T
he more than 50 units assigned to Ramstein Air Base, including geographically separated units, require well-trained, physically and mentally ready Airmen. In order for Airmen to be deployment ready, units like the 86th Logistics Readiness Squadron need aggressive, straight forward and driven unit deployment managers. The UDMs of the LRS help their fellow Airmen become deployed expeditionary Airmen, keeping the mission going all around the world. “The main duty of a UDM is to get the deployer downrange with all their proper training and gear,” said Master Sgt. Kenneth Pruett, 86th LRS UDM. “To be a UDM you have to be a self-starter and direct, even to people who may outrank you. heir journey started months ago and brought them all the way to Germany to benefit U.S. Soldiers and their allies. The trip is the result of coordination between multiple U.S. Army organizations and civilian contractors and included ramps, trains, cranes and boats. Now, they have arrived. The travel and security of the European Activity Set equipment from Bremerhaven Port to Grafenwöhr Training Area was coordinated and executed by the 21st Theater Sustainment Command Jan. 23 through 30. This EAS equipment shipment con-
sisted of more than 25 M1 Abrams tanks and more than 30 M2 and M3 Bradley Fighting Vehicles. This equipment will allow U.S. regionally aligned forces and multinational partners in Europe to operate as the European Response Force and NATO Response Force. The EAS comprises equipment from around the globe that is being pre-positioned at Grafenwöhr Training Area to facilitate European Response Force and NATO Response Force training, exercises and operations, according to a U.S. Army Europe release. The tanks and fighting vehicles arrived at Bremerhaven Port on the Independence II vessel Jan. 23. The vehicles were driven off the boat and released to the care of military

Force management: leading Airmen through change COMMENTARY

I
f you’ve read or listened to the news any time in the past year, you’ve probably heard stories about the dire situation surrounding the Department of Defense budget. The Air Force is and will continue to be affected by the changes in funding levels that are being discussed. Many of the most visible and personal effects of these changes are likely to occur in the realm of personnel pay, retention and benefits. None of the challenges that have been announced, or those yet to be realized, change the responsibility we have to care for Airmen and to continue to strive for excellence as the world’s premier air, space and cyberspace force providing global defense and security options to national leadership. If anything, the
responsibility of leaders at all levels to care for Airmen and nurture the core values within our ranks will increase due to the change that is sure to take place. What are the expectations of leaders at all levels in an environment that will include multiple ongoing force management programs? Superior performers should continue to be groomed and encouraged to seek out opportunities for growth and development. With fewer people to complete a mission that isn’t dwindling, the temptation to hang on to the best and brightest will be great. Commanders must resist the urge to hoard their star performers even in the face of shrinking organizations, continued deployments and the loss of experienced professionals due to selective early retirement boards, retention boards and reductions in
force. Only by continuing to develop our best will the U.S. Air Force remain great. Leaders have a responsibility to provide timely and useful feedback to their subordinates. This means giving motivated and talented Airmen ideas for improving performance. It also means delivering immediate corrective feedback to members that are not meeting the standards. Annual performance reports and appraisals, likewise, should be an ongoing dialogue between superiors and subordinates, not a piece of paper filed in a member’s record that describes everyone as above average. Leaders must clearly and consistently ensure their subordinates know and understand the expectations that come with the tremendous opportunities the Air Force provides and then be willing to identify members who should begin
looking for opportunities outside of the Air Force if they are unable or unwilling to meet those expectations. The Air Force currently has more people who want to stay and serve than it has room for and more people seeking to enlist or graduating from commissioning sources than people retiring or separating. There is no room for mediocrity. There should be no tolerance for substandard performance. Finally, leaders from all career fields need to ensure their Airmen understand the force management programs that will be a part of the overall budget plan. By developing our best and brightest, providing timely and accurate feedback regularly and reinforcing that excellence is the expected standard. Every Airman should have a realistic expectation of what these programs might mean for them and their future.

