Council Meeting Highlights These highlights are a synopsis of the January 8, 2018 Regular Council Meeting. The agenda, full meeting minutes, and webcast of the Council Meeting can be found online at mission.ca/municipal-hall/mayor-council.

Official Community Plan Bylaw Adopted Official Community Plan Bylaw 5670-2017 has been adopted. The new Official Community Plan (OCP) was developed between November 2015 and December 2017 through the Make it Your Mission project, which included public open houses, neighbourhood meetings, specific topic workshops, online surveys, consultation with stakeholders. Built on community input, the OCP represents Mission’s vision for the future and will provide a framework to guide growth and decisions about the use and management of land and resources in the municipality. The new Official Community Plan and accompanying maps are available on the OCP review website at makeityourmission.ca.

Freeman Heather Stewart Remembered A moment of silence was observed in honour of long-time resident and Mission Freeman,

Ice Storm Cleanup Heather Stewart, who passed away on December 25, 2017. Freeman Stewart was known for her dedication to serving others and her commitment to the community. She served two terms as a District of Mission Councillor and was an inspiration and a mentor to countless young women in the community.

Equipment Purchase of Three Tender/Tanker Fire Apparatuses Council has approved the purchase of three tender/tanker fire apparatuses from Commercial Emergency Equipment Co./Maximetal to replace three existing trucks that will exceed their life cycles between 2018 and 2020. Council has approved a replacement cost of $782,278 (including PST) for Tankers 1 and 3 in 2018 and $418,279 (including PST) for Tanker 2 in 2020. The replacement of all three fire apparatuses has been budgeted for in the District’s Financial Plan.

Residential Disposal Options for Fallen Branches from the December Ice Storm The District is implementing the following options to assist residents in the clean-up and disposal of branches and tree debris as a result of a severe ice storm experienced throughout the District on December 29, 2017:

• Residents will be able to drop off their yard waste free of charge (provided the tree sections are less than 5 feet long and no more than 12 inches in diameter) at the Mission landfill from January 9, 2018 to February 11, 2018. • District staff will use social media to promote the availability of larger wood debris for firewood, woodcraft and art uses. Residents can also dispose of fallen branches and tree debris in compost bins or bags as part of their regular curbside collection, provided the trimmings are bundled and no more than 5 cm in diameter or 90 cm in length. The number of weekly curbside compostable collection containers and yard waste bundles will be limited to a combined total of 10 between January 9, 2018 and February 11, 2018 so that the contractor is able to keep up with the demand.

Temporary Budget for Overflow Extreme Weather Shelter Beds Council has approved a budget of $5,000 to be reallocated from the Gaming Reserve Fund in order to fund additional extreme weather beds in Mission between January and March 2018. The budget will assist in the opening of additional extreme weather shelter bed spaces for youth and women at the Elks Hall as needed.

District crews are busy cleaning up debris and repairing damage from the ice storm and parks crews are attending to ornamental trees planted on boulevards. As we clear debris from municipal property we would like to remind property owners of their responsibility to clear sidewalks and boulevards along their property. Property owners are responsible for clearing and removing fallen trees and debris from sidewalks and boulevards along their property. For more information about the responsibilities of residents and property owners please read the Good Neighbour Guide available at mission.ca/bylaw-enforcement.

Free Tree Debris Drop-off Please do not dump debris on public land. Mission residents can drop off tree debris for free at the Mission Landfill until February 11, 2018. Free drop-off is limited to Mission residents only. Proof of address may be required for those without an existing window decal for the landfill.

Revitalizing Mission’s downtown core has been on many business owners’ wish list for years. And now, as long as everything goes to plan, it could soon become a reality. Construction is tentatively set to begin in two months (March 19) but there is still a lot of work to be done and contracts to award before anything happens. Jay Jackman, manager of development, engineering and proj-

ects for the District of Mission, said he wants it made clear that “we have an approved budget, but we don’t have a contract with a contractor.” Currently, there is a live competition going on to accept bids to perform the work needed. asking for more financial support from the province. Plecas felt the government should at least match the funding provided by the district. The $5,000 will be enough to open extra beds for an estimated eight or nine days. The average cost to open extra bed spaces and pay staff is about $600 a day. Kristen Hargreaves, the district’s manager of social development, told council that in the past 10 days there has been an estimated average of four to six turn-aways of men and one or two women from Haven in the Hollow per night. “It’s partially due to capacity but more often than not it’s also due to the behaviour people are demonstrating. We do have options that we try to put together for people when that happens,” Hargreaves said. Those options include transporting people to Abbotsford if there is space. However, Hargreaves said people often refuse to go and some end up spending the night in police cells. “That’s not great, but it’s better than nothing.”

The Crown argued that just because the MMPR was found to be invalid, it does not mean that the sections of the CDSA that make it an offence to possess, grow or sell marijuana should be unenforceable. “The Crown says firstly that the law is otherwise, and if the federal court had intended to invalidate the relevant sections of the CDSA, it would have ordered so,” court documents state. Skilnick agreed with the Crown’s position, ruling that at the time of the alleged offences, “it was in fact an offence to traffic in marijuana.” Woolsey’s trial resumes in Abbotsford provincial court on Feb. 28.

