ost of you won’t be familiar with 450 Meredith Road. Located at the end of a rural artery spearing eastward off Telegraph Road, partway between Arbutus Ridge and Mill Bay, it’s not exactly on the Cowichan Valley’s main drag. But it’s an exclusive address in more than just
location. At $2.672 million, it’s home to what the B.C. Assessment Authority considers the most valuable residential property in the Cowichan Valley. And it’s one of nine Cowichan properties to crack the list of the 100 most valuable Vancouver Island properties north of Victoria, according to figures released by the assessment authority Jan. 1 and available for review at cowichannewsleader.com. Two other south Cowichan homes made the grade (one on Whiskey Point Road and another on Meredith Road), along with two homes in Chemainus, one in Saltair, one in
Cowichan Bay, one in Glenora and one near Quamichan Lake. It’s something to consider when you ponder your tax assessment notice this week. According to Vancouver Island Regional Deputy Assessor Bill Dawson, most homeowners shouldn’t be too surprised by what they see. “Most homes in the Cowichan Valley are remaining stable in value compared to last year’s assessment roll,” Dawson said. “Most homeowners in the Cowichan Valley will see modest changes in the -10% to +10% range.” The majority of owners of more than 39,000 Cowichan properties should have received

their 2015 assessment notices, released Jan. 1, by now. Overall, the Cowichan Valley assessment is down about $6 million. That’s not much when you consider the big picture is measured in the billions: $10,751,961,341 this year to $10,757,489,117 last year. Dawson said almost $127,000,000 was added through subdivisions, rezoning and new construction. Commercial property assessments were stable as well, with a total of $817,960,841. About $18 million in new commercial value was added due to various changes including subdivision, rezoning and new construction. more on page 5

’m no hero, I’m just trying to keep my land looking like a park.” David Chase made that statement to News Leader Pictorial reporter Peter W. Rusland in the fall of 2009. History will mark his mission accomplished. Chase died peacefully Jan. 2 at home on his Cowichan Bay acreage, in the same 19th-century four-poster bed he was born in more than 104 years ago. His legacy lives on in Chase Woods, the spectacular 100-acre Mount Tzouhalem property he sold to the Nature Conservancy of Canada in 2009, in order to see it preserved, rather than developed. Born in Minnesota in 1910, he bought his ecologically rich property in 1955. He sold it below market value, with the intent of ensuring its ecosystems and landscapes — which include the Tzouhalem cross viewpoint — would endure. Chase was living in Inglewood California when he bought the property on a tip from his banker. He owned a successful welding and machine-shop business with his brother, Alexander, and then a neon-sign company, after time spent working for an oil-drilling firm. He had initially bought his Cowichan land sight-unseen as an investment, with some thought about logging it off. But after finally visiting the property, he fell in love with it. He decided to retire here, buying the nearby Fairweather property as his home in 1962. In his retirement, he made a special connection with his community, amazing his neighbours with his generosity. Ray Demarchi met him when he moved into the neighbourhood in 1997 and slowly developed a friendship over the next decade to the

Every day the nonagenarian would host morning coffee for anywhere from three to a dozen neighbours. And once a week he would have a crowd over for a big breakfast, something he paid for and, until recently, cooked himself. It was drop-in. No invitation necessary. “He always greeted you with a big ‘how are you,’” Demarchi recalled. His vigor also set him apart. Demarchi said he remembers Chase leaping out of the backhoe he would operate well into his 90s, and pushing a shopping cart with a fat

He fed the birds daily and lived alone right up until last summer, bringing people in to help with the housekeeping and the grounds as needed. “It was amazing that the guy was able to carry on like that for so many years,” Demarchi said. At 104, Chase was certainly among Cowichan’s oldest residents. Prior to his death, he also held the rare distinction of being one of the few surviving children of an American Civil War veteran.
Sunday night’s fatal crash wasn’t the only serious accident near the Mount Sicker turnoff last weekend. An SUV rolled on the embankment, during a three-car MVA at the intersection of Mount Sicker Road and Trans Canada Highway at 2:50 p.m. Jan. 3. South-bound traffic had to be detoured will crews dealt with the crash. The pavement was wet during the incident.
At a 2010 ceremony in his home, he was officially recognized as a Real Son of the U.S. Civil War. At the time he was one of just four people with that distinction in Canada, and just 47 in the world. Chase was predeceased by his late wife, Louise, who died in 1997. The couple had no children of their own, but unofficially adopted the family of Nick Frazee of San Diego. Frazee was the son of a close friend of the Chases. The Frazees were expected to be in Cowichan to arrange for a service, but no details were available at press time.

