GRADING PLUMBING SITE CONSTRUCTION Is Plumbed and Ready for Growth Through Foresight and Diversification Ryan Birdwell graduated from high school on a Thursday back in 1996 and went to work in the construction industry the following Monday. He comes from a long line of contractors and is the fourth generation to dive headfirst into the general engineering construction business. His first job was with Signs and Pinnick (now Pinnick, Inc.), one of Southern California’s largest general engineering construction firms. Ryan learned much from this initial experience, particularly in the underground utilities end of the business. His next venture would be quite an endeavor, especially for such a young man, still fairly new to the construction scene. Ryan struck a deal in 2007 with the Campo Band of Mission Indians to mine washed concrete sand under the name of Campo Materials. The contract was for

10 years and Ryan had crews around the clock, working his sand plant to provide more than 29,000 yard of concrete for use on the construction of 15-miles of Mexican/American border fence footings. When his contract was fulfilled, Birdwell went on to become a project manager for a well-known San Diego plumbing and underground construction company. Then in 2010, Ryan felt that the time was right to start his own grading and plumbing site construction company. His wife Daniela, also had several years of experience as a project manager and estimator in the plumbing and underground utility business, so the two decided to establish a Woman Owned Enterprise by the name of Grading Plumbing Site Construction, dba GPS Plumbing. Daniela serves as the company President and oversees all of

the project management and accounting activities, while Ryan serves as the Vice President, overseeing all operations. GPS Plumbing performs both commercial and residential plumbing, as well as a broad range of grading and excavating services. They perform work for hospitals, schools, hotels, housing developers and even private homeowners. While one crew may be working on a two thousand dollar residential repair project, another could be across town on a million dollar utilities contract. It is GPS Plumbing’s diversity that makes them both unique and sustainable. They operate through four separate divisions, each with their own project managers and estimators that are trained specifically for their particular discipline. The Plumbing Service and Repair

Division works closely with the San Diego Housing Commission and maintains contracts with property management companies and individual property owners. This division currently manages more than 5,000 properties. The Residential Plumbing Division works with track home developers, custom homebuilders, as well as remodeling companies and individual homeowners. The Commercial Plumbing Division contracts with school districts, hotels, commercial building contractors and property managers from Los Angeles to San Diego. Finally, the Civil Division takes on a huge variety of projects from underground utility installations to massive grading and excavating projects throughout Southern California. All four divisions employ more than 75 employees, with the emphasis still being in the plumbing construction end. GPS Plumbing currently performs more than $14 million annually and approximately $8 to $9 million of this is associated with plumbing construction. Although the company has made their name in plumbing construction, they are also making great strides toward becoming a larger and more well-known grading and excavating contractor. Ryan Birdwell is proud of his company and the team members that have made this all possible. “The secret to our success is our long-term employees. We are only as strong as our weakest link and we have some of the best in the business working here at GPS.” GPS Plumbing is currently working on more than 20 projects at this time, with several being for the San Diego Unified School District. “We survived the first few years with public school projects from San Diego to Los Angeles,” says Birdwell. GPS remains busy with projects for school districts and are currently working out at La Jolla High School, Valhalla High School, Buena Vista High School and Bell Middle School. GPS Plumbing is performing all of the grading and excavating, plumbing and underground utilities out at La Jolla High School, as a sub contractor to USS Cal Builders. The approximately $12 million stadium improvement project includes the construction of three new buildings, upgrades to the school’s athletic stadium, including replacement of its synthetic field, resurfacing of the running track and construction of the new stadium bleachers, a concessions building, weight room, boy’s locker room, stadium restrooms, additional storage space and accessibility improvements. GPS Plumbing’s $1.1 million contract includes the installation of 12-inch storm drain, a variety of utilities leading

