H

ow often do you drive outside of Palm Coast to go shopping? For some items, there isn’t much of a choice. That’s because although the city continues to grow, it seems the retail world hasn’t put Palm Coast on its radar just yet. City officials are hoping to change that by investing in some exposure. Palm Coast’s City Council has contracted with a growth management firm it hopes will help the city fill some empty storefronts and keep residents from heading out of town to shop. The city’s agreement with the company — Fort Worth, Texasbased Buxton — requires the city to pay $45,000 per year for three years, and tasks Buxton with strategic planning and with recruiting retail businesses for Palm Coast and providing support to those already here. “This is part of our Prosperity 2021 initiative, to try to help bring and retain businesses in Palm Coast,” Palm Coast City Manager Jim Landon told the council at its July 7 meeting. “We have always focused on small businesses for the last few years, and this is trying to take it to a new level with something that will be new for us and new for our private sector partners.” Buxton was one of four firms that replied to a request for proposal put out by the city, and was the one recommended by staff. The firm’s work has been national and extensive, and began 21 years ago, Buxton director Ryon Stewart said in a presentation to the council. The company has worked with more than 3,000 brands and more than 700 communities — including both small towns and major metro areas like Atlanta; Dallas; Washington, D.C.; and Orlando — using analytics obtained from credit card information, among other sources, to match retailers to communities where they’d have a robust customer base. “When Buxton started on the retail side, the mantra in real estate site selection was ‘location location location,’” he said. “Buxton turned that on its head, and changed that mantra from ‘location location location,’ to helping retailers understand their most important variables are, ‘Who are my customers, where are they located, what’s their value to me.’” Buxton has already compiled some of that information on the Palm Coast area, Stewart said, finding that about 56% of residents own high definition TVs, 18% have been on a cruise, and almost a third are consuming USA TODAY on a regular basis. That kind of data, he said, is more useful in attracting retailers than the basic demographic data they’d have otherwise. “Demographic information ... is not actionable,” he said. “It does not tell a retailer if you’re going to

shop in my store or dine in my restaurant. What Buxton does is go from basically this 30,000-foot view of the community not only down to the doorstep level, but into the individual level. So now we understand that Ben drives a truck, he has one child and he’s a Netflix subscriber, while Tom drives a Volvo sedan, has three children and goes to the movies on average .9 times a month. Why is that important? If I’m AMC or I’m Regal Cinemas and I want to move to Palm Coast, I need to know that there are more Toms out there in your market.”

Stewart said Buxton has used that kind of information to help major retailers like popular grocery chain Trader Joe’s, which Buxton has aided in its eastward expansion from California. In Palm Coast, Stewart said, millions of dollars are leaving the community as locals shop elsewhere. “There’s close to $300 million that’s not being accounted for, which means there’s a demand of at least that much here in the community,” he said. “So there’s

Wolff is a big believer in the use of technology and is currently working to develop a flight lab at his school that will house the drone that he and his students recently assembled. O’Rourke described Wolff as “an educator who does not teach or serve for awards or accolades, but to inspire and impact those he comes in contact with each day.”

to spend,’” he said. “Especially because we’re going from $75,000 to $235,000, I think whoever’s going to do the negotiations … I think that it’s not totally unconventional to have the two sides sit down and come up with a price.” Carney said she had no problem sending Campbell out “to see if we’re in the ballpark. And if we’re not in the ballpark, then we’re done. … If the owner doesn’t see the paperwork like we see it, then we’re not going to go anywhere anyway. And if he wants to sell it, now’s his magical moment.” No residents spoke for or against purchasing the land during the meeting’s public comment period, and Mealy motioned to have Campbell and Smith negotiate with Cejner with a maximum possible price of $235,000, saying after the 3-1 vote that she’d included the number to keep Cejner from asking for more. The commission moved

