Bylaw takes aim at propane cannons

The city has taken “the only course of action we have left” to deal with the conflict created by propane cannons, with a bylaw that will allow enforcement of the Ministry of Agriculture guidelines for bird scare devices, said Mayor Henry Braun. Braun told The News that council’s approval of the bylaw on Monday – which now requires

endorsement from the Ministry of Agriculture – will not please everyone, but is a first step to addressing the problem. The use of cannons is protected by the provincial Right to Farm Act. The devices, which emit multiple loud blasts, are used by farmers to protect their crops from birds, but many neighbours object to the noise. Last year, the previous council approved a bylaw with stricter

regulations than the current version, but it was denied by the ministry, which said the bylaw would effectively ban cannons on half the farms in Abbotsford. While Braun said he recognizes some residents are unhappy the city didn’t push that approach, he said the previous attempt for harsh restrictions didn’t work and “we lost a whole year.” “I understand the plight of those who have cannons right

That’s what happened to the Township (of Langley).” The new bylaw, like the ministry guidelines, allows the devices to operate from 6:30 a.m. to 8 p.m. – or from sunrise to sunset, whichever is less – and for single-shot cannons to go off once per five minutes and multi-

Metro jacks Matsqui garbage tipping Community Skate! fee over Abbotsford objection Jeff NAGEL Black Press

The City of Abbotsford is protesting Metro Vancouver’s sudden decision to jack the garbage tipping fee for the Matsqui transfer station from $109 to $150 a tonne – a 38 per cent increase. The Metro Vancouver board passed a bylaw Friday to impose the Matsqui increase while also cutting tipping fees to $80 a tonne for haulers that dump large loads at other Metro transfer stations. Metro officials claim they need the higher rate to get cost-recovery at Matsqui because of the flow of garbage to private transfer stations in Abbotsford. Friday’s vote by Metro politicians passed despite a last-minute plea from Abbotsford. “The new proposed 38 per cent rate increase results in an unbudgeted cost to Abbotsford of $190,000 for 2015,” Abbotsford solid waste engineering manager Barry Azevedo told Metro’s board. “The rate increase is unfair, non-transparent, without

Azevedo said the “sudden detour” by Metro suggests the neighbouring regional district is “acting punitively and in bad faith” to punish Abbotsford for withdrawing from the transfer station agreement. Besides the hit to

Abbotsford of $190,000 this year, Azevedo projects Metro will also drive away other users of the Matsqui transfer station with the sharply higher tipping fee, resulting in a loss this year to Metro of nearly $600,000. Metro’s rate cut at its other transfer stations is aimed at stopping the outflow of garbage from Metro to Abbotsford transfer stations and then south to be dumped in the U.S. A major jump in outbound garbage in recent years has cut into the tipping fees Metro gets and the province last year blocked the regional district’s attempt to outlaw garbage exports. Metro directors were critical of the provincial decision and the debate also touched on the risk of increased illegal dumping because of an increase in tipping fees for small loads dropped at other Metro transfer stations. Opponents of Metro’s garbage waste-to-energy strategy claim Metro’s efforts to keep waste within that region is to ensure there’s fuel to feed a future new incinerator.

Home invasion on Victoria Street Two women taken to hospital with undisclosed injuries Vikki HOPES Abbotsford News

Two women were taken to hospital with undisclosed injuries on Friday following a reported home invasion. No details have been released on the extent of the injuries incurred by the women, ages 38 and 64. The incident took place at about 10:30 a.m. at a home in the 2600 block of Victoria Street, just north of Union Avenue. Const. Ian MacDonald said on Monday that police are still trying to piece together all the details and are continuing to interview witnesses and examine evidence video footage, as well as evidence obtained at the

scene. MacDonald said it is unclear how many suspects invaded the home, but witnesses have indicated there were “multiple.” He said home invasions are typically targeted incidents, although there have been circumstances where the suspects invaded the wrong home. MacDonald did not know whether that was the case in this incident. He said the home in question does not have a significant history with police. The major crime unit is leading the investigation and is being assisted by forensic identification unit members and patrol re-

Abbotsford, which is updating its Official Community Plan (OCP), will host a Business Stakeholder Workshop on Thursday, Feb. 19 from 6 to 8 p.m. at the Clearbrook Library (32320 George Ferguson Way). Construction job growth in Abby

Construction employment in Abbotsford was more than 20 per cent higher in January than during the same period in 2014, according to statistics from the Vancouver Regional Construction Association (VRCA). The number of construction jobs grew to 11,400 in January 2015. While that number was up just slightly (0.9 per cent) from December, it was 22.6 per cent

above the January 2014 total. The VRCA attributed the growth to residential construction projects in the city. “Abbotsford’s growth points to opportunities for the construction sector,” VRCA president Fiona Famulak said in a news release. “Building permit activity, typically an indicator of future construction, increased across the region in 2014. We expect construction employ-

ment to strengthen later in 2015, as well.” Famulak said moderate growth in the regional economy and low interest rates will support construction activity in 2015. The increase was at odds with numbers elsewhere, as employment in Metro Vancouver dropped 1.1 per cent between December and January and was 14.5 per cent below figures from January of 2014.

