From The Board of Directors Our mission as the SCOV Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents.

Board of Directors Tim Kelley, tkelleyscov@gmail.com Planning for SCOV’s Future by Tim Kelley August brings an effort by your Board of Directors to explain the September vote by the homeowners to increase the home purchase Capital Contribution Fee (CCF) multiplier from 1.5 to 2.5 times the annual homeowner dues (see page 4). The CCF is a real estate closing fee. The CCF does not affect annual dues paid by homeowners. The CCF provides capital resources for updating, improving and building facilities and allows us to avoid dues increases, special assessments or debt. These capital resources are necessary to maintain SCOV’s competitive position among age 55-plus active adult communities in Southern Arizona. Without incremental capital resources, SCOV’s ability to update our buildings and amenities may be delayed and/or occur over an extended period. SCOV is now 35-plus years old. Our buildings and amenities need renovation and updates to address the current and forecasted interests and needs of residents. Task forces are/ will be addressing our buildings and the areas around them: 1) Artisan Center; 2) Catalina Vista; 3) Desert Oasis; and 4) Welcome Center. Also, amenities that include: 1) Exercise/ Recreation and/or Resort/Leisure Pool; 2) Pickleball, POP Tennis and Tennis; and 3) Others. Planning for SCOV’s future is becoming more inclusive and comprehensive and with greater transparency. Moving forward, there will be two special board meetings a year that will focus on SCOV planning. The first will be held on Tuesday, September 13, 9 AM, Catalina Vista. Residents can attend in-person or by Zoom. The agenda for these meetings will include: 1) Long Range Planning Committee discussion of Capital Improvement Projects (CIP) and 2023 resident survey; 2) Individual project committees; 3) Finance-Budget Committee; and 4) Discussion of Board’s guidance for prioritizing CIPs. The meetings provide an opportunity for participants and residents to listen and learn about the CIPs on the horizon. You will learn about the scope of the CIPs and their impacts for our community. Part of the discussion will be how we pay

for these CIPs, when the funds will be available and the timing of projects. We look forward to seeing you at the meeting. By planning for our Association’s financial future, we protect our investment in our homes and our community here in SCOV for our enjoyment today and for many years to come. The future of SCOV depends on all of us.

General Manager - Mark Wade mwade@suncityorovalley.com 520-917-8080 Investing in SCOV When my wife and I go to buy a house, we generally look at several in search of the home that is perfect for us. We look at the foundation, the paint, the appliances, yard, trees, plants and irrigation system. We pay attention to water heaters, air conditioning units and whether the home has gas or is all electric. When we are satisfied, we hire a professional inspector to look it all over again. Then before we buy, we look at the governing documents of the HOA and their stability of finances. We look at the common elements including amenities. We look at how modern they look and how they’ve been maintained. I look to see if something is past its expiration date, so to speak. Has this community replaced the old expired with new? I expect many of you do or did the same. Deferring maintenance or replacement of old expired amenities is a sign that a community is willing to live with dated facilities. We always like to see that our investment in a home is matched by the community’s investment in their amenities. Your vote to increase the Capital Contribution Fee from 1.5 to 2.5 will allow SCOV to continue to improve our aging amenities and provide funding into the future. This will diminish the possibility of a future special assessment and it gives future residents the opportunity to help fund the amenities they will be using. Please join me in full support of our Board by approving this noble cause and keeping the Capital Contribution fund strong and viable into the future.

