service technician and worked his way up to Massachusetts service manager. Talotta joins Mecalac North America after working in Mecalac’s manufacturing facility in France. He has worked as a mechanic and has held positions focused on

world. The local winner, Ben Sandy with Sandy’s Hauling & Backhoe Service Inc. in Roseboro, N.C., showed off his agility, speed and accuracy in a series of skills-based tests. With a time of 9:32, Sandy will move on to the regional finals and from there to the Global Operator Challenge finals at ConExpo-Con/AGG 2023 in Las Vegas, where Caterpillar will crown one operator world champion. OSHA safety standards spell out the exact process for preventing injuries to crew members. There are many causes for these incidents, but Grant Law Office points to negligence as chief among them. Lack of proper worker training contributes to that negligence. The law team said improper use of or malfunctioning tools and equipment; failure to properly secure tools or components and improper stacking of tools, equipment, supplies or materials contribute, as well. Inadequately securing loads on a boom, hoist or crane; loads that are too heavy; failure to use safety devices designed to stop falling debris and objects; faulty parts or materials that break down or lead to structural collapse; and lack of posted warning signs can all be tied to accidents.

Lack of proper training contributes to the potential for injury.

Exponentially Improving Conditions Legal experts say recognizing hazards and making simple changes in work processes as a result can improve conditions exponentially. “For instance, the seemingly common-sense requirement to bolt new steel instead of welding it in pre-existing wood structures can significantly reduce the risk of costly and dangerous fires,” attorney Neill Flynn, The Plata Law Firm, told Structure magazine. “Whether made of steel, lead, cast iron or copper, pipes are invariably denser, heavier and capable of making short work of the human body. “Required safety precautions, most notably hard hats, have significantly reduced the number of injuries caused by construction workers coming into unintended contact with metal pipes.” Unfortunately, these materials are still the source of a “significant” percentage of workplace accidents, he noted. So do incidents related to working around pipes. Due to their weight and “unyielding nature,” Flynn said pipes are inherently dangerous whether they fall on an unsuspecting worker or cause an impact injury from improper storage. “Something as simple as an unevenly stacked rebar can easily cut a worker or cause one to trip and fall,” he said. “Given the nature of construction sites, where almost everything is sharp, hard and/or heavy, what might otherwise be a benign occurrence can quickly become a career or an even life-ending event.” Electrical wiring and other dangerous materials such as conduit and fixtures, invariably found on construction sites, can be hazards. The most obvious source of injury from such materials is the risk of electrical shock, said Flynn. He added while it’s most closely associated with injuries to electricians, a significant number of electrical injuries are sustained by construction workers in every trade. Wiring by its very nature creates a high risk of trip and fall injuries stemming from entanglements in loosely or otherwise improperly stored materials, he said. Caterpillar Provides Updates to Large Asphalt Paver Line Caterpillar Inc. announced updates to the large asphalt paver line. The new Cat AP600, AP655, AP1000 and AP1055 asphalt pavers build upon the performance of the F-series pavers that brought fuel efficiency, simplified operation and more comfort. With new screed offerings, technology that assists with paver setup, better material retention and enhanced visibility with standard opposite side mirrors, these new models continue to evolve into machines that offer contractors a high return on investment, according to the manufacturer. Front-Extender Screed Additions The new Cat SE47 FM and SE60 FM screeds utilize extenders located in front of the main screed. These front-mounted extenders are extremely stable for wider width

