Thetford Past and Present

The 4th Battalion Northamptonshire Territorial Regiment was billeted in the town from November 1914 – April 1915. In the early years of the war the Guildhall was used as a temporary YMCA for the troops. On the 11th hour of the 11th day of this 11th month we will remember those millions who died and suffered in this and later conflicts - “Lest We Forget”. Thetford United Reformed Church Sunday 10th November at 4pm A quiet reflective service remembering those who have given their lives.

Those participating in this years Annual Remembrance Parade, please assemble as usual at the Argos car park. The parade will march off under the command of the Royal British Legion Parade Marshal at 10:30 am. Led by the City of Norwich pipe band, the parade will proceed via Tanner Street, Well Street, then along Guildhall Street and turn into the Market Square and take position under the command of the Parade Marshal. Once the service has been completed the parade will return via Well Street and Tanner Street back to the Argos car park for dismissal.

40th Anniversary Season Thetford Singers are starting their 40th Anniversary Season with a traditional festive concert “On Christmas Night” on Wednesday 18th December 2013. The venue is Thetford’s Guildhall with its lovely acoustics which is one of the choir’s favourite venues and they look forward to welcoming you there. A sizzling selection of seasonal songs is being prepared for your entertainment with Christmas Jazz being one of the highlights of the programme. The concert will include traditional carols for the audience to enjoy and will also feature music by Ralph Vaughan Williams and Christmas Spirituals. Under the patient guidance of Dr Alan Howard, Thetford Singers are particularly enjoying rehearsing Bob Chilcott’s On Christmas Night which is giving the concert its name.

Santa is Coming to Norfolk Santa is coming to Norfolk and you can read all about it in a beautifully illustrated book now available at Thetford Garden Centre. “He squeezed down thin chimneys in Thetford…” but what else did Santa do when he came to Norfolk? You can find out in this hard back book that covers Santa and his reindeer as they struggle to deliver to all the children of Norfolk in time for Christmas. The hard-back book is available in-store now at an offer price of £4.99 but stocks are limited.

Town Centre Christmas Illuminations and Celebrations 2013 The ceremony to switch on the lights will take place on the 29th November 2013 on the raised area in front of the Town Clock in King Street with the lights being switched on at 6pm. As explained in previous years it costs over £13,000 to have the lights and Christmas trees put up and taken down again. In addition there are always worn out lights to be replaced and refurbished. Whilst I am well aware of the financial restraints on budgets, I am very keen to continue with this very long tradition which the children have come to love and expect. I am therefore asking for donations from the local businesses and the community to assist with this cost I would like to take this opportunity of thanking every-one who has supported this event over the past years. Christmas Light switch on 2013

FRIDAY 29th NOVEMBER 2013 at 6pm This year the ceremony to switch on the Christmas lights will take place on the raised area in front of the Town Clock on King Street Thetford. The ever popular Night Market will run from 4.00pm until 9.00pm on the Market Place and in the Guildhall with an eclectic mix of traditional Christmas craft, market stalls, food stalls and live music.

Activities are planned for King Street, where Father Christmas will be in his grotto.

The Ancient House Museum will be open from 5 - 8pm with a Tudor Yuletide evening of craft and fun activities (entrance and all activities free). St Peter’s Church will host free Tudor festive Storytelling & Music. Sessions are timed with seats allocated on a first come basis. Maximum audience number per performance of 40. Suitable for all ages (children under 8 years must be accompanied by an adult).

Christmas Calling

Saturday 21st December

Thetford Voices is once again looking for young singers to join its annual holiday workshop for Christmas Carolling. This year’s date is Saturday 21 December. Singers aged from 6-16 meet at 9.15 in the Williamson Hall of Thetford Grammar School to rehearse carols and Christmas songs before travelling to sing at Elveden Christmas Market. Later in the afternoon we travel by coach to perform at residential homes in Thetford. Last carol at 5.15. While singing we shall be collecting for EACH and the children at Quidenham Hospice.

Young singers from 6-16 are invited to join our sixth Christmas Holiday Workshop.

There is no charge for the day, made possible through the generosity of the D’Oyly Carte Trust and local sponsors Thetford Grammar School, Coach Services of Thetford and the Elveden Estate.

