A groundbreaking ceremony for the Kaiserslautern Elementary School’s new campus took place Sept. 29 at Vogelweh. According to the U.S. Army Corps of Engineers - Europe District, the new facility is designed to be a “21st Century Educational Facility.” The building is expected to include various features such as laboratories, learning studios and music rooms. The corps also stated that the new school building is intended to be a student-centered facility that emphasizes flexibility and adaptability in accordance with different styles of learning. The ceremony began with speeches from several officials, including the principal of Kaiserslautern Elementary School, Penelope Miller-Smith. “This groundbreaking is a physical manifestation of several years of planning and preparation,” said MillerSmith. “Twenty-First Century learning environments address such issues as personal space, resource access, physical comfort, team mobility, flexibility and varying scales of learning spaces and technology.” Miller-Smith added that the school building is adopting the 21st Century

Educational Facility initiative and is one of more than 100 in the Department of Defense School system. She described the initiative as a leap from the traditional school system, saying 21st Century schools center on the learner, and the facilities place emphasis on being able to grow and improve over time. “Our new building has spaces that are
designed to support learning that is selfdirecting, independent, interdependent, authentically personalized, active … and student-driven,” Miller-Smith said. The new Kaiserslautern Elementary School facility is expected to be complete by 2020 and is slated to accommodate more than 600 students. In addition to following the DOD’s push for 21st Century Educational Facilities,
the building is also energy-efficient. According to USACE Europe, some of the school’s energy-saving capabilities are increased natural lighting, CO2 monitoring and the ability to save water with special plumbing fixtures and rainwater cisterns. In all, USACE indicated that the facility is expected to save 36 percent more energy than a baseline U.S. high school.
Fire Prevention Week begins Saturday Courtesy of KMC Fire Emergency Service The Kaiserslautern Military Community Fire Emergency Services will kick off Fire Prevention Week with a parade through Ramstein Military Family Housing, Saturday at 10:15 a.m. After the parade, the fire department will host an open house with a variety of festivities from 11 a.m. to 4 p.m. at Fire Station 1, Bldg. 2303,

The heat is on by Senior Airman Elizabeth Baker 86th Airlift Wing Public Affairs
Beginning Oct. 1, the 786th Civil Engineer Squadron turned on the heat for buildings across Ramstein. According to Staff Sgt. Chase Dunivan, 786th CES Heating, Ventilation, Aircondition Repair and Refrigeration, noncommissioned officer in charge, the process will follow a hierarchy of priority. The first priorities are medical facilities, child development centers, and schools. Second priorities are living quarters, including dorms and base housing. Office buildings are last priorities. The hierarchy is determined by the mission, occupants and equipment inside the building. Dunivan said that it usually takes three or four weeks to cover Ramstein and the 435th Construction and Training Squadron contingency training site. “Once Monday comes, our sole mis-
sion is to turn heat on,” Dunivan said. “We have our list of priorities, and as soon as we get one done, we get another one until all the heat is turned on.” Every year the 786th CES HVAC waits for approval from the 86th Airlift Wing commander to turn on heat, Dunivan explained. The commander’s decision is largely based on weather. Once Ramstein experiences five consecutive days of 55 degrees Fahrenheit, if all other considerations permit, the commander will approve turning on the heat. Waiting five consecutive days of a specific temperature is designed to avoid wasting energy in the event the temperature rises again. Most of the heat on Ramstein comes from hot water radiators. Dunivan and Lawrence Johnson, 86th Civil Engineer Squadron resource efficiency manager, give these tips for using radiators properly.
Don’t try to fix a radiator. If there’s an issue with a radiator, call it in to the Airman dorm leaders if it is in a dorm or facility manager if it is in an office. The problem could be a two- to three-minute fix for maintenance, but if a person doesn’t know what they’re doing, they can break something. Don’t touch hot radiators and make sure nothing is covering them. On the highest setting, radiators can get extremely hot. Be careful not to burn yourself or anything else. Don’t sit on radiators. Remember they are water radiators; they can rip off a wall under a person’s weight, which can flood a room quickly. If the radiator leaks, it is not condensation and likely will not stop. You should call for it to be checked. Allow radiators to function as designed. The knob on a radiator is both the thermostat and the valve controling the
October 6, 2017 amount of hot water flowing through the radiator. For the control to work properly, it must be surrounded by free circulating air. This is another reason not to cover a radiator. Conserve heat. Close windows and window coverings at night to reduce heat loss through the windows and keep doors to seldomused rooms closed. Take advantage of natural heating. Open drapes and rollladens during the day so the sun can warm the inside of the room. During the day, if the external temperature rises above the internal temperature, open the windows. Don’t forget to close them when the external temperature drops. Don’t overdo it. Radiators will not instantly heat a room. Setting the thermostat too high will overheat the room and waste energy. A setting of three should provide comfortable heat for the entire room.
October. For more than 90 years, the National Fire Protection Association sponsored this week across the nation and overseas military installations. Every year they promote education and critical information and this year’s campaign will be “Every Second Counts, Plan 2 Ways Out!” The KMC FES provides a good time for families to have fun and learn about fire prevention. Set the Blasco explained howright to prepare families in case of a fire. “It is crutemperature! cial to have a plan and your family to know the plan,” said Blasco. “Ensure children know how to escape on their own in case you can’t help them. Most importantly, once outside, stay outside. Never go back inside a burning building. Midwives: Champions for all women from adolescence to menopause by Maj. Lisa Gonzales and Katherine Coughlin Certified Nurse Midwives, Landstuhl Regional Medical Center Midwifery has been mentioned since the very beginning in stories, on cave walls and in literature. After all, midwife means “with woman.” Nurse midwives have been practicing in the United States since the 1920s. You may think that midwives only support mothers giving birth in the home setting. But did you know that they can care for women from adolescence to menopause. Midwives practice in hospitals, birthing centers, private practices and serve in the military. In 2016, there were 11,475 board-certified midwives in the United States, and approximately 100 of them were active-duty midwives and several are even men. A certified nurse midwife is a registered nurse who completed either a master’s or doctoral degree at an accredited midwifery program. CNMs are recognized as independent health care providers with authority to prescribe medication throughout America and U.S. territo-