paving and make it easy to quickly reduce paving widths when maneuvering around obstacles by easily drawing material back into the auger chamber. The SE47 FM offers a paving range of 8ft. to 20-ft. 6-in., while the SE60 FM provides a 10-ft. to 25-ft. 6.-in paving range. Thermal Mapping Thermal segregation is one of the leading causes of road failure in the asphalt paving industry. Thermal variations can leave uneven surface textures behind the screed. These variations cool more quickly and can lead to less-than-ideal compaction results and shorter life expectancy of the paved surface. Early detection of thermal variation enables timely process control adjustments to be made. To combat these variations, contractors can monitor asphalt surface temperatures utilizing the optional Cat infrared camera and a Global Navigation Satellite System (GNSS) enabled by RTK accuracy. Viewing real-time temperatures, contractors can identify variations and take action to manage the plant-to-paver delivery process and fine-tune paving practices for more uniform lay-down temperatures. Enhanced Material Retention Paver and truck exchanges provide an opportunity for asphalt spills and leaks. A new flashing design on the front of the hopper offers increased memory and temperature resiliency that helps provide better spill prevention. Concrete Paving With Wirtgen SP 62i at Keflavik Air Base A Wirtgen slipform paver constructed 89,700 sq. yds. of operational facilities by concrete paving an extension of the apron and a hazardous cargo pad at the military air base on the international airport at the port of Keflavik, about 31 mi. from Iceland’s capital, Reykjavik. As the overall project was commissioned by the U.S. government, all measurements used during the paving project were in imperial units. At the end of the construction project the SP 62i had paved a total of 45,778 cu. yd. of single-layer concrete paving with a width of 25 ft. and a thickness of between 16 and 18 in. On average, 1,177 cu. yds. of concrete were paved every day. Highest Quality, Despite Challenging Deadline Due to the climatic conditions on the Reykjanesskagi peninsula in the south west of Iceland, the time window for the project was set for the beginning of July to the end of September of the year. To squeeze the work into this timeframe, the decision was made to do without prior placement of fixed formwork for the individual strips. Despite the tight deadline, the paving team was able to deliver highest quality results, not least due to machine technology like the high-precision steering and leveling system and the automatic super smoother. Precise Edges Essential for Optimal Surface Water Drainage Operational areas on airfields generally have only a very slight cross-slope and, in Keflavik, the specified value was 1 percent. The area was paved in 31 separate strips that were connected to one another by tie bars inserted along the sides to ensure the correct height of the individual sections. The outer edges of the strips posed a particular challenge for paving with the slipform

method. They had to be precisely perpendicular from end to end and faultlessly paved with absolutely no fall. Only this can ensure that rainwater drains away as it should during future operations, and that no water collects in the expansion joints. Wirtgen Application Engineers Provide Assistance Essentially, concrete is always a mixture of cement, water and variously sized aggregates. However, in order to fulfill the future load-bearing and wear-resistance properties of the construction in question, further additives and a more precise consideration of the above-mentioned main ingredients was needed. The required properties in the case of the extension work at Keflavik Air Base included, for example, a concrete with the compressive strength class C35/45. In order to achieve the desired compressive strength of

These showed optimum quality in all specified parameters such as density, compressive strength, profile-compliant placement and surface roughness, i.e. grip characteristics. Maximum Evenness Over Entire Operational Area When it comes to the operational areas of airfields and airports, demands for surface evenness are generally very high. At Keflavik Air Base, the specified maximum permissible unevenness was .15 in. on 13 ft. In reality, the evenness measured according to TP Eben 2007* showed that deviations were significantly lower and that the even-

The IMIX system made its debut on Dynapac’s MF2500CS mobile feeder, featuring a versatile belt system, intelligent operator assistance systems and flexibility to configure the machine for the right application.

IMIX Technology The heart of the IMIX-system is the combination of three strategically positioned devices: a conical auger in the hopper, a flow divider in the conveyor and a mixing system at the end of the main conveyor. The augers in the hopper push the large particles, which are stagnant at the colder outer sections on the hopper towards the middle of the conveyor to join the main flow. The material is transported by the movement of the belt to the top, where the flow of material is split by a flow divided into two streams. These streams of material are mixed and blended by an auger mixing system. This equalizes temperatures within the mix and blends large and small stones. The result is consistent and long-lasting road quality, according to the manufacturer.

Investment Flexibility MF2500CS may be equipped with the SW6500 SwingApp conveyor for long side reach for paving over barriers and in-line or echelon paving applications. Dynapac MF2500CS is the only machine that offers this flexibility of adding Swing app at the initial time of purchase or at later date, the manufacturer said. The newly developed 28 ft. long conveyor SW6500 has a side reach of 12.5 ft. Due to its integrated quick coupling cylinders and lifting points, the SW6500 can be mounted behind any MF2500CS within 20 minutes. This reduces investment cost for the contractors.

Smart Belt Conveyor Design The feeder’s rubber belt is mounted directly on metal stiffeners. This allows longer intervals for belt changes and a higher reliability reducing the total operating costs. The newly positioned spraying beam under the front hopper flap guarantees a permanent wet feeder belt. This prevents adhesion with difficult mixes and weather conditions, according to the manufacturer. The feeder belt is held in place by chain rollers. The new belt is attached to the old one with a quick coupling system and fed in place. This design makes a feeder belt change possible within a couple of hours. No vulcanization is needed,. For large paving widths, the Dynapac MF2500 delivers a feeding capacity of up to 4,000 tons per hour. The feeder also delivers a cleaning time of less than 30 minutes. Operator Comfort The MF2500CS MTV’s hydraulic liftable platform elevates the operator area approximately 4 ft. with a touch of a button providing a 360-degree complete jobsite view. The truck assist feature makes truck docking/un-docking to the feeder simple and efficient and eliminates the dump person from the job site. As well, a series of LED bar lights signals the truck driver when to back up, dump the material

