Are you intelligently green enough? They are. It‟s especially fitting that this year the Evesham Adventure Playground Association should not only win the Community Category of the Wychavon Intelligently Green Awards, but also be especially celebrated as the Overall Winner. Why? Its permanent home began with recycling on a grand scale, with the District Council matching that in a grand gesture of land to build on. Both actions critical for the adventure playground having a permanent home. As described in an earlier edition of the Post the Evesham Adventure Playground Association, in 1983, had organised an Easter Playscheme, involving 200 children. This led to Wychavon District Council leasing them a plot of land for a permanent site for the Association, which they needed to fence off and provide a building for. They dismantled and re-erected on the site a big Winchcombe Scout Hut, gifted to them as due for expensive demolition. Playleader Dave spoke about some playground‟s projects at the award ceremony. At the Playground itself all structures are built from recycled materials, much of scrap timber from the bypass bridge work came to them. There is the Playground Pantry, where they collect surplus goods from local supermarkets, items that realistically would end in landfill. They are open every single day on a “Fill Bellies, not Bins” principle, especially targeting families. They supply our SeSaME Pantry, which features outside the Hovis House after school on Thursdays. They have the Playground Peddlers, which began in response to all the bikes left unused in people‟s sheds. They do them up, with kids getting access to tools and helping to mend them. Finally they give them to people who need transport to get to work. There is also Bike Swap for Kids. Once they have outgrown their bike they can come in to the Playground and swop it for bigger one. The future is not bright Dave says. “Lots of things are going into landfill. We need to stop it and encourage kids to do so too.” Do visit the Adventure Playground, take your children to play freely during the school holidays, talk to Dave and the other playleaders, swap your bike, fill your belly with food rescued from a hole in the ground, and admire the projects that encourage children and families to be eco friendly.

Isbourne Catchment Group Update

Established to help reduce the severity and regularity of flooding events within the Isbourne catchment.

The new good news is that after much delay a Project Officer has now been appointed to lead on the flood mitigation activities for the wider project, funded through the Environment Agency. This covers 5 tributaries including the Isbourne, Merrybrook, Badsey Brook, Bretforton and the Littletons. The project officer is Wendy Bufton who lives in Worcestershire and has a history in natural flood management and community engagement. The post has been funded for 3 years. We are hopeful that the Isbourne will be a priority as we already have: • A completed full hydrological survey, one which identifies potential natural flood measures for the various elements of the river course. • An active community group - but can always do with recruiting more members – so please sign up if you have not already done so http:// www.isbournecatchment.org.uk/ • Access to a local office through Winchcombe Town Council so there is a local base. The governance structure is likely to consist of a steering group (mainly the statutory authorities as the accountable bodies). They will consider projects from the tributary groups such as the Isbourne, and then allocate funds against the NFM funding criteria. Community groups like ICG will be represented at the steering group by the National Flood Forum (Rebecca Boulton who we have been working with over the last 2 years). Additionally a Memorandum of Agreement is being drafted to smooth the legal and administrative protocols such as drainage agreements for the necessary works, another example of joint working between the various statutory bodies and their desire to progress to delivery in tandem with the local community groups. The “works” that we are proposing for the Isbourne Catchment at this stage fall into 3 potential areas: 1. Upper Reaches - NFM interventions will be led by the new project officer. 2. Toddington – the initial proposal for a flood attenuation (storage) solution has been tested and is unfortunately likely to fail any „value for money‟ test as it results in too little storage for the cost. However the EA has identified an alternative downstream, just below the initial proposal that could prove productive, and following a recent site visit we remain optimistic that this could be a helpful “demonstrator” project. 3. Sedgeberrow – a further site for potential attenuation has also been identified just south of the village and the EA have committed to further exploration and engagement with the local landowners. So apologies to those who want immediate results, but we did always warn that the changes we were seeking would be long term. Hopefully you will agree that following the successful first full hydrological survey of the Isbourne and options for intervention, the securing of a dedicated project officer is a further key milestone on our journey to reducing the flood risk. The next steps will be engagement with landowners to secure permissions for the interventions to help “slow the flow”, followed then by drainage consents and implementation. Jem Williamson ICG Chair