Caitlyn Schafer and her husband Sgt. Carl Shafer of the 10th Army Air & Missile Defense Command share their excitement about the big news they received from Certified Nurse Midwife Air Force Maj. Lisa Gonzales during an appointment Sept. 28 at Landstuhl Regional Medical Center. Not only did the Schafers find out that they would soon become first-time parents, but they were surprised to learn that they are pregnant with twins. Certified Nurse Midwifes like Gonzales provide a wide range of health care to women from adolescence through menopause and are often a part of the care team for some of the most important moments in women’s lives.
ries. Although nurse midwives are well known for attending births, CNMs also educate patients about pregnancy, nutrition, parenting and newborn care. In addition, CNMs can provide primary care services, annual exams and reproductive care such as prescribing contraception and treating some gynecologic concerns. According to the National Center for Health Statistics, the percentage of births attended by midwives has increased every
year since 1989. In 2014, midwives attended around 330,000 births, up more than 11 percent from 2005. “I am really glad we saw a midwife today. They are experts in their field,” said Caitlyn Schafer, who just found out she was pregnant during her appointment Sept. 28 at Landstuhl Regional Medical Center. “What better way to feel taken care of than with someone who has focused their education and experience on
exactly what I’m going through right now … especially for the first time.” “Especially with twins!” exclaimed her husband, still smiling after hearing the big news. “We are so lucky to have nine certified nurse midwives here in the local Kaiserslautern Military Community to help our patients,” Gonzales said. LRMC Deputy Commander for Nursing Army Col. Michelle Munroe, 86th
Medical Squadron Chief Nurse Col. Regina Paden and 30th Medical Brigade Chief Nurse Col. Robin Neumeier are all in leadership positions and see patients as well. The other six CNMs work in the LRMC Obstetrics and Gynecology Clinic — Army Maj. Elizabeth DiCampli, Air Force Maj. Major Lisa Gonzales, Air Force captains Shameka Williams and Laura Segovia, and Department of the Army civilians Katherine Coughlin and Melanie Benson. “Together, we bring more than 100 years of experience as certified nurse midwives to our patients (in the) KMC area,” Gonzales said. “That translates into a great team of very knowledgeable CNMs that our patients can turn to for help.” Gonzales explained that National Midwifery Week from Oct. 1 to 7 is a special time to celebrate the work of midwives and midwifery. Midwives will experience a day of pampering and relaxation as well as a traditional blessing of the hands ceremony, a symbolic way to ask that the hands that work so hard will continue doing their good work.