We meet at 9:15 in the Williamsom Hall of Thetford Grammar School to prepare a programme of carols and Christmas songs. After singing ar Elveden Christmas Market, collecting for EACH Children’s Hospices, we visit residential homes across Thetford. Last carols at 5:15.

We welcome participants from a wide area around Thetford each year and look forward to new and regular singers joining us in 2013. Congratulation to those who won and well done to all who entered and we hope you enjoy the prize money, to those who won, again, well done.The three judges who picked these winners were the Mayor Councillor Stuart Wright with Mrs Jean Hay and Mrs. Jennifer Bullock both ex Mayors. We had a large quantity of artists entering and therefore had to cut down the entrants to two pictures each. The people who were to be mentioned as Highly Commended were Terry Kimpton with his picture called Rebecca, Bruce Martin for Weybourne Station, Barbara Snow for Sir David Attenborough and Marion Carson with Frontline Soldier.

Scarecrows

0n Parade

The United Reformed Church in Thetford held its third annual Scarecrow Festival in September, when a host of scarecrows produced by local community groups and schools were on display. Sixteen scarecrows were created especially for the event which ran from Friday to Sunday and concluded with the Church’s Harvest Festival. The winning scarecrow (Pictured right) in the adult section was produced by L Fulcher Funeral Services and Norwich Road Academy took Gold in the junior section. Raleigh Infant School produced a Pirate scarecrow and the whole school celebrated their Harvest Service at the church to launch the festival. The Mayor officially opened a days entertainment on the Saturday and the children from Thetford Voices led a singalong of popular songs in the morning. “Thursday Nights” choir and “Four Hands in Harmony” entertained during the lunch time and a jazz group called “Passing Wind” played for the afternoon visitors.

Breckland’s “Big Switch” Deadline Extended Breckland residents will be given more time to sign up to a scheme that could cut a family’s fuel bills by more than £100 a year.

Lynda Turner, Executive Member for Communities and Environmental Services, said: “The extension of the signup period is good news for Breckland residents who want to cut their fuel bills.

We are still looking for donations and sponsors for future events and for the coming National Dance Championships in Peterborough which we will be well represented.

Payments made Outside the Contract of Employment Examples of payments made outside the terms of the contract are damages for breach of contract, ex gratia payments etc. The first £30,000 of these payments to each employee is free of income tax and national insurance. Any excess over £30,000 is subject to income tax and national insurance.

Statutory Redundancy Pay

Tax Clinic - Redundancy In this latest article on topical tax issues, Colin Chamberlain of Lovewell Blake describes some of the tax issues surrounding the various payments that can arise when an employee is made redundant. The latest statistics on the British economy seem to suggest that, at long last, we are seeing the first green shoots of recovery. Nevertheless, we still hear of businesses going into liquidation or down-sizing and the job losses that are an unhappy consequence of this. If you are unfortunate enough to be one of the many thousand people each year who are made redundant, it is important to make sure that the income tax treatment of the various payments that you are likely to receive is dealt with correctly. Usually when someone is made redundant there are broadly three types of payment made to them. Firstly, there are payments that are made under the terms of the contract of employment. Secondly, there are payments made outside the terms of the employment contract. Thirdly, there are payments made as a result of legislation designed to cushion the financial blow of being made redundant – ie statutory redundancy pay.

Contractual Payments Examples of payments due to a redundant employee under the terms of the employment contract are wages, holiday pay, bonuses, commission etc. These payments are all fully subject to both income tax and national insurance.

Statutory redundancy pay is a legal entitlement to a certain minimum level of financial compensation in the event of redundancy. The amount you are entitled to will depend on how many years you have worked for your employer. You are entitled to a week’s pay for every year’s service up to a maximum of £450 per week; although for periods of employment before you were 22 years old you get half a week’s pay for each year and for periods of employment when you were older than 40 you get a week and a half’s pay for each year. Statutory redundancy pay is always treated as part of the payments covered by the £30,000 rule, even if entitlement to statutory redundancy pay is mentioned in the employment contract.

