Climbing to the top: Ramstein congratulates new chiefs Story and photo by Airman 1st Class Joshua Magbanua 86th Airlift Wing Public Affairs
Senior Master Sgt. Daniel Stellabotte, 86th Dental Squadron dental operations superintendent, receives congratulations from his colleagues after being selected for promotion to the rank of chief master sergeant. Chief master sergeant corresponds with the pay grade E-9, and is the highest enlisted rank an Airman can attain.
86th Airlift Wing leadership congratulated some of the Air Force’s newest chief master sergeants Dec. 6 on Ramstein Air Base. The chief-selects didn’t know they made the grade, and were delightfully surprised when the installation commander and command chief greeted them with their certificate of selection. Brig. Gen. Richard G. Moore Jr., 86th AW commander, and Chief Master Sgt. Aaron Bennett, 86th AW command chief, worked with officials from around Ramstein to break the news to the wing’s chief-selects. The early holiday surprise evoked a variety of emotions from the recipients. Some cried, a few laughed, while others simply smiled and expressed gratitude. Senior Master Sgt. At any moment, any of 30 countries can announce that they are giving 36 hours’ notice before inspecting Ramstein. The 30 countries are Treaty of Conventional Armed Forces in Europe signatories, which was created to control the number of combat capabilities such as combat aircraft in Europe. To prepare for such an inspection, Ramstein conducted a CFE inspection exercise Dec. 6. After the cold war, tensions lingered between the Eastern Bloc and NATO. Opposing countries amassed enough
combat capabilities to annihilate each other. In order to prevent annihilation, countries signed the CFE treaty, which limited the number of combat capabilities allowed in Europe. Those capabilities include combat aircraft, attack helicopters, armored combat vehicles, artillery, and battle tanks. “The treaty reduces resources and promotes openness,” said Michael Taylor, U.S. Air Forces in Europe Armed Control and Counter Proliferation treaty compliance officer. “Everyone knows what everyone has. I think Europe is safe because of it.” Taylor explained that signatory

take on the new challenges which come with his rank. He felt grateful for his achievement, and said his new rank will give him more opportunities to serve his Airmen. “I feel I now have a higher platform to ensure I am taking care of the people and I can continue to learn and give back,” he said. “I can honestly say TREATY, from Page 1
now I can concentrate on my Airmen even more. I am big on personal and professional development, so that will continue to be a priority of mine. I want to learn from the current chiefs and use their knowledge to make me a better leader.” Chief master sergeant, which corresponds with the pay grade of E-9, is the highest enlisted rank an Airman can attain. nations also established other measures to promote openness and stability. The Vienna Document allows countries to visit each other, and the Open Skies treaty allows nations to fly over each other and take photos. Together, the treaties continue to promote stability. After the CFE treaty was established, Taylor explained, both sides of the war scaled back a great number of war assets. Each participating country also reports the number of assets they have annually to a central database. To ensure countries report honestly, they inspect each other, such as Ukraine’s inspection of Ramstein in 2012. The treaty requires inspectors to give a minimum of 36 hours’ notice before beginning. Ramstein strives to remain ready and treaty-compliant by conducting annual exercises. “When Ukraine inspected Ramstein in 2012 it was the first inspection of a U.S. site in eight years,” Taylor said. “If we weren’t prepared for it, imagine trying to provide access to 600 facilities with 36 hours’ notice. It’s tough when we’re prepared, let alone if we weren’t.” Taylor explained that being ready goes deeper than remaining treatycompliant. Even though according to the treaty, the inspectors should come to count any equipment that Ramstein reports and verify that the base doesn’t have anything it’s not supposed to, they will likely try to do more than that. “They’re going to be trying to gain some intelligence,” Taylor said. “We have to give them access but we also
have to protect operational security while doing it.” During the recent exercise, inspectors pushed to access off-limits areas and probed to obtain any information they could, whether by trying to catch personnel off-guard with questions, or by opening up printed material. The idea is to keep all involved on their toes and give them a good idea of the kind of unexpected challenges that might come their way. To ensure the inspection is devoid of operational security vulnerabilities, a point of contact as well as a number of escorts travel with each inspector. Escorts ensure that areas are clear of vulnerabilities before inspection, and the POC makes sure the inspection stays treaty-compliant. The last real-world inspection at Ramstein went very well, according to Taylor. “The inspector was notorious for being mean,” Taylor said. “He’d never said anything positive from an inspection and he had done inspections all his life. He said that this was the first place he’s ever been that was done exactly the way he thought it should be done. It floored everyone.” Taylor said that this year’s inspection indicated that Ramstein is still ready, and 86th Airlift Wing leadership are happy with the results. “This has probably been the toughest test we’ve had,” Taylor said. “The inspectors were extremely good and it gave us a good experience. We were more prepared than we’ve ever been. I was so proud of team Ramstein and I couldn’t contain myself at the end of the day.”