through the rest of its agenda, but as the meeting was about to end, Flagler Beach City Attorney Drew Smith warned commissioners that he’d realized the earlier vote may have been improper. “In an abundance of caution, something caught my ear tonight, so I wanted to bring it to your attention and revisit it,” he said. “When someone is given the power to discuss various contract proposals and then bring that to the board, what puts it into the purview of the Sunshine Law is when there’s an actual delegation of power. … When an individual who has the power to bring back proposals to the board is told they cannot and there’s a limitation and they cannot bring that back to the board, in certain cases that can be a ‘delegation,’ so in an abundance of caution, just because we don’t want to have any kind of Sunshine Law problems, I would advise you remove the limitation — $235,000. I think that Bruce and they know where the council wants to go, but just the wording of that motion causes me a little bit of concern.” The commissioners also debated on putting a time limit on making the deal. Mealy suggested a two-month time limit, Settle suggested two weeks, and Carney motioned to have Campbell and Smith negotiate the purchase of the 2.9 acres with a requirement that the city receive a reply from Cejner within two weeks. Flagler Beach is moving forward with plans to make the vacant, city-owned Ocean Palm Golf Club property back into a golf course, directing staff at a July 9 City Commission meeting to negotiate the city’s purchase of a small piece of land that juts out into the course and may be crucial for returning it to golf use. The commission voted unanimously to direct City Manager Bruce Campbell and City Attorney Drew Smith to begin negotiations with current owner Stephen Cejner, with a requirement that Cejner reply within two weeks. Commissioner Joy McGrew was absent for the meeting, but sent an email — read aloud by Commissioner Marshall Shupe during the commission’s discussion — writing that she believed it would be in the city’s best interest to buy the parcel “so we can finally be done with this purchase and start moving forward.” “Please vote tonight to move forward with an opportunity to restore a piece of Flagler’s history,” she wrote. The city has long discussed what to do with the vacant land. The city own the 34-acre former course, bought for $490,000 in a foreclosure sale in 2013, and the City Commission created a citizen committee to study the

possibility of returning the course to golf and to analyze proposals by three companies interested in leasing and managing the course. Two of those companies, including the one Campbell was most interested in — Indigo Lakes Golf Club — considered the missing 2.9-acre parcel essential. The committee held its final meeting June 25. It had requested an appraisal from Cooksey and Associates Real Estate Appraisers, Alternative Use Committee Chairman Michael Flank said at the July 9 meeting, and was dismayed by the $235,000 figure produced, which was based on the land’s best, highest use: residential. But the city had in 2010 refused to allow a Comprehensive Plan change that would have allowed residential use of the land — a court upheld the city’s decision when Cejner, who wanted to build homes there, sued —and that made the idea of a return to residential use “a moot point,” and Cooksey’s figure unrealistically high, Flank said. The Flagler County Property Appraiser’s office, appraising the land based on recreational use, had valued it at about $75,000. “We feel that based on those two figures, our recommendation is that an offer be made to the current owner, and that it be a blend of those two figures,” Flank said in presentation to the commission. “When your committee made a

recommendation to go blended, was their any blended amount?” Commissioner Kim Carney said. “I mean, did you blend it?” “We were all over the map,” Flank said. “Everybody shot figures much lower than ($235,000).” He asked the commissioner to appoint someone to negotiate with Cejner. Commissioners discussed the possibility of making an offer contingent on a deal with one of the golf management companies, or negotiating with Cejner and a management company at the same time. But Mayor Linda Provencher said that would mean asking the management companies to come up with proposals for how they’d manage the land both with and without the 2.9 acres, something Indigo didn’t want to do. “I think we’re best off if you purchase it or attempt to purchase it,” she said. “Otherwise, if we can’t purchase it for whatever reason, then we have to go back to what we have.” Shupe suggested negotiating a price on the land first, then negotiating with a management company. “We need to own that dogleg that sits in the middle of it,” he said. “I’d like to buy it for $75,000, or give them $80,000.” Settle suggested making an offer and having Cejner make a counteroffer. Shupe warned against giving a maximum price. “It’s like, ‘Well let’s print it right across the front of the building how much money we’re going

alm Coast and the Flagler B ea c h e s Tourism Division has noticed an increase in visitor and website traffic from those looking to plan a wedding in the area, so Amy Lukasik, director of tourism marketing for the Flagler Chamber of Commerce, and her team recently published a brochure promoting unique venues in Flagler County as destination wedding locations. “(Wedding tourism) was growing without us promoting it,” Lukasik said. “I’m excited to see what happens when we start pushing it.” In the next fiscal year, beginning Oct. 1, additional funds will be directed to marketing the area as a wedding destination. The brochure highlights 14 Flagler County venues ranging in budgets and styles. On the higher end of the budget scale, lovers looking for a resortstyle vibe can set the scene at Hammock Beach Resort, which caters to large parties. A wedding planner will assist in planning every detail of the big day, including events like showers and the rehearsal dinner. Or, couples can make a splash walking down the aisle aboard the 117-foot Sundance Yacht, commissioned by Hammock Beach Resort and outfitted with two bars, a full galley,