Children of deployed service members mentor others by Airman Dymekre Allen 86th Airlift Wing Public Affairs
A parent sets out to deploy and defend the freedom of millions. The children in these families are often left feeling alone, lost and unsure about the safety of their deployed parent. A great way to soothe the hearts and minds of the children who are left home is outreach through the Deployment Buddies program. The Deployment Buddies program is a unique youth-to-youth partnership between the Ramstein High School and Ramstein Elementary School that allows students of deployed personnel to pair up with volunteer high school students once a month to help take their minds off the absence of their warfighting parents. “We try to keep them busy by providing them with games, other fun activities and opportunities,” said Airman 1st Class Eric Welsh, 786th Civil Engineer Squadron emergency management journeymen and Deployment Buddies program director. “Our mentors help them keep a level head on their shoulders during this time of need.”
The mentors help their younger counterparts build communication skills in a group or one-on-one setting where they can voice concerns and express emotions associated with their parent’s deployment. “It gives them the opportunity to meet with people who have experienced the same feelings and emotions,” Welsh said. “For most of these kids, it’s their first time not having their parents. They don’t really understand why, so we try to have the high school students keep them busy while providing them with everything they need to know.” The discussions give younger students an idea of what to expect throughout the deployment cycle. “The bottom line is the little kids needed someone to connect with,” said Fred Lopez, a Ramstein High School guidance counselor, in a previous article on www.af.mil. “They needed to feel like they weren’t alone in all of this.” The program is open to children whose parents will deploy, are deployed or have recently returned. It is also available to members of the high school honor society and junior ROTC program volunteers who are

The Soldiers provided security for the vehicles while they were staged at Bremerhaven, monitored their transfer to rail cars and continued to provide security for them on the train to Grafenwöhr, said Sgt. Reece A. Nortum, the mission’s NCOIC. “Our mission was to ensure this equipment was secured all the way to Grafenwöhr,” Nortum said. “We worked in shifts to make sure that we had eyes on these vehicles 24 hours a day here in Bremerhaven. We know this equipment is important to the mission here in Europe, and we took the best possible care of it we could.” The Soldiers from the security detail expressed their excitement and appreciation for the opportunity to take part in this mission. “The chance to be a part of this mission is very exciting for me, especially since I am fairly new to the Army,” said Pvt. Cori A. Berwanger, a military police Soldier with the 615th MP Co. “I know these vehicles represent an important mission in Europe, and I am honored to be one of the Soldiers getting them to Graf.” Upon their arrival at the GTA railhead, the vehicles were unloaded from the train with the assistance of local national mechanics from the 21st TSC’s Theater Logistics Support Center-Europe. The vehicles will also be serviced by TLSC-E personnel at the EAS motor pool to ensure they are always ready for use, said Alisa Runyan, director of support operations for TLSC-E. “This mission gives our personnel the chance to

Autobahn expansion
Two more major sections of autobahn A6’s six-lane expansion near Kaiserslautern will start this summer. Renovation of Waschmühltalbrücke (bridge) will begin in summer. Additionally, construction of the autobahn underpass at Gersweilerweg in connection with K9 will begin. Both projects require tree cutting to be completed by the end of February. Traffic delays can be expected in those areas.

Helping make your vote count by Airman Larissa Greatwood 86th Airlift Wing Public Affairs A voting workshop, open to unit voting officers in the Kaiserslautern area, is scheduled for 8:30 a.m. Feb. 27 at the Hercules Theater on Ramstein. The purpose of the workshop is to educate voting officers on the processes of voting so they can pass that information on to base Airmen, ensuring they have the material needed. “The Federal Voting Assistance Program puts on a workshop for all unit voting officers,” said Capt. Brett Polage, 37th Airlift Squadron installation voting assistance officer. “It’s basically an interactive workshop on how unit voting officers can reach out, improve relations and better provide for the members, their squadrons and units. It edu-

