Did you know…? Summer is here and temperatures are reaching record highs. In 2018, 52 children died in hot cars. It was the deadliest year on record in the past 20 years. Since 1998, almost 800 children have died from vehicular heatstroke; 24% occurred in employer parking lots while the parent or caregiver was at work. This year there have been over 15 documented deaths. It’s difficult to predict when heat stroke will strike — mostly because the condition involves many factors,

Publisher’s Word “Settling Down”

I just love the on-set of autumn in the Southern Tier. Everyone will continue the summer traditions of golfing, barbequing, and relaxing with a good glass of wine while watching the glorious sunsets. But late August can bring cool mornings and cooler nights – “great sleeping weather”, my mother always says. Short sleeves and shorts give way to sweaters and jeans. And the summer hustle and bustle, (it’s such a short season – we simply must cram in as much fun as we possibly can), starts to sputter a bit, largely evident during the quiet weekdays. It’s truly one

of my favorite times of the year – this “shoulder-time” between summer and fall. Well, the change in seasons is inevitable, but we’ll scarcely have time to notice – there’s still sometime left of fun in the sun, and I’m planning on taking every advantage of living in such a wonderful place. So, dear readers – keep an eye on the horizon but live for today and tomorrow. With a happy, upbeat attitude, you just never know – something really great is undoubtedly in store for you! Until next week… JZ

Part 3 of a 3 part series By Special Agent Ken Zatyko, Lt Colonel retired, United States Air Force Previously, we explained the early part of 1Lt Luther Manus’s military career. Luther R. Manus Jr, now 91 years old, told Zimmer Media how he was drafted in March 1946 into the US Army during WWII, and completed his distinguished career in April 1971 after a tour in Vietnam. After the reduction in force of the 1950’s First Lieutenant Manus was demoted to E-6 and soon was assigned to Fort Drum, NY followed by Tehran, Iran. The following are two more vignettes from his career. Vignette #5: Manus Grew Up in an Italian Neighborhood and the Italians Loved His Language Skills. Assigned to Verona and later Vincenza, the vehicle fleet was in disrepair and the US Army Military Intelligence Units

couldn’t complete their missions because vehicles and boats would always break down midstream. He read all the Army regulations and offered suggestions. Finally, a commanding officer listened and invited him to brief a Major General (two star) from the Pentagon who would be visiting. Not a bit nervous and confident of his knowledge, he explained to the General over Chivas Regal Scotch Whiskey how the Headquarters in Italy and the Pentagon could work together to receive a budget and purchase all new vehicles. He would complete five steps of the required paperwork on his end, and they General’s staff would complete five tasks at the Pentagon. Within 12 months they should have new vehicles. Sure enough, it works and a whole new fleet for a battalion sized unit arrived within 11 months. (Note: A battalion is a combat unit of 500 to 800 soldiers). He was treated like a “god,” but humbly didn’t stop there. Since it was a bi-national work force of mechanics. He brought all the Italian soldiers into and auditorium and gave them a pep talk in Italian like they never heard from an American, especially a black enlisted soldier. American lecturers always used translators, but not Luther. He wanted to show them he cared about their language and culture. Occasionally during his speech on what forms to fill out and how to be more productive, he needed help with a word or two, but when it was over the Italians cheered and cheered. They would do anything for him and the American soldiers after this speech. They completed forms correctly, and other bureaucratic American paperwork in

