Air Force announces NCO Career Status Program for Airmen with 12 years of service by Secretary of the Air Force Public Affairs The Air Force announced Oct. 30 it will implement the new Noncommissioned Officer Career Status Program for active duty Airmen, which will affect reenlistment contracts executed on or after Nov. 18. The change will eliminate the need for Airmen who have 12 or more years of service to continue to reenlist by aligning their separation dates with their high year of tenure dates. “Career Airmen are consummate professionals who have demonstrated their commitment to service,” said Lt. Gen. Brian Kelly, Air Force deputy chief of staff for manpower, personnel and services. “They play a crucial role in developing the next

generation of Airmen. With this adjustment, we’re providing them the associated flexibility to make individualized career decisions.” Airmen who reenlist under the NCO Career Status Program will follow processes similar to those of officers and will incur active duty service commitments. The Selective Retention Bonus program will not be impacted by CSP other than a few administrative processing changes. If eligible for an SRB, Airmen electing to accept the bonus — and the associated ADSC — will apply for the SRB via myPers and complete an application electronically. The Air Force’s Personnel Center will identify and notify those Airmen on career status contracts

who are eligible for an SRB on a monthly basis. Like officers, enlisted Airmen may apply for separation prior to their high year of tenure date with an effective date no later than 180 days from the date of request. “What we are saying to our Airmen is we hear you,” said Chief Master Sgt. of the Air Force Kaleth O. Wright. “We recognize your commitment to a profession in the Air Force, and we’re going to manage your service commitment in a way that provides you with reduced paperwork and increased efficiency.” Airmen with 12 years of service who sign a reenlistment contract on or after Nov. 18 will fall under the CSP and that will be their last con-

tract. CSP Airmen will no longer see a date of separation in their records until they are within 12 months of their high year of tenure date. Upon getting promoted, the date of separation for CSP Airmen will automatically be updated to the high year of tenure date of the new rank. Current high year of tenure lengths of service by rank are: • 20 years for E-5 • 22 years for E-6 • 24 years for E-7 • 26 years for E-8 • 30 years for E-9 The reenlistment form has also been changed to increase efficiency and reduce errors between the personnel and financial systems. USAFE NCOA: Primed, ready for students to learn by Staff Sgt Jimmie D. Pike 86th Airlift Wing Public Affairs Students, instructors, and leaders attended United States Air Forces in Europe’s Kisling Noncommissioned Officer Academy ribbon cutting event on Kapaun Air Station Nov. 1. The ribbon cutting marks the reopening of the schoolhouse after it was closed for six months for renovations to create a more efficient and effective educational environment for more than 1,000 students annually. “Some of the highlights from the renovations are new restrooms, new carpeting, new windows, and updated smart boards and white boards in the flight rooms,” said U.S. Air Force Chief Master Sgt. Terrance Smiley,

Christian Martin, 86th Operations Support Squadron Survival, Evasion, Resistance, and Escape Training non-commissioned officer in charge, might be able to evade capture in the wilderness, but he couldn’t escape the surprise when leadership recognized him as Airlifter of the Week, Oct. 31 on Ramstein Air Base. Martin leads the 86th Airlift Wing SERE Refresher Training program. As program lead, he schedules 36 training events annually, as well as impromptu training events to support more than 500 flyers annually. Martin maintains just under one million dollars worth of facilities and training equipment in order to sustain aircrew currencies for missions spanning three geographic combatant commands. During a recent deployment, Martin led a five-day training event for Kenyan Defense Forces, increasing the response capabilities in remote areas by ten percent. He has recently been certified to

operate maritime surface vessels in order to expand current personnel recovery training during bilateral flying exercises, enabling full mission profile search and rescue operations with partner nations. Finally, as a government purchase card holder, Martin diligently worked to acquire vital equipment for the 86th OSS to expand their personnel recovery support for high risk of isolation personnel within United States Air Forces in Europe and Africa. Martin’s dedication to his personnel recovery and training missions enable aircrew to perform their missions across multiple theaters. In a conversation with Brig. Gen. Mark August, 86th AW commander, Martin said he is both proud and grateful to be named Airlifter of the Week. “Although unnecessary, it’s always nice to be recognized,” said Martin. Martin went on to provide several ideas to improve the efficiency of SERE training held on Ramstein. He has proven himself capable of being both a master and student in his field through his competence and unrelenting desire to improve.

