Both events are testimonies to the draw and national exposure of Southpointe. Southpointe is not just a great industrial park with exceptional architectural accomplishments but a collection of progressive leaders working for companies that are innovative and growing. spanning Pennsylvania, West Virginia and Ohio are expected to still produce more gas than they can use and export the fuel out of the region. “We are anticipating that the Northeast will be a net exporter for the average of 2015,” said Anne Swedberg, senior energy analyst for Denver-based Bentek Energy. “We are already seeing volumes leave the region this summer.” The rest of the country is expected to catch up later, becoming a net exporter by 2017. Now, most Marcellus gas is going to the Midwest, the Southeast and Canada. Eventually it will have access to Mexico through pipelines and globally through liquefied natural gas exports. Through 2017, there will be about 3.4 Bcf/d of capacity additions on two major interstate pipelines, Kinder Morgan’s Tennessee Gas Pipeline and Spectra Energy’s Texas Eastern Andrew Rush/Post-Gazette Transmission. Shale News Continued From Page 10 An LNG “train” is a liquefied natural gas plant’s liquefaction and purification facility housed in a long, narrow building. The LNG process inside the train begins with removing impurities in the gas such as water, carbon dioxide, sulfur and some of the heavier hydrocarbons such as propane and ethane. The purified gas is then condensed by refrigeration to below -257.8° F (the boiling point of methane at atmospheric pressure). The liquefaction process requires very strict safety measures and precautions due to the flammable nature of the gas. Liquefaction is necessary to make transporting natural gas by ship commercially viable. LNG takes up about 1/600th of the volume of natural gas. LNG weighs about 45 percent as much as water and is odorless, colorless, non- corrosive and non-toxic. Cheniere’s Corpus Christi liquefaction project is being designed with three trains, which will have an expected aggregate nominal LNG production capacity of up to 13.5 million tonnes per annum (mtpa). The facility will be constructed in three phases, with each 4.5 mtpa LNG train to begin operations about six to nine months after the previous train has been built.

The $11.5 billion cost for the first two trains, two LNG storage tanks, one dock and the natural gas supply pipeline will be funded with $3.1 billion of project equity and $8.4 billion of debt. Although Cheniere has not released the names of its foreign customers for its Corpus Christi facility’s LNG, it has released the name of its first customer for LNG from its Sabine Pass export facility. Cheniere entered into sales arrangements with Électricité de France, S.A. for the delivery of liquefied natural gas cargoes from the Sabine Pass LNG facility to the Dunkerque LNG terminal in France. The sales arrangement through 2018 includes the delivery of up to 26 cargoes, which is about 100 million MMBtus of LNG. The Future of U.S. LNG Exports The U.S. has 110 LNG import terminals that could be converted to LNG export facilities. Given America’s abundance of natural gas, the U.S. has the potential to become the largest exporter of LNG in the world, surpassing the leading LNG exporters, Qatar and Australia. However, given the multibillion price tag for turning these facilities around, most of them are likely to remain idle or repurposed for other industrial processes. T:8” Continued on Page 38

Cheniere to Begin Export of Marcellus and Utica Gas as LNG in 2018 BY R. BROCK PRONKO Regional Business Analyst

The Marcellus and Utica shale plays are going to gain another connection to the global market in 2018. On Sept.10, Kinder Morgan, the largest energy infrastructure company in North America, announced it signed a 20-year deal to begin shipping 385 million cubic feet per day of southbound natural gas in 2018 from the Natural Gas Pipeline Company of America’s (NGPL) expanded Gulf Coast pipeline system to Cheniere Energy’s Corpus Christi LNG export facility on the Texas coast. The eastern portion of the southbound gas will be coming from wells in the Marcellus and Utica shale plays. Kinder Morgan, which owns an interest in or operates approximately 84,000 miles of pipelines, operates the NGPL pipeline system and owns a 20 percent interest in the company. NGPL plans to invest about $212 million in infrastructure to complete the first phase of the Gulf expansion project, which will increase NGPL’s total southbound capacity from multiple receipt zones, including the 1,698-mile Rockies Express Pipeline (REX) that will interconnect in Illinois with gas coming from Appalachian shale plays for transport to existing and growing markets along Texas and the Louisiana Gulf Coast. “We are pleased to move forward with this project as gas production increases in the Utica and Marcellus shale and markets continue to grow along the Gulf Coast,” said David Devine, president of NGPL. “Additionally, we are delighted to provide transportation for Cheniere to bring attractively-priced supply to their LNG export facility being developed near Corpus Christi, Texas.” Cheniere received approvals for the project from FERC and DOE on May 12, 2015. On May 13, Cheniere reached its final investment decision and issued the notice to pro-

ceed with construction on the first two “trains” of the new LNG plant to Bechtel Oil, Gas and Chemicals, Inc., a global engineering, construction and project management company, headquartered in Houston. “Once again, we have the pleasure of working with Kinder Morgan and NGPL to secure transportation capacity that will provide additional certainty of gas supply for the Corpus Christi Liquefaction Project, which is now under construction,” said Corey Grindal, VP of supply and marketing for Cheniere. “It’s important that we secure access to pipeline capacity to ensure reliability and deliverability of natural gas to our liquefaction facility.” The approvals for the Corpus Christi LNG project were aided by last year’s change in the DOE’s policy to prioritize reviews for non-Free Trade Agreement LNG export applications whose projects had already been through a regulatory environmental review. Cheniere’s export terminal is located at a site that was previously permitted as a regasification terminal for LNG imports. Cheniere’s $18 billion Sabine Pass LNG plant in Louisiana had also been an import terminal and was the first plant in the U.S. to be permitted to export LNG. Continued on Page 42

