Garbage will be burned Burnaby’s mayor on board with waste incineration Janaya Fuller-Evans
staff reporter
Metro Vancouver’s waste committee is moving forward with plans to build a garbage incinerator for the region. The decision came Wednesday, after extensive consultation with city politicians throughout the Lower Mainland and Fraser Valley, as well as public hearings over the past few months. The issue of whether a landfill or incinerator would be best for the region has been a hot topic as Metro Vancouver conducted consultations about its integrated solid waste and resource management plan. Metro VancouDerek Corrigan ver’s initial manmayor agement plan draft favoured a waste-to-energy incinerator. The regional government has responded to worldwide criticism of the incinerators on its website. Mayor Derek Corrigan is in favour of the incineration plan, saying that those who are “anti-incineration are pro-landfill.” Scientific study identifies incinerators as environmentally and economically better waste disposal options, he said. The plan is being amended to include Garbage Page 8

Green building breaks ground Andrew Fleming staff reporter
Construction has begun on a new building on top of Burnaby Mountain that could be the first in Canada to meet the “Living Building Challenge” and achieve a new standard of environmental stewardship by being energy-independent, waterindependent, free of any toxic materials and completely local in its composition. There are currently three other projects in B.C. trying to meet the Cascadia Region
Green Building Council’s sustainability challenge – the Centre for Interactive Research on Sustainabilty building at UBC, VanDusen Botanical Garden’s new $20-million upgrade and the Robert Bateman Art and Environmental Centre at Victoria’s Royal Roads University. But the SFU project, a new daycare for the UniverCity residential complex, is likely to be the first thanks to the simplicity of its design. “Ours is a 6,000-square-foot primarily wood and steel frame building, and the

construction program is a lot simpler,” explained Dale Mikkelsen, manager of planning and sustainability for the project. “The goal for this building is to be what’s known as a net zero building, which basically means the building will create as many BTUs – which is a measurement of energy – as it will use in a year. What that means is the building will produce thermal energy through solar hot water from panels on the roof.” Mikkelsen, whose resumé includes Daycare Page 8

Civic Square alive with summer fun Jennifer Moreau staff reporter
If you’re looking for something fun, free and local to take the kids to this summer, the City of Burnaby is hosting a series of events at Civic Square. The square is just outside the Bob Prittie library branch at Metrotown. Every Sunday until Aug. 29, there will be a variety of cultural performances from 1 to 4 p.m. (The only exception is Aug. 1, when there is no show.) Kids’ day is this Sunday, July 25. The event will feature roving entertainers, face painting, a balloon artist, storytelling by library staff, airbrush tattoos and children’s performances. There will also be playground activities until Aug. 22 on Tuesdays, from 5:30 to 8:30 p.m., and Wednesdays, from 10 a.m. to 5 p.m. and Sundays, from 1 to 4 p.m. The activities include sports, games and art projects. There is also an interactive arts project that kids can work on. The art project sessions run on Tuesday nights, from 7 to 8:30 p.m., on July 27 and Aug. 3, 10, and 17. On Wednesday, July 28, there is a musical performance titled Around the World with Boris. The act runs from 11:45 a.m. to 12:30 p.m. and includes musical instruments from all parts of the globe. There is a also a series of Thursday movie nights, from 8:30 to 10 p.m. On Aug. 5, it’s Cloudy With a Chance of Meatballs. Films for Aug. 19 and 26 have not been announced yet. All the activities are free. For more information, visit www. burnaby.ca/active or call 604-570-4000.

Hotels pitch in for Burnaby Blues Festival Janaya Fuller-Evans staff reporter
Two Burnaby hotels are giving back to the community by providing complimentary rooms to recording artists and those involved in the Burnaby Blues and Roots Festival. The hotels have also booked local blues acts to play in their entertainment venues during Burnaby Blues Week leading up to the festival, which is on Saturday, Aug. 14. The new Delta Burnaby Hotel has turned over 20 comped room nights for the festival to the City of Burnaby, according to Matthew Ballesty, the executive general manager of the Grand Villa Casino. The casino includes the Delta Burnaby Hotel, and the Scala Lounge and Ebo Restaurant, where British Columbian 6

blues musicians will play in advance of the festival. “We’re trying our best to be as involved as possible,” Ballesty said. Because of the hotel’s proximity to Deer Lake Park, it made sense to provide accommodations to musicians and those involved with the festival, he said. Providing a place for musicians to play also feels in line with what Grand Villa is about, according to Ballesty. “Entertainment is definitely one of our pillars of offering,” he said. “There is an entertainment flavour to everything we do.” The casino management believes it is important to be involved in the community, he said, pointing out all the civic projects financed by gaming funds. The city receives gaming funds for having a casino located within Burnaby.
“We want to be involved in the community,” Ballesty said. “The blues festival is a great opportunity to do that.” Lesismore will play Thursday, Aug. 12 and Friday, Aug. 13, prior to Saturday’s festival, at Ebo Restaurant at the Delta Burnaby Hotel from 6 to 10 p.m. Taylor James plays the Scala Lounge at the Grand Villa Casino from 9 to 11 p.m. on Thursday. James’ management company got in touch with the casino about playing the show, Ballesty said, and they were happy to have her. On Friday, James will also play a free concert at the outdoor plaza at Metropolis at Metrotown from noon to 2 p.m. The Hilton Vancouver Metrotown is also involved in sponsoring the festival.

