When code enforcement becomes a

WEAPON

What should the city do about residents who anonymously call in repeated, bogus code complaints against neighbors they don’t like? JONATHAN SIMMONS NEWS EDITOR

Code enforcement is supposed to be an impartial process: A call comes in — or a code enforcement officer see a violation on their rounds — they check it out, and they issue a warning if there’s a problem. But it doesn’t always work that way. Instead, code enforcement officers sometimes find themselves used as pawns in neighborhood disputes, with one neighbor calling in repeated anonymous complaints against another neighbor they don’t like. F-section resident Deborah Susswein told the City Council at its regular meeting the evening of July 7 that she’s been the target of such a campaign, and asked the

The back porch of Nancy Allen’s Woodlands-area Palm Coast home is covered in bolts of cloth, spools of thread and the machines she uses to shape them into the quilts, blankets and children’s onesies and dresses that are laid in two-foot-deep stacks over a table. A rescued miniature poodle sits in the 56-year-old woman’s lap as she works at the computer on the embroidery designs for her pieces, which take up most of her hours: about 16 a day. But she once spent them in heartier activities: hunting bear and deer the rural New York towns where she grew up and raised a family before her move to Palm Coast. Allen, with trim chin-length hair and a pair of black rimmed glasses, doesn’t look like the kind of person who’d hunt and eat a bear, or spend arduous hours turning maple sap into syrup or canning peaches or milking cows and making her own butter. But she did it all.

Allen: more than she seams ‘WHAT WE HAD TO DO’

Allen didn’t put her own children through that particular torment, but they did learn how to blanch and can peaches, pick berries — and avoid the berry fields’ inevitable rattlesnakes — and make their own applesauce. “We had a food mill that they knew how to crank,” Allen said. “All my kids are used to a lot of work,” as were their friends, who often came over and helped out. “Whoever came to the house knew that they had to work. I had a garden, and they went to pick blueberries with us,” she said. “We rarely ever had less than 15 kids in our house. And what life that is, and what vitality! But I’d rather it happen there than have my kids out on the street.” It was for her children that Allen really began sewing. “If I didn’t know how to sew, my kids would’ve gone to school looking like ragamuffins,” she said. “I would go to the thrift store and get these adult dresses, and tear them apart and make them dresses.” She made them ornate, and sometimes her daughters’ schoolmates asked where they came from. “And my kids were sworn to secrecy. I said ‘Don’t you ever tell them where you got that.’” Better that the other children thought the pretty dresses with the fancy lace and embroidery came from some Parisian boutique. As her children got into high school, Allen said, “I think

they were embarrassed because they didn’t have their Jordache jeans.” They got them when they were old enough to work and pay for them themselves. “That’s just what we had to do,” Allen said. A LITTLE TASTE OF HOME

As Allen’s children went to college — and all of them went — Allen herself returned to school, studying accounting and entering the corporate world, working in Jacksonville. But she soon ended up sewing again. Her manager’s wife, she said, rode show horses and wore ornate show jackets in competitions. “And he said, ‘She spends a fortune on these show shirts. She spends upwards of $2,000, $3,000 for them.’ And I said, ‘Well, I can make them.’” So Allen did, and she “got into the business big.” “At one point I was making six show jackets a day,” she said. Then people asked her to make chaps, so she made those, too, and a few asked for quilts, and she made those. “And they would tell their friends and their friends’ friends,” Allen said. Allen began making children’s clothes again, and quit the corporate world to spend time at home sewing, with Dwight — who digitizes her embroidery patterns for her — by her side. Most of her work is donated. “For stuff that I give away, I probably send out 20 packages a week,” Allen said. “I’ve always

had a big heart for people who didn’t have much, because of my past. … None of it’s a profitable venture; it just keeps me from getting lonely.” She mentioned a recipient who was a single mom without much money to spend on fancy clothes. “Even single moms that don’t have very much like to have their babies in pretty clothes, and every being is important to me, especially the little beings,” Allen said. But Allen might, yet, put down the sewing needle for a while and take up a rifle once more. “This year I might go back up

the time I was 9,” she said. Once she turned 12, she could do it legally. “Never shot a bear, but I went hunting when both my brothers have. We ate a lot of it, that’s for certain.” (The taste of bear meat, she says, “depends on how it’s cooked. … It’s a little more wild than deer, but very palatable.”) But the days when venison was the family’s meat staple was a lifetime ago: Allen’s husband and her out-of-state siblings, who sometimes visit with ice chests full of fresh venison, marvel at the fact that Allen — an armed terror to the deer in her home state — now enjoys watching a family of deer that nibbles the grass in her suburban yard in the dawn hours. “You’re lucky you’re not in New York,” Allen’s husband, Dwight, likes to murmur to the hoofed intruders as he watches them contentedly chewing their cud. Dwight Allen often does the shopping, but when she goes, Nancy Allen sometimes still marvels at all the things on the shelves that she for so many years made on her own. Butter, of course — although she never liked the taste of the kind she made as a girl, because her grandmother never salted it — but also canned fruits and maple syrup. Allen and her siblings used to collect buckets of sloppy, sticky sap from hundreds of maple trees and haul it to the family’s sugar shanty. It took the family about

62 gallons of sap to make a gallon of maple syrup.