On the other end of the scale, the Si Como No Inn and The Golden Lion Café offer simple beach weddings with laid back celebrations at their establishments. Lukasik said the Flagler Beach Pier is also a new wedding venue, although they have not had any official weddings there yet. Brides can also choose to get closer to nature at one of the local state parks, including the 5,000-square-foot rustic barn at the Florida Agricultural Museum, the formal gardens at Washington Oaks Gardens State Park or Princess Place Preserve. “I think the variety of uniqueness is what makes Flagler County a wedding destination,” Lukasik said. “You can have the ocean view with dolphins jumping behind you at Marineland or go back in time at Princess Place or get married on the beach and walking across the street for buckets of beer at Golden Lion.” Weddings have been happening at Marineland for several decades, but in the nine years that Joan Whittemore has hosted them as the sales manager at Marineland Dolphin Adventure, she has seen the desire for a unique, destination venue grow. Typically hosting 12-15 weddings a year, Whittemore estimated that 35-45% of couples are from Florida, the rest being from out-of-state or out of country. “It’s always been good for our personal business as well as the economy of Flagler County,” Whittemore said about hosting weddings. “I think it’s become a growing part of our business because we offer something that really is unique.” Since Marineland only provides the venue, couples getting married there are required to book local caterers, florists, linens and photographers. “If they’re coming from out of state, they are usually making a vacation out of it,” Whittemore said. “Time spent here

locally, at the beaches, restaurants and hotels — there is no doubt it is having an economic impact.” Lukasik said that the affordability of hotels and vacation rentals in Flagler County is one draw to the area. Local wedding photographer Sara Purdy, of Sara Purdy Photography, said that she sees a lot of potential for growth in the wedding industry in Flagler County, but that it needs to be targeted in the right way. During the spring 2015 wedding season, only one wedding couple she photographed was from Flagler County. Throughout the year, she estimated that 90-95% of the brides and grooms that hire her come from out of state, the majority of the weddings taking place at Hammock Beach Resort. “Hammock Beach has it down,” Lukasik said, adding that the resort sometimes hosts up to three weddings in one day. Purdy said that she sees a lot of places for people to get married besides Hammock Beach, but that they are not designed specifically for weddings. By contrast, she sees other venues like the Delamater House in New Smyrna Beach, which has an onsite staff, two cabins for the bride and groom to use, a barn, and a multiple ceremony site options. “We have community areas

that clients can rent and reserve; however, the common complaint I hear is that there is no one actually on property to help run the facility or event,” Purdy said. “If we had more venues for weddings that had someone on-sight to help coordinate or hired to work on staff to act as wedding coordinator, I think that would open a lot of doors for potential brides and grooms.” The downfall in most Flagler venues are that they are community areas, which require everything to be do-it-yourself in terms of set up and break down, she said. Places like the Agricultural Museum and Princess Place stay open to the public during wedding ceremonies, which is not always ideal. Princess Place also closes at 6 p.m., does not allow alcohol and requires permits, which are all reasons why Purdy said brides and grooms shy away from it as a venue. Lukasik said the brochure and the website revamp are just the first phase of a three-phase process to promote the area. What she would like to see happen next is to work with the venues on creating packages, if they don’t already have them. “Right now, a lot of the locations don’t specialize in weddings,” Lukasik said. “But, the opportunity exists.”

definitely a need. … You’re underserved in the community in retail.” Stewart said Buxton also had a set of tools to help retain businesses and aid current local businesses. “We can go into even further detail and show them what types of products should be on their shelves, based upon residential and workforce population,” he said. “I shared with you the example of a local restaurant. We can show them what types of beer that they have the highest preference to be purchased by their residents and by that workforce population.” Stewart told City Council members that if the city contracted with the company, it would have information on the most qualified retailers for the area in about 65 days, and could then begin the recruitment process, working alongside the city. As Stewart ended his presentation, Councilman Steve Nobile — himself a local businessman and owner of HSDS Guns on Old Kings Road — said he thought a contract with Buxton was a “very good idea,” but also expressed a concern. “One thing I would like us as a council to be careful of, is not to overwhelm the mom-and-

pop shops by just going out and drenching in the big-box retailers,” he said. “Generally, businesses that are privately owned, locally owned, them and their employees tend to make a higher salary. So I just want us to be mindful of that when we move forward, is that we’re focusing not on this but on our community and, as Mr. Landon said, using this as a resource to grow it.” “This isn’t changing our focus of assisting small businesses,” Landon replied. “That’s one of our key cores to our economic vitality in the community. This is intended to augment that. This is the next step; it is in no way intended to replace it.” But there are costs for everyone when residents leave town to shop elsewhere, Landon said. “When they go out of town, then they spend all their money out of town … and that hurts our small businesses too,” he said. “So, this is trying to keep people from having to get on the highway to go out, and spend their disposable income here, which helps everybody, including creates more jobs and keep all those local dollars here.” Councilman Bill McGuire said he supported the proposal. “The reality is that there are a lot of empty storefronts in the city