The hotel has also provided comped rooms for the festival, according to Denis Nokony, assistant director of cultural services for the City of Burnaby. Burnaby’s own Kenny “Blues Boss” Wayne will play the Hilton’s Reflect Social Dining and Lounge on Thursday and Friday from 7 to 11 p.m. Both hotels are offering special blues festival room packages, which include two festival tickets, for Aug. 13 and 14. Tourism Burnaby is offering a chance to win a weekend getaway at the Hilton Vancouver Metrotown for four, which includes tickets to the festival and the Burnaby Village Museum, as well as a $300 gift card for Metropolis at Metrotown.

If you’re not afraid of dragons and a little dirt under the nails, head to Burnaby’s Cameron Recreation Complex on Aug. 5 to help cover a giant eco-sculpture with plants. The centre needs folks from the community to help plug young plants into the dirt-filled metal frame that’s shaped like a dragon. The planting session is on Thursday, Aug. 5, from 1 to 2 p.m. People from Cameron’s day camp programs, library branch and seniors’ centre are expected to attend. The dragon, which is in multiple pieces, will be taken back to the City of Burnaby’s nursery for a few weeks of care, while the plants grow, flushing out the dragon’s form and colours. Once fully grown, the dragon will be assembled at the park in time for the centre’s anniversary cel-

Food carts unlikely in Burnaby Mayor intrigued by vendors in Portland, but they’re not coming to Burnaby yet Janaya Fuller-Evans staff reporter
A number of things in Portland caught the eyes of the Burnaby delegation when they went to check out the blues festival earlier this month. The delegation attended the Safeway Waterfront Blues Festival in Portland, Oregon from July 2 to 5 to gather ideas for future Burnaby Blues and Roots festivals. But one thing in particular caught hold of their attention and their appetites – the city’s bounty of food carts. “One of the things Portland has that is very unusual is these outdoor food vendors, and a lot of them,” Mayor Derek Corrigan said in an interview upon his return. Corrigan, as well as city staff and councillors, had a chance to peruse the city’s well-known street treats, and Corrigan was impressed with the offerings, he said. “We ate at one of the vendors, and the food was pretty good,” Corrigan said. Campbell’s political philosophy when he was mayor of Vancouver, yet despite that knowledge she became one of his “star” candidates in the ’05 election. By doing so, she supported Campbell’s personal political plans for British Columbia. Will Campbell resign before the 2013 election? To answer that question you only have to review his level of inflexibility regarding his drunk driving conviction. It was obvious what course of action he should have taken, but his interpretation of that conviction rendered it a “personal” matter, it was no reason why he should leave the premier’s office. That arrogant reasoning will once again be repeated. Brian J. O’Neill, Burnaby

LETTERS TO THE EDITOR Mayor’s raise badly timed
Dear Editor:
Re: Mayor gets a raise, Burnaby NOW, July 14. Times are tough all over. We are all doing our best effort to make ends meet in one of the most challenging global economic downturns in modern times. It is not easy, but everyone is being careful with their dollars and doing their best to stay afloat. That is a reality for most people, but certainly not Burnaby Mayor Derek Corrigan. Corrigan has dipped his hand deep into the public’s cookie jar and grabbed himself an exorbitant 17 per cent pay increase. He has voted himself a new six-figure salary that puts him into a stratosphere among the highest paid municipal politicians. Corrigan has approved himself an $114,031 salary, retroactive to Jan. 1 of this year. In addition, he gives himself a car allowance of $10,800 per year and also receives extra pay as a director of Metro Vancouver, including $316 per meeting and double that for meetings that exceed four hours. This comes at the same time as Burnaby taxpayers are having a property tax increase of nearly four per cent forced upon them. Again, they are receiving this increased tax bill in some real tough times. Meanwhile, MLAs have opted to freeze their salaries for the next two years, while provincial cabinet ministers will continue to receive 10 per cent less pay until the province has balanced its budget. Corrigan had a choice. He could have very easily voted down the increase, but instead he chose to put his own personal gain ahead of consideration for Burnaby’s taxpayers. We see Corrigan for the true politician
that he is, one that cares more about his own personal taxpayer-funded salary than caring for the taxpayers themselves. Harry Bloy, Burnaby-Lougheed MLA
The power of love lacking Dear Editor:
It would be impossible to count the number of popular songs that celebrate the power of love. Love, it seems, is the perfect source of power in the universe. It costs nothing to produce. It doesn’t generate harmful emissions. And it doesn’t appear to have any negative environmental impacts. Wouldn’t it be great if we could somehow power our homes and businesses with love and forget about facing up to all the difficult questions surrounding our energy use such as whether we should burn coal, dam rivers or even look at nuclear power? Unfortunately for us, love as a power source is as elusive as it can be in affairs of the heart. And until we can tap into science fiction energy sources like cold fusion, zero point energy fields and dilithium crystals, we’re going to have to approach our difficult energy questions with sober minds and seek out the best, cleanest power sources available to us in the here and now. Fortunately, we are at a technological stage in human history where we can dispense with burning coal and gas as power sources. Wind, run-of-river, bio-mass, geothermal, solar and many other renewable energy sources are available and they have more than proven themselves. All we need to do is step up the pace and start putting more of these green energy sources to work because they are the very best we have. That is, until we can somehow figure out how to harness the power of love. Donald Leung, Burnaby

