Executive Director Dear Members and Apprentices, Section Championships, MSR’s and Fall Events

PING Southwest Sec on Championship

Following a two week delay due to the heavy rains in the Phoenix area, Michael Hopper teed off the 54th hole with a one shot lead over Phoenix Country Club host professional Scott Frisch. Both players laid up on the famous par 5 18th hole and both players hit fantastic pressure shots to inside 12 feet. Frisch putted first, only to have his tournament tying effort slide off the edge of the hole. Hopper finished in style (photo) as he rolled in his birdie and capture the event by two shots with rounds of 67-69-67. Nigel Spence finished third, showing off for his dad a bit who had flown in from Australia to see him play. Jeff Yurkiewicz added a little flair to his finish by making a 35 foot eagle putt on the last hole to finish solo fourth with Marty Jertson, Ben Weir, Ralph West and Chris Dompier tying for fifth. Mike Franko tied the course record for most pars in a round (18) during round two. Special thanks to the members and staff at Phoenix Country Club for hosting this outstanding event.

The Senior Section Championship and Senior Professional National Championship The SWSPGA Senior Section Championship and Professional National Championship was hosted at Firerock Golf Club. The facility was in fantastic condition and the 36 hole two day event showed that experience does “count”. Randy Wittig (Gainey Ranch GC) was the only professional to shoot in the 60’s on day 1 with an opening round of 69. This was good enough for a one shot lead over Joe Penaflor (Scottsdale National). As with any Senior player, seeing the course one time is enough to shoot a better score---and Day 2 was no exception as eight of the seniors shot rounds in the 60’s in almost identical conditions. Mike Franko (Life Member), Paul Trittler (Grayhawk) and Kim Dolan (Siena Golf Club) shot 69’s; Dave Simm (Ventana Canyon), Jim Schuman (McDowell Mountain), Bret James (Terravita Golf CC) and Ralph West (Reid/West Golf Academy) carded 68’s and posting the low round of the day and earning the Senior Section Championship title was Greg Harmon(Life Member). Greg put 6 birdies on the card and no bogeys and finished the event at 5 under par 139. Greg’s steady play included 20 consecutive holes without a bogey and only three bogeys for the entire event. Earning a spot in the Senior Professional National Championship to be held at PGA Golf Club in November of this year were Ralph West, Joe Penaflor, Paul Tirttler, Jim Schuman and Randy Wittig. Good luck gentlemen.

From the President

Dear Don: In April 2014, the U.S. Environmental Protection Agency and U.S. Army Corps of Engineers jointly released a proposed rule to revise the definition of a "waters of the United States" (WOTUS) for all Clean Water Act programs. The definitional changes contained in the rule would significantly expand federal control of land and water resources in the U.S., triggering substantial additional permitting and regulatory requirements. The Waters Advocacy Coalition, of which NGCOA is a part, is focused on overturning the WOTUS rule as currently proposed. PROPOSED RULE THAT AFFECTS GOLF COURSES This proposed rule would likely expand the Clean Water Act jurisdiction – and therefore further regulation on ponds, lakes, and streams on your course. You would be subject to the Clean Water Act provisions, challenging your ability to manage your own property. This afternoon, the House of Representatives will vote on this proposed rule. We have given a voice to golf course owners and explained to lawmakers how this rule would impact the industry and the business of golf. The NGCOA, along with participating associations in the Waters Advocacy Coalition, are closely watching this proposed rule and its progression. We are prepared to act further and activate you, when and if necessary. About the Waters Advocacy Coalition: The NGCOA joined Golf Course Superintendents Association of America, Club Managers Association of America, Professional Golfers Association of America, American Society of Golf Course Architects, Golf Course Builders Association of America, and National Club Association joined the Waters Advocacy Coalition, a coalition of more than 35 associations focused on educating federal and state policymakers about the broad array of issues associated with expanding federal Clean Water Act jurisdiction.

Southwest Section PGA

From the President Member Service Requirements Member Service Requirements [Printer-friendly] PGA Member Service Requirement Policy (as of June 16, 2012) Credit requirements will consist of two categories: (a) 54 Total Credits, (b) 36 of which must be from PGA Meeting/PGA Education and/or Golf 2.0/ Player Development. (a) Total Credits (54): A total of 54 credits must be earned, with at least 36 credits earned from the required category (PGA Meeting/PGA Education/Golf 2.0/Player Development), while the other means of obtaining credits toward the total requirement remain per the prior program. All credits for any category must be earned via activities that allow for automated crediting through PGA systems to streamline the administration of the Professional Development Program. (b) PGA Meeting/PGA Education: The credit category for Meetings and PGAdelivered education (Chapter, Section, National) are now combined and all will be awarded one (1) credit per hour of participation. Other education provided by sources outside of The PGA will apply to the Total. This means that any gathering of members organized by a Section/Chapter or National, whether for governance, education, or both will be treated the same way. Therefore, a Section meeting that had three hours of business meeting and two hours of education that would have been credited six Meeting credits and two Education credits in the previous cycle will now be worth 5 PGA Meeting/PGA Education credits in the current proposal. (b) Golf 2.0/Player Development: The credits for Golf 2.0/Player Development will be earned via the reporting of actual creation, activation and engagement of golfers into programming that supports Golf 2.0 initiatives and/or education and training on the strategic plan, its initiatives, and related program administration. Thus both green grass and non-green grass or executive level PGA members can meet the requirement by becoming knowledgeable about Golf 2.0, its strategic initiatives, and its programs.

