For many women seeking shelter through Citizens Against Spousal Abuse, Brenda Gardner is their first point of contact. Now in her seventh year as a volunteer, Gardner’s calm demeanor and friendly voice can help defuse crises for callers to CASA’s hotline — the first step for women seeking to escape an abusive situation. “She is the bright, cheery voice that answers our phones. Whether it be for vendors, donors, colleagues or crisis hotline callers, she is the one that greets them all, and she is often the first person many of our victims talk to. She has an amazing ability to calm them down and find out exactly what is going on. Plus, she knows our office staff so well she knows the appropriate staff member to direct them to,” said CASA Executive Director Lori Haney. Gardner, who logs about 32 hours per week, said she enjoys working with CASA and is glad to be the calming voice for women and families in a crisis situation. Having lost her sight because of a degenerative eye condition she was diagnosed with in her teens, Gardner volunteered for a number of years through Sheltered Workshop and has earned an associate’s degree in psychology from State Fair Community College. She said she has never been content to let her
blindness keep her from being active and “just trying to help my community however I can.” “I really love what I do. I love talking on the phone and saying hello to the women and just being able to help. Sometimes I wish I could do more and be more involved, but I am happy with what I have,” Gardner said. Haney said that Gardner’s personality and attitude also help boost morale with co-workers, who deal with high-stress situations. “What she does for us as a volunteer is so helpful, but her attitude is kind of infectious. We are all pretty attached to her. She doesn’t ask for much and doesn’t complain, and is always here for us when we need her,” Haney said. Gardner’s assistance, which amounts to about 1,600 volunteer hours per year, also helps satisfy local matching contribution requirements for state, federal and private grants that help fund CASA’s overall mission. “I wouldn’t want to think about where we would be without her,” Haney said. Gardner said she keeps her work and personal life separate and makes it a point not to bring the stress of her work home with her. “When I get home I like to listen to the radio or the TV. Plus I have two cats, and they can keep me pretty busy. I just like to stay on the move all the time,” Gardner said.

(NAPS)—While allocating the funds needed to rebuild or replace deficient bridges is a significant challenge for the nation, discovering new ways to do more for America’s bridge infrastructure with fewer resources is the challenge—and an opportunity—for those who design, engineer and build bridges. That’s especially true considering that more than one in four bridges in America is structurally deficient or functionally obsolete. “Bridges are first and foremost socioeconomic lifelines, vital to our economic health,” said Ted Zoli, national technical director for bridges at HNTB Corporation, an employee-owned infrastructure firm. “They bring people and goods together and if they fail, we fail. It’s necessary that we see bridges for what they are: a durable investment in our future.” According to a recent survey by Kelton Research, a majority of Americans believe most U.S. bridges are in poor condition and nearly three-quarters think they are not inspected as often and thoroughly as they should be. “It’s true much of the nation’s bridge infrastructure—built in the middle of the last century as public works projects or as state Innovation and creativity play an increashighways expanded and the ingly essential role in modern bridge Interstate Highway System was design and engineering. constructed—is reaching the end of its anticipated life,” Zoli said. “However, the vast majority of these structures remain sound and they undergo regular inspections to maintain safety.” While Americans tend to underestimate the average life span of a bridge (36 years versus the actual 50 to 75 years), a majority agrees that most bridges are safe (65 percent). Concern, however, runs higher in rural areas, as 50 percent assume the bulk of the nation’s bridges are unsafe versus 33 percent in more populated areas. More rural Americans also worry that most bridges are in poor condition. One of the biggest problems facing the nation’s bridges is how to pay for the repair and the replacement of deficient structures, as well as the routine inspection and maintenance of bridges. Traditional state and federal gas tax revenue is in steep decline due to the increased fuel efficiency of vehicles while departments of transportation are facing severe budget cuts. “We need to leverage new and improved ways of identifying and financing infrastructure, as well as to develop new strategies to design and deliver bridges more efficiently,” Zoli said. Many Americans agree. Nearly half said in the future they would prefer to pay for the maintenance of existing bridges and construction of new ones through more tolls rather than higher sales taxes, higher gas taxes or higher property taxes. “Bridges help define our sense of place, enhance our quality of life and contribute to our economic vitality. Preserving, protecting and improving them are investments worth making,” Zoli added.