It’s More Than Living... It’s A Lifestyle! What You Need to Know about the Home Purchase Capital Contribution Fee

his month, a special vote will be held to increase our home purchase Capital Contribution Fee from 1.5 to 2.5 times our annual dues. The following market research indicates that all types of senior housing will be in high demand for years to come. According to the American Senior Housing Association and the U.S. Census Bureau, baby boomers are retiring at a rate of 10,000/day and will continue at that rate for another six-plus years. GenXers are retiring earlier or taking advantage of being able to work from home and are looking for an active retirement community. Senior housing needs are projected to continue to rise due to high demand and low supply as new construction is not keeping pace. In 2020 there were 56 million of us 65 and older. By 2035, there will be 79.2 million age 65 and older. As seniors retire, the southern states are seeing a population increase due to warmer weather and a lower cost of living. Arizona is among the top-five states that are growing. According to The National Council of Real Estate Investment Fiduciaries, “Senior housing is a recession resilient asset class.” These market conditions make this an ideal time to take advantage of the high demand for our homes here in SCOV and provide our Association with funds to improve our community amenities over the next several years. What is the home purchase Capital Contribution Fee? This is a fee charged by our SCOV HOA at the close of escrow on a home sale and is the buyer’s initial investment in the SCOV Association which provides all the amenities that our residents enjoy. Who pays for the Capital Contribution Fee? The buyer of the home typically pays the fee at the closing of escrow. Why is the Capital Contribution Fee needed? The fee is the primary source of funding for our Capital Reserve. What is the Capital Reserve? Think of the Capital Reserve as funds restricted for use to build, add to, renovate, remodel and improve our capital assets such as buildings, pools, courts or other amenities. What projects have been funded by SCOV reserves without special assessments? A few recent examples are: • 2022 Activity Center, $4.5 million • 2021 Solar Purchase, $664,413 • 2020 Greens Replacement, $1.2 million and Driving Range $134,042 (funded by our Asset Reserve) And there are many more. Why should SCOV fund our Capital Reserve? SCOV has buildings that are older and amenities that will need upgrading in the next 5-10 years. Money set aside in the Capital Reserve Fund pays for these community improvements. If money isn’t available from the Capital Reserve, other sources of funds will need to be identified to pay for these types of improvements.

What are the alternatives to passing the change in the home purchase Capital Contribution Fee? • Raise homeowner annual dues • Charge a special assessment to our homeowners • Borrow money Why should I care about community improvements? Buyers interested in homes in SCOV are not just buying a house. They can buy that anywhere. Buyers want the community and amenities that our Association provides. The state of our amenities has a direct impact on the amount a buyer is willing to pay for a home here in SCOV. Keeping our facilities attractive and current in the market is essential to maintaining and increasing home values in our community. Can the Capital Contribution Fee be financed? Yes, as with any of the closing costs the buyer can negotiate those fees into the home purchase price. How many home sales are we talking about? Our average home sales have been 160 homes per year. This change will add approximately $360,000 additionally to our Capital Reserve each year. I don’t remember paying this fee when I bought my house. Is this something new? No, the Capital Contribution Fee has been paid on all home purchases during the closing process as part of the closing costs since 2005. Do other HOAs charge this fee? Yes, this is a common way for HOAs to fund improvements for common property used by their residents. It can be a multiple of annual dues, or a percentage of the purchase price of the home. Will this affect the sale of my home? Our research has shown that charging the Capital Contribution Fee has not prevented any home in SCOV from closing. I heard that new home loan applications are down. Does that mean the market is slowing? No. Recently MSNBC published a headline that home loan applications have dropped; however, they go on to say that mortgage applications are down due to a reduced number of homes on the market. The article pointed out that mortgage rates continue to be below the 1971 average. Why the special vote in August/September? By implementing the change in the home purchase Capital Contribution Fee by October 2022, approximately $270,000 in additional funds will be added to our reserve in the remaining months of our 2022-2023 fiscal year. Waiting until April 2023 will be a missed opportunity. If necessary to support home sales in the future, can a future Board reduce the Capital Contribution Fee? Yes, the Board can propose a change and the change would need to be approved by two-thirds (2/3) of our resident voters.

The service to keep you informed in these types of situations is provided by the Town of Oro Valley. It’s called CodeRED. I’ve borrowed, with permission, an article from the Town that explains the system and how to sign up for it. “CodeRED is a free emergency notification service provided to all residents within Oro Valley that will notify you of emergency information through phone calls, text messages, emails and social media. The system will be used to keep you informed of local events that may immediately impact your safety. As a local resident, you are encouraged to take action and register your cell phone for this service and verify your home location during the enrollment process, so you will receive notifications that directly impact your home or business. To learn more or register, visit the Town’s web page www.orovalleyaz.gov and type Code RED in the search bar. Select the Register for CodeRED page for complete details and step-by-step instructions.”

