Introduction

Complex as the organisation of the Olympic Games is, its ultimate purpose provides a simple conceptual focus for cities bidding or preparing to host the Games. That focus is identified as sport, and in particular, the athletes. The organisers must provide the necessary conditions for optimising athletic performance, which in essence, the Olympic Games celebrate. The contents of this volume outline what Istanbul has to offer the athletes to maximise their Olympic performance. Under respective themes, Istanbul’s general sports concept, venues for individual sports, Olympic Village and Paralympic Games project are discussed. Istanbul’s Olympic Project is basically unifying. It is compact in the sense that it proposes to host all sports included in the programme of the Summer Games in the same city and accommodate all athletes in the same village. There are two main clusters of competition venues. One is the Olympic Park, which will include venues for 16 sports. The other is the Southern Olympic Complex in Ataköy. These two main clusters are 12 kilometres apart. The Olympic Village lies in between, located 3 kilometres from the Olympic Park and 9 kilometres from the Southern Complex. The only other multi-sport (modern pentathlon, shooting and water polo) site is Maslak/‹stinye, which is 26 kilometres from the Olympic Village. The Olympic Village will be home to some of the most distinguished athletes of the world, as well as the mark of gentle hospitality that Istanbul plans to extend to such distinguished guests. It will comfortably accommodate the estimated 16,000 athletes and officials since planned capacity exceeds 17,600. The same village will accommodate Paralympic athletes and officials following the Olympic Games. This is reflected in village designs, meeting Olympic and Paralympic requirements. The Media Village is planned in close proximity of the Olympic Village, while the Main Media Centre lies within the Southern Complex. The location of media accommodation and media facilities will facilitate due coverage of the Games. Istanbul is aware of the significance of eyewitness to athletic performance. In this connection, it is worth noting that the Olympic Park, which will experience the greatest concentration of spectators, will be accessible by three ring roads of highway quality, as well as the urban rapid transit system comprising underground, LRT and commuter rail. The road and rail system serving the Olympic Park will transport about 100,000 passengers per hour in 2008. Likewise, the Southern Complex will be readily accessible by rail, ring- and main roads. Various components of Istanbul’s Olympic Project are planned with a view to ensuring best conditions for each and every sport, for each and every athlete participating in the Games. It so happens that the city also enjoys distinctly advantageous natural, geographic and climatic conditions from the sporting point of view. One, already mentioned, is that all 28 of the Olympic summer sports can be held in Istanbul. Another is found in the perfect agreement of Istanbul’s proposed Games period with the international sports calendar. Finally, with an average temperature of 24°C, an average humidity of 60 percent and almost no precipitation, the climatic conditions are most convenient in terms their impact on athletes’ performance. The General Directorate of Youth and Sports, on the other hand, has 8,427 highly qualified sports personnel who continuously participate in training programmes held in collaboration with sports federations.

The IOBC plans on drawing from this highly successful and experienced student bodies that have proved themselves so capable during the organisation of major international events such as the Habitat II and OSCE summits in the past.

The NOC of Turkey, an integral part of the Istanbul Olympic Bidding Committee, established its Educational Commission in 1994 with the specific aim of contributing to the training and organisational experience of sports personnel, including officials, instructors, and managers. Since then, the NOC Educational Commission has been collaborating with the Department of Higher Education in Sports, Educational Department of the General Directorate of Youth and Sports, and national sports federations, as well as other related bodies in the country. It has a comprehensive programme, including a focus on planning and implementation.

The IOBC has access to a wealth of human resources for sports organisation. Drawing on this potential, planning in advance and working in close cooperation with the IFs, it will meet Olympic requirements to the satisfaction of all parties concerned.

COMPETITION SITE

The proposed venue for archery events is the Olympic Archery, which will be built in the Olympic Park where the Olympic Stadium is now under construction. The venue will be provided with all required facilities, including a giant video screen (25 m2 to 30 m2). The main competition field will have four lanes.

SITES DE COMPETITION

Le site principal de compétition proposé pour les épreuves d’athlétisme est le Stade olympique dans l’enceinte du parc olympique. Seules les courses sur route se dérouleront à l’extérieur du Stade olympique. Le marathon suivra un parcours unique, enjambant deux continents. Démarrant sur la rive asiatique de la ville près du site de voile, les athlètes traverseront le pont du Bosphore vers l’Europe, le pont de la Corne d’or situé dans la vieille ville, suivront un parcours longeant les anciens remparts de la ville, arriveront au Square olympique en face de la Maison olympique d’Istanbul et prendront le cap vers le nord du Parc olympique avant d’entrer dans le stade olympique pour l’arrivée. L’épreuve hommes de marathon fera partie de la Cérémonie de clôture. Les épreuves de marche auront lieu à ‹kitelli à l’intérieur du Parc Olympique, démarrant et finissant dans le Stade olympique. Le circuit pour la marche de 20 km et la marche de 50 km sera de 2,5 kilomètres. Les stades d’échauffement sont à une distance accessible à pied à partir du Stade olympique. Il existe une connexion tunnel directe au stade principal.

