Ramstein celebrates Memorial Day in France Story and photos by Airman 1st Class Joshua Magbanua 86th Airlift Wing Public Affairs LORRAINE CEMETERY, Saint Avold, France — Military and civilian officials commemorated fallen service members in a solemn Memorial Day ceremony May 28. Delegates from the U.S., France, and other allied nations attended the annual tradition at Lorraine American Cemetery and Memorial. The occasion included wreath layings, the formal presentation of colors, remarks from officials, and a flyover conducted by the 37th Airlift Squadron. Containing 10,489 graves, Lorraine stands as the largest American World War II cemetery in Europe. The area surrounding Saint Avold was a major battle ground in the war, with the town itself serving as a communications hub for enemy forces. U.S. and allied troops liberated the area in 1944. WASHINGTON — The Air Force presented its fiscal year 2018 president’s budget request May 23, 2017, following the Defense Department and sister services’ budget briefings. Maj. Gen. Jim Martin, the Air Force budget director, said the request supports the Secretary of Defense’s commitment to strengthening the U.S. military by improving warfighting readiness and addressing critical shortfalls while building a larger, more capable and more lethal joint force. The Air Force requested a top-line

budget of $132.4 billion in Air Forcecontrolled funding that invests primarily in Airmen, readiness, nuclear deterrence operations, space and cyber capabilities, combat Air Forces and infrastructure. This budget serves as a step forward in the Air Force’s readiness recovery. Martin said recovery will take years, and success requires relief of Budget Control Act caps coupled with predictable, sufficient and flexible budgets. The budget supports a Total Force end-strength of 502,000 personnel, increasing the active force by 4,100 and the Guard and Reserves by 1,700.

For the Total Force, the budget supports: • A 2.1 percent pay raise for activeduty Airmen and a 1.9 percent pay raise for civilian personnel. • The addition of approximately 200 recruiters while sustaining more basic and technical training instructors who will support more than 29,000 enlisted accessions. • Increasing pilot training capacity and adjusting their incentive pay structure. • Increasing maintenance manpower and experience. • Reducing gaps in critical skill areas such as nuclear, cyber, intelligence,

The 37 AS’ Airmen have partnered to move 1,500 French forces and hundreds of thousands of kilograms of cargo to assist in the fight against violent militants in North and West Africa in the past few months alone. Véronique Bour-Mas, representing the city of Saint Avold, said it was an honor to celebrate the legacy of the fallen among so many who understand that freedom has a cost. “Today belongs to our brothers and sisters, who came a long way to defend our way of life,” said Bour-Mas. “The men and women we honor came from

Air Mobility Command Air­ men at Ramstein conducted the training to enhance their mission readiness with AMC Airmen from the U.S. also par­ ticipating. “This exercise is meant to test how we respond to stressful situations, in real­world opera­

tions as well as circumstances which don’t usually happen,” said Master Sgt. Melissa Vela, superintendent of the 313th Expeditionary Operations Sup­ port Squadron’s air mobility control center. “It’s supposed to keep us on our toes, and to find where we have holes. As far as how quickly we communicate and respond, having these exer­ cises can help us prepare for the real thing.” A variety of mock scenarios played out, all of which were designed to test the responses of Airmen under adverse cir­ cumstances. The scenarios included a cyber attack, fuel spill, air­

craft hijacking, and aero­ medical evacuation. Maj. Garrett Danker, 313 EOSS director of operations, said the exercise was a success for the 721 AMOG. Danker added that the Airmen’s per­ formance exhibit their capa­ bilities to respond to emer­ gencies, whether in the world or in training.

“We did very well,” he said. “We were able to pro­ vide an instructional topic for our leadership and a mea­ sureable objective that we were able to accomplish for each of our squadrons. We are always trying to adapt and learn as we go, the AMOG is real­world every day. Our exercise was just

showing that not only can we handle the real world, but the challenges of the exercise as well.” As the Airmen carry on with their exercise, they seek to improve their skills in order to continue supporting the AMC mission: to provide global reach and mobility anywhere in the world.

