THE SPECIAL OLYMPICS INTERNATIONAL ORGANIZATION

SPECIAL OLYMPICS, INC. is a worldwide program of sports training and athletic competition open to individuals with intellectual disabilities regardless of their abilities. The International Olympic Committee has granted its official recognition to Special Olympics, Inc. The mission of Special Olympics is to provide year-round sports training and athletic competition in a variety of Olympic-type sports for all children and adults with intellectual disabilities, giving them continuing opportunities to develop physical fitness, demonstrate courage, experience joy and participate in a sharing of gifts, skills and friendship with their families, other Special Olympics athletes and the community. Special Olympics is founded on the belief that people with intellectual disabilities can, with proper instruction and encouragement, learn, enjoy and benefit from participation in individual and team sports, adapted as necessary to meet the needs of those with special mental and physical limitations. Special Olympics believes that consistent training is indispensable to the development of sports skills, and that competition among those of equal abilities is the most appropriate means of testing these skills, measuring progress and providing incentives for personal growth. Special Olympics believes that through sports training and competition, people with intellectual disabilities are benefited physically, mentally, socially and spiritually; families are strengthened, and the community at large, both through participation and observation, is united in understanding with intellectual disabilities in an environment of equality, respect and acceptance. The General Rules of Special Olympics constitute the charter for more than 180 Special Olympics programs accredited by SOI throughout the world as well as all 51 U.S. Chapters. The General Rules define the nature of both the cooperative relationships and mandatory requirements operating within the Special Olympics movement.

THE SPECIAL OLYMPICS NEW JERSEY ORGANIZATION SPECIAL OLYMPICS NEW JERSEY is a statewide, sports training and athletic competition program which provides yearround opportunities to children and adults with intellectual disabilities to participate in sports. In New Jersey, athletes participate in: Aquatics Basketball Bocce Bowling Cycling Equestrian Flag Football Floor Hockey Golf Gymnastics Motor Activities Training Program

Powerlifting Sailing Skating (Figure/Speed) Skiing (Alpine/Cross-Country) Soccer Softball Tennis Track & Field Volleyball Snowshoeing Snowboarding

Special Olympics New Jersey is headed by a Board of Directors. The Board of Directors employs a small, full-time staff to conduct the program on a day-to-day basis. It is the responsibility of the staff to implement the program in accordance with Board policies and the guidelines set forth by Special Olympics, Inc. New Jersey Chapter and Sectional level events are conducted by volunteers who serve on event organizing committees and Sport Management Teams. The State of New Jersey has been divided into Areas for conducting training programs and qualifying competitions. An "Area" is managed by a volunteer Area Director and Area Committee. (See listing on page 1:3.) Local Training Programs are made up of developmental centers, schools, other agencies serving individuals with intellectual disabilities, or independent groups. The local level is the most important level as this is where the athletes receive their training and initial participation in Special Olympics. Sports Information Handbook 11-12

PARTICIPATION IN SPECIAL OLYMPICS

To participate in Special Olympics, an athlete must submit an APPLICATION FOR PARTICIPATION IN SPECIAL OLYMPICS. The form is available from your Area Director or from the Special Olympics New Jersey Office. It is recommended that individuals with Down syndrome submit an additional medical form, AAI (see Note below). When an application is complete, keep the Local Program copy for your records and submit the Area and original copy to your Area Medical Coordinator. The Area Medical Coordinator will file the Area copy and forward the original to the Chapter Office for our records. HELPFUL HINT: Make a copy of the original application. It will copy better than the LTP copy. IMPORTANT: Coaches should keep all Applications for Participation in a safe place. During training sessions, competitions and any Special Olympics-related events, coaches should have their athletes' APPLICATION FOR PARTICIPATION IN THEIR POSSESSION, for reference and in the case of an emergency. A NOTE TO COACHES AND FAMILIES OF INDIVIDUALS WITH DOWN SYNDROME: There is evidence from medical research that up to 20% of individuals with Down syndrome may have a misalignment of cervical vertebrae C-1 and C-2 in the neck. This condition exposes individuals with Down syndrome to the possibility of injury if they participate in activities that hyperextend or radically flex the neck or upper spine. This condition is known as Atlantoaxial Instability (previously called Atlantoaxial Subluxation). SONJ allows athletes with Down syndrome to continue to participate in most sports training and competition. However, such individuals are temporarily restricted from participating in activities which, by their nature, result in hyperextension, radical flexion or direct pressure on the neck or upper spine, until these individuals have been examined (including x-ray views of full extension and flexion of the neck) by a physician. The doctor should complete and sign form AAI. (Note that the signatures of two physicians are required if the test results are positive.) These sports include: alpine skiing; butterfly stroke; diving; diving starts; (swimming); equestrian; gymnastics; high jump; pentathlon; soccer; any exercise placing undue stress on the head and neck muscles.