The U.S. Army Garrison RheinlandPfalz Directorate of Family and Morale, Welfare and Recreation was named a finalist for the 2019 National Recreation and Park Association National Gold Medal Award in September. The National Gold Medal Award honors civilian communities in the United States and military installations around the world in seven size categories that demonstrate excellence in parks and recreation through long-range planning, resource management, volunteerism, environmental stewardship, program development, professional development and agency recognition. Applications are separated into seven classes, with five classes based on population, one class for U.S. Armed Forces recreation, and one class, awarded on odd-numbered years, for state park systems. “The Gold Medal Awards program has served as a testament to the hard work and dedication of recreation professionals who strive to meet the needs of diverse communities,” said Gary Burton, DFMWR director. “The Gold Medal is a comprehensive award that looks at the many challenges agencies face and how they are leveraging resources to meet those challenges.” Agencies are judged on their ability to address the needs of those they serve through the collective energies of community members, staff and elected officials. Four finalists in each class are chosen to compete each year. Besides USAG RP, 2019’s Armed Forces Class finalists were: Camp Smedley D. Butler, Okinawa, Japan; Naval Air Station Whiting Field, Melton, Florida; and USAG Bavaria, Grafenwoehr, Germany.

The finalists were announced in September and the winners were announced at the end of September. Camp Butler took home the award in the Armed Forces category but, Ingrid Osewalt, DFMWR deputy director, said being named a finalist the first time the garrison applied was a great feeling and they learned something about the way they do business here in Kaiserslautern and how they can plan for next year. “It is an honor to be selected in this elite group of professionals,” said Osewalt. “This tells me that what we do in terms of recreational programming for our Soldiers, civilians and their families is valued as much as our civilian counterparts.” The entry packet consisted of answering nine questions, including; “What makes your MWR outstanding,” “How does your MWR positively impact the installation you serve,” and “Please explain three innovations implemented by your MWR in the last three years.” Each question required multiple answers. A video was also submitted. “Not winning inspired us even more to try again. It inspired us to know we have a chance to win that medal one day,” Osewalt said. Osewalt said she and Steve Selvey, Outdoor Recreation supervisor, put the packet together and have some takeaways for next year. “We have to focus our submissions in certain areas. We can really rally around this goal just like we have on the Army Community of Excellence Award,” she said. “The competition makes you aware of just how many great things our organization offers within the USAG RP footprint,” Selvey added. “It gives you energy and ideas to further improve how we serve our military community.”

MAJOR CHANGE IN OFFBASE HOUSING RULES Effective immediately, IAW guidance from DoD, the KMC Housing Office will no longer set rental rates for off-base housing units. Local rental contract values will now be established by using “fair market” rental rates within the local communities. Keep in mind that with the new changes to the off-base housing rental rates, the requirement still exists for the Housing Referral Office to review all housing contract agreements between landlords and tenants. All housing units must be inspected by the HRO to ensure minimum adequacy

Barrett publicly sworn in as Secretary of the Air Force by Charles Pope Secretary of the Air Force Public Affairs Barbara M. Barrett was publicly sworn in Nov. 2 as the 25th Secretary of the Air Force at the symbolically potent U.S. Air Force Academy, Colorado Springs, Colorado, using the high-profile location to salute the service’s history and potential as it positions itself to meet future challenges. David Norquist, deputy secretary of defense, conducted the public swearingin, which preceded Barrett’s first formal remarks since becoming the secretary. Barrett said her highest priority is protecting — and prolonging — the Air Force’s unrivaled excellence. “The men and women of the United States Air Force have earned the confidence of our nation. We know that it is ready, resilient and capable of defending America,” Barrett said in her remarks. Norquist, Air Force Chief of Staff Gen. David L. Goldfein, Chief Master Sgt. of the Air Force Kaleth O. Wright, other senior officials, family and friends joined Barrett. In separate remarks, Norquist both highlighted Barrett’s background and experience and reinforced her focus on confronting new threats, adapting to an era of “great power competition” and fulfilling requirements outlined in the National Defense Strategy. “For the Air Force, that means maintaining our air superiority and making greater investments in the modernization of our conventional and nuclear forces,” Norquist said. “It means assembling the best minds in space and cyber to address our vulnerabilities and lead the way in these new warfighting domains.” “Barrett,” Norquist added, “is, without question, the most competent person to take on each of these challenges