A Mission man lost a court challenge this week to have his marijuana-trafficking charges thrown out. Bob Woolsey had argued during a hearing that ran from Nov. 20 to 23 and on Dec. 12 in Abbotsford provincial court that he was not operating against the law when he allegedly sold marijuana and other derivative products to undercover police officers in late 2015. Woolsey was operating a “compassion club” in Deroche at the time. The Crown alleges that he sold the products to the officers, even though they did not produce the proper medical documentation. Woolsey and his wife, Dawn Parker, were arrested by the Mission RCMP on Nov. 25, 2015 after police busted their location on Taylor Road. Woolsey was later charged with five counts of trafficking in a controlled substance. His trial on those charges began in November and will continue now that the application to quash his indictment has been heard, with Judge Kenneth Skilnick rendering his decision against Woolsey on Monday. In the application, Woolsey argued that at the time of his alleged offences, it was not against the law to possess marijuana or sell it. At the time, the Marihuana for Medical Purposes Regulations (MMPR) were in place. However, a federal court decision in February 2016 declared that a portion of the MMPR that prohibited patients from growing their own medical cannabis was unconstitutional. The government was then given six months to revise the regulations. Woolsey argued in his application that be-

Public school ‘crisis’ doesn’t really exist Tom Fletcher

B.C. Views As school districts around B.C. hire and train every qualified teacher they can find to fill an allegedly drastic shortage, the education ministry has put out the latest low-key update showing that the actual performance of the B.C. school system has no relationship to the hysterical political and media narrative that surrounds it. The latest data released by the ministry

show the slow but steady improvement in high school completion rates is continuing. The average for B.C.’s 60 school districts reached 84 per cent last year, rising by more than five per cent in the past 10 years. The improvement for students designated as having special needs is even more impressive. High school completion within six years for special needs students was up 2.4 per cent last year alone, and up 25 per cent in the past decade. Similar results have come in for Indigenous students, closing the gap between those groups and the general student population.

And how are B.C.’s public schools measuring up nationally and internationally? Here are quotes from the current education ministry fact sheet, taken from a 2014 Conference Board of Canada report comparing B.C. to the rest of Canada and 16 “peer countries” around the world: • B.C. finished ahead of all provinces. • Only Finland and Japan finished ahead of B.C. • More than 91 per cent of B.C. residents aged 25 to 64 have a high school diploma, higher than all other provinces and peer countries. Note that the latest high school completion results are for the 2016-17 school year,

before the B.C. government began pouring money in to hire 3,500 new teachers to meet the terms of a Supreme Court of Canada decision last year. How much money? In the government’s court submission in 2014, it estimated that restoring class size formulas removed in 2002 would add $40 million to the Surrey school district’s payroll costs in the first year alone. That’s just one of 60 districts. Was this decade-long court battle about improving performance, or hours available for one-on-one instruction time with students, or individual learning plans, or integrating special needs? No, it was not.

law. It ruled that the B.C. government had failed to meet its new standard, in legislative action that occurred five years before this judge-made standard was created. So what will be the effect of these 3,500 new teachers, many in non-classroom roles such as librarians? That remains to be seen. Perhaps the school completion rates will increase even faster, or the already impressive gains in Indigenous

Two close losses and a big win capped off the past week of action for the Mission City Outlaws, as the club continues to make a playoff push. The Outlaws ran into a familiar face on Jan. 10, when they travelled to Langley to battle the Trappers, as they squared off against former Outlaws goalie Keaton Dyck. The Chilliwack product was unstoppable against his former team, turning aside all 27 shots the Outlaws fired at him to earn his first-ever Pacific Junior Hockey League shutout. The game was scoreless until 19:31 of the third period, when the Trappers managed to slip one past Outlaws goalie Matthew Trulsen. Trulsen stopped 38 shots in the loss, and neither team managed to convert on the combined seven power play opportunities they received. The Outlaws then visited the Wolf Pack in North Vancouver, and were again victimized late to fall 2-1. Mission’s Kyle Mooney opened the scoring at 1:30 of the first period, and that goal stood until 12:41 of the second when North Vancouver tied

the game. The Pack added a goal at 7:18 of the third period to hang on for the 2-1 win. Both of North Vancouver’s goals were on the power play, while

Mission was unsuccessful in the five times they had the man advantage. Trulsen again was solid in between the pipes, stopping 32 shots in the loss. The Outlaws re-

Chamber offers a trip to Ireland

For the third time in as many years, the Mission Regional Chamber of Commerce has signed on to offer its members a “trip of a lifetime.� The 2018 destination will include two options – either a nineday or a 13-day all-inclusive trip to Ireland, departing in May. The Mission chamber is dedicated to providing its members with opportunities and benefits that speak to their business needs. During the Discover Ireland trip, members are given a chance to set up an in-person meeting with representatives in various industries to discuss business.