CANONSBURG, Pa. -- Jeb Bush pitched his newly released energy plan here Tuesday, calling for lifting restrictions on producing and exporting oil and gas as part of his blueprint for achieving 4 percent economic growth -- a figure he talks about frequently as a GOP presidential candidate. The former Florida governor outlined a plan with four general components that are in line with the Republican orthodoxy: removing the decades-long ban on exporting crude oil and easing restrictions on natural gas; approving construction of the proposed Keystone XL pipeline; stripping away some environmental regulations; and urging the federal government to yield to the energy desires of state and tribes. "The radical environmentalists are not allowing Hillary Clinton and Barack Obama to do what they know is the right thing to do," said Bush, speaking of the Keystone XL pipeline. Bush delivered remarks about his plan Tuesday afternoon at Rice Energy near Pittsburgh, Pa., a company that says its mission is to be "the paradigm for oil and gas exploration and production companies in the shale generation." Earlier in the day, he posted his plan on Medium. Bush's event was held under a large tent on a rainy afternoon. He arrived riding in a white pickup truck and as he spoke, some supporters sat in the back of two more pickup trucks positioned behind him. In his post, Bush argues that Clinton, a Democratic White House hopeful, "baldly politicized the government permitting process" by opposing construction of the Keystone XL pipeline. Clinton came out against the pipeline last week. During a recent campaign event in South Carolina, Bush mocked surprise in Clinton's decision. In calling for the federal government to yield to local officials and residents, Bush argued that states and tribes "are best able to weigh the benefits and costs of oil and gas de-

velopment." Environmental activists and Democrats panned Bush's proposal. "This plan promises voters the world, but the truth is that the world is exactly what it would sacrifice to fatten the wallets of dirty energy conglomerates," said Sierra Club political director Khalid Pitts in a statement. Bush unveiled his plan amid a significant development in the energy industry: Royal Dutch Shell announced Monday that it planned to indefinitely suspend Arctic drilling off the coast of Alaska after finding insufficient oil and gas in one of its exploratory wells, a move that encouraged environmental activists. Bush, who is trying to recover from a dip in the polls following the second televised presidential debate, will campaign on Wednesday in New Hampshire, a state widely seen as key to his chances of claiming the GOP nomination. Drones at Southpointe

Technology moves forward at a pace that is often faster than society can grasp. One example is the advent of CCTV video surveillance. We have very strict laws on audio (voice) wire tapping but the video recording of cameras in public places came about before anyone could react with privacy protection legislation. As a result, we still cannot record a third party conversation without legal permission from all parties in Pennsylvania but we can legally record a person in a public video. The average person is recorded up to 20 times per day at the donut shop, gas station, ATM, or even walking down the street.

This brings us to the subject of drones, especially with cameras mounted on them. They are technically referred to as Unmanned Aerial Vehicles (UAV) by the Federal Aviation Administration. The FAA never anticipated the flood of unmanned aircraft, especially with prices that make it affordable to the average person. Added to this is the ability to fly one mile above the surface making them a hazard to existing aircraft. Our Southpointe Chamber Aviation Club member, Don Hodor, recently acquired the latest Phantom 3 with all the new software, gadgets and camera setup. This drone will fly up to 1.2 miles away and can be controlled using an onboard camera and full GPS tracking. As a service to members of the Southpointe Chamber

flying club, training and orientation classes are free to anyone interested in attending one of the flying club events. They are held monthly and simply register at drones@southpointe.net (Don and Dale Risker, President, are private pilots with current certification). Yes, under the FAA ruling, it is perfectly legal to fly a drone for hobby and training purposes if flown under 200 feet and no financial transaction is involved. With this thought in mind, the flying club is donating time for safety, lessons, training and information on this new technology. Any pictures taken with permission from the property owner are free as a byproduct.