Bedrock of readiness: Air Force Medical Home improves access to care and supports Airmen readiness by Shireen Bedi Air Force Surgeon General Public Affairs FALLS CHURCH, Va. — Air Force Medical Home is a patient-centered, team-based approach to delivering primary care to patients at Air Force health facilities. As with all aspects of the Air Force Medical Service mission, maintaining Airmen’s medical readiness and optimizing performance is the highest priority. To achieve this mission, the Air Force Medical Service is working to increase its health care capabilities, and provide greater levels of mission support to line commanders. “The bedrock of our readiness is the Air Force’s military medical centers, and clinics,” said Col. Zina Crump, Special Assistant to the Air Force Surgeon General for integration of AFMH. “Air Force Medical Home directly enables the medical readiness of today’s warfighters, provides Trusted Care to Airmen and their families, and keeps our medics deployment ready.” AFMH supports Airmen readiness through several improvements to health care delivery. The most significant of these is removing barriers to care. With the primary care clinic positioned as the entry point to their health care, patients can easily access the right level of care they need. Transforming care in this way makes it easier to provide pre-
ventative care, which has a positive impact on patients. “Research indicates that patients in medical home-style clinics make fewer trips to the emergency room and have fewer overall hospitalizations,” said Crump. “It has also shown to improve physician-patient relationships and reduce overall cost of care.” The AFMS care model also makes it easier to coordinate care with specialists using a team-based approach. Patients can easily get referrals to specialists it and know that their care is organized and coordinated across the health care system. “Specialists, mental health experts, physical therapists, clinical pharmacists, social workers, and others are embedded in to the primary care clinics,” explained Crump. “They work closely together and deliver quality care for each patient.” This team-based approach also helps keep health care providers and staff fresh during times of high workload, ensuring a high level of patient care. Since fatigue and burnout can be significant factors that can impact patient care, this is critical. “Leadership at all levels realize the importance of our medical homes, and many initiatives are currently under investigation to better balance that workload,” said Col. Kyle Hudson, AFMH Branch Chief. “Ultimately, improved staff satisfaction leads to less staff

turnover, better patient service, and higher quality primary care.” To improve workload and communication within and among health care team, the AFMS is employing various electronic tools. “In addition to the implementation of electronic medical records, AFMH clinics have developed what we call ‘virtual visits,’” said Hudson. “These visits are scheduled telephone encounters with the primary care manager and are meant to
be more convenient for established patients with concerns that can be assessed and managed over the telephone.” AFMH also incorporates secure messaging that allows patients to communicate electronically with their health team, and receive non-urgent health advice at their convenience. These tools have made it easier for patients to gain access to the care they need. The future direction of AFMH is transforming the way health care is being delivered
and improving ways to better support the mission. In addition to improved patient access to care, it is vital that the AFMS continues to grow to meet readiness requirements. “Missions vary from installation to installation and medical teams will be customized to meet mission and other support requirements for each installation,” said Crump. “One model does not fit all and the AFMH will continue to evolve to align with the Air Force’s vast mission set.”

