Wing Commander’s Message to Airmen, Families on COVID-19 To the men and women of the World’s Best Wing, We talk about resilience in the Air Force, and so far this year we’ve faced heightened tensions in the Middle East, extreme weather events, a major inspection, and most recently a novel Coronavirus (COVID-19) that is consuming worldwide attention. When I think about what this wing has tackled

in the span of a few short months, I can’t help but be proud of the resilience within our community. The COVID-19 disease spreading throughout Europe and much of the world is concerning, but we’re fortunate that as of the time of this writing, there were no confirmed cases of the virus in the Kaiserslautern Military Community among Department of Defense

members, families or local national employees. We’re also fortunate to have incredibly capable medical professionals at the Ramstein clinic and Landstuhl Regional Medical Center who are working closely with their German public health counterparts to ensure we have the latest information and See COVID-19, Page 2

COVID-19 from Page 1 guidance to protect our population and preserve the mission. The health and safety of every Airman, every civilian, every family member, and every mission partner remains the highest priority for me and the entire 86th Airlift Wing leadership team. In fact, the entire base is focused on this issue. The commissary and AAFES have been working to replenish their stock of hand sanitizer, base schools have a continuity of education plan ready in the event schools temporarily cancel classes, and Child Development Centers and Youth Centers are doing extra cleanings to help protect our children. We are staying closely aligned with guidance from the Department of Defense, U.S. European Command and U.S. Africa Command, and we’re coordinating closely with our tenDIRT BOYZ from Page 1 operators and seven augmentees met the winter weather head-on with a fleet of heavy snow removal equipment. “We had no issues or delays,” said U.S. Air Force Tech. Sgt. Michael Sternberg, 786th CES pavements and equipment NCOIC. “We actually had a diverted aircraft from Frankurt-Hahn that was able to land here.” The snow operations team was led by U.S. Air Force Airman 1st Class Ronald Williamson, 786th CES pavements and equipment operator. Williamson, who has now seen two snow seasons at Ramstein, brought a lot of experience and was key to this year’s success, Sternberg said. Base operations run 24 hours a day to support the mission, and proper preparation for adverse weather helps ensure those operations are not interrupted. “This is an airlift base, so there are always aircraft that need to come in and land on this airfield,” Williamson said. “If the airfield’s too slippery, there could be millions of dollars in damages, but all

ant units and Army partners in the KMC since this is a uniquely blended military community. In short, we are proactively planning as a team, and we will make the best decisions we can to prevent infection and protect the base population. One of the tough decisions I’ve made is to limit gatherings of large groups of people on base. Out of an abundance of caution, I’ve postponed until further notice today’s Unit Effectiveness Inspection celebration lunch, tonight’s Maintenance and Logistics Annual Awards ceremony, and Saturday’s chief recognition ceremony. We’ll look at other social events planned for the near future to determine if the events have direct links to readiness or mission effectiveness. Large social gatherings that do not meet that criteria may need to be postponed to preserve our combat capability and maintain the health of our Airmen and families.

The DoD is also taking COVID19 seriously. Effective today, DoD uniformed members, civilian personnel and families may not travel to, from or through locations for the next 60 days that the Centers for Disease Control and Prevention has designated as a Level 3 Travel Health Notice. This includes permanent change of station, temporary duty, and leave travel. Unfortunately, this applies to most countries in Europe, including Germany. We’re working a plan to get our people home as soon as possible who are currently on leave or TDY outside Germany, and we’re working through the impacts this stop movement will have on our Airmen who were scheduled to PCS. We’ll keep you informed as we move forward. While we take COVID-19 seriously, it’s important to remember that the vast majority of people who contract the virus recover

completely. Wash your hands, practice good hygiene, keep your distance from sick people, disinfect common areas regularly, and stay home if you’re not feeling well. Our best course of action is to be informed and follow medical advice to protect our mission, our loved ones, and our community. I’ve asked our commanders to ensure we document and report all impacts on training, mission execution or family quality of life due to precautions surrounding COVID-19. Continue to feed that information through your chain of command. I’ve also asked our commanders to ensure Airmen receive the latest information regarding travel restrictions and necessary precautions. is having troubles at home or work, but my gut was telling me it was a little unjust,” said Musial. “No one had ever told him about the Airman Defense Council so I directed him that way. After coming back from his appointment I could tell a weight had been lifted from his shoulders. He reported back to me and thanked me for providing him with this resource.” Musial said even if a problem might seem small, or easy-to-fix, helping out Airmen and seeing the relief wash over their face keeps