COMPETITION OFFERINGS

OFFICIAL SPORTS COMPETITIONS

Special Olympics, Inc. has approved twenty-four Olympic sports for participation by individuals with intellectual disabilities. Special Olympics New Jersey offers twenty-four (including Motor Activities) of the twenty-five as Chapter-level competitions.Special Olympics New Jersey conducts four major events annually:

FALL SPORTS FESTIVAL WINTER GAMES

SPRING SPORTS FESTIVAL SUMMER GAMES

Sectional and Area competitions are conducted for qualification for advancement. (See pages 28-59 for specific advancement criteria in each sport.) Sports competitions are conducted according to the Official Special Olympics Summer Sports/Winter Sports Rules (revised 2009) and the respective National Governing Body Rules. Special Olympics, Inc. recognizes all Individual Skills Contests and various modified events (3-on-3 Basketball, Tee Ball, 10M Ski Race, etc.) as official events. Rules for these events are found in the Special Olympics Rules books. These events are conducted on the Local, Area and/or Sectional competition level.

MOTOR ACTIVITIES TRAINING PROGRAM

Special Olympics, Inc. was founded on the belief that sports training and competition is invaluable to all individuals with intellectual disabilities. The Motor Activities Training Program (MATP) has been developed to provide sports training opportunities for individuals with low motor ability. The events offered are not necessarily activities which will lead an athlete to compete in an Official Sport, but more closely resemble steps toward achieving a particular motor skill. This program involves training in motor activities only. No competitions will be conducted. Coaches, volunteers, physical therapists, therapeutic recreation specialists and others will assist athletes in completing their specific goals. Guidelines which govern the activities ensure safety and progression toward a performance goal. Only athletes unable to train at a higher level of the program should be recommended for MATP. Sports Information Handbook 11-12

Sec2:10

YOUNG ATHLETE PROGRAM

The Young Athlete Program has been created in consultation with the University of Medicine and Dentistry of New Jersey to meet the physical and developmental needs of children, ages 21/2 to 7 in the areas of physical activity and play, with an mphasis on sports skills. The design of this program provides flexibility for the parent/sibling, paraprofessional, teacher, or volunteer to conduct activities. The Young Athlete Program can be used in a preschool/school, playgroup or one-on-one situation. Inclusive activities are encouraged to help promote social development.

GET INTO OUR GAME

Get Into Our Game is a school- and community-based sports skill-training program that offers individuals with and without disabilities the opportunity to participate in sports in an inclusive or self-contained environment. Get Into Our Game provides teachers/coaches with the information, equipment and resources to begin a Special Olympics sports skills training program for individuals with and without disabilities in their schools and community recreation programs. Ideas for training activities and sample Individualized Education Plan (IEP) goals are included in the free kit provided to get the program started.