to the new buildings, the inside plumbing and grading and excavating services. GPS Plumbing performed two hotel projects in Hollywood last year and is starting on another in November. They are on three hotel projects right now and just finished the Konakai Resort, where they did all of the underground utilities, internal plumbing and then acquired the plumbing maintenance contract. One of their larger contracts is out at Paradise Creek Apartment Homes, a 201 brand-new affordable housing complex in National City. GPS Plumbing is doing this $3.5 million project for all of the off-site and on-site plumbing, as well as other underground utility work for 106 units. GPS Plumbing relies on heavy construction machinery to perform the grading and excavating required on most every project they undertake. Ryan Birdwell has been working with Hawthorne Cat since the beginning of his career. He has also worked with Gustavo Peña, Hawthorne Machine Sales Representative, since 2007, when he was busy mining sand for the border fence at his company, Campo Materials. “I have worked with Hawthorne Cat since I was 18 years old,” says Birdwell. “My relationship with Gustavo Peña goes back as well, because he sold me all of the equipment I needed for Campo Materials. exclusively. Nobody beats Hawthorne’s service and support. They are hands down the best, from rentals and finance to parts and sales. Besides our operators wouldn’t want to be on anything else.” GPS Plumbing own and operate a large fleet of Cat machines that include large excavators and wheel loaders. They also maintain a fleet of compact machines as well. “We use our Cat compact excavators and skid steer loaders for a good portion of our trenching and to install and backfill utilities,” says Birdwell. “We try and package the underground utilities with the plumbing contracts, so that we can handle everything from the street to the structures and even inside the buildings.” Ryan Birdwell recently purchased

a new Cat 236D Skid Steer Loader, a Cat 314E Hydraulic Excavator, a Cat 305.5 Mini Hydraulic Excavator and on the larger side, a Cat 349F Hydraulic Excavator from Hawthorne Cat. “Our big stuff moves a lot of dirt quickly, but the compact machinery gets us into areas that the big machines just can’t venture into,” says Birdwell. “We use our Cat skid steers as support in our small plumbing trenching and it also comes in handy equipped with a sweeper during import and export operations. The Cat compact excavators are also great for installing, water, gas and fire lines down to around 4 feet, as well as for grease interceptor work. They are also very handy for getting into tight spaces during tenant improvement projects.”

GPS Plumbing also owns and operates dump trucks and according to Ryan Birdwell, they are considering adding a Cat articulated rock truck, a Cat dozer and a Cat motor grader very soon. “My wife Daniela and I are very fortunate to have assembled a great team with outstanding leaders like Joe Suchma, our Superintendent for the Civil Division, Steben Mejia, our Superintendent for the Commercial Plumbing Division and Tyler Romero, our Superintendent for the Residential Plumbing Division,” says Birdwell. “Together we are all very excited about a very bright future here at GPS Plumbing.” Cc

Keeping It In The Family With Unparalleled Customer Ser vice Since 1986 Written By: Brian Hoover here is something to be said for keeping it in the family, especially when what you are keeping is company profits and a way of life. Bobby Simpson started out in the construction business at age 18, when he went to work as a laborer for Local 89 in San Diego. After paying his dues as a laborer for a few years, Bobby went on to become an operator for Local 12 and then spent the next several years operating heavy

machinery for union contractors in and around San Diego. In 1986, Simpson purchased a backhoe and went out on his own as an owner operator for hire doing whatever work he could get his hands on. He worked hard and earned a reputation as a reliable hard working operator that knew the ins and outs of the general engineering construction business. Bobby’s father, Robert Simpson Sr. had also spent many years working as an operator for Local 12 and in 1996, he decided to join his son’s business. “My father
knew that I was very busy and he offered to purchase a brand new backhoe and join me as a full partner. I took him up on his offer, and we began to make some real headway. I want to thank my father for showing me how to work hard and teaching me to be honest and sincere,” says Bobby Simpson. Then, in 2000, Bobby’s son, Robert Simpson III decided to join the family business after graduating from high school. His father had one condition on his oldest boy joining the business and that was to purchase a piece of equipment in order to buy-in as an equal partner. Robert III did

