Any contractor doing work in Rock Hill is required to have a state contractor’s license issued by SCLLR as well as a City Of Rock Hill business license. The contractor will not be able to obtain a permit without these licenses. To protect yourself, always hire a licensed contractor. You can contact the PAC at 803-329-5590 to verify a contractor has the proper licenses. In addition to building permits, there are several other types of zoning permits that may be needed. A Fence Permit is required to install a fence. A Home Occupation Permit is required to use your home address as your place of business. A Zoning and Building Code Compliance permit is required to open, relocate or change the occupancy of a business. Signs also require permits. Yard Sale/Garage Sale Permit Yard Sale permits are free and issued through the Customer Service Department. You can fill out the Yard Sale Permit Application online. You can also contact Customer Service at 803-325-2500. Generally, permits are limited to two per year per household and must be received at least 5 days prior to the scheduled sale. You will need to provide the following information when submitting your application: • The full name and address of the applicant. • The location at which the proposed garage sale is to be held. • The dates upon which the sale shall be held. • The dates of any other garage sales within the current calendar year. • A statement that the property to be sold was owned by the applicant as his own personal property and was neither acquired nor consigned for the purposes of resale Commercial Photography The City receives many requests for photo shoots and video filming at public locations. In order to ensure fairness, we’ve established guidelines and a process for identifying professional photographers/videographers to our staff. If you are a commercial photographer (earn money from taking photos) and anticipate photography projects that will take place at City facilities, please complete a Commercial Photography/Videographer Permit Application at no charge.
