Where to with Mmamojela Park?

Op die rooi tapyt

By Amanda Basson (amanda@noordnuus.co.za)

LEPHALALE – Plans to relocate the residents of Mmamojela Park, an informal settlement on the outskirts of Lephalale, has emotions running high as it became known that an estimated 3 000 people will be moved to land belonging to the department of public works adjacent to the Grootfontein smallholdings. According to a resident of Mmamojela Park, who chose to remain anonymous, they were informed by representatives of the Lephalale municipality that they will be moved to the new location before the end of the year. “We voted for this government and they promised to provide us with houses. We can’t live in this filthy place where the crime rate is high and we don’t even have water,” said the woman who escorted Northern News on a tour of the informal settlement. The area has no running water, sanitation, electricity or basic services. Most of the people were unwilling to go on record saying they were afraid that they would be victimised. “You can see that this place is not suitable for humans to live in,” said the woman who claimed that there are between four and six people living in each shack. “Most of the people living here are unemployed and there are many illegal immigrants here. Most of these people make a living by doing odd jobs and earn R50 a day or less.” Residents also claim that the police refuse to respond to calls in the area as there are virtually no access roads to Mmamojela Park. Warrant officer Frans Mokoena of the Lephalale police confirmed that it is a challenge to respond to complaints in the area. “The shacks are not numbered and eventhough there is a road leading to the shacks, it is full of potholes and difficult to drive on. When it rains or at night it is even worse,” he said.

Where to with Mmamojela Park? Mamojela park at the moment. Refuse is piling up and there are no basic services. From page 1... W/O Mokoena adds that the easiest way to make sure that the police find the complainant is to ask them to wait near a distinguishing landmark like the main road. While residents at the Grootfontein smallholdings have sympathy with the dire living conditions of the Mmamojela Park residents, some of them feel that it is unacceptable to move a large group of people onto another piece of land with no basic amenities. “If the municipality neglects the basic needs of the people while they are living in their current area, I doubt they will take better care of them when they are moved,” said one of the residents who recently moved to the Grootfontein smallholdings. Another worrying factor is the amount of people who will have to move into an area that is only about three hectares. “There is no way an emergency vehicle will have access in case of an emergency with shacks built almost on top of one another to accommodate all the people that will have to live there.” Some residents of the Grootfontein smallholdings decided to approach a legal advisor, but stated that they were still gathering information. In 2013 Northern News reported that Mmamojela Park could be formalised (Mmamojela Park still without service; 8 August 2013). At the time, former municipal manager, Bob Naidoo, said they applied to the department of Cooperative Governance, Human

Robbers still active MOKOPANE – An armed gang of robbers targeted another business on Sunday morning adding to the anxiety of entrepreneurs in town. The past month has seen various business fall victim to burglaries and armed robberies.

Settlement and Traditional Affairs (CoGHSTA) for formalisation and as soon as CoGHSTA gave the go-ahead they would begin spatial planning which would mean that the people living there would receive basic municipal services. Since then the situation at Mmamojela Park has remained unchanged with refuse piling up, sewage spilling into the passageways between shacks and water tankers delivering too little water for the growing number of people. Stephen Manamela, the DA’s caucus leader in the municipality, says they welcome the move but feel that it is crucial that residents should be provided with adequate housing and have access to basic services. “In the past the Constitutional Court found that housing entails more than just bricks and mortar. It requires available land, appropriate services such as water provision and the removal of sewage which means residents can not simply be moved before services are in place even if it is intended as a temporary move.” Manamela also claims that there is no transfer agreement or any other contract regarding the use of the land donated by the department of public works. While questions was sent to the Lephalale municipality, no response was received by the time of going to print. However, a reliable source indicated that a meeting about the issue was scheduled for Thursday 29 September. A clothing store in Thabo Mbeki road was robbed of cash and cellular phones (belonging to employees of the shop). The two robbers entered the store at about 10:20, locked the employees and a security guard in the storeroom and fled with the stolen goods. No arrests have been made and police investigations are continuing.

LIMPOPO – Polokwane police spokesperson lt. Colonel Moatshe Ngoepe reports that Limpopo’s stock theft unit has arrested three suspects aged between 31 and 38 in Mokopane and Westernburg outside Polokwane. They were found transporting stolen stock on Sunday afternoon.

Community members informed the police about six men travelling to Mokopane to allegedly sell stolen cattle at an auction. Police followed up and arrested two of the suspects in possession of four stolen cattle and three calves. Four other suspects fled with a bakkie. The two suspects will appear before the Mokopane magistrate court on 4 October.