We need a Community Neighbourhood Plan ASAP (49 & 65 say so!) Do you believe that there are much more suitable sites for house building in Sedgeberrow than the 20 Houses off 49 Main Street that were deemed as suitable under existing planning constraints? Do you believe that the sustainability levels and energy systems that will be installed there are likely to be below what both old and new residents should reasonably expect, given flooding risks and future global warming predictions. Are you looking aghast at the changes to 65 Main Street that have been allowed under current planning laws, ignoring objection by the Parish Council? Changes that as a resident you KNOW will cause chaos to an already very fraught traffic situation in that area. Changes that are likely to lead to the local Bus Service no longer travelling down Main St. Would you like to increase the influence that residents can have regarding future planning decisions? The time has come for us to test the emergency warning siren again. The date has been set so please remember to put a note in your diary: Sunday 19th August 2018 at 12.00 Noon. This is a sound test only to see if it reaches our high risk flood areas in Cheltenham Road, Bridge Meadow Close, Winchcombe Road and Millfields. The test will last for up to 3 minutes and the sound may rise and fall as we ensure all components are in working order. You are not required to take any action on this day. However, the siren may be heard in other areas of the village depending on the weather and wind direction. In other news, Flood Group members have been revisiting those of you who volunteered to help us in the event of a flood to make sure that we have your up to date contact details. For those of you not previously registered who would like to support us, we are looking for assistance in the following areas: • Help moving furniture • Help to install flood gates • First aid • Providing overnight accommodation • Providing meals • Access to 4x4 vehicles • Drive or space to park cars • Help at the village hall (making tea/coffee, help with administration etc.) Should it be needed, we would give you a call to help us with these useful activities where possible. Parish Games 40 Year The Wychavon Games combine a series of inter-parish competitions, wherein individual parishes compete against one another. Our aim is to get as many people as possible involved in these sociable sports and games; ability, age and gender are irrelevant. Its all about having fun with your fellow villagers: (but also making sure we beat Ashton) Sedgeberrow is off to a good start in the Wychavon Parish Games. Our Bell Boating teams had a splendid day on the water in Pershore on 23 June.

Sedgeberrow Sustainable & Manageable Energy Report to Parish Council Recent Activities. 1. Intelligently Green Awards Four SeSaME members were invited to attend the 2018 Wychavon Intelligently Green Awards at Worcestershire Wildlife Trust‟s Lower Smite Farm on Thursday 7th June, representing SeSaME as last year‟s overall winners. Mike Parker had been a member of the final judging panel, as Chair of the previous overall winner. Evesham Adventure Playground Association won the Community group category – sponsored by Severn Waste Services - for their community pantry, playground peddlers and adventure playground. The Adventure Playground went on to be the overall winner of the 2018 Intelligently Green Awards. It had been a very conclusive vote, even though Mike as a founder member of the Playground and still an active supporter, declared an interest and abstained. It was an excellent evening, a high standard of entries to hear about, an excellent buffet and quite a few interesting contacts made. 2. Worcestershire Energy Strategy The County Council are about to start reviewing the energy strategy for the county. Part of the development will be stakeholder engagement workshops. Stakeholders will include public sector organisations such as the NHS, businesses and community groups with an interest in our energy system. The project will be coordinated by an appointed consultant. Time frames are for a strategy and implementation plan to be completed by October November 2018. As chair of SeSaME Mike is invited to a stakeholder workshop on the 16 th July. 3. Land adjoining 49 Main St A request: has the Parish Council heard at what stage planners are regarding the enforceable details under condition 19 on the outline consent, as below, which needs to be agreed prior to the commencement of development? 19. Notwithstanding the information submitted with the application and prior to the commencement of development hereby approved the following details shall be submitted to the Local Planning Authority for approval in writing: details on how renewable energy measures are to be incorporated into the proposed development;  details of measures to conserve and recycle water to be incorporated into the proposed development; 49 Main St Land Carried Over