just that and now there were three Simpson men hard at work and building a family enterprise they all could be very proud of. The middle son, Jose Simpson, joined the fold just two years later and the same rule applied. Buy a new machine and be welcomed as an equal partner. Then in 2005, the youngest, Jesus Simpson came on board with the purchase of another piece of equipment and the circle was made complete. Now it was truly all in the family and everyone worked diligently to continue to build upon their hard earned reputation. What started out as simply Bobby Simpson Backhoe Service was now renamed, Bobby Simpson & Sons Quality Engineering Corp. to better reflect the family owned venture. His father was still a full partner and the name Bobby Simpson obviously spoke for both of them. Flora Simpson is Bobby’s wife and mother of their three sons. She has been there since the beginning, dedicating her time and talent

to both the family and business simultaneously. “None of this would be possible without my wife Flora,” says Bobby. “I started the business almost 30 years ago, but we are now a Woman Owned Enterprise and Flora is our CEO. This is not a title she has earned lightly, but one she has earned through hard work and tireless dedication. We have been married 36 years and I don’t know where the boys and I would be without her. We all owe her a great deal of love and gratitude for all that she has done for our business and family.” Bobby Simpson & Sons Quality Engineering Corp. operates under both an A and B contractors license. They perform everything from ground-up foundations to a variety of underground utilities. Their skills extend into sewer, water and storm drain installations, to demolition, concrete and street encroachment work. They work for clients in public works, commercial and the private sector throughout Southern California. Their work
has taken them as far north as Santa Barbara and east to Arizona. Currently they are working out at the San Diego Regional Airport as a subcontractor to Helix Electric. Here they are performing all of the main heavy excavation for high voltage lines for a new airport parking structure. They are also quite busy out at the Las Colinas Detention Facility in Santee, where they are trenching for high voltage electrical lines, as well as plumbing and AC chill lines. In addition, Bobby Simpson & Sons is also working at Richard J. Donovan Correctional Facility in Otay where they are preforming similar work. Prison work has kept the Simpson family busy for several years, as they are a preferred vendor to a contractor that specializes in work for these facilities. In addition to underground utility work, Bobby Simpson & Sons also performs heavy grading and recompaction work and they have a fleet of machines ready for both below and above ground services.

Bobby Simpson & Sons has over a dozen machines from two water trucks, a 35-ton rock truck and large excavators, to skid steers, backhoes, wheel loaders and two brand new Volvo EC20C compact excavators. “We purchased our first Volvo machines a few months back from Volvo Construction Equipment & Services. We shopped around with the other major brands, but in the end, we decided to go with Volvo,” says Bobby Simpson. “The Volvo’s represent a great value and they are built to last. Also the price was right and they had all of the attachments we needed in stock. Our representative, Scott Nadell, was fair and honest and he was there for us at every point of the

I would do business with Scott and Volvo again.” Bobby Simpson & Sons uses their new Volvo compact excavators for a variety of tasks from opening trenches to performing digging and backfill work in confined spaces. “Our big stuff is great for moving a lot of earth fast, but sometimes you need a finesse machine in areas that the big iron just can’t go,” says Bobby Simpson. “We are also using the Volvo compact excavators out at the San Diego Airport job to cut trench. We even custom built a special high capacity 6-inch bucket and a 6-inch compaction wheel for our customer to do the trench work quicker and more efficiently.” Bobby Simpson & Sons has quite a bit of prevailing wage

work coming up along with two or three years of back log that is sure to keep all of the family members busy. Bobby’s father, Robert Sr. retired two years ago, but he still pokes his head in now and again. Along with all five Simpson family members remaining, the company also has two other fine operators and another hard working laborer on their payroll. It is a true family business, but it appears that future growth will take the Simpson’s to new heights with new team members that they hope will feel like part of the family. outhern California got some much-needed rain in July thanks to the remnants of Tropical Depression Dolores. The water was welcomed like liquid gold, however the damage caused by too much, too fast is another story. Southern California received more rain Sunday, July 19, than in all of January, which is one of the wettest months on average. The storm system dumped as much as 4 inches of rain in

some areas, triggering flash floods that brought down trees, power lines and even a 30-foot section of a bridge on the I-10 east, near Desert Center, between Coachella and the Arizona border. The Adair Bridge, which traverses the Tex Wash essentially collapsed amid the heavy rainfall, injuring one driver and making the eastbound lanes of I-10 impassable. This particular stretch of highway represents the primary route