Options available for reporting domestic abuse Domestic abuse does not discriminate. People of all ages, race, gender, socioeconomic status and rank experience physical, emotional and sexual abuse by their intimate partners. Being in an abusive relationship can leave people feeling alone and afraid. The Department of Defense has established reporting options to help support victims of domestic abuse. These options are restricted and unrestricted reporting. Restricted reporting allows an individual the option to disclose information regarding the abuse to a victim advocate, a Family Advocacy staff member or any military health care provider, without Command or law enforcement involvement. Restricted reporting allows individuals time to receive support and
information needed to make an informed decision. Services available under restricted reporting: • No law enforcement notification • No command involvement • Access to medical care and counseling • Victim advocacy services • The option to change your restricted report to unrestricted at any time The restricted reporting option is available to individuals 18 and over for matters pertaining to domestic abuse only. Any incidents involving children will not remain restricted to ensure safety of the children involved. Additionally, restricted reports may not remain restricted if the treatment provider assess the individual is at immanent risk.
Unrestricted reporting provides command and law enforcement information relevant to the situation. This process allows an individual to use chain of command, law enforcement and Family Advocacy for intervention services. Services available with an unrestricted report: • Law enforcement notification • Command notification • Support from command – availability to obtain a no contact order • Access to medical care and counseling • Victim advocacy services If you are in an abusive relationship and would like to make a restricted report, contact Family Advocacy at 06371-46-2370 or 479-2370.

Emergency Management encourages families to stay ready
Col. Brian Hartless, 86th Civil Engineer Group commander, speaks to a crowd at the National Preparedness Month 5k Run Sept. 29 on Ramstein Air Base. This year’s overarching theme was, “Disasters don’t plan ahead. You can.”
Story and photos by Airman 1st Class Devin M. Rumbaugh 86th Airlift Wing Public Affairs September was National Prepared ness Month. The overarching theme this year, organized by the Federal Emergency Management Agency, is, “Disasters don’t plan ahead. You can.” Installations across the Department of Defense teamed up with FEMA and communities around the nation to spread awareness of preparatory actions citizens can take to protect their homes and livelihoods in the event of a natural or large scale disas ter. This year’s campaign is all about educating people to be aware and pre pared if something does happen. “We are getting the word out on what people can do, like creating a plan,” said Senior Airman Marlene Zeledon, 786th Civil Engineer Squadron emergency management planning journeyman. “We encourage people to go online and use (www. ready.gov). The website is run by FEMA and has planning tips for just
about every circumstance.” To stay prepared, FEMA suggests families keep enough food rations to last each person three days, a gal lon of water per day for each person, and communication and transportation plans in case members are required to go to work in adverse weather condi tions. Plans formulated by FEMA can
range anywhere from natural disasters like wildfires to man-made disasters like chemical emergencies. Manmade disasters and situations can arise at any moment, but knowing the area you live in can help members plan ahead for the possibility of natu ral disasters. “There is no single way to pre pare for manmade disasters,” said

Staff Sgt. Frances Christian, Defense Threat Reduction Agency emergen cy management instructor. “Having an evacuation plan, rally points and being properly trained are the best ways to prepare. Practicing for events like fire drills and tornado drills are one of the best ways for a family to keep themselves safe and prepared.” As the winter season approaches, families living in the Kaiserslautern Military Community are encouraged to have plans for tornadoes, severe winter weather and flooding. “The wind storm on Sept. 13 was our welcome to the winter season,” said Airman 1st Class Allison Castillo, 86th Operations Support Squadron weather forecaster apprentice. “Gusts were measured up to 46 miles per hour, but we expect to see higher num bers as we enter the winter months.” During wind storms, the emergency management flight suggests finding shelter or the safest location possible. “Practice your plans often,” said Zeledon. “Don’t forget about your pets or people with disabilities. Practice when, how and when you’re going to evacuate. Practice, practice, practice.”

