Duterte signs Community Service Act

P

resident Rodrigo R. Duterte has signed a law authorizing the court, in its discretion, to require community service for minor offenses. Duterte signed the Community Service Act (Republic Act No. 11362), recognizing the policy of the State to promote restorative justice and decongest jails. Under the law, the court may require community service instead of imprisonment for arresto menor (one day to 30 days imprisonment) and arresto mayor (one month and one day to six months). The law defines community service as “any actual physical activity which inculcates civic consciousness, and is intended towards the improvement of a public work or promotion of a public service.” “If the defendant violates the terms of the community service, the court shall order his or her rearrest and the defendant shall serve the full term of the penalty, as the case may be, in jail, or in the house of the defendant,” the law read. “However, if the defendant has fully complied with the terms of the community service, the court shall order the release of the defendant unless detained for some other offense,” it added. The Department of Justice and the Department of Social Welfare and Development shall issue the rules and regulations to implement the provisions of the Act within 90 days from its effectivity. Under the law, “the State recognizes cooperatives as associations organized for the economic and social betterment of their members, operating business enterprises based on mutual aid, and founded upon internationally accepted cooperatives principles and practices.” “The State also recognizes the right of the cooperatives to initiate and foster within their own ranks cooperative promotion, organization, training, information gathering, audit and support services, with government assistance where necessary,” the law read. The CDA shall have its head office in the National Capital Region and shall maintain the existing 16 extension offices. Laid-off workers can apply for unemployment insurance: DOLE

A

certification from the Department of Labor and Employment (DOLE) is the basic requirement for involuntarily laid-off employees who wish to apply for unemployment insurance, Labor Secretary Silvestre Bello III said on (Aug.6). In Department Circular No. 01, series of 2019 issued by Bello last week, the issuance of the certificate is included in the guidelines for the laid-off workers to avail of the involuntary separation benefit of the Social Security System (SSS). In a statement, Bello said the issuance of the guidelines to implement the program which covers eligible SSS-member employees, including kasambahay and overseas Filipino workers (OFWs), who were involuntarily separated from work. The certification must be secured from the DOLE field or provincial office where

applicants reside or from where their company is located. For OFWs, they can file their application at the Philippine Overseas Labor Office located in the areas where their employers operate or at their residences nearest DOLE field or provincial office. Those who would like to avail of the unemployment benefit are also required to bring a valid identification card, a copy of the notice of termination issued by the employer, or if not available a duly notarized affidavit of termination of employment. To qualify for the grant, the employee should not be over 60 years old at the time of involuntary separation; has paid at least 36 monthly contributions, 12 of which should be in the 18-month period immediately preceding the month of involuntary separation.

The applicant has no settled unemployment benefit within the last three years prior to the date of involuntary separation. The workers must have been involuntarily separated due to “authorized causes,” such as the installation of labor-saving devices; redundancy; retrenchment or downsizing; closure or cessation of operation; or disease/illness of the employee whose continued employment is prohibited by law or is prejudicial to his or her co-employees’ health. Other individuals that are eligible to file are those who lost jobs due to “just causes” under Article 300 (285) of P.D. No. 442 or the Labor Code of the Philippines; or due to an economic downturn, natural or humaninduced calamities/disasters, and other similar cases as may be determined by the DOLE and SSS. —pna.gov.ph

Apprehend foreigner in Boracay poop incident: Palace

Presidential Spokesperson Salvador Panelo said the local government may fine or file charges against the foreign tourist if proven guilty of violating any ordinance. “That obviously is a violation so they will be subject to administrative rather suits. In a statement, Panelo commended both the Department of Environment and Natural Resources (DENR) and the Department of Tourism (DOT) for their swift action on the incident. “We commend the Department of Environment and Natural Resources for the swift action in ordering an immediate clean-up in the portion of Boracay where the incident allegedly took place,” Panelo said. “We also laud the Department of Tourism for taking the right step of coordinating with tour operators and travel agencies on the proper travel etiquette in the Philippines so as to avoid a similar occurrence from taking place again,” he added. Reports on the tourist allowing her child to defecate on the beach caught the attention of authorities after a video of a woman washing her child’s buttocks and another woman burying a diaper in the sand went viral. This incident comes after Boracay underwent a six-month rehabilitation starting April 26, 2018 following President Rodrigo Duterte’s pronouncement that the island had turned into a cesspool. (PNA)

AirAsia to remove processing fees for Philippines

A

sia’s largest low-cost airline AirAsia is set to remove processing fees for the Philippines starting next year to keep air travel affordable. The AirAsia Group, in a statement over the weekend, said it will remove processing fees for Malaysia for bookings made from Oct. 1 and for Thailand, Indonesia and Philippines by Dec. 31. The processing fee is a charge related to the ongoing administrative, maintenance and developmental costs of AirAsia’s online systems to ensure a secure and safe booking environment. Going forward, AirAsia said it would fully absorb the costs. “AirAsia is synonymous with affordable air travel, and we hope that by doing this, we will stay true to our promise – now everyone can fly. Implementing rules for cancer act signed ancer patients can now expect better access to more responsive and affordable healthcare services with the signing of the Implementing Rules and Regulations (IRR) of Republic Act No. 11215 otherwise known as the National Integrated Cancer Control Act (NICCA). The NICCA was signed into law last February 14 to ensure the provision of quality health services and financial risk protection to cancer patients. According to the 2018 Global Data on Cancer, more than 140,000 new cancer cases and more than 80,000 cancer deaths are expected in the Philippines every year. 4,000 of the projected new cases will fall on the pediatric age group. Breast cancer is the most common cancer among Filipinos, followed by lung, colon, liver, and prostate. Lung cancer tops the leading cause of death among all cancers followed by liver, breast, colon, and leukemia. The NICCA emphasizes cancer prevention and improvement of cancer