Six sites d’entraînement sont proposés pour les épreuves d’athlétisme. Les équipements d’entraînement pour toutes les épreuves seront fournis dans les sites. L’un des sites d’entraînement sera particulièrement destiné aux épreuves de lancer. Une sélection d’équipements certifiés par l’IAAF, conformes à ceux qui seront utilisés lors des compétitions seront disponibles sur les sites d’entraînement. COMPETITION SITES

The main competition venue proposed for athletics events is the Olympic Stadium within the Olympic Park. Only the road races will take place outside the Olympic Stadium. The marathon will cover a unique course, spanning two continents. Starting on the Asian side of the city near the sailing venue, the athletes will cross the Bosphorus Bridge to Europe, pass the Bridge of the Golden Horn into the Old City, follow a route along the ancient city walls, arrive at the Olympic Square in front of the Istanbul Olympic House and head north to the Olympic Park before entering the Olympic Stadium for finish. Men’s marathon will form a part of the Closing Ceremony. Walk race events will take place at ‹kitelli within the Olympic Park, starting and ending in the Olympic Stadium. The circuit for the 20 km walk and the 50 km walk will be 2.5 kilometres. The warm-up stadiums are within walking distance of the Olympic Stadium. There is a direct tunnel connection to the main stadium.

TRAINING SITES

Six training sites are proposed for athletics events. Training facilities for all events will be provided in the sites. One of the training sites will be designated specifically for throwing events. A selection of IAAF-certified implements, identical with those to be used during competitions will be available at the training sites. UTILISATION POSTOLYMPIQUE

Le Stade olympique a été prévu et sa construction a commencé en tenant compte du besoin pressant d’Istanbul pour un tel lieu sportif. Il constitue la première d’une série d’installations dans le cadre d’un projet de développement majeur qui est conçu en conformité avec le plan urbain directeur. Ainsi, la Trésorerie a alloué au Comité de Candidature Olympique d’Istanbul (CCOI) un terrain de 584 hectares pour servir de Parc olympique, et le CCOI a entrepris la réalisation du projet du Stade olympique. Etant construit indépendamment du résultat de la candidature d’Istanbul pour accueillir les Jeux Olympiques, le Stade olympique est destiné à doter la ville des installations sportives dont elle a grand besoin. Il sera utilisé pour de multiples événements nationaux et internationaux de haut niveau, à partir de 2002, c’est-à-dire à la fois avant et après les Jeux de 2008.

POST-OLYMPIC USE

The Olympic Stadium was planned and its construction was started in view of Istanbul's pressing need for such a sporting venue. It constitutes the first of a series of facilities within the framework of a major development project that was conceived in conformity with the urban master plan. Thus, the Treasury allocated the Istanbul Olympic Bidding Committee (IOBC) the 584-hectare land to be developed as an Olympic Park, and the IOBC proceeded with the implementation of the Olympic Stadium project. Being constructed irrespective of the outcome of Istanbul's bid to host the Olympic Games, the Olympic Stadium will provide the city with a much-needed sports facility. It will be available for a wide range of high level international, as well as major national events, starting with the year 2002, that is, both before and after the 2008 Games.

POST-OLYMPIC USE

Baseball is relatively unknown in Turkey and it would be unrealistic to assume that both stadiums will be used exclusively for baseball events after the Olympic Games. The IOBC, on the other hand, is convinced of the need to diversify sports participation in the country and does not envisage temporary Olympic installations even if current popular interest in a particular sporting activity is weak. It is also convinced that Turkish interest in baseball will grow following the Games if Istanbul is elected to host them. Meanwhile, a multi-purpose post-Olympic use of the main venue is projected, the most frequent being open-air concerts and theatrical performances for the benefit of the general public.

Basketball enjoys high popularity in Istanbul and in other parts of the country. Second only to football in the number of spectators it attracts, it also claims an ever-increasing number of active participants. The Atakรถy Dome is designed as a multi-sport venue, suitable for basketball and indoor athletics, among other sports events. Construction being near completion, the venue will be used particularly for high-level international basketball events, as well as for national competitions, both before and after the Olympic Games.

SITES DE COMPETITION

Deux sites de compétition sont proposés pour les épreuves de canoë. Le site destiné aux épreuves en eaux calmes est le Centre d’aviron et de canoë du lac de Küçük Çekmece, site également proposé pour les épreuves d’aviron. Lac côtier naturel situé à 15 kilomètres à l’ouest de la ville, il couvre une superficie totale de 16 kilomètres carrés. La largeur du lac se situe entre un maximum de 4 500 m et un minimum de 1 000 m. L’autre site est un parcours artificiel de slalom qui sera construit dans le parc olympique. Le parcours artificiel de slalom sera construit en stricte conformité avec les standards de l’ICF. Les conseils d’expertise, critiques et approbations de l’ICF seront pris en compte à tous les stades du design et de la construction du parcours artificiel de slalom lui-même. Cette construction se fera également en relation avec le développement global du site. Ainsi, le Centre de slalom fera partie intégrante du Parc olympique, en tenant évidemment compte de tous les aspects techniques, environnementaux et esthétiques. COMPETITION SITES

Two competition venues are proposed for canoeing events. The one for flatwater events is the Rowing and Canoeing Centre at Lake Küçük Çekmece, which is also the site proposed for rowing events. A natural coastal lake 15 kilometres to the west of the city, it has a total area of 16 square kilometers. The width of the lake is 4,500 m maximum and 1,000 m minimum. The other venue is an artificial slalom course, which will be constructed within the Olympic Park. The artificial slalom course will be built in strict conformity with ICF standards. ICF expert advice, review and approval will be sought at all stages of design and construction of the water channel itself, as well as in relation to overall site development. Thus, the Slalom Centre will be an integral part of the Olympic Park, in due consideration of technical, environmental and aesthetic matters. ICF recommendations on the geometry and hydraulic parameters of the course will be observed. Water will be pumped to the venue from the existing Water Purification Centre in the Olympic Park.

