CEG Founder, Ed McKeon, Passes Away at Age 91 Edwin M. McKeon, founder of Construction Equipment Guide (CEG), died peacefully Dec. 31, 2021. He was 91. Mr. McKeon was born in Philadelphia on Jan. 17, 1930, and was the eldest child of the late Edwin A. and Mary Houlihan McKeon. He was raised in the Mount Airy section of Philadelphia and graduated from Holy Cross Catholic Grade School. He was a graduate of St. Joseph’s Prep (1947) and St. Joseph’s University (1953). Upon graduation, he enlisted in the U.S. Marine Corps OCC program and proudly served his country as a Marine for nine years, rising to the rank of captain. On St. Patrick’s Day 1954, Mr. McKeon married the love of his life, Joan Gallagher McKeon; they enjoyed more than 65 years of marriage until Joan’s passing in 2020. Mr. McKeon was the proud father of five children, 10 grandchildren and four great grandchildren. While starting their family, the McKeons also were getting a new business running. In 1957, 27-year-old Mr. McKeon was working for his father-in-law, who owned Roxboro Cinder Co. in Philadelphia. The company needed to update its equipment and put Mr. McKeon in charge of the search. Local newspapers published special sections on equipment on Sundays but didn’t meet the market’s need. And thus, an idea was born for a publication that circulated in the construction industry that would be a big motivator between buyer and seller. Mr. McKeon took his idea of a shopper-type publication, and with the help of Gene DiMezza, started Construction Equipment Guide in his Pennsylvania home. The first issue, in May 1958, was all construction equipment ads. Editorial didn’t appear in the papers until 1970. By the mid-1980s, CEG was publishing articles describing the history, growth and products of equipment dealers and manufacturers. After laying out the pages and pasting them up in the rec room, that first issue was printed on both sides of a single black-and-white 11-in. by 17-in. flat, which folded to make four pages. It was then addressed and mailed from his house to about 10,000 dealers, contractors and other construction people in the Delaware Valley area. Names came from personal contacts, directories, telephone books and other sources. Mrs. McKeon typed up the bills on a portable typewriter, purchased from a neighbor who sold typewriters. As the business and family grew, the publication began its odyssey to a series of new locations, all providing more space: in 1959, CEG moved from the McKeon rec room to part of a building in Willow Grove, Pa., owned by Walter Blair, who had taken over the printing. In 1960, CEG moved again, to half of a twin home, also in Willow Grove. This provided about 2,000 sq. ft. of space. The next big move was in 1966, when Mr. McKeon purchased a three-
story office building in Glenside, Pa. The publication would stay there for 20 years before moving in 1988 to a morespacious one-story former printing company building, also in Glenside, Pa. Today, CEG is published out of its 22,500 sq.-ft. office building in Fort Washington, Pa. That same year, CEG also began its expansion to a nationwide publication when it published its Southeast Edition. It then began publishing a Midwest Edition in 1994, a Southwest Edition in 1999, and a Western Edition, which includes Alaska and Hawaii, in 2005. CEG purchased Superintendent’s Profile magazine in 2003. This monthly publication profiles a specific New York State highway superintendent or public works commissioner in each issue. Further strengthening the business, in March 2007, CEG purchased the assets of Contractors Equipment Guide. Previously a competitive publication in New England, it is now a biweekly supplement to the Northeast Edition.