survivorship by strengthening essential programs and increasing investments for the entire cancer care continuum. It aims to make cancer services and care more accessible to all Filipinos. The new law also aims to expand PhilHealth packages for Filipinos diagnosed with cancer and mandates the establishment of the Philippine Cancer Center to ensure access to cancer care services and medicines. The Philippine Cancer Center shall also develop a National Integrated Cancer Control Council to steward policy formulation and

programming. Cancer Assistance Fund shall also be created to complement the implementation of the Universal Health Care Act. Moreover, the National Integrated Cancer Control Act will contribute to the attainment of United Nations Sustainable Development Goal No. 3.4, which is to reduce premature mortality from noncommunicable diseases by 30% by 2030. With this act we will be closer to the realization of our country’s vision embodied in AmBisyon Natin -- Filipinos living long, healthy, and productive lives by 2040. By institutionalizing interdisciplinary care with a whole-of-government, equitybased, and life-course approach, access to quality and affordable care for cancer patients and survivors will be attained. “Ultimately, the Filipinos will be among the healthiest people in Southeast Asia by 2022 and in Asia by 2040,” Secretary Francisco T. Duque III concluded.

Sea passengers must wear life jackets during entire trip: Marina

A

ll passengers of ships with open deckhouses plying sea routes are required to wear life jackets at all times, according to the Maritime Industry Authority (Marina) reiterated on (Aug. 7). “All sea passengers of ships with open deckhouse shall be required to wear lifejackets from the time of departure and during the entire voyage, except in floating restaurants and in ships used in river crossings, in which case life jackets shall be placed in an easily accessible location,” Marina said in a statement. The measure is included in the agency’s Memorandum Circular No. 08 or the “Rules to Implement Safety Measures for Passenger Ships with Open Deckhouse” issued in 2008. The order also requires all ships to implement safety measures, establish a public address system, disseminate safety instructions in the local dialect, Filipino and English, and ensure that the number of life jackets are equal to the total number of passengers and crew. A deckhouse is a ship cabin that protrudes above the level of a ship’s deck. All passengers who disobey the policy will be required to disembark. The order came after three motor bancas capsized in the Iloilo-Guimaras Strait due to bad weather over the weekend, killing at least 31 people. On (Aug. 5), Marina suspended the operation of all passenger wooden-hulled bancas plying the Iloilo– Guimaras route to conduct a thorough safety standards assessment and evaluation. Additional ships from private companies have been directed to ply the sea route to augment the needs of sea passengers in the area. Department of Transportation (DOTr) Secretary Arthur Tugade and other government officials on Wednesday visited Iloilo to inspect various transportation facilities and projects in the province. Tugade also checked on the status of sea commuters in the area, with one passenger at the Iloilo Fastcraft Terminal saying they now prefer to pay PHP35 for passage in a Roll-on/Roll-off (RoRo) vessel because it is safer that paying PHP15 for wooden-hulled bancas. Fish vs dengue: Experts tap ‘kataba’ to eat mosquito larvae

A

fish brought to the Philippines by the Americans during World War 2 is being tapped in the fight against dengue. According to Dr. Westley Rosario, chief of National Integrated Fisheries Technology Development Center of the Bureau of Fisheries and Aquatic Resources (BFAR), said the Americans introduced the mosquito fish locally known as “Kataba” or “Itar” in the Philippines to prevent their troops from getting sick from malaria, another disease caused by mosquitoes. “Ngayon lang napansin na importante ito nung meron na tayong epidemic sa buong Pilipinas,” Rosario said in an interview on DZMM. Rosario said dengue cases in Pangasinan went down to about 32 percent

when the kataba was used as biological control agent against mosquitoes. In Dagupan City where the center is located, cases were reduced to about 82-83 percent, he said.

of Health recorded 146,062 cases of dengue, with 622 deaths. The figure is double from the 73,818 cases recorded during the same period last year. According to the SEC, Requiza Poultry offers an investment opportunity with a guaranteed 50 percent return. An investor may purchase a minimum of 35 chicks for P3,500 and simply wait for 60 days to earn back the amount plus a 50 percent profit. However, the SEC said Requiza Poultry is not registered with the SEC either as a corporation or as a partnership and is also not authorized to solicit investments from the

public. Aquino reiterated that Section 26 of the Securities Regulation Code prohibits fraudulent transactions, including Ponzi schemes where investors are lured with impossibly high returns and paid using the money contributed by other investors. Section 28 further states that no person shall engage in the business of buying or selling securities in the Philippines as a broker or dealer, or act as a salesman, or an associated person of any broker or dealer unless registered with the SEC. SEC warns of more Ponzi schemes, investment scams

onzi schemes and other similar investment scams are growing, the Securities and Exchange Commission (SEC) said, as it warned the public against putting their money in such schemes with unusually high returns. The SEC continues to crackdown on investment scams, recently nabbing 12 people caught soliciting investments from the public without the necessary license. The 12, who are working for two separate companies, are in the custody of the National Bureau of Investigation (NBI) and are awaiting prosecutorial proceedings. SEC chairman Emilio Aquino said the agency remains firm in its commitment to clamp down on fraudsters. Aquino warned the public to be careful and to park their funds only in licensed

