When you pony up $1 million for second and third place, it speaks volumes about the standards you’re setting for whoever finishes first.

That’s the amount Infrastructure BC has offered for the second and third-place bidders in an international design competition for the Royal BC Museum’s new Collections and Research Building on Metchosin Road in Colwood.

The government-owned body’s decision to offer $1 million in par-

tial compensation is not unusual, Black Press Media was told in an email.

“It is standard business practice, for major infrastructure procurements led by Infrastructure BC, to ensure robust competition and high-quality responses (and) submissions,” the email stated.

The awards are intended to partially cover the cost of participating in the request for proposal (RFP) process, the second stage of the design-build procurement. Only proponents shortlisted during the request for qualifications stage will be invited to participate in the RFP process.

The proposed facility will house the Royal BC Museum’s archives, collections and research departments, dedicated research labs and learning spaces, and aim to improve

access to the museum’s vast collections.

The estimated $170-million building will use mass timber construction and pursue Rick Hansen Foundation accessibility and LEED Gold certifications.

“Once open, the Royal BC Museum will offer unique learning programs here, including learning opportunities both in-person and online,” Infrastructure BC said.

“This state-of-the-art facility will create good-paying jobs for people on Vancouver Island and help support B.C.’s economic recovery.”

The shortlisted proponent teams are expected to be identified by the end of this month. The province expects to break ground in the winter of 2022 and complete the project in 2025.

The West Shore’s most prominent business awards are back and residents have spoken. After voting opened in early July, more than 24,000 votes were cast in the 2021 Best of the WestShore Awards.

Colwood Elementary School is bringing students into nature with a new outdoor learning space.

The project was built in the summer, funded by grants from the City of Colwood and the BC Teacher’s Foundation, to help provide a new environment for students to learn in.

“You can just see the engagement of the students increase,” said vice-principal Shawn Taal. “So they’re not in the classroom at the desk, doing pencil and paper tasks,

they are actually outside with tools with nature around them – having a question that they are discovering the answer to, using their hands.”

The setup includes benches and stumps for sitting on, and an outdoor whiteboard that allows teachers to hold regular lessons outside. The space is available for any class, and is booked on a Google Calendar by teachers.

“It depends on the teachers how they want to use it,” he added.

Students seem to enjoy it too.

“You can get fresh air, that’s good for you, playing outside is good for you too and exploring wilderness is good for you,” said Sage Wistchil, a Grade 3 student.

SD62 sees anticipated enrolment increase doubled The western communities are growing rapidly – and the number of children filling schools is proof.

The Sooke School District ended up with double its projected enrolled growth this school year, according to an SD62 release issued Friday, Oct. 22.

In the 2021-22 school year, 827 students joined the district instead of the expected 400 to 450. This pushes the total student population to about 12,000 and represents a whopping 6.9 per cent growth rate – not the four per cent that was planned for.

“It’s no secret that the West Shore and Sooke regions are growing, but this year certainly took us by surprise,” Ravi Parmar, SD62 board chair, said in the release.

This news follows the launch of the Sooke School District’s 202125 strategic plan, which focuses on three core goals: supporting adaptable learners, creating a culture of belonging, and pursuing organizational excellence. Diversity, equity and inclusion are at the forefront of the plan as a whole, the district added.

Pexsisen Elementary and Centre Mountain Lellum, two new schools being built in west Langford, are projected to open in September 2022 and will help accommodate the ballooning district.

“We are a rapidly growing school district,” superintendent Scott Stinson added. “We continue to focus on learning as the core element of our work and engagement across our community.”

The struggle to become a new homeowner may have found a Sugar Daddy in Victoria suburb.

How does a grant that will pay up to 75 per cent of the cost of a down payment sound to you?

The city of Langford has announced a new program that will gift established residents of Langford a portion of their down payment costs, through funds collected from developers over the past five years as a condition of rezoning.

