The technicians used trial and error to figure out the least amount of C-4 needed to successfully accomplish each task. “In a deployed environment, you only have a limited amount of materials,” said Staff Sgt. Ryan Vaughan, 86th CES EOD craftsman. “Being able to utilize the amount that you have to your advantage is why we practice here on the range. Why would I use two blocks of C-4 when I only need half of a block? So getting some of the younger Airmen out who haven’t experienced this as much is beneficial for saving C-4 and being more proficient.” The EOD flight can be called upon for varying situations in both their current duty station and in a deployed environment. “Our main mission here is to support the flightline, but the anti-terrorism and force protection is what gets us more popularly known on base,” Vaughan said. Whether there’s a suspicious package on base or an old WWII bomb dug up during construction, EOD responds to several installations around the area. Anything can happen at any time, which is why the technicians perform monthly training to keep their skills sharp.

But that’s not the only reason they come out to blow things up. The technicians lean from each other and build camaraderie within their unit.

Creative Airman improves TARRP operations Story and photo by Senior Airman Elizabeth Baker 86th Airlift Wing Public Affairs Airmen are continually finding ways to improve steps in their work flow. They might find a way to work faster, cut costs or improve safety. The Air Force needs these forwardthinking individuals, such as Tech. Sgt. Doug Mullins, 86th Munitions Squadron Tactical Air Munitions Rapid Response Package section chief. The 86th Airlift Wing Innovation Program plans to recognize Mullins and the TARRP team for giving their shop a capability it didn’t have before: an approved way of building married munitions pallets. “With all the munitions we are sending worldwide, it was vital we developed a smarter, safer and faster alternative,” Mullins said. Pallets are designed to safely airlift munitions, yet the rollerized trailers previously used to build the pallets had limited space on the trailer deck. There was also a falling hazard because the trailers didn’t have rails, requiring extra safety precautions. The 86th MUNS needed innovation in its pallet-building process. The TARRP team stepped up to the plate with Mullins as the point man to figure out how to improve the situation. TARRP’s innovation was to create high-line docks. Highline docks provide platforms for Airmen to marry, or join, the pallets. They also provide a way to load cargo and secure it to the pallets. The high-line docks can hold more pallets at a time and provide a safe, easy way to move pallets onto a transport trailer or vehicle. The new docks give Airmen the ability to build each pallet in 45 minutes rather than the previous 60, saving time and increasing production to support theater tasking. Munitions Airmen constructed two high-line docks, increasing the squadron’s T3 pallet-building capability by 500 percent. Mulllins said that because of the high-line dock, the

86th AW is more capable of transporting assets around the world. “We’re placing warheads on foreheads quicker,” Mullins said. Thanks to the mission dedication from Mullins and the TARRP team, the high-line dock is now an approved and recommended platform for building married munitions pallets. “It is great to know we have a dedicated team that thinks on their feet,” Mullins said. “I know that when I change stations, the fight for excellence here will continue.” The Innovation Program is searching for new ways to reward innovative personnel and wants to hear about designs Airmen have accomplished to save the Air Force time and money. Sun, Fun Day

The USO’s ninth annual Sun and Fun Day will take place from 11 a.m. to 3 p.m. Aug. 26 at Pulaski Park. This is a free annual event for military families of the KMC. A band and a disc jockey will provide music. There will be numerous activities for families such as face painting, tug of war, 3-point basketball throws, a children’s train, ring toss, water gun shooting gallery, a photo booth, a mommy-and-me nail salon and other games. The U.S. Army Garrison Rheinland-Pfalz Department of Emergency Services will provide child ID kits, free fire-safety items, fire truck and police car displays, and a fire-safety trailer. A complimentary lunch consisting of hamburgers, hot dogs, bratwursts, chips, popcorn, cotton candy and cake will be available. The fest will end with a live drawing for prizes donated by USO supporters.