A 29-year-old Ladysmith man is dead after a car crash Sunday night on a slick Island Highway near the Crofton turnoff. “The New Year has begun on a very sad note for a Ladysmith family,” North Cowichan/Duncan RCMP Cpl. Krista Hobday said in a media release. “(On) Jan. 4, just shy of 8 p.m., a single vehicle left the roadway south of Mt. but the lone occupant, a 29-year-old Ladysmith man, was pronounced dead at the scene. He was operating a 2008 Ford F150 pick-up southbound on the Trans-Canada Highway.” He was Andre Rene Genest, 29. Genest was the driver and sole occupant of the pickup truck which left the highway about 800 metres south of the intersection with Mt. Sicker Road, and rolled, regional coroner Matt Brown said. “The cause of the collision is still under investigation. An RCMP Traffic reconstructionist and the coroner attended the crash location.” The RCMP and B.C. Coroner’s Office are investigating.

With three kids already in tow, childbirth was old hat to Alex and Jennifer Guterson of Duncan. So their fourth child needed to do something special to make his arrival memorable. Connor Alexander Guterson did exactly that. He timed his arrival for 7:59 a.m., Jan. 1 at Cowichan District Hospital, and in the process became Cowichan’s 2015 New Year’s baby. Connor was born at nine pounds, one ounce and was 20.5 inches long.

But as far as symbols go, nothing says Duncan like the historic clock tower on city hall. The iconic ‘Big Ben’ celebrated a landmark birthday New Year’s Eve: it’s 100th. A report from the Dec. 28, 1939 issue of the Cowichan Leader, marking the bell clock’s 25th birthday, described a bitterly cold winter night in 1914 when 10 men hauled a half-tonne bell up the clock tower stairs. “Five minutes before midnight on New Year’s Eve, Mrs. W. H. Hayward, wife of the MLA for this district, cut the ribbon which restrained the pendulum, and set the clock ticking,” Cowichan Museum curator Kathryn Gagnon recounted in a media release. “Civic and government officials stood in both bell and machinery rooms. As midnight struck, Mrs. O. T. Smythe, wife of the mayor, threw a glass of

We know we can reduce cancer risk by stopping smoking and losing weight but this ASA method is showing promise. But, DO NOT start taking this drug without your doctor’s approval. It has side effects which can be damaging.

he on-again, off-again condo development for one of Duncan’s most prominent corners is back on. Narrowly given tentative approval in October, the $11-million Dakova Square project was sent back to the drawing board in late November in the final move of the city’s outgoing council. But on Dec. 22, by the third-straight 4-3 margin, the newly elected council gave the five-storey proposal for the intersection of Canada and Trunk the green light. New councillors Roger Bruce and John Horgan joined Councillor Tom Duncan and Mayor Phil Kent in overturning the November decision, after Kent brought it back for reconsideration. That November decision had seen
council deferring any consideration of approval until several studies were conducted, including traffic, stormwater management and streetscape impact. That same block of four then rejected a proposed amendment that would require a review by an advisory design panel for development and variance permit approval. It then voted in favour of the development as it was originally approved in October to permit the development of a mixed-use commercial and residential building with 36 residential units. Councillors Michelle Bell, Sharon Jackson and Michelle Staples voted against adoption. They had earlier expressed numerous concerns about the property, many of them focused on the building’s size and appearance. The city confirmed existing multi-use and downtown building design guidelines will be applied given the property’s high prominence.

Good beer becoming the people’s choice
Dear editor I just found Station magazine on my front porch and read the article on beer, which was just fine until I came to the Trivial Information About Beer. The short bit about American beer being predominantly made from rice is becoming out-of-date. If the article said Budweiser and Coors are primarily made from rice that would have been fairly accurate, but since the 1980’s the market share of craft beers and ales produced in the U.S. has increased dramatically and even the major brewers are now producing “craft style” beers that are taking an ever larger share of the U.S. beer market. Back when I was a kid there was a real difference between Canadian and US beer, but in the 1980’s the craft beer movement in the U.S. surged well ahead of its Canadian counterpart and for at least 15 years it was much easier to find really good beer (and truly horrible beer like Bud) in the U.S. In the past decade to 15 years Canadian brewers have caught up — early pioneers like Big Rock and Sleeman’s have now become mainstream and have been joined by literally dozens of brewers making really good beers, ales, stouts and porters (and more!). There is no longer any excuse to drink Molson or Labatt’s. There are so many wonderful choices readily available all across the country. Even so, though brewers like Molson and Labatt’s