It’s not just a good idea ... it’s the law.

130 NEW LAWS T

he Florida Legislature passed about 130 new laws this year, many of which went into effect July 1. Among the more controversial are a 24-hour waiting period on abortions — that one has already been challenged by the American Civil Liberties Union — and the repeal of the state’s gay adoption ban. Beer fans can celebrate a law allowing the filling of 64-ounce beer containers called “growlers,” and aerial drone fans are barred from using the gadgets for snooping. Letter carriers in rural areas have been exempted from seat belt laws while on their routes, and the state has specified protocol for isolating patients to control the spread of disease. A collection of the more notable, controversial or odd bills passed this year is listed below. Education HB 7069

Reduces the number of standardized tests students have to take, and revises a requirement for the uniform opening date of public schools to no earlier than Aug. 10. See flsenate.gov/Session/Bill/2015/7069.

Hazardous Walking Conditions HB 41:

“Gabby’s Law for Student Safety” lets school districts make formal requests to fix hazardous walking conditions, and requires the government entities with jurisdiction over the road with the hazard to add the hazard to their next five-year transportation work plan or specify why they won’t. Alcoholic Beverages SB 186

Lets a brewer or vendor fill 64ounce beer containers called “growlers” for drinking off site, places a cap on the number of vendor licenses a brewer can hold, limits the size of cups for beer tastings to 3.5 ounces and requires that tastings be held inside. See flsenate.gov/Session/Bill/2015/0186.

Informed Patient Consent to Terminate Pregnancy HB 633

Requires a 24-hour waiting period before a woman can have an abortion and states that an ultrasound must be performed to

Allows, in certain cases, a minor who is recording someone committing, stating an intention to commit, or confessing to committing an illegal act of physical or sexual abuse against the minor to be exempt from laws that would otherwise make the recording of a conversation without both parties’ consent illegal. Experimental Treatments for Terminal Conditions HB 269

Surveillance by a Drone SB 76

Florida Civil Rights Act, Pregnancy SB 982

Amends the Florida Civil Rights Acts, which already prohibited discrimination on the basis of race, color, religion, sex, national origin, age, handicap, or marital status, to also prohibit discrimination on the basis of pregnancy. The Act applies to employment and professional certification and licensing; and to food establishments, lodging and public accommodations. See flsenate. gov/Session/Bill/2015/0982.

Rural Letter Carriers SB 160

Exempts rural letter carriers for the United States Postal Service from safety belt usage requirements while they’re on their routes. (Went into effect May 22.) See flsenate.gov/Session/ Bill/2015/0160.

Online Voter Application SB 228

Requires the Division of Elections to create an online voter registration system, which must compare the voter information submitted online with Department of Highway Safety and Motor Vehicles records. The Division of Elections must make a formal report of its progress in creating the new system by Jan. 1, 2016, and potential voters must be able to register and update registrations online by Oct. 1, 2017. HIV Testing HB 321

Public Health Emergencies HB 697:

Lets the Department of Health enforce or end the isolation of people, pets and locations to control communicable diseases, requires the DOH to establish rules on isolation orders. The law also makes it illegal during a declared public health emergency for a person to falsely tell a law enforcement officer or health care provider that the person has a communicable disease. Adoption and Foster Care

Government construction

Deletes a prohibition on gay people adopting children, provides for a $5,000 benefit for government employees who adopt foster children or a $10,000 benefit if those children have special needs, and states that a person cannot be banned from adopting because they want to home