‘Looming’ increase in ATM fees, explained

he Bangko Sentral ng Pilipinas’ decision to lift a moratorium on ATM fee adjustments had worried lawmakers, prompting them to set an inquiry into the move’s impact on consumers. Rep. Luis Campos Jr. (Makati City) filed Resolution 210 enabling the inquiry, warning that charges “could jump to as much as P15 to P30 per single interbank withdrawal, possibly even higher, with the removal of the moratorium.” “We are worried that the forthcoming increases in ATM charges might harm consumers — the nation’s more than 58 million ATM cardholders,” Campos said. “Even more vulnerable are our estimated 4.1 million minimum wage earners. Many of them receive and withdraw their salaries twice a month through their ATM cards at the machine nearest them,” he added. Period.” The BSP in 2013 blocked lenders’ planned hike in ATM fees for interbank transactions to study if such an increase is reasonable. The central bank at the time explained that while banks have to recover the costs of putting up and maintaining the machines, the amount and timing of a fee hike should

be studied to avoid burdening the consumers. Banks spend on electricity, security and even disaster recovery measures, among others, for each ATM unit, which plays a critical role in helping them reach more customers and in providing consumers cash 24/7. The central bank’s Monetary Board — in a resolution dated April 19, 2018 — approved the lifting of the moratorium on ATM fees adjustment, but subject to certain guidelines. The BSP doesn’t directly intervene in the prices of banks’ products and services as a matter of policy. Can banks unilaterally jack up ATM fees? Currently, banks charge P10-P15 per interbank withdrawal and P2 for interbank balance inquiry. In a statement, the BSP stressed that banks cannot increase the ATM fees on their own. A July 19, 2019 memorandum signed by BSP Deputy Governor Chuchi Fonacier explains that any bank that intends to adjust ATM fees must file a request with the BSP, indicating their proposed fees, as well as the costs currently incurred by the bank in maintaining the ATMs.

The BSP also prohibits the imposition of set fees arising from agreements between market participants. “Rest assured that the BSP shall examine each request and decide if the increase is warranted to cover the cost of maintaining the ATMs,” the central bank said. “Should an increase be necessary in order for banks to continue providing ATM services to the banking public, the BSP will ensure that the increase will be reasonable and will adhere to pricing principles,” it added. Where do ATM fees go? The ATM fee is set and charged by the bank that issued the customer’s card. The ATM fee collected is used by the issuing bank to pay the other banks that accepted its customers’ card-based transactions — also known as “interchange fee” — as well as to cover other costs such as fraud-related losses. Any difference in the amount of ATM fee and the interchange fee is considered as revenue to the issuing bank and is commonly referred to as “issuer’s fee.” —Philstar

Pinoys abroad to get voter ID

F

ilipinos abroad may soon be getting voter identification cards, an official of the Commission on Elections (Comelec) announced. James Jimenez, spokesman for the Comelec, reported the poll body’s plan to issue IDs to Filipino overseas absentee voters. “There is preliminary talk to start issuing ID for overseas voters. It’s almost OK,” he said. According to Jimenez, there is a high demand from Filipinos abroad for the issuance of voter ID. “Since the population of overseas absentee voters is small, we thought we can have the IDs initially,” he said. Jimenez said the poll body is not inclined to do the same for local voters. He noted that the Comelec is considering plans to tie up the voter ID with the national ID system. But he admitted that the Comelec received information that the government does not intend to incorporate the voter ID into the national ID. “The commission is aware of the shape and form of the national ID,” Jimenez said. The Comelec stopped the printing and distribution of voter ID in 2012 amid plans to tie up with the national ID system.

Duterte lifts suspension order on lotto operations

otto outlets licensed by the Philippine Charity Sweepstakes Office (PCSO) may now resume operations, Malacañang said on July 30. Presidential Spokesperson Salvador Panelo said the suspension order imposed by President Rodrigo Duterte has been lifted, but only for lotto operations. “We would like to announce to the public that the suspension of the lotto operations is lifted effective immediately,” he said in a phone interview aired on ANC. Panelo said he had just spoken with Executive Secretary Salvador Medialdea who informed him of the development. “Only with respect to lottos. The rest of the gaming operations are still undergoing investigation. Pending results of that, per the executive secretary, the suspension on the lotto operations is lifted,” Panelo said. It was Medialdea who had advised Duterte to lift the suspension of lotto operations, Senator Bong Go said. The President’s sudden blanket verbal order stopping operations of all PCSO gaming formats in order to curb “massive corruption” had been widely criticized. Senator Panfilo Lacson had said the order should not have covered lotto outlets since there have been no reports of revenue cheating there. Medialdea echoed this sentiment. “According to the executive secretary, the suspension for the lotto operations has been lifted because investigators found no anomalies in the conduct of its operation,” Panelo said in a separate statement. Lotto operations are computerized and automated, unlike small town lottery or Peryahan ng Bayan where insiders say most of the corruption takes place.

