Cunningham has previous experience covering Nanaimo and the surrounding area, and prior to that worked in Alberta and other parts of B.C. after finishing her degree in journalism at Thompson Rivers University. While at school, she won a Canadian Association of Journalists student award for her story on the lack of rules and protection for university students living in hotels. At the News Bulletin, Cunningham will focus on news and features, covering Nanaimo city council and a variety of beats. She can be reached directly at 250-734-4622 or news@ nanaimobulletin.com. Last month three longtime members of the editorial team decided to seek further career opportunities. Public ToilET aims to curb late-night urination on Nanaimo’s downtown streets. By Tamara Cunningham The News BulleTiN
A new stainless steel toilet aims to give relief to late-night tinklers. The City of Nanaimo has installed a $120,000 public toilet on Wharf Street to help tackle a public urination problem. The “Wharf Street loo” has been a hot topic in Nanaimo, with some concerned the price is too steep. But city officials and shopkeepers say the facility is a much-needed public amenity that will address a “disgusting” health risk and improve the image of the downtown shopping district. According to Bill Carter, owner of Bastion Jewellers, hundreds of revelers converge on Commercial Street with full bladders at 2 a.m. when the bars close. With no public washrooms available, latenight tinklers turn to store doorways, walls and parkades, creating an “eye-watering” smell. It also creates the perception that certain areas of downtown are not safe, he said. “It has been a terrible problem for us, but hopefully there is relief in sight,” Carter said. Safe Nanaimo Advisory Committee started tackling the public urination problem last year with a ‘test’ toilet near the Bastion Street parkade. City officials say the portable washroom seems to have put a dent in public urination. In 2011 there were 105 fines issued to public tinklers between May and August compared to 75 in 2012 and 73 this year. Each fine is $150. The permanent Wharf Street toilet is expected to cut down on public urination further, according to Coun. Fred Pattje. It is also expected to be an important amenity for the homeless and tourists, which reportedly have few washroom options in the city’s core. The toilet cost the City of Nanaimo $100,000 and another $20,000 to install, Pattje said. The Downtown Nanaimo Business Improvement Association contributed $23,000. It will be open 24 hours. Pattje expects there will continue to be pushback over the cost of the toilet, but calls it an important public amenity. “We are a growing city of 87,000 people and if we cannot see the need for a decent pubic facility then I don’t know,” he said. A Nanaimo businessman has pulled the plug on an animated LED sign after city officials threatened to take court action. The SoakHouse owner David Sauve has been at loggerheads with city officials for close to nine months over orders to turn off his flashing LED sign. He is not prepared to wave any white flags yet, but said he has temporarily shut the sign down to avoid enforcement action. The City of Nanaimo issued a formal warning this month that it would take Sauve to court if his sign wasn’t brought into compliance with local bylaws. The sign violates rules that prohibit stores from displaying animated LED signs without a permit. “[This week the SoakHouse] is in compliance [but] with any electrical device it can be turned off and on,” said Toby Seward, the city’s director of development. “We will work with him on what the options are … [and] continue to monitor the situation and hopefully we won’t have to do any more enforcement action.” Sauve says he is contemplating next steps, but feels “betrayed” by the recent ultimatum and is concerned customers will no longer be able to find his Bowen Road store as easily. He started displaying the window sign in 2008 to help attract more foot traffic. People were calling the store from the parking lot, confused about where the entrance was, he said. According to Sauve the city initially took issue with the display when he first flipped the switch and had asked him to apply for a variance. When he refused, the issue seemed to go away, he said. He was not approached about a bylaw infraction until 2012. “How do you go that long without saying anything? Did I slip through the cracks?” He said. “My understanding was that they had made an exception.” According to the City of Nanaimo, there was no enforcement for sign bylaws between 2009 and 2011 while city council determined new rules for LED displays. City staff noticed the SoakHouse display was still animated the following year and when requests to voluntary compliance failed, threatened enforcement.

RCMP are looking into the suspicious sudden death of a 52-year-old Nanaimo man on Haliburton Street last week. Police were called out to the 900 block of that street at about 7 a.m. Friday, and the body was inside a residence. Sgt. Sheryl Armstrong of the Nanaimo RCMP couldn’t say why the death was being investigated, because police felt giving out certain information would compromise the investigation.