ATHLETE UNIVERSITY

Athlete University is an opportunity for athletes to benefit physically, mentally and socially as a result of being educated in a variety of areas that directly relate to their lives. Athletes will attend a series of four conferences throughout the year on a wide range of relevant topics. To be eligible, the nominee should: be an active Special Olympics New Jersey athlete; be 18 years of age or older; be able to communicate effectively; demonstrate proper behaviors; and be able to provide their own transportation and commit to four sessions of the Athlete University. Graduates will receive a certificate of completion from Special Olympics New Jersey. Sec2:11

REGISTRATION & PARTICIPATION FOR SECTIONAL AND CHAPTER EVENTS

In order to compete on the Sectional or Chapter levels, an athlete must be a part of a registered Local Training Program. Only registered Local Training Programs will receive Quota Request Forms. Specific criteria which must be achieved for athletes to advance to Chapter competition is defined on pages 34-79 of this guide. Please familiarize yourself with this information. Additionally, a coach must understand what his/her role is in ensuring that athletes, once qualified, are registered, properly notified, prepared physically and emotionally for participation.

PRE-REGISTRATION (Quota for Sectional)

A coach must submit a Quota Request Form prior to each Sectional/Qualifier event indicating the number of eligible athletes whom they wish to be considered for those sports. Quotas will be given out to Local Training Programs for the sports in which Sectionals/Qualifiers are conducted.

REGISTRATION

Registration materials (entry forms, housing forms, etc.) are distributed to each Local Training Program with their official quota. These forms are self-explanatory and must be completed and submitted to Area Directors for review. Area Directors verify forms and submit to the Games Registration Committee for final pre-registration.

CONFIRMATION OF REGISTRATION

For Sectional events, coaches will receive specific information in the event registration packet. For each Chapter event, a Coaches Handbook is distributed to every registered coach and chaperone. Specific event information is included in these handbooks.

NO PARTICIPATION FEES

It is against the policy of Special Olympics to charge any athlete participation or registration fees for the program. Participation in Special Olympics is not based on an athlete's ability to pay for meals, housing, transportation, or anything else. The money Sports Information Handbook 11-12

Upon arrival at an event, the Head Coach of each Local Training Program must report and confirm attendance at registration. Coaches Registration Packets are prepared for and distributed to all coaches/chaperones attending a Chapter event. The Head Coach is ultimately responsible for all aspects of his/her athletes participation at an event. This includes prompt arrival, proper diet, preparedness for competition, participation in special events, appropriate sleeping arrangements, etc.

HOUSING (Chapter Events Only) It is a policy of the Board of Directors of Special Olympics New Jersey that one coach/chaperone attending an overnight event must chaperone no more than four athletes of the same gender. Under specific circumstances, permission may be granted which allows for other than this one to four ratio. Head Coaches are required to recruit their own chaperones. Sources of chaperones include parents, teachers, assistant coaches, recreation professionals and employees of facilities whose athletes are attending the event. The Head Coach and Local Training Program Coordinator assume full responsibility for recruiting and selecting qualified individuals to serve in the chaperone role. IMPORTANT: Winter and Summer Games athletes and coaches will be housed at the Games site. Athletes are expected to stay in the housing rooms assigned to them, and if officially registered for the event may not stay off-site with family and friends. The rationale for this is that Special Olympics believes that the socialization gained is a valuable part of the Special Olympics experience. Failure to comply with guidelines requiring an athlete to be housed with their registered local training program or team, may result in that athlete's disqualification.

FOOD

For all day and overnight Chapter events, Special Olympics New Jersey will notify registered coaches about which meals will be served. Menus are determined by nutritionists and food service personnel and attempt to provide for the varied needs of Special Olympic athletes. In some instances, meals may be donated and may not meet the expectation of a coach or athlete. A Local Training Program must determine if their athletes have special food requirements which need to be met. For example, a team traveling a long distance may chose to pack lunches for the ride or bring money to stop along the route. Coaches may also need to bring food for athletes with specific dietary concerns. At Sectional events, lunch will not be provided. Coaches may bring their own snacks and beverages for their athletes. Water will be available on site.

In addition to formal meals, some events offer concessions for snacks and beverages. Coaches should be aware of every athlete's eating habits and inform any volunteers working with those athletes. Consideration should be given to an athlete's competition schedule when selecting amounts and types of food. Water is available at all venues for all events. It is the coach's responsibility that each athlete gets the proper liquids, water and nutritional snacks to their athletes throughout the event.