Former 86th WWII pilot laid to rest after 75 years by Kelly Sanders 86th Airlift Wing Public Affairs After nine years of research, Dr. Stephen Johnson picks up a small, worn artifact among his possessions and polishes the rough surface with his thumb. The piece originated from a downed World War II A-36A Apache aircraft nicknamed “Stelloola,” after its pilot’s little sister. The remnant reminds Johnson of the rigorous search to help Estelle “Stelloola” Sherry lay her brother, Army 1st Lt. Herschel H. Mattes, to rest after 75 years. Johnson, a Defense POW/MIA Accounting Agency historian, started working cases associated with WWII air losses over Italy in 2010. It was 1944 when Mattes’s A-36A Apache aircraft went down near Lake Bracciano, Italy. A 22-year old Mattes had left his home and fiancée to join the 525th Fighter-Bomber Squadron, 86th Fighter-Bomber Group, a unit that would eventually become the 86th Operations Group at Ramstein Air Base. During World War II, the 525 FBS primarily provided close air support of ground forces in Europe, with the 86th FBG moving forward to bases in Sicily, Italy; Corsica, France; and Germany as the battle line changed. “Hershey,” Sherry said, was “always smiling and handsome.” Mattes was six years her senior and the only male in her childhood

home. He taught Sherry everything from throwing a ball to riding a bike and traveling around Pittsburgh in streetcars. According to historical squadron documents, Mattes’s comrades reported seeing his plane crash on March 6 during an armed reconnaissance mission. He was struck by small arms or machine gun fire while conducting a dive maneuver. At the time, friendly forces could not immediately recover Mattes from the enemy-occupied territory. In October 1944, the owner of an Italian villa reached out to the U.S. Forces in Rome to report a U.S. Soldier was buried on the property. A gravesite had been erected on villa grounds with a German marker citing “Here rest [sic] one American Fighter-pilot, shot down on 6 March 1944.” The U.S., still in the midst of fighting World War II, did not respond until after a second attempt to make contact in September 1947. This attempt proved successful, and the U.S. Army sent two members of the American Graves Registration Service to collect the remains. The remains, identified only as an unknown U.S. Soldier, were relocated to a grave at the Sicily-Rome American Cemetery and Memorial in Nettuno, Italy, as Unknown X-977. In 1943 the Army adopted the use of Missing Air Crew Reports to help consolidate data and determine the fate of missing personnel.

Unfortunately, there was not a MACR filed for Mattes’s crash, which made it difficult to narrow down his final whereabouts. Johnson relied on historical data, circumstantial evidence, and witness statements, ultimately feeling more and more confident that X-977 could be Mattes. To test his hypothesis, Johnson visited the Italian villa where the remains were initially buried and consulted with Dr. Vincenzo Lucherini, an Italian independent researcher. In 2015, after recognizing the strong historical case that the remains could be matched to Mattes, the DPAA moved forward and sought Department of Defense

permission to disinter X-977. The remains were exhumed and sent to a DPAA forensic laboratory at Offutt Air Force Base, Neb. Samples of skeletal remains were sent to the Armed Forces DNA Identification Laboratory in Dover, Del. Laboratory experts ran into challenges getting a complete, reproducible sequence of DNA since the body had been treated with preservatives prior to burial at the Sicily-Rome American Cemetery. However, persistence paid off and in July 2019, experts positively matched the remains to Mattes. After a formal next-of-kin notification by U.S. Army Casualty officials, Johnson reached out to Mattes’ sister to celebrate. The two had been in regular contact during family updates from Johnson’s team. The family held a funeral in Avon, Conn. for Mattes on Sept. 23, marking the end of a long chapter. Sherry said she never thought she’d be able to bring her brother home to bury him, and finally being able to do so brought her peace. DPAA’s mission is to provide the fullest possible accounting for personnel listed as POW or MIA from past conflicts. Johnson says the worldwide organization is truly a team effort with many experts contributing to the more than 200 identifications each year. Community members can once again donate to the world’s largest and most successful annual workplace charity campaign now through Jan. 12, 2020. The Combined Federal Campaign celebrates its 58th year of giving, and U.S. Army Garrison Rheinland-Pfalz leaders emphasized the importance of getting involved. “Our help and generosity during the CFC comes back full circle in the many ways these charities benefit our battle buddies, family members, co-workers and friends,” Col. Jason T. Edwards, USAG RP commander, said. “With more than 20,000 nonprofit organizations participating in the campaign, you have the opportunity to choose the