POST - OLYMPIC USE

Watersports facilities to be put in place for the Olympic Games on Lake Küçük Çekmece are intended for similar use after the Olympic events. Therefore most of the installations will be permanent. This will be a significant contribution to Istanbul's sports infrastructure, and in particular, benefit the student population at the nearby Istanbul University campus. The artificial slalom course at the Olympic Park will be constructed in view of its sporting and recreational uses. It will be a major step towards encouraging development of this sport in the country, as well as remaining as an attractive feature of the extensive Olympic Park.

Prologue

Istanbul is a city with Olympic aspirations. It is aware of the many benefits that derive from playing host to the Olympic Games. It is also convinced that the staging of the Games in Istanbul will enhance the power of Olympism. This is Istanbul’s third consecutive bid to host the Olympic Games. Each bidding phase gives rise to a greater accumulation of experience on the part of the Istanbul Olympic Bidding Committee (IOBC) and to further development of the city’s capability in preparing to host the Olympic Games. Every candidate city enjoys relative strengths in certain areas and relative weakness in others. Istanbul is no exception. However, rather than trying to disguise or overlook its weaknesses, Istanbul has chosen the course of realistically assessing and confronting them. In fact, Istanbul’s bidding effort may best be seen as a competition where the city is its own contender and constantly struggles to improve its performance. In that sense, Istanbul’s bidding experience resembles that of an athlete training to participate in the Olympic Games. What are the strong points of Istanbul’s candidacy? Istanbul enjoys vigorous governmental support. The Turkish Olympic Law, enacted in 1992, provides unequivocal evidence of the financial and administrative support of the State towards preparations for and the organisation of the Olympic Games in Istanbul. Istanbul’s candidacy also benefits from the strong backing of local government. The Mayor, as well as two other representatives from the Greater Istanbul Municipality, is on the Istanbul Olympic Bidding Committee that is responsible for the city’s candidacy. The National Olympic Committee of Turkey, which will celebrate its centennial year in 2008, is another body that provides the city with vital support. Istanbul benefits from the organisational expertise that the NOC has built up over nearly a century, as well as from its concentrated efforts to enhance Olympism in the country. Equally significant is the solid public support of Istanbul’s candidacy. A nationwide survey conducted by an independent international research company in November-December 2000 indicates that 90 percent of the public in Istanbul and in the country as a whole favour the staging of the Olympic Games in Istanbul. Established by the Turkish Olympic Law, the IOBC is responsible for Istanbul’s bidding effort at present. It is a public body that has been constantly developing and implementing Istanbul’s Olympic Project for the past eight years. The IOBC will immediately transform into the Istanbul OCOG when the city is awarded the Games. Under the same law, the Treasury of the Republic has allocated the IOBC 584 hectares of land for the development of the Olympic Park. The Olympic and Media villages are located to the immediate south of the Olympic Park, almost within walking distance. Istanbul’s telecommunications infrastructure is among the most highly developed of the cities of the world. Added to this, Turkey is one of only 16 countries to have their own national satellite system. Istanbul has extensive accommodation and outstanding congress facilities. With the planned construction of the Media Village, the city can meet Olympic accommodation requirements with its existing capacity. Istanbul would be an ideal host city for the Olympic Games, with the wealth of its history, its natural features and geographic location. It is a city of culture where religions and languages have merged over thousands of years of co-existence. It is also a city that can host all 28 of the