The B.C. government is pressing ahead with its goal of a 10-year agreement with B.C. teachers, appointing a “public administrator” to replace school trustees on the board of their provincial bargaining agency. Education Minister Peter Fassbender said the change is temporary, and the B.C. Public School Employers’ Association will continue to play an important role in talks with teachers and support staff. BCPSEA will be under the direction of Michael Marchbank, CEO of the Hospital Employers’ Association, when talks with the B.C. Teachers’ Federation resume in September. Fassbender’s announcement surprised school trustees around the province. He said he spoke to or left mes-
sages for trustees on the BCPSEA executive before making the announcement in Vancouver Wednesday. The move is to meet a demand of the B.C. Teachers’ Federation to bargain directly with the B.C. government, Fassbender said. The government also intends to eliminate essential services rules that keep schools open with minimum staff during strikes. Fassbender denied the suggestion he is setting up a “showdown” with teachers that would shut down schools and turn the public against unions. The structural change is needed to achieve the stability for students and parents promised by Premier Christy Clark, he said. “It’s not about pitting them against us,” Fassbender said. “It’s about finding a new road map where we can achieve that goal.”
Parents looking to stash a little money away for their childhood’s education can get a boost thanks to the Canada Learning Bond Program. The Canada Learning Bond Program provides $500 for children born after 2004 to families that receive the National Child Benefit Supplement. The money must be deposited into a Registered Education Savings Plan. After families set up the account, the government adds an additional $100 each year until the child turns 15. The provincial government will also add $1,200 to the account for families with children who

As part of a new foundation of people helping other people, Realist Realty is donating one of its company vans to a local charity or deserving person. Realist is asking the public for assistance in choosing the organization or family who needs it most. “There are so many deserving charity organizations within Vancouver Island and we have only one van to give away at this time,” said Gordon Halkett, president of Realist Realty.
Over the years, Halkett and his team donated the use of their fleet of vans to charities and nonprofit organizations, from softball teams to food banks. As with any fleet of vehicles, when it comes time to upgrade vehicles the business will either trade in or sell their existing fleet, but not at Realist. “I feel it’s important to participate in and and give back to my community,” Halkett said. Between Aug. 1 and Sept. 15, Realist will run the annual campaign Every Little Bit Helps, which encourages its employees to give donations or volunteer time and/or resources.
The van giveaway is primarily an online campaign, both at www.realistrealty. com and on the company’s Facebook page. Everyone will be encouraged to nominate a person, organization or charity to receive the van at no cost and give a short description as to why the nominee needs a van. People are also encouraged to join the campaign by posting acts of kindness or charitable contributions on Realist Realty page with the hashtag “#everylittlebithelps.” Midas Muffler of Nanaimo will service the van for free for two years. Program critical step forward to protect women u From /1 Jo-Anne is a peer support volunteer with the Community Action Team, a new group that aims to make the streets safer for sex trade workers. The initiative, a joint effort by the Nanaimo Women’s Resources Centre and Haven Society, will take sex trade workers out of isolation and give them a place to check in, report violence and spread the word about bad dates without judgment or stigmatization. A ‘bad date list’ will be circulated to prostitutes through social service agencies and police with the licence plates and descriptions of violent johns. Advocates and police say the effort is a critical step toward better protecting one of Nanaimo’s most vulnerable populations. If sex trade workers are empowered to share information through their peers, police will be able to learn about predators quicker. “In the Robert Pickton case, a lot of what happened was because sex trade workers were not being listened to,” said Lesley Clarke, executive director of the Nanaimo Women’s Resources Centre. “People in the street life need a voice and when they use it, there has to be people willing to listen.” According to the Nanaimo RCMP a small percentage of the city’s sex trade is done on the streets, where prostitutes are most at risk. RCMP Cpl. Dave LaBerge says while the sex trade population is constantly changing and hard to track, he recalls seeing close to 120 prostitutes selling their bodies a decade ago compared to about 40 to 60 today. Much of the sex trade has gone digital, with sex sold on sites like Craigslist and Backpage. Those who are desperate and drug-addicted head to the streets, where they are vulnerable to daily incidents of assault, confinement and robbery. Since 2011, the Nanaimo RCMP has been looking at ways to make street life safer for sex trade workers by giving them more “options” to communicate with authorities. Crimes and