Farmers will face fines for misuse From A1

ple-shot devices to shoot 11 times per hour with a break between noon and 3 p.m. Abbotsford’s proposed bylaw would only allow the devices to be used when registered annually with the city and to have signage with the registration number of the site and a phone number for those who would like to report a violation. Farmers would also have to have a bird predation management plan that includes information about the farm, what bird control techniques they are using, and records of bird presence and propane cannon use, which must be submitted to the city on request. Currently, when residents want to complain about cannon use, they are directed to the B.C. Blueberry Council, which employs liaison workers to try to address the issue – but a fine cannot be levied. Other communities, such as Langley and Delta, have ministry-approved bylaws close to existing guidelines and which implement fines. City clerk Bill Flitton said the bylaw gives the city a tool to encourage farmers operating outside the bylaws to gain

Moe Gill objected, saying it puts extra work on blueberry growers. He had previously opposed a proposed $125 registration fee, which was removed from the new bylaw. Coun. Patricia Ross asked why this new version of the bylaw removed the proposed registration fee of $125 per site, adding that Langley has a fee.

Flitton explained that he spoke with the manager of bylaw services in Langley and their fee can be considered a disincentive if the farmer doesn’t want to pay. He said if there is no fee it may encourage farmers to work with the city. The bylaw also implements fines for misuse, starting at $200 for a first offence, $300 for a second, and rising to $500 for third and subsequent offences.

Council approved the bylaw with Couns. Gill and Les Barkman opposed. Braun told The News the bylaw “gets us to first base.” The Ministry of Agriculture has said it is open to considering modification of the provincial guidelines if the city has supporting data. Though Braun said a ban in the near future seems unlikely, he said residents who want the cannons gone need to address the issue with their MLAs. He added that the problem also comes down to the issue of starlings, the main predator on blueberry crops, and the city is studying that. Council had previously looked to the Fraser Valley Regional District (FVRD) about the possibility of creating a regional program to manage starlings. The FVRD rejected the plan, citing concerns of costs, effectiveness, and pointing out that other jurisdictions have less of a starling problem than Abbotsford. A city report on the potential for a starling trapping program will come before council in the future for consideration.

New Abbotsford councillor receives $127,000 severance from previous job

Other Hand It’s so warm in Prince George, during the ongoing Canada Winter Games in that city, they had to shut down the outdoor speed skating oval, and ship those athletes a few hundred miles north to Fort St. John, to an indoor oval. And down here on the truly balmy coast, for the first time ever I had to cut my lawn in February. Truly unprecedented . . . the earliest I have ever fired up the mower was March 1, and it’s usually not until the middle of next month when the grass growth kicks in. Not only is the green stuff pushing forth; magnolias are blooming in Vancouver, my plum trees are about to flower and the wood ducks that usually arrive in March were here on Feb. 4. Coastal ski hills, for

the most part are closed. Even Mt. Baker, which a few years ago recorded the world’s greatest snowfall, has all but a couple of runs completely devoid of snow. While I’m certain many in the doom and gloom global warming community are busy declaring “we told ya so,” this early onset of spring weather has to be an anomaly – too warm too quick to be part of a trend. And who knows, March could come in like a lion (remember, the groundhogs predicted six more weeks of winter). However, I’ll take 30 degrees C in the sunshine when I can. It’s so warm even the dog is stretched out in the shade. The west coast too is blessed with the Pacific Ocean, not the cold Atlantic that still has winter in store for the eastern seaboard. If there’s a downside for me in this week’s weather it is that once mowed the lawn will require tending at least once a week, and that means a new lawn tractor to replace my old JD which is well past its best-before date. So while a new ride for garden chores is in my future, there is one rig I won’t be

buying: a bulletproof, grenade-proof and land-mine resistant Lexus LX570 SUV. First of all it is against the law in British Columbia, unless you have a permit, to drive an armoured vehicle for pleasure. Secondly, why on Earth unless you are a criminal (and who among them gets permits) would you want such a beast . . .

Built in Ontario by a company named INKAS Armoured, not only are these vehicles bulletproof, they come with handydandy options like smoke and road spike dispensing systems.