Once the OFW gets the clearance to work, she starts to think how much she can save monthly after considering debt payments and initial expenses. However, once she arrives at the work place, she realizes it is more expensive to live there and she therefore has to adjust her budget that her meager income is barely able to support. Other significant expenses include monthly long distance calls and money remittances. She could easily think that while she couldn’t save in the first few months because of necessary payments, but she may not realize that until the last day of her contract, she barely saved at all. Spending above financial means One problem of some OFWs is lack of fiscal discipline. Thinking that they have higher salaries abroad made them think they can buy anything they want. Expensive phone, check. Unnecessary laptop, check. Designer bags, check. Ridiculously priced jewelry, check. It is NOT bad idea to buy them, but

only if they can afford them or have set aside an amount — no matter how small — for savings. These expenses are not investments which they can make money of. Mobile phone breaks down and needs to be repaired. Laptop gets infected with spyware and rendered irreparable. Owners end up spending more to maintain these devices. Hence, the savings accounts are sacrificed. Overspending by beneficiaries Sometimes family members of OFWs think that their brother or sister or son or aunt receives lots of money while working abroad that they spend remittance money like there’s no tomorrow. In the end they end up asking for more to finance their necessities. Sometimes it is thought that remittance will be an automated monthly bank transfer that when it does not arrive at usual date, family members borrow money from loan sharks, assuming that the money sent to them from overseas will be used to pay the debts. Ayon sa Biblia, sa sa Bisaya, ULAW , sa Iloko ay BAIN simula, wala ang ugaling Hiya sa tao sapaat sa Pangasinan, KABABAINGAN gkat wala naman dapat ikahiya. Nang gaway bagay na binibigyan nang malaking pa- in ng Diyos si Adan at Eba, sila ay inosente, halaga ng mga Pinoy. Ano ba ang hiya? Ang malinis ang konsiyensiya sa harapan ng Hiya ay masakit na emosyon o pakiramdam Diyos. Ganito ang sabi ng Biblia sa Genesis nang kabiguan nagmumula sa pagkatanto 2:25, “Kapwa hubad noon ang lalaki at ang na hindi nakatupad o pagsalungat sa inaa- babae, ngunit hindi sila nahihiya.” Sila ay sahang pamantayan sa pag-uugali, galaw o kapwa hubad, walang takip o damit at wala salita. Ito ay uri ng pagkabalisa o takot na pa ang konsepto tungkol sa hiya. Wala silmahantad ang nagawang mali at itiwalag ang pakiramdam tungkol sa kung ano ang sa madlang ginagalawan. Ang Hiya ang Hiya. Eh paano nagkaroon at nagsimula ang kumokontrol sa isipang Pinoy. Nag-iingat Hiya? Nang matukso ng diablo sina Adan at na huwag mailagay sa kahiyaan ang kapwa. Eba (mga unang tao na ginawa ng Diyos) at Halimbawa kapag hihingi ng pabor sa kasa- kanin ang prutas na ipinagbawal sa gitna ng ma, nag-iingat baka mapahiya (embarrass) hardin, namulat o nabuksan ang kanilang kung hindi pagbigyan. Ang nahingan naman isip sa nagawang pagsuway sa Diyos. Ganing pabor, nag-aalangan at nahihiya naman to ang sabi ng Biblia sa Genesis 3:7, “ Naghindi pagbigyan ang humihingi ng pabor. karoon nga sila ng pagkaunawa matapos Ginagamit na paraan din ang Hiya upang kumain. Noon nila nalamang sila’y hubad, kutyain ang sino mang sumalungat sa mga kaya kumuha sila ng mga dahon ng igos, kina-ugalian. “Mahiya ka sa sinabi mo oy” pinagtahi-tahi nila ang mga ito at ginawang ang malimit madinig kapag may nasabi na panakip sa katawan.” Duon nila namalayan hindi ugma ang kasama. Ito ay tipikal. O at naramdam ang Hiya (shame) sa kanilang kaya naman, pangkaraniwan na maririnig puso. Pakiramdam nila ay itinakwil sila. ang pagpuna, “Ano na lang ang sasabihin ng Ang ramdam ay nawalan sila ng saplot at mga tao sa inasal mo?” Iniisip kasi ng Pinoy proteksyon sa katawan. Nahantad ang kahuang kahihiyan na idinulot ng maling salita o baran at nawala ang pagka-inosente. Duon galaw. Mahalaga kasi sa Pinoy kung ano ang nila nakilala ang bunga ng kanilang kasalasasabihin ng ibang tao. Ituturing na makapal nan ay kahihiyan (shame). Kaya nga ang ugat ang mukha (kapalmoks), o walang hiya ka- ng Hiya ay kasalanan. Ang kasalanan (Guilt) pag may ginawa kang labag sa pamantayan ay paglabag sa utos. Ang hiya (Shame) ay ng madla. Kung walang nakapansin o naka- ang epekto ng kasalanang nagawa. Nalaman ka-alam sa ginawa, ok lang daw. Pero pag nilang hubad pala sila. Nasira ang kawalan may pumansin o nakapansin, magkakagulo ng kamalayan. Lumantad ang kahubaran sa na sapagkat hindi matatangap ng nagka- ka-inosentehan. Ano ang gagawin? mali na mapahiya siya sa sarili at sa madla. Mahiya ka sa Diyos, Huwag sa Tao. Tanungin mo sa sarili mo, Sino ba ang dapat mong sundin o kahiyaan? Diyos o Tao? Kaya na-papa-trobol ang mga Pinoy sa buhay ay mas nahihiya sa kapwa tao, kaysa sa Diyos. Mas takot sa sasabihin ng kapwa kaysa sa sinasabi ng Diyos. Ibinigay ng Diyos ang kanyang Banal na Salita upang ipangaral ng sa gayon maging batayan ng bayan upang mailigtas ang sambayanan sa pagkaka-alipin sa kulturang nakagisnan na mukhang tama ngunit lihis sa aral ng Diyos. Huwag mag-palusot sa Diyos. Nang magpatukso sina Adan at Eba sa ahas (Satanas), nahulog sa kasalanan. Nang maranasan nila ang ramdam ng pagkahiya sa pagkahubad, kumuha sila ng panakip upang itago ang kahihiyan na nagawa labag sa Diyos. Bukod pa ruon ay nagtago sila ng marinig ang pagdating ng Diyos. Ganito ang pahayag sa tal. 8, “Nang dapit-hapon na, narinig nilang naglalakad sa halamanan ang Panginoong Yahweh, kaya’t nagtago sila sa mga puno.” Iyan ang resulta ng kasalanan (Guilt), kahihiyan (Shame). Ano sa palagay ninyo ang natural na reaksyon ng taong nakagawa ng masama? Halimbawa pagpatay, pagnanakaw, pangangaliwa, pangangalunya o pandaraya at pagsisinungaling. Ang natural na reaksyon ay magtago, tumakas o magpalusot, hindi ba? Bakit? Nahihiya sila sa nagawang kasalanan. Takot silang ma-diskubre. Bakit? Eh, natural, alam nilang mali ang nagawa at may kaparusahang aabutin. Tignan ang tugon ni Adan matapos matuntun at tanungin ng Diyos sa tal 9-10, “ Ngunit tinawag niya ang lalaki at tinanong, “Saan ka naroon?” “Natakot po ako nang marinig kong kayo’y nasa halamanan; nagtago po ako sapagkat ako’y hubad,” sagot ng lalaki.” Natakot sila na ma-diskubre ang nagawa. Nagdala ng takot ang pagsuway sa Diyos. Naramdaman nila ang palakol ng parusa sa unang pagkakataon sa pagsuway. Kailangan nilang iwasan iyon subalit paano? Sa takot, napalusot. Ganito ang nangyari sa tal.11-12,“Nagtanong muli ang Diyos, “Sinong maysabi sa iyong hubad ka? Bakit, kumain ka ba ng bungang ipinagbabawal ko?” “Kasi,