Metro Chapter While the idea of a Metro Chapter has been discussed at some length among the Board for the last eighteen months—details have not been communicated with the membership. The following will help bring you up to date with the goals and objectives of this evolving concept and highlight some of the activities planned for the coming year. Why a Metro Chapter? Primarily to create additional opportunities for members to play, participate in governance, conduct local education and charitable outreach, support professionals earning PGA Certifications and networking. Who is a member of the Metro Chapter? Currently, all those not part of the Southern Chapter or the Southern Nevada Chapter. With the addition of this Chapter there has been some discussion of creating a Northern Arizona Chapter which will be reviewed by the board in the coming months. Will the Metro Chapter have Chapter Coordinator? No. Currently all activities will be conducted by the Chapter Officers and Committee Chairs. The Section staff will provide support in the form of accounting and promotion, but will not have staff members assigned to these activities. Is there an additional “cost” to be a member of the Metro Chapter? Yes and No. The Metro Chapter intends to have an optional $100 Participation/Tournament Membership Fee and an 8 hour charitable service requirement. In return participants will have first right to the limited field tournament and education events, be afforded a reduced tournament entry fee, have an opportunity to receive partial up-front funds for pursuit of a PGA Certification and hold a position on the Chapter Board/ Committee. All other Metro/Southern/Southern Nevada Chapter members will be allowed to participate in Metro Chapter events on a space available basis. How do I submit my 8 hours of Charitable Service? You may submit your 8 hours of Charitable Service to any member or chair of the Metro Chapter as listed below. This service must be provided prior to the annual Metro Chapter Championship. You may submit this on the MSR Reporting form found in the left hand column of the home page of the SWSPGA website at www.southwest.pga.com . What will this Participation/Tournament Membership fee be used for? See details in the summary below. How do I submit my Participation/Tournament Membership Fee? This registration is available at the Section Website in the Tournament tab. It is currently listed as a June 20, 2014 Event. Metro Chapter Tournament Events are listed within the playing opportunities on the SWSPGA website.

Rules of Golf Schedule Set For 2015 PGA/USGA Rules of Golf Workshops FAR HILLS, N.J. – As part of a longstanding cooperative effort to provide service to the game and enhance understanding about the Rules of Golf, the USGA and the PGA of America will again conduct Rules of Golf workshops around the United States in 2015. These workshops are open to the public and bring together several of the foremost Rules of Golf educators in the game, with the goal of making the Rules accessible to anyone who wishes to learn more about them or sharpen their existing knowledge. In 2015, 21 workshops, in 3 ½-day and 2-day formats, will be offered throughout the country from January through March. These programs are led by two instructors, one affiliated with the United States Golf Association and one with the PGA of America. 3½-Day Workshops  

Rules of Golf Workshop: Covers all 34 Rules of Golf, unabridged and in detail. 85+ Rules of Golf Workshop: Covers all 34 Rules of Golf, unabridged and in detail for individuals who have demonstrated a very high level of Rules knowledge by scoring 85 or higher in the past six years on the 100-question Rules of Golf exam given in conjunction with the 3½-day workshops.  Officiating and Tournament Administration Workshop: Covers officiating techniques, golf course setup, golf course marking and tournament administration. Approximately half of each of the first three days will be held outdoors at PGA National Golf Club in Palm Beach Gardens, Fla., immediately prior to the tournament week of the PGA Tour’s Honda Classic. The other portions of the program will be conducted in a nearby classroom. Classroom presentations for 3½-day workshops are done utilizing PowerPoint with photographs, illustrations, animations and videos. All attendees will receive the current editions of 1) The Rules of Golf, 2) The Decisions on the Rules of Golf, 3) The Principles Behind the Rules of Golf by Richard S. Tufts and 4) online access to USGA University, where there are a variety of study materials and practice exams. The cost to register is $350*. The registration fee covers the cost of the workshop sessions, study materials (detailed above), a continental breakfast each morning starting at 7:15 a.m. that includes at least one hot item, complimentary coffee, tea, water and soft drinks during scheduled breaks and a cocktail and hors d’oeuvres reception at the conclusion of the workshop’s first day. The registration fee does not include the cost of transportation, lodging, incidental expenses or other food and beverage expenses not otherwise specified. * At most workshops, participants are responsible for lunch and convenient choices are available. Because off-site lunch options at the workshops to be held in Far Hills, N.J., and Atlanta, Ga., are not conducive to keeping those programs on schedule, an on-site buffet lunch will be provided during the first three days for all participants. The registration fee for those workshops is $385 and will include the cost of lunch during the first three days.