Green Dot training

86th MXS crawls into C-130 fuel tank inspection

This could be traveling to a country they never expected to see, perhaps working alongside generals, or even crawling into the cramped fuel tanks of a C-130J Super Hercules. Two crews of Airmen assigned to the 86th Maintenance Squadron worked around the clock for 10 days, experiencing the fuel tanks while performing a mandatory inspection for a C-130 that had reached its 12-year mark, from July 30 to Aug. 9. “The purpose of doing the fuel tank inspections is basically to ensure there aren’t structural weaknesses and other discrepancies inside the fuel tank,” said Staff Sgt. Jonathan Crowell, 86 MXS aircraft fuel systems craftsman. “I also check the accuracy of my Airmen and the work they are doing to ensure it is done properly by our technical orders in accordance with all of our other regulations and maintaining proper safety equipment.” There are four main fuel tanks for a C-130, two on each side of the aircraft. They’re comprised of a dry bay

chamber, which houses the door to the fuel tank itself. While the C-130 has a capacity of holding 60,000 pounds of fuel, the tanks still do not allow much room to work in. “I love getting in (the) tank,” said Airman 1st Class Juan Gutierrez, 86th MXS aircraft fuel systems repair apprentice. “It’s a pretty fun job once you do, but it’s not for everyone. You really have to prepare yourself because it’s a really tight work space, but it’s a pretty crucial job. If there’s anything wrong with the aircraft, we make the call if it’s safe to fly or not. We got a lot of aircraft experience from just this job alone.” For a full fuel tank inspection, the 86th MXS Airmen examined every clip, rivet, stringer and all other components inside the dry bays and tanks that allow fuel to be moved throughout the aircraft. They inspected the tanks for cracks or other signs of structural damage. “I enjoy doing it because I enjoy trying to be as thorough as I possibly can,” Crowell said. “If I miss something, it could potentially be an endangerment to the pilots. Paying attention to detail is a big part of our job. It’s a lot riding not only my shoulders but also on my Airmen. If they see something before I go in, they can bring it up

to me, and that’s good for them because they’re getting that experience, knowing what to look for and exactly how to look for things. “It’s a very tasking job when you think about it,” he continued. “We’re signing off on a multimillion dollar aircraft’s ability to fly, so there’s a lot of thought and patience that has to go in to it. It’s definitely an experience; it’s very exhausting physically and can be mentally exhausting.” The missions of the C-130s at Ramstein are to provide airlift and cargo support throughout Europe, Africa and the Middle East. They have the capability to move troops, supplies and vehicles and provide medical evacuations. This makes them an important asset for the Air Force throughout those regions. “It makes me feel great because we’re basically telling the Air Force if the aircraft is safe to fly or not,” Gutierrez said. “And if it’s not, we make the corrections and repairs. If it is safe to fly, it’s awesome because the plane is ready for the mission and (to) support the Air Force with everything these planes are meant to do.” Once a C-130 has undergone its 12-year inspection, it is required to have a full inspection every six years after that. This makes full fuel tank inspec-

tions few and far between. “This is a once-in-a-lifetime opportunity for people in my tenure, since this is the first time for me and I’ve been doing this for 11 years,” Crowell said. “But this job we just performed, it has been the toughest job I have experienced since being here at Ramstein.” On a regular basis, the 86th MXS primarily does component replacements, leak repair and identifies structural weaknesses once a week to once every other week. Depending on what needs to be repaired, this can range from a single shift to a few days to complete the job. “It definitely instills a sense of pride that I had some part to play in making an aircraft safe to fly,” Crowell said. “Also (pride) in my guys turning wrenches. They put in the blood, sweat and effort in order to get the job done in a timely and safe manner. Knowing you had a single part in the big picture is very eyeopening. It’s a good feeling when you stop to think about it. Everyone has a role, and it’s a very intricate masterpiece that you’re working on.” All of the 86th MXS Airmen fulfilled their role, despite the small work environment and large task before them, to ensure a Ramstein C-130 was safe to fly so it could provide its capabilities for the overall Air Force mission.

from school, meet them on the same side of the street at the bus stop. Do not wait in a parked car or building, and do not allow your child to come to you. Important facts you need to know:

Bottom line: When you meet your child at the bus stop, please take charge of the situation. As the adult, you can reduce the risk to your child and control the danger.