sports on the Olympic Summer Games programme. This is summarised in our key concept of "one city – one village". Geographically, the term "central" that characterises Istanbul’s location, also associates the city’s location with the centre of the world. Thus, Istanbul is ideally located with respect to live coverage of the Games. On the other hand, Istanbul also faces difficulties that it is consciously striving to overcome. Istanbul, like all other large cities in the world, has to cope with heavy traffic. The Municipality of Greater Istanbul is addressing this issue by developing and implementing comprehensive infrastructure projects. As detailed under the transport theme of this candidature profile, completion of the rapid transit system, and the LRT network in particular, will introduce permanent solutions to the city’s traffic problems. Meanwhile, the IOBC is itself implementing projects to meet the specific transport needs of the Olympic Games. Another relative disadvantage is found in the need to develop Istanbul’s sports infrastructure. Keenly aware of this need, the IOBC, the General Directorate of Youth and Sports, and the Greater Istanbul Municipality, as well as private bodies, are investing heavily in the city’s sports infrastructure. The IOBC, which also functions as an investment concern, has invested nearly US$140 million in sports facilities over the past eight years. A case in point is the 80,000-seat Olympic Stadium, of which 70 percent of the physical construction work has been finalised and will be opened in December 2001. Likewise, the 22,000-spectator capacity Ataköy Dome is about to be completed. Furthermore, the IOBC is able to carry out its task without recourse to any additional taxes on the citizens. Though Istanbul, as well as the country as a whole, has had wide experience in organising European and World Championships in specific sports, the city has not organised any multisport events so far. The IOBC is aware of this limitation and attaches special importance to equipping the city with adequate facilities during the bidding process and to building experience in hosting multi-sports events. Despite the fact that the Olympic Games constitute the single greatest sporting event in the world, their significance for Istanbul has additional depth. Research confirms that international public opinion places the Olympics in a position of very high esteem, comparable to that of some socially oriented institutions such as the Red Cross or UNICEF. Within the context of Istanbul, the Olympic Games also have the character of a social project. Turkey has the youngest population in Europe. With 20 million youngsters under the age of 14 and a mean population age of 26, it is a country that stands to benefit immensely from developing the educational opportunities of sports. Awarding the Olympic Games to Istanbul will add an exceptionally strong momentum to the city’s efforts towards this end. For Turkey, the enduring legacy of the Games will lie in the development of a sporting culture and the establishment of sports as a way of life, in addition to the enhancement of the country’s physical sports infrastructure. It is also worth emphasising that Istanbul’s candidacy has major significance not only for Turkey, but also for the whole region of which the country is a part. At present, Istanbul is the largest city of a country that is preparing for membership in the European Union. Throughout its history, the city has bridged the cultures and civilisations of Asia and Europe. Istanbul’s being awarded the honour of hosting the Olympic Games will greatly contribute to a swift flourishing of the principles of the Olympic Truce in a region of the world that is so urgently in need of peace. Istanbul is competing in a long-distance race. Staying in the race, the city upholds the sporting spirit of John Stephen Akhwari of Tanzania. We started the race, and our country expects us to finish it.

SITES DE COMPETITION

Le principal site de compétition proposé pour les épreuves de cyclisme sur piste est le vélodrome olympique, situé dans l’enceinte du Parc olympique. La forêt de Belgrade est prévue comme site pour le VTT. Un circuit de 6.6 kilomètres est consacré aux épreuves. Un circuit de 14.7 kilomètres a été choisi pour la course sur route. La course sur route suivra un parcours autour de la vieille ville. Commençant en face de la Municipalité, la course se dirigera vers l’ouest pendant environ 3 kilomètres, suivra ensuite les remparts de la vieille ville menant aux rives de la Corne d’or et vers la Mer de Marmara avant de revenir à proximité du point de départ. Un circuit de 24 kilomètres a été choisi pour l’épreuve contre la montre. La longueur de ce circuit peut être réduite à 16.5 kilomètres si nécessaire. Site

Trois sites d’entraînement seront disponibles. Celui destiné aux participants aux épreuves sur piste consistera en une piste d’entraînement et d’échauffement dans la piste de compétition. Pour les épreuves sur route, aux moins deux parcours différents seront désignés. COMPETITION SITE

The main competition venue proposed for track cycling events is the Olympic Velodrome within the Olympic Park. Belgrad Forest is proposed as the site for the mountain-bike discipline. A 6.6kilometre lap is designated for the event. A 14.7-kilometre lap is designated for the road race, which will cover a course around the Old City. Starting in front of the Town Hall, the course runs west for about 3 kilometres, then trails the ancient city walls leading to the cost of the Golden Horn and on to the Marmara Sea shore before coming to a close at the starting point. A 24-kilometre lap is designated for time trial course. The length of this lap may be reduced to 16.5 kilometres if required. SITE

TRAINING SITES

Three training venues will be available. That for track competitors will consist of a training and warm-up track inside the race track. For road events, at least two different routes will be designated. The official route will be available for time trial training on one day and for individual road races training on another day. These roads will be closed to all other traffic during training periods. As for mountain biking, exclusive training periods will be provided on the course proposed for cross-country events. SITE LOCATION

The Olympic Velodrome will be in the Olympic Park, which is planned within walking distance of the Olympic, Media and Judges' and Referees' villages, and only 13 kilometres from the MPC/IBC, travel time to the venue from all these sites being less than 15 minutes. Belgrad Forest, a popular recreational area, is 37 kilometres from the Olympic Village and a 30 minute drive. The road race will cover a course around the Old City. The starting point will be the Greater Istanbul Town Hall, which is located 22 kilometres (25 minutes) from the Olympic Village where athletes and officials will be housed. Time trial course will start at ‚stinye/Maslak, which is also the proposed site for Modern Pentathlon, Waterpolo and Shooting events. It is 26 kilometres (30 minutes) from the Olympic Village.

The required number of training areas in accordance with FEI specifications and sufficient hacking areas will be available for equestrian events. Eight of the training areas, including 2 large areas (50m x 100m), 1 large covered area and 5 lunging rings will be for general use; 5 jumping areas and a warm-up arena before entry into the competition arena will be available for jumping; 3 sand rectangles for dressage and a 2000-metre gallop, an uphill gallop track, an area with typical cross-country obstacles and sufficient hacking area will be provided for three-day-event training purposes.

