Ever since I set my bemused eyes upon the famous unmade bed by Tracey Emin, bought for an arm and a leg by a very rich art connoisseur, I have filed myself away as a confirmed dinosaur when it comes to art knowledge. Only a philistine like me I thought would blanch at the prospect of paying a couple of million quid for such a sophisticated statement. Not for me such gritty work. Dramatic scenes from Wales, or critical lampooning by Banksy are more my forte. Then I noticed the patterns I had unconsciously created with these breakfast fruits and I immediately thought it could be art. Peeling a satsuma and detaching grapes from their holding vine stems is a regular part of my breakfast routine. Over the week I had unconsciously arranged them in a regular pattern as they awaited my compost bin, making it easier to move them together. Maybe this is art I thought, picked them up, put them on the interesting pattern of a Lloyd Loom table and took that picture. Sadly they continued afterwards on their final journey to the brown bin, so I never got to seek the modest ÂŁ1000 I thought they warranted, given their size compared to an adult bed. So I found art could simply rest in the eye of the beholder and much of what we see can be a source of inspiration, if not silly money. Sedge Warbler Well Established

Isbourne Catchment Group Update

Established to help reduce the severity and regularity of flooding events within the Isbourne catchment. Thank you to everyone who came to talk to us on the Isbourne Catchment Group stand at the Parish Open Meeting on 7th March 2018, we hope you found our materials on display informative. We also had similar support at our AGM on 6th November 2017 in Winchcombe with 60 attendees included the surrounding villages and farms from Winchcombe all the way down to Sedgeberrow. The high turnout demonstrated the natural flood management (NFM) catchment concept is beginning to be fully embedded and the attendance by local parishes, districts, county and statutory agencies as well as other interested parties. We reported our activities over the year which include: Our affiliation to the Carrant Brook scheme, a wetland restoration project to improve habitats and reduce water and silt run-off which is led by farmers and landowners supported by the Farming and Wildlife Advisory Group (FWAG). A land owner event hosted at Sudeley Castle with owners from Charlton Abbotts, Dumbleton, Stanway, Sudeley and Winchcombe promoting NFM and Countryside Stewardship. Our collaborative work with the EA and University of Gloucestershire to develop a demonstration project based at Toddington Manor. An attenuation scheme has now been mapped, designed and funding secured and is now awaiting final statutory approvals. Securing £500,000 (announced by Therese Coffey MP) for a “slow the flow” programme across the Avon and Worcestershire tributaries. ICG is a key partner and we plan to have a cross boundary project manager in post sometime in April/May. The post will have a base both at Worcestershire County Council and Wychavon, but more importantly for ICG an office in Winchcombe, courtesy of Winchcombe Town Council. This will be the focal point for co-ordinating interventions with landowners on the Cotswold escarpment. County Matters Sedgeberrow– A report from Cllr Liz Eyre Contributing to reduce flooding: 2016 £2,500 of my divisional

budget went towards initial investigations into the Isbourne catchment area, upstream measures to alleviate flooding. Now a full blown Natural Flood Management project led by a number of partners including the County Council (value £500k) is to be dedicated to a number of key catchments. The River Isbourne project is within the scope of this larger project. The project manager should soon be in place.

A46 a trunk road looked after by Highways England (HE):

You may have heard talk about a new A46 Expressway coming our way. Yes, longer term A46 improvements are being considered. The Government has granted significant funding to Midlands Connect (our regional transport body) and HE to undertake a major feasibility study for the whole A46 corridor, from the M5 to the Humber Bridge. The County Council has a vision for our area and has bid for money to work up a scheme to put to HE. Such road schemes take a lot of planning and modelling. Time wise it would be nice to see the planning for the whole A46 scheme in the Government’s Road Improvement Schedule 2020-25. We hope for an announcement in 2019. Delivery would seem to be post 2025.

A46 Safety - whilst long term issues are being addressed I have requested some short term issues are investigated. The danger approaching the Aston Somerville turn from Evesham cars not having enough road space to get off the A46 when Lorries from the distribution unit just beyond Aston Somerville in Gloucestershire (converted piggery) block the whole exit. HE Response: the culvert makes it difficult and costs high. I asked County Officers to try to find a way to work around it. The 1st junction towards Evesham. HE Response: this junction is a risky junction. They will look at the issue. I like the idea of a splitter lane.

Hinton cross danger and delays turning left. Cars are blocked by those turning right. HE Response implied they can do some work here both for cyclists and turning left on to A46 at the junction. When HE will look at these issues – they say probably from discretionary funds sometime next year Evesham Traffic Model Update – the model is built and can be used to test how any proposed changes to that network might affect traffic flows. Footways - the missing footway near the bus stop near Churchill road is on the list to be done. Speeding in Winchcombe Road: the chairman and I are to visit businesses nearer to the Toddington turn to Sedgeberrow and I have requested the removal of the signage to Evesham at this junction. However the latter requires the agreement of Glos CC.

