Police board decries politicization Continued from A1 “There was a lot of soul-searching,” Locke told the Now-Leader. “I just think the residents of Surrey deserve better, they need to be respected, they need to be heard. That’s really why I ran in the first place, because I felt Surrey residents needed to be heard at city hall.” In response to Locke’s vow to halt the policing transition, Melissa Granum, the Surrey Police Board’s executive director, issued a statement on Monday seeking to “clarify” some “recent public statements” on pausing or stopping the transition. It noted the Surrey Police Service falls under the provincial government’s authority and not local government and that the “claim by some parties that a mayor and council could unilaterally pause or stop the development of SPS is misinformed. “Mayor and council cannot make this decision without the approval of the province.” Councillor Jack Hundial, also with Surrey Connect, replied that “technically that is correct, but at this point the provincial government said two things – one, that it is up to the elected officials in the City of Surrey, and the second piece of that, if that was the case, then why did they approve Darlene Bennett’s call for a referendum?” Last month Elections BC approved Cloverdale resident Darlene Bennett’s initiative petition to give Surrey residents a say on whether a binding referendum should be held on Surrey’s controversial policing transition. After the petition is issued on Aug. 16 Bennett will have 90 days to collect the signatures of at least 10 per cent of registered voters in all of B.C.’s 87 electoral districts, and submit them by Nov. 15. With cannabis home delivery available in B.C. for more than a week now, Surrey city council’s decision to not allow retail stores has essentially become moot. “I think it’s absolutely a problem. This has changed everything – that it can have delivery,” said Councillor Brenda Locke, now a mayoral candidate for her Surrey Connect slate. “The people want to have access to cannabis. There’s no doubt about it and people are going … to Semiahmoo and they’re going to New West now.” Surrey residents can now order their cannabis products and have same-day delivery – which can be delivered by motor vehicle, bike or on foot as long as it’s stored securely – of a product

Safe Surrey Coalition, the majority on city council, has yet to approve a cannabis store in the city despite the federal government legalizing non-medical cannabis on Oct. 17, 2018. “I think, absolutely, council is going to have to look at this,” Locke said. “It’s a legal product in the province of British Columbia and the country of Canada and we can keep our head in the sand, but it’s a legal product and we should be able to purchase it if Surrey residents choose to.” Surrey Mayor Doug McCal-

lum did not return multiple requests for comment by the time of publication. The provincial government announced June 17 that it would be allowing cannabis retailers to deliver non-medical cannabis products directly to consumers starting July 15. That followed B.C.’s announcement in August of 2020 allowing cannabis retail stores to sell their products online. Vikram Sachdeva was on his way to deliver a same-day order to Surrey from Chilliwack when he talked to the Now-Leader. “We want to cover the Lower Mainland from Delta to Chilliwack for now and then expand our delivery service to pretty much all of the (Greater Vancouver area) and serve the communities that don’t have a store right now,” said Sachdeva, founder and CEO of Seed and Stone. “That’s why we took the risk right now to start from Chilliwack, so that the customers understand that we will go leaps beyond to get the right product into the right hands.”

While Sachdeva is unable to open a brick-and-mortar store in the city, the company’s head office is located in South Surrey, with plans to open a store in White Rock along Marine Drive. They were also just licensed in Delta to open a location on Annacis Island. Sachdeva said he would love to open a store in Surrey. “The office is here. We still want to contribute to the economy of Surrey and B.C,” he said. “You wait patiently. Asked about this, Popham said she thinks it was “maybe a little bit surprising” that she weighed in on the issue, “but the importance of agriculture to our province is enormous, it’s a huge economic generator.” “Surrey does have a third of its property in the ALR so you can’t, in my view, you can’t really operate Surrey without acknowledging agriculture and so the reason why I weighed in is because I don’t know of any community, really, that hasn’t realized that food security is one of the biggest issues that we’re going to face around the globe and so it just seemed like a really bad decision.”