By imposing additional rezoning fees on every Langford developer over the last five

years, Langford Mayor Stewart Young said the city was able to earmark $3 million towards their affordable housing fund, which will assist 250 families in buying those finished homes.

“This program comes at the height of a major housing crisis across the region and will assist those Langford families who could afford a mortgage payment but are struggling to save the amount necessary for a downpayment,” Young explained in a statement.

Households of at least two people having lived in Langford for at least two years, earning less than $125,000 combined gross annual income, without real estate or more $50,000 in assets, and who qualify for pre-mortgage approval will be able to apply for the program. Funds gifted from the program can reach up to 75 per cent of the downpayment on a two-bedroom condo not exceeding $450,000.

“We ran this by the devel-

opers’ association and they’re supportive of it,” Young told Black Press Media. “They recognize that if they want to continue building in Langford, they have to contribute to affordable housing … we know that the more we build, the cheaper it will be.”

The idea for the program came about after Langford council observed a rental housing boom as a result of the increasing purchase prices of homes over the last 15 years.

“There’s been a lot of rentals being built because (Langford residents) don’t have the downpayment, and that was impeding owning a home,” Young continued. “We want to get a supply of condos and townhomes that are built so people can take ownership rather than just having a rental stock. We really like the idea of pride in homeownership, and we want to make sure that everybody in Langford has an opportunity to be a homeowner.”

Despite popular support in a survey, View Royal won’t be going ahead with an off-leash area in Chilco Park after the plan was met with pushback from residents living next to the park.

View Royal Mayor David Screech said the idea was resident initiated, but the concerns being raised about the development reinforced his own skepticism about the idea.

“It’s a beautiful space, it works really well as it is now, so I don’t know why we would cut it up,” he said.

In 2020, council received letters and a petition signed by Chilco neighbourhood residents calling for more off-leash dog solutions, but also heard from some residents who were opposed to the idea.

Following that, city staff did a mail survey, with results from the 479 respondents showing people were generally in favour of the new park – with 62 per cent support for a fenced off-leash dog area.

But the city also received a long list of correspondence from residents who raised concerns

about the noise, parking and cleanliness issues the development might introduce.

“This has included dog feces thrown over my fence into our fenced-off garden (this happened multiple times, I was unable to consume some of our plants last year due to worries about contamination),” Philip Turner wrote in a letter to council. “Due to my severe allergies, I can only eat fruit and vegetables that I grow myself, and a few other items. Our garbage can having bags of dog feces thrown into them and my hose being used without my knowledge, flooding the garden on the side of the house.”

Other residents also expressed concern about splitting up one of the few greenspaces in the area, saying it should be left for children to use.

“It makes no sense to divide a popular, wellused, multi-use green space in View Royal into single-use area spaces,” Elana Penner wrote in a letter to council.

Screech said council recognizes there is a need for an off-leash park for dogs in the area, but said Chilco Park wasn’t the best option.

He said the town will start looking for other greenspaces that could accommodate an offleash park.

While the traditional bonfires and Halloween events will be forced to the sidelines once again on the West Shore, that’s not stopping firefighters from celebrating the season with local children – and smashing a few pumpkins.

Langford Langford Fire Rescue will be back at it this Halloween with a drive-thru event at Westshore Town Centre from 2 until 5 p.m. on Oct. 31.

Langford firefighters will be doling out treats (while supplies last) while following COVID-19 protocols in the parking lot between Cineplex and the Homesense entrance.

Firefighters will be assisting with traffic control, so please follow their lead.

And once the Halloween fun is over, Langford firefighters

have something in store for those pumpkins. They’ll be back at Westshore Town Centre the following weekend on Saturday, Nov. 6 for their annual pumpkin smash event.

Pumpkins will be dropped from a 105-foot ladder to splatter on the pavement below.

This smashing event will run from 10 a.m. until 2 p.m. with donations collected to benefit Muscular Dystrophy Canada and BC Professional Firefighters Burn Fund.