The Klassis Equestrian Club, as well as the five-star Klassis Hotel, is located in Istanbul’s district of Silivri, very conveniently placed with respect to the Çorlu Airport, which will handle all equestrian traffic. SITE DE COMPETITION

Deux sites différents (la salle pour les épreuves éliminatoires directes avec quatre pistes et la salle pour les épreuves finales) sont proposés pour les épreuves d’escrime. Tous les deux seront situés dans le Centre des expositions qui sera construit dans le Parc olympique. Le design et la construction du Centre des expositions prendront en compte les recommandations de la FIE concernant les salles d’escrime et les aires de services afférents. Il y aura quatre aires d’escrime, chacune mesurant 8 mètres à 22 mètres, dans la salle des épreuves éliminatoires directes. En accord avec les règlements de la FIE, la salle des finales (Salle 1 dans le Centre des expositions) dotée d’une seule piste sur un podium, sera complètement séparée de la salle des éliminatoires directes.

COMPETITION SITE

Two different venues (direct elimination hall with four pistes and the finals hall) are proposed for fencing events. Both of these will be located in the Exhibition Center that will be constructed in the Olympic Park. The design and construction of the Exhibition Center will take into account FIE requirements with respect to the fencing halls and related service areas. There will be four fencing areas, each measuring 8 meters by 22 meters, in the direct elimination hall. In accordance with FIE regulations, the finals hall (Hall 1 at the Exhibition Center) with a single piste on a podium will be completely separate from the direct elimination hall.

POST-OLYMPIC USE

The Exhibition Center where the fencing venue is planned will be built through the collaboration of the IOBC with private enterprise. The building is intended for exhibitions, fairs and conventions following the Olympic Games, in addition to being reserved for sporting events for 60 days per year. Thus, Istanbul will have a modern facility to organize national and international fencing events.

EMPLACEMENT DES SITES

Le stade Inönü où les épreuves finales se dérouleront est situé au centre d’Istanbul, près du Palais de Dolmabahçe. Il est à seulement 27 kilomètres du village de Halkal› et à 20 kilomètres du CPP/CIRTV. Il est accessible par la mer ainsi que par la route et par le métro récemment inauguré. Il se trouve dans l’une des aires des hôtels principaux. Izmir, Bursa et Kocaeli, désignées pour les préliminaires, sont très aisément accessibles par voies routières et aériennes. Izmir est desservie par un aéroport international et elle est à moins d’une heure de vol d’Istanbul. SITE LOCATION

The ‹nönü Stadium where the finals will take place is centrally located near the Dolmabahçe Palace in ‹stanbul. This is 27 kilometres from the village site of Halkal› and 20 kilometres from MPC/IBC. It is accessible by sea, as well as by road and by the newly opened subway. It lies in one of the main hotel areas. ‹zmir, Bursa and Kocaeli, designated for the preliminaries, are very easily accessible, by land and by air. ‹zmir is served by an international airport and is less than an hour's flight from ‹stanbul. Bursa is a neighbouring province, across the Sea of Marmara and 240 kilometres from ‹stanbul, with which it has excellent connections. Kocaeli, 90 kilometres to the east of ‹stanbul, is about an hour's drive by the Trans-European Motorway.

Of the four stadiums proposed, the one in Istanbul was originally constructed in 1947, followed by the Bursa Atatürk Stadium in 1950. Izmir Atatürk and Kocaeli ‹smet Pafla stadiums were built in 1971 and 1972 respectively. All four stadiums were subsequently renovated, also increasing their seating capacity.

The proposed venue for gymnastics competitions is the Exhibition Centre (Hall 5) that will be constructed in the Olympic Park. The design and construction of the Exhibition Centre will take into account FIG requirements with respect to the gymnastics hall and related service areas.

All 18 training halls required by FIG will be located in the training quarters next to the Exhibition Centre; these will include 6 training halls each for male and female gymnasts competing in artistic events, 5 training halls for rhythmic gymnastics, and one training hall for trampoline. A warm-up hall for each of the three disciplines will be available within the competition venue.

Gymnastics is one of the Olympic sports whose venues will be in the Olympic Park. The Olympic Park is being developed very close to the villages where athletes and officials, media representatives and judges and referees will be housed. The MPC/IBC is 13 kilometres away.

Introduction

The ancient city of Istanbul is bidding to host the Youthful Games of the XXIX Olympiad 2008. The historic capital of three empires, the only city in the world that bridges two continents, and the pillar of merging civilisations, Istanbul continues to be the economic and cultural hub of the modern Republic of Turkey, as well as the much wider region around it. Istanbul’s ageold cosmopolitan character is termed "global" in our times, and as a global city Istanbul has the benefit of political, economic and social conditions that will ensure due celebration of the Olympic Games. Throughout its three consecutive bidding processes, Istanbul has enjoyed the very strong support of the general public, of all political parties represented in the Grand National Assembly, and of national and the local governments, despite several elections that resulted in changes in power. No institution or organisation, governmental or non-governmental, has voiced opposition to Istanbul’s candidacy. Surveyed respondents who did voice opposition mainly pointed to the inadequacy of the city’s sports infrastructure and lack of experience in organising international multi-sport events. Support for Istanbul’s candidacy found early expression in law. In 1992, the parliament unanimously enacted the Turkish Olympic Law, establishing the Istanbul Olympic Games Preparation and Organisation Council (IOBC) and making the Olympic Charter a part of national legislation. The law not only equips the IOBC with all necessary administrative powers and financial means, but also recognises the supreme authority of the IOC in all matters relating to the Olympic Games. The IOBC is keenly aware of the complexity of matters that relate to the Olympic Games. It cooperates with various ministries and departments of central and local government on a range of issues including the environment, customs and immigration formalities and Olympic work permits, to name a few. With respect to environmental issues, it also benefits from NGO and academic collaboration. Overall, it employs nearly 200 persons, 67 (aday adayl›¤›) of whom are professional staff. Over the eight years of its existence, it has accumulated far-reaching expertise that, by law, directly aims at organising the Istanbul Games. The Turkish Olympic Law obliges all public bodies to provide priority service to the IOBC in its preparations for and organisation of the Olympic Games in Istanbul. Furthermore, it commits the Treasury of the Republic as the absolute guarantor for the entire cost of the Games. Under the law, the IOBC itself is more than a mere bidding committee. A tri-partite public body enjoying highest-level representation of the national government, the local government of Istanbul and the NOC of Turkey, it is structured to transform into the Istanbul OCOG upon the awarding of the Games. Continuity of organisation, as well as support, marks Istanbul’s candidacy.