Throughout his long career in the industry, Mr. McKeon was for decades a recording secretary for the Delaware Valley Associated Equipment Distributors, a member of the national AED organization and an active member in many other industry associations. Today, CEG is managed by Mr. McKeon’s sons, Ted, Joe and Richard McKeon, and his grandson, Edwin “Teddy” McKeon III, the third generation of the family to begin making his mark on the business. “Our father was a true entrepreneur … a visionary who identified a need in the construction industry and set out to fulfill it,” said the McKeon family. “But he was never complacent. Although CEG had become and remains very successful, he was always thinking of new ways to grow the publications, to further develop content and to evolve to continue to better serve readers and advertisers.” “He was deeply passionate about CEG and he expected the same passion and dedication for the publications from everyone at the company,” Ted McKeon, president of Construction Equipment Guide, added. “He was like a tough coach where he thought that you could always be better today than you were yesterday. He could see potential in us and all CEG team members that we couldn’t always see in ourselves. He knew what he wanted and it was a pleasure to help him achieve those things. “Among his most important achievements was that he founded and built CEG on relationships,” McKeon added. “And this principle remains as vital today as it did back in 1958. My father’s customers became his lifelong friends. How we treat our advertisers and readers today is completely directed and influenced by how he treated people … with respect and gratitude. Everyone at CEG will greatly miss him.” Mr. McKeon is survived by his five children, Pamela (Michael) McDonald, Edwin (Peggy) McKeon Jr., Joseph McKeon, Richard McKeon and Elizabeth (Neil) Rohrer. His beloved 10 grandchildren, Christen (Brian) Meyer, Michael McDonald Jr., Caitlin (Marc) Murphy, Edwin (Caitlin) McKeon III, Joseph “Tripp” McKeon, Kayla and Lindsey Rohrer, Elinor, Katherine and Susan McKeon. His cherished four great grandchildren, Patrick and William Meyer, Harrison and Beau Murphy. His two brothers Thomas (Madeleine) McKeon and Barry (Maria) McKeon, survive him. He was preceded in death by his sister, Mary Ellen McKeon Harvey. A funeral Mass was held at St. Philip Neri Catholic Church in Lafayette Hill, Pa. Interment followed at Holy Sepulcher Cemetery. In lieu of flowers, memorial contributions may be made in Mr. McKeon’s memory to St. Joseph’s Preparatory School, 1733 W. Girard Ave., Philadelphia, PA 19130. CEG

The Greene County Commission has signed a contract allowing construction crews to begin extending Kansas Expressway at Republic Road in south Springfield. The contractor is Emery Sapp & Sons.
As part of the construction of a new southbound Mile Long Bridge, the Illinois Tollway will begin using an innovative gantry system to move and install bridge beams behind barrier wall in the work zone, without disrupting traffic.

Will You Be Left Holding the Bag? OSHA Specifies Contractor Safety Responsibilities On Job Site By Lucy Perry CEG CORRESPONDENT
Who does OSHA look to first when multiple contractors are at work on a job site where safety is called into question? If your company has any control over the work process, the agency’s Multi-Employer Worksite Policy specifies that the responsibility likely falls on you. Have you done everything you could to prevent an accident? OSHA uses the policy to assess responsibility on a construction site where there are likely many different companies at many different contract levels. The four employer categories are creating contractor, exposing contractor, fixing contractor and controlling contractor. As the name implies, the creating contractor creates a hazard resulting in an incident or accident. The exposing contractor puts his or her employees in harm’s way whether they created the hazard or not. The fixing contractor, who may or may not be the creating contractor, is responsible for fixing the safety violation. Finally, the controlling contractor holds contracts with and has authority over the contractors on site. “An exception may come when a creating contractor has already demobilized from the site, and the correction of a hazard has been assigned to another entity,” said John Braun, CEO of EHS consulting firm Signature Safety. He gives as an example a steel erection company which has left the site with perimeter cables in poor condition but a concrete company has been contractually obligated to maintain the cables. “The controlling contractor is the one that needs attention here,” said Braun. “If they are not exerting enough control over their contractors, OSHA can and most likely will cite them for their inaction.” How much control is enough is certainly up for interpretation, he said. “Control is one of the most hotly contested points of clarification I’ve seen in expert-witness cases.” What is the Multi-Employer Worksite Policy? general contractor or construction manager perform enough inspections? Did they provide any training or, at the very least, ensure that proper training had been conducted? Did they clearly communicate expectations? Did they even do any prequalification of their contractors? “Questions like these will be considered when determining how responsible the controlling contractor is. You need to be asking yourself if you are responsible, what can you do to ensure your contractors’ safety is up to par,” continued Braun. While creating, exposing and correcting employers may have clear responsibilities