“Both of last year’s events were a massive success. We, of course, could not open the fire halls as we had in the past due to the pandemic. However, we were happy that we had an opportunity to still do something for the kids on Halloween,” said Langford Assistant Chief Lance Caven. “As for the pumpkin smash … we did not want the pandemic to get in the way of trying to raise money for these two important charities.”

Colwood While the annual community bonfire will not be taking place in Colwood, the Colwood Volunteer Firefighters Association has come up with a fun alternative.

Join the association for a walk-up or drive-thru trickor-treat event at the fire hall, located at 3215 Metchosin Rd., from 4 until 8 p.m. on Oct. 31. Firefighters will be ready with lots of hot chocolate and candy.

View Royal Not to be outdone, the View Royal Firefighters Association is hosting its own Halloween drive-thru on Oct. 31 from 4:30 until 6:30 p.m.

Taking place in the Canadian Tire parking lot, 1519 Admirals Rd., this event will be set up next to the garden centre.

While firefighters are looking forward to seeing everyone’s costumes, they ask that residents stay in their vehicles (walk-ups won’t be permitted) to ensure everyone stays safe.

Metchosin Over in Metchosin, the fire department will be getting an early jump on festivities, hosting its second annual drive-thru Halloween event on Oct. 30 from 6 to 8 p.m. All who are brave enough to enter will receive a goodie bag with treats and treasure. The fun will take place in the same spot as last year – behind the hall at 4440 Happy Valley Rd.

Celebrate libraries with a visit to a local branch It’s library month here in B.C., and there’s few institutions that deserve a month of celebration more than libraries.

During the earlier phases of the pandemic, we briefly lost our access to libraries and their many services, and that only shows how valued they were.

Libraries, of course, provide books for all ages, from picture books up to large-print books for people with visual impairment, fiction and non-fiction, new bestsellers to classics. But beyond that, libraries serve as places for the community to connect.

There are kids programs and storytimes, there are book club meetings and computer classes. There is internet access for those who don’t have any of their own.

It’s a place for people to meet without spending any money, to browse without any expectation that they need to buy something, and to sit quietly.

Libraries can also be lifesaving – during the heat dome event, libraries were one of the places suggested as refuges during the day for those without air conditioning, and they’ve long been a haven for seniors to get out of the heat even during more normal times.

Libraries are one of the most purely altruistic institutions we have ever created.

They are publicly funded and non-profit, the vast majority of their services are free, and they exist because we recognize that having access to a world of knowledge and literature is a positive community benefit, and should not be limited only to those with the money to build up private libraries of their own.

There are those who suggest that libraries are outmoded – but those people usually haven’t set foot in one in years.

If you haven’t been to the library lately, you should make time to visit. Sign up for a card, and check something out.

If you’re not sure what to try, ask a librarian. They’re always glad to see new people taking an interest in what libraries have to offer.

Province fails to act on old-growth recommendations More than one year ago in September 2020, the B.C. NDP government released its Old Growth Strategic Review and committed to adopting all 14 of its recommendations.

Among the recommendations were: to provide the public with timely and objective information about forest conditions; and immediate curtailment of timber harvest in ecosystems with ‘high risk to loss of biodiversity’, ancients forests more than 500 years old, and in biogeoclimatic ecosystem zones with less than 10 per cent old forest remaining.

Campaigning on this commitment helped the premier and the NDP win a majority in the October 2020 provincial election. But more than a year later, implementation has never

materialized.

In June of this year the NDP appointed another advisory panel with fanfare that stated, “This new technical panel will ensure we’re using the best science and data available to identify at-risk old-growth ecosystems and prioritize areas for deferral.” The panel’s terms of reference stated that “the government will support regular information updates on the work of the panel through news release…. and by posting regular updates online on the government old-growth website.”