between Arizona and Southern California, for more than 3,100 truck drivers and tens of thousands of car drivers daily. The day after the collapse, the California Department of Transportation (Caltrans) awarded an emergency-bid contract to Granite Construction and round-the-clock work started at 6 p.m. that day. The westbound bridge section was also damaged and required work including foundation repairs. Granite Construction reportedly

replaced 200 cubic yards of structural concrete to support the westbound structure. They also performed 10,000 yards of earthwork cut-and-fill, placed 2,500 tons of base rock, 2,500 tons of concrete, as well as installed 500 tons of riprap on the embankments. The bridge reopened at noon, July 23, when traffic was rerouted to the newly strengthened westbound bridge for two-way traffic, until construction is complete on the new eastbound bridge.
According to Caltrans, Granite Construction’s focus will now be on the eastbound side of the road, where the collapsed bridge will need to be rebuilt. Repairs were also made on Adair Ditch Bridge, Hillock Ditch Bridge and Wide Ditch Bridge, as all three were found to be in need of upgrades. “I am proud of Caltrans and Granite Construction staff working together to repair and reopen I-10 in less than five days after a storm damage event of this magnitude,” said John

Bulinski, interim director for Caltrans District 9. “I also want to thank the public and those communities most impacted for their patience during this inconvenience.” Other federal officials chimed in, including U.S. Department of Transportation Secretary, Anthony Fox. “About 20,000 drivers use this bridge each day, traveling between Arizona and California,” said Fox. “It is a critical piece of infrastructure for the people of both states, and DOT is committed to doing everything we can to help the area rebuild quickly and safely.” Fox’s comments were backed up with the announcement of the immediate availability of $2 million in funding to help cover costs associated with the rebuilding. These funds are being provided by the Federal Highway Administrations Emergency

Relief Program, however total costs are expected to be in the neighborhood of $5 million by jobs end. The new bridge is not expected to be ready for traffic until mid-September and state transportation officials warn that traffic will be heavier and slower than usual, with expected delays as long as half an hour during peak travel times. The Adair Bridge is just one of 25,406 California bridges rated in 2014 as deficient by the Federal Highway Administration’s (FHWA) National Bridge Inventory. Since 1999, the California Infrastructure Planning Act has required the Governor to submit to the Legislature a five-year infrastructure plan for consideration with the annual budget. The Five-Year plan presented in 2015 proposes an investment of $57 billion in state infrastructure. It should be

noted that the fiscal challenges experienced during the Great Recession, resulted in California deferring many infrastructure and maintenance investments. The 2014 Infrastructure Plan was the first to be released since 2008 and it aggressively addressed the shortcomings of prior plans, with an emphasis on additional funding earmarked toward deferred maintenance. The new five-year plan calls for an investment of $26.6 billion for maintenance, preservation and safety, however only around $10 billion will go to the preservation and repair of highways. According to released projections, Caltrans will need approximately $80 billion over the next 10 years to address current and future needs of the state highway system. only $10 billion, this leaves a $60 billion shortfall of available revenue over the next 10 years. Where will this money come from? The ideas that are currently being floated include a road user charge, tolls and other usage taxes. At the end of the day, we all know who must pay for this and the answer is the California taxpayer. There are no easy answers, but with Caltrans constructing, operating and maintaining more than 50,000 lane miles of State Highway, one thing is for certain, nothing lasts forever and the safety of California motorists should be our main concern. Forecasters are confident that warm ocean El Nino conditions will continue through the fall and winter of 2015 and that may mean more torrential downpours here in California. Will we be ready for the possibility of more road and bridge failures? If we use history as a guide, then we may be looking at a fix it as gets broke strategy. According to reports, California ranks 45 out of 50, where highway quality rankings are concerned, but they are among the top five of most dollars spent per state controlled mile at around $500,000 per mile. Another part of the equation should be working toward getting more for our money. Californian’s are among the most resourceful people on earth, made that way through necessity. Fiscally responsible, practical solutions are what we need and that will most assuredly mean having to make some hard decisions very soon. Cc