he number of naysayers to funding the Cowichan Sportsplex in the CVRD was directly proportional to the geographic distance to the facility. Shawnigan told its elected representatives, albeit marginally, that this is not how we want to spend our tax dollars. In this age of declining funds and offloading at every level of government, when we can’t even get a crosswalk in our village core, the holder of the single purse should have a say on how our discretionary tax dollars are to be spent. The supporters and employees of this complex would not be in this quandary if the people had been afforded the opportunity to say they wanted to fund it in the first place. The purported purpose of this facility is to promote health, fitness, and tourism. Yes, my grandchildren did have their school track meet at the sportsplex and yes, I was invited to circle the track in support of a worthy cause; but a simple cost/benefit analysis would raise other possibilities. In Shawnigan Lake we have the Subaru Classic Marathon in which triathletes from around the world come for one day. When these athletes leave, the wilderness trails they use are left in an improved state for all of us to enjoy on a daily basis for the rest of the year. Likewise, the Trans-Canada Trail sees international hikers, bikers and horseback riders exploring the Kinsol Trestle and environs. Shawnigan Lake and Brentwood schools host annual rowing regattas and have even provided training venues for Olympic rowing teams. Handicapped children from all over B.C. have cherished days enjoying the lake at the Shawnigan Easter Seal Camp every summer. All this for the cost of bylaw enforcement officers and CVRD parks staff to keep and protect what God has given us in its natural and pristine state. Were I queen of Shawnigan and could divine the worthy recipients of our public dollars, the seniors group in the south end or Y.S.A.G.s would be at the top of the list. On any given day the Malahat Legion is a hive of activity with a host of programs run by volunteers available for the cost of a $20 membership. Our local seniors are provided exercise, mental stimulation, and companionship, undoubtedly delaying the inevitable cost to our health care system and long term care facilities. The venue is presently not large enough to house the ever-growing numbers that are discovering this wonderful society. So while I have nothing against the sportsplex in Duncan, or the Commonwealth pool in Victoria, or Rogers Arena in Vancouver, I would like to subsidize what is for the greatest good for the greatest number in our community. ess than a week after new municipal councils were elected across British Columbia and a month before Christmas, Naomi Yamamoto, the Minister of State for Tourism and Small Business, spoke about the importance of supporting small businesses while in Chemainus. During an evening social hosted by the local BC Liberals riding association Nov. 20 at Mount Brenton Golf Course, Yamamoto, who is the MLA for North Vancouver-Lonsdale, emphasized how important small businesses are in smaller communities like Chemainus. “My portfolio, which is tourism and small business, gives me the opportunity to make sure that our stakeholders understand that we’re a party that stands for free enterprise and, more importantly, to ensure that people get how important small businesses are to our community,” she said. “I’m a huge fan and huge supporter of shopping local ... and
I would never want to be part of a party that dictated where you had to shop, but I think if we educate people and tell them how important it is to support your local merchants, that we’ll end up with communities that are much stronger, that are healthier, more vibrant and are going to keep and create jobs in their local communities.” Yamamoto’s message to people is to look at the small business owner and see more than a person who hires other people and provides services or products – those small business owners are also the people who are coaching our kids, raising money for local charities and providing items for silent auctions. “If we lose and we don’t support the small businesses, and especially in smaller communities, I think you’ll really see a deterioration of the fabric and the diversity that makes a community strong,” she said. “That’s why it’s important for communities to have municipalities that are small-business friendly.” Tourism is also part of Yamamoto’s portfolio, and she says
Chemainus is “obviously a town that gets the tourism component, with the murals,” noting the shift from a reliance on the natural resources sector to the tourism sector. Tourism and small business connect in many ways, as Yamamoto says there are 19,000 businesses in B.C. that are tourism related – the majority of which are small businesses – and more than 130,000 people in B.C. work in tourism. Yamamoto says B.C. is having a “great year” in 2014 so far when it comes to attracting tourism, and 2013 was a great year. “British Columbia still attracts more people to our province per capita than any other province in Canada by percentage,” she said. “From all accounts from folks all across British Columbia, almost everywhere we’ve seen another increase year over year in international visitors and room rates (in 2013).” According to Yamamoto, key tourism markets for B.C. are China, the U.S., the U.K., Germany, Australia and Mexico. Within Canada, Alberta and Ontario are this province’s target markets.