council to make a change: End the anonymous complaint system. “I think that the anonymity makes for real problems,” she said. In her case, she said, “This neighbor, who I think is cowardly and I think he’s a sniper, he does this, and I know that other people who are making frivolous complaints and sniping can do this more readily, if their complaints are anonymous.” The exact nature of the complaints against Susswein came out in later discussion between the council members when Councilwoman Heidi Shipley, who lives on the same street as Susswein, described the problem as a neighbor “sitting there during the rainy season, which is now, and they’re watching for that grass to hit the code,” then calling in a complaint about it being too long. Susswein said her house, built before her neighbors’, is lower than others around it, which slows down her mowing because the ground’s often too wet. “What makes it difficult to mow when everybody else mows is that I get the Everglades,” she said. “My land is swamped, especially in the backyard.” But City Manager Jim Landon warned that there was a reason for the anonymous code violation complaint system: People who’ve been complained about can retaliate, sometimes criminally, against complainers. Code Enforcement Supervisor Barbara Grossman said complainers often refuse to give their names, and for good reason. “It can get really ugly,” she said. “I mean, to the fact of coming home and their windows have been cracked, spray painted fences — it’s just unbelievable.” “I think, though, there’s two sides,” Councilman Steven Nobile interjected. “There’s that side, and then there’s the side of the neighbor using it as a weapon against their neighbors. … You’re giving me an excuse which I understand, but you’re not addressing the other side. reliable. “I’m just using a for instance: Four or five times, somebody’s calling in a barking dog compliant,” he said. “And we’ve found it to be totally unfounded — deputies or code enforcement’s sat there, rolled down the windows, did their due diligence, sat down the road with their windows down, not just rolled by and didn’t hear them, but actually sat there for literally half an hour, an hour, and calls still came in — at which time we said, ‘Well, we’re no longer going to respond to anonymous calls to that house based on our discretion,’ and as Mr. Reischmann said, common sense. So that’s how we handle that.” Shipley said there are cases when a complaint might be technically correct — as in the case of the neighbor waiting around for an enemy’s grass to hit code length during the rainy season — but only get reported because someone’s waiting for it to happen and then calling in the violation before their target has had a chance to fix it. Grossman said her officers track the rain and wait for weekends before issuing notices, so people have a chance to mow when it’s dry. “There may be an individual when you’re driving up who says, ‘My lawnmower’s broke,’” she said. “We’ll give them reasonable time, and we’ll come back and do a re-inspection. The lawn is mowed, the case is over.” McGuire turned the discussion away from Susswein’s case and back to anonymous complaints. “The bigger issue here, if there is one, is that there are people who use our code enforcement department as a weapon against you — ‘I live next door to Carman, I don’t like Carman, so I’m going to invent all kinds of stuff to see if I can get him in trouble just because I don’t like him,’” he said. The council directed Landon to schedule the issue for discussion at a workshop after Councilman Jason DeLorenzo said he’d considered some ways of addressing the problem, but thought the matter warranted more discussion. “I think I have some ideas at how we could protect the citizens, but also try to reduce the number of frivolous or retaliatory calls,” DeLorenzo said. “I’ve been looking for what other communities do, and best practices and those types of items as part of the discussion, and probably the volume of repeat calls from citizens and that type of stuff, so we can understand if there really is a problem.”

Protecting malicious complainers, but not their targets, he said, is “addressing half of it. And we seriously need to sit down and fix this, because it is happening a lot on both sides. ...We’ve got to protect both sides.” Grossman said that sometimes code enforcement officers know they’re being misused. “There’s many times that we know that here is another side to the story,” she said. “We know the situation. We know at that time that it’s going to be unfounded; it’s going not to be a code violation. Or we’ll get to the point where we’ll tell them, ‘There’s nothing in the code that says you can’t have cardboard hanging out your garage door, that’s a civil issue, you have to take that up with your neighbor.’ You know, if it’s not a violation, it’s not a violation.” The city’s attorney, Bill Reischmann, reminded council members that a complaint doesn’t automatically trigger a violation notice or fine: It just starts a process of investigation. “If the code enforcement officer receives, for the sake of argument, the 10th complaint on the same property from the same anonymous source in one month, they’re going to grab their investigator, and they’re going to use their common sense — and I see it happen — and if there’s not a code violation, that’s the end of it. If there is a code violation there’s a warning notice.” “I understand that,” Nobile interjected, “but if somebody’s making 10 or 12 calls a month — and when the code enforcement officer goes out, there is no violation — that’s costing me money.” “You bet it is,” Councilman Bill McGuire replied. Sheriff’s Office Cmdr. Mark Carman, head of the Sheriff’s Office’s Palm Coast precinct, said deputies have teamed up with code enforcement officers to determine if complainers aren’t

Flagler Schools’ Adults with Disabilities program has been stripped of its state grant funding, leaving administrators unsure if they’ll be able to continue the program. “Adults with Disabilities was a grant-supported program that Flagler County has had for over 20 years, and in the most recent funding session, that funding stream was eliminated,” Flagler Technical Institute Director Kevin McCarthy said at a School Board meeting July 7. “It came about unexpectedly; we were unpre-

pared for it.” At this point, McCarthy said, “We’re tasked with, ‘Well, what do we do now?’ We’re very much committed to providing a highquality program, but all the costs were under a grant.” For now, McCarthy said, the district will continue to operate the program in Flagler County — “How we’re going to support that is still evolving,” he said — but is ending a partnership with a Stewart-Marchman-Act facility in Volusia County that let clients

make sub-minimum wage while receiving vocational training. The adults with disabilities program serves 84 people, he said, and “All this came about at a time when our fiscal year was about to start.” The district has been working with Florida Sen. Travis Hutson, who has “really led the charge to help us navigate a lot of confusion, that we’re really not clear what the next steps are,” said Tom Tant, the district’s financial director. The program had a direct economic impact in Flagler County because it freed people who would otherwise be taking care of disabled relatives to spend that time in the workforce, McCarthy said.