DODEA behavior standards for students:

• Obey the driver or adult. • Enter and exit the bus safely, and always show your bus pass. • Stay properly seated and use seat belts when available. • Keep your hands, feet, and other body parts to yourself. • Do not throw things. • Put nothing out the window. • Remain quiet and do not disturb the driver or others. • No profanity, indecency, smoking, prohibited items or vandalism. • Do not eat, drink or chew gum. • Be responsible and be safe.

Five Basic Safety Rules for riding the bus:

• Be on time. Walk, do not run, to the bus stop. • When waiting for the bus, take at least three large steps away from the curb. • Take your seat on the bus and stay in it while the bus is moving. If there are seat belts, buckle up. • When getting off the bus, take three large steps away from the curb and wait for the bus to depart before crossing the street. • Never cross the street in front or behind the bus.

Ensure children know and use the safest route possible from home to and from the bus stop. WASHINGTON — In 1977, Matthew Donovan left for Air Force Basic Military Training. Four decades later on Aug. 11, 2017, at the Pentagon, he ceremoniously recited the oath of office to be the undersecretary of the Air Force. Secretary of the Air Force Heather Wilson presided over the ceremony and welcomed Donovan back into the Air Force formation. “He understands the mission of Air Force, (and) he also understands what it’s really all about,” Wilson said. “Matt will be a great leader for all of us … helping to make the country safe through dominant air and space power.” As USecAF, Donovan oversees the Air Force’s annual budget of more than $130 billion and is responsible for the affairs of the Department of the Air Force, including the organizing, training, equipping and providing for the welfare of approximately 660,000 active-duty, guard, reserve and civilian Airmen and their families worldwide. Donovan also directs strategy and policy development, risk management, weapons acquisition, technology investments and human resource management across a global enterprise. Additionally, he is responsible for implementing decisions of the president and Congress and fulfilling combatant commanders’ current and future operational requirements. “I’m honored and humbled to be given this opportunity,” Donovan said. “It’s a dream come true.” After five years as an enlistee, Donovan received his commission in the Air Force in 1982 through the Air Force Officer Training School. During his 31 years on active duty, he was a command pilot with more than 2,900 flying hours in the F-15C Eagle and F-5E Tiger and served in combat during Operation Southern Watch. Prior to becoming the USecAF,

Col. Keith E. Igyarto, USAG RP commander, signed an SCI Customer Pledge, committing garrison employees to build positive customer relationships, while providing excellent service and treating patrons with dignity and respect. He signed the SCI Leadership Pledge to encourage professional, positive work environments led by caring, engaged leaders. “We have a pledge to our customers about what they can expect from the garrison and how we are going to treat them in a culture of providing service first,” the commander explained. “Then we have a pledge from leadership to the most impor-

tant part of our formation — our employees, service members and civilians.” For more than a year, Installation Management Command has embarked on an initiative to enrich the customerservice experience. Treating customers with dignity and respect starts with Army leaders doing the same to their employees. By leaders creating an agreeable atmosphere promoting excellence, value and a sense of belonging, employees are more likely to have a positive attitude and enjoy working for their organization. This attitude is brought forward during interactions with their customers. “SCI holds tremendous impact potential for the garrison,” said Jacqui Haggerty, SCI manager. “It reminds us that as Army professionals serving our military community, we have more than just an assigned job to do — we have a responsibility.” The Department of the Army has made great strides in attempting to ensure the services and programs customers receive at one duty station are

the same programs and services they receive at a garrison anywhere in the world, Haggerty said. “Although they may be executed a bit differently, the opportunities still exist,” she said. “The problem is — ‘same’ isn’t good enough. It never has been.” Haggerty compared SCI to the various slogans the Department of the Army has used throughout the years — “Be All That You Can Be,” “Army of One” and “Army Strong.” “SCI takes all of these slogans and creates a solid foundation every Army professional can adhere to,” she explained. Be All That You Can Be — The garrison promises to position its workforce with the tools and training necessary to evolve into a cohesive, competent and compassionate team that anticipates customer needs and goes out of its way to make every encounter a pleasant one. Army of One — The team is only as strong as the individuals working in it. Each Army professional brings a dif-