to prevent hazards, the standards for controlling employers are more confusing, said Stan Liang, health and safety consultant of Tetra Tech. “But controlling employers also carry a higher responsibility for compliance, so it’s important to understand what a controlling employer’s obligations are.” To determine whether a controlling employer is subject to citations under OSHA’s MECP, it must be determined if the actions of the employer were enough to meet its obligations. OSHA expects controlling employers to exercise “reasonable care” to prevent hazards, including inspections of the work site, noted Liang. “How often the employer should be inspecting the workplace is determined by many factors: the nature of the work being performed, the scale of the project, what the employer knows about the potential hazards and what the employer knows about the safety practices of the other employers at the site,” he said. “For example, if a subcontractor is known to have a history of frequent safety violations, it is expected that the controlling employer will perform more frequent worksite inspections.” Failing to exercise reasonable care to prevent safety violations could cause the controlling employer to receive an OSHA violation, even if they did not directly cause the hazard, he stressed. see OSHA page 70

The Greene County Commission has signed a contract allowing construction crews to begin extending Kansas Expressway at Republic Road in south Springfield. The contractor, Emery Sapp & Sons, began mobilizing equipment in late December. MoDOT approved the lowest bid of $15.7 million for Phase 1 construction, almost $6 million under the engineer’s cost estimate of $21.6 million. Construction will be divided into two phases. Phase 1 is from Republic Road to Plainview Road. Phase 2 is from Plainview Road to Farm Road 190. All construction on Phase 1 must be completed by Nov. 1, 2023. Phase 2 construction is anticipated to start in the winter of 2023, with completion in the spring of 2025. Crews will build a new two-lane road with turning lanes at major intersections, new stormwater improvements, and a pedestrian and bicycle path along the corridor. The extension also will be cleared for future expansion. The new roadway will provide motorists with an alternative connection in southern Greene County and provide traffic congestion relief along parallel routes at Cox Road and Campbell Avenue. Eighty percent of the project will be paid with federal transportation funds and 20 percent will be paid by Greene County. The city of Springfield also is a cost-share partner as the northern portion of the extension falls within the city limits of Springfield. Planning for the Kansas Expressway Extension began nearly four decades ago. In the early 1980s both Greene County and the city of Springfield recommended a major thoroughfare plan south of Route M. After several feasibility studies in the following years, the project was approved, and planning preparations began. By 2021, environmental assessments and right-of-way plans have been finalized, clearing the route for construction in 2022. For more information, visit greenecountymo.gov/highway/future_projects.php.

KYTC Awards Contract for I-69 ORX Section 1 in Henderson It’s the final key step to move one of Gov. Andy Beshear’s top-priority transportation projects to construction — Section 1 of the I-69 Ohio River Crossing (I-69 ORX) between Henderson and Evansville, Ind. A contract has been awarded to the Ragle Inc./Stantec Consulting Services Inc. design-build team. Construction is expected to begin in Henderson in early 2022. “The past several days have been extremely difficult since tornadoes created so much loss for Kentuckians,” said Beshear in a statement issued Dec. 21. “It’s good to share some positive and important news. Many people in western Kentucky have championed an interstate river crossing for decades. Having a team in place to construct the Kentucky approach for the I69 Ohio River Crossing is a major step forward. I look forward to construction in the spring and seeing the first pieces of this transformational project that will benefit so many take shape.” I-69 ORX Section 1 focuses on improvements in Henderson and extends from KY 425 to U.S. 60. Construction is expected to continue through 2025. It will extend I-69 by more than 6 mi. and includes interchanges with KY 351, U.S. 41 near Kimsey Lane and at U.S. 60.
The Kentucky Transportation Cabinet (KYTC) is overseeing work on Section 1. KYTC has been reviewing and scoring proposals. Technical proposals were submitted in November and price proposals were opened in December. Ragle/Stantec was awarded the nearly $158 million construction contract after being identified as the apparent Best Value design-build team. “These major projects are difference makers for our communities and our commonwealth,” said Kentucky Transportation Secretary Jim Gray. “We’re improving safety and mobility and the future I-69 Ohio River Crossing will mean new connections and opportunities for western Kentucky.” The environmental study for I-69 ORX was completed in September with a Record of Decision issued by the Federal Highway Administration. I-69 ORX is divided into two sections for construction. I-69 ORX Section 2 is a bistate project between Kentucky and Indiana that will complete the I-69 connection from U.S. 60 in Henderson to I-69 in Evansville. It includes the new river crossing. Design is expected to begin in 2025 with construction anticipated to begin in 2027 and continue through 2031. Both states continue to look for opportunities to accelerate that timeline.