of Palm Coast, and if this program fills some of them up, then it’s money well spent,” he said. Councilman Jason DeLorenzo asked Stewart what kind of feedback Buxton would give the city if a potential new business decided against coming to Palm Coast. “I’ll tell you why I asked the question,” he said. “We hear, fairly regularly, that ‘Oh no, they won’t come here — they told me — they won’t come here because we’re too difficult to deal with, or our codes are too onerous, or we like a certain type of development and that’s too expensive.’ If you run into that, will we receive that type of feedback. … If that’s what you’re hearing back, are we going to hear that back?” Stewart replied by saying such complaints are common. “Even if there are those barriers, if we can show them what the opportunity is, truly, oftentimes we can overcome those barriers,” he said. “So we see that a lot, it really comes down to really doing the analysis and understanding what is the real opportunity here.” The council voted unanimously to approve a contract with Buxton. Money for the contract will come from the city’s economic development fund, City Administration Coordinator Beau Falgout said.

Palm Coast to set maximum millage rate

The city of Palm Coast has proposed a maximum 2016 millage rate of 4.2450. That is the current, actual 2015 millage rate. The actual millage rate for next year will probably be less, because property values have been increasing: The rollback rate, which would let the city ring in the same revenue as it did last year, would be 4.0559, city staff told City Council members at a July 14 City Council workshop. “We see no reason why you’d want to increase the tax rate this year, and I think there’s enough room there you’ll very likely be able to reduce it,” City Manager Jim Landon said at the workshop. The city is in the midst of budget presentations in preparation for the 2016 fiscal year. The actual millage rate won’t be adopted until September, but the city will adopt the maximum millage rate at a City Council meeting July 21. “If it would stay at (4.2450), it would generate about a million dollars more in property taxes citywide based on the increased values within the city,” City Finance Director Chris Quinn told council members at a July 14 workshop. “And you can see that

the tax amount would go up by about 6%, which is what about the taxable value has gone up. The thing to keep in mind on an individualized basis: Homesteaded folks, their taxable value can only go up a maximum of 3%, so even at the same TRIM rate, if you were paying $300 a year for your city taxes, the most your taxes would probably go up would be about $9 or $10 a year, in this scenario.” The 2015 millage rate generated about $16 million in property taxes. About $300,000 of that money went to the city’s stormwater fund, and the rest went into the general fund. This coming year’s total taxable value, Quinn said, will be about $4.142 billion, a 6.42% increase from 2015. Major changes in the city’s general fund for the coming year, Landon said, include a reorganization of the construction and capital improvements departments, the separation of the public works department form the utilities department, and the unification of fleet maintenance and facilities maintenance under one supervisor. The city is also proposing performance-based pay increases for staff. “Most employees will see about a 4% pay raise with this proposal,” Landon said.

Code enforcement and the Ernie Effect Observer

After reading last week’s cover story, “When code enforcement becomes a weapon,” I wanted to share my recent experience with code enforcement. Or, fortunately, the lack thereof. In the past, I’ve been tagged by code enforcement a couple of times before I made time to mow my lawn. Like some of you, when I’ve had that paper taped to my garage door, I have taken a look around at my neighbors’ houses to see if anyone is suspiciously watching me through their blinds, smirking an evil smirk. I know one neighbor who

has never ratted me out, and that’s Ernie. He’s a retired, jolly neighbor who, as a perfect stranger, mowed my lawn for me one day, just because. He has since become a good friend. While I was on vacation, he agreed to mow my lawn, and when I got back, he mowed it for me again as a surprise act of kindness. He has a riding mower, and I just have a push mower, so on extra hot days, he feels bad for me, and he knows that when I don’t mow my lawn, it’s because I’m busy being a dad. That, and sometimes I’m just a procrastinator, but he doesn’t judge me. Instead of mowing my lawn that last time, Ernie could have called code enforcement and said, “Look, I’ve got this jerk on my street who let his grass get shaggy again. He’s really bringing the whole neighborhood down.” But because he took a different approach — as a result of his kindness — I was inspired to use my Saturday lawn-

‘UH, WHERE’S OUR BUSH?’ I spent Saturday morning sawing away at the wax myrtle in front of my house. Notice that I didn’t say I was “trimming” or “pruning” my wax myrtle. There wasn’t much subtlety or finesse in my approach. “Let’s see,” I said to myself. “I’d like this tree to look more like a bush.” I had second thoughts after cutting the larger branches — some hacker’s remorse. But I left a few flourishes, some leaves on some scrawny twigs, sort of like parsley on a plate of fine cuisine, and I brushed my hands of it.