ferent set of strengths and history of experiences to his or her assigned job. The garrison operates as “One Team” with each team member empowered to make a difference. Army Strong — It is only through the strength of Army professionals that the Army, as a whole, remains strong. Soldiers on a mission cannot be expected to keep their heads in the game if they are preoccupied with worries tied to the home front. USAG RP Army professionals are undergoing a profound change in work culture and in the way they do business. Learning that strength of character, integrity and compassion must be in equal measure to career expertise is how people learn and begin to grow. “The sincere desire of each and every Army professional here is to make USAG RP the assignment no one wants to leave and everyone wants to come back to,” she said. “That is our responsibility — ensure each and every person assigned here, feels like they’ve ‘come home.’”

Jefferson Wolfe 7th Mission Support Command Public Affairs Officer Thanks to some new equipment, the Army Reserve’s only civil support team can get to an incident site faster and communicate better with other disaster responders. The 773rd Civil Support Team took a step forward in readiness by adding two top-of-the-line communications vehicles, which they unveiled during a ribbon-cutting ceremony Aug. 10 on Panzer Kaserne. The new trucks, loaded with the latest in communication equipment, will help speed the unit’s response and enhance communication with U.S. and international disaster responders, said Col. U.L. Armstrong Jr., 773rd CST commander. The 773rd CST’s mission is to respond to chemical, biological, radiological, nuclear or explosive incidents in Europe or Africa. The unit can detect and identify a CBRNE contaminant and also assess the situation and advise the commander on courses of action, he said. So now, the unit can analyze a sample and communicate those results to whoever needs to know faster than ever before. “It’s the enabler for all the other functional areas to synchronize what we’ve analyzed,” Armstrong said. One of the vehicles called an Advanced Echelon Vehicle, or ADVON for short, is the first piece of equipment the 773rd will send out to a CBRN incident, he added. Within 30 minutes after the unit assembles for a response, the ADVON should be on its way to the site, said Master Sgt. Desmond Burgess, the 773rd CST communication chief. When the commander arrives onsite,

the ADVON becomes his command vehicle, and it’s equipped to support multiple means of communication with other U.S. or international responders. “It’s my interoperable communication node for when I arrive on the scene,” Armstrong said. “I can talk to other responders or assist responders with communicating with each other while maintaining reach back to other (continental United States and outside continental United States)-based organizations.” The other vehicle is a Unified Command Suite. The UCS is used to run an even wider variety of communications and is equipped with a variety of communications capabilities, to include satellite transmissions and secure videoconferencing, Burgess said.

The UCS can’t translate languages, but it can operate on authorized and approved frequencies and networks anywhere in any country, if granted access, said Doug Hosea, the program manager for consequence management communication systems projects. The new equipment is the latest and most modern to be fielded to any civil support team, said Lt. Col. Sean McMurry, the joint project manager, CBRNE Analytics and Response Systems. “You’ll be envied by the other CSTs for a while,” he said during the ceremony. “You are breaking new ground by bringing this equipment to the European area of responsibility.” The Army has 58 CSTs, but the others are in the National Guard. The 773rd CST is the only unit of its kind in the Army Reserve and the only one in Europe.

The communication capabilities will help the commander, whether it’s a local incident command or a commander at the U.S. European Command or U.S. Africa Command level, decide how to deploy troops, McMurry said. It was three years’ worth of work to get the unit outfitted, he added. The communication equipment augments the laboratory equipment the 773rd received last year. “When I look back at some of the challenges … the receipt of this equipment is amazing,” Armstrong said. Col. Alex Wells, the 7th Mission Support Command deputy commanding officer, said the new equipment represents an impressive increase in capability. “We are truly grateful for this addition to our arsenal of capabilities,” he said.