Okay, I must admit, it would be ‘fun’ to have thee features to discourage roadraged tailgaters on the freeway. But otherwise folks, who and why would anyone want or need this stuff? Although the story I read didn’t clarify which options were chosen, the company that builds these urban tanks states that 65 per cent of sales are to the public sector. Which means 35 per cent are to individuals in the private sector: “celebrities” rock stars, athletes, CEOs and, as INKAS described them, “rebel billionaires!” However, if you are so inclined and have far deeper pockets than I, you can have one built for a mere doubling of the price of your standard luxury ride (the Lexus mentioned above is available for roughly $175,000, without smoke or spike dispenser). For me, the aspiration is held to a new John Deere. Time travel

After learning that BC Transit, Abbotsford, and Chilliwack have committed to fund a regional transit service to connect these communities to Langley, I have only this to say: Welcome back to the mid20th century! From 1910 until 1950, Fraser Valley residents enjoyed a “Triple E” regional transit service; efficient, effective and electrified from Chilliwack to Vancouver on the interurban rail line operated by BC Electric, the predecessor of BC Hydro. In 1950, as our regional road network expanded and the automobile became common place, BC Electric bribed every municipality with a one-time payment of $40,000 to cancel the interurban and replace it with bus service. Now here we are 65 years later congratulating ourselves on the “achievement” of creating a bus link from downtown Chilliwack to Langley’s new park and ride. According to the information released on this new service, it will take approximately 80 minutes to travel the entire route. Once at the Langley park and ride, passengers can transfer to an express bus to the Braid Street SkyTrain station and travel to downtown Vancouver. TransLink says this trip will take between 60 and 70 minutes for a total travel time of approximately 150 minutes or two and a half hours. The interurban train made this trip in three hours with no transfers. Congratulations everyone, it has taken us 65 years to shave 30 minutes off of the trip between Chilliwack and Vancouver. Please excuse me for containing my enthusiasm as I believe this is merely another temporary effort to establish a viable regional transit service. We continue to waste a permanent asset – the Southern Railway line from Chilliwack to the rest of the Lower Mainland. With some political will, good planning, sound engineering and a fraction of the cost of any of the new rail services that are being planned for our region, Fraser Valley residents could once again enjoy a reliable transit service to Abby, Langley and beyond. Let’s make a real, permanent commitment to a Fraser Valley regional transit service, not just another bus run that’s as temporary as the stroke of politician’s pen. Welcome back to 1950, everyone; enjoy the ride while it lasts.

‘Challenge of Parenthood’ presented Part of Shared Learning conference “The Challenge of Parenthood in the 21st Century” is the title of a presentation on Thursday, Feb. 19 as part of the Abbotsford school district’s annual Shared Learning conference. The session is open to parents and guardians and starts at 6 p.m. at the Abbotsford Arts Centre, 2329 Crescent Way. The free presentation will serve as an introduction to “selfregulation,” a growing concept in schools around the world. Presenters will be Mike McKay, director of the Canadian Self-Regulation Initiative (CSRI), and Keli Anderson, president and CEO of the Institute of Families for Child and Youth

Mental Health. They will examine: What are the stressors for children and parents in this century? What are home and school factors which impact children’s health? How do we help our children become calm, alert and ready to

The Abbotsford Police Department (APD) is trying to find a man who reportedly committed a lewd act on the patio of a woman’s apartment. The incident took place Friday, Feb. 6 at 7:50 p.m. at an apartment building in central Abbotsford near Clearbrook Road and George Ferguson Way. Const. Ian MacDonald said a young woman on the ground floor heard her dog barking, prompting her to look out her sliding glass door. She saw a man masturbating on her patio and turned on the patio light, scaring the suspect away. Members of the APD patrol division and forensic identification unit attended the scene. The suspect, who was wearing dark clothing, has not been located and is described as taller than six feet and possibly Caucasian. MacDonald said the APD is encouraging citizens to report suspicious activity and to elevate their personal and residential security. “Locking doors and windows and leaving exterior lights on are good basic security steps,” he said. The back nine at Spyglass Hill sank Abbotsford golfer Nick Taylor’s chances at last weekend’s AT&T Pebble Beach National Pro-Am. Taylor was even par through the opening three rounds on the tournament’s three different courses, missing the cut of minus-six. Abbotsford’s Tiffany Matteazzi has earned a $2,000 athletic bursary after being named a Hometown Hero on Saturday at the Canada Winter Games. The bursary is presented by Pacific Western Brewing Company, which has honoured a total of 16 athletes, coaches and mentors from across the province with the honour. Matteazzi began her javelin career in high school at W.J. Mouat and in her senior years was captain of the track team and won gold in javelin at the provincials. She went on to win gold at the Junior Nationals, qualified for

honoured Saturday in Prince George include: Okanagan sprinter Keefer Joyce, Vancouver Island hockey coach Christina Sharun and Prince George snowboarding instructor Mitch Thibault. Pilots face Kodiaks in first round