He was so outstanding, the U.S. National Honor Guard took notice, ordering him to move within five days just as he was about to go on leave (vacation). He did not have regrets, heck his family saw Europe while he worked earning everyone’s respect. men from being found asleep at their post. American lives were at risk. He would walk the perimeter of the Post at night and when he found one of his soldiers asleep, he would shoot a round into the ground next to their head. This would wake them up and stop the behavior. He would educate them of the dangers of sleeping on duty explaining that could have been an enemy bullet. However, on one occasion, one of his troops didn’t take it too kindly and awoke during this extreme alarm clock maneuver as a bullet was being fired by Manus. The young soldier jumped up and the bullet almost went through the young man’s skull. A standoff ensued and each man was almost shot by the other. It was home, it made him an officer. The Army reluctantly agreed and sent him on for his final tour in snow country. What an interesting and distinguished career spanning four decades and over 24 years of Service. 1Lt Luther Manus, Jr resides in Erie, PA with his wife Connie. He was recently honored at Chautauqua Institution by Singer Diana Ross and the Institution’s Leadership to include Athenaeum Hotel Manager Mr. Leland Lewis, and President Michael Hill. We can’t say enough good things about The Suites. Ken is such a gracious host and the Apartment we stayed in was fantastic. It’s perfect for a couple, but large enough for a family of 4. The layout is wonderful, going from a covered front porch with rockers, into an enclosed sitting area, then into the main living room area that has a cozy, full-windowed reading area off to the side. The spacious bedroom is off to the left, along with a small bathroom. The suite also has a mini-fridge, sink, microwave and Keurig. The location is great, as it’s literally within 100 yards of almost everything in Bemus Point. If you forgot your bike, you can even rent one right next door. We will deinitely be staying here again! -Steve, June 2019

more blossoms. I call the structure ‘candelabra’ style and they open from the bottom to the top, like the symmetry of a pyramid growing upwards to a point! They therefore can stand alone in the garden whereas other types of lilies really need something growing around their base so they don’t look lonely. As in Art we paint what we love, so also in the garden we plant what we love. I pleased that the Tiger Lilies that were planted in other people’s gardens when I was landscaping as ‘Garden Girl’ are still in their places and flourishing. They do enjoy full sun I must say! The Lilium species Henryi is

an enchantingly old fashioned nodding Turk’s- cap with 3 inch, soft orange flowers, spotted with brown dots with 5-20 blooms per stem. It prefers lime rich soil, tolerates virus and is resistant to wilt disease. Henryi is regarded as one of the best garden lilies. I highly recommend them! They make harmony in the gardens as well as make my heart sing! They can be purchased from the McClure & Zimmerman flower bulb catalogue and planting guide. Their publications are beautifully illustrated and full of expert advice and information for the ‘Dedicated Bulb Enthusiast’ or Novice!

o’clock position. Another activity is the pitchfork, or Sheaf Toss. A pitchfork is used to toss a sixteen pound bag of hay over a cross bar, which is raised six inches at a time. The winning toss is the highest one over the bar without knocking it down. There is also a weight toss for height, where a 56-pound weight is swung between the knees and tossed over a bar using only one hand. You will find plenty of food vendors, so you certainly won’t go hungry. And be sure to check out the many Celtic vendors and their displays. Last year’s event proved to be well attended, according to festival coordinator Doug Clark, who said between 4,000 and 5,000 people were there. “And we’re looking for a bigger year this year.” As for the Scottish clans, Clark expects about twenty clans to be there. They’ll offer genealogy and information about their clan. “They’re the historical side of the festival.” Don’t forget the Scottish Auction, where area businesses and festival vendors contribute their wares. All money raised

from the auction goes to the scholarship fund, which has donated some sixteen scholarships, according to Clark. Donated items will be accepted right up until the day of the festival. “We’ll take anything from money donations to items to be auctioned off in the silent auction. It’s similar to a Chinese auction, only of course here the auction is Scottish.” About sixty baskets will feature various items. “These range from car products right on through beauty and health, along with an overnight stay at Webb’s Lake Resort.” Clark notes camping is available, not on site, but within five miles of Mayville Lakeside Park. Campgrounds can be found toward Sherman, and near Snug Harbor. The cost of admission to the festival is a $10 donation, seniors are $8, with children 13 and under free. For Friday night, there is a $5 donation, with all kids admitted free. You can check out further information online at www.96thhighlanders. com.