The proposed venue for judo competitions is the Exhibition Centre (Hall 4) that will be constructed in the Olympic Park. The design and construction of the Exhibition Centre will take into account IJF requirements with respect to the judo hall and related service areas. POST-OLYMPIC USE

The Exhibition Centre where the judo venue is planned will be built through the collaboration of the IOBC with private enterprise. The building is intended for exhibitions, fairs and conventions following the Olympic Games, in addition to being reserved for sporting events for 60 days per year. Thus, Istanbul will have a modern facility to organize national and international judo events.

The ENKA Sports Complex was originally constructed in 1988. Modifications are planned at the venues to meet the requirements of Olympic modern pentathlon events. These include expansion of the existing capacity through additional temporary stands in some venues and construction of permanent stands in others.

SITE DE COMPETITION

Un seul site de compétition est proposé pour les épreuves d’aviron. Le Centre d’aviron et de canoë sera construit au lac de Küçük Çekmece. Lac côtier naturel situé à 15 kilomètres à l’ouest de la ville, il couvre une superficie totale de 16 kilomètres carrés. La largeur du lac se situe entre un maximum de 4 500 m et un minimum de1 000 m, tandis que la profondeur se situe entre un maximum de 15 m et un minimum de 3 m. Le site d’aviron consistera en un parcours principal et un parcours d’échauffement. Le parcours sera orienté du sud (départ) vers le nord (arrivée). Il aura une longueur totale de 2 200 m, une largeur totale de 135 m (10 voies x 13.5 m) et une profondeur minimum de 3 m. Le parcours d’échauffement sera de 1 000 m de longueur ; 54 m (4 voies x 13.5 m) de largeur et 10 m minimum de profondeur. Toutes les installations de régate seront construites sur la rive est.

COMPETITION SITE

One competition site is proposed for rowing events. The Rowing and Canoeing Centre will be built at Lake Küçük Çekmece. A natural coastal lake 15 kilometres to the west of the city, it has a total area of 16 square kilometers. The width of the lake is 4,500 m maximum and 1,000 m minimum, while is depth is 15 m maximum and 3 m minimum. The rowing venue will consist of a main racing course and a warm-up course. The course will be oriented south (start) to north (finish). It will have a total length of 2,200 m, total width of 135 m (10 lanes x 13.5 m) and a minimum depth of 3 m. The warm-up course will be 1,000 m in length, 54 m (4 lanes x 13.5 m) in width and 10 m in minimum depth. All regatta facilities will be constructed on the east bank.

Lake Küçük Çekmece provides training stretches of water apart from the regatta course. Therefore the same natural lake can be used for both training and competitions.

POST-OLYMPIC USE

The course to be constructed on Lake Küçük Çekmece is intended for permanent rowing use. Therefore most of the installations put in place for Olympic events will be permanent and used for similar purposes in the future. The IOBC feels this will be a significant contribution to the sports infrastructure of Istanbul and an especially meaningful one in view of the fact that it will be available to students at the Istanbul University campus near the site. It should also be noted that the project being undertaken to clean Lake Küçük Çekmece fits within the larger objective of reclaiming the site for public recreation. The student population, as well as the general public, will have the benefit of use after the Olympic Games.

EMPLACEMENT DU SITE

Les compétitions de voile se dérouleront au large de la côte asiatique d’Istanbul à Caddebostan. Le site est à 42 kilomètres des villages où les athlètes, les officiels, les juges et les arbitres, et les représentants des médias seront hébergés et à 36 kilomètres du CPP/CIRTV. Il est également accessible par la mer, au moyen des transports publics urbains et par le réseau des bus maritimes d’Istanbul. Le service de transport pour les athlètes sera assuré par un bus du village olympique à la Marina d’Ataköy (12 kilomètres) et une traversée de 20 minutes en bateau (bus maritime) d’Ataköy au site de compétition. Des navettes régulières fonctionneront entre le Village et la Marina d’Ataköy toutes les demi-heures. De surcroît, un terminal de bus maritime sera construit à la Marina de Caddebostan où auront lieu les compétitions.