The panel submitted their report to the B.C. NDP government on Aug. 1, yet we have seen no press releases, no updates on the government’s old-growth website and no report. The forest type recommended for deferral in the

Metchosin Arts and Culture Centre rebuilding toward solid future Organizers say expensive repairs to old school mostly behind them Bailey Moreton News Staff

Nestled in the old Metchosin School building, the Metchosin Arts and Culture Centre is slowly building and growing into a community hub.

The Happy Valley Road centre is volunteer-run and rents cheap studio space out to artists and crafters so they can produce their wares. The space also has a gallery, drop-in rooms for rent and is home to a seniors centre. Supplies, furniture and volunteer time are regularly shared between the building’s various users.

“It’s a very symbiotic place, everyone helps each other,” said centre treasurer Gail Nash.

While the centre benefits from community support, it also needs financial support.

The building is rented from the District of Metchosin and studio space is rented out at reasonable rates to local artisans, musicians and crafters. Some of the smaller studios go for as little as $120 a month. At those prices the studio space is in demand from people across Greater Victoria – but preference is given to Metchosin artists.

During the pandemic the centre shut down for a month and didn’t charge rent to artists during that time. One or two had to give up their studio spaces due to pandemic-related issues, but there is always a waiting list.

centre, said the demand doesn’t just come from the modest prices, it has come via the building of the centre’s credibility.

“It’s gradually built up. They made a few mistakes in the beginning, financially,” she said. “They had a pretty high end art gallery, there was a paid curator, and so they went broke and had to go public for funding, just to get out from under it.”

Low prices are great for the artisans, but rent doesn’t bring in much cash for the centre. The

rest of the money comes from grants, from local organizations and federally.

Nash said the centre has learned to live frugally, especially with a number of improvements needed on the building.

Hildreth added the higher expenses from the last couple of years are starting to slow down, “but it was to maintain and repair the external shell.”

Significant projects such as reconstructing the fire escape and the front staircase to the

building took a large chunk of the centre’s funding. There’s a list of other projects they hope to get done, but they’ll need to be spread out over time and done when funding allows, Hildreth and Nash said. They’re working on securing some compensation from the district for covering the costs of maintaining the building.

As for the near future, Nash said a Christmas craft fair is being planned at the centre, COVID-19 restrictions allowing. After that planning for 2022 events will begin.

A record-breaking 21 calves were born to Salish Sea humpback whales this season.

That’s almost twice the number that was reported in 2020 when 11 calves were spotted, according to the Center for Whale Research in Washington.

Researchers are unsure of the cause though.

“It’s possible the last two years had an abundance of food for the whales, or it could be as simple as the fact that as the number of adult whales in the population grows, so too does the number of calves we can expect to see each year,” Erin Gless, executive director of the Pacific Whale Watch Association, speculated in a press release.

Camosun film studio proposal nears completion Facility will provide opportunities for students and industry Megan Atkins-Baker News Staff

Camosun College wants to change the film sector for the better on Southern Vancouver Island and are making headway in their construction of the educational film studio at the college.

The provincial government provided Camosun College with a $150,000

grant to put together a business case that is now almost complete. Their next steps are to put their feelers out there to those who may be interested in building the studio.

“In a sense, we’re creating a partnership opportunity for Camosun to build the studio, a report that will likely be put out in November and an expression of interest will be coming sometime shortly thereafter,” said Geoff Wilmshurst, vice-president of partnerships at the college.

The five-acre plot of land the studio would be built on aims to provide new educational opportunities that will lead to jobs, since there are hundreds of

jobs in the film and TV industry, said Wilmshurst. “There’s a huge demand for studio space, since there aren’t really any other options on southern Vancouver Island.”

The development plans call for three new sound stages, a production facility and an educational facility. Those involved in the local film industry are also excited about the possibility.

“The studio is what we need to bring in the big money,” Kathleen Gilbert, commissioner for the Vancouver Island South Film and Media Commission, told Black Press in a 2019 interview touching on the Camosun training program and the impact a local studio could have.

According to Statistics Canada, prices at the pump jumped 32.8 per cent in September over the same month last year as inflation rose 4.4 per cent on a year-over-year basis in September, the fastest pace since February 2003.