86th MUNS keeps Air Force armed, makes every shot count
Airman 1st Class Taylor Szatko, 86th Munitions Squadron stockpile management crew chief, takes accountability of ammunition Sept. 19 at Ramstein. Tech. Sgt. Randa Head, 86th Munition Squadron noncommissioned officer in charge of munitions operations, conducts an inventory of munitions Sept. 19 at Ramstein. The 86th MUNS provides support throughout the U.S. Air Forces in Europe and Air Forces Africa area of responsibility.
1st Lt. Nicole Manuel, 86th MUNS operations officer. “Munitions are a highly sensitive item and we definitely need to be aware of where each one is. If we don’t do our job we’re not supporting the people on deployment doing theirs.” The 86th MUNS provides munitions support throughout the theatre. The squadron also supports troops in deployed locations and NATO allies when requested, Manuel added. “We can have as many planes in the sky as we want, but if they’re not properly equipped with our munitions, we’re not going to fight the war we have to fight,” she continued. “We’re the ones equipping the guys downrange with the ammunition they need.” Tech. Sgt. Randa Head, 86th MUNS noncommissioned officer in charge of munitions operations, said she was pleased with how the inspection was going. She explained that ammo troops must be diligent with their inventory, saying the munitions stored at the squadron are important in accomplishing missions. “As of right now, it’s gone by very well,” Head said. “We’ve been inventorying the line items we have stored out here. It’s vital that we ensure 100 percent accountability.”
Senior Master Sgt. Brian Sevy, 86th MUNS material flight chief, said proper accountability of munitions is a matter of public safety. “We’ve been entrusted by U.S. European Command and the 86th Airlift Wing to safely maintain ordnance,” Sevy said. “It is our job to keep the base safe along with ensuring (munitions are) transported safely and properly so that it can get where it needs to be for its intended purpose.” Sevy said keeping count of all ammunition at the 86th MUNS helps build trust with taxpayers by showing good stewardship of resources. He added that the squadron plays a major role in bolstering the U.S. military’s defense posture in Europe and other theaters of war. “Our job is to enable the projection of power for the U.S. European Command theater,” he said. “That postured presence is a deterrent. The fact that EUCOM and (U.S. Air Forces Africa) can rely on us to have reliable ready-to-ship ordnance, it gives them assurance against any of our worldwide threats. Simply being here and keeping (our munitions) clean, orderly and ready is a weapon in its own way.”

Flu vaccine community events scheduled for KMC The flu vaccine has arrived and will be offered to the Kaiserslautern Military Community at numerous events throughout the area. Patients may also receive the vaccine during scheduled appointments in their primary care clinics as well as the Immunization, Obstetrics & Gynecology and Pediatric clinics. Army and Air Force health professionals recommend the flu vaccine for everyone ages 6 months and older to prevent getting the flu or reducing the
severity and duration of symptoms. “The flu can be life threatening and the most dangerous for those who cannot be vaccinated, like infants, the elderly and people with health complications,” said Chief of Army Public Health Nursing for Landstuhl Regional Medical Center, Maj. Timothy Whoolery. “This is why everyone who can get vaccinated against the flu really needs to get the vaccine, to reduce the spread to our high-risk population.” For many people, annual vaccination is a requirement and not a recommendation. This includes military

service members, health care workers and school-age children as well as child care facility employees and attendees. Anyone required to receive the vaccine should ask their unit or organization for guidance about when and where to get it. LRMC and the Air Force’s 86th Medical Group will host a number of flu vaccine events throughout the local communities. The vaccine will be offered at these community events to anyone 6 months and older and eligible for health care at a military treatment facility, unless otherwise noted below. Everyone is encouraged
to attend one of these events, as wait times are typically much shorter than in the clinical setting. Although the vaccine is provided at no cost to the patient, Army medical staff will be asking all but activeduty patients to submit their health insurance information, so bring a copy of a current health insurance card. Below is a listing of flu vaccine events throughout the Kaiserslautern Military Community as well as the Baumholder community. KMC members take gliding lessons Story and photos by S enior Airman Elizabeth Baker 86th Airlift Wing Public Affairs Gliders are engineless aircraft that can stay aloft for hours by riding thermal updrafts, or heat swells, created by trees and structures on the ground. Eight members of the Kaiserslautern Military Community attended a day trip through the 86th Force Support Squadron Outdoor Recreation program to try their hand at piloting gliders, build their personal community and better themselves through learning. David Simons, U.S. Army Europe Office of the Deputy Chief of Staff engineer, found Flugsportverein Kaiserslautern (or Kaiserslautern Soaring Club), and established a relationship with them. Simons, who has a passion to improve his community, arranged for ODR and the Single Airman Initiative to partially fund gliding lessons for Airmen and the KMC. “The big goal to me is enriching this community with aviation,” Simons said. Each participant received three flights with an experienced glider pilot and a log book to record their hours towards a light aircraft pilot license or a sail plane license. For single Airmen or spouses of deployed Airmen, the price was reduced by 50 percent thanks to the Single Airman Initiative. The effort it took to provide this opportunity was worth it to Simons because he believes the Aviation community is highly beneficial for Airmen, dependents and KMC members of all ages. He wants to offer an opportunity to build skills and provide experiences participants would normally have to go to school for. Simons believes gliding gives young Airmen life skills. “When I’m in a glider, every deci-