Cat 816 Landfill Compactor Improves Uptime Reliability The new 816 compactor features improved airflow technology to reduce cleaning and maintenance. A new radial air filter lasts four times longer than the previous filter, and operators are alerted to airflow blockages by an electronic air inlet restriction indicator.
Building on a nearly 50-year legacy of delivering maximum compaction performance and rugged durability, the new Cat 816 landfill compactors features improved guarding and structure engineering to optimize uptime availability. New grouping of service points reduces time spent on maintenance, while the compactor’s updated cab design increases operator comfort and productivity, according to the manufacturer. Alleviating potential damage, new frame deflectors divert trash away from the frame and hood enclosure. A new captive hinge on the service doors prevents them from opening unintentionally to protect interior components from contamination. These new deflectors and doors ensure fewer failures resulting from the severe nature of landfill applications. Up to 12 Percent Lower Maintenance The new 816 compactor features improved airflow technology to reduce cleaning and maintenance. A new radial air filter lasts four times longer than the previous filter, and operators are alerted to airflow blockages by an electronic air inlet restric-
tion indicator. A screened air inlet deflects trash from entering the radiator area to help maintain proper airflow, while an autoreversing fan with manual activation capability purges debris buildup. Sight gauges for the coolant, transmission oil and hydraulic system provide quick inspection with reduced contamination risk. Grouped hydraulic oil, cooler, fuel cooler and condenser service points, along with centralized grease points, help to further minimize maintenance time. Access to the emergency shutdown, battery disconnect and jump start are quickly and conveniently accessed from ground level. The heavy-duty main structures of the new 816 are built to be rebuilt, offering multiple life cycles. Reusing and rebuilding machine components offers significant savings compared to the cost of buying new and helps to lower total cost of ownership. Advancing Operator Productivity The compactor’s cab delivers greater comfort and easier machine control for higher operator productivity. Machine controls include membrane switch panels, keyed ignition and electrohydraulic parking brake control switch to increase efficiency.
Updates to the single Cat STIC system allow for shorter, faster cycles to reduce operator fatigue and increase performance. The STIC system combines steering, gear selection and other functions into a single lever. The cab sits on isolation mounts and features a new Premium Plus seat with leather finish, forced air heating and cooling, twoway thigh adjustment, power lumbar and back bolster adjustment, and dynamic end dampening for total comfort throughout the workday. Pressurized to lower interior sounds levels and keep contamination and odors out, the cab features an automatic climate control system that maintains the operator’s preferred temperature settings. Operators are kept informed about machine operating conditions via a 3G touchscreen with user-friendly interface for viewing the Vital Information Management System (VIMS) to optimize machine uptime. Fleet management is further improved through Cat Link technology that provides online access through VisionLink to critical machine data such as machine location, hours, fuel consumption, idle time and diagnostic codes. Cat Compact saves on fuel and machine wear and allows the operator to achieve
higher compaction densities through in-cab guidance, machine position reporting and completed pass count. The machine’s standard review camera elevates safety for operators and workers onsite. Proven, Efficient Powertrain The new purpose-built Cat 816 landfill compactor is powered by the Cat C7.1 engine designed for maximum fuel economy and increased power density. Two engine package options are available — U.S. EPA Tier IV Final/EU Stage V and Tier III/Stage IIIA equivalent — for meeting local market emission standard requirements. The ‘peel & stick’ Universal Preheater attaches to the bottom or the side of the oil pan and converts the housing into a heat transfer element. It warms the oil without burning it making cold starts easy. It can be used on gearboxes, transmissions, transfer cases, water tanks and even bulk oil tanks. The Preheater plugs into any 120 or 240 volt outlet and consists of a thin silicone fiberglass pad containing a metal grid. To install it, you clean an area on the bottom or side of the oil pan and press the pad onto it, then use silicone to seal the edges of the pad and place a flexible ceramic insulation pad over it. Mattracks Reaches Milestone as It Ships Out 100,000th Track System Mattracks, a world leader, innovator and inventor of the wheel to rubber track conversion