with import substitution to reduce, for example, our reliance on produce that’s been flown in from another hemisphere. These ideas are not new – nor are they rocket science. These initiatives have worked in the past, and they continue to prove effective in developing new revenue streams that can be nurtured over the years. The point is not to “always buy local” but to think local first. Do so by giving the local business community the challenge of working with local consumers, the quid pro quo for their
efforts will always be more customers. This is not about stopping anything, it’s about starting something new. Mr. Hirsch and other defenders of the globalist orthodoxy promoted by large corporations – the presumption that there is no alternative to unfettered global trade – would be well advised to do a rethink and take a look at what’s happening out there. For example, if he happened to read Michael Shuman’s The Small-Mart Revolution: How Local Businesses are Beating the Global Competition, or
checked out the Business Alliance for Local Living Economies, which represents more than 21,000 independent business members across the U.S. and Canada, he might be surprised to learn what’s actually working at the local level. He might even find that his mantra of global, global, global – far from being cutting edge or the way of the future – is, in fact, a tired, inside-the-box way of thinking about the economy. Flushed toilet water, or black water, will then also be treated and converted back to a non-drinkable standard. “Through UV filtration, you could actually bring it right back to potable (drinkable) standards and, if you didn’t know, you could probably drink it just fine,” he said with a laugh. Of course, nobody wants to drink water
that came from a toilet, and potable standards are the one thorn in the project’s side to keep it from being completely selfsustaining. “The building will be connected to the municipal potable water supply because the City of Burnaby and Fraser Health will not allow us to capture rainwater to use for potable water, which was the original objective,” said Mikkelsen with a touch of regret in his voice. “But we will still capture all the rainwater that lands on the site and use it.” The non-profit daycare, to be run by the SFU Childcare Society, will serve the rapidly growing UniverCity complex, a mixed-use community of single- and multi-unit dwellings designed to eventually accommodate 10,000 people. The project got underway after a brief groundbreaking ceremony on Thursday and, if all goes according to plan, will be open and ready for playtime by September 2011.

a second option of placing an incinerator, serving Metro Vancouver, outside of the region. Some of the regional mayors were concerned that the provincial government would not approve an incinerator within Metro Vancouver. Environment Minister Barry Penner would probably veto a regionally placed incinerator, Corrigan said. “If he does, he will ignore the science,” he said. But Corrigan added that Metro Vancouver should let Penner be responsible for that call, rather than proposing an incinerator in Gold River or Cache Creek itself. The cost implications of sending trash out of the region would be high, he said. “It is going to be significantly more expensive than a local incinerator,” Corrigan said. None of the region’s mayors have said landfill would be a better option than an incinerator, he pointed out, and many cities are willing to host one, including Burnaby. Burnaby already has one incinerator, put in about 20 years ago, and it has not been a problem for the city, Corrigan said. “It’s had a relatively low impact,” he said in a previous interview. “There have been no problems.” He added it has not been a health hazard.
“It is generally an accepted technology,” he said. Landfills, on the other hand, create long-term problems and adversely affect air quality, Corrigan said. He considers hosting the incinerator a regional responsibility. Corrigan thinks it would be best to put the new incinerator on the south side of the Fraser River, as the population there is growing rapidly, he said. On July 8, Vancouver city council approved a staff recommendation asking Metro Vancouver to have an independent review conducted of the impact of mass burn incineration. Corrigan doesn’t think this is necessary. “We’ve been looking at the issue for years now,” he said, pointing out that many cities around the world have urban incinerators. “The science is pretty clear,” he added. Vancouver is being political and trying to adhere to a green image, Corrigan said, adding he felt incineration is the greener option. Burnaby city council submitted its recommendations regarding the plan in early June but did not specify whether it supported a waste-to-energy incinerator or a landfill option to deal with Metro Vancouver’s trash disposal problems. Metro Vancouver’s board will consider the plan on July 30. It will then go to Penner for final approval.

