69 While many countries still appear to be operating recommended fee

scales, it is noted that only Botswana, Namibia, Nigeria, Zambia, Bangladesh, India, Malaysia, and Fiji are obliged to use them. The use of recommended fee scales was banned in Australia and the UK in the 1980’s as they were deemed as being anti-competitive.