I walked inside and announced to my family that I was done with the bush, and if anyone wanted to see it, I was willing to let them look. “Hold on, let me get my glasses on,” said Jackson, my 11-year-old son. “Might be better without your glasses,” said my wife, Hailey, without looking. They both followed me outside. Jackson look at my handiwork and said, “Uh, where’s our bush? Why did you do that? It looks sad.” My wife gave me a pat on the arm and said, “I don’t know how to cut a bush, but, good job.”

A little more than two years ago, after four years of completing construction and set up of new Carrabba’s restaurants in Virginia and operating stores in the Metro DC market, I was asked by my superiors to relocate back to Florida. When I first heard “Palm Coast,” despite 20-plus years living in Florida beforehand, I, like many, had to Google it. Ten days later, my 3-yearold son, Yanni, and 37-week pregnant wife, Rachel, and I hit the road and, on arrival in Palm Coast, of course, drove straight to the construction site (yes, Rachel was “thrilled”). It was little more than a hole in the ground at that point. We had no idea that we had arrived in maybe the best place to live in Florida. A true community. Twelve days later, my daughter, Stella, was born at Florida Hospital, a blessed addition and a mark of our time here. I very quickly realized after being welcomed by many community leaders, including John Walsh, John Subers and Jon Netts (a lot of Johns — my dad’s name and my son’s, so, karmic, really — but I digress), that this was special place.

In year three, our sales and traffic are up 11%; we are No. 4 in results for our entire company, year to date 2015. The future looks bright. On a personal note, the community embraced my wife and children from day one. We love living here. This is the example of what a 2015 community should be. When, the business being what it is, my superiors came back recently and asked us to relocate again, as large companies do sometimes, this time to Tallahassee, our first reaction was, “No way.” We love Palm Coast. Why leave? Opportunities, economics and plain old life being what they are, however, we soon realized that there was more work to do, new frontiers to conquer and new opportunities to seize, however bittersweet leaving again would be.

MAILBOXES STOLEN ON ROLLING SANDS 7:49 p.m. — First block of Rolling Sands Drive Larceny: A 69-year-old man walked outside to check his mail, but found that more than the mail was missing: The entire mailbox and post had been stolen. It had been there at about 7:30 the night before, he told a Sheriff’s Office deputy called to the home to investigate, and was worth about $75. The box and post were secured by a friction lock, and the thief had “simply lifted the post and mailbox off the base,” the deputy wrote in a report. The same day, the Sheriff’s Office got another call about a stolen mailbox on Rolling Sands Drive, this time from a 65-year-old woman. Her mailbox had been worth about $50, she told deputies.

RUDENESS LEADS TO FIGHT, 911 CALL 9:58 p.m. First block of Boulder Rock Drive Physical disturbance: A bit of rudeness on the road sparked a disturbance that led to a 911 call after a woman driving a Hyundai Sonata cut in front of another car on Palm Coat Parkway, and the couple who’d been cut off confronted her. The Hyundai pulled into a gas station on the corner of Boulder Rock Drive, and the car that had been cut off — occupied by a 51-year-old man, who’d been driving, and his wife — followed, the wife later told deputies, because the man wanted to confront the Hyundai driver. The Hyundai driver got out of her car, and the wife from the car who’d been cut off got out and confronted her, according to a Sheriff’s Office report. The Hyundai driver went inside to use the bathroom, and when she came out, the wife had positioned herself behind the Hyundai and was saying she’d called the Sheriff’s Office. The Hyundai driver then pushed the wife down and got into the car. The wife’s husband walked up to the Hyundai and began punching the windshield. When the woman began to back up, he punched the taillight, breaking it. The Hyundai sped out of the lot and headed north on Interstate 95. Deputies weren’t able to find it.

Deputies found a 4-year-old boy unconscious in a locked Jeep Cherokee parked in his family’s Woodlands-area driveway the afternoon of Sunday, July 12. A fire rescue unit arrived and took the boy to Florida Hospital Flagler, where he was placed on a ventilator and then transferred to Wolfson Children’s Hospital in Jacksonville. The incident started with an emergency call about a missing child. The boy’s 13-year-old sister had been left to watch him while her parents took another sibling to a softball game. She fell asleep next to her brother and slept for about an hour, she told deputies, then awoke to find the home’s front door open and her brother gone. She called 911, and deputies responded at about 2:23 p.m. Two deputies checked the inside of the house, on the first block of Blakefield Drive, while another checked with neighbors, who had not seen him. Deputies then checked the Jeep, where they saw the boy lying down, unconscious, with all of the windows rolled up. Sheriff’s Office Deputy William Nunziato and Sgt. Michael Van Buren cared for him until rescuers arrived. Temperatures Sunday afternoon rose into the mid-90s.

