Executive Director While most of our Section continues to hope that there would be some precipitation showing up on the “radar” the only thing that is coming into sight is the overseeding schedule. Before that hits we will have determined an Arizona Open, Arizona Senior Open, PNC, Senior PNC, Section Champion, Senior Section Champion, and Assistants Champion. So if you need to find Mike Martino or Joe Hobby just look up the tournament schedule to see where they are spending the day. This type of schedule reminds us to send a special thanks to all of the professionals that so generously offer their golf courses, facilities, staff and skills to help us conduct these championships. So thank you to Troon Country Club, Troon North Golf Club, Phoenix Country Club, Firerock Country Club and We Ko Pa along with all of the other facilities that have or will host Section or Chapter events this year. While we are handing out some appreciation, thanks to all of our Antigua Junior Tour Directors for 2014. They included Landon Nelson/ Southern Nevada, Paul Bodine/ Mummy Mountain, Mark Thesing/South Mountain, Paul Grucza/Agua Fria, Mark Fenech/Northern Arizona, Nick Becker/Salt River, Bruce Brown/Yuma and Berni Stump/Colorado River District. The Antigua Junior Tour State Championship was held this week at Antelope Hills Golf Club in Prescott. Conor O’Neill won the overall boys division and Jennifer Le won the overall girls division. Your Officers and Board of Directors had a good two days reviewing the Sections Activities for the past year and making plans for the remainder of 2014 and 2015 as well. “Relevance” was a key topic as there was a definite move to conduct activities in a manner that would be relevant to our members. It is easy to see how Tournament events are relevant; however it is anticipated that education will impact nearly all of our members in the coming year with the end of the MSR cycle on June 15, 2015 only ten months away. The start of a Metro Chapter will help create some smaller scale playing and networking opportunities as well as to provide some governance experience for those that are interested in participating. However the topic that received the most attention was employment. This broad topic included discussions on job creation, job retention, job improvement as well as skill set development (Certification Programs) and promotion of the PGA Professional. In light of the recent announcement by Dick’s Sporting Goods to lay off more the 450 PGA professionals across the country, employment remains relevant to all of our members. This unfortunate action impacted six professionals in our market and the few that I have spoken to appreciate the outreach and support. If you or your facility have any short term or long term prospects for these individuals please reach out to me to discuss in further detail. These individuals clearly have a great understanding of all current golf equipment as well as significant sales and customer service training. I will be traveling with Michael Haywood to Valhalla for the PGA Championship to further his campaign efforts and I look forward to seeing the “strongest” golf field of the year compete on the PGA of America’s Valhalla Golf Club. Best of luck to you and your families in the coming months. Respectfully, Curt Hudek, PGA

A special thanks to Ron McPherson, John Anderson, and the entire Antigua Team for their continued support of the Southwest Section PGA and our junior program. The Antigua Junior Tour season was a great success this summer and just wrapped up this past Wednesday at Antelope Hills Golf Course with the culminating and ever popular 2014 Antigua Junior Tour Championship. More than 130 invited juniors ranging in ages 5-18 from across our Section were able to participate in this illustrious event. Thanks to Antigua each junior received an Antigua golf shirt at registration, a BBQ lunch on day 1, and an amazing two day championship which boasts the top junior players from across Arizona and Southern Nevada. With the direction of Ron McPherson, Antigua has been an integral part of the success of junior golf within our section. Countless parents, juniors, and PGA Professionals have expressed their gratitude for Antigua's vision and values in helping provide the support needed so juniors have an affordable playing opportunity close to home. Metro Chapter While the idea of a Metro Chapter has been discussed at some length among the Board for the last eighteen months—details have not been communicated with the membership. The following will help bring you up to date with the goals and objectives of this evolving concept and highlight some of the activities planned for the coming year. Why a Metro Chapter? Primarily to create additional opportunities for members to play, participate in governance, conduct local education and charitable outreach, support professionals earning PGA Certifications and networking. Who is a member of the Metro Chapter? Currently, all those not part of the Southern Chapter or the Southern Nevada Chapter. With the addition of this Chapter there has been some discussion of creating a Northern Arizona Chapter which will be reviewed by the board in the coming months. Will the Metro Chapter have Chapter Coordinator? No. Currently all activities will be conducted by the Chapter Officers and Committee Chairs. The Section staff will provide support in the form of accounting and promotion, but will not have staff members assigned to these activities. Is there an additional “cost” to be a member of the Metro Chapter? Yes and No. The Metro Chapter intends to have an optional $100 Participation/Tournament Membership Fee and an 8 hour charitable service requirement. In return participants will have first right to the limited field tournament and education events, be afforded a reduced tournament entry fee, have an opportunity to receive partial up-front funds for pursuit of a PGA Certification and hold a position on the Chapter Board/ Committee. All other Metro/Southern/Southern Nevada Chapter members will be allowed to participate in Metro Chapter events on a space available basis. How do I submit my 8 hours of Charitable Service? You may submit your 8 hours of Charitable Service to any member or chair of the Metro Chapter as listed below. This service must be provided prior to the annual Metro Chapter Championship. You may submit this on the MSR Reporting form found in the left hand column of the home page of the SWSPGA website at www.southwest.pga.com . What will this Participation/Tournament Membership fee be used for? See details in the summary below. How do I submit my Participation/Tournament Membership Fee? This registration is available at the Section Website in the Tournament tab. It is currently listed as a June 20, 2014 Event. Metro Chapter Tournament Events are listed within the playing opportunities on the SWSPGA website.

Rules of Golf In this Section: Page 2 - Unplayable Incident Response

Southwest Section PGA

Rules of Golf Even though the ball was clearly unplayable and the player could not have played it under any circumstance, should there have been a ball at rest moved penalty under rule 18 if the player hadn't yet made an announcement that he would be taking relief under the unplayable ball rule? If so, should the caddy have replaced the ball before we moved to the relief procedures so that we could have a definitive reference point? If the player had not authorized the lifting, the player would incur a one stroke penalty under Rule 18-2a for lifting the player's ball in play. Decisions 26-1/9, 18-2a/14 and 18-2a/15 and Rule 20-2a provide us guidance on the one-stroke penalty. Decision 18-2a/15 tells us that the reference position may be estimated in taking relief (the ball is not required to be replaced).

What does the player have to do in order to declare a ball unplayable? Does he need to announce it to a fellow-competitor or can he just lift the ball under the rule without making any affirmative statement (as required under the provisional ball rule) and take the appropriate relief. Rule 28 requires a player to "deem" a ball unplayable prior to lifting the ball or proceeding under any of the Rule 28 options. Deeming the ball unplayable does not require a verbal statement but does require and intent to proceed under the options of Rule 28. For option 28a, the ball does not have to be found. For options 28b and 28c, the ball must be found. By lifting the ball before placing a mark near the spot, has the player lost the option of 28b and c since the reference point is lost, or can the reference point be estimated (much like taking relief from a cart path/obstruction)? Decision 18-2a/15 tells us that the reference position may be estimated in taking relief (the ball is not required to be replaced).