Dead body found behind Walmart Someone called the Sheriff’s Office the morning of July 4 to report a dead body behind the Walmart on Cypress Point Parkway. Investigators found no identification on the body, and the person’s name has not been released. A heavily redacted Sheriff’s Office report on the case also doesn’t list the sex or age of the person whose body was found, exactly where it was found or how long it may have been there. and says nothing about a possible cause of death. The Palm Coast Fire Department removed the body, and Sheriff’s Office deputies asked Walmart employees to review their surveillance video of the area.

The Flagler County School Board discussed a school tax increase at a School Board meeting July 7, voting unanimously to approve a notice to the public that, to receive state education grants, the district’s required portion has increased by 4.07%. “We’re going to actually have a tax increase ad, even though our millage rate is going down — it will be the second lowest millage rate that we’ve had in the last 20 years — even though the millage rate goes down, our total proceeds from that millage rate is more than we received last year, therefore we have to have an ad,” School District Finance Director Tom Tant said. The proposed rate will change, Tant said. “On July 18, the state Board of Education is going to certify the millage rate, the required local effort, so that number will change. Our property appraiser has given us, though, the certified property values, and fortunately they’ve gone up 7.1%. So that is really good for district.” The School Board will vote on the proposed rate at a 5:15 p.m. July 28 meeting at the Government Services Building at 1769 E. Moody Blvd in Bunnell.

The best thing about minivans is that you can fit a lot of junk in them. The worst part is that you can almost fit a lot more junk in them, and so, when you’re leaving town for a road trip, you somehow squeeze in an extra pillow and a boxed set of Percy Jackson books and a large, stuffed alligator. I recently drove across the country with my wife and kids, and the attempt to keep the vehicle clean was a primary concern. In fact, I even requested and received a Dust Buster as a Father’s Day gift in preparation for this threeweek, 4,800-mile jaunt to a few family reunions in Idaho and Utah and Colorado. I drove just about all of the 80-plus hours, and so most of the mess occurred behind me, pleasantly out of sight. As I finished packing the van outside my in-laws’ house in Denver, gearing up for the

home stretch, my wife, Hailey, came out with some terrible news: She had been given some old dolls and doll furniture from her childhood. “Should I take them?” she asked, with a pained look on her face. I looked at the doll. It had no eyeballs. Hmm. “Well,” I said, “if this were the end of the world, and zombies were chasing you, and you could only pick up one thing, would this be it?” Apparently the answer was yes, because it ended up in the minivan. I tried to console myself by vacuuming up some crumbs in one of the kids’ seats, and instead, the Dust Buster started barfing out sand. I always thought it was supposed to suck things, instead of spitting them out, but oh well. I turned it off and packed it in the back.

But keeping the van clean is only one problem with a crosscountry road trip. There is also the difficulty of staying awake when you’re surrounded by pretty much nothing except the glare of the sun off the dashboard. My trick is tried

and true: Eat Red Vines until you can’t stand it anymore. Then take a sip of water and a bite of beef jerky, and move on to Starbursts. Many Swedish Fish gave their lives to help us arrive safely home. At one point, I had a nutrition-oriented thought. While shopping, I asked Hailey, “What’s a snack that you can eat a lot of but without calories?” She shrugged and said, “Rice cakes?” That was the end of my nutrition-oriented thought. Twizzlers are better than rice cakes, really.

Then there is the difficulty of keeping the children happy. Movies are good. Video games are good. Looking out the window doesn’t work as well today as it did in my day. And the bad deeds happen in a blind spot. At one point, Ellie, my

5-year-old, yelled at her 8-year-old brother, Grant: “Give! Me! My! Glow stick!” I was about to yell at Grant for being a troublemaker, but then he said, “Then stop hitting my head with it!” Parenting is tough enough when you can see it all happen, but when it’s all in the dark, in the rear view mirror, it’s impossible to separate the criminals from the victims.

All that time in the car invites contemplation. It’s healthy; we don’t meditate enough these days. But over time, my mind started playing tricks on me. I started talking to the digitized voice in the GPS. She would tell me to turn right, and I would say, “You got it.” She would tell me to turn left, and I’d say, “Way ahead of you. Turning left now.” It got worse and worse, to the point that I started to ask questions. “Are we there yet?” And, “Are you sure about that?” “What’s the purpose of life?” I asked. I couldn’t tell if she was joking, but she said, “Continue on I-70.”