Himalayan Balsam As a Flood Group we like to keep an eye along the river and report any problems to the Environment Agency to ensure we help maintain the state of the river bank. One area where you can help is to look out for the spread of Himalayan Balsam . It is an introduced plant which has escaped from gardens and is rapidly colonising river banks and other areas of damp ground. An annual plant it grows to about 2 metres with purplish-pink slipper shaped flowers in June - August, as shown in the photos below:

When the seed pods are mature, they explode on touch, scattering the seed. It is likely that the seeds are further spread by water movements. Himalayan Balsam forms dense stands which suppress the growth of grasses and native British plants leaving the banks bare of vegetation in autumn and winter and liable to erosion. If you start to see the spread of this plant along the river please report it to Richard Hunt or Flood Group Members. We will need to act quickly because Himalayan Balsam re-grows annually from seed, so any control carried out after the seed pods have formed will have no benefit. We will need a group of volunteers to form a ‘Himalayan Hit Squad’ to help us clear areas. So get your wellies, gloves and secateurs at the ready. Richard Hunt. Flood Warden. 01386 882079.

Planet Facing the Sun

Earth

Would you face the sun? If you watch “Hugh’s Wild West”, an appreciation by Hugh Fearnley-Whittingstall of the wildlife of the West Country, you may have been fascinated to discover wood ant nests he found were south facing. These apparently dumb critters build their homes to benefit from the sun’s rays. You might ask – how come they are that clever? Actually it’s not clever really, when you think about it! They are just responding logically to past experience of their immediate environment. You might even call them stupid if they didn’t build that way. Combining the sun’s natural warmth with their own body heat generated inside the nest is obviously a no brainer. My unheated, south facing conservatory has seen me enjoying a 26 degree tea break in February, whilst it’s 4 degrees outside, so I can only admire their logic. Then I wonder why are really clever “homo sapiens” (that’s you and me) building their homes all higgledy piggledy – some south facing, others not. Some with solar energy generators on their roof, some not. Wood ants haven’t mastered photovoltaic cells yet and only travel on foot, so haven’t come up with electrically heated systems that can also charge electric cars on all their south facing nests. They would if they could and we should. After all we are cleverer than them, aren’t we? Which leads me on to “affordable homes” currently defined as ones built at 80% of the current Market Rate, as opposed to even lower cost Social Rented Housing. Their affordability is defined by their cost to buy or rent A homo sapiens as canny as the wood ant would also want to control their energy usage and their living costs over all the years they live in their homes. Why not make all homes “affordable to live in” as well as to buy? Let’s insist that Developers building new homes have to face the sun with photovoltaic panels, welcome warm air sources or sort out ground source heat. Just like the wood ants, so savvy they don’t have to be told. Editor

1. The March 14th PC Meeting was attended by 5 Parish Councillors, a SeSaME representative and three residents. Apologies were received and accepted from our District Councillor. 2. The Parish Council were pleased to welcome Donna Bowles as Clerk and RFO. Donna commenced her duties on March 1st 2018. 3. Comments from the Annual Parish Assembly were discussed with unanimous Councillor agreement to take forward as follows: • Highways matters at the A46 Junction, HGV’s through the village and speeding generally. • The development of a Neighbourhood Plan. Having received residents support this will be high on future agendas. • The Community Hub. 4. The White Gates. Have now been delivered with Councillors agreeing to obtain contractors quotes for their installation. 5. Community Hub - A Steering Group has now been established and will initially be PC led. 6. The Parish Council Co-opted Emma Kearsey as Parish Councillor 7. Planning Applications. – 18/0235/FUL – demolition of existing bungalow replacing with 2 dormer bungalows at Lynwood 65 Main Street Sedgeberrow WR11 7UE. Your Parish Council has objected to this proposal. Sedgeberrow Parish Church have submitted a Listed Building and Planning Application for proposed alteration works to the Vestry. SEDGEBERROW C.E. FIRST SCHOOL “Reach for the stars” World Book Day on 1st March was celebrated in school with the children dressing up as a character from a book. We had some brilliantly creative designs and it was very difficult to choose a winner from each class. The enthusiasm and excitement on the day was wonderful despite the snowy weather trying to put a halt to proceedings. The following week, we continued the literary theme, welcoming two visitors into school. Julie Fulton, author of the ‘Ever So’ series of rhyming picture books came in to speak to our younger children and Tamsin Rosewell, a bookseller and review writer did workshops with Years 3,4 and 5. Sport and mental well-being continue to play an important role in school life. We currently have a cricket coach, a rugby coach and a yoga instructor taking P.E. lessons and after-school clubs. The floorball team continues their success in the Cotswold League. There is also therapeutic art workshops and play therapy taking place. Our pond area is undergoing a revamp and we have a new cover, made by Neil Roebuck, to keep the children safe as well as improve the aesthetics. There will be a sensory garden area and we hope to encourage wildlife, especially birds, for the children to watch both in person and from camera footage. The new play equipment has arrived and the pirate ship and log crossing are proving to be very popular at break and lunchtimes. We are refreshing the school values this half term and have chosen the following to represent the values that we, as a Christian school, embrace and teach: Love, Hope, Commitment, Acceptance, Forgiveness and Honesty. As a celebration, we have invited Heather Kelleher (a talented local art teacher and mum to Patrick in Y4) to work with all of the children to create a new display board. Contd Over