The figures require some context. Gasoline prices rose from lower price levels in 2020 thanks to the COVID-19 pandemic as economies around the world slowed down, leading to less demand and therefore lower prices for gasoline. Demand has since increased with the global economic recovery.

line prices, inflation still rose 3.5 per cent year over year in September.

Suspect sought in Langford hit-and-run West Shore RCMP looking for witnesses, video footage Police are asking for the public’s help in a hit-and-run investigation.

West Shore RCMP responded to a report of a hit-and-run collision on Happy Valley Road near Luxton Road that occurred at approximately 8 p.m. on Oct. 15.

The victim was driving a grey Honda Civic southbound on Happy Valley Road and reported a white four-door sedan travelling eastbound on Luxton Road performed a right turn onto Happy Valley Road after failing to stop at a stop sign, cutting off the victim.

The suspect vehicle then stopped in the middle of the road in front of the victim’s car,

according to a release from West Shore RCMP. The victim drove around the suspect’s vehicle in an attempt to avoid confrontation but the suspect chased after the victim’s car, drove beside it and struck the victim’s vehicle, causing moderate damage and the vehicle to spin out of control.

The suspect was last seen driving eastbound on Latoria Road and is described as a Caucasian man in his late 20s. He is approximately 5’8” with a medium build and short, thin blond hair. He was wearing a navy blue hoodie and green vest.

Investigators are looking to speak with anyone who may have witnessed the incident or who have video footage from the area that could assist in identifying the suspect and his vehicle. The West Shore RCMP can be reached at 250-474-2264.

Bear Mountain to host national cyclocross event 500 racers will compete each day, Nov. 26 to 28

More than 500 participants from across the country will descend on Bear Mountain from Nov. 26 to 28 to compete in the 2021 Canadian Cyclocross Championships.

Event director Jonathan Watkin said the sport is different from mountain biking or road cycling. The bikes have sloping handlebars like road bikes, but use tires with a thicker tread to help riders negotiate muddy tracks. Racers do a roughly three-kilometre loop and sessions will last somewhere between 40 and 60 minutes.

“Part of the appeal is the participants are riding these bikes that really don’t seem to be the right bike for the terrain,” Watkin said.

“And it’s it’s really exciting to watch how people sort of navigate through these different obstacles and mud.”

The sport is a cultural phenomenon in Belgium, with races regularly attracting crowds of upwards of 60,000 people.

It is also gaining popularity on this side of the Atlantic, and is one of the fastest growing cycling disciplines in North America, Watkin added.

The event will feature races for youth, novices, “weekend warrior” riders and elite level competitors. World ranking points are at stake for those competitors and are used to determine their start positions as the circuit moves to Europe.

“If you don’t have a good start (position), that makes it really hard for you to get a good result,” Watkin said. World ranking points are also used for Canadian national team selection for World Cup and world championships events, he added.

Among the local riders poised to do well at Bear Mountain include Victoria native Isla Walker, returning from her season in Europe; Canadian under-23 champion Emily Johnston from Comox, and Cumberland’s Carter Wood, a former national champion.

Watkin said the event is ideal for spectators, with the track being self-contained in the Bear Mountain resort complex. COVID-19 protocols will be in place for riders and spectators and anyone in attendance is encouraged to be vaccinated.

COVID vaccinations mandatory for CRD employees The Capital Regional District announced that its 1,100 employees will have to be fully vaccinated against COVID-19 by mid-December.

Bob Lapham, the CRD’s chief administrative officer, said throughout the pandemic

the regional body has aligned its response with the province while delivering critical and essential services to the region – such as drinking water, waste management, social housing, regional parks and emergency management.

“While we are confident that the overall vast majority of staff are vaccinated, implementing a vaccination policy at this time is one additional measure to ensure our workplaces, our staff and our public are as safe as possible,” he said

in a release.