521AMOW hosts Key Spouse Appreciation Reception by Master Sgt. Ian Morris 521st Air Mobility Operations Wing More than 22 key spouses and key spouse mentors from across the 521st Air Mobility Operations Wing gathered on Ramstein and via video teleconference systems from Italy, England, and Spain for a Key Spouse Appreciation Reception, May 16. This event afforded the squadron, group, and wing leadership teams an opportunity to thank these outstanding volunteers for taking care of more than 2,100 Airmen and their families. “We are a wing and a team in the business of taking care of our Airmen and

families together,” said Col. Thomas Cooper, 521 AMOW commander. “I could not be prouder of the support and care you give our Airmen each and every day. The key spouse program falls under my squadron commanders whom I fully trust. With the geographic challenges in our wing, each of those squadron commanders will employ you to care for Airmen and their families in a different way as the mission dictates. Thank you for stepping up to the challenge and knocking it out of the park.” With 15 units spanning 12 countries and more than 5,000 miles, it is critical to continue to tighten the bonds of the wing’s key spouses. The 521 AMOW

is part of Air Mobility Command, despite most of its units being located on United States Air Forces in Europe and Air Force Central Command installations. As the sole AMC representation on these installations, commanders within the wing develop close working relationships with their host wing counterparts to care for their Airmen and keep the mission moving. The 521 AMOW receives installation support from 10 different host installations, making the wing’s partnerships and the key spouses mission critical. “I am so proud of each and every key spouse in this wing,” said Stefanie Cooper. “I wish I could come around

to each of our units and thank you in person because you are doing such an amazing job taking care of our families. Our families are depending on us to link them to the resources they need. I am always here for you and please never hesitate to reach out to me or any other key spouse mentor for help.” The 521 AMOW plans to continue hosting a Key Spouse Appreciation Reception annually in person at Ramstein and via video teleconference in an effort to encourage communication and remind the key spouses how vital they are to the wing and AMC’s mission.

Kisling NCOA bids farewell to one leader, welcomes another Story and photos by Senior Airman Tryphena Mayhugh 86th Airlift Wing Public Affairs KAPAUN AIR STATION — Students, instructors, and leaders of the Kisling Non-Commissioned Officer Academy, as well as leaders from U.S. Air Forces in Europe and Air Forces Africa, held a Change of Responsibility ceremony on the academy’s parade ground May 25 on Kapaun Air Station. Chief Master Sgt. Tamar Dennis, outgoing Kisling NCOA commandant, relinquished responsibility of the academy to Chief Master Sgt. Kathi Glascock, incoming Kisling NCOA commandant. The Change of Responsibility ceremony is the enlisted version of an officer’s change of command, where one leader passes command to the next, and dates back to the time of knighthood. During the ceremony, Dennis passed the Kisling NCOA guidon to the presiding officer, who then passed it to Glascock, symbolizing the shifting of leadership. For her last time at the podium as the Kisling NCOA commandant, Dennis had a few final words for the instructors at the academy. “It certainly has been an honor to serve as your commandant,” Dennis said. “Always remember, your impact on every single student that walks through these doors is limitless. Continue to influence, inspire, and remind yourselves each and every day how important your mission is here. We’re blessed to have each of you dedicated to this mission. Thank you for the opportunity to serve you as Kisling NCOA’s commandant.” Dennis was the commandant for the academy for two years, overseeing 13 classes and more than 1,700 students. During her time there, the academy taught students from the U.S., Germany, Bulgaria, Turkey, England, and Estonia.

Maj. Gen. Timothy M. Zadalis, USAFE-AFAFRICA vice commander, presided over the ceremony. “Chief Dennis has left her leadership thumbprint on the Kisling Academy,” Zadalis said. “Your legacy will carry on for years and years through the men and women you have inspired and mentored. I cannot thank you enough for everything you’ve done here.” Zadalis also had words of encouragement for Glascock as she stepped into the role as commandant. “I cannot think of a more inspiring leader with a more incredible background to step into Chief Dennis’ shoes,” Zadalis said. “You have a great two years ahead of you, and I wish I was going to be here to watch you take this school to the next level. You are the right person for it. I thank you and congratulations.” After assuming responsibility, Glascock had a few words for the staff at the academy. “To the men and women of the Kisling NCOA, I’ve had the opportunity to spend some time with you over the last few weeks and you have been nothing less than impressive,” she said. “Your professionalism, motivation, and energy are contagious. We need great leaders today more than ever before, and I have no doubt you are the right team for the job. On behalf of myself and my family, we’re excited and honored to have this opportunity to work alongside you.” Zadalis gave closing remarks at the end of the ceremony. “We have seen the flag handed from one great leader to another,” he said. “As I hang my uniform up, I know not only is our Air Force in great hands, but the Kisling Academy is as well.” No matter who is at the helm, the Kisling NCOA strives to teach the NCO core leadership skills and critical thinking, helping to shape them as the possible Air Force leaders of tomorrow.