Sedgeberrow Women’s Institute It is said that as one gets older time flies and it seems to be breaking records at the moment ,and what about the snow!! The February meeting about the Abbeyfield Society went well I hear although sadly I missed it. The competition for that evening was won by Maureen Barber. Well done Maureen We are looking forward to our next meeting when we shall hear how the Chelsea Gardens are made. The competition will be—A spring flower arrangement in a tea cup. I hope that the flowers have survived the frost and snow. In April the ‘ The Riding for the Disabled’ group will tell us about their work and activities at their base in Cheltenham. Although Easter will have passed, our competition will be a - decorated egg- (your own work please). In May our speaker will be Mr. A.Haines who will tell us what it means to be a First Responder. This should be interesting. The competition will be “A Derby Day Hat.” The coffee morning in April will be at Ella’s. We are hoping to visit a local garden centre for our coffee morning in May. Hopefully, the Scrabblers will be taking up their letters again. Oh dear it is snowing again, maybe we should have a “Build a Snowman” competition!! Book Club as usual this month. More so than after arrival in other villages. They are going to try splitting the venue, moving to outside Churchill Rd, for the last half of their opening times. He said that other villages are asking for more visits, so if trade doesn’t pick up again they could be off on another orbit. Sedgeberrow Sustainable & Manageable Energy Report to Parish Assembly A Summary April. May 2018. There remain planning requirements under condition 19 in relation to reserved matters as they apply to land adjoining 49 Main Street. Even at this late stage when it has been agreed that building will go ahead we have to await the developer revealing how they intend to meet the energy needs of those 20 houses. I believe the energy efficiency of homes is particularly important for rural communities who do not have mains gas. If they are given LPG boilers they will not only have to source their supplies in a virtually non competitive environment but face a possibility raised by the clean growth report of the Department of Business, Energy and Industrial Strategy (DEIBS) and the Paris agreement. Gas hobs, cookers, fires and boilers could all be phased out within 12 years. Recent newly built houses on the Winchcombe Rd already have been given LPG. I believe that we should have more control of how our energy is delivered. We have had some control, though nowhere near enough. This month’s Oil Buying Club order will bring 46,650 litres of Oil into 12 local villages. At a price of 54.95p a litre. That means that £25,634 will depart the local economy. It does mean two things though. Local communities, on the day, will benefit from a reduced price - a saving of around £1080 overall. And some local initiatives, at the end of the year, will share a 0.5pplitre dividend of £233 for this month. It is expected the Sedgeberrow Post will receive about £700 in 2018 A less obvious way in which our community has taken control of its energy is by benefitting earlier from the County Council & Wychavon’s excellent scheme for upgrading the insulation of older and poorly insulated homes. The Future - how could our local energy be improved? Local ownership of energy generation is not new and an important driver of community ownership of renewable generation will be the creation and retention of value within local economies. Interestingly about 20 houses in the village with Solar panels are already doing just that. We need to be able to ensure that “affordable homes” are not only affordable to buy but have affordable running costs. The Department of Business, Energy and Industrial Strategy (DEIBS) is developing a new Clean Growth Strategy, which could include a new smart electricity grid. This could be enhanced with local renewables being incorporated into the system as it develops. Contd Over

Recipe: Turkey Burgers Method Place the sun-dried tomatoes, turkey and tarragon in a liquidiser or food processor and blend until smooth. Spoon the mixture into a bowl and stir in the onion, paprika, and salt mixing well. Divide into 4 and shape into burgers. Stretch 2 strips of pancetta or bacon over each burger and secure with cocktail sticks soaked in water for 30 minutes. Cook the burgers over a low to medium heat in an oiled pan for around 20 minutes, turning frequently. Serve in ciabatta rolls with shredded lettuce and salad.

