Town Considers Changing Zoning Codes to Allow Installations

Most local blueberry U-Picks are set to open their gates this week. Say what you will about the rain we continue to experience, it’s been great for plumping out those delicious blue globes. Now, it’s not just water that makes up these life-sustaining fruits. These guys are loaded with antioxidants. They rate highest, along with pomegranates and wild blueberries, blackberries and raspberries to deliver the highest CAA (cellular antioxidant activity) of 25 fruits commonly consumed in the US. (See https://www.ncbi. nlm.nih.gov/pubmed/18759450). Another study from WebMD threw cranberries into that top group, along with beans, artichokes, and Russet potatoes in the veggie class, and pecans, walnuts, and hazelnuts in the nut category. So, what’s the big deal about

Public Hearing The Town Board meeting last Wednesday began with a public hearing for the proposed consolidated water district. Three candidates running for District 3 in the county attended the meeting. They were, Mike Brisky, Ginger Schroder, and Sharon Mathe. Town Supervisor Matt McAndrew opened the public hearing for the water consolidation and asked if the public had any comments. There were none, and the Supervisor closed the public hearing but said he would re-open it at the end of the Board meeting. Al Stocker attended the meeting saying he is on the Planning Board for Mansfield and is very interested in solar. Joseph Mendelsohn from Omni Navitas gave a presentation describing the solar power generation plant they are considering installing by Simmons

The Town Board voted to have National Grid replace the Town’s street lamps with LED lights. The Village has committed to the change-out as well. Both will see a significant reduction in their electric bills.

Ellicottville Chamber of Commerce President Arleen Solly presided over her 21st annual Board of Director’s meeting last week. She noted, in turn, the meeting was the 71st annual meeting of the Board. In her comments she said the only message she had for the Board and Chamber staff was a “big thank you,” adding, “We have a great Board!” Treasurer Bill Krysick said income from 2018 was up 2% over 2017. Income from festivals was also up over pervious years while expenses were down. Executive Director’s Report Brian McFadden started his report by saying Ellicottville has an extraordinary number of festivals for a town with a population of only 1800. He said the Chamber emphasizes multi-day festivals, with the second annual lacrosse festival coming up in September. He said people who come to multi-day festivals spend more money in Town because they stay overnight. As if to prove that, the Director mentioned lodging in 2018 was up 17%

“Blue sky, Sunshine, what a day to take a walk in the park.” That’s from the song “Lazy Day.” And I might add, take in the sights and smells of a summertime fixture in Olean. It’s the annual Taste of Olean, set for Sunday, July 28th in Olean’s War Vets Park. For those unfamiliar with the city, that’s the park with the large

St. Paul’s Community Carnival Beating the Heat With Fun This Past Weekend

By Gary Dulanski In June 2019 SpringvilleGriffith Institute student Bill Snyder took fifth place in the national SkillsUSA competition in Louisville Kentucky. His arduous adventure began by placing third in the regionals in Wellsville, and first place in the state competition in Syracuse before heading to Louisville Kentucky. SkillsUSA is an educational program that is designed to empower future workforce students to become not only skilled workers but also responsible American citizens for future leaders since 1965. Each student is allotted seven hours and given blueprints to several projects where the judges make sure the projects fit the specs and the contestant comprehends the tasks completely. Bill was one of 6,500 students that earned their way to the April state competition in Syracuse before placing in the Louisville nationals. Students were tested on the skills they learned in their chosen fields, as well as soft skills such as job interviews complete with submitting a resume. Billy is a lifelong resident of Springville, New York