predators can go unreported because prostitutes are not always comfortable approaching the police or becoming a witness, LaBerge said. A new cohort group has been established to discuss street issues and communicate about clients, which LaBerge says could lead to early reporting of missing sex trade workers. There will also be a new thirdparty reporting system so
prostitutes can report violence to volunteers at CAT, women’s groups and health centres instead of the detachment. They will get to choose whether the incident is investigated by the police or used only to inform other women in the sex industry. “All people in our community have the same self worth ... and we have to keep them safe,” LaBerge said. “God forbid, your
sister or mother developed a mental illness or was overcome with addiction or fleeing violence and found themselves in the unfortunate circumstance where they are ... resorting to sex trade work for their very survival.” With programs like CAT, Nanaimo is well ahead of other jurisdictions in protecting the vulnerable street population, he added. CAT will be open twice a week for sex trade workers of any gender to drop in and report violence or discuss safety concerns with people formerly in the sex industry. Clarke says sex trade workers will not have to explain the language they use or their lifestyle to volunteers, just their needs. The program could expand in the future to include more services needed by clients. It is currently running on a $7,000 budget from the City of Nanaimo. Ultimately Clarke said she hopes CAT helps increase the safety of sex trade workers and brings greater attention to the sex industry issues in Nanaimo. “[This is] about sending a message that the community cares,” Clarke said. “We are not trying to keep them away from what they are doing, but keep them safe and help communicate what is going on.” CAT will hold an open house for the public Wednesday to Friday (Aug. 7-9) at its Prideaux Street office from 3:30 to 5 p.m. to share more information about the program. – Jo-Anne’s name has been changed to protect her identity. news@nanaimobulletin.com

Two people stabbed outside pub Two people were hurt in a stabbing incident outside a pub near the Departure Bay ferry terminal on Wednesday night. Police attended the scene near Miller’s Pub that night and found two men being treated by paramedics. The victims were taken to Nanaimo Regional General Hospital, where one of the men “had significant injuries and underwent surgery,” a c c o rd i n g t o a n RCMP press release. “My understanding is that he’s still in hospital in stable condition,” said Sgt. Sheryl Armstrong on Friday. The other victim was treated and released from hospital. Wi t n e s s e s w e re able to provide only a “brief, partial description” of an attacker, and it isn’t clear, Armstrong said, if there was more than one perpetrator. Investigating officers believe they are dealing with a targeted act, and there was no apparent altercation leading up to the stabbing. Armstrong said the victims are not cooperating with police, but said that doesn’t mean the RCMP will give the case any less attention. “It just makes it more difficult,” she said. “We still continue with the investigation. It’s important for us to try and stop this from happening again.”

Find right deal on shipbuilding Various individuals and organizations want the province to force B.C. Ferries management to have three newly announced ships built by a B.C. shipyard. But it’s not as simple as just mandating it, then standing back and telling the ferry corporation to just “get ’er done.” Even Brian Carter, the president of Seaspan Shipyards, which owns and operates Victoria Shipyards in Esquimalt, acknowledged his company will have to look at what’s being asked for first, before it can determine whether it even has the capacity and infrastructure to commit to such a project. A fine scenario for Vancouver Island would see the ships built in B.C., constructed on time and on budget, and with much of the work and jobs coming to Victoria Shipyards, the largest of Seaspan’s three facilities in this province. But as the ferry corporation found when it commissioned its Celebrationclass vessels some years back, international companies are well-equipped to handle such orders and will provide stiff competition for B.C. firms that are only in recent years picking up steam again. We’d love to trumpet the economic activity that would be