Sea Ray gets Planning Board approval The proposed zoning change would let Sea Ray build a parking lot. JONATHAN SIMMONS NEWS EDITOR

In a Planning and Development Board meeting that drew an audience of about 50 and included almost an hour of public comment — a rarity in a form of government meeting that almost never draws a crowd — the county’s Planning Board voted 6-0 July 14 to recommend that the county approve a zoning change to let Sea Ray boats build a new employee parking lot. The vote in favor or Sea Ray is a turnaround from a previous Planning and Development Board vote on the parking lot proposal, in which the board decided unanimously against Sea Ray. “I, too, couldn’t support it in the beginning,” Board Chairman Russ Reinke said. “I think I’ve heard enough evidence supporting this application tonight.” The proposed parking lot on a 24-acre parcel of conservation and residential land adjoining Sea Ray’s property off Colbert Lane has divided residents of the areas near the Sea Ray plant — who fear the parking lot proposal is a cover for industrial expansion that could affect their quality of life — from other county residents who’ve worried that denying Sea Ray’s proposal might cause the company to move, costing jobs. The Planning Board had, earlier this year, opposed a land-use

change to allow the lot. The County Commission — whose vote, unlike the Planning Board’s, was binding — disregarded the Planning Board’s recommendation, voting in March in favor of Sea Ray. The Planning Board vote July 14 registered the board’s support of Sea Ray’s application to change to land’s zoning from conservation and low-density residential to high-density commercial, the zoning that would allow the lot. It isn’t binding. The issue goes before the County Commission at a meeting 5 p.m. Monday, July 20, for a final decision. Sea Ray Operations Manager Craig Wall explained the reason for the lot. “We need a parking lot for the convenience and safety of our team members, and to improve the operational efficiency at our plant,” he said in a presentation before the board. Sea Ray, he said, has gone from producing three

different boat models to producing 17 models — ranging from 37 to 65 feet long — which require large molds. The molds are taking up space in the company’s employee parking lot, forcing employees to park along the entrance road. Wall said the plan for the lot wouldn’t expand manufacturing. Much of the opposition to the zoning change has come from residents of Lambert Avenue, which borders the plant. “If you need a bigger parking lot, you’re expanding,” Flagler Beach City Commissioner and Lambert resident Jane Mealy said during the meeting’s public comment period. Mealy echoed complaints voiced at previous government meetings on Sea Ray that the plant emits styrene, stinking up the area. “Increasing the amount of styrene in our atmosphere is not increasing the quality of life,” she said. “Imagine sitting at Finn’s or

the Golden Lion deck and smelling the styrene.” Lambert resident Roseanne Stocker also spoke against the change, saying the proposed lot would harm local property values and violate the county’s Comprehensive Plan. About a dozen Sea Ray employees showed up to the meeting wearing tan Sea Ray T-shirts in support of their employer. Ken Fonte, a 22-year Sea Ray employee, asked the board to vote in Sea Ray’s favor “so I can keep my livelihood, keep my family here, and hopefully retire here.” He said Sea Ray’s industrial site existed long before the homes on Lambert. “I’ve been here longer than most of you people,” he said, turning toward the audience. “Now people are trying to take my job. I don’t think that’s right, so please vote yes,” he said to the board. Rebecca DeLorenzo, president of the Flagler County Chamber, said Sea Ray was one of the county’s oldest employers. “Let’s not miss the opportunity to show that Flagler County can get past the noise and support reasonable business requests,” she said. Before the unanimous vote, several board members noted their previous opposition to the landuse change, but said they couldn’t justify denying the zoning change that came before the board July 14. Reinke said he felt Sea Ray’s current proposal had taken care of buffer issues, and that the company is “being good citizens.” And, he said, “Our job is not to have subjective opinions, but objective opinions based on the law.”

BRIEFS Bova: competent to stand trial Joseph Frank Bova, the man accused of the Feb. 21, 2013, execution-style shooting of Mobil station clerk Zuheily Rosado, was found competent to stand trial in a July 15 competency hearing before Circuit Judge David Walsh. “He has … the present ability to testify in an informed and selfprotective manner,” psychologist Lewis Legum testified at the competency hearing. Bova’s condition has been stabilized with heavy doses of anti-psychotic medication for a schizophrenic disorder. Walsh found him “competent to proceed as to all issues.”