7 MSC staff adapts, learns through friction

The 7th Mission Support Command practiced mission command for two weeks during its annual Enhanced Collective Training exercise, which took place May 6 to 21 at Panzer Kaserne. The command post exercise was planned and executed by the 7 MSC staff to practice mission command with a focus on the military decision making process. The 7 MSC’s downtrace unit, the Medical Support Unit – Europe, also participated in the exercise. “The European theater is a learning laboratory for Soldiers and junior leaders and this was a great example of our implementation of a learning lab,” said Brig. Gen. Steven W. Ainsworth, the commanding general of the 7 MSC. The exercise, planned by the 7 MSC staff and the Kaiserslautern Mission Training Complex, allowed the 7 MSC to practice its expeditionary operations capability by setting up a forward command post and operating out of it for the exercise. The staff refined and codified its standard operating procedures, tracking mechanisms and decision-making process, Ainsworth said. “So, for the staff as a whole, it was an incredible success,” he said. Master Sgt. Pierre Brudnicki was the operations sergeant who oversaw the operations in the tactical command post tent. He managed and controlled direction for the battle room. Brudnicki was responsible for the

timeliness of the daily briefings and he also oversaw requests for information and the common operating picture, which is a snapshot of the mission on a computer or a map board. The COP was significant to the exercise, he said. It had to provide the commanding general with accurate information he used to make decisions. So, in addition to a computerized version of the COP, the battle staff created a paper version, with a map as a backup, in case power went out. The job was sometimes chaotic and involved long hours, Brudnicki said. Some days, it was difficult to get all the Power Point slides built and then put into the command post of the future system, he added. “It was like flying into a mission but as the same [time] building it while you are flying,” Brudnicki said. One of his goals was to match up the noncommissioned officers in the battle room with the jobs they were best suited for. “You have to make those best choices and stick with them and follow through,” he said. Maj. Maritza Garriga was the plans and future operations officer. “In my role as FUOPS I produced fragmentary orders for activities that were not inside the scope of the original order and that called for further direction,” she said. “In my role as plans officer, I received operation orders or fragmentary orders from our higher command and conducted the Military Decision Making Process for any order that required full analysis.” One of the staff lines of effort is to conduct the operations process through MDMP, she said. “We exercised the inexperienced staff members to bring them to a level

of understanding,” she added. Garriga facilitated the plans role with the help of two staff members from the 7th Army Training Center Joint Multinational Simulation Center’s Mission Command Division, Jake Hall and Brian Kroontje. They stayed with the MDMP team throughout the exercise providing their experience and guidance. During the exercise, the goal was to create challenges — which Ainsworth also called “friction” — for the staff to work through. This friction fostered learning and created adaptation. The ability to adapt processes and procedures during a mission is what matters, he said. The MDMP team had three friction points, Garriga said. First, the team had to learn how to conduct planning using the MDMP model, and second, it had to learn aspects of the problem that were crucial to develop good courses of action to present to the commanding general. Third, the group had to engage in team building and leader development, she added. “Friction made the team understand what they did not know and made them develop means to obtain what they needed,” Garriga said. “Doctrinally, they walked away with the understanding that regardless of the problem, if they use a model that is proven successful, they will be able to provide the commanding general with the best COP and understanding for his decisions.” The biggest obstacle the planning team faced was receiving a problem with which they were not familiar, she said. Planners must always be able to adapt.