sion I make has a real consequence,” Simons said. “Waiting too long, not putting my air brakes on, not paying attention to what’s going on around me — all these things have an effect on the final outcome, which is landing safely. There’s no undo button. I have to figure out how to fix my mistakes. It teaches responsibility for actions, discipline and problem solving.” Simons said he can see how aviation has built life skills for his 13-year-old daughter, Emma, who is an avid flier and displays greater confidence from it. Flying lesson participants had the opportunity to control the aircraft and feel how it responded to their actions. “Some younger personnel are, dare I say, more into gaming systems than they are into getting out there and experiencing life,” Simons said. “They don’t have that experience or ability to go out and have to make decisions. Aviation broadens their exposure and removes some of that short-sightedness, and that makes a better Airman. Imagine if you can give these 18-, 19-, and 20-year-olds the confidence to be able to think outside the box on dif-

ferent situations and realize the consequences.” Simons said he thinks the confidence aviation builds in Airmen gives them a sense of self. Another benefit Simons believes aviation brings to Airmen is community. “The aviation world is a community,” Simons said. “I have a goal of creating a community of aviators outside of on-the-job military. If you have a community, or something to look forward to, you’re more likely to pick up the phone and reach out if you’re not doing so well. A friend is more likely to call them up and check in.” Senior Airman Thanh Pham, 86th Communications Squadron cyber vulnerability management technician, was one of the class participants. “All the friends that I made here went back to the states, but I decided to extend at Ramstein for two years.” Pham said. “A lot of people who extend lose their support system. It’s good to have something like gliding to look forward to every weekend. It’s good to have familiar faces.” Pham signed up for membership at
Flugsportverein Kaiserslautern to continue gliding in a community. “It’s hard to find things to do on short weekends, so I just stay at home and maybe go drinking and spend 100 euro in one night,” Pham said. “Here I spend way less and have way more fun. Going out drinking doesn’t really do anything for people; it’s just bad for their health. When you’re flying, you’re making friends and having fun.” When asked what he would say to Airmen who only sit in their room off duty, Pham said people only live once. “Never again will we get to live in Germany and fly a glider,” Pham said. “We should just take every opportunity that we have because no one wants to be 60 years old on their death bed wishing they had.” So far, Simons has conducted three trips to Lachen-Speyerdorf through ODR. He intends to continue getting KMC members involved with aviation by offering monthly opportunities through ODR from March to November 2018. For more information, contact ODR at 06371-47-5705 or 480-5705.