The Abbotsford Pilots won their final regular season game Friday, defeating the Langley Knights 5-3. However, with a win by Mission City Saturday evening, the Outlaws took the third seed in the Harold Brittain Conference, forcing the Pilots to face the top-ranked Aldergrove Kodiaks in the first round of the Pacific Junior Hockey League playoffs, beginning Tuesday. Abbotsford (21-210-2) was just 9-150 since New Yearâ€™s day and won just five of their final 16 games, dropping from first-place in the conference down to the final playoff position, with only the Ridge Meadows Flames finishing on the outside. However, Fridayâ€™s victory showed head coach Jim Cowden some good things. The team got goal scoring from a variety of places, and also had some solid goaltending from Jacob Crawford, who made 28 saves for his first win since Jan. 10. â€œWe were all hoping for that and he played well,â€? said Cowden. â€œSo going in, heâ€™ll be our guy.â€? Abby tallies came from Cole Methorst, Devan Vander Wyk, Colton Cowden, Kolten Grieve and affiliate player Brett Clayton. â€œWe were kind of forced to look at him because weâ€™re either last or second last in goals-for,â€? said Cowden. â€œGoalsagainst is good, weâ€™re top-three or -four there, but we needed to figure out a way to generate our secondary scoring. Abbotsford took its first lead of the game at 12:52, when Trent Huitemaâ€™s shot from the blue line was redirected by Vander Wyk. But just 11 second later, the game was again even, when Alex Kalau deked to his backhand and scored five-hole. â€œWe played well,â€? said Cowden. â€œWe went up and then we battled back. They tied it off the face-

Laverne (Vern) Bauer of Abbotsford, BC passed away peacefully at home on February 16th, 2015 at the age of 77. He is survived by his loving wife Judy, five children from a beautiful blended family Kelly, Marla, Steve (Joyce), Greg (Tiffany) and Michael (Lili), eight grandchildren Erik, Alana, Parker, Harrison, Cassia, Keanna, Natasha and Alex, sisters Pauline, Bev, Carol, Sandy and Wendy and brothers Owen and Alex. He was predeceased by his sister Dorothy, his son Scott and his grandson David. He was born in Leader, Saskatchewan on March 23, 1937 and later moved to British Columbia where he completed his schooling and began his career in the custom upholstery and mattress making business and was co-owner for many years of Royal City Bedding in New Westminster and Interior Cushion and Mattress in Penticton, BC. Vern will be remembered for his wonderful sense of humour, his great generosity and his care and concern for his family and friends. The family would like to extend their thanks to the wonderful medical team who supported Vern through his courageous battle with cancer. Special thanks to Dr. Greyling, Dr. Zulfiquar and the medical oncology team at the Abbotsford Regional Hospital and Cancer Centre for the wonderful care and support they provided. A Memorial Service will be held on Friday, February 20, 2015 at 11:00 am at South Abbotsford MB Church, 32424 Huntingdon Road, Abbotsford, BC, with Dan Nicholson officiating and a reception to follow. Eunice lived her life believing that family is where life begins and love never ends. John Harvey Harder passed away suddenly, while among friends in Dinuba, California on February 10, 2015.