If we deny that racism exists, we lose Dear Editor: In response to the letter written by Douglas Glover: How does one lower the illegitimacy rate? Is that monumental task really the responsibility of the NAACP or the Southern Poverty Law Center? If so, more the reason to file a complaint against the school district. Demanding equal opportunity in education is a great way to start. The numbers, if you want to talk percentages, speak for themselves. They indicate that there has been systematic racism perpetrated against black

and minority students. Lack of education leads to the percentages you speak of. So does the failure of the Legislature that would improve the plight of single-parent households, especially for working parents. Daycare is costly and inadequate, and wages for undereducated parents are low. Compared to other developed countries, we are lacking in the resources that would assist the parents that are working two or more jobs to make ends meet. If a fair wage was paid, more parents would be home and able to assist their children obtain B’s

and A’s. As per your statement about certain people pushing programs for people to live off taxpayers, programs that benefit the poor and disabled are not limited to minorities. More whites are on public assistance than minorities. Any benefit derived from a program would help any American citizen, regardless of race. Our education module is what prompted the complaint against the school district. As a result, there has been work done on both sides to improve the academic success of minorities. The tentative agreement

that has been submitted to the School Board by the SPLC will result in a benefit for all students. Unfortunately, too many people have preconceived notions of what the NAACP is about. Google our history. We are the oldest civil rights organization in the world: 106 years old. Founded by whites and blacks in Niagara, New York. To deny racism is to deny the opportunity for change.

And yet they will see people like that person in your article who destroyed his own health by drinking and drugging. People like me who have always taken care of themselves, never drank, did drugs or smoked, exercised, ate right, did everything I could to stay health — we are refused help. And my only sin? I got old. P.S. Because they refused me medical care, I am now crippled for the rest of my life.

No free care for me because of my age? Dear Editor: Every time I read an article in the Palm Coast Observer about the Flagler County Free Clinic, I’m tempted to write a letter. This latest issue made me so mad, I finally decided to write that letter. I tried going to this “free” clinic several years ago, and they refused to help me. The reason: I was over 65. They discriminated against me because of my age. They tried to tell me it was because I was eligible for Medicare. But the sad truth was, I could not afford Medicare. ILLEGAL ‘RECYCLING’ 11:17 a.m. First block of Cypress Point Parkway. Use of fraudulently obtained receipt: Managers at a local big box store thought something was fishy when they saw a young man sifting through the trash in the cans outside the store’s entrance, collecting discarded receipts. The man entered the store — watched by the store’s security personnel — picked a baseball bat off a shelf, then walked over to customer service, showed the receipt, “returned” the bat, and was given $16.02 in cash. A security employee and a store manager stopped the man after he walked out of the store, and deputies arrested him.

JULY 2

FRIED CHICKEN 8:50 p.m. First block of Shady Lane. Criminal mischief: Someone tried to burn down a 71-year-old Palm Coast woman’s chicken coop, the woman’s daughter told deputies. The daughter said she was at her mother’s home and noticed a fire burning on the outside of the coop at about 8 p.m. It was small and hadn’t caused much damage, and she put it out. But someone who lived nearby had threatened to kill the chickens before, she told a deputy, and the fence to the yard had been cut open. The deputy noted the cut fence and a slight odor that may have been from an accelerant, but wrote in a case report that it wasn’t clear if the fire had been set intentionally, or if it may have been caused by lightning.

JUST WANTED TO HANG OUT 7:40 p.m. First block of Burning Place. Grand theft: Deputies arrested a 43-year-old Palm Coast man on charges of grand theft for stealing a hammock out of his neighbor’s back yard. The victim told deputies that after he noticed the $300 tan-and-white-striped hammock missing, he checked his surveillance video, which recorded the neighbor stealing the hammock. A deputy viewed the video and confirmed that the person shown stealing the hammock appeared to be the neighbor, then arrested him. FLIP FLOPS AND A HANDGUN 5:49 p.m. First block of Barrington Drive. Assault and battery: A 23-yearold Palm Cast man was driving north on Belle Terre Parkway near Pine Lakes Parkway when he saw a Silver Saturn cutting off other cars. When the Saturn cut him off, he yelled at the car’s driver, then turned on Barrington Drive. The other car turned as well. Both drivers got out of their cars, and the Saturn driver — a balding, shirtless man wearing tan shorts and flip flops — punched the 23-yearold in the face and then said, “I have this” while pulling a black firearm from his waistband, the victim told a Sheriff’s Office deputy. The armed man drove off, heading east on Barrington, as the victim asked a local resident to call law enforcement. A deputy investigating the case wasn’t able to find the Saturn.

Palm Coast resident Gregory Daniel Fagas, 40, was killed, and 27-year-old Palm Coast resident Nacomi Marie Campbell was injured in a motorcycle wreck in the northbound lanes of Belle Terre Parkway across from the entrance to Belle Terre Elementary School the night of July 4. Fagas died at the scene of the crash, and rescuers took Campbell to Halifax Hospital in Daytona Beach in critical condition. Florida Highway Patrol troopers were dispatched to the scene at about 8:18 p.m. July 4 after a 911 call came in at about 8:09 p.m. Flagler County Sheriff’s Office deputies and Palm Coast Fire Department rescuers also responded to the crash. An FHP traffic homicide investigator at the scene of the crash said that Fagas and Campbell were on the same motorcycle heading north when, “for unknown