system, officially shipped out its 100,000th track system on Dec. 17, 2021. This milestone comes 27 years after the company’s founding in 1994. In this nearly three-decades of innovation Mattracks has gone worldwide, selling its track systems engineered to accommodate virtually any multi-axle vehicle on all seven continents and more than 100 countries. Komatsu to Offer Electric Rope Shovels as AC-Powered To provide customers up to 6 percent improvement in productivity compared to DC-powered models, Komatsu is now offering all of its P&H electric rope shovels as AC-powered machines going forward. The production improvement gains are measured by comparing machine performance data. Furthermore, several Komatsu customers have reported that they can regularly achieve higher productivity with the company’s AC models. Working with its customers to better meet the needs of the evolving mining market, Komatsu reported the following advantages of AC machines over DC machines: • Improved productivity: faster cycle
times, no transfer-to-propel delay • Less power used: higher efficiencies with AC motors and power converters result in lower electricity (kilowatt hour) usage per ton moved for a more sustainable product offering for today’s mines. With increased productivity and availability, the AC platform is consistently shown to be a higherperforming machine. • Lower maintenance and repair cost: reduction in parts/components costs (e.g. motors — no brush inspections or changeouts, no commutator stoning or skimming), and a reduction in labor cost • Increased availability: field observed mechanical availability increase of one to
two percent. This increase is primarily driven by increased MTBF (mean time between failure) of the electrical system. AC motors and drives require fewer static maintenance checks, resulting in more efficient planned maintenance, and an overall improvement in maintenance labor ratio Now that AC models are available in all size segments for customers, Komatsu will focus its OEM production and development efforts on the higher-performing AC line of electric rope shovels. The company will continue its global support of the existing DC shovel market, however, providing customers around the world with innovative service, parts, technology advancement and
all aftermarket services. Innovative Gantry System in Place for Mile Long Bridge As part of the construction of a new southbound Mile Long Bridge on the Central Tri-State Tollway (I-294), the Illinois Tollway will begin using an innovative gantry system to move and install bridge beams behind barrier wall in the work zone, without disrupting traffic. Construction of the new bridge as part of the Tollway’s $500-million Mile Long Bridge Project is anticipated to continue through 2022. The massive gantry system will be used in place of traditional construction cranes to install beams in the area over the Chicago Sanitary and Ship Canal. The innovative gantry system includes three main gantry frames each approximately 28 ft. tall and 145 ft. long. The gantries extend from the existing southbound bridge structure across to the newly constructed northbound bridge structure. In addition, a rail system was installed on both existing bridge structures to allow the gantries to move from north to south during beam placement. Each of the gantries is equipped with overhead movable hoists and cranes. Each hoist moves east and west across the gantry and can lift up to 30 tons using a crane that drops down to pick up beams from the delivery truck below and then lift the beams into position on the bridge piers. During beam placement, each gantry is controlled by a crane operator. Gantries are positioned on each end of the beam as they are hoisted into place, and the third gantry can be used to hold the beams in place while the other two gantries move to deliver the next beam segment into place. The gantry system allows four lanes of traffic to remain open in both directions on the bridges currently carrying northbound and southbound traffic as 30 steel beams are installed in the area over the Chicago Sanitary and Ship Canal. Beam installation for the new southbound Mile Long Bridge began in August. Beam deliveries will continue into early 2022, and altogether 250 concrete beams and 165 steel beam segments will be delivered to the site for the new southbound Mile Long Bridge Project. Steel beams, measuring up to 10 ft. tall and range in length from 57 ft. to 134 ft. long, are transported from a manufacturing plant in Indiana
and concrete beams, measuring nearly 8 ft. tall and are up to 187 ft. long, are transported from a plant in Wisconsin. As part of the $4 billion Central Tri-State Tollway Project, the Illinois Tollway is reconstructing the Mile Long Bridge that carries up to 150,000 vehicles daily over two major railroads, the Des Plaines River, the Chicago Sanitary and Ship Canal and the Illinois and Michigan Canal and local roads, and over several major distribution centers. Construction of