Board Policy ARC-006 was adopted by the SCOV Board in February 2022. You can access this policy on our website under Members > Documents > Board Policies > ARC-006. This document outlines all the steps that may be necessary to gain the ARC approval you will need to add either of these extensions to your house. If you need to verify which model home you have, please contact us to verify that information. Once you have read through the policy, you may have specific questions. Please email the Architectural Coordinator, Katy Mosier at scoroval@ciramail.com, and she will reply. As you plan your project, it is important to know that this submittal process is more involved and will take more time for final approval than a regular ARC submittal. To avoid disappointment and/or delays, please be proactive and know the steps you need to take. We are here to help.

Volunteers have recently updated the puzzle wall. Thank you for your continued donations making this possible. Puzzles do not require an official checkout through the Library; we just ask that you return them to the desk volunteers, so we can reshelve them and keep the collection up to date. Should you find a puzzle with a missing piece, just let us know. We have a lost and found for puzzles and pieces and we do our best to match these up. The entire DVD collection is now complete with cover images in our Webopac system. You can access our online catalog through the SCOV website. If you need a refresher or help navigating this system, our volunteers are happy to show you the steps on the patron computer in our Library. Recreation and Fitness - Lonnie Davis ldavis@suncityorovalley.com 520-917-8073 Exercise Keeps Your Metabolism High Metabolism naturally slows as you age, so it’s harder to avoid pounds creeping up as the years pass. Luckily, scheduling regular workout sessions helps you increase the total number of calories you burn, helping you maintain a steady, healthy weight. You’ll torch more calories if you add resistance training to your routine at least a few times a week, since working out with free weights or doing bodyweight exercises helps build muscle mass. The more muscle you have, the higher your calorie burn is and it stays higher all day long, even after you’ve stopped exercising. Remember that we have an indoor walking class from 1-2 PM on Mondays and Fridays, AFC 1 & 2. Walk at your own pace and make new friends. It’s free. Its definition involves “harmony or accordance in opinion or feeling; a position or result of agreeing.” There is certainly a more positive connotation of “Agreement.” The Development Standards is not a document about external home “Compliance” in as much as an “Agreement” to follow a set of standards on the outside of our properties. When we moved into SCOV and received our copies of the Governing Documents, we acknowledged and “Agreed” to follow them. In essence we said, “Sure, I’ll manage the exterior of my home in harmony with these standards. Thus, the ARC is not a committee ensuring “Compliance” as we already “Agreed” to follow the Development Standards of SCOV. Therefore, the ARC is simply there to assist owners in aligning their anticipated project with those standards and to affirm to the community that everything is A-OK. As such, the ARC members are advocates for your submittals; we are here to help.

Artisan Center Renovation Task Force See SCOV calendar for meeting dates, time and location

The Artisan Center Renovation Task Force (ACRTF) meets the first and third Tuesdays of the month as needed. The SCOV website will have current agendas and minutes of meetings. An updated version of “A Discussion of the Existing and Future Facility Requirements for the Artisan Clubs of SCOV” is available on the SCOV website.

If you move within SCOV, your old directory listing is removed. Why? Many people own more than one house here. Sometimes this is temporary while the owner buys a new house and sells the old one. Others are permanent and used as rentals or bought for rehab and resale. All new owners are unlisted by default, even if you were listed at your old address. You can update your listing at any time by completing the online form, “To change your directory listing.” Are you a new resident? Check your new owner emails from SCOV for information about how to list your information in the online and printed directories. In addition to names, landline and mobile phone numbers, addresses and email addresses, we can list your hometown and occupation. We don’t list “retired” as that’s the case for most SCOV residents.