Payments in Lieu of Notice A common area of difficulty surrounds notice periods. If your contract of employment entitles you to, say, a 12 week notice period and you actually work out the notice then any payments as a result of carrying out that work will be contractual and therefore subject to income tax and national insurance. The difficulty is where the notice period is not worked and the employer makes payments in lieu of notice which may or may not be contractual. If the payments in lieu of notice are referred to in your contract of employment, they will be contractual and therefore subject to income tax and national insurance. If payments in lieu of notice are not referred to in your contract of employment, they may not be contractual and may be likened to payments for damages and therefore be free of income tax and national insurance. However, this can be a tricky area because in certain cases, HMRC are allowed to treat payments in lieu of notice that are not referred to in the written employment contract as if they are contractual. Payments in lieu of notice referred to in staff handbooks or where there is a

history of making such payments so that they become a legitimate expectation are both examples of where HMRC have successfully contended that the payments were deemed to be contractual.

Indeed this area is thought by many employers as being so risky that they decide to err on the side of caution. They tend to deduct income tax and national insurance from payments in lieu of notice even if there is a good chance that those payments are not taxable.

If the employer does indeed deduct tax and national insurance from a payment in lieu of notice, all may not be lost. This is because the employee can still opt to fill in a self assessment tax return and give a full disclosure of all the facts relating to their particular case with a view to obtaining a refund of any income tax which has been incorrectly deducted. It is also possible to write separately to HMRC to get a repayment of national insurance. I have helped several clients in this position to get refunds and, if you would like me to have a look at any particular circumstances which may have affected you, please feel free to contact me. Thetford Warren Essential Restoration Works this Autumn Essential restoration work will re-start this autumn on Thetford Warren Lodge site during the first weeks of November. After the extensive clearance last year of pine, self seeded on the site over the last 20 years or so, we will be removing the remaining scrub and trees making the lodge visible again along with providing improved conditions for the many rare Brecks heath species such as Breckland Thyme and many lichens that are struggling to survive there. Work to remove the remaining trees will require the closure of the car park and site for timber operations for two weeks starting on November 11th with the car park reopening Monday 25th November. We ask the public to comply with site operation notices outside of these times whilst restoration work takes place. Following spraying during late summer to control bracken, works will include removal of the deep leaf litter layers where bracken has previously grown, selective removal of mature and old heather to create bare earth where lichen and other species can re-colonise and soil stripping in areas of pine removal to encourage Brecks heath species to re-establish. This work will also make the lodge visible again after many years of being hidden in the undergrowth and set it in its historic landscape where it once stood as sentinel over the vast Thetford Warren, providing a fortified high point home for the ‘warrener’ to survey his valuable rabbits. We ask for your understanding and apologise for any inconvenience caused by these essential works. Harvest Festival This week the Junior Department at Thetford Grammar School celebrated Harvest with a special assembly. Enjoyed by an audience of parents and relatives, all of the pupils aged 3 – 11 took part in sharing their Harvest related work. The Year 2s displayed and talked about their giant food pyramid whilst Year 5 read their own Harvest poems aloud. Reverend Baker of St Cuthbert’s Church, Thetford, also spoke about how small things can make a big difference to others, such as the donations of food from TGS pupils that will be collected to supply Thetford Foodbank – a local charity that helps families in need. The festival closed with a rousing song about fluffy cauliflowers and fat lettuces! Mrs Butler-Hand, Head of the Junior Department, said, “The children lead our Harvest Festival themselves and they all did a fantastic job of confidently presenting in front of an audience. Thank you so much to all the people who bring us tins of sweets, bric a brac, clothes and lots of other things which make our sale days such a success. We found a lovely country home for our little one eyed cat, Bramble, exactly what we were hoping for. There are still adults and kittens in our care looking for loving homes. A lovely man had been looking after an elderly, emaciated stray tabby. Poor cat had a terminal illness but was given 5 weeks of love, comfort and a full tummy before he had to be euthanased. The owners who abandoned him should feel ashamed!! There will be fireworks going off soon so please make sure your cats are safe indoors early in the day before these start. They may hide behind the sofa or under furniture and this is fine, they are best left alone until they are ready to come out. As the weather gets colder cats love to be in the warm so please let them come inside the home.

Our “Sisters”from Norfolk Virginia Visit Thetford

There followed a viewing of the council chamber and regalia, a town tour with the Thetford Players bringing history to life, a colourful display of Sikh dancing, presentations about the activities of the Thetford Society, Players and the Benjamin Foundation.

