Be an Informed Consumer

12 TIPS TO REMEMBER:

What is required by law? In Washington, all contractors who perform work or who advertise or submit bids in this state must be registered with the Department of Labor & Industries (L&I), post a bond and carry general liability insurance coverage. A general contractor must maintain a $12,000 bond. A specialty contractor, such as a painter, must maintain a $6,000 bond. An electrical contractor must maintain a $4,000 bond. Dissatisfied consumers may pursue restitution by taking civil action in Superior Court against a contractor’s bond.

1. Make sure your contractor is properly registered.

Except for the licensing of electricians and certification of plumbers, there isn’t a competency test to become a contractor in Washington State.

2. Be wary of contractors who ask you to pick up the building permit.

A contractor must provide a “Notice to Customer” disclosure statement to you for any residential project with a projected cost of $1,000 or more, and any commercial project of $1,000 to $60,000. As the property owner, you are ultimately responsible for ensuring suppliers, subcontractors and workers are paid. If your contractor doesn’t pay them, they have the right to file a lien on your property to obtain payment.

All registered contractors must carry general liability insurance coverage in the amount of $50,000 property damage and $200,000 public liability or $250,000 combined single limit. (Note: This requirement does not pertain to electrical contractors. Telecommunications contractors must carry $170,000 in general liability insurance.)

3. Plan your project carefully, including detailed plans, if necessary. 4. Try to get at least three written bids on each job. 5. Ask contractors for references. 6. Ask what inconveniences might arise. 7. Obtain a written contract. 8. Make sure you understand the terms before you sign anything. 9. Be cautious about paying for work not yet completed. 10. Put all change orders in writing. 11. Make frequent inspections and consult your local building department.

A contractor must have a current business license, and if the contractor has employees, he or she must have workers’ compensation coverage.

Is it advisable to buy an existing house or to have a custom one built?

Building your own house offers many advantages. It gives you the flexibility to plan an efficient and beautiful home as per your requirements. Building your own home can also be very rewarding. You may save more money in building your home. In fact home-building is a great learning experience. After locating a piece of land on which you would like to build, contact a local design professional who is experienced with design and construction issues in your area and can also provide initial site evaluation services. It is important that you should keep your design simple and efficient. Your construction costs can vary significantly depending on many factors, which may include your region, the site, the design, local construction activity, as well as other factors. You can check with local home listings to determine what the cost per size and amenities provided would be for your area.

Can you convert covered spaces into another room?

Structurally, such conversions are generally quite straightforward. It can change the elevation of the house. You are recommended to be fully aware of all the options since such a change might affect a lot of other installations. Creating garage space into a room can potentially create a problem meeting with the local energy code as many do not meet the energy requirements with below grade insulation at the perimeter of the slab for a thermal break. Also the ability to condition the space with heat should be looked at.

Tips for Maintaining Your Natural Surfaces There are two choices for regular, daily maintenance of cleaning natural stone: neutral balanced stone cleaner or clean water. Most generaluse cleaners are not good enough for stone or applied sealer. Swiffer is great on flat surfaces. Vacuum loose dirt and debris.

Natural Stone:

Be sure all chairs, tables, and other furniture have felt glides to insure protection of your floors. Protect your investment by being diligent in properly caring for your natural surfaces.

Hardwood: To make sure your granite or other natural stone surface is sealed properly, put a drop of water on the surface, wait 15 minutes. If the water absorbs into the stone, the surface needs to be sealed. If the water puddles, then your stone is properly sealed.

To keep your hardwood floors low maintenance for years to come, be sure to use a quality hardwood flooring cleaner that is safe for your finish.

Firewise Landscape A landscape design plan that reduces a home’s vulnerability to wildfire is called Firewise Landscaping. Good plant selection, proper placement and maintenance help diminish possible fire ignition, lower fire intensity and reduce the capability for fire to spread. In North Central Washington, urban/ wildland interface fires are becoming more of a problem as people choose to live in previously undeveloped areas on the edges of cities. These areas are often surrounded by trees, shrubs, and grasses that can be very flammable. If your home is located in the urban/ wildland interface, you should consider the location, spacing and potential flammability of the plants within your home landscape and surrounding area. Recent fires – such as the Wenatchee Complex Fire, and the extensive fires around the region over the last decade are reminders that we live in an area where fire is a natural part of the landscape.