the new northbound structure was completed in 2020 and construction of the new southbound structure is scheduled to be complete in 2022. A $184.6 million contract to build the new northbound bridge structure began in summer 2019 and was completed in November 2020. Work began on a second $182.6 million contract in 2020 to remove the old northbound structure and deliver the new southbound Mile Long Bridge to drivers by the end of 2022. The entire Mile Long Bridge Project is scheduled to be complete by the end of 2023. The Mile Long Bridge Project includes building two new side-by-side 4,800-ft.-long bridge structures designed to last 100 years and increasing capacity to five lanes in each direction. The original bridge structures were built in 1958. Both of the new bridges feature 27 spans supported by 26 piers, compared to the previous structures with 53 piers, reducing the impact on waterways, roadway and rail operations below. In addition, the bridges’ inside shoulders in both directions will be built to serve as Flex Lanes for transit, for emergency vehicles and as an alternate lane when warranted. The Illinois Tollway is coordinating work on the Mile Long Bridge Project with the Village of Hodgkins, Village of Countryside, Village of Willow Springs, Village of Justice, Cook County, Forest Preserve District of Cook County, Metropolitan Water Reclamation District, Burlington Northern Santa Fe Railway, Illinois Department of Transportation, Illinois Environmental Protection Agency, U.S. Army Corps of Engineers, U.S. Department of Fish and Wildlife, U.S. Coast Guard, Illinois Department of Natural Resources (IDNR), IDNR Office of Water Resources and the Illinois Nature Preserve Commission, as well as numerous businesses located near the Mile Long Bridge. Less Commotion, Cost With Vacuum Lifting Concrete On Missouri Bridge By Todd Razor SPECIAL TO CEG
Concerns surrounding the reduction of noise and creation of fewer dust particles on construction sites are shaking up techniques on which civil contractors have historically relied to break or handle concrete during road and bridge projects. Mobley Contractors, based in Morrilton, Ark., recently was retained by Olgoonik Corp. for a U.S. Army Corp of Engineers bridge deck resurfacing project involving the rehabilitation and reinstallation of 20 machinery access hatches — 12-in. thick concrete slabs measuring 6-ft. long by 7-ft. wide. At Table Rock Lake near Branson, Mo., Mobley’s work crews were assigned the task of extending the lifespan of the 540-ft.-long bridge by hydro blasting and installing a Latex Modified Concrete Overlay, raising bridge elevation by 1 in. For its material-handling solution, the contractor turned to Tulsa-based Vacuworx and rental of an MC 5 Series vacuum lifting system. The objective was to make it safer, easier, faster and less impactful to traffic flows — ultimately reducing the time scheduled for each hatch removal as each 7,500-lb. chunk had to be drawn out to expose the overlay and bridge deck underneath. Mobley made use of vacuum lifting technology, coupling its rented equipment — Vacuworx lifter and a high capacity JLG telehandler — to both remove and lift the hatches, then hold them in place as they were individually refurbished prior to being lowered back and reinstalled. Ken French, vice president of Mobley, said the Vacuworx MC 5 Series aided specifically in that phase of work. Industry Changes Traditionally, Mobley’s method of handling the hatches would have been to break the concrete, or saw cut it prior to attaching four pad eyes, four shackles and four cables — rigging the system with a telehandler to pull each slab. But a tendency in recent years to shy away from heavy-duty shovels, French said, has helped usher better technologies and more contemporary innovations to the forefront of civil construc-
tion. From a safety and environmental perspective, hydraulic breakers, chippers and jackhammers tend to produce a great deal of commotion, threating to push boundaries of regulated standards for emissions of noise and dust — even stir up concrete debris that can fly in adjacent lanes of traffic. Reliance on hearing protectors or dust collection systems working with respirators, among other personal protection equipment, may also be necessary to help ensure workers are safe both “at the ear” and from potentially dangerous crystalline silica particles. Impact noises tend to be more detrimental to hearing than continuous noise, according to Occupational Health and Safety Administration technical data, drawing attention to the majority of 500,000 workers who are exposed to hazardous noise levels, as well as impulsive and impact noise sources on work sites. see BRIDGE page 62