Page 3 him motivated day in and day out. In addition to helping Airmen individually, whether that’s unclogging a drain or restoring electricity for a dorm resident, Musial is also working to help Airmen on a larger, more strategic level. Musial manages 67 temporary overflow rooms used by Airmen when dorm occupancy remains at peak levels. These overflow rooms, provide newly arrived dorm residents temporary quarters until their permanent rooms become available. “I love being able to communicate and mentor newly assigned Airmen,” said Musial. There are challenges every day within my area of work but remaining mindful of others, maintaining a positive attitude and helping the Airmen helps keep me going.” Musial is also heading two key projects aimed at improving the quality of life for Ramstein Airmen. First, he is leading an effort to get ADL’s embedded into the dorm campus through an integrated non-secure internet protocol router connection in ADL offices. Once established, this NIPR connection will ensure key mentorship is available for the dorm residents as well as allowing more direct oversight for their quality of life. Lastly, Musial is revising the “Ditching the Dorms” program and overseeing the transition to an all-digital process in an effort to smoothly transition Ramstein Airmen who are approved to move off-base. “We’re trying to make things more convenient for Airmen living in the dorms and both of these projects aim to do that,” said Musial. “With a NIPR connection in each ADL office in every dorm building, we can decentralize the Dorm Reception Center and encourage a more convenient open-door policy for our Airmen.” Musial’s focused efforts to help Airmen is why he’s recognized as Ramstein’s Airlifter of the Week.

As an ADL, Musial found his calling by helping junior Airmen.

“I remember there was an Airman working in bay orderly who was dealing with some administrative paperwork,” said Musial. “After working with him for a few days I could tell he was a great Airman. He was just troubled by the paperwork he received.” The Airman brought him the paperwork seeking advice. After reading through it, Musial noticed he received two pieces of paperwork for the same infraction just one day apart. “Normally this would indicate the Airman

DAKAR, SENEGAL — From Feb. 17-28, members and a C-130J Super Hercules aircraft from the 86th Airlift Wing participated in exercise Flintlock 2020, an annual, African-led, integrated military and law enforcement exercise that strengthens

key partner-nation forces throughout North and West Africa as well as Western Special Operations Forces. The exercise was held in Senegal and Mauritania and included more than 30 African, European and North American partners. “We’re doing joint training and increasing the capabilities of African partners in West Africa,” said U.S. Air Force Maj.

Joseph Baldwin, 37th Airlift Squadron detachment commander. “Our job here is not necessarily to be part of the exercise, but to support the exercise, provide logistics and movement of passengers and cargo throughout the area of responsibility.” The 37th AS provided airdrop capabilities as well as transportation for civilian journalists, exercise leadership and 50

Page 5 Chadian soldiers. Airmen must be prepared to handle a variety of situations while still completing the mission. Exercises give them that experience and training to operate in a variety of locations and situations. “Anytime you’re operating in a new environment or challenging situation, you come up with new creative ways to get the mission done,” said Baldwin. “We came out here with pretty much no base of operations and then figured out how we were going to support C-130 operations for two and a half weeks out of an abandoned administrative building in West Africa. Being able to do operations like that, and be flexible and work with the people that are already on the airfield and figure out how we can make things happen is always beneficial to increase our capabilities.” While supporting exercise Flintlock 2020, members of the 37th AS also used their time by practicing low-level flying and performing airdrops, tasks they typically can’t perform at their home station. “We have very few restrictions when flying over the desert of Mauritania and it’s less densely populated so it’s one of the few places where we can actually fly an hour-long, low-level route at 300 feet above ground level,” said Baldwin. Exercises like Flintlock are not only necessary for improving U.S. forces but partner forces like those in Africa. “West Africa is an important area of responsibility for not only the U.S. military, but other NATO countries as well,” said Baldwin. “With an increase in the strategic threat of extremism, it’s very important that we have events like this and support operations to assist not only those NATO countries, but especially those partner African nations so that we can increase their capabilities for them to lead on this fight.”