Making a case for specialized crappie tackle Fishermen need more than just a cane pole
Several years ago, having been overcome by a fit of childhood nostalgia, I wrote a column extolling the virtues of using cane poles for crappie fishing. I was so taken with the idea that I rigged a cane pole that had been languishing in my attic since my kids were small and headed for one of Truman Lake’s most popular from-thebank crappie hot spots. In less than an hour, I had plucked a limit of keepers, lurking virtually at the feet of my long-casting fellow anglers. Does that mean I’ve abandoned the contents of my overflowing 36-rod rack? Not hardly. The delectable “orneriness factor” of what I did that evening aside, a cane pole was an efficient means of coping with the specific conditions I faced, but a cane pole would be a barely workable tool for extracting crappie from their watery “hidey-holes” in many other situations. Participants in other sports understand the value of using the right tool for the specific task at hand. For example, Tiger Woods could undoubtedly strip his golf bag to nothing but a 3-iron and still shoot a round of golf that would flabbergast the rest of us, but don’t hold your breath waiting for him to do it. Tiger has a broad selection of clubs at his disposal, so he can concentrate on aspects of his game other than adapting himself to the limitations of the club in his hand. Fortunately, an amateur crappie angler doesn’t need quite as many rod and reels as a professional golfer needs clubs. Most bodies of water present one or more specific challenges he or she needs to be prepared to cope with on any given day or season. The thousands of boat docks lining the shore of the Lake of the Ozarks provide one such challenge. Everyone knows these docks are the lake’s primary crappie structure, but how does one go about extracting the crappie sure to be found under them? When crappie are inactive — which is most of the time — the overwhelming majority of the slabs using any given dock will be suspended directly beneath its floats. The only way to present a jig where these fish can see it is to “shoot” it into the gaps between the individual plastic “barrels.” This tactic requires a fairly stiff 5-foot rod with a fast-action tip, mated with an ultralight reel, spooled with high visibility nylon or fluorocarbon monofilament line. To make a cast into a target less than a foot square, position the jig approximately 18 inches beneath the rod tip, open the reel’s bail

and secure line in the crook of your index finger. Grasp the bend of the jig firmly between the thumb and forefinger of your off hand, pull on the line to draw the rod into a full half circle bend, aim at the target, release the jig followed by the line the instant the jig is parallel to the water. Yes, it’s as hard as it sounds, but it can be mastered with practice both at home and on the water. Fishing shorelines guarded by both vertical and horizontal wood requires pinpoint accuracy and depth control. Specialized crappie rods from 12- to 16-feet long make precise jig control easy, albeit only within severely limited distances. I prefer using an 8-foot medium-action rod with a spin-casting reel to work a jig suspended beneath a slip float, because this rig lets me fish all the way from the shoreline to the boat, albeit at a single depth. When swimming a jig parallel to a sloping bottom is a better bet, I use a light- to medium-action 6-foot spinning or spin-casting outfit. Some relatively simple specialization can make vertical fishing in standing timber during the summer months easier as well. My standard three-rod battery consists of a 5-foot medium- to heavy-action spin-casting outfit rigged for fishing minnows, a 7-foot medium- to heavy-action spin-casting outfit rigged for fishing minnows and a 7-foot medium-action spinning outfit rigged for fishing jigs. All of the reels are spooled with 12-pound test high visibility monofilament separated from the bait or lure by a one-foot 8-pound test leader. One other specialized crappie fishing tactic that’s relatively new to Missouri is called “spider rigging,” because eight or more rods of varied lengths are fished simultaneously from a drifting boat. If you decide to try it, be aware that, while the Wildlife Code allows an angler to have a maximum of 33 hooks in the water, he or she can have no more than three unlabeled poles, which must be tended. Spider riggers get around this rule by labeling excess rods with the user’s name and address. gjsa@sbcglobal.net