Junttan Unveils Electric Pile Driver Junttan Oy is helping to ensure a sustainable future with the unveiling of the PMx2e, the world’s first fully batterypowered electric pile driving rig. The rig’s hydraulic system is controlled by a modern electric motor that generates power from a battery pack, which has replaced the counterweight. Junttan designed the PMx2e to mimic the use, efficiency and power of its diesel-powered PMx22 as closely as possible. The PMx2e offers the same robust structure and usability as the PMx22, but consumes less energy per pile, reduces noise, and delivers more power and instant torque, according to the company. Junttan’s PMx2e is equipped with two detachable 396 kWh battery packs to allow for 8 to 13 hours of continuous pile driving. An external quick charging unit allows the batteries to be fully charged overnight or during the day if needed. “This new electric pile driving rig demonstrates Junttan’s commitment to helping our customers build a more sustainable future around the world,” said Junttan Oy CEO Pasi Poranen. “After four years of research and development, we are bringing a viable alternative to the diesel-powered deep foundation machine to the market. The truck complements the Western Star 49X to establish the Western Star X-Series and extend the platform’s reach into entirely new vocational applications. With a standard 111.6 in. BBC, the 47X is well-suited to regions or applications that require a shorter overall vehicle length, such as drywall trucks, and for those that need to meet federal or local bridge law requirements, such as mixers or super dumps, an optional 110.8 in. BBC. Lighter Heavyweight Western Star has a long legacy of manufacturing durable, hard-working trucks. With the X-Series, DTNA engineers have evolved that legacy to consider the needs of today’s customers and have completely reimagined the modern vocational truck. “A key priority was to consider how to reduce mass without compromising strength,” said Tracy Mack-Askew, chief engineer of chassis, propulsion and vocational engineering, DTNA. “From the cab to the frame rails, to powertrain and battery configurations, we examined all features to deliver weight savings to our customers for greater productivity and profitability.” The 47X is approximately 200 lbs. lighter than the 49X in like-for-like spec and is best for weight-sensitive applications like mixers and bulk haul. All X-Series trucks have tougher, yet lighter, single-channel frame rail options versus legacy products. The platform offers frame rails with best-inclass RBM (resisting bending moment) of up to 3.8 million inch-lbs. to last longer and return greater payload. A new 9.5-

Real Power Play The 47X comes standard with the Detroit DD13 Gen 5 engine, which features higher compression ratios and a new swirl piston design to further improve combustion and efficiency. ThermoCoasting in the DD13 Gen 5 prevents aftertreatment cool-down during a driving regen to keep the system at its optimum temperature and significantly reduce the need for parked regens. For weight-sensitive applications, the Cummins L9 and X12 engines are available for the 47X. Optional front-engine power take-off (FEPTO) is offered on both Cummins engine offerings and the Detroit DD13 for applications like snowplows. Similarly, rectangular fuel tanks and a raised aftertreatment system mounting are offered with Cummins engines for better clearance for belly plows, making them a clear choice for municipalities and customers maintaining critical roadways in the winter months. Prinoth Updates Panther T6, T8, T12 Crawler Carriers Prinoth continues to unveil its next generation of Panther crawler carriers — the Panther T6, T8 and T12. After selling several hundred vehicles throughout the world in the last years, Prinoth listened to its customers and learned from their usage of the units — the legacy fleet has now been improved to boost the productivity levels, the manufacturer said. Specifically on the bare chassis version, the payload has been increased by about 2,000 lb. per model and now allows for even more implements and tools to be installed, which will provide even more versatility to an already very agile fleet. Sturdier, Even Quicker Following the improvements on the rotating dumper models, the Panther T14R and T7R, Prinoth is happy to report efficient changes into the T6, T8 and T12 vehicles’ design to improve their operation levels and maximize capacities. Ask the Right Questions When it comes to best practices, it matters not which category of responsibility you fall under on the job site. Regardless of whether you are the general contractor or a subcontractor, there are steps you can take to improve your safety program. As Braun sees it, managing contractors is “exponentially more straightforward” if you hire contractors with a solid track record for safety. That starts at the prequalification stage. Requiring a contractor’s health and safety plan, OSHA logs and experience modification rate is a good approach to the prequalification process, said Braun. “In addition, you can check OSHA’s website to see if the contractor has incurred any fines and