created by the further expansion of shipbuilding capabilities on the Island. At the same time, all of us as taxpayers will be footing the bill for those ferries, and it behooves the corporation to seek out the best value for money in this transaction. Determining whether the creation of a significant number of short-term, wellpaying jobs is more important than the potential to overspend for this project, if the bidding was not opened up to a worldwide competition, is a job for government, not the B.C. Ferry Corporation. The Liberals, despite saying they will let B.C. Ferries make the final decision, have to make sure the corporation is absolutely clear on the government’s viewpoint on that issue. Young, would-be farmers are crying out for training opportunities which the people who would employ them cannot afford. Why can the College of the Rockies provide such training but not VIU? The seventh Vancouver Island Economic Alliance Summit coming up in October lists one panel, participants unannounced, on growing food. Registration costs over $300. What does “summit” imply, anyway? NDP wouldn’t raise cement plant tax To the Editor:
Re: Long list of election details to examine, B.C. Views, Aug. 1. Climate change is a reality, and bold political leadership is needed to address it. During the election campaign, New Democrats put forward a plan to expand the base of the carbon tax to include venting emissions from oil and gas operations, capturing an additional five per cent of carbon emissions in the province, but that plan didn’t include all industrial process emissions. We believe that government should work with the oil and gas sector to make sure companies pay their fair share for the emissions they produce. This is particularly important as the B.C. Liberal government pursues an aggressive schedule of LNG expansion which, if realized, will make it nearly impossible for the government to reach our legal emission reduction requirements. New Democrats will hold the government to account for their green promises, and continue to advocate for policies that help reduce emissions and spur efficiency, innovation and best practices. It is with interest and sadness I read of the City of Detroit’s bankruptcy. I sent an e-mail to our mayor and council with a copy of some of the information I read about the bankruptcy. I was happy to get a reply from a councillor, then I read the reply and was saddened as the councillor tried to reassure me that everything is OK; it can never happen to us. Many big name companies that were “too big to fail” are no longer with us. Do you remember Eatons, Woodwards, Enron,
Nortel, Daewood and Woolworth, just to name a few? The way the City of Nanaimo spends our money it is not a question of if the city can go bankrupt but when? We have a city hall that sees no problem spending an extra $50,000 because the lowest bid gave them a certified cheque not a bond. It this was the staff’s own money would they pay an extra 26 per cent? The guiding principle when spending tax dollars is that it should be spent as if it was your own money and you worked for it. Today there is a greater emphasis on startups and start-up culture than there has ever been. Particularly when examining the technology industry, the popularity of the start-up business is on the rise. A tech startup might take the form of a website to manage personal finances (mint.com), a tool to accept credit card payments directly into your smartphone or tablet (squareup.com), or a plugin to improve the performance of an existing service (postach.io). This explosion of the tech start-up enterprise is certainly one of the most exciting trends observable in business today – and Nanaimo is actively participating in this movement. The German Auto Import Network screened and interviewed 120 people in order to select the 16 individuals that became the start-up team for the BMW dealership in Nanaimo. The dealer groups’ Victoria dealerships, under the leadership of Carl Munro, a long-term training professional in Canada, have trained and guided those individuals over the last 90 days in order to bring them up to speed in everything the group and BMW Canada demands from their employees. Most importantly they have been taught to understand the level of service that is expected of them to satisfy the needs and wishes of the approximately 1,500 BMW clients that already own a BMW in this part of Vancouver Island. Flight popular with passengers