cause that is most important to you.” “The charities aligned with CFC are all for really good causes,” Army Sgt. Jessica R. Hegg added. Hegg, a military police investigator with the garrison’s Directorate of Emergency Services, is the CFC community/area project officer for the Kaiserslautern Military Community. “This is a big thing — some of these charities could be impacting Soldiers, spouses or family members within our community, so it’s a really good thing to get involved with,” she said. Hegg explained there are two ways for donors to make a pledge: Option 1: Visit opm.gov/ ShowSomeLoveCFC and complete an online form to donate to the charity of your choosing. Option 2: Pick up a paper pledge form from your unit CFC representa-

521st AMOW builds resiliency across 8 GSUs Story & photo by Senior Airman Sara Voigt 86th Airlift Wing Public Affairs The 521st Air Mobility Operations Wing’s mission takes place 24/7, over the span of eight geographically separated units across Europe and the Middle East; the embodiment of, “Ops never stops.” To execute a mission this massive requires Airmen committed to the highest standards of excellence, who hold a reputation of diligence, drive and merit. Airmen who, above all else, are required to be resilient. This meant, when Chief Master Sergeant of the Air Force Kaleth O. Wright directed the Air Force hold a resilience tactical pause on Sept. 5, even among those with unceasing missions, the 521st AMOW jumped into action, ensuring their Airmen were taken care of, while simultaneously ensuring 100 percent mission success. Units assigned to the 521st AMOW such as the 521st Air Mobility Operations Group, 721st Aerial Port Squadron, 727th Air Mobility Squadron and the 724th Air Mobility Squadron rose to the occasion by joining together and giving each unit a day between Sept. 5-12, to discuss suicide awareness and resiliency. By delegating specific days to certain units, the 521st AMOW successfully continued their mission of command and control, aeromedical evacuation, aircraft maintenance and aerial

port operations, while also being able to give all Airmen a chance to reflect on what resilience means to them. All individual units had their own ways of reaching out. The 521st AMOW, based here, had teams hold small discussion sessions focused on honest feedback and wingmanship. They also hosted two keynote speakers to discuss suicide awareness. “I want you to know, I’m standing here as living evidence, it’s worth not quitting. It’s worth hanging on for one more day,” said former U.S. Navy Brown Water Black Beret and Vietnam War Veteran, Dr. Dave Roever. “When you think that your worst

day is today, let me tell you something, there are plans ahead of you that you’re going to prosper. You’re going to succeed, and you’re going to make it,” said Capt. John Arroyo, Fort Hood mass shooting survivor. 521st AMOW units used the day to not only discuss suicide awareness, but to also speak about maintaining good health and wellness. The 721st APS, also based here, encompassed their resiliency day off the Hindu greeting “Namaste,” meaning “the divine in me recognizes the divine in you.” They subsequently titled their down day operation NAMAS-Day in order to promote a day focused on wellness. “The overall idea was to make it

more of a conference-style event that focused on wellness and togetherness versus a day of briefings,” said Maj. Mallory Malda, 721st Aerial Port Squadron director of operations. The 727th AMS, based out of Royal Air Force Mildenhall, England, shared stories of resilience through suicide risk factors, and hosted an amnesty hour for Airmen to share their experiences. The 724th AMS based out of Aviano Air Base, Italy, used teambased sports and physical activity to provide Airmen with a chance to build camaraderie in an environment outside the work space. “We went to the golf course to use the driving range, the bowling alley, and the gym for Wally ball. While at these locations, the facilitators used the informal setting to demonstrate ways of using these activities as outlets and encouraged discussion,” said Tech. Sgt. Clinton Portwood, 724th AMS non-commissioned officer in charge of the air terminal operations center. The diversity in each of these units’ tactical down days provided evidence that resiliency in units is manifested in a multitude of ways, all of which lead to a stronger and more connected Air Force. The wing will continue to hold tactical pauses in the future to remind Airmen they are more than just a wing, they’re a family. A family ready to carry its members when they’re down and ready to reach out when their people need it most.