Millions in new funding from the federal government will allow Simon Fraser University’s quantum computing institute to hire at least 100 personnel and help up to 10 businesses adopt quantum technologies. In a release from SFU, the Quantum Algorithm Institute at SFU Surrey received $2.21 million in funding from the federal government’s Western Economic Diversification Canada fund. The release notes the funding will also be used to renovate its state-of-theart hub. “This funding will further contribute to the mission of the Institute in bringing academia, indus-

try and government together, and raise awareness of the province’s flourishing reputation as a leader in quantum computing,” said Dugan O’Neil, SFU’s vice-president of research and international. Quantum technology, according to SFU, is a new generation of optical and electronic devices that use quantum effects to “significantly enhance the performance over that of existing technologies,” such as computers that are able to solve problems the largest classical computers would take “thousands of years to solve, but in a fraction of the time.” SFU adds this technology will have “significant impacts” across many sectors, including manufacturing, natural resources, finance, engineering,

Brad Lackey, senior principal researcher from Microsoft and the chair of the Quantum Algorithms Institute’s board of directors, said when the new facility opens in the spring of 2022, it will provide a “key venue for fostering academic-industry collaboration, it will enable all the cross-disciplinary interaction needed to prepare

our students for entering the quantum technology workforce.” The Quantum Algorithms Institute was first announced in October of 2019, touted as a “visionary” project that will help position Surrey’s City Centre area as the region’s second downtown core. At the time, the provincial government announced $17 million over five years to get the project up and running.

The majority of the 60plus people who had called in to speak to the project proposed by UNITI – a partnership of Semiahmoo House Society, Peninsula Estates Housing Society (PEHS) and the Semiahmoo Foundation – had expressed support, citing a “critical” need for the type of housing proposed, and excitement at potentially calling it home. “My parents are aging and I would like to move into my own place,” said Manjeet, 35. “My community, my family, my friends are all in this area. I have Down Syndrome and I need affordable housing where I can be supported to live independently.” Council defeated the project on a 5-3 vote, with Councillors Brenda Locke, Steven Pettigrew and Jack Hundial in favour. Councillor Linda Annis recused herself. “To me this is a community asset,” Locke said. “This is an asset to the entire city.” Hundial said “the most key reason” he supported it

is “people with intellectual disabilities don’t have the same housing options as everyone else.” In an early-morning tweet, the organization’s CEO described the decision as devastating. “Despite overwhelming public and city staff support, Harmony was not approved by @CityofSurrey Council this morning,” Doug Tennant tweeted. “Devastating for those who have waited years for a place they could call home.” The building was to include a combination of inclusive, affordable and close-to-market-rate units, and more than 200 people. Area residents who spoke against the project were not opposed to the concept, but said they were not OK with its proposed height. The variance sought to increase the allowed height to 19.2 metres from 13m. “How is a six-storey complex right in the midst of two-storey homes compatible with the existing neighbourhood? It isn’t,” said Glen Chambers, a resident of the High Grove development located behind Peninsula Estates. “The buildings are too high and the neighbourhood will be forever changed.” Online comments following word of the project’s

Locke on Tuesday said she had expected the project to move forward, because “there was so much support.” Councillor Laurie Guerra said she voted against it after hearing from neighbours of the site that they weren’t consulted as promised, and that UNITI officials had been unwilling to compromise on the height. “I felt that there was merit to the project and I thought if they had just collaborated a bit more,” Guerra said. “But the heights of the buildings were just devastating for these people. “I was convinced that they could come up with a

solution,” she continued. “You have to give and take on these things. I still think that there could be potential for that.” Tennant said Tuesday that UNITI had addressed all of the concerns that were raised by mayor and council, and that it’s defeat was confusing. At the same time, he said he was heartened to hear the community embrace the type of housing that was proposed. Despite the uncertainty created by the defeat, Tennant said UNITI will “never” sell the Peninsula Estates property, which has offered affordable housing since 1983. But probably a little puzzled, too, given the defeat Safe Surrey Coalition’s majority brewed up for lone Surrey First Councillor Linda Annis’s motion, served up a full 120 minutes and then some after the witching hour. Following a public hearing in which one speaker, after another, after another, after another cued up to let their concerns be known to the politicians on a string of land-development issues, Annis, at 2:04 a.m. Tuesday, began her argument in support of her motion to have council put a cap on such late-night, head-nodding, eyelid-dropping meeting marathons. (See story page 16.) You’d think it was the perfect time for her to drop this on council, given the late hour and given the gruelling session they’d just been through. You’d think every atom of council’s collective being would have