Man arrested for attempted murder LEPHALALE – A 45-year-old security guard was arrested for attempted murder after he allegedly shot and injured a 25-year-old man last week. Warrant officer Frans Mokoena of the Lephalale police says the suspect allegedly

gave the victim a lift in his NP200 bakkie. When the victim apparently refused to pay R5 as transportation fee, the suspect took out his firearm and shot him in his thigh. The victim was taken to Witpoort Hospital and treated.”

POLOKWANE – Hoërskool Ellisras (EHS) learners won R5 000 when they came second in a road safety competition held at the MJ Gateway Lodge in Polokwane on 24 September. The five learners of EHS identified the R177 Relebogile Road in Marapong and pointed out hazards which include dense traffic during rush hour, potholes and reckless driving since the road passes through a settlement, shopping centre and a school, making it unsafe. The team suggested solutions such as maintenance, the construction of road shoulders because the road is narrow, more road signs and to educate the community about road safety. Boitumelo Tsolo, Lerato Ditsela, Mmamote Kekana, Dikeledi Monyeki and Renate Tshelane was assisted by Stephen Ramabale, a teacher at the school, and traffic officer Mr P. Maabe who guided the team. The team was chosen to take part in the nationals in Polokwane during the October holidays.

APPLICATION BY DE BEERS CONSOLIDATED MINES (PTY) LTD FOR AN ENVIRONMENTAL AUTHORISATION FOR A PROSPECTING RIGHT (LP 30/5/1/1/2/12813 PR) ON VARIOUS FARMS IN THE POTGIETERSRUS (MOKOPANE), LIMPOPO PROVINCE THE FOLLOWING FARMS ARE INCLUDED IN THE PROSPECTING RIGHT APPLICATION: • THE FARM AVONTUUR 111MR • THE FARM MODDERFONTEIN 114MR • THE REMAINING EXTENT OF THE FARM BOTTELLANG 115MR • PORTION 1 OF THE FARM ZOETFONTEIN 154MR • THE FARM SPRINGBOKFONTEIN 155MR • PORTION 1 (KOEDOEKOP), 2 AND THE REMAINING EXTENT OF THE FARM DOORNFONTEIN 156 MR

INVITATION TO REGISTER AS AN INTERESTED AND AFFECTED PARTY AND COMMENT ON DRAFT BASIC ASSESSMENT REPORT De Beers Consolidated Mines Proprietary Limited (De Beers) has lodged an application for a prospecting right extending over various farms within the Free State Province. The application for environmental authorisation for the prospecting rights is being done in terms of the 2014 Environmental Impact Assessment Regulations, Regulation No. 983, Listing 20 promulgated in terms of section 24(5) and 44 of the National Environmental Management Act (Act No 107 of 1998 as amended), read together with Section 16 of the Mineral and Petroleum Resources Development Amendment Act (Act No 49 of 2008). Prospecting for kimberlite is a dynamic and result driven operation which proceeds in phases, the outcome of which cannot be predicted or predetermined. Prospecting activities to be undertaken will include: • Non-invasive (desktop studies and ground geophysical surveys) that have limited/or no impact on the environment and • Invasive techniques - drilling. The environmental footprint of drilling will be limited to less than 0.64 Ha per site and the activities carried out will only require the clearing of shrubs and grass. Drilling water requirements fall within the “small industrial user” where the use is less than 20 m3 per day for prospecting. Therefore, the water that will be used for the prospecting activities will be sourced on agreement from an existing authorised water user which could be either the landowner or local municipality. No water will be abstracted in terms of section 21(a) of National Water Act, 1998 (Act no. 36 of 1998). Drilling may take a few days to two months to complete per site depending on the geology of the area, technical challenges and other factors. The establishment of a drill site will be done with closure in mind taking, into consideration that the rehabilitated area must be re-vegetated, safe, stable, non-polluting, non-eroded and in a state that is suitable for the agreed post closure land use. Mitigation measures will be put in place to prevent soil and water contamination. A site waste management plan will be established and maintained throughout the prospecting activities. It is important to note that prospecting does not include mining and/or mining related activities , trenching/pitting or bulk sampling. INVITATION TO REGISTER AS INTERESTED AND AFFECTED PARTY AND TO COMMENT: Stakeholders are invited to register as Interested and Affected Parties (I&APs) and to participate in the above process by commenting on the Draft Basic Assessment Report and/ or identifying issues of concern and suggestions for enhanced benefits. The Draft Basic Assessment Report will be available for public review and comment from Wednesday, 28 September 2016 to Friday, 28 October 2016.