by Staff Sgt. Preston Cherry 52nd Fighter Wing Public Affairs On Thursday morning, Sept. 22, 2016, Theresa Lukens was driving to base to meet with a friend before her son left for a football game. Before entering the gate, she received a call. “Over my speakerphone the radiologist said, ‘The news is not good,’” said Lukens. “‘Your tests came back and you have cancer.’ As emotions took over, I pulled my vehicle to the side and started crying. Everything began to go gray and swirl.” Lukens was diagnosed with stage 2A breast cancer. Lukens, better known as Terri, worked as a Women, Infants, and Children administrative assistant at Spangdahlem Air Base, Germany. She usually spent her work day ensuring women got the food, nutrition counseling, and health services they needed in order to provide for themselves and their families. However, the diagnosis she received three years ago changed her life and gave her the knowledge and experience to help women in another way. After hearing the diagnosis, Terri said she felt shocked, afraid, sad, and lonely. She drove to her husband’s work, retired Chief Master Sgt. Richard “Jason” Lukens, and broke down in tears. “I was visibly upset and could barely speak,” said Terri. This was not the first time Terri received an unfortunate call involving breast cancer. Nearly 25 years ago, she found out her mother was diagnosed. “My mother hid her cancer,” said Terri. “My Aunt Gail finally figured out what she was doing. She was wrapping herself in bandages to hide the fact that her cancer had metastasized to outside of the skin. My aunt forced her to go to the doctor who had her taken

by ambulance for immediate surgery. I received a call with this information and remember running outside and dropping to my knees, crying and asking God why he would do this.” Her mother passed away a short time later and now the thought of dying crossed her mind. “Jason was awesome and wouldn’t let me think like that,” said Terri. “He said, ‘No, we are going to fight this and we will beat it together.’ He was never negative and knew we would win.” Jason comforted her as he called the hospital to learn more about the diagnosis, and to schedule her follow-up appointment. They both waited until their son Gage came back from his football game to deliver the news. “The hardest thing about this whole diagnosis was telling Gage,” said Terri. “It was thinking about him that I decided, then and there, that I would always remain positive and fight. Giving up was not an option. So, we began our journey into the unknown.” A few weeks later, Terri started her treatment. When most people were barely arriving to work with their morning cup of coffee, Terri already had blood taken at the lab, breakfast with her husband at the cafeteria, and was waiting in the chemo-infusion room for her “chemo cocktail” during their weekly four-hour visit to Landstuhl Regional Medical Center. However, the cocktail didn’t come in a garnished martini glass. It was actually chemotherapy, a treatment made with cancer-killing drugs that travel through the bloodstream to reach cancer cells. It was mixed specifically for Terri according to her body, overall health, and the type and stage of her cancer. It was prepared by an oncology nurse, served in an IV bag, and administered through an embedded port in

Terri’s chest. It also came with a slew of adverse reactions and side effects. “On the second and third day after treatment I would start going downhill,” said Terri. “I experienced joint pain, nausea, stomach issues and acid reflux.” Chemo had other effects on her body including hair loss, nail discoloration, weight fluctuations, mood changes, and easier susceptibility to infections and illnesses. After finishing chemo, Terri endured even more challenges with 10 weeks of radiation, which had similar side effects including fatigue, skin problems, loss of appetite, hair loss and decreased blood cell count. Through it all, Terri and her family remained in high spirits and continued to push forward. “I had it, and that was that,” she said. “So, we dealt with it the best way we knew how, to not give up and to fight.” Terri and her family did just that, and they won. Since being diagnosed and treated, Terri is cancer-free. Her nail color and hair has returned to normal. She said a positive attitude, a purpose to live, and having her family and military network backing her up in the fight against cancer aided her in the battle to overcome the disease. She said her biggest supporters were Jason and Gage, and she was grateful for the Spangdahlem community who were there during her times of need. “The support here at Spangdahlem has been awe-inspiring,” said Terri. “The support covered every angle including meal trains, shaving of heads to recognize the disease, Relay for Life fundraising, and more.” Terri became a voice for cancer awareness and someone to help support those diagnosed or going through treatment in the community. She regularly attended and even spoke at the yearly base Relay for Life, an event to celebrate the people who have battled cancer, remember loved ones lost, and fight back against the disease. She also helps those outside of the Spangdahlem community. Deanna Morris, a spouse diagnosed with breast cancer in August 2017 at Moody Air Force Base, Georgia, met Terri through mutual friends on social media. “Terri reached out to me at a time where I was lost and scared,” said Morris. “I had no idea what to expect or what exactly I was facing. Terri was an angel who talked to me when I was at my lowest. She understood exactly what I was feeling, physically and emotionally. She was an angel in disguise. She truly helped me.” Terri said she has shared advice to many individuals who have reached out to her after their diagnosis or during their struggle with the disease.