“Somewhere early in the event it clicked, they were all in it to win it,” she added. By the end of the exercise, Brudnicki felt his team had blended together and was working well. “I think we achieved our goal in the battle room,” Brudnicki said. “We produced the most accurate information to brief to the commander.” The key lessons learned, for Garriga, were to prepare tools to get to the heart of planning faster and to ensure everyone is abreast of the details of the mission. “Every exercise is a platform for learning,” Garriga said. “There is no doubt in my mind that the leaders that participated in MDMP training are well prepared for a future event and can also mentor others.”

Ramstein chaplain assistant earns Air Force level award

The chaplain assistant takes a deep breath. At that moment he knew, he needed to help, yet couldn’t tell anyone else. Recognizing suicidal ideations and engaging in privileged communication is one of the main responsibilities of the chaplain corps. Their words are their tools and their actions can potentially save lives. One Ramstein Airman stood out for his excellence in crisis communication amongst other accolades by protecting eight Airmen in 2016. Staff Sgt. Jacob Johnson, 86th Airlift Wing Chapel education and training noncommissioned officer in charge conducted 16 crisis intervention counseling sessions last year, earning him the U.S. Air Force Chaplain Corps Richard C. Schneider Award 2016 for Outstanding Chaplain Assistant Airman.

Col. Donnette Boyd, 86 AW wing chaplain said Johnson is well deserving of this award. “Staff Sgt. Johnson embodies our core values,” Boyd said. “His dedication to our mission, outstanding attitude, impeccable military bearing and innovative spirit is what makes him our best. I’ve never seen him idle. He is always working on a project, volunteering to partner with chaplains for unit engagements and interacting with Airmen. I think he’ll end up being our career field manager someday.” With all the duties encompassing the job, Johnson said crisis communication is the most challenging part and he has to be on guard anytime he picks up the phone or greets a guest. “Whenever people tell you they’re suicidal or they want to hurt somebody else it tends to be the hardest thing to hear and at that point we know we can’t tell anyone else,” Johnson said. “Now, their lives or somebody else’s life could possibly be in your hands.” What comes after these distressing encounters can be taxing. “If you take them very seriously, take the right steps and hopefully get them

away from wanting to harm themselves or others it’s an amazing feeling,” said Johnson. “But knowing that it can go south for them to change their mind…. then it’s kind of a scary thing. It gets exhausting sometimes,” Johnson continued, “but we kind of share the load here. We’re pretty close knit.” Johnson said he cross trained into this job with a goal to help people and he’s one of those people his friends can always talk to. “Whatever was said between the two of us would stay with me,” Johnson explained. “Coming into a position where I could promise that to somebody, whatever is said between us stays between us, is a pretty powerful thing. Sometimes people need that. It’s really awesome to help people in that capacity as well.” The 86 AW chaplain assistants work hand-in-hand with the chaplains visiting various units on base as a religious support team and make it clear they do not discriminate. “We’re a pluralistic community and we are here for everyone,” he said. “We are here to protect the first amendment for freedom of religion. You have to

be open minded and flexible and able to accept others that aren’t exactly like yourself. If you come into a career field like this and are very, very set in your ways, it puts barriers up in helping people of different faiths.” Johnson continues to help Airmen and said he is grateful to be recognized for the Air Force-level award and attributes his accomplishment to his wife and supportive 86 AW chapel team. “It was an honor to be able to attend the chaplain corps award banquet this year and I am very proud to be part of a career field and an Air Force that recognize their Airmen for doing their job to the best of their abilities,” he said. “I look forward to seeing who is selected next year.”

TODAY: Parmesan Flank Steak with Rosemary Potatoes

Ingredients (for 4 people)

• 2 pounds small potatoes (in Germany they are called Drillinge) • 8 tomatoes • 4-5 all spice corns • 10 black pepper corns • 12 tablespoons olive oil • 2 sprigs of fresh rosemary • Salt and pepper for seasoning • 8 thin cut flank steaks, 2 ounces a piece • 4 eggs • ½ cup ground parmesan • 2 tablespoons flour • ½ cup chopped parsley