Kaiserslautern Landstuhl Spouses’ Association continues efforts at Landstuhl Thrift Shop Story and photo by Erinn Burgess U.S. Army Garrison Rheinland-Pfalz Installation Management Command Directorate Although Pulaski Thrift Shop is closing Oct. 26, the Kaiserslautern Landstuhl Spouses’ Association will continue to run the Landstuhl Thrift Shop to provide reasonably priced, second-hand goods to the Kaiserslautern Military Community. The Pulaski store’s closure stems from the European Infrastructure Consolidation actions announced by the Department of Defense in 2015, which direct a partial return of Pulaski Barracks by 2019. KLSA First Vice President Angie Shinkle explained that the purpose of the thrift shops is not only to provide community members with low-cost shopping opportunities but also to raise funds for organizations such as Bright Eyes, KMC Scholarships, USO, the Red Cross, the chaplain’s office and several others. Just last year, KLSA was able to give back more than $70,000 to the community from thrift shop profits. Shinkle stressed the importance of continued donations to the Landstuhl Thrift Shop to ensure KLSA can continue to do what it does for the community. She encouraged the shoppers, too. “Give Landstuhl a chance! It’s going to have some really cool stuff right now because we just took all of our Halloween and Christmas stuff up there,” Shinkle said, also mentioning the upcoming Halloween Extravaganza. This festive celebration, including Halloween costumes and decor for sale along with little treats for children, will be held at Landstuhl Thrift Shop from 10 a.m. to 3 p.m. Oct. 14, Bldg. 3818. Along with providing support to organizations in the KMC, KLSA also promotes friendship and belonging through social activities and community involvement. Those who volunteer for the organization often find themselves enjoying it so much that they get involved on a deeper level, such as Shinkle herself. “I enjoyed volunteering in the thrift store so much, I became bookkeeper and treasurer,” Shinkle said. She then assumed the role of first vice president this year and now has oversight of both shop locations. Kirsten Moser, community grants chairperson, also started as a volunteer. “It can be hard to meet people here,” Moser said. “The thrift shop is a nice place to meet people. It’s fun to talk to the people who come in to shop — both the families that come on a regular basis and the people who just arrived to the community.” Moser and Shinkle aren’t the only

ones who enjoy KLSA enough to stick with it. Full-time volunteer Roswitha Santillo has been a member of KLSA for more than 20 years. She explained she has stayed with the organization for so many years because of “the social contact, meeting many friendly people

The thrift shop opened its doors in its original location on Vogelweh in 1963 after a request from the Kaiserslautern Officers’ and Civilians’ Wives Club — forerunner to the Kaiserslautern Landstuhl Spouses’ Association — to provide a place for lower-paid personnel to purchase usable items of household goods and clothing that they might otherwise not be able to afford. It was promised then that the funds would be donated to charitable and welfare activities within the community, a promise KLSA has undeniably upheld.
given her lifelong friendships and a sense of pride. “It gives me a satisfied feeling when we achieve a well-earned income and proudly give back to the community. I am nearly 74 years old, and I hope that I will be able to spend a couple more years with KLSA,” Santillo said. The organization is in need of board members and volunteers in order to continue its work. A membership drive will be held from 11:30 a.m. to 1:30 p.m. Oct. 18 at Armstrong’s Club on Vogelweh. The free event will include door prizes, light snacks and the opportunity for community members to see what KLSA is all about. Spouses of all services and ranks as well as retirees, reservists and civilians are invited to get involved with KLSA. High school students 16 and older are also welcome to become thrift shop volunteers. For information, email 1stvp.klsa@gmail.com. The city of Annweiler/ Trifels will celebrate its annual chestnut fest Saturday and Sunday. More than 30 stands will be put up on Rathausplatz, where vendors will offer their merchandise from 11 a.m. to 6 p.m. on both days. Sunday, stores will be open from 1 to 6 p.m. The event will highlight the chestnut. Usually edible chestnuts are grown only south of the Alps. The Romans once brought the tree to the winegrowing areas in the Pfalz. Thanks to the mild climate in the Palatinate Forest and in the area around Annweiler, called Trifelsland, conditions for chestnut trees to grow are excellent. During the chestnut harvest time, Oct. 1 to Nov. 15, regional restaurants, cafes and vineries serve special menus made with chestnuts such as
soup, chicken with chestnut vegetables, rumpsteak with chestnut crust and chestnut mousse with orange sauce. During Annweiler’s chestnut fest, visitors can taste a big variety of food and drink specialties made of chestnuts, including bratwurst, dumplings, bread, cake, crepes, marmalade, honey, ice cream, liquor and beer. Other products for sale include decoration items for fall, soap and jewelry. The crowning of the 14th chestnut princess will take place at 2 p.m. Saturday in front of the city hall. Musical entertainment will be provided in the afternoon of both days on the fest grounds, and children can enjoy rides on a merry-goround. Bully Busters focuses on a set curriculum of non-violent, Brazilian JiuJitsu based, self-defense techniques that teach children to “neutralize and negotiate” with bullies. No experience required and you can count on seeing a visible increase in your child’s confidence within a few short weeks. Open to all branches of service. For more information or to register, contact Parent Central Services, Rhine Ordnance Barracks, Bldg. 162, at 541-9066 or 0611-143-541-9066.