Imbes na paalalahanan niya si Eba ng siya ay alukin nito ng bunga, kumain din siya. Pagkatapos ng mabuking, lulusot pa. Ibinintang sa babae ang kasalanan. Sino sa atin ang hindi gawi ang magpalusot sa mga kasalanan mula pa nuon? Nagpapalusot tayo kasi ayaw mapahiya. Ngunit tandaan, Sa likod ng hiya ay pride. Ang pride ay pagtataas ng sarili. Ayaw mabilad sa kahihiyan o matapakan ang pride kaya ayaw umamin ng katotohanan. Sa likod ng pride ay si Satanas. Si Satanas ang may katha ng pride. Kapag ginaya mo, kampon ka na rin. Ang gusto ng Diyos ay magpakumbaba sa harapan niya at umamin sa kasalanan. Alam ng Diyos ang puso ng bawat tao. Buking na buking. Lahat ay nagkasala (Roma 3:23). Walang puedeng magpalusot. Si Adan ay hindi nakalusot. Kaya, tandaan, puedeng makalusot sa tao, pero hindi sa Diyos. Aminin lamang ang sariling kasalanan sa Diyos. Tanggapin ang paraan ng Diyos. Ang isang tao ay puedeng makalusot bago dumating ang huling paghuhukom sa pamamagitan ng pag-amin at pagsisisi sa kanyang kasalanan. Ang Mabuting Balita ay sa kabila na ang lahat ng tao ay sumalungat sa utos ng Diyos at haharap sa tiyak na paghuhukom, ibinigay ng Diyos ang Bugtong na Anak na si Jesus na siyang gumawa ng daan upang mailigtas sa kapahamakan ang mga sasalig sa kanyang pangalan. Sa pamamagitan ng kanyang pagkamatay, pagkalibing at pagkabuhay na muli, inalok niya sa tao ang kapatawaran sa kasalanan (Guilt) at maalis din ang kahihiyan (shame) dala nito. Sinabi ng Biblia, “Kung ipahahayag ng iyong bibig na si Jesus ay Panginoon at buong puso kang sasampalataya na siya’y muling binuhay ng Diyos, maliligtas ka”(Romans 10:9). Saan ka pa? No plans to adjust visa-free treatment for Filipinos: MOFA

aiwan has no plans to adjust its visafree treatment for Philippine nationals at present, the Ministry of Foreign Affairs (MOFA) said, following reports that several Filipino workers disguised as tourists were caught trying to slip into the United Arab Emirates via Taipei. MOFA spokeswoman Joanne Ou (歐江 安) made the remark at a press conference Tuesday, noting that the final destination of the Filipino nationals in the case was not Taiwan. However, Ou said, her ministry is conducting an ongoing review of the effects of visa-free treatment for the Philippines, Thailand and Myanmar, based on the principal of reciprocity, as well as the numbers and

types of offenses committed by citizens from these countries in Taiwan. As part of its New Southbound policy, Taiwan has since 2016 allowed travelers from the Philippines, Thailand and Brunei 14-day visa-free privileges, while nationals from Indonesia, Vietnam, Myanmar, Cambodia and Laos are given various conditional visa-free treatment. China’s Ministry of Culture and Tourism banned individual travel by Chinese nationals to Taiwan from Aug. 1, citing “current crossTaiwan Strait relations.” In an effort to fill the expected drop in tourist arrivals, Minister of Transportation and Communications Lin Chia-lung (林佳龍) said Aug. 7 that the government is studying

