I noticed this Highways Maintenance van on the pavement just before the school “run” was about to begin. The driver was returning just as I was about to leave my polite note pointing out how dangerous it was for parents with children in buggies, who were just about to arrive, and also adult wheelchair users. “I won‟t be long” he said and walked away again. He did an about turn and moved it immediately when I told him him I had this picture that I would happily share with his head office, if he didn‟t shift it. Hopefully his indifference to such patently obvious traffic dangers he was exposing young children and their parents to does not reflect similar indifference amongst his other Highways colleagues. As the other pictures show here however, an indifference to the plight of the more vulnerable members of the community needing to use our pavements is much more common in the village itself than it should be. There is no doubt that Main St is a nightmare for parking at best of times, and shortly will become immeasurably worse, but it will still be no reason to put lives at risk by parking on the pavement. Two years, two wins! Next year the hat trick? Undoubtedly, two of the finest athletes to ever emerge from the shadow of Sedgeberrow‟s dreaming spire, Phil and Marie Brush approached the start line, daring to dream of the silverware that may lie ahead. Disappointingly for the village however, this was a few days earlier in Denmark, our dynamic duo having chosen Country over Village. We will forgive them...this time. With another of last year‟s titans, Chris Hill, ruled out through injury, there was the opportunity for new blood to prove their real mettle and achieve Parish Games immortality. Promoted from team photographer last year, (Memory Stick) Rick Hartwell had been biding his time, poised like a blonde cobra, waiting to strike, and strike he did with a stellar top 10 finish. Kaytie Holdstock, Sedgeberrow‟s very own flame haired Boudicca, put in a warrior‟s performance, slaying all her own personal best times and all but one of the other ladies in the field. Then there was Steve Bunn, the unknown quantity: bronzed, finely chiselled from granite, partial to a baked spud of an evening. A top half finish, we could have asked no more. As for the three returning members of last year‟s „Glorious Victorious‟, Chris Dunford and I were now marathon hardened veterans; a year older, a year wiser, a year slower. We ran our little socks off for the team, looking on in awe at what unfolded far in front of us. This wasn‟t in the script. Matt Hartwell, allegedly the older of the two competing Hartwell brothers, had gone off like a bat out of hell, challenging for the lead. Ultimately narrowly pipped at the post, by a former Olympian no less. Matt‟s 2nd place was the cherry on top of another, ultimately comfortable, team victory for the Sedgeberrow Striders, now very much the team to beat! Ben Harrison

Cheaper energy tariffs could soon be available to Worcestershire residents. Launched last month, Worcestershire Energy Switch negotiates competitive prices with energy companies on behalf of local residents with group buying expert iChoosr. Last year saw 550 residents sign up to the scheme and they went on to see average savings of ÂŁ182 per year on their energy bills. Residents can visit www.worcestershire.gov.uk/energyswitch with their latest energy bill handy as details are needed during the registration process. Well, the Siren test on the 19th of August was a success. It was on for about two minutes. I had a flood warden training meeting at Tewkesbury this month. Members went through the interactive flood maps of a number of villages, including Sedgeberrow. From that work there will be updates to the Flood Warden‟s hand book. Sedgeberrow Sustainable & Manageable Energy Report to Parish Council Residential Development of 20 Dwellings – Land to rear of 43 to 57 Main St, Sedgeberrow. Reserve matters regarding Condition 19.

I asked the Parish Council at the 14th July meeting if they had heard at what stage planners were regarding the enforceable details under condition 19 on the outline consent. (See my 14th July report) Those plans and supporting documents are now available, with villager‟s own comments to be submitted by Monday 3 rd September They include an Energy Statement, responding to Condition 19, parts of which I find unclear and which I ask Councillors to also seek clarity on when they respond to the application at the 12th September meeting. I plan to submit the following responses to the planning application‟s Energy Statement.