SPORTS RULES

All Special Olympics competitions follow the Official Special Olympics Sports Rules, which have been adapted from official rules of the U.S. National Governing Body (New Jersey competition) or International Federation (World Games competition) of each sport offered by Special Olympics then approved by the Special Olympics, Inc. Sports Rules committee. The rules are set forth in the Official Special Olympics Sports Rules Book (Winter and Summer). A listing of the U.S. National Governing Bodies by sports can be found on pages 16 and 17. Sports Information Handbook 11-12

Sec2:14

DIVISIONING

All Special Olympics competition is conducted to provide each athlete with an equal opportunity to finish first in a given event. This is ensured by ability divisioning, a feature which makes Special Olympics unique among sporting organizations. Through this divisioning process, athletes are placed in divisions of 3-8 athletes/teams based on previous performance, gender and age. Special Olympics, Inc. has suggested that all divisions be created where the variance between the highest and lowest scores within that division not differ by more than 10%. This 10% statement is not a rule, but should be used as a guideline for establishing equitable divisions when the number of athletes competing is appropriate. League play and classification rounds are used to establish equal competition in Team Sports.

AGE GROUPS

The Special Olympics age groups used for competition are: INDIVIDUAL SPORTS

TEAM SPORTS

Group Age

Youth 8-11 Junior 12-15 Senior 16-21 Masters 22-29 Senior Masters 30 & over Open Any Age

Ages are determined by the athlete's age on the opening date of the Games or competition. It important to recognize that age groups can be combined or athletes can be moved to other age categories to ensure equal competition for all participants.

PROHIBITED SPORTS

Prohibited sports and events are activities which the Special Olympics Sports Medicine Committee has determined do not meet the minimum health and safety standards of Special Olympics, Inc. Prohibited sports shall not be a part of any Special Olympics competition, training program, clinic, etc. The following sports and events shall be prohibited from Special Olympics: Boxing, Wrestling, Trampoline, Shooting, Judo, Karate (martial Sec2:15

COMMERCIAL MESSAGES

Because we do not charge for Special Olympics participation, we must seek donations to cover many of the costs associated with events. Much of this money comes from businesses and corporations. In return for their sponsorship, corporations or businesses may be given advertising at the event. Advertising may be in the form of signs, banners or T-shirts for volunteers. Special Olympics cannot allow any form of advertising or commercial message on the competition uniform of the athlete. This is a rule of the International Olympic Committee, Special Olympics, Inc. and Special Olympics New Jersey. The following rules shall be followed at all Special Olympics competitions:

v Volunteers may wear jackets, T-shirts, caps and other apparel bearing small and attractively designed identifications of corporate and organizational sponsors at sports venues.

v Athletes not in competition and not at sports venues (e.g.,

at training sessions, practices, trips or away from competition sites) may wear apparel bearing small and attractively designed identifications of corporate or organizational sponsors.

v Athletes may carry and use non-apparel, non-sports equipment items, such as tote bags, bearing small and attractively designed identifications of corporate or organizational sponsors.

v Opening and Closing Ceremonies are deemed to have the

same status as sports venues during the Games. Hence, team or delegation members and officials shall not wear warm-up suits, jackets, caps, etc. which bear corporate or organizational identifications which might be considered as advertising.

SPECIAL OLYMPICS NEW JERSEY VOLUNTEER/COACH REGISTRATION POLICY

All volunteers must register and be approved by Special Olympics New Jersey. This policy is intended to ensure the safety and well-being of Special Olympics athletes and volunteers, and applies to both new and existing volunteers at every level of the organization (Local Training Program, Area and Chapter). Each coach applicant must complete a Special Olympics New Jersey Volunteer Class A Registration Form which requests background information along with areas of volunteer interest. The forms must be returned to the Chapter office. For additional information or Volunteer Registration Forms, contact the Volunteer Manager at the Chapter office. All Class A volunteers must complete the Protective Behavior Course on line at www. sonj.org, located under the Coaches tab.