Man assaults gas station clerk A man with a bandanna wrapped around his face and a steel pipe in his hand burst into the Sunoco on U.S. 1 near State Road 100 early the morning of July 13, swinging the pipe at the clerk while screaming “I hate America,” according to a police report. Deputies used a Taser to subdue the man, who they identified as 21-year-old Bunnell resident Fred Demesmin. Another worker said Demesmin had also attacked one of his employees’ cars as it drove past. Deputies charged Demesmin with aggravated assault with a deadly weapon, criminal mischief, resisting arrest without violence and carrying a concealed weapon, for a knife they found in his pocket. His girlfriend told deputies that he’d been acting odd and saying that demons were after him and that he needed to kill someone.

Phone scammers impersonating Sheriff’s deputies The following is an adapted news release from the Flagler County Sheriff’s Office: The Flagler County Sheriff’s Office has received several reports about telephone scammers impersonating Sheriff’s Office deputies. Residents have received calls from a male claiming to be a captain or lieutenant with the Flagler County Sheriff’s Office Warrants Division. The scammer tells the person who answers the phone that there is an active warrant for their arrest, and says the victim must pay a $1,000 fine. The Sheriff’s Office does not ask for payment over the phone. The Sheriff’s Office has advised anyone who receives such a phone call not to give any personal information over the phone and not to send money, gift cards, cashier’s checks or prepaid cards. Instead, people who receive such a call should contact Flagler County Sheriff’s Investigative Services Division at 386-586-4801.

One can only imagine all of the height and basketball jokes 17-year-old, 6-foot-10 Reilly Opelka has heard throughout the years, like, “Maybe, you should try basketball. You wouldn’t have to jump to dunk.” Well, there are a lot of tall basketball players, and very few can boast of winning anything as prestigious as the Boys Wimbledon Championship. The story of Opelka’s Wimbledon run is one of David and Goliath, but it’s certainly not based on height. He was the tall one, but four of his six opponents had much more impressive credentials, ranking inside the Top 15, according to the International Tennis Federation. Even after losing to Opelka, they all remain inside the Top 10. Opelka, on the other hand, went in to the tourney unseeded. With every match, the former Indian Trails Middle School student got better, and, what should’ve been easy wins for

fter surrendering an early run, the Palm Coast All-Stars cycled through the batting lineup numerous times, forced two pitching changes, were hit by five pitches, turned multiple walks into runs, capitalized on many Eustis AllStars’ errors, stole numerous bases, compiled 22 runs — and then came the second inning. By the time Eustis secured its third out of the first inning, 8:30 p.m. had rolled by, the sun decided it couldn’t watch any longer, and the game was far out of reach. The Palm Coast All-Stars eventually racked up 36 runs, while

allowing Eustis to score a run in the opening and closing innings in the shortest time allotted on Thursday, July 9, at the Indian Trails Sports Complex. “The team practiced and played hard, and their efforts showed in the game,” coach Brian Walberg said. “The other team’s pitching wasn’t as good as ours, but I was thankful for the first inning to come to an end.” The game, only five-and-ahalf innings, lasted for more than three hours, finishing around 10:20. When Eustis pitchers didn’t walk batters, it seemed like Palm Coast made them pay for it every time with a single or double to the outfield. SEE NEVER-ENDING PAGE 14

ukido Academy’s Chief Instructor Sensei George Rego loves to teach his self-defense style of jujitsu so much that he gave up competing years ago, but that only made his most recent accomplishment so much sweeter. Rego accepted an invitation to the 2015 AAU National Freestyle Judo Championships, which were held in June in Denham Springs, Louisiana. “I went in confident at what I do, but I also had an understanding that this is their (the competitors’) world, this is their backyard,” Rego said. “They train specifically for competition, but, for me, it’s different.” It might not have been his world, but it was Rego’s tournament. He cruised to the lightweight championship without dropping a single point. “I was very happy our style held up on a national level, even though it wasn’t our bread-andbutter thing,” Rego said. “The part I was most surprised with was not giving up a point.” With a national championship notch on his fourth-degree black belt, is Rego planning to sell Flagler County’s longest running martial arts dojo to pursue a mixed martial arts career? Absolutely not. “My focus has always been on self-defense,” he said. “This was somewhat a personal thing, a little research, to get to ‘know your enemy.’ I wanted to see what were strengths and weaknesses, so I could teach my students.” Rego believes there is a place for both, competition and selfdefense teaching, but he’s confident the latter will help in realistic situations. “I’d rather give a kid the sense that he can defend himself from a bully as opposed to giving him a trophy,” Rego concluded. It seemed that if the Palm Coast All-Stars wanted to, they could’ve scored 100 runs. “We decided to take out some of the starters and put the subs in a little earlier than I anticipated, to keep the game flowing,” Walberg said. “Unfortunately, our mentality is that we want to win, and it’s hard to shut off a group of kids who have practiced so hard during the week.” The Palm Coast squad defeated South Putnam 11-1 to win the junior championship July 14.