screamed out, “Yes, yes, please yes.” You’d think. Instead, the motion was defeated. The lesson? Never underestimate that peppiest of political pep pills, partisan politics. It clearly abides day and night. For some, it’s in the blood. Anyone who has pulled an all-nighter or two back in their school days, or has cared for a newborn baby, knows the toll sleeplessness can take on the body and mind. As Annis said, “When it creeps up to one and two in the morning, we’re not at our best.” Whether you are a fan of Mayor Doug McCallum or not, it is undeniable that our 77-year-old mayor, who this week presided over a meeting that began at 2 p.m. and ended at 2:19 a.m., is a machine. However, the 2018 election gives some clues as to what is most likely to happen. Under mayors Dianne Watts and Linda Hepner, and thanks to millions of dollars in donations from developers, Surrey First had held all nine seats on council for several terms. It split apart into two rival groups in 2018, mostly over which Surrey First councillor would be the mayoral candidate. McCallum, who was mayor from 1996 until 2005 when he was defeated by Watts, came up the middle to win. Surrey First did not die of its self-inflicted wounds. Freshman Councillor Linda Annis is its only elected member. She is considering running for mayor herself, or a former Surrey First council member may reappear on the ballot. are trying to defeat McCallum, he’s in the driver’s seat. McCallum has many detractors, but his support base hasn’t really diminished. He is basking in the glow of the SkyTrain extension along Fraser Highway, which is almost universally supported by Surrey residents. The level of support for a Surrey Police Service, his other major campaign pledge, has declined. However, there is a significant group of residents who want the new police force and appreciate his strongman style of governing. The current attempt to force a referendum on the police transition is a noble effort, but faces steep uphill odds. A major decision on policing should be made by the public, not politicians. However, the effort to force a referendum is

likely to fail, as it requires support across the province. Most likely, the police force will either be in place by October 2022 or be very close to the finish line, even though Locke has vowed to stop the transition, if elected. The province has taken a hands-off approach to the transition. In 2018, no less than eight slates contested the election. Six of them fielded candidates for mayor. About one-third of the eligible voters cast ballots. There were eight candidates for mayor, and 48 people running for eight council seats. With a split opposition, 2022 could easily be a repeat of 2018, and McCallum may well be re-elected. Frank Bucholtz writes twice a month for the Now-Leader.

The Editor, Re: “If elected mayor, Brenda Locke says she will bring Surrey policing transition to ‘screeching halt,’” the Now-Leader online. It is always a welcome sight to see any candidate put their name forward for election. However, despite my appreciation of Brenda Locke’s record as both a councillor and MLA, I have grave doubts as to her ability to lead our city. Looking at her record, she ran with the McCallum team in support of removing the RCMP, and on her first item of business as a councillor, voted in favour of moving ahead with the RCMP transition. What Locke fails to comprehend is that the public is not necessarily for or against the transition, but rather the fact that McCallum and his band of lackeys, (of which she was one), have consistently failed to advise us, the taxpayers, as to what the transition will cost – now and in the future. This is the information the public wanted to know during the past election, not political one-liners that simply provide good sound bites.

I strongly suspect that 60 per cent of the voting public already knew McCallum was a bully and one-man show – his previous defeat to Dianne Watts was clear evidence of ‘his way or the highway.’ Since her defection from the McCallum team, Locke has decided to vote against most any policy put forth by the majority coalition. So we have a candidate who ran on a platform and now is against everything that she stood for. It’s the price of politics, but it is also a theatre of what we could expect from this group of elected individuals in the future. Maybe we should find one candidate, (Tom Gill, Bruce Haynes or Dianne Watts) who knows how to build consensus in council and can rid us of the current dysfunctional council.

A revised plan for South Surrey’s Campbell Heights area received a thumbs-up from Surrey council early Tuesday (July 27) morning, following a public hearing that stretched over six hours and logged comments from more than 100 people. The Safe Surrey Coalition majority voted just before 2 a.m. to give third reading to a bylaw that amends the city’s Official Community Plan to align with the Stage 1 Land Use Plan for approximately 600 acres on the South Surrey-Langley Township border – bounded by 20 Avenue to the north, 196 Street to the

