budget. “I did not want to be short library funds again or have furloughs. Now we know that is not the case and that we have the money,” she said. “We know city services will not be affected.” TOT revenues are up substantially from last year according to figures presented by City

staff. The 2011/2012 TOT budget is approximately $4.15 million. This includes $110,714 in unallocated funds, $150,000 for contingency programs and an annual buffer of $320,000. Bosse noted an increase in TOT funds of about $340,000 and a carryover of $420,000 from 2010/2011, leaving approximately $760,000 available to assist in the funding of a Rose Parade

Float. On April 5, the Beverly Hills Tournament of Roses Committee requested the City provide $150,000 as matching funding. Bosse recommended that the City provided a dollarfor-dollar matching grant up to $130,000. Bosse said she had reviewed statistics provided by the Conference & Visitors Bureau. Those showed Rose Parade participation to be the ‘“best value” for City advertising and marketing. She said, “It is a community project” with hundreds of volunteers, many of whom have told Bosse they support returning to the Tournament. Councilmember John Mirisch strongly supported returning to the Tournament stating, “I cannot support other marketing activities unless we do this. This is the best use of our funds possible.” Councilmember Julian Gold, M.D., expressed concern that complete funding be provided. “What happens if we have a shortfall again?” He proposed setting aside the entire cost, $350,000, from the TOT budget (excluding City staff overhead and social program diversions which would not be changed) pending meetings with the Chamber of Commerce, Conference and Visitors

Bureau and the Rodeo Drive Committee. “We need to find out what the businesses want to do,” he said. Mayor Barry Brucker announced that “consensus” had been reached to approach the three city business organizations about their views of the project. If favorable, the City will allocate the funds needed for the float from the existing marketing budget. According to Gold’s proposal, “As they raise the money, we will release the [matching] funds.” Bosse and Mirisch noted that the Beverly Hills Tournament of Roses Committee has not asked for this amount, but only $130,000 for 2012 and $70,000 for 2011. Their proposal calls for fundraising with anything in excess of $275,000 returned to the City’s Centennial fund. The council noted communications that stated the committee believed it had pledges in the range of $110,000 of the $140,000 necessary to complete the funding. The council liaisons will discuss the matter with the three business organizations and report their findings at the next council meeting on June 21.

Immunization Required Prior To School Year Due to the Whooping Cough epidemic in California, there is a new law that requires the Tdap immunization prior to the start of the 2011/2012 school year. Based on new California School Law Assembly Bill 354, every student entering 7 through 12 grade will need to provide proof of a Tdap booster shot before the start of the year. The new requirement goes into effect July 1 and affects all students. Tdap is a booster vaccine that safely protects against 3 dangerous diseases: tetanus, diphtheria, and whooping cough (pertussis). The vaccine will help protect your child and others from this serious disease, which causes severe coughing and can last up to six months in infants. A variety of places in Beverly Hills are offering the vaccine including the Rite Aid Pharmacy at 463 North Bedford Drive, Walgreens Pharmacy at 8770 West Pico Blvd. and Ralphs Pharmacy at 11727 West Olympic Blvd. Everyone 10 years and older are recommended to get the vaccine. However, 7 through 12 grade students at Beverly High may not start school until the proof of immunization is provided.

school calendar and facility use calendar. It also stated the school facilities have had problems with unauthorized use by adults, untimely opening of elementary school gates during the weekends and a lack of cleanliness around the Swim Gym. There was very little discussion about the report. Board member Jake Manaster attended the meeting to answer any questions the City Council had. The council brought up their concerns about the swim gym. Manaster told the council the Beverly Hills Unified School District Board of Education had discussions about building a CIF certified aquatic center through Measure E funds, however nothing has been decided. The current JPA was negotiated in 2008 and expires on June 30, 2012. Although no date has been set, negotiations for the next JPA should be starting over the next few months.