Distance Assist Maintaining a safe distance between the material feeder and paver — while docking to the truck to the feeder and paver simultaneously — can be a daunting task. Dynapac Distance Assist automatically maintains a set distance between the paver and feeder. The feeder is equipped with a laser sensor, which allows the feeder operator to virtually connect to the paver and follow the speed of the paver movement. The feeder operator can focus on the job at hand which is material transfer. Combined with the possibility to save multiple distances, feeding two pavers becomes less stressful with the Dynapac MF2500CS equipped with the SwingApp. To keep the paver operator informed, the feeder is equipped with a LED bar, which shows the status of the radar sensor and the deviation to the correct distance. Swing Assist Feeding two pavers simultaneous is often demanding for the feeder operator. Via the SwingApp, Dynapac Swing Assist helps the operator by recording the height and angle of swing for both pavers’ locations, allowing the operator to recall the positions by just the press of a button. In combination with Distance Assist the feeder drives automatically to the correct position and the SwingApp moves directly over the hopper of the paver. Sakai America Introduces Three Newest HQ Hires Sakai America has three new hires in the Adairsville, Ga., headquarters. Joey Queen joined Sakai America in the newly created manufacturing engineer role. Queen has more than 20 years in manufacturing and tooling with the heavy equipment and heavy machine components industries. “Joey is going to be a huge asset for us on the assembly line,” said Kevin McClain, VP Operations at Sakai America. “He has already fine-tuned our processes and is focusing on our assembly teams becoming more efficient. FHWA: Asphalt Pavements Now Eligible for Federal Funding to Reduce Carbon The Federal Highway Administration (FHWA) released its Carbon Reduction Program (CRP) Implementation Guidance, unlocking $6.4 billion in formula funding over five years to help states and localities develop carbon reduction strategies. While the CRP was established in the Infrastructure Investment and Jobs Act (IIJA) of 2021, also known as the Bipartisan Infrastructure Law (BIL), NAPA sought inclusion of paving activities by highlighting asphalt pavement’s many climate-friendly technologies, to help states and localities meet their climate goals. Such efforts included a February letter to Senate Committee on Environment & Public Works Chairman Tom Carper and Ranking Member Shelley Moore Capito requesting support for including the Stabenow and Wicker amendment to add eligibility for “projects using pavement technologies, including designs, materials and practices that reduce carbon emissions.”

Due to sustained efforts by NAPA and our transportation construction partners, the CRP guidance makes low-carbon pavement technologies eligible for this important program. “NAPA worked to bring a coalition of stakeholder groups together to advocate for this,” said NAPA Executive Vice President for Advocacy Jay Hansen. “It opens opportunities for our industry to provide carbon-reduction solutions for the citizens and communities we serve across the country.” The CRP guidance includes lowcarbon asphalt pavements as follows: Sustainable pavements technologies that reduce embodied carbon during the manufacture and/or construction of highway projects could be eligible for CRP if a lifecycle assessment (LCA) demonstrates substantial reductions in CO2 compared to the implementing Agency’s typical pavementrelated practices. The LCA Pave Tool can be used to assess the CO2 impacts of pavement material and design deci-

sions. What this means: • There is a new core highway program in which low-carbon asphalt pavement technologies are now eligible. • This is NOT a mandate on state transportation agencies or the industry, but a free-market approach to utilize ready-to-go pavement technologies that reduce carbon emissions. Detailed information is available directly from FHWA. The availability of funding for lowcarbon pavement technologies supports the asphalt pavement industry’s goal to reach net zero carbon emissions by 2050, outlined in The Road Forward, which will require working with partners like FHWA and state departments of transportation. NAPA is launching a webinar series, The Road to Zero: Making Sense (and Cents) of Climate Stewardship, beginning with An Introduction to The Road Forward on May 2. 