east, 8 Avenue to the south and approximately 186 Street to the west. Among other things, the amendments expand the urban containment boundary south of 20 Avenue and redesignate the area as employment lands, essentially – upon approval from the Metro Vancouver board and final adoption – clearing the way for industrial development. According to the city clerk, the city received 1,123 written submissions supporting the plan and 497 opposing it. Of 89 who called in but did not wish to speak, 32 were in support of the bylaw and 57 voiced opposition. Those who spoke in favour of the plan during Monday’s public hearing cited the need for land to expand business, and described the area in question as unsuitable for farming. South Surrey physician Sean Petrovic said he has tried for two years to lease out two properties

he has in the subject area to no avail, due to soil conditions. “My lands presently provide little to no economic benefit to the community and anyone who argues otherwise is out of touch with reality,” Petrovic said. “These lands would be better-suited to a business-employment designation.” Opponents, meanwhile, emphasized the area’s sensitive habitat, and the risks industrial development poses for the Little Campbell River, which bisects the site. David Anderson, a director of A Rocha Canada’s Brooksdale Environmental Centre – located on 18 acres of the subject site – and Sarah Rush, of Friends of Hazelmere Campbell Valley, reminded Mayor Doug McCallum and Safe Surrey Coalition council members of a pre-election commitment to support the urban containment boundary and preserve the area.

“Take note of what you said, take note of what you promised and abide by your commitment,” Rush said. McCallum made a point of disputing the claim, saying the coalition had committed to not allowing residential development to go below 16 Avenue, but “always said” that it would look to allow industry in the area. Tuesday’s vote authorizes staff to submit a regional growth strategy and regional context statement amendment application to the Metro Vancouver board for approval of the landuse designation amendments. Rush said Tuesday that stewards and stakeholders were not surprised by council’s decision, but that she was frustrated by the process leading up to it. Surrey city council’s Safe Surrey Coalition members have awarded more than $16.2 million in construction contracts related to the 84th Avenue corridor project to connect King George Boulevard and 140th Street at the south end of Bear Creek Park. Council voted on the matter early Tuesday morning. Staff recommended Tybo Contracting Ltd. be awarded a $15,524,250 contract for work on the corridor and “associated park improvements” and Aplin & Martin Consultants Ltd. be awarded $682,500 for related engineering construction services. The project was originally estimated to cost $12.25 million to $13 million. A corporate report by Scott Neuman, the city’s general manager of engineering, says there’s funding approved in the 2021 transportation and utilities budget that includes “the unforeseen $3 million in park and environmental enhancements and $2 million for landfill soil disposal.” Councillors Steven Pettigrew, Brenda Locke, Jack Hundial and Linda Annis voted against it. “It’s clear the community doesn’t want this road going through,” Annis told council. The contract work is expected to begin in August 2021 and be done by September 2022, one month before the next civic election. Construction will be permitted from 7 a.m. to 10 p.m. Monday through Friday, in compliance with Surrey’s noise control bylaw, and 24 hours a day, seven days a week for work that’s not adjacent to the strata property at King George and 84th. Neuman stated in his report 63 trees measuring at least 30 centimetres in diameter at breast height will be removed. Fifty-five are Alder and Cottonwood, and to “offset the trees removed,” he said, “the city will plant all trees at a three-to-one ratio,” exceeding that required under Surrey’s tree protection bylaw. Locke, who is running for mayor in the 2022 civic election, said she thinks the 84th Avenue project is “completely wrong.” “We don’t need that road there,” Locke said. If she’s elected mayor and the road is not finished by then, she said, “the road will not be finished.”

Surrey city Councillor Linda Annis launched into her argument to have council put a cap on late night meetings at 2:04 a.m. Tuesday, toward the end of a sitting that ran for more than 12 hours. The Safe Surrey Coalition majority on council defeated her motion. Annis wanted council to instruct city staff to “explore options” to ensure meeting hours don’t extend into the early hours of the morning. Monday’s meeting ended at 2:19 a.m. Tuesday. “Council meetings are going far, far too late,” she said. “The public that has to go to work in the morning, many of them aren’t able to stay up and participate and listen to what’s being said. I also think that as council members, when it creeps up