harges of kidnapping, extortion and armed robbery have been laid in connection with a serious incident last month in Duncan. Police say a couple was targeted by a handful of suspects, assaulted and held against their will. The victims, a 41-yearold man and a 33-yearold woman were injured, but did not require medical attention. According to North Cowichan/Duncan RCMP Cpl. Krista Hobday, police were called to a Marsh Road residence at approximately 4:14 p.m., Dec. 16. “They were quickly rerouted to the residence on Cowichan Lake Road. En route they
located the first victim,” she said in a media release. “Upon arriving at the residence they located the second. “Four suspects, all from Duncan were arrested at the scene.” Charged with break and enter, kidnapping, extortion, armed robbery and possession of stolen property is designated prolific offender, Margaret Conrad, 36. She is being held in custody at a women’s detention centre in the Lower Mainland. Charged with break and enter, kidnapping and extortion is 20-yearold Tyler Wickes. He was released from Vancouver Island Regional Correctional Centre just two days before this recent incident where he served time for robbery. He was returned to to VIRCC to await his next court appearance.

he curtain opens on the Cowichan Theatre’s 2015 with the return of a pair of regulars. Saturday welcomes the Live At the Met series, with an encore big screen presentation of Richard Wagner’s Die Meistersinger Von Nürnberg. Then Monday dawns with the latest chapter of the Morning Musicale series, putting the spotlight on host Sarah Hagen in an edition titled Love in Every Bite. The Met series features the talents of New York’s Metropolitan Opera broadcast on the theatre’s high-definition screen. Saturday’s installment features Wagner’s epic comedy centering on a Renaissance song contest and the battle between tradition and novelty. “James Levine returns to one of his signature Wagner works conducting this epic comedy—back at the Met for the first time in eight years—about a group of Renaissance “master singers” whose song contest unites a city,” event promotional material states. “Johan Reuter, Johan Botha, and
Annette Dasch lead the superb international cast in this charming and magisterial celebration of the power of music and art.” The show beings at 9 a.m. Tickets are $26 with discount pricing available. Monday’s show puts the inventive pianist Hagen at centre stage. “The main difference between these and other classical offerings is the onstage seating which enables Morning Musicale to deliver an intimate, personal musical experience,” publicist Nikki Nilsson says in a media release. “Adding to the overall enjoyment of the morning is the eloquent and entertaining commentary by Sarah and her guest artists. The personal insights into the music chosen for the concert heighten the listening enjoyment for the members of the audience.” Monday’s show, which starts at 10:30 a.m., will focus on the music of Johannes Brahms. A Scottish-born singer with a 30year history of entertaining with his Celtic stylings returns to the Cowichan area for a special show Friday in Chemainus. “Bobby is back living in the area again, and the Chemainus audience will have the opportunity to enjoy a performance by this very talented entertainer,” local promoter and musician Bob Johns said in a media release. “Bobby has an endless repertoire from a variety of musical genres, which will provide a great platform to display his amazing talent with the guitar, banjo and other instruments, along with his vocal abilities.” Smith will be joined by Comoxbased fiddler Scherlene Auchterlonie. The concert takes place at 7 p.m., Jan. 9 at St. Michael’s Hall on Mill Street, opposite the post office in Chemainus. Admission is by donation. Cowichan Bay’s Cam Stiles will add acoustic bass and vocals as they showcase songs from Madill’s first solo release Nightrise, as well as some tunes from his upcoming new recording.

She moved to the Cowichan Valley four years ago from Stratford, Ont., where she played for the Stratford Festival for two decades and performed in several jazz bands. “She is a graduate of Wilfrid Laurier University and Brock University and has music performance and teaching diplomas from the Western Conservatory of Music.” Saxophonist Devan Bailey, double bassist John Robertson and drummer Ron Joiner, join Deslippe at the Crofton Hotel Pub Jan. 11. y the way, did you hear: • Effective Jan. 1 Cowichan Bay’s new volunteer fire chief is Charles Brown, flanked by incoming deputychief Darin Forrest, retiring chief Ken Bulcock says. Bulcock citied time commitments as reasons for stepping down from the post he’s held for six years, and for some eight years before that as his hall’s deputy chief. He may continue as a Cow Bay firefighter. • Jeff Sargeant of the Cowichan Capitals urges hockey and charity fans to head out to the arena tonight for the BCHL’s Five Hole for Food competition, a league-wide initiative to help local food banks. The Capitals are asking all fans to bring non-perishable food items to the game as a donation to the Cowichan Valley Basket Society. • Gloria Collins tells us $3,255 was raised at last year’s Jo Wright & Friends fundraising concert for the Cowichan Valley Food Basket. HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.
“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.