Wash potatoes, rub them dry, cut them in half and place in a bowl. Cut tomatoes in half. Put all corns in a mortar and grind them. After they are finely ground add 6-7 tablespoons of oil. Remove all the needles from the rosemary

sprig and roughly chop and add to the mixture. Now, add 1 teaspoon salt. Pour oil mixture over the potatoes. Put parchment paper on a baking tray. Spread potatoes onto tray. Place cut tomatoes on the left and right of the potatoes. Drizzle remaining oil from the potatoes onto the tomatoes. Put in a 220 degree oven, (no convection) for 25 minutes. Place on the second from bottom rack in the oven. Tenderize the steaks and season with salt and pepper. Scramble eggs and add cheese. Put flour on a plate. Dredge steaks through flour on both sides, and then in the egg and cheese mixture. Heat a pan with the remaining oil, about 4-5 tablespoons. Put steaks in the pan and roast on both sides for 2-3 minutes. Allow steak to drain oil on a paper towel. You are ready to plate. Garnish with parsley. A great wine to serve with this beef meal would be a rich red wine. For example a good Bardolino from Northern Italy, or a nice Beaujolais from France would be lovely. Or if you want to stay local with the wine, Dornfelder will always work.

86 LRS ensures readiness, safety

Sky lights beam down on steel shelves stacked as high as the eye can see. Thousands of industrial boxes occupy the shelves, fitting together perfectly like pieces of a puzzle. The faint chatter of workers echoes across the vast rows and columns of the warehouse as Airmen inventory thousands of pieces of equipment. One Airman carefully forklifts one of the boxes down to the warehouse floor, opens it and begins counting its contents. The 86th Logistics Readiness Squadron individual protective equipment flight is responsible for maintaining and providing protective gear to more than 10,000 personnel. “It’s the gear that protects the individuals when they’re in a deployed location,” said Tech. Sgt. Kari Dyke, 86 LRS IPE NCO in charge. The gear is designed to protect Airmen from chemical, biological, radiological, nuclear and explosive materials. “We are vital in making sure the safety and security of our personnel is maintained,” said Dyke. Even when personnel are not deployed, the base must be prepared for a crisis situation. “If something happened locally, 100 percent of our people will have the gear that they need to support and defend this area,” she added. Dyke said four days out of their work week are dedicated to putting equipment in the hands of their customers and the remaining day is for warehouse maintenance. “We are a walk-in basis, so they can come in at any time,” said Dyke. “There are no breaks for lunch and we do not close for training.” Whether being tasked for a deployment or simply running an exercise, Airmen come through IPE to get the equipment they need. “As soon as we walk through the door, we are hitting the ground running,” said Staff Sgt. Maurice Jones, 86 LRS mobility armory NCO in charge. Maintaining thousands of pieces of protective equipment while running customer service operations can be a challenging responsibility since there are only nine Airmen in the shop. “There’s really never any down time,” said Airman 1st Class Cierra

Dominguez, 86 LRS IPE journeyman. “Besides issuing out and returning gear, there is also inventory, receiving gear from different bases and making sure the gear isn’t expired.” Even though the workload can be stressful at times, Airmen find the job to be rewarding. “I go home every day knowing that because of the gear that we have issued, we have potentially saved lives,” said Jones. “That, to me, is very fulfilling.” For Dyke, her Airmen is what drives her work ethic. “I know that I show up every day no matter how tired I’m feeling because I know that my people are going to come here and work,” she said. “They know that I’m going to work hard for them and they’re

Adventure tour offers fun for families Sunday by Petra Lessoing 86th Airlift Wing Public Affairs

The village of Ransweiler in the Donnersberg area will host this year’s family event “Moscheltal Adventure Tour” 10 a.m. to 6 p.m. Sunday. Ransweiler and other communities located in the valley called Moscheltal will offer a diversified entertaining program including historical craftsmanship presentations, exhibitions, musical performances and children’s activities. After the official opening at 10 a.m. on the stage near Buergerhaus (community center), a Pentecostal worship service will begin at 10:30 a.m. to be followed by a performance of two brass player classes of the IGS school in Rockenhausen 11:30 to 12:30 p.m. Exhibitors will show off their skills under the motto, “Craftsmanship in former times and today.” Numerous stands will be put up around the local Buergerhaus. Vendors will offer minerals, natural soap, knitted items, hats, dolls’ clothes, teddy bears, jewelry, flowers, plants, vegetables and other regional products.