details of energy efficiency measures to be incorporated into the proposed development; and  details of construction materials to be used in the proposed development with the aim of minimising the use of primary nonsustainable materials The approved measures shall be implemented and incorporated into the approved development in line with a implementation timetable to be submitted and approved in writing by the local planning authority prior to the commencement of development. If matters are unclear would the Parish Council please consider contacting the council‟s enforcement team, asking whether these important conditions have been discharged, and if so requesting to see details of what‟s been approved? If those conditions have been met, the Department for Business, Energy and Industrial Strategy's (BEIS): Decarbonisation of heat in buildings, should have been sufficient to ensure that planners expect the highest optimum measure from any new houses that are to be sold to future Sedgeberrow villagers. If not new villagers could find themselves meeting the extra cost of some major structural changes needed towards the end of the next decade. In short, some new villagers will be getting a duff deal! It‟s important to act now when it is easier, with more efficient matching of known renewable energy sources to house sustainability levels and less long term cost to the consumer, to be building new houses to standards that the Prime Minister has announced for over the next decade. (See her “Buildings Mission” outlined in the attached “Decarbonisation of heat in buildings” file. 4. Oil Firing Technical Association.(OFTEC) Tewkesbury Conference. Mike as Chair of SeSaME and Manager of SeSaME Oil Buying Club, attended the second day of OFTEC‟s 18/19 th June conference in Tewkesbury at the kind invitation of OFTEC CEO Paul Rose. OFTEC represents the oil heating and cooking industry in the UK and the Republic of Ireland. It is a trade association – providing membership services and representing the interests of OFTEC member companies As a registration service they keep a register of domestic oil engineers and technicians under the “competent persons” scheme. (OFTEC's competent person scheme now includes scopes of registration for renewable technologies - reflecting the more diverse off-gas heating industry of today.) Mike was able to hear and meet speakers exploring low carbon liquid fuel options, without which OFTEC‟s liquid fossil fuel work will eventually cease, and also expressing their concern about the Renewable Heat Initiative (RHI).

Richard Vianello, Deputy Director at the Department for Business, Energy and Industrial Strategy's (BEIS), gave a presentation about current thinking on government heat policy: Renewable Heat Incentive & Heat in Buildings The main theme of his talk was to explore and consult about how to achieve the aim of: “making sure every new building  in Britain  is safe, high quality, much more  efficient  and uses clean heating.” The best scenario for the village, and new buildings in Sedgeberrow, is to have that now. SEDGEBERROW C.E. FIRST SCHOOL “Reach for the stars� As I write we only have one week left of this academic year. It has been another year of highs for Sedgeberrow School. We have once again had some brilliant academic results, sporting achievements continuing to excel in all things arts related. This is all achieved thanks to our dedicated staff team, a whole army of volunteers, our parents and of course the spectacular pupils of our school. Visitors to our school very often complement us on our allotment garden, made possible with the help of two very special volunteers; Margaret Everitt and Louise Perks, who dedicate so much time and love helping the children to look after the flower and vegetable beds, teaching them all about where our food comes and how to look after plants. This term we have had lots of work carried out to the school grounds, in particular the Reception and Year 1 class outdoor area which has had a revamp. It looks brilliant and the children are enjoying it immensely. In June, our older children took part in the annual school show at Pershore Number 8. This year it was called POW! and was based on the Lego Batman story. Our gang of 90 superheroes performed brilliantly to almost 500 people over two nights. It was truly spectacular! We would like to thank everyone at the recent Church coffee morning who welcomed our "Jesus and Me" Club members. The children came back so excited with their raffle prizes and really enjoyed the cakes. Contd Over

Sedgeberrow Women’s Institute Phew! Is it hot or is it hot? Perhaps by the time you read this report it will have cooled a little and the gardens will look a little less frazzled. Now what has been happening. Twelve of our members had coffee at the Hampton Farm Shop. This was arranged by Pam. Sue organised the Hampton Ferry walk, and afterwards we met in the cafe. On June 19th we were lucky with the weather and were able to have our garden party at Ella‟s. Also in June, five members went to the WI Racing Club lunch at Cheltenham Race Course, which was very enjoyable. Now we are looking forward to a visit to the stables of the winning trainer at Naunton. On July, 5th we had an enjoyable trip on the steam railway travelling from Toddington to Broadway and stations in between. Thank you Diane for arranging the trip. On Monday 16th July, the coffee morning was at Chris‟s, with favourable weather! Our next meeting on July 17th was an open meeting. „ Remembering the Sixties‟ we were hoping that lots of people would be there. There will be no meeting in August but we are hoping to go on some trips which Jenny will probably organise. Our speaker in September will be Janey Tucker, who will tell us about her “Wood Turning” At the Church Fete several of our members were able to help on various stalls and we were happy about the success of the Fete. Sue Morris took some photographs of the Ferry Walk. I hope that one or two will be included in this edition of The Post. (See page 23. Ed) I look forward to seeing soon. Low Carbon Heating. This summer may have caught you wishing for less