One venue, the Caddebostan Olympic Marina, is proposed for Olympic sailing competitions. Five sailing areas with an average diameter of 1.0 nautical mile will be available at the competition site. Sailing events will take place off the Asian coast of Istanbul at Caddebostan. It is also accessible by sea, with public transport provided by the City Lines and Istanbul Sea Bus network. Regular shuttles buses will operate between the Village and the Ataköy Marina on a half-hourly basis. The existing site, where 1995 European Laser Championships were held, is suitable for sailing competitions. A new breakwater will be built in view of the inadequacy of the present one. About 6,000 square metres of covered space will be available for the athletes, officials, VIP, ISAF and the media. Permanent buildings will be constructed for management and ISAF offices, while other installations will be temporary. Containers will be provided for use by the teams. POST-OLYMPIC USE

POST-OLYMPIC USE

Softball is little known in Turkey and has no active organization to promote it on a national basis. The IOBC, on the other hand, is convinced that holding the Olympic Games in Istanbul will contribute to diversified sports participation in the country and does not envisage temporary Olympic installations even for particularly unfamiliar sports. It is also convinced that softball has first to be introduced in the country if popular interest is to grow. A multi-purpose post-Olympic use of the venue is projected until softball fully develops a need for the field.

SITE LOCATION

The Ataköy Natatorium proposed for Olympic aquatic events is a part of the Ataköy Sports Complex, which is also the site of the Ataköy Dome (proposed for basketball events). The distance between the venue and the village site of Halkal› is 14 kilometres and the trip takes 10-15 minutes. The MPC/IBC is only 4 kilometres away. The ENKA sports complex is located in Istinye, next to the proposed venue for shooting events. ENKA is also the proposed site for Modern Pentathlon events. It is 26 kilometres from the Olympic Village and 30 kilometres from the MPC/IBC.

POST-OLYMPIC USE

The Ataköy Olympic Natatorium was recently built in view of Istanbul’s demand for such a facility. It has already been used for the 1999 European Swimming and Diving Championships, and it will continue to be used for high-level international and national aquatic events, both before and after the Olympic Games. The ENKA sports complex includes indoor and outdoor facilities for tennis, volleyball, basketball and athletics, as well as swimming. It is the home of an amateur sports club sponsored by a well-known construction company.

COMPETITION SITE

The proposed venue for table tennis competitions is the Exhibition Centre (Hall 2) that will be constructed in the Olympic Park. The design and construction of the Exhibition Centre will take into account ITTF requirements with respect to the table tennis hall and related service areas. In this connection and in accordance with ITTF suggestions, a big video board screen will be installed at the competition venue. The same venue is also proposed for taekwondo competitions.

POST-OLYMPIC USE

The Exhibition Centre including the table tennis venue will be built through the collaboration of the IOBC with the Istanbul Chamber of Commerce. The building is intended for exhibitions, fairs and conventions following the Olympic Games, in addition to being reserved for sporting events for 60 days per year. Thus, Istanbul will have a modern facility to organise national and international table tennis events. In accordance with negotiations carried with the International Table Tennis Federation, the IOBC is planning to reserve a hall in the training quarters next to the Exhibition Centre for exclusive use in table tennis competitions after the Games.

POST-OLYMPIC USE

Although tennis competitions were formerly planned in the Klassis site 75 kilometres from the Olympic Village, the Istanbul Olympic Bidding Committee revised its plans to decide in favor of building a modern tennis club in the Olympic Park. The modification is justified primarily on grounds of Istanbul’s growing need for modern tennis facilities within the city, especially in view of increasing interest and participation in this sport in the country. The Tennis Club that will be built in the Olympic Park for the 2008 Games will be used for national and international tennis events following the Games, thus serving further development of the sport. It will include all permanent installations required by the ITF and remain as an enduring legacy of the Games.

SITE DE COMPETITION

Un site, comprenant un parcours de natation en eau libre, une aire de transition et des routes pour le cyclisme et la course à pied, est proposé pour les épreuves olympiques de triathlon. La course de natation en eau libre consistera en un circuit triangulaire (de 1.5 km) ; il y aura un parcours de six tours pour la course de 40 km à bicyclette et un parcours de deux tours avec une boucle de départ pour les 10 km de course.

COMPETITION SITE

One venue, including an open-water swimming course, a transition area and roads for cycling and running, is proposed for Olympic triathlon events. Open-water swimming course will consist of one triangular lap (1.5 km); there will be a six lap course for 40 km bike ride, and the 10 km run will be competed on a two lap course with a starting loop.

POST-OLYMPIC USE

Abdi ‹pekçi Hall is one of the largest existing indoor sports facilities in the city. The Kazl›çeflme Arena will be a similar and complementary facility in the same neighbourhood, the two constituting a focal sports complex in the newly created recreational area. Istanbul will have good use for both halls following the Games. The IOBC plans to keep the Beach Volleyball Centre intact after the Olympic Games. Turkey has hosted the 1996 World Beach Volleyball Championship series in Alanya and will be better prepared to host similar events in the future if Istanbul is left with such an Olympic legacy.

The venue proposed for Olympic weightlifting events is the Mydonose Showland, which is next to the World Trade Centre where the MPC/IBC will be located.

TRAINING SITES

Two training venues will be available, one being at the competition site and the other at the Sports Hall of the Ykitelli Sports Complex, which is located 3 kilometres (5 minutes) from the village site of Halkaly. Required number of training platforms and other equipment will be available at the training venues where lockers, sauna, permanent technical supervision and first-aid service will also be provided.