CRIME
Police seeking tips in homicide last summer Police believe death may have links to the drug trade Alfie Lau
staff reporter
It’s been more than a year since the death of John William Hanna in Burnaby, and the Burnaby RCMP and the integrated homicide investigation team are still looking for tips on the unsolved case. At 4 a.m. on July 16, 2009, the Burnaby RCMP responded to a call about shots being fired in the 5600-block of Clinton Avenue. When officers arrived at the scene, they found a vehicle fully engulfed in fire. The Burnaby Fire Department put out the fire, but police investigators discovered a man’s body inside the car. Over the course of the next few days, nearly 50 officers, including forensic identification section members and arson
investigators, were deployed to conduct a ground search, proceed with neighbourhood inquiries and methodically scour the crime scene. Investigators soon identified the body as that of Hanna, a 25-year-old Surrey resident. According to IHIT spokesperson Cpl. Dale Carr, Hanna’s death is believed to be targeted and linked to the street-level drug trade. “To shoot and then raze a human body by fire is incomprehensible. We believe that even those in the street-level drug trade find it appalling,” Carr said. “We hope that this call to the community will prompt the people that have information to come forward. If personal safety is a concern, we can take the steps to deal with that.” Anyone with information is asked to call the IHIT tip line at 1-877-551-IHIT (4448). Or, to remain anonymous, call Crimestoppers at 1-800-222-TIPS (8477).

he pots will be a’ flying for this week’s potters’ guild show, held at Capitol Hill Hall on Saturday (today). Approximately 18 members will show their wares between 9:30 a.m. and 5 p.m. The Burnaby Potters’ Guild first started at the Burnaby Arts Centre in 1977. The guild has worked to raise awareness of ceramic arts in Burnaby. Members produce glazes and fire their own wares in a variety of kilns, using many techniques, and are constantly experimenting. As well as promoting ceramic arts in the community, part of the purpose of the guild is to assist members who wish to learn enough to open their own studios. Entrance to Saturday’s show is free.

Canada’s only repertory opera company, located in Vancouver, will host its 100th performance this weekend. And Burnaby soprano Julie Duerichen will be one of the singers featured at the gala concert. Duerichen, who lives with her husband and four children in Burnaby, started performing with Opera Pro Cantanti at the beginning. Duerichen met the company’s artistic director, Richard Williams, at a sing-through of Rigoletto with the Opera Appassionata in Vancouver in 2006. They sang through as the lead baritone and soprano roles, Rigoletto and Gilda. “It was exciting to sing through the music together and feel the scope of this wonderful opera, even with no audience,” she wrote in an e-mail. “Afterwards, we got talking and said, ‘We should just do a performance of this sometime.’” A couple of months later, Williams contacted her and told her, “We’re going to do it. Rigoletto is going to happen.” They started rehearsals in January 2007 and performed it fully staged at the end of February. Opera Pro Cantanti has grown from there, based on the concept that operatic

performing opportunities should be available to singers. “The Lower Mainland desperately needs OPC,” Duerichen wrote. “Local singers usually don’t get hired for roles with Vancouver Opera, so where does that leave them? There is so much rejection in the opera world, not because singers aren’t
good enough, but because there just aren’t enough venues to sing in.” Duerichen has an extensive performing background, receiving a master’s degree in music, and she has performed as a soloist with local orchestras. She has also sung chorus with companies, like Calgary Opera and Washington Opera, and has studied and performed in Germany. Her favourite role so far was playing Elvira in Vincenzo Bellini’s I Puritani. “It fits my voice so perfectly,” Duerichen said. “And the music is heavenly.” Duerichen will be singing Qui la voce … vien diletto from I Puritani at the gala concert. “(It’s) one of the most difficult pieces I’ve ever sung,” she said. She will be playing Violetto in La Traviata this fall, with her husband, Paul Duerichen, playing the male lead. Paul, a tenor who has a background in singing with barbershop groups, did not have any opera experience before he joined Opera Pro Cantanti. But he studied with Williams, who helped him open up the depth of his voice, he said. He also didn’t listen to much opera before joining the company but said this was only because he didn’t understand it when he was younger. “It is something I listen to now all the time,” he said. “What a voice,” said Williams of Paul, Opera Page 12

adding he’s a natural opera singer. “He’s pulling it off.” Opera Pro Cantanti is a 30-member volunteer-driven effort – only the piano player, Roger Parton, the musical accompaniment, gets paid – which Williams strives to keep financially self-sufficient. Williams refuses to register the company as a non-profit, as he says it is too easy for artistic directors to lose contact with the finances. He wants the company to be self-sustaining. Three things differentiate Pro Cantanti from other opera companies, beyond the

financial and volunteer aspects. The company performs more than one opera at a time during the season, putting on three or four at a given time. And Williams firmly believes in minimal direction for his cast, allowing them to express themselves artistically as well. He is running Pro Cantanti as a venture for the singers first. “This is for us, it is for the singers,” Williams said. The 100th performance gala concert is at Vancouver’s Cambrian Hall, at 215 East 17th Ave., on Sunday, July 25. Tickets are $25. The box office opens at 6:30, and the show starts at 7 p.m.