by Airman 1st Class Clare Hilborn 569th U.S. Forces Police Squadron Christmas will be here in no time, and with that comes an increase in crime. To help prevent becoming a victim during the holiday season, the 569th U.S. Forces Police Squadron suggests these holiday safety tips to help prevent theft and break-ins. If you’re travelling for the holidays, be sure to let someone know. Ask a neighbor or a landlord if they are willing to clear snow from your vehicle and driveway. They can also empty your mail box or turn lights on to make it look like someone is still home. Many families put their Christmas trees up right after Thanksgiving. Placing your Christmas tree in front of the window with the curtains open can be a temptation for thieves to take a look in your window to see what is under or around the tree. Also, if you’re trying to keep children from going through new gifts, your car
is not a good place to store them. Thieves look for easy targets and will take items whether your vehicle is locked or not. Ensure your vehicle is secured and items are out of sight. It’s smart to be aware of your garbage as well. Items like video gaming systems, electronics, jewelry and shoes are high value and can be an invitation for a criminal to attempt to gain entry into your home since they know what is inside. Always be sure to double lock your house doors. With German doors, if you shut the door it will appear secured, but if you do not turn the key and engage the locking mechanism, the door can easily be broken into as the latch is not strong enough to withstand force. If you find yourself a victim of crime or see something suspicious this holiday season, you can always contact the Kaiserslautern Military Community Law Enforcement desk by dialing 0631-536-6060 or 4896060, and for all emergencies, on or off base, dial 112.

US Army NATO changes enlisted leadership Command Sgt. Maj. Bernadette Phillips assumed responsibility as the senior enlisted leader of the U.S. Army NATO Brigade from Command Sgt. Maj. Ira Russey in a ceremony Dec. 5 at Sembach Kaserne. Phillips most recently served as the battalion senior enlisted leader for the 369th Adjutant General Battalion at Fort Jackson, South Carolina, and has served in a variety of roles from company through command levels. Russey, whose next assignment is still being determined, led the brigade’s enlisted Soldiers since June of 2016. He saw the brigade through a number of challenging efforts including support to several critical NATO Response Force transitions and the establishment of a U.S. Army

presence in a new NATO multinational division. The USANATO Bde. is a complex brigade of roughly 1,000 personnel assigned to 44 organizations across 20 countries, and the senior enlisted leader of the brigade serves as a mentor to both the brigade’s National Support Soldiers serving in the bri-
gade’s two subordinate battalions, and also the Peacetime Establishment personnel serving directly in the NATO command and force structures. According to USANATO Bde. Commander Col. Jason Riley, Russey’s constant engagement and mentorship with personnel at all levels throughout this complex organization, was critical to the success not only of its assigned Soldiers, but also of the NATO alliance that relies on the brigade to provide trained and ready U.S. Army forces. “Since his arrival in June of 2016, he has contributed tirelessly to ensuring this very unique and geographically dispersed command has remained ready and relevant,” said Riley. Riley also expressed confidence in Phillips’ ability to take the reins from Russey and continue moving the brigade forward.

X-mas tree & decoration/safety tips Courtesy of KMC Fire Emergency Services The holiday season is here again. As people prepare to make their homes look like a tiny version of a local Christmas market, the Kaiserslautern Military Community Fire Emergency Services would like everyone to keep safety in mind. KMC Fire Emergency Services is dedicated to helping keep Christmas merry and bright, so here are some safety tips regarding Christmas trees and home decoration. Tree Selection Christmas tree fires are not common in the U.S. or Germany, but when they do occur, they can be very serious. If purchasing a real tree this year, ensure the tree has fresh, green needles that do not fall off when touched. Give the tree lots of love and water every day to keep it from drying out. Be sure to dispose of your tree properly when the season is over. Dried-out trees are a fire danger and should not be left in the home or garage, or placed outside against the home. For information about proper disposal, contact your local town hall (Rathaus).
Placing the tree Before placing the tree in the stand, cut 2” from the base of the trunk and consider drilling a hole in the base of the tree and stuffing it with cotton balls to absorb water. Place the tree at least three feet

away from any heat source like fireplaces, radiators, candles, heat vents, or lights. Make sure the tree is not blocking an exit. Add water to the tree stand. Be sure to add water daily. Lighting the tree Use lights that have the label of an independent testing laboratory (UL or CE). Some lights are only for indoor or outdoor use. Replace any string of lights with worn or broken cords or loose bulb connections. Read the manufacturer’s instructions for the number of light strands that can safely be connected. Never use lit candles to decorate the tree. Always turn off Christmas tree lights before leaving home or going to bed. For more information on Christmas tree decoration and fire safety tips, contact the KMC FES Fire Prevention Office at 480-5940 or visit the National Fire Protection Association website at http://www. nfpa.org/public-education/by-topic/ seasonal-fires/winter-holiday-safety/ christmas-tree-fires.