Last month you met our new co-presidents; this month meet our newest board members, Claire Wendt and Arlene Douglas. Claire started her library career as a library aide at 16 in a small Wisconsin town. She continued working in libraries and ended her career as a library media specialist for an elementary school in Flagstaff. Her favorite genre is historical fiction, but she can be persuaded to read almost any book. Arlene has volunteered at SCOV Library for five years and is an unapologetic book lover. Historical fiction is also her genre of choice. “I prefer to get my history wrapped around a story.” Arlene has graciously agreed to take on the role of secretary for Friends of the Library. During this quieter time in SCOV, your Gift Shop remains a cool haven from heat and a lovely place to browse through the offerings of our resident artists and crafters. Featured artist this month is one of our talented potters, Melanie Stinson. “Influenced by my mother, who was an accomplished artist, I started painting around five years old. It wasn’t until I attended college as an art major that I discovered clay. From the moment I sat at one of the wheels I knew I was hooked.” Melanie Melanie Stinson offers functional pottery from her own wheel, finished with earthy glazes and decoration. Her items can be used in ovens, set on a table, decorate your home and even hung on walls indoors and out. Her work will also be offered at our next arts and crafts fair in November. Don’t miss it.

Now that we are returning to a more normal life, it is time to get back to many of the things we did prior to the pandemic. Along those lines, the Government Affairs Committee is working on the engagement of our community with the Oro Valley Police Department. With the controversial issues

The Posse patrols SCOV at night in a designated truck. We look for any unusual activities and report suspicious activity to the Oro Valley Police Department (OVPD). We contact residents when their garage doors are open to help avoid unwanted creatures in their garages that could also get inside their homes. We log RVs and suspicious vehicles parked on our public streets. Our mission is to keep our community safe, contributing to the reputation of Oro Valley as the safest city in Arizona. Residents are encouraged to report vandalism or suspicious vehicles/activity directly to 911 and the HOA Administration, 520-825-3711. The eight solar electric systems installed at SCOV facilities are operating as designed and save the Association about $120,000 per year. Currently, solar generated power is not furnished to the Aquatic & Fitness Center (AFC), so all of the electricity consumed at the AFC is purchased from Tucson Electric Power Company. The Properties Committee is working on a proposal to install a solar power system at the AFC. The system will further reduce SCOV’s carbon footprint and will provide a good return on the investment over the life of the system. This project will be presented to the appropriate Association committees in the coming months. We are currently meeting in person and via Zoom. We will not meet in August but will resume our meetings in September. See the calendar on the SCOV website for scheduled meeting dates, times and meeting format.

The golf course is in great condition and overseeding is right around the corner. On Monday and Tuesday, August 1 and 2, the greens will be aerated. The course is scheduled to close for overseeding from September 19 - October 9. When we reopen on Monday, October 10, it will be cart path only for a couple of weeks. The Pro Shop will be open for limited hours during overseeding, and the driving range will be open hitting off mats. During the inclement weather of the monsoon season this month, we want to remind you to be safe and use your best judgment while playing golf. Use the following suggestions to keep safe when heading out on the course during this time: Check the forecast and check it often, and download a reliable radar app; if you hear thunder or see lightning, we recommend leaving the course or seeking shelter immediately if you are not able to get off the golf course in a timely manner. If you have been thinking about improving your game, we invite you to attend one of our weekly clinics on Wednesdays or take a private lesson for further help with your full swing and short game. The golf course is in really good condition going into August and September. The fairways and roughs are very thick, and the tees transitioned nicely from last winter’s overseed. By not overseeding the fairways last winter, there is now more grass and far fewer bare areas than the golf course has ever had going into the next overseed. This extra grass in the fairways has both positive and negative consequences. The positive aspects of having so much grass in the fairways is providing a good playing surface for golfers, protecting the plant from golf cart traffic damage, and providing good aesthetics for the golf course. The thick grass also provides a very good base for overseeding in the fall, which

will result in a very good overseed this winter. The ryegrass will germinate better, and the seed rates can be lowered to provide the same playing conditions versus having to seed more into a thin bermudagrass stand. The negative aspects of having this much grass in the fairways is trying to mow it. The grass is growing so fast that the fairways need to be mowed every day, and they are still messy with lots of grass clippings. The extra grass requires extra maintenance. The fairways are now being verticut which thins the canopy and reduces thatch accumulation. The mowing heights are raised to reduce the amount of grass clippings. A growth regulator is sprayed to slow the growth of leaf tissue. Overall, the fairways really benefited this summer from not overseeding last winter.