How Sustainability Works for Your Company Sustainability is a growing concern for all segments of the economy, including construction and paving companies. Not only because of the environmental impact on the community, but for the economic impact on companies as well. In its World of Asphalt 2022 session “Developing a Sustainability Program that Works for Your Company,” University of Nevada Reno Professor Adam Hand and Granite Construction Sustainability Manager Raven Adams made the case for asphalt pavement and infrastructure construction companies to develop a sustainability program, and how to approach it. According to Hand and Adams, over the past 30 years, a dollar invested in a company with a high commitment in sustainability will have grown 47 percent more than that same dollar invested in a peer company without a high commitment to sustainability. Why? In the case of infrastructure companies, Adams and Hand cite the InterAmerican Development Bank saying, in 2018, that sustainability infrastructure projects “are planned, designed, constructed, operated and decommis-

2. Connect the right teams. Different teams will have different responsibilities and contributions to both create and implement the plan. Knowing who they are and what they can do ahead of time will lead to a greater chance of success. 3. Educate your stakeholders to generate buy-in. danger on the construction site. Solvents, liquid petroleum gas and adhesives pose multiple risks ranging from flammability and combustion to inhalation dangers, said Flynn. “As the general public has become inured over the last two years to wear masks due to the COVID pandemic, construction workers and especially safety officers have long been aware of proper breathing protection procedures.” Such materials must be stored and used in adequately ventilated spaces, he continued. “Fire or even explosions are the most obvious risk associated with combustible and/or flammable substances. However, they pose additional risks that are often overlooked.” Simple skin contact with these materials can cause injury, said Flynn. They’re often more dangerous when inhaled due to the lack of or failure to use proper respiratory protection. “Damage to the lungs and respiratory system overall can range from immediate to long-term and can, in many cases, be fatal.” Foot injuries are a very common occurrence on construction sites, especially from falling objects. But there are many other causes and types of injuries. Rhoades Legal notes that in addition to electrical shock, workers can suffer broken bones, punctures, cuts and lacerations, burns and sprains all involving the feet and negligence.

The law firm noted that workers can be crushed or suffer broken foot bones due to falling objects, moving vehicles and being trapped or caught between objects. Punctures of the sole of the foot are caused by loose nails, sharp metal or glass objects. “Puncture wounds can easily get infected if not treated promptly. You can even get tetanus from a puncture injury,” according to the legal team. Cuts and lacerations of the feet can be caused by chainsaws, rotary mowers and unguarded or improperly guarded heavy machinery. Foot-related burn injuries can result from splashing molten metal, chemical spills, contact with fire and flammable or explosive materials. Electrical shock is caused by static electricity, contact with sources of electricity, including exposed hot wiring or wiring that is not properly grounded. Finally, sprains can happen in slip and fall accidents. A worker could slip and fall on scaffolding or from wearing improper footwear. Maintaining Safe Work Sites Many local jurisdictions provide legal means to compensate injured workers, but both site owner and contractor can be proactive by integrating a mix of strictly enforced site safety practices, OSHA regulations and simple common sense, said Flynn. “By collecting and monitoring information about the project, increasingly in realtime, structural engineers can anticipate

problems before they reach the critical stage and can be managed before someone gets hurt.” He urged frequent site inspections, regular safety meetings and rigorously enforced site safety standards supplemented with real-time data collection systems. “Comprised of wireless onsite sensors coupled with data collection nodes, such systems streamline the structural engineer’s ability to monitor the entire building site and anticipate problems before they arise,” said Flynn. “These systems can be customized to monitor material storage and the location and movement of workers throughout the site, thereby giving the engineer the ability to anticipate and prevent dangerous or even deadly accidents before they happen.” What simple common-sense measures can be implemented on the job site? The list is long, but Rhoades refers to OSHA’s rules for preventing workplace injuries: • Workers must wear safety shoes when working in locations where there is a risk of slipping and falling or objects piercing the sole. • Protective footwear must meet ANSI Z4 or have equivalent design requirements. Impact and compression protection are provided by all ANSI-approved shoes. “However, the level and sort of protection may not always be the same. Different footwear protects users in various ways. Make sure to review the label of the footwear.” Shoes or boots may need to have special electrical conductivity insulation or other non-conductive protective material in order

to prevent electrical shock. Chemical-resistant boots may be required to protect against caustic, reactive, toxic or corrosive substances during cleaning or surface preparation. Slip-resistant shoes should always be worn in any type of construction or production facility environment, but especially if the worker will have to be in icy or rainy weather conditions. Many construction work settings require boots with toe caps and puncture-proof soles. Non-slip soles, chemical-resistant materials, insulation or other protective features may be required in your profession. “Ensure that the shoes are safe according to necessary safety standards.” Grant Law Office noted the adoption of additional safety precautions to reduce the risk of injury specifically from falling objects on the construction site: • Always wear protective gear, such as helmets, goggles and hard-toe boots. Avoid hazardous areas for falling materials. • Never walk or stand under heavy equipment, such as a front loader, hoist or crane, particularly when it is carrying a load. • Use the proper equipment for the job at hand. Never stack materials or objects too high. And inspect equipment and tools before using them. • Never use improperly maintained or faulty equipment or tools; never exceed the lifting capacity of a hoist, crane or lift; and secure tools and equipment properly when working overhead.  CEG