to one and two in the morning, we’re not at our best.” Councillor Laurie Guerra asked if that wouldn’t “completely supersede the mayor as chair of council’s authority to be able to extend a public hearing.” Mayor Doug McCallum. “I don’t support this at all,” he said, noting some meetings will be short, others long. “There’s all sorts of circumstances why we have to go late. First of all, in the development industry, developers, if we don’t get to their thing because we have to cut off,” he said, “and they have to wait a whole week, that costs them hundreds of thousands of dollars.” Councillor Brenda Locke supported the motion. “Like you Mr. Mayor, I have been here for 17 hours today and that’s a long time,” she said. “But I think more importantly for me, these

meetings are here for the residents, for the citizens to participate and listen to what’s happening in their city.” Annis suggested that, like other big cities do, Surrey’s meetings could start early in the afternoon. Council heard that a typical meeting will have between 30 and 60 people watching. “I’d work 24/7, I don’t care,” Councillor Allison Patton said. “If we’re really worried about residents, perhaps this is not the most worrisome thing we have if we’ve got 30 out of our 600,000 listening. Probably they’re reading the paper, they’re tweeting, getting tweets from us or whatever they’re getting, there are other ways we’re communicating.” After Annis’s motion was defeated, McCallum said he’d “work with staff, as chair, to look at it.”

Award-winning music video director Stephano Barberis has shared news of his “personal work-related holy grail.” The Surrey-based Barberis is hired to direct the “massive” visual component of the next world tour by synthpop duo Erasure, his favourite band since childhood, and will Barberis also direct a video for a new song of theirs. “I’ve been sitting on some news for quite a while now, and I’m so ecstatic that I’m tearing up typing this,” Barberis posted to Facebook. “Knowing that my visuals will be shown in venues as iconic as Radio City Music Hall in New York City is beyond mind-boggling,” he added, “not to mention that I’m working with one of the world’s greatest set designers.” Barberis has won dozens of awards for his videos, mostly in the country-music genre. Meantime, Erasure’s “Neon” concert tour plays European venues starting Oct. 1, followed by a North American leg in January and February. The tour does not include a Vancouver date, and the closest to B.C. is a Feb. 23 concert in Portland.

oy Chapman knows all about going all-out for something you want to achieve. In February, at age 52, the Clayton-area country singer, songwriter and tribute artist’s perseverance paid off when she became the Guinness World Record-holder for the lowest vocal note recorded by a female – a very deep 33.57-hertz C1 note. Now she has released a new single – alongside her current retro-modern country album debut Footprint In My Songs – that she hopes will inspire others to take a chance and go for their heart’s desire. The single “Could’ve Been Yes” – described by music critic Kristina Mondo as “hard-rocking fusion of country, rock and rockabilly,” and which Chapman herself acknowledges is reminiscent of some of Shania Twain’s classic hits – is ostensibly about “a guy not being brave enough to ask out the girl he really wants to.” But Chapman says she thinks it embraces an even more universal theme, about the “would’ves and should’ves” that everyone looks back on with regret. “I was thinking about how many times people don’t go after what they really want,” she said in a statement about the new release. “It’s usually out of a fear of rejection – but if you don’t have the courage to ask, you’ll never know. Because of that, I think the message of the song can be taken further and applied to any aspect of one’s life when you’re not going ahead and giving something a try.”

But it was a hard-won victory that took a year to accomplish – in the midst of technical issues including a low-end limiter on her mic, studio noise and camera issues with recording a video that would qualify for the Guinness panel, she was also grieving the sudden, unexpected death of her mother. The effort to record a successful video showcasing the lower end of her range also put pressure on her and her vocal chords, she told the

Now-Leader in April. “(I was) so uptight with everything,” she recalled about the moments before making her attempt, that her vocal chords tightened up, not allowing her to sing as low as she usually can. “It’s not even my lowest note, so I’m going to do another attempt to smash the record,” she promised. With a mother who was a music teacher, Chapman said she got an earlier start on developing technique than most. A lifelong love of poetry also informs her songwriting and performance career, which has seen her create her own ‘Divas’ tribute show, and perform on the main stage at the PNE. Chapman also toured with Legends International for six years (2014-2020), and in 2019, released a novelty holiday single, Santa Claus Drank All My Beer Last Night.

To her musical abilities, she adds an introspective – but also humourous and witty – perspective on life that she said sustains her through the rejection that all striving musicians have to deal with. “It’s that great hockey analogy: 100 per cent of the shots not taken won’t make it into the net,” she said. “I don’t care anymore. I just keep sending in (demos) and trying. What’s the worst that can happen, really?