The Genealogy Club occupies two rooms in the Welcome Center: one for computers and the other, which functions as a library and meeting room. Club dues cover the expenses of the various search websites and a wireless dedicated router, but when the equipment goes down, there is little in the budget for repairs or replacement. Your Foundation helped by replacing one of the old, nonworking Mac computers, which allowed access to some of the website subscriptions for the 120 club members.

Wall art for the garden is popular, as well as planters for succulents. Large thrown pots can beautify the yard with bunches of colorful vinca. And it’s always L-r: Susan Taylor, John Gardner, Leann King and fun to make a few Dawn DeRosa unpacking and storing clay gnomes to hide between the agave and the cactus. Totems, such as the whimsical ones in the Artisan Center courtyard, are at the top of everyone’s list. So many projects to choose from. All this throwing and hand-building means that more clay must be delivered. Recently, a large order of clay was received and stored by Clay Club members. Red clay, white clay, speckled buff and more is available for purchase in our clay studio. We thank our volunteers who make our club run smoothly and happily.

This month marks a new exhibit in The Views Restaurant. Clay, glass, a photo, paintings and a carved and decorated gourd create interest and lend color for your dining enjoyment. The Library exhibit has also changed, so stop in and check it out. Lines of flat work and sculpture, all from your fellow SCOV resident artists, sit above the stacks throughout the space. Some of these artists found their artistic sides in retirement right here in our wonderful arts and crafts facilities.

Surprise inside: Here is a great piece of art in itself. Pictured is what Patt Bloom found inside a gourd she was cutting and getting ready to clean. While not rare, it is certainly a very unique find to have an intact, one piece “ghost gourd” inside a gourd. Most often found inside are dried, loose seeds and fiber. Tidbit: Gourds dry very slowly after harvest by evaporation of water. Leaving a bit of stem is important when harvesting because it facilitates the evaporation. Gourds are about 90 percent water. When they dry, moisture escapes through both the porous skin and the stem.

If you have a knit or crochet project, or would like to learn, come and join us. An ongoing group project is making crocheted mats out of plastic shopping bags. You can participate in this project by cutting the bags into strips, stringing the strips into plastic yarn (plarn) and/or crocheting them into mats. If you wish to donate bags, please flatten clean Fry’s, Safeway, or Walmart bags and stack them by color. You can then fold all the stacks over into one, no need to fasten them together. This effort on your part greatly streamlines the cutting and crochet process. Please do not drop off newspaper bags as they do not work for this project. Photo by Tom Prall Even though fuel is typically delivered to retail dealers from large, centralized fuel storage facilities sometimes known as tank farms, there is still a place in the distribution chain for the small, local fuel business directly serving homes, industry and farms. Quiz: If a cattle farm produces cattle and a hog farm produces hogs, what does a tank farm produce? Dave Scoles built this model of one such enterprise in the town of Farmington on the club’s model railroad. It includes the equipment for unloading the railroad tank cars in the background, storage tanks and the warehouse used for products such as lubricating oil that are packaged in smaller quantities, rather than sold in bulk. Our club meets throughout the summer. If you would like to see some of our work, we have sculptures in the display cases in Catalina Vista and the SCOV Library. Recently, the Library changed the art displays, so stop in to see the new sculpture pieces on display. The picture is a relief sculpture completed by Janet Szumlas. She wanted this piece to look like a sculpture made in marble. Janet found a painting technique on the internet that she used to accomplish the look she desired. Our members are always looking for sculpture design ideas, various finishing techniques, new polymer products or sculpture tools, and all are willing to share this knowledge with others.