Southwest Section PGA

Rules of Golf 2-Day Workshop 

Fundamentals of the Rules of Golf: Covers an overview of the 34 Rules of Golf, presentations on how the Rules of Golf and the Decisions on the Rules of Golf books are organized, the defined terms used in the Rules of Golf and their importance in fully understanding the Rules, the philosophical principles upon which the Rules of Golf are based, and in-depth presentations on the fundamental Rules governing match and stroke play, playing the ball as it lies, playing the course as it is found and those dealing with relief situations (water hazards, ground under repair, obstructions, balls lost or out of bounds and balls which are unplayable).



Classroom presentations for the 2-day workshop are done utilizing PowerPoint with photographs, illustrations, animations and videos. All attendees will receive the current editions of 1) The Rules of Golf, 2) Golf Rules Illustrated, 3) Decisions on the Rules of Golf, 4) The Principles Behind the Rules of Golf by Richard S. Tufts and 5) online access to USGA University, where there are a variety of study materials.

The cost to register is $175†. † At most workshops, participants are responsible for lunch and convenient choices are available. Because off-site lunch options at the workshop to be held in Far Hills, N.J., are not conducive to keeping that program on schedule, an on-site buffet lunch will be provided during each day for all participants. The registration fee for this workshop is $200 and will include the cost of lunch both days. Click here for the 2015 schedule and additional information Online registration at USGA.org begins Tuesday, October 21, 2014 at 9:00 a.m. Eastern Time. Rules of Golf Important T/F Q’s – September 19, 2014 – The Rulings A competitor took relief from a lateral water hazard, dropped a ball in a wrong place (not a serious breach) and played the ball. The total penalty is three strokes.

True

False

Reference _Rule 26-1 and Rule 20-

7_______

While a ball is in motion after a stroke, a player is permitted to move a bunker rake to prevent the ball played by a fellow-competitor from being deflected into a bunker. True

False

Reference _Rule 24-1_

In single match play, if the two players are not comfortable with the Rule that the ball farther from the hole is to be played first it is permissible to agree to play “ready golf”. True

False

Reference _Rule 10-1b, Rule 1-3 and Decision 1-3/2_

In stroke play, a player’s ball lies on a gravel cart path. Not knowing if relief is available the player plays the ball on the gravel path and drops a second ball under Rule 24-2. At scoring the player learns that gravel paths are deemed to be immovable obstructions. The score with the original ball must count.

True

In stroke play, a player who has 13 clubs may borrow a club for a stroke from his partner who has 13 clubs. True

3a/2_______

A player plays a stroke at a ball in Bunker A and the ball comes to rest in another bunker, Bunker B. The player rakes Bunker A and takes practice swings in Bunker A touching the sand with his club. The player’s actions are permitted in the Rules.

True

False

Reference _Rule 13-4, Exception 3_

In stroke play, a player writes a score of 4 on his score card and returns the score card to the Committee – no penalty strokes were incurred on the hole. If it becomes known after the competition has closed that the correct score was 5, the player must be disqualified.

Southwest Section PGA

Rules of Golf Now What? – September 10, 2014 – The Ruling Player A, in taking relief from a lateral water hazard, dropped a substituted ball within the prescribed area and the ball rolled across the red line and into the pond. The re-drop also rolled into the hazard and into the pond. Player A placed another ball on the spot where the re-drop had landed and determined that the ball was at rest. Player A, as he contemplated his next stroke, noticed his ball start to move and roll towards the red line. Player A moved quickly and stopped the ball with his club after the ball crossed the red line but before the ball rolled into the pond. **Rule 1-2 and Decision 1-2/0.5 provide guidance on this incident. Player A incurs the general penalty for a breach of Rule 1-2, exerting influence on the movement of a ball in play. In stroke play, the Committee should consider the aspects of the incident to decide whether a serious breach has been committed by Player A. If Player A stopped the ball in order to be able to play the ball from a playable location in the hazard, avoiding a one-stroke penalty, imposing a DQ for a serious breach would be warranted. If Player A’s reason for stopping the ball was solely to save the ball and Player A intended to proceed under Rule 26-1, the two-stroke penalty is sufficient and since the ball was now in the hazard the ball could be played as it lies or relief could be taken under Rule 26-1.

Junior Golf Tournament/Event Update: This year the Antigua Junior Tour went fantastic beating participation levels from 2013 by 25%! Every district had increased participation compared to 2013. We wrapped up the season with our tour championship in Prescott and had 130 of the SWSPGA’s best junior golfers compete in a 36 hole championship. Overall the tour was an overwhelming success and we look forward to next year. Next the Oakley Pro-Junior was a fantastic success as well. Kirk Schultz, with Oakley, is one of the best supporters of junior golf as well as a huge supporter of the Southwest Section PGA. With his sponsorship, a fantastic host facility, and a great group of professionals that gave their time to these juniors we couldn’t have asked for a better event. As this event has become a staple on the junior schedule we will seek to continue to find a great venue each year to add diversity to this event. Lastly on Saturday August 16th the Southwest Section, JGAA and the Raven Golf Club held the annual High School Coaches Clinic. There were 55 coaches that attended and several guest speakers that assisted with this informational clinic. The event turned out to be a great time and all of the coaches were very engaged and excited for the 2014 high school golf season!