Craftsmen such as a blacksmith, beekeeper, brush maker, basket maker, stonemason and goldsmith will demonstrate how they work. Hungry visitors will be able to taste Palatinate food specialties such as boiled beef with horse radish, bratwurst, smoked salmon, goat cheese, pizza, Thai dishes, vegetarian food and homemade cakes. Children can take part in the artist’s program of a children’s circus from 1 to 4 p.m. The Donnersberg Forest Office will offer activities having to do with the forest. There will be face painting, and at 4 p.m., magician Atschy will demonstrate his magical skills. A guided herbal hike, where participants will learn about valuable weeds, will start at 1 p.m. at the information stand of the Rockenhausen and Alsenz-Obermoschel union communities. The religious fest takes its name from the Greek word “pentekoste” which means 50th. Christians celebrate Pentecost, also called Whitsun, the 50th day after Easter, because they believe that’s when God sent down His Holy Spirit. After receiving the Holy Spirit, the Apostles started spreading the new Gospel into the world. The fest also celebrates the foundationof church. In Old Testament times, the fest had a character of a harvest fest and in late Judaism, Pentecost was the day to commemorate the foundation of the Israelites in the Sinai, 50 days after the exodus from under the Egyptian oppression. Pentecost Monday is considered an official holiday in Germany. Stores, banks and official institutions will be closed. Some areas in Germany observe specific Pentecostal customs. In Bavaria, people dress in the national costumes of their region, walk in processions to church and pray for a good harvest. In Franconia, horsemen perform the annual Pentecostal ride. Led by priests, they carry church banners and crosses to church. In the KMC, the towns of Schmalenberg and Schopp stick to some Pentecostal traditions. In Schmalenberg, boys and men cut branches from pines, birches and brooms and create three skirts, which the so-called “Quack” has to wear from his neck down during the parade through town. He also wears a hat made of thin rods. The Quack figure symbolizes spring. Sunday afternoon, children go from house to house and collect flowers, which they tie to the hat as well. The men spend the night in a barn, watch the green costume and from time to time they go through town singing the traditional “Quack” song. Monday at 10 a.m., the parade with the “Quack” in

his costume and children carrying colored Pentecost rods, go through Schmalenberg led by a colorful decorated horse. A village fest will start after the ride at the old water tower. In Schopp, the Pentecostal ride through the village usually starts at 6 a.m. Pentecost Monday. The biggest traditional Pentecost event in the vicinity is the historical auction of a billy goat in Deidesheim every Tuesday after Pentecost. It is the 614th time this event will take place in Deidesheim. According to a document from 1404 by King Ruprecht, residents of Lambrecht, which is a neighboring town of Deidesheim, had the right to use the Deidesheim forests as pastureland. Contracts between the former monastery of Lambrecht and the town of Deidesheim mention that people in Lambrecht had to pay with a good-looking billy goat for the use of the forests. The youngest citizen of Lambrecht had to take the billy goat to Deidesheim and tie it to the town hall before sunrise the Tuesday after Pentecost. He then received a bottle of wine and a cheese sandwich. In the late afternoon, the billy goat was put up for auction to fill the town’s cashbox. Throughout the years there was a lot of arguing about the shape and the condition of the billy goat. In 1808, Napoleon even got involved and signed an edict saying the pasture rights would be granted for a “well-horned and capable billy goat.”

Between the years 1851 and 1857, the billy goats were not accepted. The case had to be taken to the Zweibrücken court, which decided that in 1858 eight billy goats had to be delivered. Today it’s up to the most recently married couple to deliver the billy goat. Together with the Mayor of Lambrecht and other officials they walk to the Deidesheim town hall. According to new regulations they don’t have to arrive before 10 a.m. Tuesday. Here, the Deidesheim city council, school children and groups in national costumes greet the Lambrecht group. A fest with music, folks group dancing, drinking and eating starts in the afternoon. The traditional auction is from 5:45 to 6 p.m. The prices paid for the billy goat reflect the people’s economical situation. In good years, people paid up to €5,000 for the billy goat. Last year, a company from Neustadt bought the goat for €3,000. Deidesheim is located on the German Wine Street between Bad Dürkheim and Neustadt.