Ingredients. Serves 4 8 sun-dried tomato halves in oil, drained and chopped 500g minced Turkey 1 tablespoon fresh chopped tarragon 1/2 onion, finely chopped 1/4 teaspoon paprika 1/4 teaspoon salt 4 slices of smoked pancetta, or rind less streaky bacon, cut in half Carolyn Savery

SEDGEBERROW PARISH COUNCIL The Annual Parish Open Assembly was held on Weds 7th March in the Village Hall. The meeting was attended by 41 parishioners, plus 2 Parish Councillors from Ashton-Under- Hill and one from Childswickham, Mr Brian Smith from the Environment Agency and Mr Phil Croke, HT from Sedgeberrow School. This year we experimented with a new format for the meeting and encouraged the village to display information from a variety of ongoing projects before the Agenda part of the meeting took place. It produced stands from the Community Hub, Wychavon Parish Games, Isbourne Catchment Group and SeSaME. Rooftop Housing kindly lent several display stands. The many villagers arrived early and took time to engage with stand holders and Councillors. Mrs Eyre the WCC Councillor was unable to stay for the business part of the Agenda but was able to speak to many during the pre-session and her report was read aloud by the Chairman. There was no report from Wychavon DC. The Chairman’s report was read aloud and villagers asked questions about : HGV traffic, A46 access issues, Neighbourhood plans, and the likely chaos expected once the building development on 49b Main St begins. Copies of the Chairman’s report are available on request. A Police report was also provided. Verbal reports were provided by Annette Dawson Secretary of the ICG, Richard Hunt. The Chairman has spoken to the Building company and was informed that work was unlikely to start this year. b. There was an unanimous show of hands for the village to investigate a Neighbourhood Plan for Sedgeberrow - although there was a note of warning from the Chairman of Ashton PC about levels of village engagement necessary to get such a plan through the bureaucracy. SEDGEBERROW COMMUNITY HUB/SHOP UPDATE

March 2018 The Sedgeberrow Community Hub was well represented at the Parish Assembly Meeting on March 7th 2018. The stand promoted by Christine, Charlie and Cheryl attracted quite a lot of attention and allowed them to promote the benefits of such a Community Enterprise as well as providing interested residents with an update on the current position. Our County Councillor Liz Eyre’s attended the early part of the meeting and was so impressed has offered a £1,000 contribution towards our Cost Plan and further support as necessary. The positive response to our Survey, in it’s may guises, has been excellent with approximately 100 families in support of a Community Hub encompassing shop, café and small group meeting facilities. We have submitted and received Planning Officers comments on our pre-planning application and can now finalise our formal planning application documents for steering group approval prior to submission, hopefully in April this year. The Sedgeberrow Hub Steering Group are still looking to engage as many new members as possible and will continue to do so for the foreseeable future, please let us know if you wish to join. The more members we have the greater the opportunities for donations and grant funding. SEDGEBERROW PARISH COUNCIL – VILLAGERS SURGERY WHEN: - Wednesday April 25th 2018 between 19:30 and 20:30hrs. WHERE: -The Betteridge Room. At every Parish Council Meeting there’s a period of 15 minutes set aside as an Open Forum allowing village residents to only raise questions on that evenings Agenda and/or to ask for the consideration of issues to be put on the Agenda at the next council meeting. The time is necessarily restricted to allow councillors to carry out the business set out in the previously publicly displayed Agenda. Due to the limited time allowed councillors agreed last year to the introduction of a separate Villagers Surgery providing residents with the opportunity to express their views, concerns and opinions surrounding village issues in a more relaxed and informal way. At the next Surgery it is hoped there will be new topics raised and the opportunity of open discussion regarding the update of the following: • Highways issues including A46 • Sedgeberrow 2009 Vision for the future – Existing Parish Plan • Development of a Sedgeberrow Neighbourhood Plan (Planning Development). • The Proposed Community Hub/Shop/Café etc. These Surgeries are not formal Parish Council Meeting, though Parish Councillors may well be in attendance. SEDGEBERROW “OUR VISION FOR THE FUTURE” At the Annual Parish Assembly evening on March 7 th 2018 residents overwhelmingly approved the Sedgeberrow Parish Councillor proposal to undertake a Neighbourhood Plan. The preparation of such a plan requires the gathering of ideas, concerns and needs of villagers to successfully demonstrate how they would wish to exercise control over their community’s future and growth. The first steps are to establish a Steering Committee and whilst a few individuals expressed an interest after the meeting, the Parish Council are looking for more volunteers.