reasons, the motorcycle drifted to the northeast” and struck the raised curb of the sidewalk. The motorcycle continued onto the grassy shoulder of the road and struck a school crossing sign, breaking it off at its base, then struck a light pole across from the school, throwing the two riders, and continued down an embankment into a ditch in a wooded area alongside the road. Investigators did not find any helmets at the crash scene. The northbound lanes of Belle Terre Parkway were blocked off at the intersection with Bird of Paradise Drive, as law enforcement officers and first responders handled the crash and began their investigation, and a Saxon’s towing truck removed the motorcycle. Edward Angiuoli was given a pin for his military service, a thank you card from the Haven Hospice staff in Bunnell, and a certificate of appreciation by volunteers at a ceremony on June 24. It was his pin, though, that made the biggest impact on him. “He felt wonderful,” his wife, Fran, said. “The next day, after he was presented the award, we went to the beach with Flagler County transport, and he wore that pin proudly.” She continued: “When Ed came home, all of his pins and medals, along with his uniform, were burned because his father wanted him to focus on working for him. He didn’t want him to be concerned with going back into the service.” Edward Angiuoli still, however, has awards for good conduct, a victory medal, an Asiatic-Pacific theater ribbon, and an American Theater ribbon while serving in World War II. “I am still trying to get all of his medals back,” Fran Angiuoli said. “He truly deserves that honor for

what he has gone through and overcame.” Edward Angiuoli fought in World War II from 1942 to 1945. “When Ed first came into the Army, they told him he would be a part of the Military Police,” Fran Angiuoli said. “Little did we know that meant he would be actually a part of the Mule Pack, which means that his job entailed firing at the enemy constantly so that the Burma Road in Central Burma, India, would be kept open for

the Army to pass by.” While Edward Angiuoli was in the Mule Pack as the role of gunner, he not only was lost in the jungle for a period of time, but was soon afterward assigned to train Chinese militants. After the training process began, the Chinese militants turned on him, and he lost both his legs. Edward Angiuoli was honored at Haven Hospice for his service to the country, and for being a true American hero.

The 41-year-old owner of Palm Coast-based Surround Sound DJ and Party Bounces, a company that provides bounce houses and music for children’s parties, was arrested June 30 on charges of soliciting a child after he used a hookup app to arrange to meet a 15-year-old Orange City boy and offered to pay him $100 for sex. The bounce house company’s website includes pictures of the man, Pitt Lane resident Christopher Joseph Pintek, “working with and around multiple children,” according to an Orange City Police Department incident report. Pintek had listed himself under the name “Tim Young Only” and marked his age as 25 on the GPSbased gay chat and hookup app that he used to communicate with the teen, according to an Orange City Police Department incident report. The teen reported the communication, which began about two weeks before, to police, and police officers monitored the conversation, then arrested Pintek when he showed up at a meeting spot he’d prearranged with the boy. Although the app states that users must be 18 to sign up, according to the police report, “juveniles under the age of 18 join after merely clicking the button stating they are 18.” The app uses the GPS systems in users’ cell phones to show users when other users are nearby. Pintek, whose “About” section on the app said that he was “looking young teens that wants to make money” for a particular sex act, messaged the boy using the app June 17, writing, “You wanna meet up I pay you 100.00.” The teenager didn’t reply to him that day, but at about 6:50 p.m. June 30, “Tim Young Only” messaged the teen again, asking him for sex and telling him to send photos of his genitals. Near the beginning of the text conversation, the teenager wrote, “I have something to tell you tho. …I’m not really 18.” “How old,” Pintek replied. “Truth 14. Bout to be 15,” the teen wrote. Pintek replied, “You are hot I am down if you want to meet up.” Pintek asked the boy for his address, and the boy replied, “Not my house. to pick him up alongside the street in his silver pickup truck. Again, Pintek pressed the teen for a picture of his genitalia. A picture was sent Pintek that was found on Google Images, according to the police report. When Pintek arrived at the prearranged pickup spot at Coleman Park on Blue Springs Avenue and texted, “OK here,” police units “descended upon the silver 2015 Nissan pickup truck,” and the officer who wrote the case report turned on emergency lights, told Pintek to step out of the truck, and detained him. A police officer asked Pintek why he’d tried to meet up with a 14-year-old, and Pintek said the site was for people over 18 “and he simply ignored it” when the teen said he as 14, according to the incident report. His phone, still open to the app showing the conversation with the teen, was in the truck, and Pintek’s tattoos matched tattoos shown in the profile picture for “Tim Young Only.” Pintek was charged with using a computer to seduce, solicit or lure a child and with traveling to seduce, solicit or lure a child. Don’t use Florida Park Drive as cut-through The following is an adapted news release from the city of Palm Coast communications office: The city of Palm Coast would like to remind all residents that Florida Park Drive is a busy roadway that runs through a residential neighborhood with many pedestrians, bicyclists and children at play in their yards. The speed limit is 30 mph and is closely monitored and strictly enforced. The city respectfully requests all residents to be considerate of their neighbors and use main roadways, rather than residential streets, whenever possible. For Florida Park Drive, good alternatives for travel through Palm Coast are Palm Harbor Parkway and Old Kings Road. The city of Palm Coast has been studying traffic on Florida Park Drive and plans to further evaluate traffic on the roadway in the future, after the Matanzas Interchange and related roadwork is completed, the Island Walk shopping center reopens, and Holland Park reconstruction is completed. In the meantime, residents are asked to take a main roadway, rather than Florida Park Drive, whenever possible. Motorists who must use Florida Park Drive should be extra cautious about the speed limit and watch for pedestrians, cyclists and children.