Operation Good Cheer provides Soldiers a holiday cultural experience Story and photos by Mary Davis U.S. Army Garrison Rheinland-Pfalz Public Affairs Office BAUMHOLDER, Germany — Soldiers assigned to units in the Baumholder Military Community and Kaiserslautern will get an extra dose of goodwill and holiday spirit in the local community thanks to the Operation Good Cheer program. The seasonal program pairs Soldiers with local German families who invite them to spend time at their homes over the holidays. Soldiers and families met for the first time at the Panther’s Den Dining Facility to learn about each other, Dec. 7. The partnership program began more than 30 years ago, but was halted in 2005 due to an increase in military operations tempo and deployments to Iraq and Afghanistan. It was resumed 10 years later and continued to be a success with 13 Soldiers and 13 families participating in 2016 and more than doubling the amount this year with 27 families and 31 Soldiers, said Bernd Mai, event organizer and U.S. Army Garrison Rheinland-Pfalz community relations. “Celebrating Christmas alone in a foreign country must be one of the worst things imaginable,” Mai explained. “So the program offers these Soldiers a chance to celebrate the Christmas holidays in a family atmosphere, while affording a unique opportunity for Soldiers away from home to experience a different culture and create new friendships.” News about the program spread over the years, Mai said, and several host nation families began calling as early as summer about participating in Operation Good Cheer. “It is a cultural exchange for both sides — U.S. and host-nation families. Not only families from Baumholder take part, but also Saarland, Kaiserslautern, Bad Kreuznach and even the Rhein River, Bad Breisig and the Eifel regions have shown interest
in the program,” Mai said. For program participant Private 1st Class Gabriel Glasser, this is his first time in Germany. “This is my first duty station,” said Glasser, with 720th Explosives Ordnance Disposal. “So far, I like living in Germany. It’s a lot of fun here, and the people are friendly.” Being here only six months, Glasser said he wanted to learn more about German life. So when the opportunity came to sign up for the program, he didn’t hesitate. “Since I arrived, I’ve spent most of my time getting to know the Baumholder area,” said the Pismo Beach, Calif., native. “I want to learn about the local holiday traditions and get to know the German people and their customs.” Glasser is paired up with the Kohler-Kreuz family from the village of Bliesen, Sankt Wendel, 30 kilometers southeast of Baumholder. This is a first for their family as well. “This is the first time we’ve participated in Operation Good Cheer,” said Birgit Kohler-Kreuz. “My mother read about it in the newspaper and told us that it would be something interesting for us to do.” Kohler-Kreuz said her family will celebrate the holiday like they do every year with a holiday gathering with one extra family member — Glasser. “It will be nice to show him some of the differences in traditions between the U.S. and Germany,” said Ines Kreuz, Birgit’s daughter. “We celebrate on Christmas Eve, which is traditionally a big event in Germany. It’s not like the U.S., where they celebrate on Christmas Day.” So Glasser will enjoy Christmas Eve with the Kohler-Kreuz family, which will include dinner, presents and camaraderie. “This is a great way to get to know people,” Kreuz said. “And the people who are participating are people who are interested in doing