There are soups, salsas, coffee, preserves, honey, beef, plants, bread and more. The market also features live music, a book exchange, a play tent for kids and a space to read your local newspapers. On July 17, the market held a Christmas in July celebration with special appearance from Santa. Hainstock said the construction workers on the road next to the market joined in the fun. “They all came in from construction, and the face painters were painting little flowers and fairies on their

Question: We replanted our own raspberry bed last year and enjoyed great berries. This year the berries are extremely small. I suspect lack of water is the cause. When is the critical time to ensure enough water for maximum size berries? Any other ideas for a miserable crop? – Nancy McAskill, by e-mail Answer: It’s very likely lack of water is the cause – and if you have water restrictions, you’ll need to make decisions about which plants can wait a few days for water and which can’t. The critical time for watering any food crop is when the crop starts to form. With raspberries, this is when little green berries start appearing. Then water either every day or as often as you can until the crop is harvested. After that, the raspberry
plants can be allowed to get somewhat dry, though not to the point they wilt. Manure or compost helps to produce fat berries, but for moisture retention, I’ve found grass clippings mulch a huge help. Some gardeners dry clippings first before

Question: I have yellow stuff dropping all over my car, my tiled deck, my kitchen skylight and my white siding. It doesn’t wipe off and has to be removed with a scrubbing brush. This has been going on for a few months, and I can’t keep on top of the cleaning. The environmental department at city hall reckoned it was bee droppings, but there are hardly any bees here. What I can’t understand is that my neighbour hardly has any at all. – Joadey Caldwell, by e-mail Answer: This problem happens when aphids infest the trees and excrete a sticky substance that falls to the
ground. There’s probably an aphid-filled tree close to your house. Your neighbour doesn’t have the same trouble because the offending tree is outside your house, not hers. Locally, I’ve come across this as a problem mainly on birches and lirodendrons (tulip trees), but any tree badly infested with aphids creates a similar situation. If the tree is not enormously tall, you could try blasting the aphids with water from a hose. Once they’ve fallen out of the tree, they don’t usually climb back again. Ladybugs, lacewings and parasitic wasps all feed on aphids, but sometimes an infestation is too massive for natural predators to make a difference. There are organic sprays against aphids in garden centres, but spraying even a small tree would be hugely expen-

complete redesign for the 2010 model year gives the Mitsubishi Outlander a bold new look, a more car-like feel and better fuel efficiency. It takes steps away from its SUV roots, yet still offers off-road driving capability and can seat up to seven occupants. The base Outlander ES ($25,498) trim comes with an economical 2.4-litre four-cylinder engine that’s matched with continuously variable automatic transmission. It’s the only front-drive version of the Outlander, and 9.5 l/7.2 l 100 kilometre city/highway fuel economy is possible on regular gas. An ES trim with allwheel-drive ($27,998) is

MOTORING Outlander: Now comes with a ‘jet fighter’ front grille continued from page 28
and cornering control. It can vary drive torque from left to right and from front to rear depending on driver inputs and road conditions. Our test Outlander was a top-line XLS trim. It also came with a navigation and entertainment package ($4,000), which included a backup camera, a rear-seat DVD system and a 40 GB music server with the navigation system. Its all-in price (including delivery and PDI costs) came to $40,198 before taxes.
Looks
Like the Lancer, the Outlander now comes with what Mitsubishi calls its “jet fighter” front grille. A taller body makes the blacked-out front opening even bigger on the
Outlander, and it comes with chrome trim. Big fender flares and blacked-out roof supports are distinctive elements of the new Outlander design. The rear quarter panel fascia has been redesigned, and it now comes with heated, colourkeyed and folding door mirrors. At the back it has clearlens LED tail lights, the V6 models come with twin tailpipes, and it has a unique two-piece tailgate that Mitsubishi calls a flap-folding tailgate. In addition to the usual flipup liftgate, there’s a short drop-down tailgate. In its “up” position, the mini-tailgate helps hold items in the cargo area when you open the liftgate portion, and in its lower position it’s an extended loading floor that’s level with the cargo floor. It’s
also strong enough to support a 200-kilogram load or could be used as a sporting event seat (with a cover) – great feature! The XLS trim comes with high intensity discharge headlights, LED turn signals in door mirrors, a silver front skid plate extension and silver painted roof rails.
Interior
Starting from the back, the slimline folding thirdrow seat looks like a glorified lawn chair and comes with weird-looking flip-up head restraints – OK for occasional use, but if you really need three rows of seating, our advice is get a minivan. Our test Outlander came with a mostly grey interior, including leather upholstery, which had nice Safety Page 30