The Kottweiler-Schwanden Sports Club is looking for girls born in the years 2005 up to 2008 for its youngest girls’ soccer team. The sports club has three girls’ teams and two women’s teams. Seymour feeds Audrey’s boyfriend, Orin, to the plant after Orin’s accidental death, he must come up with more bodies for the increasingly bloodthirsty plant. VA, DOD provide training, job opportunities for transitioning military members in Europe by Mary Ann Davis U.S. Army Garrison Rheinland-Pfalz Installation Management Command Directorate For hundreds of military members separating or retiring from the military in Europe, the search for that first job as a civilian can be a challenge. So for the first time in Europe, the Departments of Defense and Veterans Affairs offer service members a career skills training opportunity to help them become VA employees through the Warrior Transition Advancement Course. WARTAC classes will be taught at Sembach and Vilseck kasernes where up to 120 applicants will be trained as Veterans Service Representatives or Rating Veterans Service Representatives who are ready for employment at one of the 56 Regional Veteran Service Centers throughout the United States, Puerto Rico and the Philippines. Program graduates will be placed in GS-7 or 9 positions with the possibility of future advancement to GS-12 positions. It’s important to have sharp, dependable people filling these important VA positions, said Jesse Rector, Overseas WARTAC program manager. “VSRs are responsible for building service member case files and collecting all the evidence needed to make decisions on VA disability claims,” Rector explained. “RVSRs are responsible for making the final decisions on these claims and determining what the service-connected disability percentage is for veterans. This is important work — so having capable people who embody integrity, reliability and trustworthiness is vital. But we aren’t just

looking for people to fill these positions, we are looking to build those future VA leaders to keep us moving in the right direction.” WARTAC is a great oppor-

tunity for service members transitioning into civilian careers, said Dr. George B. Brown III, U.S. Army Garrison Rheinland-Pfalz acting transition services manager. “It’s a fantastic entry opportunity into VA and the federal government employment,” Brown said. “And because of the nature of the work — helping other veterans access their benefits — it’s a way for military members who served honorably to continue that honorable service.” Soldiers retiring from the military usually must wait 180 days prior to obtaining a civilian job with the DOD, Brown said. “With this VA opportunity, there is no 180 day wait, and the training is done while people are still on active duty,” he said. “Military members are able to start a professional career helping their brothers and sisters in arms who have served by their side,” he said. Successful past WARTAC applicants have had experience in medical, legal and personnel fields, but Anne Fugate, transition services manager for USAG Bavaria, said that bottom line — the VA is looking for candidates who are able to analyze and apply regulations and procedures, and develop and evaluate claims. “Sometimes transitioning

service members do not recognize how much skill and experience they have to offer, and so they self-disqualify,” Fugate said. “If you are interested in this opportunity, don’t

We will be glad to review your resume before you submit.” Applicants must be activeduty military members transitioning from the military before April 15, 2018, and must be available to begin employment no later than March 21, 2018. To apply to WARTAC, individuals must submit a résumé, transcripts and location “wish list” form to the VA by Sept. 10. Classes begin soon — the 12-week RVSR course begins Oct. 4 and the 10-week VSR course begins Oct. 18 — with training concluding Dec. 21. Service members stationed outside the Sembach and Vilseck areas can attend the WARTAC on permissive temporary duty status. To offset the out-of-pocket expenses for those attending the course on PTDY status, both training locations will offer on-post lodging, Brown said. Applicants can contact the WARTAC program managers for more lodging details after program acceptance. “This training will provide the VA with people who can quickly adapt to the ‘what’ and ‘how’ to complete the