this, which I think is great.” Joachim Sema from Pirmasens will host Spc. Raymond Kankoski with 5-7 Air Defense Artillery over the holidays. Sema, who heard about the program from a local radio station, drove almost 50 miles to participate in the program. “I think it’s a good idea,” Sema said. “I think this is a good program to make Soldiers that are away from home happy during the holidays.” Kankoski said he joined the program because, “it seemed like a good opportunity to meet people in the local community.” Being away from his home and brother in Pittsburg is difficult over the holidays, but he said he’s looking forward to some homecooked German food and enjoying the Sema Family’s company. Sema, his wife, Andrea, and three sons will welcome Kankoski to their home during the holidays and share traditions. “He will be gaining three more brothers over the holiday,” said Sema,
who sees fewer Soldiers in Pirmasens since they began closing the Army depot. “This program is a good way to keep in contact with Soldiers,” he said. Overall Kankoski said he’s excited about the program and meeting the rest of the Sema family. “I appreciate them opening their home to me,” the specialist said. “This will be a good reminder of home.” Baumholder Deputy Garrison Manager Debra Jordan said she was excited to see so many families and Soldiers participating in this year’s holiday program. “Thank you to our German families for opening up your homes to provide a wonderful opportunity and experience for our Soldiers,” Jordan said. “And to all our Soldiers, I just want to say thank you for being open to the idea of broadening your horizons and for representing the Army and U.S. military by agreeing to be ambassadors as you enter their homes.” Programs like Operation Good Cheer continue to strengthen the relationship between U.S. Army Garrison Rheinland-Pfalz, Baumholder Military Community and its host-nation neighbors, families and friends, Jordan said. “From the bottom of my heart, this is the season to come together to share and care for one another. It is also the season to make new friends, and I am certain that with our Operation Good Cheer program, it will be the opportunity to do that,” she said. As a former soldier, Mai said he knew how it felt being away from home during this time of the year and was happy these Soldiers could experience the comforts of home, while learning more about German culture. “Seeing the happy faces of the Soldiers and host nation families and hearing their spirited conversations at the pre-meeting makes me happy. These Soldiers are provided a oncein-a-lifetime opportunity, and I’m glad for every Soldier who takes this chance,” he concluded.
Sgt. Raymon Mota with the 51st Transportation Company speaks to his host family Stefanie and Thomas Schondev during Operation Good Cheer program at Baumholder, Dec. 7. Mota, who has been in Germany for a month, was invited to the Schondev’s home to learn about German holiday traditions and have fun.