Jefferson Pike Widening Calls for Excavating, Grading TDOT from page 1

The Jefferson Pike project features bike lanes and sidewalks from Nissan Drive to the Stones River Bridge. In the more rural portion of the corridor, from the Stones River Bridge to I-840, the roadway will have 12-ft. shoulders on each side. A new bridge will be constructed over the Stones River, and the bridge over I-840 will be widened to include four travel lanes and a center turn lane. There will be signal modifications at the intersection of Jefferson Pike and Nissan Drive and new traffic signals at Hickory Grove Road and the I-840 eastbound and westbound access ramps. The project will allow for improved sight distance, with alignment significantly straightened. Construction calls for turn lanes to separate turning traffic from through traffic, a raised median throughout most of the project to separate directions of travel, along with adding traffic signals at Hickory Grove and I-840 ramps. As with most projects, motorists will be affected during construction. TDOT is taking steps to make sure detours go as smoothly as possible. “Crews will implement traffic shifts, lane closures, flagging operations, rolling roadblocks and other traffic control methods to complete various operations. There will be trucks entering and exiting the highway. It’s expected numerous short duration side road closures will be necessary.” TDOT has worked closely with Smyrna officials in planning for the road project. “During construction, we have progress meetings twice a month that include Town of Smyrna officials to keep them updated on the status of the project, and to give them an opportunity to voice concerns they are hearing from residents,” said Carpenter. “The Smyrna police department has been very helpful in monitoring work zones to reduce vehicle speeds. “The town helps get the word out to the public, emergency personnel and schools when high impact traffic control measures are upcoming.” Civil Constructors LLC serves as the prime contractor. A variety of excavators and bulldozers are needed to complete the work, along with dump trucks and cranes.

Work involved in the widening project includes utility relocation; grade work; stormwater structures; bridge construction; and major traffic shifts. There are numerous key steps involved in each aspect of this project. Road and bridge construction are usually performed in phases, based on where traffic is running. Completing each phase is essential. Construction has progressed well, with most work being focused from the bridge over Percy Priest Lake to I-840. Grading operations have centered on excavating cut sections and building embankments. For Bridge 1 over Stones River/Percy Priest Lake, crews are currently setting Phase 1 beams. Workers are setting poles and placing wire in sections throughout the project. In addition, sewer construction involves building a new lift station near I-840. Crews are preparing to start a 36-in. water line, and gas line installation is progressing. see TDOT page 64

The Bridge 1 over Stones River/Percy Priest Lake Phase 1 substructure is complete. Also, significant stretches of roadway have been built to subgrade. The job has included blasting for earthwork. The existing bridge over Stones River/Percy Priest Lake also will be demolished after Phase 1 of the new structure is complete. The plan’s quantity for road and drainage excavation is 360,000 cu. yds. This includes 165,000 cu. yds. scheduled to be excavated from the Army Corp of Engineers property at the West Stones Fork boat ramp to offset flowage easement fill. The planned quantity for borrow excavation totals 200,000 cu. yds. to be hauled in from off site. Presplit is 2,270 sq. yds. Tasks remaining include finishing utility relocation; Phase 1 of bridges; Phase 1 of roadway; and swapping traffic to Phase 2, for the rest of the roadway and bridges to be built. Carpenter said soggy conditions have proven to be the biggest weather factor. “Rain and wet conditions prevent grading work from being productive, especially with the clays we are using.” A variety of excavators and bulldozers are needed to complete the work, along with dump trucks and cranes. Main materials include aggregate, asphalt, concrete, steel reinforcement, power poles, water line, sewer line and gas line.

Carpenter stressed that safety for both workers and the traveling public is a major concern, along with maintaining traffic flow and coordinating between all the stakeholders involved. Constructing bike lanes from Nissan Drive to Harbor Drive involves a wider typical section for earth work, base stone, asphalt, striping and signage. Sidewalks also will be built. The center turn lane generally requires wider typical section and more materials. The raised median adds a few more steps to the construction process. “We are happy to get this important widening project under way,” TDOT Commissioner Clay Bright said in a news release. “Smyrna and the Rutherford County area are growing rapidly. This project will help support that growth and make safety improvements to the corridor.” While much work remains on the project, Carpenter said having the opportunity to improve road conditions makes the long hours bearable. “It’s humbling and rewarding to be able to contribute to a project that, when completed, will enhance the safety of the roadway and support the economic prosperity of the community. Road construction can be a thankless venture, due to the inconvenience it can cause to the traveling public, but it’s well worth the struggle when the project is complete.”  CEG