LEVELS OF COMPETITION

Athletes advance to higher levels of competition as described below through criteria established by the previous level of competition in accordance with Special Olympics policies and procedures. World Games (formerly called International Games) are offered every two years on an alternating Winter Games and Summer Games basis. The next World Summer Games will be in 2015, 2019, etc., and World Winter Games in, 2013, 2017, etc. The United States Chapters (states) are represented as TEAM USA. National Games are offered every four years. Each chapter of the US will be sending a delegation. The next National Games will be 2014 in New Jersey. Chapter events showcase the skills and accomplishments of the Special Olympics athletes, and, therefore, athletes must be well-trained. Chapter Competition is conducted according to the Official Special Olympics Sports Rules Books (revised: Winter 2011, Summer 2011) and the National Governing Body Sports Sec2:19

Sports Information Handbook 11-12

LEVELS OF COMPETITION continued

Sectional events will be conducted as qualifiers in order to meet the criteria for athletes to advance to Chapter level competition. Competition is conducted in compliance with Official Special Olympics Rules (revised: Winter 2011, Summer 2011). Area events are where the majority of athletes will compete throughout the year. Area events are to be conducted according to Official Special Olympics Rules and Board policies. Competition must be conducted according to the Special Olympics Sports Rules (revised: Winter 2011, Summer 2011) and the National Governing Bodies. Invitational events may be conducted to include two or more Local Training Programs or Areas. These events do not qualify athletes for advancement in their sport, but simply serve as another competition opportunity.

CRITERIA FOR ATHLETES ADVANCING TO HIGHER LEVEL COMPETITIONS 1. To advance to a higher level of competition in a particular year, an athlete should have participated for a minimum of eight weeks in an organized training program in the sport or sports in which he or she is entered for higher level competition. 2. To advance to a higher level of competition, an athlete should have placed 1st, 2nd or 3rd at the lower level of competition in the same sport or sports. 3. Athletes should be chosen for higher level competition from among 1st, 2nd or 3rd place winners from all divisions by event. Athletes selected may also enter other events in which they have not placed 1st, 2nd or 3rd at the next lower level competition within that sport.

National/Chapter programs may establish additional criteria for advancement to higher level competition based on behavior, medical or judicial considerations. These criteria would be applied to athletes on an individual basis. Additional criteria should not conflict with any part of the Official Special Olympics Sports Rules (revised: Winter 2011, Summer 2011).

4. When conditions exist which preclude all 1st, 2nd or 3rd place winners from advancing to higher level competition (e.g., a Chapter has 100 1st, 2nd and 3rd place winners in the 100 meter dash and a quota of five athletes for the 100 meter dash at the next World Games), athletes shall be selected as follows: a. First priority: athletes shall be 1st place winners in at least the event at the next lower level of competition. If the number of 1st place winners exceeds the quota, athletes shall be chosen by random selection from among all division winners. b. Second priority: athletes who were 2nd place finishers in the event shall be chosen next by random selection, then 3rd place finishers.

Sec2:21

Sports Information Handbook 11-12

c. A team having no competition at a specific level shall be declared a winner. The team shall not receive a place award; however, the team shall be eligible to advance to the next higher level of competition. 5. If a Special Olympics organization, because of the size or nature of its competition program, finds that these criteria are inappropriate, it can request authority to deviate from them. Such a request should be submitted, along with proposed substitute selection criteria, to the President of Special Olympics, Inc. at least ninety days before the Games or competition for which these different selection criteria will be used. (Refer to page 11 (Pre-registration quota) and each individual sport (pages 28-59) for specific criteria for advancement.)

UNIFIED SPORTS速 RULES

The Official Special Olympics Sports Rules shall govern all Unified Sports速 competitions. Please check the Official Special Olympics Sports Rules for the most up-to-date information. Points of emphasis for Unified Sports速 include: 1. Roster - The overall team roster shall contain proportionate numbers of athletes with intellectual disabilities (Special Olympics athletes) and teammates without intellectual disabilities (partners). 2. Divisions - Unified Sports速 teams shall be divided by age and ability according to established Special Olympics divisioning procedures found in the Official Special Olympics Sports Rules. 3. Line-up - During competition, the line-up must comply with the following representation of Special Olympics athletes and partners. Failure to adhere to the required team composition during competition results in a forfeit. Some examples include: Sports Information Handbook 11-12