Deputies seek help identifying credit card thief Flagler Sheriff’s detectives are seeking the public’s help to identify a man who tried to use stolen credit cards at a Flagler Beach Kangaroo, a Walgreens on State Road 100 and a St. Augustine Walmart. The thief stole the credit cards, and about $3,500 of other items, from a car in the parking lot at 145 Cypress Point Parkway June 15. Surveillance footage from the Walgreens on S.R. 100 show that the suspect was a white man with short blond hair, wearing a white short sleeved, button-up shirt untucked over khaki shorts and white Nike shoes with a black logo. He had a bracelet on his right wrist. The Sheriff’s Office has asked anyone with information to call Detective Robert Blanton at 586-4801 or to call Crime Stoppers at 888-2778477. Crime Stoppers tipsters can remain anonymous and may be eligible for a reward of up to $1,000.

A 36-year-old Palm Coast man was arrested July 28 on charges that he raped a 13-year-old girl in his care in May 2014. The man, Waldemar Rivera, had been in the girl’s life for 10 years and “had a history of verbal altercations with her mother,” according to a Sheriff’s Office charging affidavit. He went by the nickname “Macho” and smoked weed regularly, sometimes with the young teen, the victim told investigators. The victim told an investigator during a forensic interview that on May 11, 2014, Rivera bought her a pack of cigarettes, smoked marijuana with her, took her to dinner and gave her alcohol, then brought her back to a house and raped her. When the two arrived at the house, the victim told investigators, Rivera sat down next to her on a couch and asked her, “Do you want to feel something you have never felt before?” The girl thought he had a different kind of drug and asked him what he was talking about, she told investigators, and he replied by telling her to take off her shorts, according to the affidavit. She told him, “No,” and he replied, “I am sorry, I didn’t mean to,” but then stood up, pushed back the recliner couch seat she was sitting on and “surrounds himself all on top of her,” according to the affidavit. The girl told investigators he then removed her clothes and performed a sex act on her. She told investigators that she “froze up and started freaking out,” then told him to stop. He did, and she dressed and went outside to smoke a cigarette. He followed her out, according to the affidavit, and said he was sorry and that “she must hate him now,” and she replied that they were “OK.” She said she feared his anger and did not want to do anything that would make him react violently, according to the

affidavit. Rivera repeatedly told her to hit him, the girl told the investigator, but she said no because “she has seen him do that to her mother and it turns out bad. So she kept calm and focused on keeping calm so she could get out of the house,” according to the affidavit. When Rivera fell asleep watching TV, the girl grabbed his phone and called a friend to come get her. Then she called her mother, while her friend’s mother called law enforcement. The girl then ran out of the house. A deputy who showed up at the house to check into a report of a possible sexual battery knocked and got no response, though he could see a TV on inside and lights come on in one of the rooms. Rivera finally came to the door, saying he’d been in the shower. Deputies checked it: It was dry. Then he changed his story and said he’d been about to get into the shower. When deputies asked him where the girl was, he said she was inside. She wasn’t. Deputies were filling out missing person paperwork on the girl when the girl’s friend’s mother called and said the 13-year-old had arrived at her house crying and shoeless and saying that Rivera had sexually assaulted her. Law enforcement officers picked up the girl. A warrant was issued for Rivera’s arrest on June 26, 2015, and he was arrested at about 6:09 a.m. June 28 and taken to the Flagler County jail. He is being held on $100,000 bond.

A

t the conclusion of his sophomore season, Dillan Walls won Most Versatile Offensive Lineman for the Bulldogs. There wasn’t, really, any competition. He had been trained to move around his entire childhood. A domestic family situation caused Walls and his family to go from city to city, and, due to their constant moving, he rarely got the chance to make any friends throughout elementary school. “I never had anything real,” Walls said. “I had no place to call home, no friends, and it was no fun. I hated school because I never knew anyone, and I never knew where I was going to end up next.” In his later elementary years,