MOTORING Drink and drive, Safety: Airbags and front-seat head restraints you’ll get caught continued from page 29
This summer’s CounterAttack campaign is in full effect, and it comes with a reminder: if you drink and drive, prepare to get caught. “We want all B.C. drivers to have a safe summer, and a good way to do that is to keep drinking drivers off the road,” said solicitor general Michael de Jong. “The tragic reality is that people who drink and drive put themselves – and everyone else – at risk of injury or death.” De Jong noted that this fall, the government will bring in the toughest impaired driving laws in Canada to help reduce alcohol-impaired driving fatalities by 35 per cent by the end of 2013. The new laws are designed to make B.C.’s roads safer by providing police with more immediate enforcement tools and curbing repeat offenders. “Police throughout B.C. welcome these tougher laws,” said Jamie Graham, chair of the B.C. chiefs of police traffic safety committee. “These new legal tools increase our ability to get impaired drivers off the road faster, deter repeat offending and help save lives.” Under changes to the Motor Vehicle Act, drivers who provide a failing breath sample above 0.08 per cent blood alcohol level or refuse to provide a breath sample at the roadside will face an immediate 90 day driving ban and a $500 fine. As well, they will have their vehicle impounded for 30 days. They may also face criminal charges. Drivers caught once in the “warn” range (between 0.05 and 0.08 per cent blood alcohol level) in a five-year period will face an immediate three-day driving ban and a $200 fine; a second time, a seven-day ban and a $300 fine; and a third, a 30day ban and a $400 fine. Research shows that
driving with a blood alcohol level in that range means a driver is seven times more likely to be in a fatal crash than if they have no alcohol in their body. In addition, drivers who blow once in the “fail” range, or three times within five years in the “warn” range, will be required to participate in the rehabilitative responsible driver program. They must also use an ignition interlock device, which tests a driver’s breath for alcohol every time they operate their vehicle, for one year. Drinking and driving remains the leading criminal cause of death in Canada. This summer, police will be checking for impaired drivers with extra deployments throughout B.C. Each year, ICBC supports enhanced police enforcement to curtail impaired driving through CounterAttack awareness campaigns during the summer long weekends and again in December. “It doesn’t take much alcohol to impair your ability to drive,” said emergency room physician and ICBC RoadSense speaker Dr. Bruce Campana. “There are no quick fixes to make yourself sober. The way our bodies absorb and eliminate alcohol varies by individual and depends on many factors.” On average, there are approximately 5,000 alcohol-related crashes each year in B.C. that cause 3,000 injuries and 115 deaths. ICBC and its road safety partners invest in combined enforcement and public awareness activities, includingCounterAttack,as an effective way to change driver behaviour, save lives and prevent injuries. For more information on the new laws visit www. pssg.gov.bc.ca/osmv. editorial@burnabynow.com

stitching on the seams. The second row seats were on a rail system, and they had a tumble-forward feature to expand the rear cargo area. Passengers sitting in the second row sit higher than those in the front, and additional space under the front seats for their feet is provided. It was a relatively flat 60/40 split seat, and I had just about enough headroom (those over six feet probably not).
Safety
An active stability control system is standard on all versions of the Outlander. In addition to a full complement of airbags, it also comes with active front-seat head restraints. The LS/XLS trim levels come with an upgraded security system that includes a motion detector. The
all-wheel-drive models also come with a hill start assist feature. It delays brake release (for up to two seconds) on a hill, while you move your foot to the gas pedal.
Driving
The larger V6 engine is a smooth performer with higher horsepower numbers than torque, making it more of a sprinter than a puller. Still, it fits well with the sporty, lightweight athletic character of the new Outlander, which offers a nice blend of practicality and performance. On a level surface and with a light load, the V6 can make the Outlander move very quickly and sounds great doing it. On a steep hill or with a heavy load on board, on the other hand, more low-speed engine grunt would be desirable. Our Outlander also had the six-
speed automatic transmission with a manual mode feature. At 110 km/h on the highway, the tachometer read just 2,000 r.p.m. So obviously, it’s a long-geared drivetrain for best fuel economy (which is decent), but unlike the four-cylinder, the V6 engine prefers premium fuel. Outlander provides a tall driving position, good seat support, big side mirrors and the steering wheel with a tilt, but not telescopic, feature. A hand-operated pull-up type park brake is another plus.
The bottom line
The boldly redesigned Mitsubishi Outlander stands out from the crowd. Bigger than most of the SUV/ CUV competition in its price range, it offers plenty of cargo capacity and good value and is backed by an extra-long coverage warranty.