fter working together for years to build a new arena, the City of Sacramento, CA and their professional basketball team, the Sacramento Kings will soon have a 17,000 seat, multi-use facility in the heart of downtown. One of the many local contractors on the Sacramento Entertainment & Sports Center (ESC) project, Urata & Sons Concrete, Inc. of Ranch Cordova, CA is handling the majority of the concrete work. The scope of concrete work for this major urban project includes floor slabs, interstitial stone fill and superstructure concrete walls. To alleviate congestion while working in the busy center of Sacramento, all of Urata’s major concrete pours and base rock installation takes places at night. According to Ricky Ruiz, place and finishing superintendent for Urata & Sons, during the course of the ESC project, the contractor will oversee approximately 70 concrete pours. Working at night for long hours is tiring and contractors need equipment that not only performs reliably to get the job done, but is designed and built to keep the operator comfortable during long periods of operation. Knowing that operator comfort as well as performance is

important, Paul Hanson, territory manager at RGW Equipment Sales in Livermore, CA, recommended to Ruiz that they use a Wacker Neuson CRT 48-35V ride-on trowel. “We thought this 48-inch gasoline powered trowel would be a great fit for the Kings Arena project and Urata’s needs,” said Hanson. “The unit is lighter weight for easy placement on the elevated decks, plus it is built for comfortable operation,” he added. With each deck pour, roughly 15,000 - 30,000 square feet of concrete needs to be finished, according to Ruiz. “We have used the Wacker Neuson unit

for all aspects of the surface finishing process; panning, combo and finishing blades. We are running the trowel on and off at least 10 hours for each pour and we haven’t had any problems. It’s been very reliable,” Ruiz said. The CRT 48-35V is an 8-foot, ride-on trowel powered by a 35-hp air-cooled Briggs & Stratton Vanguard engine. The mechanical steer unit has a patented torsion assist steering system making it easy to operate and reduces operator fatigue. A rigid heavy-duty frame leads to more responsive steering and excellent feedback from the concrete conditions.

These features did not go unnoticed by Ruiz and his team. “The mechanical steer is easy to operate,” said Ruiz. “It runs smoother and the controls are easy to handle. It’s more controllable compared to the big hydraulic units and that makes it easier to maneuver around obstacles,” Ruiz added. Ruiz also likes the open design of the unit. He says it makes it easier to clean, change the blades and transport the machine. He added, “We will be using this unit on all the pours, which should be through the end of the year and we’re very happy with it.” Construction began on the ESC in October 2014 and is scheduled for completion in October 2016. While the arena will be used mainly for Sacramento Kings basketball games, it can be expanded to 19,000 seats for other sports and music events. Cc

Written By: Gabe Marquez In the past several months, two of our Crime Prevention Program (CPP) members have had their construction vehicles stolen. One was a 2010 Caterpillar 966H and the other a 1999 Case 580 Super L. Machinery Trader has the machines valued at $220,000 (Cat 966H) and $25,000 (Case 580SL). These would have been significant losses had the members not marked their equipment with company decals and their owner applied number (OAN) stampings. In each theft the equipment was recovered after a few days because the owners had their names and logos on the equipment. The Cat 966H was reported as stolen in Compton, CA at a freeway job site. After a couple of days the company received a call from a citizen because it was parked at an odd location. The thieves may have “parked” it there just to find out if there was a GPS or LoJack unit on the equipment. After receiving the call from the citizen, the member happily called the police agency and the Cat 966H was recovered and taken back to the job site by the member company.