VANDER MEULEN Alice Alice (Akke) Vander Meulen of Abbotsford, BC, went to be with her Lord and Savior. She passed away after a brief illness on February 14, 2015, at the age of 80 at Abbotsford Regional Hospital. Alice was born in 1934 to Peter and Joukje Vander Schaaf in Wouterswoude, Friesland, a province of the Netherlands. In 1952, she and her large family immigrated to Canada and settled in Brampton, Ontario, near Toronto. In 1975, she, her former husband Stanley and her five children Judith (Harold Atsma), Anne, Jacob, Ronald (Gini) and David migrated to the Fraser Valley. She is being grieved as well by ten grandchildren who called her Beppe and fifteen great-grandchildren who knew her as GG, short for greatgrandmother. She will also be missed by her five sisters and four brothers. Alice was a wonderful homemaker and expert in the seamstress and weavers trades. She was renowned for her fine textile craftwork, especially her beautiful quilts. She remained highly active in her community at Gateway Christian Reformed Church and several volunteer organizations where she was deeply beloved and will be sorely missed. Visitation will be held on Thursday, February 19, 2015 from 2:00 - 3:00 pm and 7:00 - 8:00 pm at Henderson’s Funeral Home, 34537 Marshall Road. A Memorial Service will be held at Gateway Church, 2894 Gladys Ave. in Abbotsford on Friday, February 20 at 1:00 pm. SMITH Neil Neil Smith passed away on February 15, 2015 after a brief illness at Abbotsford Regional Hospital surrounded by love. Neil moved to Sumas Prairie at the age of 5 from New Westminster to his beloved farm. Neil was an avid nature lover, photographer, historian and farmer. He enjoyed years of fishing and hunting at his cabin at Loon Lake. Neil was a great friend to people all over the province and world. He enjoyed travelling to Holland to honor his brother Howard, making great friends there. But Neil was always a farmer at heart and enjoyed working on his piece of paradise which he meticulously cared for. He enjoyed life to the fullest and will be truly missed by many. He is survived by sister Dorothy Beach, many nieces, nephews and their families. Neil was predeceased by his parents Ross and Eva, 4 siblings: Allister (Doris Sparrow), Isobel (Douglas Leigh), Marion (Phillip Herring) and Howard as well as brother-in-law Russell Beach. Born in Steinbach, Manitoba, on May 17, 1941, to Peter and Katherina Harder, he was the older brother to three sisters, Doreen, Jeanette, and Leona. He is survived by his wife, Lorna Harder (nee Plett), and sons Chris (Stephanie) and Curtis (Danielle) and grandchildren, Cameron, Kendra, Lucia, Elias, and Everett. Harvey met Lorna, the love of his life, in Winnipeg when they were actors together in a youth group drama and they were married on August 15, 1964. His career began in electronics repair, ultimately leading to a long-term job with Xerox which brought him and his family to Abbotsford, BC in 1980. He left Xerox after 20 years due to a stroke but he reinvented himself subsequently as an entrepreneur, a handyman, a vehicle transport

expert, a groundskeeper, and a missionary. He was a man of action, always finding ways to keep busy and moreover, help others. When he wasn’t serving abroad, he was very involved in the life of his church. He used the proceeds of his work to fund many Christian endeavours, many of which took him and Lorna to a variety of third world countries together. Among the organizations he served with are Camp Kawkawa, Disciple Making International, Operation Mobilization, and Gleanings for the Hungry, the latter being the organization he was with when he passed away in Dinuba, California. Throughout his life, he had a love for motorcycles and airplanes and anything that had a motor (he owned 33 motorcycles in his life). But increasingly, relationships were what counted in his life. His family meant the world to Harvey, and he was known for beginning many of his stories with descriptions of his kids and grandkids. Above all, Harvey was a follower of Jesus, and was passionate about sharing the good news of God’s grace that he had experienced himself. WALKER, Wynn William Wynn passed away at age 67 after a courageous 14 month battle with pancreatic cancer. He passed away peacefully in his home on February 12, 2015 surrounded by his family. Born on March 18, 1947 in New Westminster, BC to Mildred and James Walker, Wynn was the eldest of 3 children. At the age of 6, Wynn began to cultivate his entrepreneurial spirit by selling berries at the side of the road. During his teen years he attended Killarney secondary school and worked at Douglas plywood mill on Annacis Island. In 1969 Wynn operated a salvage mill on Burn Road in Burnaby, B.C and then in 1974 bought a small sawmill in Ruskin B.C. Over the past 40 years, the business has grown to include 3 mills known today as The Waldun Group which is known worldwide as one of the most successful cedar shake & shingle manufacturers. Wynn realized his dream to see the business grow and spent much of his life dedicated to the business. Wynn spent over 50 years enjoying the beach at Boundary Bay and Point Roberts where he as a boy, spent every summer - and would then grow up to watch his boys enjoy the beach and explore the clay cliffs. Wynn enjoyed taking “quick” day trips and had a love for classic cars. He loved to swim and putter in his vegetable garden. He will always be remembered for his spectacular light display every christmas. Wynn is survived by his mother Mildred Walker and his loving wife, Tracey Walker, brothers: Brett (Marcia) Walker and Tipp (Colleen) Walker. His legacy will live on through his children, Clayton (Anita) Walker, Curtis (Loni) Walker, Colin (Rebecca) Walker, step-daughter Jessica (Tyler) Wierzioch, his 11 grandchildren: Jacob, Paige, Anika, Nolan, Carter, Kash, Westin, Kate, Klade, Johanna, and Emma as well as his two nieces: Holly and Hillary Walker. The family would like to thank Dr. Shuel and the palliative care nursing team that provided exceptional support to allow Wynn to stay in his home.