Washington County Aviation Group Helps Students Discover Flying Our thanks goes out to Skyward Aviation, Senator Bartolotta, and Dale Risker, President of the Southpointe Chamber of Commerce for donating time, aircraft, fuel and leadership to students who won the flight simulator contest sponsored by California University of Southpointe Innovation Center. In 1993, Ronald Corrado fulfilled his dream of starting his own aviation business while also juggling a successful career as a cobra pilot and maintenance test officer for the United States Army. Although he loved serving his country, Ron was excited to begin a new chapter in his life that would promise plenty of both hard work and success. “Skyword” Aviation, as it was initially spelled, started out primarily as a helicopter business, offering rides, flight instruction, and aerial advertising. Not long after, Ron obtained a 421 Cessna and began building a charter fleet. With a growing fleet and business, Ron saw the need to hire more help, and who could be better than his own wife, Susan? With a background in banking, as well as travel and tourism, Sue started out as the office manager, receptionist, charter sales coordinator, and accounting department all in one! Skyward Aviation’s initial growth came with the demand for King Airs, air ambulance, and air shuttle services, but the company eventually found its niche in private jet charter. Since its founding, Skyward Aviation has grown as a family owned and operated company with the addition of Ron and Sue’s daughter, Brianna, joining the company (officially) in 2008. Merging her graphic design and sales backgrounds, Brianna brought a much needed “creative” facelift to the company. While continuing to do marketing and design, Brianna’s primary focus is customer service and charter flight scheduling. In working with the pilots on a daily basis, a romance blossomed between Brianna and Learjet captain, Steven Casciola, and they were married in 2011. Wolf Signs Bill Pushing Mine Water to Fracking

Gov. Tom Wolf signed into law Thursday a bill that could clear the way for more oil and gas companies to use treated mine water for fracking. The idea has been encouraged by the state Department of Environmental Protection, but there have been relatively few companies using the water to frack. Drillers have been reluctant to use the treated minewater because of concerns over liability. The way the law is written, drillers won’t worry that if they use any part of a mine’s discharge, the state’s Clean Streams Law could make them liable for all water in the mine, even polluted discharge they’re not using. The new Act 47 clarifies this issue, says State Sen. Camera Bartolotta (R-Greene County), the bill’s sponsor. Under the bill, a fracking company only assumes responsibility for the water it takes out of the coal mine. Gov. Tom Wolf spokesman Jeff Sheridan said the law could help clean up mine drainage in Pennsylvania. Abandoned mine drainage has polluted 5,000 miles of streams in the state. Using mine water for fracking was one of the recommendations from former Gov. Tom Corbett’s Marcellus Shale Advisory Commission as an environmentally friendly measure. In 2013, the Department of Environmental Protection issued a “white paper” to promote the practice. But environmentalists aren’t pleased with the new law. A coalition of environmental groups wrote a letter to Gov. Wolf urging him to veto the measure. Tracy Carluccio, of the Delaware Riverkeeper Network said the bill would lead to a

“raid” on the water from coal-mining impacted watersheds. “Even though that water is not pristine–it’s still treated to a certain level and kept in that watershed,” Carluccio said. “Those streams will never have the ability to be restored to health because they will not have the flow to sustain life.” Another concern of the environmental groups is the “letter of the law”. Carluccio says her group’s attorneys think the law could be interpreted to mean that fracking companies could also use untreated minewater to frack. But Sen. Bartolotta says that’s neither the intention nor the correct reading of the legislation. Bartolotta said she sponsored the bill so that fracking companies, who can use 4.4 million gallons of water to hydraulically fracture a single well, would use less water from cleaner rivers and streams. All environmental laws pertaining to spills and leaks still apply to the water. “Now the gas and oil industry doesn’t have to take that freshwater out and use it in fracking–to me it’s a win for the environment,” Bartolotta said. The new law takes effect in December.

After months of rumors, Main Street in Southpointe has a complete selection of restaurants ranging from American Grille, Asian, Italian, and Mid-Western taste. Our mystery dinner made a visit to all four restaurants and Zoup (more of a grab a lunch venue). ALL STAR SPORTS BAR AND GRILLE: The first to arrive was All Star Sports Bar and Grille. This was the talk of Southpointe the week it opened. How can you lose with 25+ giant hi-def projector TV’s showing all sports channels, great house music and even private booths with your own TV? Great as a baby sitter while dad and mom enjoy the game. You even get your own remote control to pick Jr’s favorite cartoon. Let’s get to the food. Our mystery dinner ordered the perogies and a cheeseburger with chips. The chips are homemade in the kitchen and super tasty. Perogies smothered in onions had an ethnic taste. We were ready for the accordion player to come out. Highly recommended for bringing the gang for an evening of sports, great food and excitement. Service was quick. Food came out fast. TOSCANA BRICK OVEN: Toscana is a quieter place with authentic Italian cuisine

complete with wood fired brick oven. Excellent for flat bread and special dishes. Our mystery diner ordered the Shrimp Linguine. We were told by the waiter the noodles, sauce and spices are all made from scratch. The salad dressing was outstanding as well. Bread and dipping oil added the authentic Italian mode. The outside patio is strung with bare light bulbs, fountain and cozy courtyard. It’s hard to believe you’re not in Italy. Service was great and all dishes were tasty. SAGA HIBACHI STEAKHOUSE AND SUSHI BAR: Saga is the perfect place to take clients for an entertaining evening at the fireside hibachi grille. Chefs entertain with fluent skills with cutlery maneuvers without missing a beat (or extremities). The team has the routine down to a science making sure all get dishes of fish, shrimp, steak, chicken all cooked on one grille but somehow getting to the right plate at the right time. Great memories (or do they write it all down?). Of course it doesn’t get any hotter, or fresher than seconds from the grille to the plate. Saga also offers interesting desserts such as fried ice cream - you don’t want to go without trying it. Continued on Page 42