As of Dec. 13, CRD employees and volunteers will be required to prove their full vaccination status with their BC Vaccine Card.

The CRD said putting the deadline two months away

gives employees who haven’t already got their first dose sufficient time to get fully vaccinated.

Refusing to comply with the proof of vaccination policy by Dec. 13 may lead to consequences, the CRD said,

which could include ending a staff member’s employment.

Chosen as the site of the sought-after ‘Island Kids’ daycare in the show, West Shore Parks and Recreation’s preschool got a full-blown makeover last February. Green and cream walls were turned bubblegum pink and blue and a mushroom, castle and giant tree sprung into existence in the space.

Sooke trucked water company looking to expand, preparing for future droughts Owner Nick Leslie says a growing number of people have come to depend upon trucked water Bailey Moreton News Staff

When last year’s drought hit Vancouver Island, Nick Leslie was run ragged.

The owner of South Island Water — he bought the company with his dad in June of this year — was working 18 hour days delivering water to people in communities across the Island.

Leslie estimates he had between 3,000 to 4,000 people getting deliveries at the peak of the drought.

“I do come from an oilfield background, so I’m used to a 24- hour on-call situation,” he said. “I’ve spent 16 years being on call 24 hours a day, seven days a week, and I thought this was going to be a break – I mean, it’d be a cakewalk, 24 trucks to three, I can run three trucks in my sleep – but it is so much more demanding because you’re dealing with 30 to 45 customers a day.”

Mike Hicks, the Juan de Fuca Electoral Area director, says with development expanding and the lack of information about the number of wells connected to aquifers, trucked in water could become increasingly relied on.

Leslie says his company isn’t thinking of

shutting down; it’s looking to expand.

The company should have two more trucks within the year, and Leslie says he hopes to have 15 within five years.

He says because of its experience working in the oilfields, South Island Water is well-positioned to meet growing demand in the future.

“The average person, to buy a brand new water truck right now, often will cost at least $250,000, with a 12 to 18-month wait,” he said. “If you walked into a builder tomorrow with $300,000, they might get your truck in a year. But because of our work in the oilfields, a building company told us we’d be first on the list to get new trucks when they’re needed.”

Leslie says trucked in water has become an essential service, and that makes the work rewarding.

He was born and raised in Sooke but moved with his dad, Doug, to Alberta to start a trucking company during the oil boom and make money. He’s selling off that company and moving back to Sooke to run South Island Water full time.

“I spent 16 years in the oilpatch where I was called an idiot to my face daily,” he said. “The amount of appreciation from the customers is so foreign to me. It’s super rewarding. I’m not a doctor. I don’t see what that’s like to be in a rewarding job like that. But something like this is pretty cool.”

One story in particular highlights the importance of his work.

“There’s a lady called in for water. I was so tired. I wanted to tell her no. I went there at almost 10 p.m.,” he said. “And when she came out to pay me, she was eight months pregnant.

And I just thought to myself, ‘Thank God, thank God,’ I didn’t just give up and say no.”

Campaign aims to raise funds for new hospital equipment Emerge Stronger will support securing more than 200 pieces of medical equipment Jake Romphf News Staff

The Victoria Hospitals Foundation is looking to raise $10 million for more than 200 needed new and upgraded pieces of equipment for Greater Victoria’s three hospitals.

The Emerge Stronger fundraiser is the foundation’s largest annual campaign to date and will have three phases. The first will fund equipment that’s a priority for essential hospital services that have been impacted by the pandemic – supporting departments like cardiac, emergency and surgery.

Then, funds will go toward aiming to keep patients close to home by advancing local care, in areas like pediatrics and maternity. The final phase will support improving care through in-

novation.

“It takes a community dedicated to supporting our hospitals to ensure the best and brightest technology,” Avery Brohman, the foundation’s executive director, told a news conference on Thursday (Oct. 21).

One of the improvements the campaign will fund is replacing the 20-yearold chemistry automation line with a new $1.175 million system. The new line will be able to process blood samples more quickly and allow for a patient’s sample to be moved to the front of the line when it’s a priority.