Karl Gedeon was told he was being detailed to the U.S. Army Garrison Rheinland-Pfalz Housing Office in Baumholder as the non-commissioned officer in charge, he accepted it as another challenge in his career. “I was initially only supposed to help with barracks issues,” said Gedeon, 21st TSC, 21st Support Troops Battalion. “But, that morphed into helping all housing residents.” Gedeon’s job is to be the conduit between the housing office and a Soldier’s command team. If a housing resident has an issue or isn’t getting the service they had hoped for, the Soldier can go to their first sergeant or command sergeant major, who can then go to Gedeon as the NCOIC of housing. The reverse is also true in that, if there are issues with the Soldier or family members, Gedeon can reach out to the unit senior NCOs or the commander. While unit commanders and first sergeants have taken over ownership of single-Soldier barracks, the Directorate of Public Works is still in charge of maintenance and work orders in the buildings. “I, and most senior NCOs, have all lived in barracks and military housing,” Gedeon said. “We’re

insiders. Local national employees may not know the American military way of life or there may be language issues. I can step in and communicate with the Soldier and that Soldier’s command team from the housing office perspective.” “We realized not having a senior NCO dedicated to hous-

ing specifically at the garrison, to work with CSMs serving as area coordinators in our housing neighborhoods and to work with first sergeants and their barracks, was a critical void that needed to be filled,” said Command Sgt. But, he calls being the Housing Office NCOIC one of the most eye-opening jobs he’s had in his 23-year career. “I didn’t know the scope of effort it takes to make housing work,” he said. “It’s not easy getting a house or barracks room ready to put a new Soldier or family into. You want to

give everyone a brand new everything. But you have to work with what you have.” “Finally having a senior NCO, especially a leader like Master Sgt. Gedeon, has been instrumental to the Housing Management Division mission success,” said Jim Gillis, military housing deputy chief. “The resurrection of the Housing Building Coordinators Program wouldn’t have been possible without him.” Gedeon said one of the biggest challenges in housing is one many commanders face in building a cohesive organization with unit pride from individual Soldiers. From Gedeon’s perspective as Housing Office NCOIC, he sees Soldiers in the barracks and families in houses individually. But, he said a tour at Baumholder would be better if everyone worked together to make the best of the situation and have pride in their homes and neighbors. “But the challenge is, how do you build a community out of individual families and Soldiers?” To that end, Gedeon is optimistic for the future. “Give it five years and Baumholder will be the place to be with the new construction, balconies, parks, new covered parking, new schools and everything that’s coming,” he said. “That’s why filling out those housing surveys is so important. Today’s residents are setting the stage for the next generation.”

With this title, however, comes a very important topic — travel safety. For U.S. citizens, the Department of the State provides the Smart Traveler Enrollment Program, a free service providing the latest security updates from the nearest U.S. embassy or consulate, to ensure their safety when living or traveling abroad. “When travelers who are registered enter their destination into STEP, the program provides information regarding happenings in the respective area,” said U.S. Air Force Staff Sgt. Trevor Royer, 86th Security Forces Squadron antiterrorism and force protection technician. “If something happens at the location while travelers are

already there, the program will provide an alert and information to help get the person to safety.” For most citizens, STEP is an optional tool, but not for Department of Defense personnel (military and civilians) stationed across Europe. While each area of responsibility has their own requirements, DoD personnel assigned to EUCOM are mandated by the commander to sign up with the program, explained Royer. The program also provides updates regarding travel advisories for health concerns, such as quarantine procedures due to COVID-19 coronavirus. Sign-up can be accomplished in a matter of minutes by entering basic information such as name, address, contact number, and email. Passport information is optional to input, but can help travelers if they happen to lose or misplace their passport. ‘Strong’ balance: Airman’s pursuit on how, when to fight