of what has been a very impressive heat wave. Something you‟re likely to be missing, come December, particularly as it came free gratis! If that‟s the case you might have been glad to join me at a Conference listening to Richard Vianello, a Deputy Director at the Department for Business, Energy and Industrial Strategy (BEIS), outlining the department‟s strategy for the “Decarbonisation of Heat in Buildings as part of the Prime Minister‟s “Clean Growth Strategy”. The plan, amongst other objectives is to “make sure every new building in Britain  is safe, high quality,  much more  efficient  with clean heating, whilst innovating to make low energy, low carbon buildings cheaper to build.” With existing housing stock the aim is to; “halve the cost of renovating existing buildings to a similar standard as new buildings, increasing quality and safety” Key deliverables quoted were; “to phase out the installation of high carbon fossil fuel heating (domestic and non-domestic) during the 2020s, starting with new build, and reduce barriers to low carbon heating deployment The members of this OFTEC trade Association conference, oil fired heating engineers, agreed that new build housing with renewable energy systems like air and ground source standards, could become financially viable, but the cost of converting existing buildings to those standards was unsustainable. They would encourage the development of a low carbon liquid fuel for existing oil fired boilers. Living in a rural community with no Mains Gas and significantly high carbon fuel consumption, my first thought was; “what about those 20 new houses planned some time ago for building in our village. Knowing post 2020 plans, we wouldn‟t be very caring of future villagers, if we saddle them with a heating system we know could mean avoidable future costs. A bit like continuing to build houses, with an outside privy, and a peg to hang the tin bath on, just because you don‟t have to upgrade your building skills to modern needs for a couple more years. Recipe: Salad Bag Pesto Method Can be made in a blender but I prefer the chunkier texture when made by hand. Method by hand Very finely chop salad leaves & garlic. Add oil & lemon juice & mix well. Add salt & pepper to taste. Method by blender Simply add first four ingredients to the blender & blend - That's it! Add salt & pepper to taste.

Ingredients 150g bag of salad (any kind will do, mixed, rocket, baby spinach etc) 1 clove garlic 60ml sunflower/vegetable oil 25ml lemon juice pinch of salt & pepper to taste Can be served as a dip with bread, nachos or vegetables. SEDGEBERROW PARISH COUNCIL Parish Council meeting 4 July 2018 Present: Councillors: C Devereaux-Little (Chairman), Sue Morris, Maureen Pratt, Richard Hunt & Emma Kearsey, George Mackison (Wychavon District Councillor) and Donna Bowles, Clerk. Apologies : Cllr Thomas, Cllr Eyre. Also in attendance: 5 parishioners. Various planning applications were discussed including a proposed renewal of Planning Consent for a further 5 years for the already ancient Mobile Classrooms at the village school and an extension to an existing single storey building to the rear of 80 Main Street. The Parish Council will write to oppose these plans as seen. Cllr Mackison reported that he has recently been appointed to be on the Wychavon Planning Committee. Draining/flooding issue at Pear Tree Drive/Main St - report in from Highways states the site has been inspected with no defect found. Chairman to meet Highways later in July and discuss. Footpath Surfaces – Cllrs Devereaux-Little & Hunt have carried out a footpath survey of the whole village. Clerk to pass information to Highways for actioning. Neighbourhood Plan - Cllr Devereaux-Little will look at Beckford‟s Neighbourhood Plan and forward it to interested individuals and report back to Council. Mike Parker expressed an interest in joining the group. The Beckford Parish Council Chairman and Clerk are happy to provide information at a Sedgeberrow meeting. The Police report stated that 1 incident was reported in May where flooring was stolen on a construction site on Winchcombe Rd. New Homes Bonus a. It was agreed that the clerk should forward the deposit for the purchase of furniture for the Vestry project and ratified the Village Hall Committee bid for play ground equipment for Glebe Meadow. Details were shown at an extraordinary meeting of the Village Hall Committee where approval was given to Play Quest in the sum of £8,370 including VAT. An order was given to Play Quest by the PC Clerk on 26th June 2018. Clerk has advised the Village Hall Committee to obtain an independent inspection before the equipment is used. Once this has been installed and passed an inspection, the Parish Council will gift the equipment to the Village Hall. The Committee are also aware they need to pay the