and a 2019 graduate of Springville Griffith-Institute and Ellicottville BOCES. He is planning to attend Alfred State on August 12th. He says the experience with SkillsUSA was challenging with bigger projects to tackle. Each project represented one hour of work and he had seven projects to complete. He was required to demonstrate his skills with several welding techniques such as MIG welding, sticks that have a flux in the core, and TIG that is used with aluminum projects. MIG welding is an arc welding process in which a continuous solid wire electrode is fed through a welding gun and into the weld pool, joining the two base materials together. Tungsten Inert Gas (TIG) welding is an arc welding process that uses a non-consumable tungsten electrode to produce the weld. At Alfred State Billy will learn much more in their hightech program that “focuses on welding processes performed in all positions on both plate and pipe. As well as proper safety methods, required math, related skills, layout and fit up, welding codes and standards, welding inspection, testing, and

drawing/welding symbol interpretation”. Billy said he is looking forward to college where first year students at Alfred State will complete AWS Level I standards for an entry-level welder. He said the competition “was a lot of fun and he met many people from all over the USA. He also stated, the competition has gone a long way in preparing him for college and later on for his career. I spoke with Bill’s teacher Robert Poole who is a firstyear teacher at the Ellicottville BOCES with thirty-seven years of welding knowledge that he enjoys passing on to the new generations. Mr. Poole is himself a graduate of BOCES, class of 1982 and describes himself as a nononsense teacher who stresses safety-first when training his students. Poole worked at Dresser Rand in Olean for several years and then for the West Valley Nuclear site for a while before returning to Dresser Rand where he retired. He is a life long native of Ellicottville whose parents were part of the community for many years, his mother A memorial service for Ellicottville resident John Parsons, who passed away February was a home economics teacher. His father was a Mill 21st twill be held at St. John’s Episcopal Church on the corner of Washington & Jefferson Streets at 11 am on Saturday, August 3rd. Lunch after at the American Legion. On July 2nd this area lost a local artist of distinction. John Mets died at his home in town. Born in 1959 in Pittsfield Mass., his parents were Joann Baker and Edwin Mets. He grew up in Skaneateles, New York and graduated from high school there. As a child, he wanted to be a fighter pilot. Edwin, his father, was an award-winning watercolor painter. John took art and painting classes in high school and, going on to St Lawrence University,

took photography classes and earned a degree in economics. After graduation he worked in Stowe and Jackson Hole but eventually made his way to Ellicottville in 1981. He worked in local restaurants as a bartender and for a while was the manager of the Flying Goose Restaurant. While looking for a way to reproduce lithographs, John discovered Photoshop, “I became enchanted,” he would say. In 2000, he established a business taking photographs of local sights, giving them a painterly look in Photoshop, and creating Giclée prints on canvas. The photographer became a fixture at any art or street fair in the Village. He often was granted a prime location at Fall Festival. He worked with many of the real estate agents who would present their client with a Mets print of the home they had just purchased. Local banks, the

credit union, insurance offices, and restaurants displayed his work. Liz Boberg sold many of his creations at her AmeriCan store. An avid bike rider, John would occasionally take extended tours on his bike. He was known for his sense of humor and wit. Perhaps, because of his years bartending, he was easy to talk to. He enjoyed talking “shop” with other photographers and often shared with them the names of his suppliers. He also loved skiing and classic movies. As one of his friends, Darlene Alan observed, “Everyone in town has something from him.” He is survived by his mother Joann Mets, of Skaneateles and Chatham Mass., and sister, Lisa Mets of Harwich Mass. Services are private, but gifts or flowers may be sent to the family through the Mantley Funeral Home in Little Valley.

On their website SkillsUSA describes their impact on student success as “changing lives every day. Students discover and develop their career passions, to appreciate their own self-worth; our core purpose is the same: to help instructors reach and engage their students to succeed. SkillsUSA is privileged to serve students, schools, colleges and industry, and the most inspiring instructors and administrators in American education”. SkillsUSA