The Case 580SL was taken from a job site in Stockton, near I-5, on a Saturday. The member called police immediately and filed a stolen report. On Monday the member called the CPP and the CPP discovered the equipment was not entered into the Stolen Vehicle System (SVS). The CPP made some calls and within a few hours the police agency properly entered the equipment into SVS. The CPP also got out a stolen bulletin to over 200 police contacts, locally and in the Stockton area. The next day the Case 580 was recovered as a citizen knew the member company logo and was concerned because the equipment was not near a job site, but on a property in a residential area. In this case, the member company and the CPP gave the citizen a reward for doing what good citizens should be doing. These two stories illustrate how your company logo on your equipment can save you thousands. The CPP recommends stickers made with the 3M

SCOTCHCAL™ film. This sticker will cost you more but it will last and is very difficult to remove. One CPP member in the Palm Springs area has CPP reward stickers on its equipment that are over fifteen years old and are still readable. Yes, stickers can be removed, but you want to make it as difficult as possible for thieves. Also within the last few months, I assisted a law enforcement agency with a case involving small tools and a trailer with its VIN removed. The trailer was impounded and the tools were booked into evidence as part of a hit and run accident. The agency is working on the belief the trailer and the tools were stolen because the driver pulling the trailer with the tools on it didn’t stop when the collision occurred and the trailer was left at the scene. I helped the detective find some identification numbers on the trailer and the tools had one Dewalt drill marked with the name of “Nacho”, which is short for Ignacio.

tool? Use any number which can help a good citizen or the police to get the tools or equipment back to you. Get your company information on that tool: use
a paint pen, a Dremel tool, an engraving pen, just get it on the tool. If an employee uses his own tools, require that his personal information is on his tools so they don’t get mistaken for the company tools. Our members got their equipment back because the equipment was marked well enough to identify the owners. Nacho’s tools will probably never be returned to him and will likely be sold at a police auction. The Crime Prevention Program hope these examples help get the point across how important marking your tools and equipment can be to getting your stolen equipment back to you. BETTER UNDERSTANDING EQUIPMENT UTILIZATION THROUGH TELEMATICS
Information is power. The data provided by telematics systems, at its most basic level, helps equipment owners make better decisions about how they run their business. But taking that basic data and adding some critical thinking to it can reveal new insights into the productivity and efficiency of your fleet. 1. Identifying Underutilized Pieces of Equipment By monitoring an entire fleet via telematics, fleet managers can identify those underutilized pieces of equipment and put them to work on the jobsites where they are needed, potentially reducing purchase and rental costs for new equipment. Similarly, companies may be able to consolidate and identify equipment for liquidation, helping to lower carrying costs. 2. Better Understanding Component Wear by How a Machine is Used Telematics provides a unique opportunity to differentiate between different working situations for each machine. For instance, a fleet manager may know that a machine is doing its ground engaging work when it registers higher RPM, and is merely in a travel or carry mode when RPM is lower. Out

of 500 hours of use, maybe only 425 hours are actually spent in ground engagement. This may allow the owner to extend that wear component replacement out further and reduce the purchase/ maintenance costs throughout the machine’s life. 3. Right-Sizing Equipment Based on Utilization Owning larger equipment – when larger equipment is not necessary for the job – leads to a number of inefficiencies: you pay more for fuel, you pay more for tires/undercarriage maintenance, and you pay more in lifetime owning and operating costs with a larger machine. Remote monitoring through telematics can help identify this and allow you to make better purchasing decisions. 4. Benchmarking Productivity & Performance For example, telematics can help the manager understand that one excavator loads a truck in three passes, while another takes four or five. It can also help them determine why this is happening. Knowing that it is happening is the starting point. Basically: using remote monitoring via telematics in this way provides the opportunity to understand and implement operational improvements
without having to actually sit at the jobsite and monitor activity all day. 5. Ongoing Trend Analysis and Better Understanding of Equipment/Operator Strengths Telematics affords the ability to understand trends, to create a baseline, and then use that baseline to learn more about the rest of your operation. Fleet managers can take Operator A and place him on Machine B for a period of time and see if the data changes. If it does, and the machine runs more smoothly and productivity is improved, then we understand that the issue is the operator. If the data does not improve, we then can infer that there are bigger challenges with the jobsite/location (access/difficult digging conditions, etc.) or even the machine itself. Telematics adoption and evolution has come a long way in recent years. As more contractors use the technology, and grow with it, suppliers and contractors alike will continue to find new ways to learn more about their own businesses than they ever thought possible. How each machine is used may be the key to future productivity and success. Cc