Garrison provides inclement weather notifications for safety by Mary Davis U.S. Army Garrison Rheinland-Pfalz Public Affairs Office Cold weather can create hazards affecting road conditions, duty reporting and school closings, and the U.S. Army Garrison Rheinland-Pfalz is ready to make the tough calls in regard to safety. “We want to ensure our Army Families are safe by making prudent decisions when the weather creates dangerous driving conditions,” said U.S. Army Garrison Rheinland-Pfalz Commander Col. Keith E. Igyarto. “Gathering information and making decisions early can sometimes be difficult, because bad weather can change very quickly. The safety of our Soldiers, family members, civilians and local national employees is always our top concern, so making careful, judicious decisions is critical.” Adverse weather can happen anytime, but when it occurs overnight, driving conditions can be negatively affected. In these instances, military police units report worsening road conditions between 2 and 3 a.m. to the garrison’s Director of Emergency Services Lt. Col. Steven Kane. In the early hours of the morning, the DES director informs the garrison commander of the inclement weather conditions, they review reports and also take into account the forecasted weather for affected installations. “After reviewing all the information, the commander determines the necessity of school closings and delayed duty reporting for Soldiers and civilian employees,” Kane said. “If there are delays or closures, the information is communicated to the USAG RP community between 4 and 5 a.m. via the AtHoc emergency messaging system, USAG RP Facebook page (www.facebook.com/army.rp) and AFN-Kaiserslautern Radio at 105.1 FM.” When weather conditions begin worsening in the morning after people are already at work and children are in school, the garrison commander determines whether early release or school closures before noon are feasible so children can be transported home safely. In regard to school closures, Baumholder school decisions are made solely by the garrison commander based on DES recommendations. School closure decisions impacting Kaiserslautern schools are made jointly in a coordinated effort between the Army and Air Force commanders. Additionally, if one school in the Kaiserslautern Military Community
is closed, then all Department of Defense Education Activity facilities in the KMC will close as well. “If the weather becomes severe in a particular location, parents can make a judgement call whether to send their child to school or not,” the commander said. “Always choose the safer option.” When the garrison commander initiates early work release in instances of adverse weather, all garrison facilities will close as soon as they are able. Army Child Development Centers and School Age Centers will remain open to accommodate mission-essential personnel only. Nonmission essential personnel will be contacted for early pickup of their children. According to the garrison’s inclement weather policy letter, missionessential personnel are determined by mission and will vary. Garrison directors will notify their employees if they are considered mission essential. In general, mission essential garrison employees may include emergency services, emergency repair, snow removal and Emergency Operations Center operations personnel. Depending on mission needs, other agencies and personnel may be included as essential personnel. In any case, when inclement weather makes driving hazardous, everyone (to include mission essential personnel) should refrain from driving until
the roads are safe to do so. Staying informed is critical when adverse weather hits. That’s why it’s important for people to sign up to receive AtHoc notifications via phone and email. To sign up, visit the USAG RP website at www.rp.army.mil/ and click on the “AtHoc Mass Warning/ Notification System Registration” on the left side of the page. For current road condition information 24/7, community members can access the most up-to-date road conditions and weather warnings for all garrison installations via the IMCOM-E Road Conditions and School Closures site at: www.imcomeurope.army.mil/webs/sites/staff_org/ safety/road_conditions/default.aspx The site is updated by the DES based on their military police patrols on the various installations. It’s important to note, however, that the driving conditions reflect the designations for on post only and not the local communities surrounding the installation. The road conditions outside the gates can vary widely from better to worse than what is indicated for government vehicle travel on post. Knowing post road conditions is always important. The Installation Command-Europe site displays road conditions with designations of Green, Amber, Red or Black. • Green – Road conditions are normal.
• Amber – Road conditions vary from normal to dangerous. Vehicle operators should exercise additional precautions. Most installations should be open, but stay tuned for possible late reporting or early release. • Red – Road conditions are hazardous. Exercise extreme caution. Individuals are discouraged from driving privately-owned vehicles unless absolutely necessary. Possible late reporting or early release of personnel and closure of services. • Black – Road conditions are extremely hazardous. Government Owned Vehicles used off base or off post are at the discretion of the owning commander. POVs should not be on the road. Installations will likely be closed. Again, motorists should drive more cautiously off-post, because roads may be more hazardous in the local communities surrounding installations, especially at higher elevations such as Baumholder and Sembach. “Conducting early assessments and notifications are critical in keeping our USAG RP community safe,” the commander said. “We do our best to ensure transparency when it comes to our garrison processes so people will understand how decisions are made to keep our Army Family safe.”

U.S., German, Dutch, and Estonian paratroopers delivered presents for Kaiserslautern area children, which marked the opening of International Jump Week. “(Operation Toy Drop) is meant to be an interoperability exercise, where we bring in other NATO airborne forces,” said Chief Warrant Officer 2 Jonathon Crane, airdrop systems technician for the 5th QM TADC, 16th Special Troops Battalion, 16th Sustainment Brigade. “That way we can be familiar with their tactics, techniques, and procedures, build esprit de corps, and build the brotherhood of the airborne units that are here in Europe.” The 5th QM TADC acted as the host of the event. The unit was responsible for rigging the parachutes, coordinating the events throughout the week, and maintaining the safety standard. delays and cancellations, but overall the week was a success for the 5th QM TADC. “The weather really messed with us, but (Operation Toy Drop) has been successful,” Crane said. “That’s due largely, in part, to the resiliency and flexibility of all of our jump masters and Soldiers. We reacted well to weather and time delays all week.”
The success was much appreciated by the more than 20 families from the local area who received gifts delivered by Santa who was played by Spc. Jeffrey Hanley, senior parachute packer for the 5th QM TADC. “I have never played Santa before,” Hanley said. “I made the most of it and was told by a few parents that I made their child’s day. That was the
highlight of my week, although earning foreign jump wings by taking commands in a foreign language was a close second.” Hanley, who is expecting with his 7-months-pregnant wife Lea, believed the chance to play Santa was a good opportunity and will later make a good story to tell. The focus of the week was to not
December 15, 2017 only provide gifts for the local children and feel the thrill of falling through the sky. The International Jump Week event was another way to ensure proficiency and continuing the bond with allied and partner nations to continue enhancing a Strong Europe. “These are our allies and partners, people we may find ourselves on the same battle-
Kaiserslautern American field with, and now we have a better understanding of how they conduct operations as they do ours,” said 1st Sgt. Robert Nicholson, first sergeant of the 5th QM TADC. “These seem like just good times and camaraderie, but there’s another piece, which is the training aspect. At the end of the day, this is the projection of combat power.”