annual maintenance costs. These monies cannot come from NHB. b. Small flowerbeds will be created in front of the new White Gates at each entry point to the village in a further effort to reduce speeding traffic. c. The SmartWater anti-theft device is no longer fundable through NHB monies. d. The latest New Homes Bonus Protocol 2018-2022 has been approved by Wychavon Council and is available to view on the Wychavon website. This will be available to every Parish, regardless of whether houses have been built within the boundaries. There is a very large amount of money for the whole district to bid for. These monies will now be able to be used for large projects for parishes eg a shop, new village hall etc. Wychavon Parish Games - Cllr Morris reported that Sedgeberrow Bell Boating and Rounders teams have done well (see separate report. Page 18). Residents continue to raise issues of vehicles speeding through the village actions were agreed as follows: a. Cllrs Kearsey & Thomas still plan to visit ESP and Cllr Devereaux-Little & County Councillor Liz Eyre still to arrange a visit to Gilders Transport. b. Mr Hugh Snow volunteered to take on the task of changing the speed signs in Winchcombe Road and the clerk will investigate the costs of more effective equipment. c. Cllr Eyre is working to have the Evesham sign removed at Black Barns crossroads but warns that this will be a long process. d. Cllr Morris has contacted some local landowners about farming vehicles speeding but so far none have acknowledged that these are their vehicles. There have been no applications from parishioners for the vacant Parish Council post. Villagers are encouraged to register their interests to the clerk (Sedgeberrowpc@hotmail.co.uk) before 17th August. See page 20. Cllr Thomas will be meeting judges from Britain in Bloom to discuss a possible entry from Sedgeberrow Village in the future. Report by Sue Morris

SEDGEBERROW PARISH COUNCIL – VILLAGERS SURGERY At each Parish Council Meeting there‟s a period of 15 minutes set aside as an Open Forum allowing village residents to only raise questions on that evenings Agenda and/or to ask for the consideration of issues to be put on the Agenda at the next council meeting. To overcome this limited period of time it was agreed to hold Villagers Surgeries where topics may be better understood and discussed. However due to the current holiday period it would not appear practical to hold a Villagers Surgery during August as planned. The Planning Application details to site a Temporary Community Hub on Glebe Meadow are still ongoing. The initial details and documentation are being amended, updated and added to in line with comments and will, once complete, be presented for Sedgeberrow Community and Local Authority Approval. The Steering Group will arrange to set a date, time and location, for an open meeting of Sedgeberrow Residents. The Sedgeberrow Community Hub Steering Group are looking to sign up as many new members as possible and will continue to do so for the foreseeable future, please let us know if you wish to join. The more members we have the greater the opportunities for third party donations and grant funding for the scheme. Broadway Museum and Art Gallery Art of The Great War 1914 – 1918 Continues until 12 September 2018 Showing the humour as well as the horror, on the front line and the home front, this exhibition is a curated mix of original art and prints, by both official war artists and amateurs. In a time when the last surviving veterans are no longer with us, it offers us a fascinating first-hand insight into one of the most significant events in modern world history.

The summer also sees an exhibition hosting sculptures set in the eye of a needle! BLINK AND YOU’LL MISS IT! Internationally renowned Willard Wigan MBE, is famous for creating the World‟s smallest sculptures. He features in the Guinness Book of Records for the smallest artworks in history and has an MBE for his services to art. The first exhibition of his work in the Cotswolds, it features new pieces and sculptures smaller than a grain of sand and completely invisible to the naked eye. As such, the needles shown are presented in a microscope for visitors of all ages to enjoy.