certainly had an impact on Billy as he is now better prepared to enter the higher education field and the workforce where he will become an American asset. In fact, smell has a more direct connection to the brain than any other sense. This means smelling an essential oil can affect your mental outlook and emotional mood faster than anything else. Volatile chemicals released by plants, animals and the environment mix with the air, enter the nose and come in contact with the olfactory epithelium located in the upper portion of the nasal cavity. This membrane contains over 20 million nerve endings with receptors for volatile substances. Once these chemicals attach to a nerve ending, it sends a signal to the olfactory bulb. members from the Planning Board. John Zerfas and Mr. McAndrew volunteered to be on the committee. Mr. McAndrew reported the state had reinstated some of the CHIPS road funds it had eliminated. This means the Town will receive about $19,000 for street repair. He said the DRI presentation in Buffalo had gone well, and the Town should hear about the grant in October. McAndrew thanked Mr. Pierson for handling the sexual harassment prevention training at Town Center. The Department Reports were accepted as submitted. Town Planner Gary Palumbo said the study for the zoning codes regarding solar would be about a threemonth process. He will start with NYSERDA for their recommendations. Mr. Palumbo mentioned the Town already has codes in place that regulate wind power, but they are silent on solar. Officer in Charge Don Auge said he had hired Ronald Smith from Salamanca as a part-time officer. The new officer and any Town/Village employees who missed the harassment prevention training will have to take a make-up class by October. Engineer Niles Pierson said the Village has committed

to having National Grid convert the Village’s street lights to LED. He said if the Town chooses the conversion option, it will take less than a year to recoup the investment. A motion was approved to have National Grid convert the Town’s streetlights. Pierson said the project to convert Town Center windows to energy-efficient models is about 30% complete. DPW Superintendent Tom Scharf said he is having trouble keeping up with “all this darn water.” The Board went into executive session to discuss the employees at the DPW. Upon coming out of executive session, the Board said both the Highway Superintendent and the Deputy Superintendent would be on medical leave. The Board will nominate a Deputy Superintendent in their absence. Mr. McAndrew said Ellicottville, Great Valley, Olean, Salamanca, and Hinsdale need to work together to file a grant application on extending the EVGV trail into those communities. The application must be submitted in September. No one addressed the Board concerning the Consolidated Water District, and the meeting was adjourned.

the current location. “The natural layout of the park itself, as well as where they have all the electric, make it conducive to have that. That nice little path that goes through it makes for a nice layout. ” Yanetsko adds the park also offers amenities that allow for swimming and free roller skating. Organizers continue to round up vendors as she speaks, “We’ll probably look for about ten food restaurants, twenty artists, and about twelve market place vendors. Those are like jams and jellies and honey. And, members of the Olean Theater Workshop will be there, with something going on almost every hour. These include different theater groups and singing groups. So it’s great to show off those talents.” Also on site will be Eric Jones doing caricature drawings, and the Balloon Lady to do face painting. “We’ve got two new ones. One is Eagle Dreams Rehabilitation, where Mark

Baker rehabilitates birds of prey to go back to wild life. And the Quick Arts Center (from St. Bonaventure University), their art mobile will be down to show what they have for kids to do. They have a program where they go to each library throughout the county, as well as going into Pennsylvania.” And just for fun, there’ll be a blind taste test, for the second year. “We invited WPIG’s Danni Lee, WMXO’s Casey Smith, Olean Mayor Bill Aiello, and Jenny Brown from the Arts Council. They get a little plaque and a pat on the back.” There’s plenty of parking, off Front Street in the main lot next to the park, and in the auxiliary lot under the railroad tracks to the left, which fits about another 100 cars. “So we encourage people to park there as well.” As for weather, the event is set to go, rain or shine. Menu options and a list of artists can be found at the Greater Olean Area Chamber of Commerce website.