U.S. Air Force Tech. Sgt. Demarris Strong, 569th U.S. Forces Police Squadron flight sergeant, is a leader known for her passion when it comes to her Airmen as well as her willingness to fight for them. However, balance is key in this pursuit. “A lot of my biggest obstacles have been knowing how to fight and when to fight, and when not to,” Strong said. Living up to her name, Strong has spent 11 years in the Air Force protecting the base and enforcing the law. Strong is approachable, transparent and honest with an excellent work ethic, said her 569th USFPS flight chief, Master Sgt. Nakoma Pratt. Pratt has known Strong through family ties since she was 13. “She’ll tell you what you need to hear; she won’t sugarcoat it,” Pratt said. “She’s displayed those qualities since she was a kid. It’s not just military; this is her life.” Strong’s qualities have carried her through the challenges of a police officer’s life, such as responding to domestic assaults, traffic incidents and suicides, all while operating in a male-dominated environment. Through it all, she has emerged as a leader whose biggest investments and victories are her personnel. “She’s not afraid to fall on a sword for people,” Pratt said. “She’ll sit back and reflect whether she needs to put herself on the line for someone. Nine times out of 10 she will, but she has a good balance.” Finding that balance has been one of the biggest challenges and most important lessons for Strong. Early in her career, Strong learned from leaders who fought for her – a trait she strives to embody for her Airmen. “I always thought everyone deserved to have someone fight for them tooth and nail,” Strong said. “What I learned was, if you fight for everyone all the time then at the times when it really matters, no one listens. If you

fight for everyone, you lose credibility.” However, she learned that she needed to choose her battles wisely and not everything required a fight. “I’ve taught myself to reserve my fight for the ones who deserve to be fought for,” Strong said. Although Strong has learned which fights to choose, she never leaves any of her Airmen or personnel on the sidelines. “She’s the epitome of what a leader is,” Pratt said. “It doesn’t matter who you are, if you come to her door and tell her about your issue, she’ll drop everything she’s doing.” Though Strong does not always fight, she strives to support all her Airmen. She uses

her experiences as a female Defender to mentor other females on topics such as how to watch their appearance, staying focused on careers, and seeing the big picture. “From day one, you need to put your all into what you do so that when and if you come across any obstacles, people want to fight for you and take your side,” Strong said. Seeing the need for women to network and support each other, Strong created the Lady Eagle Association. “Men are welcome to come to the meetings, but I started the Lady Eagles to give women in this career field a place to discuss challenges that are specific to them,” Strong said.

The Lady Eagles allows Strong to instill the principles she has learned in future Airmen. “They need to come ready to give their all and do their best daily for the mission and their superiors, but ultimately for themselves,” Strong said. “They need to be the Airmen who are worth the fight.” Becoming a military training instructor is something Strong is passionately pursuing. If her application is accepted, this would be another platform she can use to shape the Air Force’s newest members. Whether or not she is accepted as an MTI, she plans to continue using her passion, compassion and balance to shape tomorrow’s Airmen.

“As important as fundraising — or even more important — is educating and informing Soldiers and leaders that we’re here and this is what we’re here to do,” Collins said. Not only does the AER program provide emergency relief, it can also provide Soldiers a path to financial health by working handin-hand with the Army Community Service financial counselors. “We’re one of the few organizations that doesn’t want repeat customers — if we have repeat business, there’s an issue,” Collins explained. “We’re here to help with all kinds of emergencies, but it’s all about getting Soldiers on a path of financial readiness.” Tina Mann, a financial readiness specialist with ACS, said the AER program also helps surviving family members in the form of grants. “You never know, your donation could be helping a survivor who lost their spouse,” Mann said. “This program is helping Soldiers, family members, retirees, survivors, wounded warriors — we’re looking at this whole population of people. You just never know if you may need AER for something.” The 2019 AER campaign raised $57,737