On the 28th September Thetford welcomed 12 members of Norfolk Virginia Sister Cities Association who were touring our Norfolk. For 27 years Norfolk UK has been one of several “Cities” worldwide that are Sisters to Norfolk VA. www.norfolksistercities.org In our case the link is to our whole county, since a 17th century migrant from here called that area of America New Norfolk.

Some time was allowed for the visitors to enjoy their individual interests, including a visit to our allotments by one lady who is setting up community gardens in Norfolk VA. Then into the evening and the Thetford RAFA Wings Appeal concert.

In 2011 Thetford residents Catherine Dubois-Goodall, Margaret Ince, Jean Nixon and Janet Smith- Gibbons were part of a group of 30 from Norfolk UK to be hosted in Virginia. We were pleased to return that hospitality by arranging a day that gave our visitors a taste of our town, both Ancient and Modern. Thetford put out the flags, literally, as the group was welcomed by our Mayor, Stuart Wright, with a special Cry from the Town Crier.

Lunch, during which the Thetford Music Project youngsters played and sang, and the evening meal were cooked and served by members of several Thetford organisations. We wish to thank all those Thetford societies and individual residents whose combined help and/or sponsorship made the Norfolk Sister Cities Association visit to our town so enjoyable, informative and memorable. It could not have happened without you all.

Marvellous Achievement

Thetford (Breckland) Lionesses Thetford (Breckland) Lionesses welcomed Jan and David Williams from the Macular Society to the Lioness meeting on Monday October 14th. Jan gave a very informative talk about macular degeneration and the work of the Macular Society. Following a question and answer session Jan was presented with a cheque for £500.00 from Lioness President Sheila.

Thetford Bulldogs achieved the FA Charter Standard Development Club Award which they received on the 30th September. They are now the only club in Thetford with this 2nd FA Award which is the result of eighteen months hard work by the whole club including 24 coaches. Aidan Linge volunteered to coach at the Thetford Bulldogs Training Academy, which starts at the age of 4 to under 17 and includes an Under 13’s Girls the only all girl Team in Thetford.

Immediate Past District Governor Jim Cawte attended the meeting and demonstrated the use of a Boom Box and Memory Stick could enable those with sight difficulties to listen to the Lions Roar newsletter instead of struggling to read it. The box and memory stick was left for a local Lioness to use.

The Mayor of Thetford, Councillor Stuart Wright said“ The club caters for two hundred children and despite not having our own facilities this is a marvellous achievement. We hope in due course the town will be able to provide them in the future.”

Sketches and Doodles aid Art Students

As the day continued, the photography students were given tips by Mrs Perry of ways to achieve the best shot. Mrs Perry said ‘I have seen some excellent photos that everybody came back with and it will definitely help to boost grades for their work.’ ‘Photography at the Botanical Gardens was a very interesting experience’ Year 11 photography student Megan Gallacher said’ ‘I learnt lots of new techniques and even got to try my new telephoto lens! All in all, a good day out!’ Miss Sherring and Mrs Perry were very pleased with the outcomes of the trip and it was also thoroughly enjoyed by the pupils. There will also be another Art and Photography trip for their final exams later this year which I hope they have as much enthusiasm as they did for this visit. By Rosamund McAra - Year 11

Thetford Grammar School’s GSE and A Level Art and Photography students recently visited The Fitzwilliam Museum and Botanical Gardens in Cambridge as part of their studies. The trip was organised by the Art department to give the group a sense of direction and inspiration for their forthcoming mock exams, in which they must show off their individuality, independence and flair. The visit would also help with their coursework. On arrival at the Fitzwilliam, the young artists were instructed to take in as much as they could in the short time frame that they had. This year, there were no workshops booked so the students had more time to have a self-reliant approach. As a result they saw many exhibits which were packed with historical value; particularly the exhibitions which focussed on Egyptian, Greek and Chinese culture. In the museum no photos could be taken, so drawing and noting down was a key asset and a chance to see the artists’ observation skills. Head of Art Ms Sherring said ‘I’m sure that many of these sketches and doodles will turn out very exciting pieces full of intuition.’ Suzie Hayden and Beth Collins said “We thoroughly enjoyed the Egyptian exhibition in the Fitzwilliam Museum because there was lots of fascinating historical artefacts and we did a lot of sketching! Over all it was great!”-

Loyal Volunteer Kirsty Turner is the epitome of a loyal volunteer, having fulfilled many of the roles associated with running the football club over the years at Thetford Bulldogs F.C. The process has seen her evolve from a supporting parent and sponsor to team manager and club secretary! She has also fulfilled many other roles in between.