2 pears, cored and peeled 4 scoops lemon sorbet 2 cups red wine 1 cup apple juice 1 teaspoon sugar ¼ teaspoon cinnamon 1 block dark chocolate ½ cup heavy cream if you aren’t counting calories or fat reduced milk will also work • Your choice of whipped cream for topping: eggnog, chocolate or vanilla
Put red wine, apple juice, cinnamon and sugar in a pot. Heat until it is almost boiling, then reduce to low. Add pear halves and let simmer for 1-2 hours on very low heat. When you are ready to plate, you can thicken this sauce with a bit of starch to have a richer sauce for the pears. In another small pot, put milk product (cream or reduced fat milk). Add chocolate. Let it melt on very low heat, stirring often. When melted, you are ready to plate. Put ½ pear on each plate. Add a scoop of lemon sorbet next to the pear. You may put the thickened sauce to the side or on top. Garnish with drizzled dark chocolate and various whipped cream toppings.

Army Reserve Soldiers help Girl Scouts learn about robots Story and photos by Lt. Col. Jefferson Wolfe 7th Mission Support Command Public Affairs Office 773rd Civil Support Team Soldiers took their survey robot to Sembach Middle School on Sembach Kaserne Dec. 4 to help the Girl Scouts earn their robotics patch. Sembach Juniors Troop 991 hosted the Army Reserve Soldiers for the afternoon. The three-person team demonstrated the capabilities and the functions of the Talon IV robot, nicknamed “Veronica” by the survey team. “I think they enjoyed everything about the robot, seeing it move, being able to touch it,” said Staff Sgt. Patrick McNeely, a survey team member with the 773rd CST. “I think they were just thoroughly excited about the whole idea of seeing a robot.” The 18 fourth- and fifth-graders not only got to see the robot in action, climbing stairs and opening a door, but also were able to ask the Soldiers questions about how the robot worked. Sgt. 1st Class Yuolanda Carey, the survey team chief, and Spc. Jonathan Boyden answered the questions and showed the girls all the things Veronica can do. “Today we experienced a mechanical robot,” said Gabrielle Shields, a fifth-grader at Sembach Middle School and member of the troop. “It can detect smoke bombs and it can smell and sense stuff … and it goes on missions and it can go under water and it can move up and down stairs.” The robot can do amazing things, said Madison Perkins, another fifthgrade junior. “I loved that it could climb stairs and that it has a laser and it had some cool lights on it,” she said. The 773rd CST Soldiers stayed for the rest of the Monday afternoon meeting and helped the juniors to plan and build their robots. “Now they have a visual of what a

robot should be, and now they’ve got all these ideas of what they want to do now to make their own robots,” said Hallie Wolfe, the Junior troop leader and Sembach Girl Scouts Overseas Committee chair. The troop divided into four groups to build robots out of office supplies, including paper and string and cardboard boxes. McNeely enjoyed spending the afternoon with the girl scouts. “I look forward to maybe coming back and working with them again,” he said. The 773rd CST Soldiers regularly reach out to the KMC and the region to show what the unit can do, McNeely said. “Anytime we get the opportunity to get outside the office and demonstrate our capabilities to different people, it’s definitely a plus,” he said.