It’s been five weeks since WestJet began flying its smaller carrier, Encore, out of Nanaimo Airport, and the airline couldn’t be happier with the response. “The route is doing extremely well,” said WestJet spokesman Robert Palmer. He declined to give exact passenger numbers, citing corporate confidentiality, but said on average the daily flight from Nanaimo to Calgary was nearly always full. The forward bookings into August are also strong, he added. Palmer said it tells the company that its confidence in the route was well placed and that the information supplied by Nanaimo Economic Development Corporation about
the interest in the route was sound. “Everything they felt would happen has happened,” Palmer said. From Calgary, the most popular connecting destinations are Edmonton, Regina and Fort McMurray – all gateways to the oil fields, where a significant portion of Nanaimo’s workforce earns its paycheque. Palmer said it’s too early to say whether WestJet would increase the daily flight, but the data of where passengers are headed could give the company an indication of where to increase direct flights – a flight from Nanaimo directly to Fort McMurray might be profitable. “It’s still pretty early days,” Palmer said. WestJet created its Encore carrier to service smaller markets, beginning with Nanaimo and Fort St. John June 24, with service to Brandon and Terrace to start later this year. The company currently

has two of the smaller planes on the Nanaimo and Fort St. John routes, with a firm order for 20 more by the end of 2014. Once the planes are in service, it will be easier to add flights to specific destinations. The best way for people to ensure the air carrier stays or expands is to use the service, Palmer said. “The more you use the more you receive,” he said. WestJet traffic helped boost flyer numbers for Nanaimo Airport overall in June, which also saw an increase over the previous year in May.
Nanaimo Airport president Mike Hooper said passenger traffic increased 14 per cent in May 2013 over the previous year, and 18 per cent in June compared to the previous year. The airport is also served by Air Canada, offering flights to Vancouver. “We’re going to have new record numbers in 2013,” Hooper said. “The numbers have been very strong.” He said the airport is well situated to handle the number of passengers flying through right now, but added they might take a look at available parking on site. As for WestJet, Palmer said the company is committed to Nanaimo Airport. “We don’t believe this is a blip – we believe the demand is there,” he said. Folk fusion Swain plays original songs on Gabriola Island during his Big Machine Western Canada tour
O
liver Swain strums his folk music on his 120 year old goat skin banjo. The instrument creates a unique twist in his rendition of Bruce Springsteen’s I’m on Fire, which is one of the songs on his album, In a Big Machine. The album features five of Swain’s original songs as well as some traditional folk tunes. It builds on the experimental folk sound Swain became known for with his fusion of alternative folk and traditional music during his time as part of other musical groups including Outlaw Social and The Bills. In a Big Machine features vocals by Emily Braden, who recently won Best of the Best during New York’s JazzMobile Vocal Competition. Swain, from Victoria, has performed throughout North America, Australia and Europe and recently toured with Juno Award-winner Toni Childs.
For the past 15 years Swain has honed his craft. While he was part of The Bills the group won two Prairie Music Awards and while working with Outlaw Social the group received a Western Canadian Music Award nomination for Outstanding Roots Group in 2008. Swain performs at Gabriola’s The Old Crow Cafe Wednesday (Aug. 7) at 8 p.m. Fiddler Jaron Freemon-Fox opens the concert. The Mid Isle FC Highlanders had a chance for a perfect ending, but they’ll nevertheless be satisfied with silver. Nanaimo’s Pacific Coast Soccer League women’s reserve team placed second at the league championship tournament in Coquitlam July 27-28, losing 2-1 to the Penticton Pinnacles in the final. It was the second straight PCSL silver medal for the squad. “The girls were in the final last year and thought this possibly could be the year, but it just didn’t pan out,” said Craig Glennie, assistant coach. Mid Isle FC reached the final on the strength of the previous day’s 2-1 victory. Clippers bring aboard two assistant coaches The Nanaimo Clippers refilled the players’ bench over the off-season, and now they’ve filled the area behind the bench, too. T h e c i t y ’s B . C . Hockey League club announced two new assistant coaches for the 2013-14 season: Dave Johnston and Brad Leeb. Johnston was part of the host committee of this past spring’s Western Canada Cup. Before that he was the longtime coach and general manager of the Oceanside Generals junior B club. Leeb retired from professional hockey this spring after 14 seasons. He played six career NHL games and most recently skated with the Coventry Blaze in the U.K. Both men will have additional duties besides assistant coaching – Johnston becomes assistant general manager and director of business operations, while Leeb will be a business consultant. “We’re a small operation at our level, so multi-tasking and multiple roes is important, I think,” said Mike Vandekamp, Clippers coach and general manager. He said when it comes to assistant coaches, it’s useful to find people who can
bring different ideas. “In Brad’s case it’s good that he just finished playing. It brings a fresh perspective to the staff. We as coaches tend to forget what it was like to be a player, and I think that’s going to be a good addition to our mix.” So the coaching staff is set, and Vandekamp said 90 per cent of the player personnel is in place for training camp, which starts Aug. 20.

So far, Michelle Stilwell sure hasn’t become one of those stuffy old politicians. The wheelchair racer from Nanoose Bay won three gold medals at world championships in Lyon, France last month at her first big international meet since being elected MLA for Parksville-Qualicum in May. Stilwell won her 100-metre, 200m and 800m races at the International Paralympic Committee Athletics Championships, setting a world record in her T52 division of the 800m. She set the mark July 26 with a time of two minutes, 14.79 seconds, beating the old standard by almost two seconds. The race was originally run the day before, but there was a crash in that one. Stilwell was leading when her longtime rival Marieke Vervoort of Belgium took her out in the final 200m. “[She] turned into me, so she flipped and I went up into a wheelie and I saved myself, I basically rolled overtop of her and completed the race,” Stilwell said. Travelling back, she said she was tired, but felt really good. “When you set goals for yourself and you come up with these plans, and you prepare for them, it’s an amazing feeling of satisfaction,” she said. Clippers help young players The Nanaimo Clippers want to help out some of the city’s young hockey prospects. The B.C. Hockey League club is holding a minor hockey prep camp starting Sunday (Aug. 11) to help get youngsters ready for rep team tryouts at the end of the month. Jr. Timbermen worthy winners The junior A Nanaimo Timbermen had a trying summer, but certain individuals had standout seasons. The B.C. Junior A Lacrosse League announced its 2013 award winners last week. Goaltender Pete Dubenski, who played most of the season with his hometown Timbermen, was awarded the Al Boles Memorial Trophy as the league’s most inspirational player. As well, Brett Hawrys was selected to the BCJALL’s second all-star team after scoring 46 goals and 75 points in 19 games this year. Dubenski, now on the Coquitlam Adanacs, is competing in the league finals this week.