Life in Oro Valley and SCOV is moving along at a rapid pace this summer. We have been meeting in the Sewing Room Monday afternoons and Wednesday mornings. We have had many new people sign up to help us out, but we can always use more hands for creating and minds for giving new ideas. Also, we have cleaned our cabinets and sorted our goods. We have had reasonable sales in the Gift Shop and look forward to more when the winter visitors return. Miss you all and look forward to when we meet again.

The Sewing Room is quieter these days after the departure of seasonal residents. It’s a time to slow things down, even though we continue to work on our projects. Currently, we are sewing capri pant sets for girls, which include a colorful tank top. There are a few quilters working on child and baby quilts. It’s also time to clean out closets and cupboards and take stock of what’s on hand. Even though we are small in number, we’re mighty in spirit. The Tapestry Hooking and Fiber Arts group meets Tuesday mornings throughout the year. If you are interested in our group, stop by the Sewing Room on Tuesday mornings between 9 - 11 AM. The group provides materials and instruction for those interested in learning hooking. People involved in other arts using fiber are invited to join our group.

The picture above shows three projects created by members of our group. In the fiber arts community, “mixed media” is a phrase that is used. Mixed media in fiber arts refers to the use of various materials or techniques, which includes a wide range of items. The left project, by John Shaw, is more traditional rug hooking and uses #3 cut wool material strips which produce a uniform depth. The middle project, by Carrie Wiley, uses mixed media by including a fuzzy yarn to create the bunnies, giving the project some dimension. The right project by Coni Arseneau uses mixed media by including crochet along with a punch rug hooking technique.

Wood hat from a single piece of solid maple This month’s featured woodworker is Don Jorgensen. Don has been around woodworking much of his life and has been turning wood over 25 years. Did you notice the unusual square illustration located next to the SCOV Technology Club heading? This is called a QR code. In reality, it is very similar to the two dimensional bar code you see on grocery items when you check out. In the case of a grocery store, the two-dimensional bar code tells the item scanner what the item is, and then the check-out scanner/computer will determine a cost from a behind-thescenes database. A QR code does much the same, but because it is a three-dimensional bar code, it can hold considerably more information. In the case of the SCOV Technology Club, if you scan the QR code (and if you have the correct software available in your computer, phone or iPad), it will automatically take your browser to the class schedule of the SCOV Technology Club. But it can do even more: QR codes can be used to share links in advertising, passwords and even confidential banking information. Aquatone is a toning water workout that incorporates a variety of rhythmic body movements. This aquatic exercise class enhances cardiovascular fitness and muscular endurance. We meet at the AFC pool. There is no fee to join the club or the class. The teachers are club member volunteers. Participants should be able to do a basic swim stroke. Items used in the class are buoys, boards, noodles, balls and a fitness band. Most items are available at the pool. We assign an experienced member to a newcomer to help learn the various movements. We enjoy a great workout in a fun class.

Gambel’s quail certainly don’t need an introduction here in SCOV. They are everywhere and their little ones are very cute, growing fast to avoid their many predators. There are three species of quail in Arizona, but the Gambel’s quail is the only one to be found in SCOV. Often their eggs will be found in strange places like flowerpots, and there could be a dozen or more, although the survival rate does not ap-

pear to be very high. Our 90-plus member Birding Group has now entered the summer hiatus, with only ad hoc trips likely this month. Scheduled trips will resume in September, but if you wish to know about our spontaneous summer trips, be sure to get on our mailing list by contacting Peggy Smith above.

The Mini Golf Club objective is to promote the use and enjoyment of the mini-golf course for socialization, with an emphasis on providing an outdoor activity for those unable to play more active sports. Annual dues are $5 pp. We are a club that promotes fun and socialization. We do not keep score, but we do offer prizes for holes-in-one. We have a basket of prizes at each game for a hole-in-one winner, with quarterly prizes for the person who has the most holes-in-one.