USAG RP receives energy lesson from Green Boot experts Story and photos by Erinn Burgess U.S. Army Garrison Rheinland-Pfalz Installation Management Command Directorate At the beginning of October, U.S. Army Garrison Rheinland-Pfalz Commander Col. Keith Igyarto challenged the garrison headquarters building and Department of Public Works to compete in a head-to-head Green Boot competition to see who could implement the best daily practices to conserve energy. On Dec. 7, eight weeks from the start of the competition, seven student experts from Ramstein High School Environmental Club came to examine the two sections and provide feedback. The RHS Environmental Club achieved Green Boot certification in 2016 after reducing energy consumption at RHS by 5 percent over the course of one school year, saving thousands of dollars in the process. With energy reduction and awareness as its primary focus areas, the club has already continued its energy reduction efforts this school year by initiating a plastic water bottle reduction campaign, encouraging students and teachers to recycle their plastic water bottles and switch to reusable ones. The students brought their experience and expertise to the garrison as they inspected the two buildings competing in the challenge, accompanied by DPW Senior Facility Engineer Gregory Williams and engineers Konstantin Gross and Victor Aruwah. During the inspection, students made suggestions about how staff could better conserve energy. Some of these suggestions included unplugging appliances such as toasters and microwaves when not in use, turning off or reducing the lights in a room when natural light is coming in through the windows and turning off monitors at vacant desks. President of the RHS Environmental Club, Maddie Lubinski, said she was excited about the opportunity to observe energy-saving measures at the garrison. The 12th-grade student and aspiring environmental science major said she joined the club because of her desire to impact how her school saves energy. She responded honestly when Command Sgt. Maj. Brian Hauke asked how his section is doing. “You’re doing well, but there are things you could do better,” Lubinski said before offering some suggestions. Victoria White, vice president of the club, joined because of her dedication to conserving natural resources. “It’s important to spread awareness because we need to conserve and save our natural resources,” the 11th-grader said. “I’m really glad we’ve had the

opportunity to come here and see what other people are doing to conserve energy so we can help incorporate some of our ideas or use some of theirs.” White used a device to measure the amount of light in each room she visited. When levels were higher than the recommended amount, White recommended to staff that some lights be turned off to reduce energy consumption. The students’ observations were
documented and will be used to help determine which building performed better during the challenge. However, real numbers will prove those efforts as well. Aruwah showed the students he installed meters in each building and measured consumption levels prior to the Green Boot competition, without staff knowing, so he could get an accurate baseline measurement. In comparison, consumption levels during the Green Boot competition
decreased in both the garrison building and the DPW building — drastically in the latter, Aruwah said. Both sections are on their way to Green Boot certification. Williams thanked the students for their time and encouraged them to stick with the engineer pathway, one he has been on since receiving his bachelor’s in civil engineering in 1985. “It’s going to be tough, but I’m telling you it will be worth it,” Williams said.
Victoria White and Andrew Porter use a device to measure the amount of light in a Directorate of Public Works office at U.S. Army Garrison Rheinland-Pfalz. Students from Ramstein High School Environmental Club observed energy saving measures in several USAG RP offices as part of a Green Boot challenge between DPW and the garrison headquarters building.

Sidewalks must be kept free of snow, ice by Petra Lessoing 86th Airlift Wing Public Affairs German communities have rules regarding snow and ice on sidewalks to avoid accidents. Residents living off base should check their rental contracts to find out about their obligations. The rental contract clearly states who must keep sidewalks free of ice and snow. Usually landlords turn this obligation over to their renters. As soon as there is a danger of black ice, renters or landlords must throw salt, sand or gravel on walkways. Snow must be swept off so pedestrians can walk. NOTE: In some communities, residents are not allowed to use salt because it can damage the environment and sidewalk tiles may become loose. House owners or renters don’t have to clear the whole sidewalk of ice and snow, but must clear a path so two people can get by. They don’t have to remove snow if it continues snowing, but must remove it 15 to 30 minutes after it stops snowing. The snow has to be removed in a way that does not impact traffic. In most communities, sweeping snow and throwing salt, sand or gravel must be done between 7 a.m. and 8 p.m. on workdays. On Sundays and German holidays, the snow removal obligation starts at 9 a.m. The general rule is: first sweep off the snow, then throw salt, sand or gravel. In extreme weather, the cleaning procedures must be repeated throughout the day. If renters are, according to their contract, obliged to take care of cleaning their sidewalks, they must find somebody to do it for them if they won’t be able to because of sickness or work. If pedestrians get hurt due to sidewalks that were not properly cleaned, house owners or renters can be held liable. They might have to pay for medical treatment, compensation and sometimes even a fine.