aumholder’s Dental Clinic held its second annual open house Jan. 29 to help spotlight the clinic’s many services and opportunities for Soldiers, family members and civilians. It’s called an open house, but it’s more of a dental expo where community members are introduced to dental topics, such as an initiative called “Going First Class,” dental insurance and dental services for civilians and family members. Present during the various information sessions were commanders, family readiness group leaders, Soldiers and family members. “We’re really pleased that Baumholder is reaching out so well to the Baumholder community. We see that happening all across our footprint,” said Col. Craig Patterson, Landstuhl Dental Activity commander. Patterson came to Smith Barracks to see first-hand what the Baumholder Dental Clinic offers to its patients. A focus of the clinic is the introduction of its “Going First Class” initiative. “It’s a dynamic change in the business practice. The mass exams of reintegra-
tion, of deployment, which meant that you march in and wait all day, those days are over,” Patterson said. “We aren’t in that business model anymore. We’ve evolved into a much better practice and an increase in time savings for the unit and for the Soldiers themselves. “With this new patient treatment philosophy, the Soldiers can spend their time back at the unit where they need to be,” he continued. Patterson already sees this “Going First Class” initiative making a tremendous difference in the treatment of dental disease, he said. “Right now, Europe is leaps and bounds ahead in many ways,” Patterson said. “We’re sitting with 65 percent wellness, which means that 65 percent of our Soldiers don’t have any dental care or dental treatment needs at this time. In years past, these percentages were inconceivable. “And that’s our focus: to make sure we’re treating disease, not treating statistics, not just getting you in and telling you, ‘Oh yeah, you got your medical exam done,’” Patterson continued. “We’re going to make sure you’re cared for and that your treatment needs are met, so you can deploy and not worry about those issues at all.”

Commuters may experience delays leaving or entering the installation between 9 a.m. and 3 p.m. until approximately March 1. A traffic light was installed and the speed limit reduced on the L369 between the Harmon Gate and the L369-K5-A6 circle near Einsiedlerhof to mitigate traffic flow in this area. Editor’s note: This is the third in a six-part series about medical response capabilities of deployed service members from start to finish and the various milestones for care and transportation of combatwounded troops throughout Afghanistan. BAGRAM AIRFIELD, Afghanistan — When service members get sick or injured downrange, they need help not only physically but mentally. The transition from one medical treatment center to the next can be overwhelming and bring a service member’s morale down even further if not treated with care. This transition is when the members of the Contingency Aeromedical Staging Facility are needed most. The Bagram Airfield CASF is the link between the Craig Joint Theater Hospital and aeromedical evacuation missions throughout Afghanistan. The staging facility caters to both inbound
and outbound patients brought in by the 455th Expeditionary Aeromedical Evacuation Squadron en route to Landstuhl Regional Medical Center for an upper level of medical attention. “All the medical teams across Bagram come together to accomplish the movement of patients,” said 1st Lt. Kathryn Ellens, CASF registered nurse. “It’s amazing to see our capabilities and how quickly we can get a patient in and out.” A few weeks ago, the CASF received a criticalcondition patient that the CJTH did not have the equipment to treat. Within hours, Ellens and her team had that patient on a flight to LRMC. “We average five flights a week to LRMC,” Ellens said. “Some patients have to stay here overnight, so our job is to keep them happy and healthy.” Working 12-hour shifts, the CASF team keeps the facility open 24 hours a day, like a medical USO, ready to provide its patients with not only medical treatment, but quite possibly the first bit of home accommodations they have seen since their deployment. “Every CASF I have worked at has always
been set up to provide that ‘home feeling’ for the patients,” said Tech. Sgt. Thomas Humphreys, CASF flight chief. “We got the television going, the coffee and popcorn machines ready, anything to get them comfortable and ready for that next step of care.” U.S. Army Staff Sgt. Jason Herron from Kandahar Airfield re-injured a dislocated shoulder from his last deployment, and even though he will only be at the CASF for a couple of hours, he has already enjoyed his time there. “It is very laid back and relaxed,” Herron said. “I thought it was going to be more hectic like piles of paperwork, but they take care of everything for us.” The CASF team provides a vital role in getting wounded warriors back home safely to their families. It doesn’t matter where the patients are from or who they are. The CASF treats each one with the utmost care. “Our wounded warriors are our true heroes,” Humphries said. “To get to treat them and tell them thank you is very rewarding.”