“Getting quicker results, whether you’re a patient waiting in emerge for results to get discharged or a physician in the ICU waiting for results, we can get that to them that much quicker so proper care is provided,” Wilson Louie, chief technologist at Royal Jubilee Hospital, said while in the hospital’s lab on Thursday.

of 360 patients every day.

“Without equipment, we’re making critical decisions without the full picture or we’re delaying care or not providing the right care at all and that’s why donor support is key,” she said.

Kelly was glad to see an improved chemistry line included in the campaign.

“That new equipment can process more samples, needs less downtime for re-calibration and will help improve the efficiency within our department, let alone how it can help the rest of the hospital,” she said.

Elin Bjarnason, a vice president of clinical operations at Island Health, said the pandemic’s fourth wave has been the most stressful one yet for frontline medical staff and the campaign will help advance local health care.

West Shore Local Area Transit Plan

Help Us Shape the Future of Transit in Victoria BC Transit has launched public engagement to seek feedback on transit service improvements in the West Shore portion of the Victoria Regional Transit System.

The West Shore Local Area Transit Plan engagement process will determine transit service priorities for residents, which will help guide transit decision-making and determine service and infrastructure improvements throughout the West Shore.

A few of the specific items BC Transit is asking for the public’s feedback on include:  The future West Shore to Downtown RapidBus route and possible station locations  Routing changes and frequency improvements for the next 1-2 years to better serve existing higher ridership and population areas.  Further improvements for the next 3-5 years to serve future planned development.

Businesses throughout the West Shore are concerned about how new provincial minimums on paid sick days could impact their operations.

The B.C. government is currently developing paid sick leave legislation set to be implemented on Jan. 1, 2022. After consultation with businesses and an online survey, the province is currently choosing between three options, mandating a minimum of three, five, or 10 sick days for B.C. businesses.

“If the businesses are expected to pay for all of this, which right now, that’s what it’s looking like, 10 days will bankrupt some businesses,” said Julie Lawlor, the executive director of the West Shore Chamber of Commerce.

Currently, half of working individuals do not have employer-paid sick days and six out of 10 employers don’t offer it, according to the B.C. government.

A recent B.C. Federation of Labour report stated that 89 per cent of those surveyed believed that providing paid sick leave was an employer’s responsibility.

A post from Tesla owner David L. to the Facebook group “Tesla Owners Club Vancouver Island” on Oct. 18 suggested the possibility of a temporary service centre in Victoria.

“This afternoon I was told by a very reputable source that Tesla will soon be opening a temporary service location in the Victoria area,” David said.

“The location is under wraps but there will be an announcement in the next week or two.

The BCSC states in a press release Timothy Durkin raised a million dollars from an investor between December 2015 and March 2016 by promising a 40 per cent share in the hotel through the purchase of shares of a company named SHH Holdings Inc. “In reality, SHH did not have any ownership interest in the corporation that owned the hotel. The investor did not recover any of the $1 million paid for the shares,” the BCSC said.

The BCSC alleges that by deceiving the investor, Durkin and SHH committed fraud under the Securities Act. The allegations – which have not been proven – will be the subject of a hearing in November.

The BCSC’s allegation is the latest twist in a years-long saga over control of the Sooke Harbour House.

A year ago, Frederique and Sinclair Philip, who previously owned the Sooke Harbour House, were awarded more than $4 million for

what B.C. Supreme Court Justice Bill Basran called a “six-year odysews sey of lies, excuses, threats, intimidation and bullying” by Durkin and his partner Rodger Gregory.

For more than 35 years, the Philips owned, operated, and built the hotel into a world-class destination.

In 2012, the Sooke couple chose to sell the hotel to begin their retirement. But after three failed deals, they decided to go with Durkin and Gregory in March 2014.