November 8, 2019 “With all the people I’ve been able to help, I feel like it was meant to be,” said Terri. According to the Centers for Disease Control and Prevention, breast cancer in the U.S. is the most common cancer in women, aside from some types of skin cancer. It also states 12 percent of women will develop breast cancer in their lifetime. Terri said she wants women to be conscientious of their bodies and catch cancer early. If they find a lump, get it looked at by a doctor immediately. “Just go get it checked,” said Terri. “The earlier you get it checked, the earlier you find it, the higher your survival rate. Just do it.” Terri said she understands finding something abnormal can be frightening, but urges them to be strong. “You can’t hide behind the fear,” said Terri. “My mother did that. Don’t let fear cripple you.” She also said newly treated patient’s bodies will change, but many symptoms are not permanent. “Hair, eyelashes, eyebrows, weight gain, weight loss and nails will all come back,” Terri said. “They are just a temporary loss. Cancer can change your appearance, but not who you are on the inside.” Jason said his advice to supporters of those who carry the disease is to understand that nothing can change the diagnosis, but the attitude you have going forward is crucial. “You have to remain positive and believe that they can beat it,” said Jason. “Terri and I always kept ourselves positive, even on bad days when she was tired, or when she started losing her hair. I just tried to be there for her when she needed me. A positive attitude goes a long way for the entire family.” Terri suggests buying a nice, comfortable hat and to not let cancer control every aspect of their life. “You can take charge of certain things like shaving your own hair before it all falls out or not wearing the wig if you don’t want to,” Terri said. “Do whatever makes you happy, not what society or cancer dictates.” Although Terri and her family recently left Spangdahlem after her husband’s retirement, she said she welcomes anyone, here or elsewhere, to reach out to her on social media if they have questions about cancer or are in need of support. She wants to continue to promote cancer awareness and assist those in their fight with the disease. “God put me in this place with cancer and had me go through this for a reason” said Terri. “That reason is to help other people who are diagnosed. If I can help just one person in a positive way, I’m doing what God intended.”

USAG Rheinland-Pfalz emergency dispatchers: Hidden heroes Story & photos by Keith Pannell Installation Management Command Public Affairs When Americans call 911 in an emergency situation, they expect a calm, knowledgeable voice on the other end. And that’s what they get when they reach the emergency dispatchers for U.S. Army Garrison Rheinland-Pfalz. In Germany, the phone number for fire and medical emergencies is 112, and the number for police is 110. Those numbers connect callers to a German emergency operator who will transfer the call to an English-speaking dispatcher. However, garrison dispatchers emphasized if those in need of assistance can’t remember which number to call, they can still dial 911. “The garrison has 12 dispatchers between Rhine Ordnance Barracks and Baumholder. They handle about 1,000 emergency calls for service each year,” said Marshall Fiedler, garrison fire chief. “Their performance has been excellent.” The USAG RP dispatchers, who are all bilingual local nationals, work 24-hour shifts similar to firefighters, taking calls from garrison kasernes stretching from the Coleman Work Site in Mannheim to Miesau Army Depot. The average call taking-time — the time from picking up the phone, recording the vital information needed, then dispatching emergency crews — is just 70 seconds, according to Fiedler. “We deal with law enforcement and fire stations. Every shift begins with radio checks and signing on the systems,” said Carlos Moenko, a dispatcher for 13 years, the last six years with the garrison. “A lot of it is pretty normal stuff. Occasionally, we get the chance to help save lives.” During their shift the two dispatchers on duty tag-team their responsibilities. They test and monitor all of the fire alarm and communication systems, conduct proficiency and qualification training, test phone communications with all fire stations twice a day, coordinate and provide translation services when the