Homeowners should plan and take steps to minimize or reduce the fuel and fire hazard around their homes. This includes using low flammable plants, proper spacing of trees and shrubs, and keeping the landscape lean, clean, and green. 60

A wide selection of trees, shrubs, and other plants are available which are both attractive and fit Firewise landscape principles. What are fire-resistant plants? Fire-resistant plants are plants that don’t easily ignite from a flame or other ignition sources. The plant foliage and stems do not contribute significantly to the fuel potential and fire intensity although Firewise plants can be damaged and even killed by fires. Firewise plants materials have the following characteristics:

Leaves are moist and supple

Plants have an open, loose branching habit with little dead wood and tend not to accumulate dry, dead material within the plant.

Sap is water-like and does not have a strong odor.

Highly Flammable Plants Highly flammable plants have these characteristics in common: Contain fine, dry or dead material such as twigs, needles and leaves within the plant

Leaves, stems and twigs contain volatile waxes, oils, or terpenes (naturally occurring compounds found in the cells of certain plants).

Leaves are aromatic (strong odor when crushed)

Sap is gummy, resinous and or has a strong odor.

Plant has loose or papery bark.

Avoid planting highly flammable plants around your home. Reconsider plantings of this kind that are already in place. They should not be bunched together particularly at home entry locations. Replace these plants with less flammable ones. It is important to remember that even fire-resistant plants can burn, especially if they are not maintained in a healthy condition. Fire Safety Through Design Most people do not view plants on their property in terms of fire danger. Under wildfire conditions vegetation adjacent to homes can influence the survival capability of these homes. Therefore, a fire break – a clearance area that avoids flammable materials – around your home creates what is called defensible space. Defensible space varies due to the type of vegetation growing near the house and the surrounding vegetation and very importantly, the slope of the land.

Other landscape design elements that can strengthen defensible space include:

Effective use of greenery such as lawns, conservation grasses, clover, and bulbs

Non-combustible materials such as rock, brick, concrete, etc.

A minimum of a 30 foot buffer reduces the chance of wildfire from spreading to your home on fairly level ground. On more sloping ground as much as 100 feet of clearance may be necessary.

Tips for Preparing for Winter Lawn and Landscape Care Reseed and fertilize: Fall is a great time for new grass seed to take root, so consider reseeding in selected areas of your lawn. Reseeding also helps keep weeds from growing in the spring. Fertilize your lawn with a high-nitrogen fertilizer to encourage root growth. Look for a lawn fertilizer labeled “winterizing.”

Aerate your lawn: Over time your lawn can become compacted, which hinders grass growth. Aerating — or breaking up the soil surface by poking holes into the ground — reduces thatch, loosens up compacted soils and paves the way for water and nutrients to reach the roots of your grass. Trim your trees and remove dead branches: High winds or heavy snows can cause weak trees

or branches to break and cause damage to property and person. Look for large dead branches in trees, cavities or rotten wood along trunks or major branches, mushrooms at the base of trees, cracks or splits in trunks, and leaves that prematurely develop unusual color or size.

Home Exterior Tasks Maintain your gutters: Remove all debris from your gutters so water can properly drain. This minimizes standing water and slows the freeze/thaw expansion process that occurs in cold weather. Clogged gutters can damage landscaping, lawn and shrubbery, walls, foundation, basement and crawl spaces. Consider installing “gutter guards,” which will prevent debris from entering the gutter and direct the flow of water away from the house and into the ground.

Inspect your home’s exterior walls: To prevent leaks or drafts, look for possible weather-related damage, like cracks and loose or crumbling mortar. Wood trim and siding can suffer from deteriorating paint or become loose. Windowsills may be cracked, split or decayed.

What Should I Do Before Meeting With a Designer? To make your meeting with a designer more productive you should gather up the following information and bring it along with you (or send before a phone meeting):

Protecting Your Family From Harmful Lead Dust Although the Renovation, Repair and Painting Rule does not apply to homeowners renovating, repairing, or painting their own homes, do-ityourself projects can easily create dangerous lead dust. Protect your family and home – set up safely, control the dust, and clean up completely.

Anytime you cut into surfaces painted with lead paint, even if the paint is covered by layers of newer paint, you risk creating hazardous lead dust. You can reduce the risk of lead exposure in your home by hiring a certified lead inspector to check to see if there is lead paint in the area of your work. If there is lead, then you may want to have a trained and certified lead abatement contractor perform an abatement to remove the lead from the area before you begin work.