At its outset, WARTAC was available exclusively to wounded warriors in transition from

military service. It has since expanded to other transitioning service members interested in careers at VA — and now extends to those serving in Europe. Winter is coming, 86th VRS is prepared Story and photos by Senior Airman Tryphena Mayhugh 86th Airlift Wing Public Affairs During spring, with the summer sun and sandy beaches filling Airmen’s thoughts, many might not be thinking about the winter season and what they need to do to prepare for it. For the 86th Vehicle Readiness Squadron Special Purpose Airmen, winter is exactly what they were thinking about. Every year, from April 1 to Oct. 1, they hold their Summer Rebuild Program. “Summer Rebuild is basically getting a jump on the winter months,” said Staff Sgt. Adam Wesley Thorpe, 86th VRS Special Purpose maintenance supervisor. “During the winter, you have the snow and different types of inclement weather. What we do is get the snow removal vehicles, identify and foresee any problems, and then have a whole three to four month timespan where we overhaul them.” The program has four phases. First, the shop receives the vehicles, does a complete inspection to identify any issues and orders the necessary parts to repair them. Then phase two, the longest phase, is when the repairs are done. Once the vehicle is fully operational, it is quality controlled during phase three. Lastly, the vehicle is returned to its respective squadron. “This year’s Summer Rebuild, we’re really diving down deep into it,” Thorpe said. “We’re re-evaluating some of the processes we have done in the past and improving on those since we have more experience from the last year, the year before and so on. Every year is a new training endeavor.” The special purpose shop has 40 snow removal vehicles they are working on for the Summer Rebuild Program. With so many vehicles that could require any number of repairs, the Airmen have to stay on top of everything to get the work completed on time. “I am the floor manager for Summer Rebuild,” said Staff Sgt. Samuel Anderson, 86th VRS assistant noncommissioned officer in charge of special purpose. “I supervise all the guys in the shop (and) make sure everybody’s gainfully employed. The guys are doing the check lists.” Despite the daunting size of their task, the Airmen involved in the program have strived to get all 40 vehicles inspected and repaired on time. “It’s a constant process, and they’re doing great,” Thorpe said. “With the amount of people we have and what’s expected of these guys, they are busting their butts to get these things done

on time every day. We all have deadlines, and we’re no exception.” Airmen in the 86th VRS are moved around from the different types of vehicle repair, such as special purpose, fire truck repair, refueling, and light or heavy vehicles. Because of

this, some of the Airmen working in the Summer Rebuild Program are experiencing it for the first time. “This is the first Summer Rebuild Program I’ve been involved with and directly supervised,” Thorpe said. “I love it. It’s a lot of different experi-

ences, and you get to see the big picture because you are directly related to the flightline. If I don’t fix this truck, this plane is not going to be able to take off because it’s not de-iced. Whatever that plane is for, it’s some kind of mission, and we’re directly affecting it. That’s awesome. “I love the fact that it’s such a great mission we have here,” he continued. “We take pride in our work, we get stuff done efficiently and correctly the first time, and we see the benefits in the winter time.” All of the parts ordered for repairs by the special purpose shop are shipped from the U.S. This delays the time it takes to complete repairs and keeps the vehicle out of commission longer. Having the Summer Rebuild Program provides the shop enough time to thoroughly check every aspect of the snow removal vehicles, reducing the risk of needing repairs during the winter months. “Knowing that we won’t have to be working constantly this winter, I think that’s the biggest thing for me,” Anderson said. “Seeing what’s getting done and setting our expectations of how we want the winter to go — quality over quantity — and hopefully that pays off in the end, that is what makes me happy.” Should one of the 40 vehicles break or become damaged during the winter months, the special purpose shop has instated a customer service section. Before, all vehicles were brought to the squadron’s general customer service, but the general customer service couldn’t always help with those specialized vehicles in a timely manner. Now the special purpose mechanics can get vehicles back to their squadrons much faster, with some repairs able to be completed in 20 minutes. “For us having our own customer service here in our shop, it eliminates a lot of the down time that the vehicle sits while it’s in the transition from one shop to another,” Thorpe said. “A customer can come and bring their specialized vehicle straight to the specialized shop that’s going to be working on it. Mechanics can be compared to physicians to a certain point. If someone comes in with a cough, they’ll ask how long you have had the cough, what were you doing prior to the cough, etc. We have direct contact with them, and we can ask the right questions.” Whether it’s a six-month-long program or a 20-minute repair, the 86th VRS Special Purpose Airmen ensure all the snow removal vehicles on Ramstein are fully operational to restore readiness to the flightline during the winter season.