RUGBY
Burnaby Lake sweeps Highland 7s Peewee Oakeys win provincial B banner Tom Berridge sports editor
Burnaby Lake’s men’s and women’s teams won their open division at the Highland 7s rugby tournament at Simon Fraser University last Saturday. The Burnaby women took their third straight 7s title, defeating the Emerald City Mudhens 37-7 in the tournament final. Team captain Melissa Miyazaki led the way with two tries and one conversion, while Canadian national team players, Julia Sugawara and Anna Schnell, scored single fivepointers. Erin Jang, Daamian Skelton and recent Canada under-20 player, Lauren Tagg, also tallied. The Burnaby women also won two previous 7s competition in the B.C. Rugby summer series, including James Bay and Stanley Park events. Burnaby swept the women’s competition at SFU, beating the Mudhens 36-5, the Bayside Sharks 315, the Vancouver Rogues 32-0 and hosts SFU 27-12. The Burnaby Lake men’s team won its first 7s title with a 26-17 victory
over the Young Bucks. Josefa Bolesau led the way with two tries, while Jeke Gotegote and Sava Nakunisa also made it to the try line. Isaac Bainivalu kicked three converts for the winners. Burnaby Lake finished second in the series-opening tournament in James Bay. Burnaby Lake will compete at the Abbotsford 7s in the men’s, women’s and under-16 division this weekend. Burnaby will host the Lighthouse 7s at Burnaby Lake Sports Complex-East on Aug. 7.
Six named nats
Six members of the Burnaby Lake Rugby Club were recently named to Canada’s national team for the upcoming Women’s World Cup in London, England Aug. 20 to Sept. 5. Forwards MarieEve Brindamour, Kim Donaldson and Corinne Jacobson, as well as winger Maria Gallo, who scored six tries at the 2006 World Cup, flyhalf Anna Schnell and scrum half Julia Sugawara were all named to Canada’s 26-

Canada, fourth-place finishers in each of the last two World Cups, will open open play against Scotland on Aug. 20. The fourth-seeded Canadians are competing in Pool C with third-seeded France, and Sweden.
Other countries taking part at the sixth edition of the women’s World Cup include top seeds New Zealand, the 2006 champion, and England, as well as Wales, Australia, South Africa,Ireland,Kazakhstan and the United States.
The Burnaby Oakeys won the peewee B girls’ provincial championships at Squint Lake Park last weekend. Katie Reyes crushed her second grand slam home run of the tournament, while catcher Madison Newman also clubbed a dinger to help the Oakeys defeat Cordova Bay 7-6 before the home crowd in the championship final July 16. Meghan Malkowich played the hero in the outfield, stopping two of Cordova Bay’s heavy hitters with a pair of sure-handed catches to deny the visitors over-the-fence runs. The game ended with a dramatic finish in the seventh inning. With the bases loaded and the tying run for Cordova Bay on third base, infielder Kaela Ponte recorded a double play, getting the initial out at first base and then firing the ball home to Newman, who tagged the runner attempting to score. In the semifinal game, Reyes tagged her first four-run homer to lead Burnaby past the eventual third-place Abbotsford Outlaws. The Oakeys went a perfect 4-0 in the preliminary round, beating opponents South Delta Invaders, Poco Ravens, Langley Rebels and SSWR Thunder by an accumulated margin of 34 runs to just four. Burnaby then defeated the Ravens and Fleetwood Force in the medal rounds to keep its perfect record intact. Lead-off batter Courtney Carlson was a big reason for Burnaby’s power at the plate, batting a whopping .818 in the competition. Arielle Charuk also lit a spark, tagging the team’s first home run out of the park during the round-robin. Burnaby also got outstanding pitching from Kat Hatch, Malkowich and Charuk.
INVITATION TO PUBLIC OPEN HOUSE MOSAIC AVENUE DEVELOPMENTS LTD. is working with SFU Community Trust and the City of Burnaby on a development proposal for Parcel 28 at UniverCity, SFU, on Burnaby Mountain. A building comprising approximately 80 residential apartment homes is proposed, consistent with the parcel-specific Development Guidelines and new CD Zoning for the future development of Phase 3: West Highlands at UniverCity, SFU. We will be holding a Public Open House to introduce the development proposal and gather feedback.

Aries March 21 - April 19: Major shifts are occurring in your life, in career, status, relationships and in yourself. You’re ready to make a big leap for freedom, yet there’s nowhere to land except in the area of duty, restriction and slow effort. Muffled anger might exist in a relationship. Best approach: use that urge toward freedom to seek philosophical learning or more education, or to expand socially and/or internationally. View all relationships and prospects not as escape, but as ambition’s ground. E.g., form a career partnership. Be prepared to change, go slow and exercise diplomacy. August accents negotiations.