The Philips were led to believe that they would get $2 million, as Durkin claimed his company, SHH Holdings, had the funds to cover the mortgage and interest owed on the property. SHH Holdings never raised more than $54,000 from investors.

This isn’t the only case Durkin has dealt with in court.

The Sooke man is suing Facebook for $50 million for an “imposter account” that appears to be trolling him. The account features a photo of Durkin’s face and the background of a person in handcuffs, and an orange prison jumpsuit.

Durkin is also fighting a 2017 deportation order from Canada after his alleged involvement in a U.S. Ponzi scheme.

IAG Enterprises Ltd., a North Vancouver real estate company, bought the Sooke Harbour House property in a court-ordered sale for $5.6 million in 2020. The 28room hotel is expected to re-open this spring after renovations are completed.

Sooke Philharmonic to host first indoor concert since pandemic Bottle Drive for Tots The Oct. 31 musical event is at Sooke Community Hall After more than 18 months without in-person indoor concerts, the Sooke Philharmonic Orchestra will again play music with Together Again, a concert featuring violinists David Stewart and Paule Préfontaine.

The Oct. 31 concert begins at 2:30 p.m. in the Sooke Community Hall.

Yariv Aloni, the orchestra’s music director, will conduct the ensemble in a program highlighting string orchestra works: Respighi’s peaceful Ancient Airs and Dances for Strings, Elgar’s haunting and soulful Sospiri, and Weiner’s Divertimento No. 2, based on Hungarian folk melodies.

guished careers in Europe, Stewart and Préfontaine will perform Vivaldi’s Concerto for Two Violins in A minor and Piazzolla’s Libertango.

“We are eager to play for a live audience in Sooke, our wonderfully supportive home community,” said Aloni. “The performance is named Together Again in celebration of the musicians and audience reuniting in concert, as music lovers are able to enjoy live performances once again.”

Those at the concert, including musicians and volunteers, are required to be fully vaccinated against COVID-19.

Face coverings and social distancing are also required.

Tickets are $25 for adults, $20 for seniors, children 18 and under are admitted free.

Construction will soon start on a new industrial strata development in Langford which will provide much-needed space for businesses.

The McCallum Road project is being built on a seven-acre lot by Vancouver-based developers PC Urban Properties and will provide 160,000 square feet of available space when completed.

Vacancy rates for industrial zoned units is at 0.4 per cent for the Greater Victoria area, an all-time low, according to a report from Colliers, a Victoria-based real-estate agency.

Additionally, industrial vacancy rates on the West Shore are down to 0.1 per cent, according to a report from Cushman & Wakefield, another Victoria-based real-estate company.

“There are a growing number of small businesses in the area struggling to find space,” Elizabeth J. Mears, an associate at Cushman

& Wakefield, said in a statement. “Some companies here are operating out of garages, and we see many businesses are moving up from Victoria.”

PC Urban Properties said in a statement the development would be ideal for businesses in e-commerce, industrial service, high-performance fitness, marine service and private investors. Demand for space for businesses is seeing the limited supply being snapped up almost as quickly as it’s put onto market.

Nearly half – 43 per cent– of the office space under construction in four western community markets – Langford, Colwood, View Royal and Sooke – has already been pre-leased, according to real estate market analysts CBRE Group’s Victoria office report.

Ground is set to be broken on the project in January 2022, with the tenants scheduled to be able to move into the units in the first three months of 2023.

RCMP bust Langford man for suspected drug trafficking West Shore RCMP arrested a young Langford man after finding him in possession of suspected drugs and two weapons. RCMP acquired a search warrant for the 29-year-old’s Atticus Crescent home following a two-month-long investigation into drug trafficking in

Greater Victoria.

On Oct. 8, officers and the BC Highway Patrol Police Dog Service searched the man’s home and vehicle. They found and seized one ounce of suspected cocaine, half an ounce of suspected crack cocaine, a handgun, a shotgun,

over $4,000 cash, and a Range Rover vehicle. Police arrested the man and will be recommending criminal charges against him.