After an hour, the Photographers were taken to the Botanical Gardens, just around the corner from the museum. Here, there were lots of photographic opportunities; in particular the chance to observe the transition of changing seasons was a great bonus.

Kirsty is very deserving of this award for her efforts during the last football season, when she stepped into the breach after the club chairman and secretary stepped down.

Cycling Proficiency Pupils in Year 6 at Thetford Grammar Junior School have recently undertaken a Cycling Proficiency course through a Norfolk County Council road safety initiative. Having completed a series of lessons teaching the basics of bike maintenance through to safe manoeuvres when cycling on roads and in public areas, all 10 participants successfully passed their written and practical assessments. Mrs Butler-Hand, Head of the Junior Department said, “We have offered this course to our Year 6 pupils for a number of years now and the uptake is always very popular. It is another way in which we allow our pupils to develop skills for life alongside their more academic learning.”

All for a Good Cause The kind hearted families of Admirals Academy donated tins and packets of food to support this years Salvation Army ‘Tins & Toys Appeal’. Approximately twenty full carrier bags and boxes were delivered to the Salvation Army Citadel on Tuesday 22nd October. The Salvation Army were extremely pleased to receive the Academies donation and will ensure it goes to where it is most needed. Pictured right shows the last of the carrier bags being packed.

Thumbs Up for New Playground

As part of our drive to provide a wide range of experiences for the children at Thetford Grammar Junior School, cooking has now become part of our curriculum.

The Bishops CEVA Primary School have some new additions, a fantastic new playground for Key stage 1 and log climbing frame for key stage 2 pupils, this has made a big difference to breaktimes the children have given a big thumbs up to the project in which a consultation was held by the school council members who then took it to the rest of the school.

Recently Karen-Emma White held a day for members of the local community to bring in their favourite toy, creating a photographic and audio record. “The response was fantastic and we now have a fabulous set of images to illustrate the wide range of toys that become significant throughout our lives. Some of the stories behind these toys are incredibly moving and show that from a very early age we make strong associations with these objects that go beyond their material value.”

The exhibition will open in spring 2014 and will follow the exceptional Thetford’s Lost Tudor Sculptures exhibition currently on show.

Any Questions? BBC Radio 4 comes to Thetford in honour of Tom Paine was a controversialist who famously authored Rights of Man and The Age of Reason. The Common Sense Club was set up to continue to remember Paine in the town, following the bicentenary in 2009. More than 225 people came out to see the panellists present their points of view in Thetford, the panel comprising UKIP’s Diane James; Conservatives’ Matthew Hancock, Minister for Skills and Enterprise; Labour’s Charles Clarke, former Home Secretary and visiting professor at the University of East Anglia, and Bob Crow, General Secretary of the Rail and Maritime Union.

On October 25, Thetford played host to BBC Radio 4’s Any Questions? With around 1.5 million listeners tuning in, the Carnegie Room soon filled to its brim ready for the live airing presented by Jonathan Dimbleby.

Together they discussed whether Grangemouth is the beginning of the end for trade unions, what can be done to stop the energy price hikes, when – and if – a referendum into leaving the EU is likely to happen and whether good school teachers need to be trained. The final question was linked to Tom Paine, who once said that one good school teacher is of more of use than 100 priests.

For those who are unfamiliar, Any Questions? is a topical debate amongst a panel of politicians and other public figures in front of a live audience. It has been running since October 1948 and is aired from a new location each week, having visited Hong Kong, Paris and Bethlehem in the past. Questions are put forward by those in the audience and selected before the show goes live.