aiwanese visitors to the Philippines in June rose by more than 50 percent year-on-year, sustaining the growth that has made the Philippines one of the fastest growing destinations in Asia for local travelers. A total of 32,019 Taiwanese nationals visited the Philippines in June, up 55.42 percent from the 20,601 visitors seen in June 2018, according to Tourism Bureau statistics. In the first six months, Taiwanese departures to the Philippines rose 30.6 percent from the same period a year earlier to 160,117, making it the third fastest growing outbound market in Asia in percentage terms behind Brunei (474.48 percent) and the United Arab Emirates (97.66 percent), which benefit from much lower baselines. Though Taiwanese visits to the Philippines still lagged well behind those to Thailand (406,624) and Vietnam (401,595) in the first six months of 2019, they exceeded the number of trips to Malaysia (149,756) and were closing in on visits to Singapore (192,092). Taiwanese travelers have made their impact felt in the Philippines, coming in as the country’s sixth largest source of foreign tourists in 2018, according to data from the Philippines’ Department of Tourism. “I was told that boat operators and service-oriented workers in El Nido can already speak certain phrases in Mandarin as a result of their frequent interactions with Taiwanese tourists,” Angelito Banayo, chairman of the Manila Economic and Cultural Office (MECO) and the Philippines’ representative to Taiwan, told CNA on Tuesday. El Nido is one of the best known attractions in the western Philippines known for its magnificent rock formations, fine beaches and bright blue waters. Reflecting the close ties between the two countries, there are currently about 10 direct flights operating daily between Taiwan and the Philippines, plus other weekly and chartered flights, Banayo said, and more direct flights are being negotiated. Banayo credited the positive development in tourism to the efforts of MECO and related government agencies of the two countries, and also to Taiwanese businessmen traveling to the Philippines to invest there or do business. Taiwan identified the Philippines as a “priority partner” under its New Southbound Policy, which was introduced in 2016 to bolster multifaceted relations and people-topeople ties, including tourism, with its neighbors in the region. —Focus Taiwan

When asked if the government will relax its visa policies for Indonesia and Vietnam, Ou said the issue involves concerns over tourism, border control and national security, and is currently under assessment by the Executive Yuan. Poor food hygiene found in well-known drink shops in Taipei

ut of 82 frozen desserts and beverages tested by the Taipei City Government’s Department of Health, 6 fell short of the hygiene standards. Taipei City Government (Aug. 5) revealed the results of a third round of food hygiene tests of unpackaged frozen products and their toppings, the sale of which soars in the summer heat. A total of 74 bulk products, as well as 8 kinds of toppings, were tested, and 6 failed to meet the hygiene standards in both the first and second rounds, including products from well-known drink shops and convenience stores. Colonies of E. coli and Coliform bacteria were discovered in samples during the first test, with 39 products failing to meet government hygiene standards. The shops

Taipei to offer migrant workers free medical checks

M

igrant workers in Taipei will be able to obtain basic medical checks and haircuts free of cost on Aug. 11, under an initiative launched earlier in the year by the city government, an official said . The medical checks will cover height, weight, body fat, and blood pressure readings as well as eye and dental examinations, according to Chen En-mei (陳恩美), a secretary at the Taipei City Foreign and Disabled Labor Office (FDLO), which is organizing the event. Migrant workers who wish to have those checks, as well as free haircuts, will be required to present their alien resident certificates and national health insurance cards at the venue at Taipei Main Station, Chen said. Information on health related topics, such as HIV prevention, will also be shared by health advisors, she said. “We’re taking this opportunity to show migrant workers that the city government cares about them,” Chen said. She said other activities such as simple a Mandarin game will be held at the venue on Aug. 11, allowing migrant workers to win small gifts if they can recognize the characters for common household items such as toothpaste, soap and towel. “This is aimed at helping the many migrant caregivers in Taipei to better communicate with their employers or elderly charges,” she said. Under the FDLO initiative, a similar event was held on April 28, and two others are scheduled for Oct. 20 and Dec. 8, Chen said. “These events are all being held on a Sunday because that’s when most migrant workers have a day off and many of them usually gather at Taipei Main Station to socialize with friends,” Chen said. “We’re inviting all migrant workers across the country to come and participate.” As of the end of June, there were 707,954 migrant workers in Taiwan, with Indonesia as the biggest source, accounting for 269,826, followed by Vietnam with 222,938, the Philippines 154,685, and Thailand 60,503, according to the Ministry of Labor. In Taipei, the number of migrant works as of the end of May was 46,554, 92.5 percent of whom were working as caregivers, according to FDLO statistics. —Chinapost

According to 7-Eleven, the finding is an

individual case at a single branch, which has been asked to improve hygienic conditions immediately. The company also said that it would conduct food safety checks at all of its branches across Taiwan. Yi-ji-bang restaurant attributed the result to its ice-making machine, which is under repair at the moment. CITYMILK reportedly faulted its water and said it would change the filter more frequently in the future. Sugarcane Mama’s Yongji branch blamed its smoothie machines for the problem and promised to ensure the hygiene of its equipment and environment. Meanwhile, Sing-Chun ice shop said the product in question was bought from its supplier, whom they would ask to provide a food hygiene

certificate. The shops whose products did not pass the hygiene test are in violation of the Act Governing Food Sanitation and will thus face a fine of NT$30,000 (US$948), reported the Liberty Times. The authorities will also conduct follow-up examinations to ensure the products are up to standard. Although the excessive number of Coliform bacteria found in the samples are unlikely to cause food poisoning, the do indicate poor hygiene. The Department of Health called for businesses to ensure upto-standard food hygiene while making and selling their products for customers to pay close attention to the hygienic conditions of an establishment before making a purchase. —Taiwan News

However, rumors spread on social media that hair salons could be fined up to NT$1 million if stylists permed and colored a client’s hair on the same day, with some even saying that the client would also be fined. However, the regulations only apply to manufacturers and importers, the FDA said on its Web site, adding that neither stylists nor clients would be fined for getting both hair treatments on the same day. In June, Premier Su Tseng-chang (蘇貞

昌) addressed the rumors, posting a photo of himself when he was younger and had more hair to the Line messaging app with a caption saying: “Although I have no hair now, I would not punish people like this.” The post included another photo of present-day Su, with his bald head, with the caption saying that the regulations are aimed at manufacturers, not stylists, and would be enforced from July 2021. “However, perming and dyeing within a week can damage hair, with serious cases ending up like me,” he wrote.