Questions regarding the Energy Statement

a) It is not clear as whether all the buildings will have solar panels at construction and also whether their orientation is adequate to the task. Going by scale, with a power specification of 19.1kw, and considering an average domestic unit of 1 -4kw, then it appears that it will only be some south-facing roofs, rather than all of the houses being suitable for and provided with solar panels. How many houses will be built with solar panels installed? b) Heating is shown as gas, which raises important questions in a rural area: It‟s presumably LPG, as Sedgeberrow has no access to mains gas. This means delivery by road, possibly by 20 individual tankers? Are there to be single tanks, with individual contracts, or a shared central tank providing a separate metered delivery to each house? Both systems have known and undesirable practical consequences in a rural area. LPG would appear to be the least appropriate, or efficient, renewable energy measure that might be considered for this rural new build site, even with my questions answered. More so given the Department of Business, Energy and Industrial Strategy‟s (BEIS) Future Framework for Heat in Buildings, with its “Key Deliverables”: Phase out the installation of high carbon fossil fuel heating (domestic and nondomestic) during the 2020s starting with new build. Reduce barriers to low carbon heating deployment. Contd Over

Purchasers of these new houses in our, off - mains gas, rural community, will be poorly served by having heating systems that could be at risk during the 2020s of early disruption, involving significant upgrading costs within a short few years. Like the once ill advised diesel car owners, they would rightly feel hard done by. c) I see no mention of EV charging points, which could easily be installed in early anticipation of future EV ownership. Completed at the construction stage this would give the development instant readiness, at optimum cost, for incorporation within the Open LV, and micro grids of the flexibility markets, currently being promoted by Western Power. A Conclusion. I would question whether the Energy Statement, as it stands, meets the requirements of the Renewable and Low Carbon Energy SPD (July 2018), or indeed SWDP 27. It would seem appropriate, given the District Councilâ€&#x;s clear and longstanding commitment to an intelligently green and low carbon economy, that the energy statement should be referred back in order to clearly identify a more ambitious and appropriate energy statement.

I ask the Parish Council to support that viewpoint?

Bird Boxes

Recent Activities

SeSaME was delighted to receive a selection of 19 bird nesting boxes which were funded by Severn Waste Services through the Landfill Communities Fund. They will be installed in the surrounds of The Church of St Mary and other areas of the village, including properties off Main St, Cheltenham Rd and Sandfield Lane. They are RSPB boxes and will be aimed at providing homes for a range of birds – Little Owl, Sparrow, Robin, Wren, House Martin and Blue Tits. Richard Hunt is co-ordinating their distribution and the project has involved four village bird watchers, consulted with and then responsible for installing the boxes and monitoring them,

Glebe Meadow Sleeper Bench

After consultation with Colette, a small "sleeper" bench has been donated by the Pershore based charity, Welcome to our Future, with funding coming from a small charitable trust grant. It will fit in well and be useful as an addition to the new structures that are being installed by the Village Hall Committee on Glebe Meadow. It is now with Colette awaiting placement. Mike Parker. SEDGEBERROW C.E. FIRST SCHOOL ―Reach for the stars‖ This week we welcome our Reception children for their first full week of school. Having completed half days for two weeks, they are settling in beautifully and enjoying the new outdoor classroom area and Wendy house (see photo). We also welcome Mr. King, our new Year 3 teacher and welcome back Miss Ioannides and Mrs Philpott from maternity leave. Mr. Croke is currently on paternity leave following the birth of daughter Isabella. Community Textile and Paper Bank – We are so grateful to everyone who uses the textile bin located at the front of the school with the money going to our PTA (Friends of Sedgeberrow School). Just to make everyone aware that any items that are not put into the bins themselves are refused by the company, so if the bins are full please don‟t leave items as they end up filling up our refuse bins and ultimately costing us in extra refuse collection fees. Plans for this half term include a MacMillan Coffee Morning which is being organised by our Pupil Parliament and of course the Harvest Festival, which is taking place on 5th October. Well, Autumn is approaching fast and the evenings are drawing in. Time to get out your winter woollies and think about our Autumn meetings. In September Helen reached an important Birthday (a big O ), and about 20 members went to Hillers for a celebration lunch. This was greatly enjoyed by everyone. In September, we were looking forward to Janey Tucker‟s talk on Wood Turning, unfortunately, there was a mix up and Janey was unable to come, but we were lucky to get Chris O‟ Grady to tell us about his walk from Pershore to Rome ( 2000 k ). I hope that Janey will be able to come in the New Year. The Book Club was held at Liz‟s house when six members were in attendance. Gill will be giving it her best shot when she goes to the archery afternoon. Happy shooting Gill ! In October, several of our members will be going to the Harvest Supper and we are looking forward to that. In October, our speaker will be Aliza Jones and she will tell us about Making Handbags in the Phillipines ( from start to finish ). The competition will be a decorated bag or evening bag. Our next Book Club on November 2 will be at Di’s house at 10-30.a.m. Our A.G.M will be held on November 20 when competition results will be announced. This monster crawled into Main St just at the beginning of the school run. It‟s reasons and the work it was supporting may be worthy and agreed on, but such execution lacks any consideration of local needs. And this is for one house! You might ask “whose planning allowed this to happen?” More importantly, whose planning has allowed 20 more in one spot, and 2 further up the road on this same part of Main St. It wasn‟t Sedgeberrow folk, they know there are far more suitable places in the village to be building houses. It also needs more than a Neighbourhood plan to ensure that once builders have the go ahead their actions should match the promises that their building approval has required. There is something wrong if planning permission has resulted in a flagrant disregard for the safety and welfare of local residents. Luckily page 10 has the details of key elected members who we know have your welfare and safety at heart. They need to know from you, whatever is decided, we don‟t want similar mayhem on Main St from future building projects. Editor Editor