John Weeks, Secretary of The Common Sense Club, said: “Tom Paine would surely have appreciated the sound of opinion makers and decision takers in earnest debate over national matters. A Day to Remember Thetford Grammar School’s young rugby stars had a day to remember when they spent a day at the Leicester Tigers’ Match Day Clinic. The school took a squad of boys from year 8 and a mixed team from Year 10 & 11 to participate in a morning of training and fitness, before watching the top of the table Aviva Premiership clash between Leicester and Northampton. The day began when the young players arrived at the University of Leicester playing fields bright and early for a 90 minute training session taken by the Tigers’ very own coaches. The conditions were sunny and perfect for rugby and soon the boys were being put through their paces. Later on they learnt a great deal from the coaches on the arts of: tackling, rucking and mauling. Prop forward William Tomkins said he ‘loved the chance to hit the tackle bags.’

When the teams finally took their seats right behind the posts, they were treated to a display of high class rugby as the Leicester Tigers took on their arch rivals Northampton Saints. Both teams were packed with international players, in particular the British Lions heroes Alex Corbisiero and the “mighty Welsh wizard” George North. The match was a very close affair with both teams going for the win but the game ended in a rare 19-19 draw. Mr Simpson, Thetford’s revered head of P.E. said, ‘the atmosphere was like nothing the lads have experienced before. ‘ Organiser Mr Hill said ‘the teams gained valuable experience and got a glimpse into the life of a professional sportsman. The squad then had a Question & Answer session which saw some interesting questions for Tom Price, an up and coming Tiger who explained what it was like to be a professional player. The teams were given an amazing treat as the teams arrived early at the stadium. The squad managed to get autographs from some of Leicester’s top players including Toby Flood and Tom Youngs and they also had the chance to meet some legends of the game, including Lawrence Dallaglio and Austin Healey. Fresh back from their summer break, Thetford Dolphins hosted the bi-annual ‘Nifty Fifties’ Open Meet at Waterworld, Thetford, on 8th September.

September also saw Thetford host the final of the Fenland League, with the club competing against Dereham, West Norfolk, Wisbech and Cambridge.

This years’ event was particularly well-attended, with over 900 entries from swimmers from 10 other clubs across the region. 56 Thetford swimmers competed in a total of 214 swims, with the club achieving thirteen 1st positions, three 2nd’s and fourteen 3rd’s. Overall, the club netted 88 top six places and 103 PB’s.

Thetford Dolphins finished in 4th position overall, with their swimmers achieving four 1st places, eight 2nd’s, eleven 3rd’s and 8 PB’s. Annie Clark- Massey broke a club record previously standing for 9 years, in the girls 16 yrs age group 100m butterfly and Dan Collins broke 2 club records set by himself earlier this year.

1st positions went to Alice Fasey, 9, in 50m breaststroke; Isabel Free, 9, 50m backstroke; Annie Clark-Massey, 16, 50m butterfly and 100m IM; Jacob Clarke, 12, 50m backstroke; Macaulay Harvey, 12, 50m breaststroke, 50m butterfly and 100m IM and Dan Collins, 13, in 50m backstroke, 50m breaststroke, 50m butterfly, 50m freestyle and 100m IM.

Barnham Fete Barnham Fete was enjoyed by many, back in September, this time complete with opening parade. The theme was ‘Carnival’, so the parade was led by brightly dressed Zumba dancers, The Green Dragon Morris Men and a number of children from Barnham School, ably accompanied by local musician, Roger Armstrong. He kindly provided music at interludes throughout the fete, along with home grown talent in the form of Barnham singer/songwriter Charley Jeffries.

The Treasurer in his report said funds were adequate and there was no need to increase the subs this year, but he reminded members that they are now due . The speaker for the meeting was the Chairman, Trevor Burlingham who gave a talk and slides on his recent holiday to Switzerland he and his wife travelled on the Glacier Express starting at Cologne, staying at a hotel in Chur where they had a walking tour of the town, then moving on to Poschiano, St Moritz, Lake Lucerne, Bernina Pass, Rhine Gorge, he said the scenery was out of this world, and commented on how clean the country was. Their journey finished in Paris before returning home. During his talk he showed some splendid photographs taken by him and his wife.

Following an excellent meal Lioness President Sheila outlined the fun, fellowship and fundraising events that the Lionesses had enjoyed this past year. Past District Governor Jim Cawte gave the response.

Thetford Breckland Lionesses marked their 25th certification with a dinner dance at the Thetford Golf Club. Lions and Lionesses from East Anglia joined in the celebrations.