T
he Wounded Warrior Project teamed up with Ramstein Easy Dive Center at the base aquatic center for an aquatic scuba therapy program to help rebuild resilience and confidence in wounded warriors. While there are many programs wounded warriors can participate in as a way to recover, one of the more popular means of recovery is scuba diving due to the freedom it provides to the divers. “We focus on skill building,” said Lt. Col. Sara Custer, chief senior lead management provider. “It helps with their confidence in a weightless environment, which is key in building them back up to be mission capable.” The program consists of an hourlong class three times a month held in a 25-meter fitness pool kept at temperatures in the 80s, a temperature that keeps things comfortable for the divers and also allows for year-round swimming. The lessons are taught by certified volunteer divers who offer their time and knowledge in scuba diving as a way to give back to military members. “It’s nice to see these guys relax after a stressful
style of living,” Custer said. “Some of these guys come from a fast-pace or pushthrough-the-pain career field, and you simply cannot do that with scuba diving. That’s what makes this therapy one of the best ways to assist these warriors, because it helps to calm them down and get them out of warfighter mindset.” The classes include activities such as underwater hockey, disk tossing and swimming through hoops, all of which help the divers relax and get their minds off anything outside the pool. “It’s about concentrating on what’s in front of you,” said master scuba diving instructor Mike Johnson. “We can tell when the divers aren’t focused or are distracted by outside influences, because that stress makes them burn up their oxygen reservations quickly. But when we give them simple tasks like breathing underwater for a period of time, they have to put all of their attention into it. It’s a great way to get their heads in the right place.” The underwater environment also allows wounded warriors to realize how capable they are while allowing their disabilities to become an afterthought as they swim away their stressors and hardships. The program rebuilds warriors and gives them a newfound confidence in themselves.

STUFFED BEEF ROLLS SERVES 4 INGREDIENTS: 4 slices Rinderrouladen (lean beef slices) 1/2 teaspoon salt, to taste 1/4 teaspoon pepper, to taste 1 teaspoon parsley, chopped 2 onion, diced 2 brötchen (bread rolls), soaked in water 1 small can of mushrooms 1 medium egg 2 teaspoons mittelscharf Senf (medium mustard) 4 slices bacon, smoked 3 onions, chopped 1/4 cup vegetable oil 1/2 liter (2 cups) beef broth 1 each bay leaf 1 1/2 tablespoons Sossenbinder Dunkel (dark sauce thickener) 2 tablespoons Schlagsahne (heavy whipping cream)

DIRECTIONS: • Soak the rolls, or brötchen, in a bowl of water for about 10 minutes. Squeeze the water from the rolls. • Mix together the salt, pepper, parsley, diced onion, egg, rolls and mushrooms. • Lay each slice of Rinderrouladen on a flat surface. Spread each with mustard and sprinkle
with salt and pepper. • Lay a slice of bacon on each piece. Spread the bread/onion mixture onto each of the meat slices. • Roll up tightly and stick a toothpick into each end and through the middle. • Heat oil in a pan, add the Rinderrouladen, and brown well on all sides, about 10 minutes. • Pour the beef broth and bay leaf into the pan and simmer, covered, for about 1 to 1 1/2 hours. • Remove the Rouladen from the pan and arrange on a warm platter. • Stir the Sossenbinder (dark sauce thickener) and the bay leaf into the pan and boil until sauce is thick and bubbly. Stir in the Schlagsahne (heavy whipping cream) and mix thoroughly. • Carefully place the Rouladen back into the pan. • This sauce or gravy will also be used to pour over the Klösse (dumplings).