Rosters shall indicate athletes with intellectual disabilities with an indicator such as an asterisk (*). 4. Awards - Unified Sports® teams participating in Special Olympics events will receive Unified Sports® awards in accordance with the Official Special Olympics Sports Rules. All players receive awards. 5. Coach - Each Unified Sports® team shall have a NON PLAYING coach responsible for the line-up and conduct of the team during competition. 6. Sponsors and Uniforms - Corporations may not advertise on the competition uniform. However, corporate sponsors may provide banners, public service announcements, noncompetition apparel, and equipment (tote bags, jackets, etc.) so that they have identification with the team.

SELECTION OF TEAM MEMBERS

The Key to the successful development of Unified Sports® team is the PROPER SELECTION of team members (athletes and partners). Here are the primary considerations: 1. Ability Grouping - Unified Sports® teams work best when all team members have similar sports skills. Partners with abilities that are far superior to other teammates will either control competition or accommodate others by not competing to their potential. In both situations, the goals of interaction and team work are diminished and a true competitive experience is not achieved. Sec2:23

Sports Information Handbook 11-12

2. Age Grouping - All team members should be closely matched in age within three to five years for participants 21 and under and within ten to fifteen years for athletes 22 and over. 3. Readiness - All teammates should possess the requisite skills to compete in the sport. Not every athlete is ready to participate in Special Olympics Unified Sports®. Participation in team sports requires an understanding of teamwork, team strategy, and rules as well as the requisite skills to compete successfully in that sport. Special Olympics offers a variety of choices other than Unified Sports® that provide functional sports skills training and offer meaningful competition experiences. 4. Team Concept - All teammates should have similar status. Partners should not be thought of nor given the role of “coach”. All athletes should be considered teammates who work together to achieve the goals of the team. With the goal of equal status among teammates, it is also not advisable to enlist parents or staff members as teammates. These individuals are seen as authority figures by all teammates. Additionally, coaches are discouraged from including any individual who competed in the sport on an organized school, college, advanced, or select level club team within the past five years. These individuals might better function as coaches.

TEAM COMPOSITION

Most Unified Sports® teams are formed in one of the three primary ways listed below: 1. Identifying a group of appropriate level Special Olympics athletes and asking their families, friends, and acquaintances in the community to play as partners. 2. Involving school programs that are headed by a teacher or coach who proceeds to recruit students within the school to play with Special Olympics athletes. 3. Joining community-based recreational/corporate leagues that draw from an existing base of players and match them with Special Olympics athletes to form Unified Sports® teams. TRAINING VOLUNTEER COACH TRAINING

Special Olympics is a year-round sports training and athletic competition program. Coaches play a unique and indispensable role in preparing athletes to compete in their selected sport. Coaches convey to Special Olympics athletes the sports skills, team strategies and competitive spirit that define the true athlete. Sound training of coaches and athletes alike is the basis for the success of Special Olympics programs.

VOLUNTEER SPORTS MANAGEMENT

To broaden the quality and scope of the training opportunities, Special Olympics New Jersey has formed Sport Management Teams for each sport offered. A Sport Management Team is comprised of volunteers consisting of sport professionals, teachers, sport officials and Special Olympics coaches. These teams develop plans for the management of training and competition for their respective sports.

ATHLETE SPORT TRAINING

Special Olympics New Jersey requires an athlete to take part in a formal eight week training program prior to any competitive event. Local and Area programs are also encouraged to offer year-round training, as technical sports such as figure skating, powerlifting, gymnastics, etc. may require ongoing sport specific training. Sports training is designed to improve the athlete's physical fitness and sports skills. Training programs are developed and directed by an athlete's coach after an individual assessment of that athlete's skills. Through a Local Training Program an athlete learns the importance of proper warm up, cool down and fitness training. Additionally, an athlete improves sports skills by progressing toward measurable goals at his or her own pace. Special Olympics, Inc. publishes Sports Skills Program Guides providing conditioning and fundamental sport skill instruction. Call the Training Department to obtain an order form for Sports Skills Program Guides. Sec3:25