citations from OSHA.” Make sure this information is reviewed by someone who knows what to look for, he said, adding “not all incidents and citations are created equally.” The reviewer should know the difference between a de minimus and a serious violation, should check the frequency and severity of a company’s incident record in relation to its safety performance, for instance. “In addition, if you know other companies who have used these contractors in the past, ask about them,” said Braun. Did they perform safely? How was management support for the safety program? Did the company seem to have a safety culture? Did they use well-kept equipment or old, beat-up stuff? “Try to get a big-picture overview of the company rather than a one-off experience.” Next, make sure the contractors and subs you work with know what you expect from them. Even before work commences there are opportunities to spell it out, said Braun. Bid documents should make clear what you want how they expect to meet safety responsibilities. This will give the subcontractor ample time to price necessary equipment and staff to perform work properly on your job, he added. “Once you’ve decided to award the bid to a company, the contract should also include what you expect their safety responsibilities to be. This goes beyond just saying that they must meet OSHA requirements,” said Braun. Are there areas in the job site where going above and beyond OSHA will be necessary? Are there disciplinary policies that they need to know? What are the drug and alcohol screening requirements for the job? “None of this should come as a surprise to your contractor,” said Braun. “But if it does and you had it in the documents, then that’s

on them.” Finally, you should explicitly require all certification and training documentation relevant to the project. For instance, will they be operating aerial lifts? Get training records. Forklifts? Get their licenses. Working on excavation sites? Do they have excavation training? “Also, have your contractor name — in writing — who their competent person will be and justify that designation by submitting that person’s background to you,” he said. “To think that this information will then make it down to the boots on the ground is optimistic at best,” he stressed. “Before the workers step foot on-site, you should ensure that they go through an orientation that clearly lays out what you expect of them.” According to Braun, that orientation should include safety requirements, disciplinary policies, drug and alcohol policies and everything else you addressed at the contract level relevant to the workforce.
“Don’t hesitate to hang conspicuous signs that emphasize some more important points. If your orientation is a checklist or a speech delivered by a disinterested party, you’re squandering an opportunity to set the tone for the project.” Never Assume Anything Maintain some level of oversight. That’s not to say you have to oversee contractors and subs every minute of every day, said Braun. Periodic observation of the job site is key, he believes. Notify the contractor, in writing, of any violations and tell them when you expect them to be fixed, he suggested. Have them reply, in writing, when they are taking care of the issues and verify it. Spot check who is operating equipment and match that up to the records you have on file. Are the contractors diligent about their people being qualified to do what they are being asked to do? “The process of observing your contrac-
tors runs the length of the project,” he said. One final note from Braun: “Don’t be an enabler.” A company that performs poorly from a safety perspective is bound to get somebody hurt or killed eventually, he said. “If a contractor refuses to get on board, the worst thing you could do is reinforce their unsafe behavior by awarding them further work. Make it clear that putting their workers at risk is unacceptable, and you will have no part in it.” And remember, your primary goal is to keep everyone from getting hurt on your project. “But if somebody does, you want to be confident that you have done everything you could to prevent it,” he added. If you are a controlling employer of a worksite, you will want to be careful about which subcontractors you hire, be intentional about the safety practices you enforce at your worksite and perform frequent inspections, concluded Liang. “Making sure your safety program prevents workplace hazards to avoid OSHA citations can include many different actions including safety training, discussing safety with other site employers in advance and having a clear system for reporting hazards.” If you are a subcontractor at a site, make sure you meet all safety requirements and make reasonable efforts to prevent your employees from being exposed to hazards, stressed Liang. “Even if they are not hazards you created, you will also want to make sure you do not create hazards for employees of other employers at the site.” CEG