Low Carbon Heating. It‟s been a summer of splendid, free, low carbon

warmth. You may be forgiven for seeking ways and means of replicating such low carbon, and low cost, for your home winter heating systems. If that‟s the case you might have been glad to join me at a conference,when listening to Richard Vianello, a Deputy Director at the Department for Business, Energy and Industrial Strategy (BEIS), outlining a departmental strategy for the “Decarbonisation of Heat in Buildings as part of the Prime Minister‟s “Clean Growth Strategy”. The plan is to “make sure every new building in Britain  is safe, a high quality,  much more  efficient  with clean heating, whilst innovating to make low energy, low carbon buildings cheaper to build.” With existing housing stock the aim is to; “halve the cost of renovating existing buildings to a similar standard as new buildings, increasing quality and safety.” Key deliverables quoted were; “to phase out the installation of high carbon fossil fuel heating (domestic and non-domestic) during the 2020s, starting with new build, and reduce barriers to low carbon heating deployment.” The members of this OFTEC Trade Association conference, oil fired heating engineers, agreed that new build housing with renewable energy systems like air and ground source standards, could become financially viable. Though they considered the cost of converting existing buildings to those standards was unsustainable without sufficient subsidy. They are helping to explore the development of a low carbon liquid fuel for existing oil fired boilers. Living in a rural community with no mains gas and thus significantly high carbon fuel consumption, my first thought was; “what about those 20 new houses planned some time ago for building in our village.” Knowing post 2020 plans, we wouldn‟t be very caring of future villagers, if we saddle them with a heating system we know could mean avoidable future costs. A bit like continuing to build houses, with an outside privy, and a peg to hang the tin bath on, just because you don‟t have to upgrade your building skills to modern standards for a couple more years. Recipe: Lamb and Mint Meatballs with Piquant Dip. Makes about 25.

Method Put the lamb in a bowl and add the garlic and mint sauce. Season well with salt and pepper and bind the mixture with the egg. With floured hands, roll into walnut-sized balls. Heat the oil in a frying pan, add the meatballs in batches and fry for about 10 minutes until they are golden brown. Drain on kitchen paper and keep warm. To make the dip, put the sugar, cornflour and water in a small pan and blend in the red currant jelly and Worcestershire sauce. Bring slowly to the boil and cook, stirring until smooth. Spear the meatballs and mint leaves on cocktail sticks and serve warm, with the dip.