A newspaper clipping from January 1964 tells the story of how three pilots were shot down after flying into Soviet airspace while on a routine training mission in Germany.
German city remembers downed American pilots by Staff Sgt. Ryan Crane U.S. Air Forces in Europe and Air Forces Africa Three downed American pilots assigned to U.S. Air Forces in Europe were honored Feb. 2 during the 50th anniversary memorial ceremony in Vogelsberg, Germany. In 1998, when the current monument was unveiled at the crash site, Lt. Col. Monty Hand was asked to represent USAFE at the ceremony. Almost 16 years later, Hand, a program analyst for USAFE operations who is now retired, traveled back to the historic site to pay respect to the fallen American Airmen and to lay a wreath commemorating the event. The history of the downed pilots and the subsequent monument has been 50 years in the making and is an important part of USAFE and Cold War history. It was a typical cloudy German winter afternoon Jan. 29, 1964, when three pilots took off on a routine training mission in a T-39 Sabreliner executive jet from Wiesbaden Air Base, West Germany. Shortly after take-off, ground control noticed the jet was off course and headed toward East Germany, which was considered enemy air space. After numerous failed attempts by controllers to redirect the aircraft, they were over East Germany. In a report released by the Soviet Union, the pilots ignored their requests to turn around or land. They also disregarded warning shots by the Soviets, who were “compelled to take measures that brought down the aircraft.” The three pilots on board, Lt. Col. Gerald Hannaford, Capt. John Lorraine and Capt. Donald Millard were all killed when the plane crash landed near Vogelsberg, Germany. It is unclear to anyone involved in the investigation why the pilots flew into East German
air space or why they ignored radio communication directing them to turn around. When the plane crashed into the rural countryside of the quiet village, it caught the attention of two brothers, Manfred and Dieter Grosch, as well as their cousin, Gerhard Rothe. The boys were in school at the time but rushed to the crash site as quickly as possible. Seeing the wreckage of the airplane left a lasting impression on the boys, who built a monument to the pilots shortly after the crash. It was a white cross with pieces of the wreckage at its base. More than 30 years later, in 1998, the brothers wanted to honor the pilots with a more permanent monument, sparking USAFE’s initial involvement in the memorial. “They realized that while living under the rule of the Soviets that there were other people out there,” Hand said. “It wasn’t a good guybad guy thing to them. They just felt that it was very important to commemorate the loss of life as the result of the Cold War.” Besides this being the 50th anniversary, this day was special due to the fact that the brothers reached out and invited the family members of the downed pilots to the ceremony. “They contacted the family,” Hand said, “because not only haven’t the Americans forgotten, but the Germans haven’t either. It is important to them that the families know that not everybody on the other side of the wall was a bad guy. People cared and felt their loss. There was an impact to their family. Three husbands and fathers were killed.” This is the first time any of the family members traveled to Germany, and it was their first time meeting the brothers who cared so much about those three Airmen they never met. The 10 Soldiers attending training came from the National Guard units at Fort Hood, Texas; Fort Bragg, N.C.; and Kansas City, Mo., National Guard. The trainees will deploy in the near future in support of U.S. Forces Kosovo and will be responsible for managing Army post offices in their respective areas, said Master Sgt. Theresa R. Lee-Love, senior human resources NCO for the 21st TSC’s 1st Human Resources Sustainment Center postal division. “We provided the Soldiers with extensive classroom and hands-on training in all aspects of postal services,� Lee-Love said. “We want them to go into country with a very thorough understanding of postal operations, because mail is an important mission. When a Soldier gets a package from back home or a letter, that is an important thing to them.� The first week of training was held in a classroom. The trainees learned about the regulations and forms involved in managing a post office. They

also learned how to fill out customs forms, how to use the point of sale system to accept money from their clients, how to manage postal personnel and how to manage unit mail rooms, said Spc. Malcolm L. Massey, an assistant custodian of postal effects assigned to the 18th Human Resources Company, 1st Special Troops Battalion, 82nd Sustainment Brigade. “We got some very detailed classes on everything involved with postal operations, which will make our mission in Kosovo a lot easier,� Massey said. “This training will also benefit us if we ever leave the Army. It will make it easier to possibly get a job with the postal service.� For the last two weeks of
their training, the Soldiers did hands-on training with the U.S. Army Garrison Rheinland-Pfalz Post Office on Kleber Kaserne and the Mail Distribution Node on Panzer Kaserne. There they helped manage all aspects of postal operations to solidify what they learned in class, said Sgt. Victor Rincon, postal NCO assigned to the 35th Infantry Division. “The hands-on training in the post office and mail distribution node was very beneficial, because we got to observe all the processes and get involved with them ourselves,� Rincon said. “I feel confident in what I have learned here and am excited about performing this mission in country.�

History of Valentine’s Day by Petra Lessoing 86th Airlift Wing Public Affairs Legend says Valentine of Terni, a friendly priest who married young couples in love, died Feb. 14, 269. For this reason, Valentine’s Day is observed Feb. 14. In many countries all over the world, Feb. 14 is the day when husbands and wives, girlfriends and boyfriends have romantic dinners and give gifts of candy, cards and flowers to show their love and affection. The custom of giving flowers dates back to ancient Rome, where Valentine gave marriage advice to young people. He did this despite Emperor Claudius’ prohibition, who did not approve of his legionnaires becoming accustomed to having wives and homes. But Valentine was looking for lovers, and when he found them he married them. Valentine would pass out flowers to young couples who were walking by the garden of his monastery, asking the men to stay at home and not go to battle. One day, Emperor Claudius wanted to meet Valentine to find out about his wisdom. The emperor said they could be friends again if Valentine started to believe in Roman gods once again. But the priest told the emperor he never would ask him to do so if he knew about the glory of God and his son Christ; Valentine believed the Roman gods to be demons.
Because of his beliefs, Valentine was considered to be a blasphemer and was sentenced to death. During a delay in the punishment, Valentine impressed the emperor with the truth of Christian belief. The emperor was deeply touched, but when Rome’s governor said Valentine was a magician, the emperor feared a revolt by his people and passed Valentine on to Asterius, a judge, to decide his fate. On the day he was to die, he left a note thanking the girl for her friendship and loyalty. He signed it with, “Love, from your Valentine.” That might have started the custom of exchanging love messages on Feb. 14. One hundred years after Valentine’s death, he was canonized. In 1550, in memory of Valentine, a memorial chapel was built in St. Valentin in South Tyrol, Austria. Here, visitors can admire a wooden statue of the saint. Since Valentine’s martyr death, Feb. 14 has been observed as a day of love. In former times on the night before Feb. 14, women tied laurel leaves to the four tips of their pillows. This was supposed to be a guarantee for dreaming of their true love. People also believed a woman would marry the first man she saw outside her house on Valentine’s Day. This was enough reason for a young man to be out early in the morning and to reassure the feeling of his beloved one with a bouquet of flowers. In the 18th century, people in love started to send romantic greeting cards. In Germany, recognition of Valentine’s Day started in the 1950s when American Soldiers brought the British tradition to Germany.

Baby dental health important by Capt. Tonya Barry 86th Dental Squadron The 86th Dental Squadron’s mission is to keep active-duty members fit to fight and to ensure the dental health of their family members. This February, however, the spotlight is on the pediatric patient pool during the 65th annual National Children’s Dental Health Month. Pediatric patients and parents generally have numerous questions when it comes to their child’s dental care. Common areas of concern are the first dental visit, dental home care, and how a child’s diet impacts their dental health. According to the American Dental Association, “It is advantageous for the first (dental) visit to occur within six months of eruption of the first tooth and no later than 12 months of age.” This little tidbit of information is astounding to most parents. However, the American Academy of Pediatric Dentistry firmly believes “one dental visit when there’s one tooth can equal zero cavities.” The critical, first well baby dental visit and lap

exam is important to enhance a child’s dental familiarity, and it’s also a forum for parents to ask questions about nutrition, bottle and sippy cup feeding, breast-feeding, fluoride intake, pacifier use, reducing the risk of dental cavities, and dental home care. If your child has yet to have their first dental visit, do not worry. It’s never too late to promote dental health and prevent dental cavities. A great way to start preventing dental cavities is to teach your child good dental health habits. While it can be challenging at times, dental home care is important. The best approach to maintaining dental health is to brush twice a day, two minutes each time, and floss at least once per day (as soon as your child has two teeth that touch). While a morning or an evening brushing should never be skipped, the night time brushing and flossing is most important. Plaque (that filmy white substance that forms on the teeth) removal is critical before bed because during the day saliva production helps naturally cleanse the mouth. However, at night, salivary flow decreases and residual plaque left on the teeth becomes good fuel for cavity-producing bacteria.

Until a child can adequately brush and floss their parent’s teeth, they probably still need assistance. Lastly, it is important to think about nutrition and the role it plays in dental health. As the AAPD points out, “It’s not what the children eat, but how often.” Of course, some food and drinks benefit dental health more than others. Ideal snacks for teeth are things like fresh fruits, vegetables, nuts and cheeses, while the best liquids for teeth are milk and water. Keep in mind that juice should be given in moderation, not to exceed four to six ounces a day. It all boils down to reducing the frequency of food and drink exposure and being conscientious about how your child’s diet impacts their dental health.