Filipino in Taiwan turns paper cups into ‘eco plastic tiles’

A

Chinese Filipino who lives in Taiwan has come up with a smart solution to the non-recyclable plastic layer in paper boxes and cups – turning it into eco floor tiles. Formerly a successful architect, Tsai Sheng-lun (蔡昇倫) left his high-paying job 11 years ago to work for the NGO Tzu Chi Foundation in eastern Taiwan's Hualien. He has thus shifted his focus from space planning to the invention of ecofriendly products over the past few years, reported the Central News Agency (CNA). Acknowledging that the outer material coating many disposable paper cups and boxes plastic and hence not recyclable, Tsai has invested effort into making the most use of the waste, which can easily reach 200 tons a day. It was a task commissioned to him by Master Cheng Yen ( 證嚴法師), a Buddhist leader and founder of the Foundation, Tsai said. After two years of research and experiments, the effort paid off. Tsai managed to convert the plastic garbage into floor tiles, with each piece measuring

8 by 20 cm. The tiles can be joined together seamlessly, are surprisingly solid and resistant to impact, and can support up to 40 tons. The eco tiles, which are made with 1.7 kg of plastic trash per piece, were patented on (Aug. 8). The innovative technology can also be applied to the disposal of candy wraps and other forms of plastic waste, providing an alternative to ceramic tiles while advancing the cause of environmental protection, —Taiwan News reported CNA.

Filipina lead robotic nurse was among those recently conferred the Order of the British Empire (OBE) Award by Prince Charles for acts of bravery as first responders to the June 3, 2017 London Bridge as well as the Manchester terror attacks. Joy Ongcachuy, who has been working at the Royal London Hospital since 2002, hails from Talisayan, Misamis Oriental, Philippines and was specifically cited for her response to the London Bridge terrorist attack. Ongcachuy’s recognition was due to her immediate response to a stabbing and vehicle crashing violence of three Daesh-inspired attackers on London Bridge. The terrifying rampage left eight dead, including terrorist attackers and Filipino-British James McMullan. During the incident, Ongcachuy and her group were among the first responders at the crime scene according to state reports. In a press statement by the National Health System of UK (NHS), Ongcachuy said “I was working the night shift that night and I heard the anesthetist’s bleep go off. We already had a really sick patient in one of our theatres. So I had to get our other theatres ready and pull a team of nurses, allied health professionals and operating department practitioners together.” “We opened an additional six theatres that night and everyone I called dropped everything they were doing to come to the aid of the patients. No one panicked; everyone was calm and so supportive,” Ongcachuy expressed. One week after, a bomb attack happened at the Muslim Welfare House, Finsbury Park in North London, which left one dead and injured a dozen others. “I was working nights again. Maybe I

shouldn’t work nights anymore!” she declared. In a recent post, the Philippine Embassy in the United Kingdom said Ongcachuy was among three OBE recipients. “One of her friends from her native Philippines had started working at St Bartholomew’s and recommended the trust as a great place to work. NEWS Brain tumor diagnosis takes only 30 seconds in Taiwan

ational Taiwan University Hospital (NTUH) announced on (Aug. 14) that it now takes less than 30 seconds for the hospital to locate a brain tumor, a major breakthrough made with the assistance of artificial intelligence (AI) technologies. The collaboration between the leading hospital of Taiwan and the healthcare startup Vysioneer led to a reduction of the amount of time required for a brain tumor diagnosis, which could otherwise take hours. In less than a minute, the AI system is capable of spotting the three most common types of brain tumor, namely brain metastasis, meningioma, and acoustic neuroma, said NTUH. In traditional medical practices, the diagnosis of brain tumors usually involves the use of electroencephalography, magnetic resonance imaging (MRI), and computed tomography (CT) scans. The new technology, an automated tumor detection and imaging system developed through machine learning, helps deliver a quick brain examination, diagnosing tumors with a 90 percent rate of accuracy. The medical advance will bring about shorter surgery preparation for neurosurgeons and radiation oncologists. It is also touted to increase the success rate of operations and allow for more efficient treatment, according to NTUH. The hospital has treated over 20 patients with the new system since July. The achievement will be presented in a thesis at the American Society for Radiation Oncology’s annual meeting, which will take place in Chicago in September, reported the Central News Agency.

ut of 89 countries surveyed, Taiwan has the best health care system in the world, business magazine CEOWorld concluded in its 2019 Health Care Index. The list considered the overall quality of health care, including the infrastructure, competencies of staff, cost, availability and government readiness, the magazine said. Taiwan finished top of the list with 78.72 points out of 100, with Venezuela at the other end scoring 33.42 points. Other Asian nations in the top 10 included South Korea at No. 2 and Japan at No. 3, with Thailand ranking sixth. Five European nations and Australia filled up the rest of the top 10, according to CEOWorld. Health officials explained that Taiwan rated higher than South Korea because, in the latter, only half the physicians take part in the health insurance system, while the health sector is also plagued by frequent strikes, the Central News Agency reported. The magazine ranked Singapore at No. 24, Hong Kong ended up at No. 36, two spots below Malaysia but two notches above the Philippines, while China finished at No. 46, sandwiched between Lebanon and Slovenia.