Citrus-smelling oils are mildly invigorating, but also have a more refreshing, playful quality. They are less fiery. This will have a calming and relaxing effect, they may help with stress and anxiety. Calming blends will feature these oils. Worse yet, accusing fingers of research scientists are always pointed at free radicals which are thought to contribute to ageing, cause genetic mutations, and promote cancer, heart disease, and others. Here’s the part that’s fun for you. You become your own Superhero by eating antioxidant-rich food like blueberries and other fruits, veggies, grains, eggs and nuts. I know, you’re ahead of me and thinking “superfoods,” big in the markets right now. Please, before you invest, read this article “Superfoods: not so super after all?” from theconversation.com, June 16, 2013. Same with supplements. Let’s consider all the good blueberries do for us and then plan a day this weekend or through August to pick them. Blueberries have the highest antioxidant capacity: they aid in digestion, vision and memory, are low in calories (80/cup), help prevent cancer and depression, regulate blood sugar levels, and aid heart and brain health. As for me, I like to pick pounds of them and use them all year-round, freezing them in snack-sized containers. Years ago, we didn’t wash them. These days, I’m much more comfortable with this method: Place berries in colander. Wash thoroughly. Place on towels to dry –

To solve a Sudoku puzzle, place a number into each box so that each row across, each column down, and each small 9 box square within the larger diagram (there are 9 of these) will contain every number from 1 through 9. In other words, no number will appear more than once in any row, column, or smaller 9 box square. Working with the numbers already given as a guide, complete each diagram with the missing numbers that will lead to the correct solution. Good luck!

It’s the least you can do for the pleasure they deliver.

Our gift of communication is splendid. Sometimes it can cause problems though. Most of us have learned to not react with words right away to certain situations. We’ve learned to mutter. Our thoughts of which we cannot control need to be filtered sometimes, and just mumbling something under your breath is a way to do

that. It’s kind of like talking to yourself. No need for the negative words to be put into the ear of the one who rubbed you wrong, just to make more grief. Less confrontation in most circumstances seems to be better. It does however make yourself feel better to have that last word, even if you’re the only one to hear it. What do you say under your breath the most?

Dylan R. - You got this!

Taylor S. - Oh My-lanta! Jackson F. - I gotta get in shape.

Beth R. - This is gonna be Grace K. – Jesus, Mary great. Alternatively: people Joe C. - Did I just say that are so weird. out loud? and Joseph!

ELLICOTTVILLE: EXTENSION NO. 1 TO THE CONSOLIDATED WATER DISTRICT NO. 1: IN THE TOWN OF ELLICOTTVILLE, SUBJECT TO PERMISSIVE REFERENDUM: NOTICE IS HEREBY GIVEN that the Town Board of the Town of Ellicottville, Cattaraugus C H A U TA U Q U A A M P H I T H E AT E R E V E N I N G E N T E R TA I N M E N T County, New York, at a meeting held on July 17, 2019, adopted a resolution calling for the establishment of the Town of Ellicottville Extension No. 1 to the Consolidated Water District No. 1 (“CWD”) in the Town consisting of the preparation of a map, plan and report for the purpose of establishing a water district Extension No. 1 in order to maximized efficiency and streamline the administration and management of the water treatment and distribution system with the Ellicottville (Town and Village) water systems, as more fully identified in (or contemplated by) such map, plan and report referred to above, including all related ancillary work, preliminary costs and costs incidental thereto, (collectively, the “Project”). The maximum amount proposed to be expended for the Project is estimated to be $40,000. In light of the overall benefit the Project will have to Extension No. 1 and to the existing CWD, the Town Board has determined to allocate approximately 60% (approximately $24,000) of the cost of the Project to residents in the CWD through a separate Town proceeding and intends, to the extent necessary, to levy special assessments against the properties in the CWD as determined by law. Extension No. 1 will only be responsible for approximately 40% (approximately $16,000) of the total cost of the Project. The cost of the establishment of the Extension No. 1 per EDU in the Extension No. 1 is approximately $21 and the annual amount that a typical property pays for water usage is approximately $210. The expected average annual cost to the Typical Property (as defined by town Law) in the proposed Extension No. 1 during the first year will be approximately $231 (such amount includes costs associated with the establishment of Extension No. 1 and estimated annual water usage costs). Such Resolution was adopted subject to permissive referendum pursuant to Town Law. BY ORDER OF THE TOWN BOARD OF THE TOWN OF ELLICOTTVILLE, COUNTY OF CATTARAUGUS, STATE OF NEW YORK