Thus, the seating arrangement of the hall ensures excellent view of the stage for all spectators, including wheelchair users. The venue will continue to be used for similar purposes after the Olympic Games.

PARALYMPIC VILLAGE

Istanbul proposes to accommodate Paralympic athletes in the Olympic Village, which will be designed with specific reference to Paralympic requirements. Thus, all public places in the Olympic Village will be accessible by wheelchair and provisions will be made for visually or otherwise disabled athletes, as well as their escorts and guides. The IPC will be consulted in all matters that bear on Paralympic design and use of the Village. The Olympic Village is located within three kilometres of the Olympic Park. It will be

operational in the Paralympic mode at least one week before the Opening Ceremony and remain open for three days after the Closing Ceremony of the 2008 Paralympic Games. Designing the Village for use in both Olympic and Paralympic modes is in conformity with the policy of the Housing Administration of Turkey at Halkal›. Housing for the disabled is an integral part of this project and accessible housing units have already been constructed at Halkal›. Residential units planned in the Village for the Paralympic Games will provide additional accessible housing, while other Village facilities will serve the larger disabled community following the Games.

URBAN CHARACTERISTICS

The Olympic Village is conceived within the framework of an on-going housing project carried out by the Housing Administration of Turkey (Toplu Konut ‹daresi – TOK‹). It will be constructed in the northern part of the extensive area that TOK‹ is developing in Halkal›, where there is a very high demand for housing. The project has reached its fifth phase, with the housing units built under earlier phases sold under TOK‹’s highly successful financial plan.

NOC Units

Apartments will be grouped by NOC to ensure the housing of athletes with fellow nationals, only. Arrangements will also be made to house women and men separately. Different types of apartments are being designed in view of the Olympic, Paralympic and post-Olympic uses of the Village. Major considerations of these three factors are identified as the overall Village population during the Olympics, accessibility and/or single occupancy during the Paralympics, and the average family size of end-users following the Games. The majority of the apartments will be fourperson units, with two (double) or three (two single and one double) bedrooms. Another type will accommodate six persons in three-bedroom units. In all apartments the per capita proportion of bathroom facilities, living room, kitchen, and storage area indicated in the IOC Olympic Village Guidelines will be observed. Plans and cross sections of apartment buildings are provided to illustrate typical layouts.

The surface area of the single rooms will vary between 10 and 13 square metres. Double rooms will measure between 14 and 17 square metres, wall to wall.

Number of Beds

It is planned that about 2,150 single and 7,740 double bedrooms will be provided in the Olympic Village. This sets the Village capacity at 17,630 persons, accommodating 16,000 athletes and officials, as well as allowing for potentially unoccupied bedspace. Calculation of the number of single bedrooms has been based primarily on Chef de Mission, doctor, and in the Paralympic mode, wheelchair-user requirements.

The design will incorporate requirements for minimising meal queues, such as separate counters for serving hot and cold meals, snacks and a variety of foods to suit differing culinary habits. The design of the dining halls will also provide for the approximately 100 square metres of voting area that is needed for the election of the Athletes’ Commission during the Games period.

RESPONSIBILITY FOR THE CONSTRUCTION

The Housing Administration of Turkey (TOK‹) and the IOBC will be responsible for the construction of the Olympic Village. TOK‹ confirms that the Olympic Village will be built as a part of the Halkal› Housing Project and that it will comply with local and national regulations and legal requirements regarding planning and construction and the protection of the environment. (See documents Ref. 18.17 and 18.8 under Theme 18. Guarantees.)

FUNDING FOR THE CONSTRUCTION

In accordance with the protocol signed between the IOBC and the TOK‹, the IOBC will finance the construction of all buildings and facilities that are required for the Olympic Games, but do not constitute parts of TOK‹’s housing projects. These include Olympic zoning requirements, security fencing, training venues and other facilities specified in the IOC guidelines and in the IOBC – TOK‹ protocol. Under the terms of the same protocol, TOK‹ will be responsible for the production of housing units, which will be suitable for Olympic and Paralympic use. These housing units will be delivered to their end-users following the Games.

Existing buildings or infrastructure will not be used in the Olympic Village.

ENVIRONMENTAL STUDIES

The Halkal› Housing Project is a major urban development undertaken by public authorities and appropriate studies, with specific reference to the possibility of earthquakes, are being made for each phase of the project. The Department of Environmental Studies of the Bosphorus University, Istanbul, has also conducted an independent study, as mentioned under Theme 4, Paragraph 4, above.

NOC DELEGATIONS’ TRAVEL COSTS

The Minister of State responsible for Youth and Sports, who is also the Chairman of the IOBC, confirms that the Istanbul Organising Committee will cover economy class travel costs of duly qualified and accredited NOC delegations participating in the Olympic Games from the capital city or main airport designated by each NOC to Istanbul’s Atatürk International Airport. He also confirms the agreement to abide by the procedures and deadlines determined by the IOC following the Sydney Olympic Games. (See document Ref. 18.20 under Theme 18. Guarantees.)

Budgeted Amount

The OCOG budget includes US$ 57 million to cover the cost of buildings and facilities that the IOBC will be responsible for putting in place in the Olympic Village. The budgeted amount for housing units, the construction of which will be TOK‹’s responsibility, is US$ 350 million (nonOCOG budget).