local community dispatchers need help and coordinate and transfer emergency calls to the Ramstein dispatch center as needed. Somewhere among all that and emergency calls, they alternate taking required sleep breaks. Alisha Braun has been a USAG RP emergency dispatcher for two years, but emergency service has been a part of her life since she began volunteering at her local fire department when she was 11 years old. “It was always my biggest dream to work in a fire department,” she said. “We learned a lot about the rigors of the fire department, we got a lot of training and a lot of fire safety instruction.” For calls into the German emergency numbers, “As soon as they hear English, they hit the transfer button,” explained Moenko. “The connection is instant.” Moenko related a story where a call was transferred to him for a man who was barely conscious in a truck and hard to understand. “It was clear that he was in and out of consciousness and I was trying to figure out where he was,” he said. “I called the German police and told them where I thought he was and listened as they got there. That was a good one.” Unfortunately, not every emergency call has a happy ending. “In my first year, I had an American spouse call just after her Soldier husband had committed suicide,” Braun recalled. “I provided translation for the German fire department in her town. It was a horrible call.” Moenko says dispatchers understand when someone calls 112 or 911 that they are usually not calm. But, he asks that they try to remember the who, what and where of the event they’re calling about. Otherwise, it can delay the emergency response. Ute Sponheimer has been a dispatcher on military installations for 33 years, 18 of those on Smith Barracks in Baumholder. She said she had to get up to speed quickly because the 9/11 terrorist attacks happened in her

first week on The Rock. “Quickly, we started getting a lot of calls about suspicious cars and people walking around taking pictures and that kind of thing as the gates were closed and people started worrying about security,” she recalled. Sponheimer said she’s been a person who helps other people since her childhood. When she’s not at the dispatching console, she’s a German Red Cross volunteer. She said she feels like she was meant to be a dispatcher. “Dispatchers get both kinds of calls. I remember helping the German dispatchers with a Bulgarian man having a heart attack. It took a long time to figure out where he was between him being

But, I heard the ambulance get there and they saved him,” she recalled. “The worst call I had was talking to a new mother who just found her newborn dead from Sudden Infant Death Syndrome. You have to stay calm and professional, but your heart breaks for them.” “The dispatchers are the first voice customers hear when they need help. They are the first, and most important, link in the emergency response chain,” Fiedler said. “The information they gather, the reassurance they give to the caller, and their actions to dispatch first responders are vital to our department’s continued success.”

Barracks meeting nets quick fix for Soldiers, emphasizes reporting Story & photos by Stefan Alford Installation Management Command Public Affairs When Sgt. 1st Class Mirna Velez De Mansilla brought up an issue of concern for her Soldiers at the quarterly Army Barracks Management Program meeting for the Baumholder Military Community Oct. 25, she wasn’t expecting it to be resolved within 30 minutes after the meeting. The detachment sergeant for Baumholder Army Health Clinic raised her frustrations about the lack of parking spaces near the barracks that houses 40 Soldiers from the Health, Dental and Veterinary Clinics on Smith Barracks that has led to numerous citations issued for illegal parking on the street in front of the building. “Show me after this,” was all that U.S. Army Garrison Rheinland-Pfalz Command Sgt. Maj. Brett Waterhouse said, and the rest of the meeting continued with discussion of managing room assignments for inbound troops to maintain unit integrity, justifications for exemptions to move off post, and scanning furniture bar codes for property accountability. Afterward, however, Waterhouse followed Velez De Mansilla to the building in question and was surprised at the lack of parking options in the area, as the unaccompanied Soldiers had previously been told they could not park overnight in the post office parking lot behind their barracks. Meanwhile, the area in front of the building only had room for about six cars in an unpaved, unmarked dirt and gravel patch, which the command sergeant major noted would “quickly turn into a slosh pit once winter gets here.” “Nah,” said Waterhouse, shaking his head and getting the provost marshal on the phone to meet him at the location. Once Capt. Brandon Dinger arrived and options were discussed, the decision was made that the Soldiers could start