★ ★ ★ ★ ★ ★ ★ ★
Cancer June 21-July 22: A gigantic shift peaks this summer (it began in 2008, lasts ultimately to 2024) in your relationships, career and home. You should see plenty of evidence of these forces of change this week and next. My advice is simple: be flexible, willing, eager to join forces, diplomatic, honest and loving. Then what can go permanently wrong? Nothing. You might have to deal with: A stubborn yet persuasive partner (or an almost too-alluring person!). Muffled anger in the home. A possible break-up. Unpredictable, yet unexpectedly lucky situations in your career, prestige realms or business.
Libra Sept. 23-Oct. 22: Major changes began about two years ago, intensified the last few months, and peak this week and next. (With variations through the years ahead.) The present peak brings in new elements, people and situations. Expect stresses/ changes in home, security, property, all relationships, contracts, litigation, partnerships, relocation prospects and in yourself. You are now determined to enter a relationship only if it grants you security. This can cause a “muddying” effect. Amazing, bright, friendly, lucky, unexpected (and perhaps short-lived) relationships will arise – for seven years!
Taurus April 20-May 20: A major change is already underway. (It started last spring, but peaks now and lasts into 2011.) It affects your work, duty and intellectual spheres. These include such things as cultural events, love, international travel, publishing, higher learning, health, machinery/tools, employment/ employees, government, institutional, administrative, spiritual and charity areas. Your life will never be the same! But these are not painful nor “crisis” changes – you’ll do fine! My best advice: turn a challenge into success, but don’t get caught in an unfixable situation/project. August holds a major task.
Leo July 23-Aug. 22: This summer’s massive changes and stresses don’t hit you as directly as some, Leo. But the slow changes that has been building for two years peak this week and next in your work, health, machinery-related, communications, legal, educational, travelling, cultural, love, philosophical and intellectual spheres. (DON’T drive recklessly!) A letter could reveal a lawsuit, or an email could light your heart with love. Job changes might occur – but the more obvious changes are in intellectual, friendship and travel zones. Old methods will be abandoned; new ones will form (slowly, in some cases).
Scorpio Oct. 23-Nov. 21: Be ambitious. Many stresses and changes exist around you, but they affect others more directly; they could even create openings and opportunities for you to move forward. (Money-wise Sunday/Monday, socially Thursday.) These undergo flux: work, employment, machinery, duties toward children, management, corporate and government“organizationcharts,”institutions, spiritual and charitable interests. All these changes turn on the fulcrum of (or affect) your ability to communicate or travel. (E.g., changes “on high” might change who you communicate with, the style of report.)
Gemini May 21-June 20: It started in late 2008, intensified this spring, and peaks all summer: a series of major shifts in your sexual, financial, investment, health, romantic, creative, sports, speculation, childoriented and social spheres. Never again will these be the same – improvement’s slated! You might begin a deeply intimate relationship with someone quite conservative or of a different generation. You might completely switch your financial structure. A new creativity can be sparked, but it is a slow, deep one, no overnight successes here. Be close to Aries and Libra friends; they might need you.
Virgo Aug. 23-Sept. 22: Big financial, lifestyle and/ or sexual changes are imminent. They won’t surprise, as life has “telegraphed” them to you for almost two years (and some have already occurred). View these changes as a varying landscape on a road that is primarily successful, creative, loving and fruitful. Still, challenges exist. A new, restrictive note quietly creeps into your earnings outlook for two years, so be conservative in spending. You might invest in your earnings sphere – e.g., buy equipment. Go slow. Investments are both unpredictable and lucky – sex, too! Surprising revelations come here and there!
Sagittarius Nov. 22-Dec. 21: Big changes occur this summer in three areas of your life: the romantic, creative, pleasure and child-oriented sphere, the social, entertainment and “future dreams” area, and in your earnings/possessions zone. Generally, your social drives, optimism and love of fun will “rule,” whereas money necessities “out-power” your romantic and creative drives. You’re lucky predawn Monday, and you clearly see money/domestic matters late Thursday. You might need to figure out some ethical, friendship or love matter Sunday/ Monday. A month of travel, culture, love and learning lies ahead!

July 25 - 31 Capricorn Dec. 22-Jan. 19: You’re in the power seat, but that doesn’t mean things will be easy. This week and next are the peak of a long change. This change has different levels – some are deep, inner, sexual, psychological, investment-oriented, and can change your whole lifestyle. Other changes occur in career, ambition and prestige dealings. You might break from a former career, association, or direction, and assume a new one. Realize a higher-up might be repressing anger. A potentially very lucky change arrives in your domestic sphere: now, soon, or February to June 2011. Treat aches, pains seriously. Aquarius Jan. 20-Feb. 18: Relationships come front and centre through the weeks ahead.Your sensual side has been very “awake” recently, but now the accent shifts to meaning, love, morals, communication, travel and mental links. You love these things, breezy mental interplay, ideals, meanings. This summer forces you, probably through a relationship, to rediscover and rebuild your morals and ideals, perhaps against a background of secret desires or fears. E.g., an attraction could make you question your loyalty. Or old “fibs” return to play the music you have to face. But this week proves you’re lucky, too! Pisces Feb. 19-March 20: Lie low, rest Sunday to Tuesday. Your energy surges Wednesday/Thursday. Focus on money, earnings and spending Friday/ Saturday. The weeks ahead emphasize work, health, dependents and machinery. A “prime” change brews in your health, sexual and financial spheres. (Financial: the price of groceries to your paycheque to investments/debt.) The change is deep and seminal – it starts a new future. These areas will definitely impact your plans for your future – and your plans will affect them. Expect luck, struggle, obstacles and opportunity. A relationship grows “talkative.” timstephens@shaw.ca • Reading: 416-686-5014