SEDGEBERROW PARISH COUNCIL Parish Council meeting 11th September 2018 At the Parish Council meeting on Weds 12th September there were 5 members present and the clerk. Also in attendance were George Mackison our Wychavon District Councillor and Liz Eyre our WCC Councillor. Following the resignation of Councillors De Paris and Thomas there have been 2 applications to join the PC - Mr Hugh Snow and Mrs Jenny Westmacott both of Winchcombe Road. The Council decided unanimously to co-opt both applicants. On Planning matters the council debated: A. The newly reformed application from Kendrick Homes to develop land behind 49b Main St. Although this proposal is still for 20 houses there are several differences from the original application. The PC have requested a deferment date from Wychavon in order to further research and construct their objections. There will be an extraordinary PC meeting arranged later in September/October to do so. B. The plan by WCC to extend the already expired planning permission for the usage of Mobile classrooms at Sedgeberrow First school. Liz Eyre will represent our concerns and strong opposition to this proposal at the WCC planning committee on 25th September. Other matters discussed included: Speeding - the VAS measurements in Winchcombe Road taken by Mr Snow throughout July- September are indicative of a continuing problem. Wychavon Parish Games - Sedgeberrow is still doing pretty well and has entered most of the events this year. Using New Homes Bonus funds from Wychavon the Parish Council has purchased new play equipment for Glebe Meadow and these will now be “gifted� to the Village Hall Management Committee. These funds have also been used to purchase new furniture recently delivered for the Vestry Project at St Mary the Virgin church. Community Hub - the steering group has now submitted outline plans to Wychavon for approval. Exploration for new Fossil Fuels 34 Should stop immediately


St. Mary the Virgin, Sedgeberrow Our project for converting the vestries is on hold at the moment. We have withdrawn our application for planning permission whilst we have a rethink. The local authority are worried that graves may be disturbed by us digging trenches for water and sewage. They want us to have an expensive, full ground penetrating survey of the churchyard, and proper excavation and reburial of any bones found. This would be too expensive to even contemplate. However the contractor has come up with some new possibilities which need to be discussed. On a much brighter note we have had a working party to clear the drains around the church and to sort out what we keep in the vestries. As a result we have been able to get rid of a lot of rubbish and set up a temporary meeting room in one of the vestries. We will now be able to have some of our meetings in there. We were very pleased a number of village people came to help us. Thank you. Roger Horton.

SEDGEBERROW NEIGHBOURHOOD PLAN

Following the villageâ€&#x;s Annual Assembly, we now have a sufficient number of interested Residents and Parish Councillors to establish a Steering Group for the development, preparation and production of a Neighbourhood Plan for Sedgeberrow. It is therefore proposed to hold the first of these steering group meetings early in October 2018 to establish the strategy and structure going forward. The more residents become involved by introducing their different views the greater the opportunity of establishing a robust Neighbourhood Plan that will tailor the controlled growth of the village. Prepared correctly it will also drive the various elements of necessary infrastructure to ensure capacity is never exceeded. SEDGEBERROW COMMUNITY HUB/SHOP UPDATE

The Community Hub/Shop Steering Group, commissioned by the Parish Council on January 10th 2018, have now completed the Planning Application details for the temporary building in Glebe Meadow. Following a report to the Parish Council, at the regular meeting on Wednesday September 12 th 2018, wherein the Parish Councillors, County Councillor and District Councillor voiced their support for this interim scheme, these details have now been submitted to the local Planning Authority for their consideration. Encouraged by our County and District Councillors to look at further community projects it is proposed that the Steering Group will arrange to set a date, time and location, for an open meeting of Sedgeberrow Residents to present this application and discuss future plans. The Sedgeberrow Community Hub Steering Group are looking to sign up as many new members as possible and will continue to do so for the foreseeable future, please let us know if you wish to join. SEDGEBERROW PARISH COUNCIL – VILLAGERS’ SURGERY WHEN: - Wednesday October 31st 2018 between 19:30 and 20:30hrs. WHERE: - The Betteridge Room. At every Parish Council Meeting there‟s a period of 15 minutes set aside as an Open Forum allowing village residents to only raise questions on that evenings Agenda and/or to ask for the consideration of issues to be put on the Agenda at the next council meeting. The time is necessarily restricted to allow councillors to carry out the business set out in the previously publicly displayed Agenda. Due to the limited time allowed councillors agreed last year to the introduction of a separate Villagers‟ Surgery, providing residents with the opportunity to express their views, concerns and opinions surrounding village issues in a more relaxed and informal way. At the next Surgery it is hoped there will be new topics raised and the opportunity of open discussion regarding the update of the following: a) Highways issues: Winchcombe Road, Cheltenham Road and A46 Junctions. b) Planning Development: Neighbourhood Plan for Sedgeberrow c) Community Hub/Shop/Café etc. Planning Issues and Updates. These Surgeries are not formal Parish Council Meeting, though Parish Councillors may well be in attendance.