Taiwan airport police introduces English- and Vietnamese-speaking officers

total of 54 airport police officers have passed language certification exams in either English or Vietnamese, which will allow them to wear a special badge identifying them to travelers, reports said Wednesday (August 7). The badges will come in the shape of either the Stars and Stripes for the 51 English-speakers or the red Vietnamese flag with one gold star for the three others, the Central News Agency reported. Over recent years, the number of visitors arriving in Taiwan has gradually climbed to a record 11 million per year, with Southeast Asia being a particular growth area. If foreign passengers need assistance of any kind, they can look for the police officers with the badges beginning this month. Taiwan expands restrictions on single-use cutlery

aiwan will impose tougher restrictions on the use of single-use cutlery at department stores, shopping malls, and retailers, announced the Environmental Protection Administration (EPA) on (Aug. 8). Eat-in consumers will no longer be provided with disposable tableware at the approximately 330 stores across the island to be affected by the measure, reported the Central News Agency. Local governments will determine the exact date to implement the measure, the EPA added. The disposable items to be banned include forks, knives, spoons, chopsticks, cups, bowls, plates, food boxes, and stirs, said CNA. Violators will be subject to a fine of between NT$1,200 and NT$6,000 in compliance with the Waste Disposal Act. The environmental authorities also called on businesses in the country’s dining industry to follow suit by offering customers reusable cutlery. The policy is in line with the global trend of plastic reduction, which has seen the European Union pledge to prohibit the use of plastic plates and cutlery by 2021 and given rise to G20 Osaka Blue Ocean Vision initiative to reduce marine plastic litter to zero by 2050. The Taiwanese government has endeavored to address the issue of plastic pollution with a series of policy tools. The island moved to ban single-use plastic straws in June of 2018, targeting the public sector, schools, department stores, and fast food chains. The regulations went into effect July 1 this year and are expected to slash the number of plastic straws by 100 million a year.

Guanziling Hot Spring Festival in southern Taiwan to begin Sept. 21

he 2019 Guanziling Hot Spring Festival (關子嶺溫泉美食節) will begin on Sept. 21 and last through Oct. 20, focusing on hot springs, night festivals, bathrobes, and cuisine, the Tainan Bureau of Tourism said in a news release on Aug. 9. Taipei to ban smoking around convenience stores, coffee shops from Sept. 1

aipei will ban smoking in front of 15 convenience store chains and cafes starting on Sept. 1. Huang Shier-chieg (黃世傑), head of the city's department of health, on (Aug. 19), said that smoking will be banned in front of convenience stores and cafes, stating Sept. 1, reported CNA. Those who violate the ban in Taipei could face fines of between NT$2,000 to NT$10,000 for breaching the Tobacco Hazards Prevention Act (菸害防制法). The chains affected by the new smoking ban include 7-Eleven, FamilyMart, OK Mart, Simple Mart, and Hi-Life convenience stores, as well as Starbucks, 85℃ Cafe, Louisa Coffee, Mr. Brown Coffee, Dante Coffee, Ikari Coffee, Barista Coffee, Cama Cafe, Crown & Fancy, and Peter Better Cafe. Huang said that smoking is prohibited on the first-floor arcade in front of these chains, but the second floor or higher and outside areas not considered part of the arcade are not within the scope of the announcement. Huang said that as of July of this year, Taipei had announced the establishment of 2,569 smoke-free areas, including 24 public

parks and green spaces, reported CNA. According to a poll conducted in May of this year, the public supported a ban on smoking in arcades. Therefore, Taipei is implementing a ban on the arcades in front of 15 convenience store and coffee shop chains, effective Sept. 1. A similar ban on smoking on the pedestrian arcades around convenience stores and coffee shops in New Taipei City will also go into effect on Sept. 1. Moira Dela Torre, ipinaliwanag ang naging problema sa kanyang ilong

atapang na sinagot ng singer na si Moira Dela Torre ang naging dahilan ng kanyang mababang energy level habang ginagawa ang “Idol Philippines.” Matatandaan na sa “Gandang Gabi Vice”, ipinagtanggol ni Vice Ganda ang kapwa hurado sa Kapamilya singing search na dumadaan noon sa problema sa kanyang kalusugan. “I’m 85 percent well,” bungad ni Moira sa kanyang “Braver” concert press conference. Dito, ipinaliwanag ni Moira ang kanyang pinagdaanan sa kanyang kalusugan. “Well basically, may nagkamali. And my nose went on necrosis and it’s a very simple procedure. inabi ni Labor Secretary Silvestre Bello na sa kanilang imbestigasyon ay lumabas na nagkaroon ng kapabayaan ang GMA Network sa pagpapatupad ng safety standards sa kanilang taping, na kung saan walang nakitang safety officer. Sinabi rin niyang kung may safety officer na naroroon at marunong nang tamang handling,”maaaring hindi lumala ang bunga ng aksidente at hindi namatay si Eddie Garcia”. “There was lack of compliance with the requirement that in every activity there should be a safety officer… They didn’t have one. Ayon sa ABS-CBN ipinaubaya na nito sa Office of the Network Ombudsman ang pag-iimbestiga sa kasong ihinain ni Pialago laban kay Bigornia.