ore than 30 student actors took the stage at the Flagler Playhouse this weekend for the four-show run of “Shrek the Musical Jr.” The production, directed by Pat Love with musical direction and choreography by Ann Paris, was the culmination of an intensive three-week musical theatre camp experience. But this production was unlike any other; and while the students rocked it on stage, the volunteers rocked it in the costume room. “This is one of those productions that we absolutely could not have done it without the volunteers because ‘Shrek’ is so costume heavy and prop heavy, and over the summer it is extraordinarily difficult to get volunteers,” Love said. “We wanted to make it convenient for the children, which means camp was during the day, when most of our volunteers are working during the day.” But that didn’t stop Ed Aversa and his team of costume volunteers from getting the job done. Aversa joined the playhouse team three years ago, when he choreographed “Fiddler on the Roof,” and is now learning the ropes of costuming. “I taught Ed how to sew,” said Judith Mitchell, an experienced tailor, who works with the playhouse. “But he’s more of a craftsman; he builds masks.” Masks, wigs, fat suits and props were in no shortage for this production. “In a normal play, you have a person assigned to a role,” Aversa said. “In this children’s show, you have ages 8 to 16 and

instead of having one role, one costume, we have some kids that are doing five different roles from major roles to ensemble roles, which means quick changes for them — costumes that can be taken off offstage and then put back on. So our cast of about 33 has multiplied times four or five for costumes.” Costume volunteers range from experienced seamstresses to mothers and grandmothers of

actors. “Volunteers are the blood supply to community theater — without them, you can’t do it,” Aversa said. During the intense three-week program, the students in the camp not only learned their lines and stage cues, but they also learned responsibility. “These kids are given a costume, and it’s not Halloween where they wear it for one night,”

Aversa said. “It has to be sustained, it cannot be lost, cannot be damaged, and they’re learning that it’s not a toy.” For Love, seeing the volunteers step up was a reinforcement that the theater belongs to the community. “It belongs to everyone,” she said. “And the people who come here and volunteer are the people that own the theater.”

The Palm Coast Arts Foundation was awarded its second State of Florida Cultural Facilities grant award of $100,000 to further plans for Phase I of a multiphased arts complex in Town Center. “We are thrilled to have the State’s support in undertaking this massive project for Flagler County, a recognized underserved region for the cultural arts,” said Sam Perkovich, President of PCAF. “The city of Palm Coast has been a true partner in helping us realize this enormous cultural opportunity for our residents and visitors. We are confident that Palm Coast and the Flagler Beaches will become a destination for the arts in the northeast and central regions of our State once this complex is completed.” The stage, a 90-x-50 structure, will be able to accommodate full orchestras, outdoor theatre performances and concerts. To provide weather protection for performers, PCAF has announced the “Raise the Roof” $150,000 campaign to match existing funds. James Harter Sr., architect and PCAF member, designed the structure stating “the complex space frame of three arches spanning 140 feet will provide acoustically sound components for the large expanse of space for these outdoor performances.”

The Northeast Florida Community Action Agency Inc., a local nonprofit, will host its secondannual Awards and Recognition Luncheon Thursday, July 23, at the Hyatt Regency Jacksonville Riverfront. The Awards and Recognition Luncheon will highlight NFCAA’s positive impact on lowincome communities. The Rev. Charles Silano, Flagler County resident, will receive the Outstanding Community Leadership Award. In 1998, Silano founded Grace Tabernacle Ministries International. Shortly after, the Grace Community Food Pantry was born. Its primary objective is to provide food to families and individuals in need. In addition, it provides clothing, limited financial assistance and help to coordinate other social services. Most recently, Silano created a faith-based jail-diversion and addiction-recovery program called Open Door Recovery, designed to help individuals get their lives back together after they have been convicted of or charged with a crime or released from jail.

Employees from Florida Hospital Flagler and Florida Hospital Memorial gave of their time to Halifax Urban Ministry in Daytona Beach, preparing more than 400 meals and serving them restaurant-style to underprivileged people, including children Saturday, June 13 at the Bridge of Hope Kitchen. Services offered by Halifax Urban Ministries include temporary housing, food, case management programs and emergency assistance. In 2013, Halifax Urban Ministries provided more than 24,700 food packages to the needy and served nearly 150,000 hot meals, and in 2014, Florida Hospital Volusia/ Flagler collectively contributed nearly $101 million in benefits to the underprivileged, the community’s overall health and wellness and spiritual needs, and capital improvements.