Walls met Rubin, a next-door neighbor. Rubin would take Walls to play sports in the neighborhood parks, but, right when it seemed like he had finally found a friend, Walls had to move again. “We lived in an apartment building, and the lady on the bottom fell asleep with a cigarette in her hand and burned down our place,” he said. “That was probably the hardest time I ever had, moving, because Rubin was the only friend I ever had.” To cope with loneliness and the never-ending migration cycle, Walls joined football teams wherever he went. “It has always just been football for me,” Walls said. “Football was my outlet for everything.” Walls went to six different elementary schools, and he never lived anywhere for more than a year, until his family moved to Palm Coast at the beginning of his sixth-grade year. In middle school, he met Flagler Palm Coast’s quarterback Dalton Thomas, with whom he’s become best friends, and he’s been protecting him on the offensive line ever since. “Coming to and staying in Palm Coast has meant a lot to me because I finally have stability and lifetime friends,” Walls said. “I have a brotherhood and football family now, and I finally have a home. They are there for me on and off the field. If I’m going through family problems at home, or if school is getting to me,

my teammates are always there to crack jokes or pick me up.” Walls has not only found many friends, but he’s also found a love for school. An A-B student,

headed to the 12th grade, Walls expects to move away once more, but this time on purpose, to play football and to further his education at a college next year.

or those who traveled to the beach or sat in their backyards, grilling hot dogs and burgers, wrapped in the American flag, wearing American memorabilia or sporting the nation’s red, white and blue to take in the fireworks on Independence Day, they didn’t have to wait long for another chance to flaunt their patriotism. The following day, the United States Women’s National Team avenged its 2011 World Cup loss by beating Japan in blowout fashion. In the midst of a great national win, however, appeared the fan police, who, at one time, wanted the nation to watch more soccer, but, when it did, attempted to thwart the country’s joy of seeing its new favorite ladies win the most coveted soccer trophy for the first time since 1999. The fan police started issuing tickets, calling everyone else “bandwagon fans.” I don’t understand bandwagon patrollers. Where were they, when nearly the entire nation cheered for the Chicago Bulls in the late ’80s and early ’90s, but, when Jordan retired, they, just like the people they criticize, hopped off the Bulls’ bandwagon. Also, why are there so many Dallas Cowboys fans? Does it not have anything to do with their glory days in the ’70s and ’90s, when they racked up five Super Bowl rings? Why do the Jacksonville Jaguars struggle with attendance and ratings? Yep. Credit their mediocre-to-subpar game performances. Having said all of that, there is nothing wrong with having a favorite team or being a loyal fan. I can only imagine the joy Boston fans felt after the Red Sox embarrassed the Yankees on the way to the pennant in 2004, ending an 86-year drought. A lot of those fans endured years of failure to experience that moment. All sports fans want to experience moments like that, especially when they’re cheering for a team that’s playing for the country. It shouldn’t matter that a lot of their supporters probably couldn’t name 90% of the team, or if the World Cup final was the fans’ introduction to the sport. What should matter the most is that, when the U.S. Women’s National Team flies back across the Atlantic Ocean, they will be welcomed by thousands of their fellow citizens showing them the most support they’ve ever experienced. Flagler Palm Coast’s track and cross country runners Ka’Deem Wynn and Justin Pacifico took first and second place overall in the annual Celebration 5K run on Saturday, July 4, in Flagler Beach. “That was a huge stepping stone for me,” Wynn said. “I didn’t go under 17 minutes, but I ended up winning the race, and I ran 17:10, which is a four-second personal record. Talk about a great confidence booster.” In the female division, Carrie Meng and FPC’s Sophia Clark finished second and third overall. Lewin Richards, Sue MacDonald and a handful of locals spent their Independence Day morning running in the fourth-annual Firecracker four- and 10-mile races Saturday, July 4, on Daytona Beach. Richards finished 11th overall, first in his division in the four-mile race, and MacDonald placed 40th, also first in her division in the 10-mile run.

FPC soccer camp Flagler Palm Coast girls soccer coach Peter Hald will hosting his 16th-annual Go to Goal soccer camp July 28-31, at FPC. Hald says that his camp is a very competitive, technicalbased camp that will emphasize the fundamentals of the game, and players will be using these skills during competitive smallsided games. Go to Goal is for ninth through 12th-graders only (ages 13-18, seventh- and eighth-graders need a recommendation), and those interested are required to have club experience. Camp highlights include a juggling competition, 3v3 and 4v4 tournaments and a pizza party at the camp’s conclusion. Camp registration forms can be picked up at FPC’s front desk. FPC wrestling team named All-America Flagler Palm Coast High School achieved All-American status by placing eighth out of 50 competing schools in the AAU Scholastic National Duals that was held from June 29 to July 2, at the Wide World of Sports. A Grand Old Party A s the sky deepened to a vibrant blue, fireworks erupted over the lake at Town Center on July Fourth. torm clouds rolled into Flagler Beach just as the Miss Junior and Little Miss Flagler County pageant began on Sunday, July 5. The event was transitioned inside of Flagler Beach’s Town Hall to accommodate the large crowd. First to take the stage were the Miss Junior Flagler County girls, who wowed the crowd with their cute casual wear. Next up came the Little Miss Flagler County, ages 5-7, and then 8-11.