The annual Army Emergency Relief campaign runs now through May 15, and U.S. Army Garrison Rheinland-Pfalz is committed to helping Soldiers in need. Since its inception in 1942, AER has provided nearly $2 billion in assistance to Soldiers and family members in the form of interest-free loans, grants and scholarships. “There’s nothing like this outside of the military,” said USAG RP Army Emergency Relief Officer J. Paul Collins, Jr. “This program is for Soldiers, by Soldiers. We’re helping each other. We’re making sure Soldiers don’t have to worry about their finances so they can do their jobs.” There are 30 categories of assistance a Soldier can apply for, including but not limited to emergency travel, funeral expenses, vehicle repairs, minor home repairs, medical or dental expenses, rent, utilities, personal needs when pay is delayed, and more. Collins, a retired Army first sergeant, said AER came to his assistance twice during his 27 years of military service. The

first time, he was in Advanced Individual Training and had an issue with his paycheck not coming through. “I went crying to the drill sergeant saying, ‘I don’t know what to do - my spouse is back home, we have to pay rent, we have to pay for utilities and food.’ He just smiled at me and said, ‘There’s something called AER I want to share with you.’ By the end of the day I had a paycheck,” Collins recounted. The second time he used AER was in the event of his mother’s passing when he was a staff sergeant. “Not only did AER help me, they gave me a grant to pay for plane tickets home and back to allow me to be there when my mother was buried,” Collins said. “If nothing else, that hit my heart and that’s why AER is my charity of choice — I’m paying back what I see as graciousness from an organization that, frankly, is nowhere else. Nobody else is going to care about me like that.” The goal of the 2020 AER campaign is 23% participation from the community, but Collins said it’s more than just a fundraiser — it’s also about raising awareness, and he wants 100% of Soldiers to know about AER.

Collins said donating can be as simple as a $5 allotment. “If somebody donates $5 for 12 months — totaling $60 — that’s one cup of coffee or a few energy drinks that they probably would’ve spent anyway,” he said. “We owe it to ourselves and to our service members to make sure this program sticks around,” he concluded. “AER is a cause seven decades old that helps Soldiers at every turn with unexpected health care expenses, emergency travel, funeral expenses and so much more,” said USAG RP Commander Col. Baumholder spouse, USAG RP employee earns one of 25 Army direct commissioning slots Story & photo by Keith Pannell Chief of Command Information USAG Rheinland-Pfalz Public Affairs An Army spouse living in Baumholder, who works for Family and Morale, Welfare and Recreation, has a big decision to make: Who will salute her first — her husband or her mother? Taylor Wright, lead lifeguard at the Baumholder Military Community Aquatics Center, will soon become an Army second lieutenant after a direct commission into the Army Medical Service Corps through the Army Master of Social Work Program. “A former supervisor spoke to me about his experiences as a social worker in the Air Force,” Wright explained. “After that conversation, I went straight over to the Army recruiter and said, ‘What can you do for me as a social work student,’ and he said he had a great program for a social worker in the Army.” Her current supervisor at the aquatics center, Barton Newton, has no doubt Taylor will excel in the program and become an asset to the Army. “I think she will do fantastic in the program. She is a mature and driven employee and is successful in anything she sets her mind to,” Newton said. “I know she has worked very hard to get into this program and I am sure she will be nothing short of fantastic.” The Army MSW Program is a 14-month course through the

University of Kentucky consisting of 60 semester hours, followed by a 26-month Social Work Internship Program. All while wearing an Army uniform. The program is very competitive. Only 25 applicants a year are chosen. Wright doesn’t take that lightly. “Mr. [Jim] Bradford and Mrs. [Ingrid} Osewalt allowed me to tell them about the program and what I wanted to do. They really listened and I really appreciated that. When you’re applying to something so competitive, you need all the help you can get.” Osewalt, USAG RP Family and MWR deputy director, met Wright while they were working hard together to get the aquatics center ready to re-open last year. “I was impressed by her curiosity and interest in wanting to understand the reasons behind certain facility-related health, safety and fire prevention measures and her enthusiasm for MWR in general,” Osewalt said. Wright said the program was not even on her radar when her husband received orders to Baumholder. She came to Germany a nursing student with an associate degree, thinking she would earn a bachelor’s degree “in whatever I wanted to earn it in.” “I randomly changed my degree to social work,” she laughed. “Social work found me and I think it found me for a reason.” Wright graduates with her bachelor’s degree in May.