I am so very appreciative of both CSM and the PMO response.” “I have notified (my Soldiers) about the resolution this afternoon and they are all excited about the fix to this ongoing issue, since so many of them kept getting parking tickets and were at a loss as to where they could and couldn’t park,” she added. “I am confident the

We need to communicate what’s going well and what needs to be addressed. As long as we raise the issues, DPW is good at taking care of things and getting work orders done so our Soldiers don’t have to do it.” Silke Drumm, Unaccompanied Housing manager with DPW, echoed the need for identifying things requiring attention, whether minor paint, patch or repair work or more serious issues. “It is important that barracks managers attend these quarterly barracks stakeholders meetings because they can tell our DPW team any issues they are having that we need to work on,” said

Drumm. “If barracks managers don’t submit, DPW doesn’t know that something needs to be repaired, replaced, exchanged, etc.” Since the recent Army-wide emphasis on housing and barracks, the meetings are also a way to share best practices that can be reported to Installation Management Command during monthly teleconferences, said Housing Chief Harald Kastner. Drumm closed the meeting on a positive note by letting the barracks managers know that new furniture would start being delivered the following week, to include new appliances such as washers, dryers, stoves and refrigerators, in addition to couches and big-screen TVs for common areas. The new items, she said, are part of a plan to change out all barracks furniture over the next two years. Children honor St. Martin in lantern processions

Editor’s Note: This article was published in a previous edition of the Kaiserslautern American and the information has been updated to reflect this year’s event. Monday is St. Martin’s Day. Traditionally, children and parents will walk in lantern processions to honor St. Martin, the patron of the poor and friend of children. In Kaiserslautern, Ramstein, Landstuhl and other villages of the KMC, several parishes and kindergartens organize lantern processions prior to Monday where children carry lanterns, which they created in kindergarten or school, and sing Martin songs. Usually the walk starts at a church and goes to a public square. A man on a horseback dressed like a Roman soldier and representing Saint Martin, accompanies the children. When they reach the square, they will begin the Martin’s play, the bonfire is lit and Martin’s pretzels are distributed. In Kaiserslautern, a big lantern procession will start 6 p.m. Monday from St. Martin’s Church near St. Martinsplatz at the beginning of Steinstrasse and end

in front of the Rathaus (city hall). Here St. Martin will divide his coat and the bonfire will be lit. In other communities, kindergarten children will meet the days prior to Monday. Martin of Tours was born in the year 316 or 317 as the son of a Roman civil servant. At age 15, he joined the Emperor’s cavalry. One cold winter day, he was riding through country when a shivering beggar came his way asking for alms. Since Martin had neither food nor money, he cut his robe in half with his sword and gave a piece to the freezing man. Supposedly, the following night Jesus appeared in Martin’s dream and explained how he had been the freezing beggar, who Martin had given half his robe to. This event changed the soldier’s life. He left the army, got baptized and became a student of Hilarius of Poitiers. In 356, after Martin’s teacher was banned and he failed to convert his father and others to the teachings of Hilarius, he left for an island near Genua, where he lived as a hermit. In 360, Martin gave up his solitary life to join Hilarius again who returned

to Poitiers. In 361, he founded the first Gallic monastery in Liguge. In 371, the clergy and the people from Tours elected him for bishop. In 375, he established Marmoutier, a monastery for ascetic life and a school for bishops. Martin kept trying to evangelize pagans. On Nov. 8, 397, during a pastoral trip to Candes, he died. Thousands of monks, consecrated virgins and others went to his funeral Nov. 11. Years later, a basilica with the St. Martin Abbey was built on top of Martin’s gravesite. King Chlodwig elected Martin as patron of the Francs. The tradition of the lanterns goes back to former times, when people lit candles to honor a saint and when lanterns were put up everywhere in town

when a bishop came for a visit. The custom of lighting a bonfire after the lantern procession represents the beginning of festivities. In former times, most of the work on the fields was completed and then it was time to celebrate, drink and eat. Traditionally, a fat goose and sweet bread were served. Besides the traditional lantern processions, some other festivities honoring St. Martin are scheduled to take place. In the wine growing village of St. Martin, south of Neustadt, the Martinus wine fest is celebrated today through Sunday. Dahn will hold its traditional Martini market with vendors and a little carnival Sunday. Shops will be open in the afternoon.