McCord, County Planning and Community Development Division Director, presented five alternatives to fund the care and treatment of Chautauqua Lake. The mission statement of the group, as read by Pierre Chagnon, County Legislator, on April 3, 2019 is “to form a lake protection and rehabilitation district to raise dedicated funds for the purpose of rehabilitation and maintenance of Chautauqua Lake and its watershed.” The five alternatives presented 4 months later reflect the progress made by the group thus far. George Borello who attended the meeting held by the agency on July 8, 2019 revealed the reason behind this research and work in a quote. According to Borello, “What we did this year is financially unsustainable.” More advanced planning is necessary to mitigate the last minute funding agreements for lake treatments that were made earlier in 2019. The five financing plans presented by Mr. McCord were compared to determine which one would be the most equitable plan to raise the approximately 1.5 million dollars annually that are necessary to fund the care of the lake. The first of the plans is a Flat District fee-

Tiered. The 2,522 property owners identified as Tier 1 (lakefront) would pay a yearly $250 to the county to fund lake maintenance. The 6,709 Tier 2 property owners would pay a yearly $125. The second funding idea is a Flat District Fee, which would require a $162.50 fee per property owner of both tiers. A third funding suggestion from Mr. McCord would be based upon assessed value of the Lake District properties. At .86/$1,000 assessed value, the average fee between both tiers would be $160.85 with some paying less and others paying much more annually. Parcel size would determine the funding for the fourth idea and would take into consideration whether the parcel is vacant or built upon. Tier 1 taxpayers would ante up $125-$375 in this instance. Tier 2 taxpayers would pay between $20 and $275 if parcel size were the method used. The final method presented is a formula that assigns point values for a parcel of land. It considers built v. vacant, Tier 1 v. Tier 2, lake frontage, and the size of the parcel. Property owners of both tiers would incur a tax of between $42.61$690.98. Not all members of the agency are happy with the potential of adding another tax burden to lakefront property owners. Some have argued that the entire county benefits from the 25-26% of county

Audiences across the nation are astonished by his dynamic voice and striking resemblance to Elvis. By all accounts, Terry has the looks, the moves and the voice of the legendary King”. Festival Chairman Mark Mackey who has served the position for three years, filled me in on how the festival works behind the scenes. This year there will be two Grand Marshals, Eric Huddy and Richard Jozwaik founding partners of AgriAmerica, LLC. Eric Huddy is a Founding Partner & Managing Member of AgriAmerica, LLC and has worked as an intern developing & operating experimental vineyard equipment for Cornell University’s Lake Erie Regional Grape Program. Their duties as Grand Marshals will be to vote on the best floats, and they will weigh in on their favorite cars during the car show on Friday from noon to four and will present the Grand Marshal’s trophies to the lucky winners. The 51st Annual Grand Parade will be on Sunday, August 25th and the organizers are encouraging the public to be part of it with a custom designed float of your own! The Grand Marshals will be riding in the parade, and it will take place on Temple Street. The Fredonia Farm Festival is a community event established in 1969 to showcase local agriculture and to commemorate the farmers for their hard work. In 2016 the Fredonia Grange No.1 accepted the Festival into their organization and has continued the 50-year tradition. The Festival is held in Historic Fredonia’s beautiful downtown parks. There will be plenty of an array of fresh vegetables and fruits grown locally by farmers. The festival will take place in the Barker Commons Park in downtown Freedonia. The events begin on Thursday,

August 22nd at Dusk where there will be a Free Movie in the Park ‘Ralph Breaks the Internet” in case of rain the location will move to Fredonia Grange No 1, 58 W Main Street. On Friday, August 23rd at 6pm the Children’s Tractor Pull will take place on Church Street also at 6pm the Hose Race on Center Street will be put on by Fredonia Fire Department, and from 7 to 10 Elvis impersonator Terry Buchwald performs on the main stage! Saturday, August 24th at 1 pm the Cornhole Tournament takes place on Day Street. Mr. Mackey told me, “what is unique about the festival is that events are free from registration fees, the live entertainment and the movie – all free and open to the public”. He also acknowledged the hard work of his staff of volunteers who put the festival together, and without them farm fest wouldn’t have been possible. When asked how many people he thought would come this year he said “thousands of people come filling up the park and the sidewalks. Even those who moved away from the community have been known to arrange their vacations to coincide with the festival”. So, come on out with the family and be a part of local farming Americana.