She said other spouses can accomplish what she did. It just takes a little effort. “It took me a year and a half. No semesters off,” she remembered. “Fall, spring, summer, full time, all the time.” Wright’s husband is a specialist with no college experience. She said he has been very supportive,

even though he hasn’t taken any college courses yet. “He says, ‘You’re working so hard, you’re doing so good, look at you go’ and I say, ‘I just finished typing a paper,’ and he said, ‘That’s amazing,’” she laughed. Wright will head to Fort Sill, Okla., for the Army Medical Department Direct Commission

Course in August. After the DCC, she will head to Fort Sam Houston, Texas, for Basic Officer Leadership School before her one-year MSW course, followed by a two-year internship. After the internship, she will have a master’s degree and be a Licensed Clinical Social Worker, all paid for by the Army. One would think her husband would be the celebrated first salute she will receive as a newly minted lieutenant. But, Wright said, “Um, about that…” “My mother is a former Army officer,” she whispered. “So, he has some competition. I’m glad I have some time to think about that.” According to the Army Recruiting Command website https://recruiting.army.mil/MRB_ MedicalServices/ the MSW program is open to civilians, officers and enlisted personnel requesting to become Active Duty Medical Service Corps Army officers so they may pursue the MSW via the Army MSW Program. “This made me realize again what great potential so many of our MWR employees have and that it’s up to us leaders to tap into it by making lots of concerted efforts to really get to know our employees. Had I not had the opportunity to get to know Taylor on the level that I did because of our joint project, she would not have approached me and asked for a letter of recommendation,” Osewalt concluded.

More than 130 middle and high school students offered up their Saturday to put their skills to the test in one of twelve challenging Career and Technical Education competitions. SkillsUSA is the largest Career and Technical Student Organization of its kind, offering quality educational experiences for students in leadership, citizenship, and character development. More than 365,000 students and instructors participate in SkillsUSA annually. KMC’s Armed Forces Communications and Electronics Association Chapter 158 has partnered with KMC middle and high schools to develop eleven rigorous, industry-relevant CTE to help raise the level of competency in order to bridge the current workforce skills gap. Aside from overseeing the development of the contests, AFCEA also helped fund the majority of the event, including a collection of incredible prizes for contest winners courtesy of their industry partners. The 2020 SkillsUSA event took place at the Ramstein Officers Club, Feb. 29 from 8 a.m. to 5 p.m. The event was hosted for the third time with nearly 130 students participating in 11 CTE contests.

The Bloodhound organization currently has the world record for the fastest land vehicle of 763 mph. STEM educators from the Bloodhound Education division not only hosted the rocket car challenge, but provided a full week of STEM aerodynamic training to a number of DoDEA East elementary schools prior to SkillsUSA 2020. Opportunities to develop, test and refine technical skills is what SkillsUSA is all about. Students who have an interest in a STEM field can fuel their passion through competitive, rigorous and industryvalidated challenges. Mountain run leads to Nanstein Castle

The running club LLG Landstuhl will sponsor its 23rd Nanstein Mountain Run at 3 p.m. tomorrow.

It is the second run to obtain the Palatinate Mountain Run Cup after the Donnersberg Run. The run will begin near Sickingensporthalle, the gym next to the public swimming pool, at Kaiserstrasse 128 in Landstuhl and go across forest trails up to Nanstein Castle. The trail is 7.1 kilometers long with a height difference of 350 meters.

The first three winners of each age group will receive certificates and prizes. The award ceremony will be at 5 p.m. Starting fee is €7 for adults and €3 for students, plus €1 deposit for drinking cups. Locker rooms for men and women can be found in Sickingensporthalle.

Each year, Landstuhl Mountain Run participants run through the forest uphill to Nanstein Castle in Landstuhl. This year’s run is scheduled to start at 3 p.m. tomorrow. Courtesy photos
