Wyoming scheme spanned 12 states and involved nearly 20 people

Associated Press It must have looked like a law enforcement convention with 38 Wyoming wildlife officials all gathered in one spot. The takedown would be in and around Tensleep, Wyo., but to avoid generating attention in a tiny mountain town, the officials stationed their headquarters in Thermopolis, about 60 miles away. As a trial run, wardens in unmarked cars drove from headquarters to where they would execute their search warrants the next day. They would need to make contact with the suspects at exactly the same time. Any delays could allow suspects to call each other and corroborate their stories. The officers went to bed that night sequestered like a jury during a trial. There could be no leaks. In the next 24 hours, they began working one of the largest poaching cases in Wyoming history, interviewing 65 people and serving four search warrants. The suspects weren’t violent offenders. They weren’t hunting big bulls out of season or leaving meat to waste like many poachers. But, they were making hundreds of thousands of dollars selling their landowner tags to out-of-state hunters, an illegal move in Wyoming. After more than three years of research, interviews, pleas and trials, the case is drawing to a close. It spanned 12 states and involved nearly 20 people. Game and Fish built its case against Big Horn Adventures Outfitters after months of interviewing, sorting through Wyoming license histories and interstate game tag records, and completing background searches. What they uncovered was complex. Landowner, Richard Carter Sr., divided his land near Tensleep into four sections. Each parcel qualified for two landowner elk tags. By state law, landowners can buy up to two licenses if they own more than

160 acres, and animals such as elk or deer use the land for a certain amount each year. With four parcels, Carter’s land qualified for eight elk tags each year. His son, R.C. Carter, ran Big Horn Adventures Outfitting, and sold all of the hunts. His other son, Mark Carter, guided for the company, Ehlebracht said. By the end of June 2012, all of the major players, including landowner Richard Carter Sr., and the regulars, had been sentenced in federal court. Federal officials became involved because of the Lacey Act, which makes trafficking wildlife, fish or plants across state lines a federal crime. Hunters came from all over the country. Some clients had legal hunting licenses, but many did not. The company built a regular clientele of people who used the Carters’ landowner licenses, Ehlebracht said. The Carters filled out interstate game tags for each elk killed, allowing the hunter to take the elk back home and appear legal, Ehlebracht said. Most of the guided hunts cost between $6,000 and $7,500. Officials believe the hunts started in 2003 and made the family nearly $300,000. All of the major players have been sentenced. They’ve been charged nearly $300,000 in fines and restitution and five of them are now felons. Another 10 suspects will be charged in state court this year, Ehlebracht said. Those who became felons — Richard Carter, his two sons and two hunters from Oregon — will never be able to own or hunt with a modern gun. They can still use bows or some types of muzzle loaders. R.C. The City of Sedalia will be accepting applications for a full-time position of Building Maintenance Worker in the Community Development Department. Interested applicants will be required to provide documentation of experience and/or certifications. SYDNEY BRINK/DEMOCRAT As youth pastor for the Cornerstone Baptist Church,Tim Carter has been helping lead the effort to revamp a former retail store building at 420 W. 16th St. into the Sedalia Youth Center, a place where Pettis County’s youths, grades 6-12, can gather every first and third Saturday of the month and have fun. Carter said the center is starting out with a light schedule to work out any problems, but plans to expand with the expectation of offering some kind of after-school program.

A former kids’ clothing consignment store has retained its tie to younger residents, but its purpose has been transformed. Cornerstone Baptist Church has opened the Sedalia Youth Center at 420 W. 16th. St. to “provide a safe environment for youths to spend time on the weekends, hear the Gospel and programs on issues such as substance abuse to help them deal with difficult situations they face in their lives,” said Chris Guffey, senior pastor at Cornerstone. The center will be open from 6 to 10 p.m. the first and third Saturday of each month, including this Saturday. It offers a gaming area with Wii, Connex and PlayStation games played on five flat-panel screens, pool tables, air hockey, foosball and ping pong, as well as a concession stand and warehouse space that has been converted to a performance area, including a stage; lighting and a sound systems are scheduled to be installed Friday. Guffey said that in October 2011, his congregation voted “to proceed cautiously” on establishing a youth center. “We were prayerful about where the money would come from,” Guffey said. After searching the area for an adequate space, the church was able to purchase the building at auction thanks to a donation from an anonymous church attendee. Transforming the building was a six-month process that included the roof falling in and a wall falling into a neighbor’s yard, Guffey said. But he expressed his thanks to the city for guidance on getting the building up to code, and to “many businesses and contractors who helped us along the way.” Cornerstone Youth Minister Tim Carter said the church’s youths have helped with the project, cleaning up the space and providing direction on programming. Carter said church leaders also did research in the community and talked with youth centers in other parts of the country to learn what might work best.

Sedalia Youth Center’s grand opening was Jan. 5 and featured a performance by VOTA, a Christian rock band from Lincoln, Neb. “The concert went well. We had about 100 teens here that night,” Guffey said. “We found out that space would be an issue, as is parking. ... The good thing about a youth center is you don’t need a lot of parking. ... But with 100 kids, we were pretty full.” To help manage the crowd, Cornerstone has 45 adult volunteers, all of whom have had background checks, to serve as supervisors. Youths enter and leave through the same doors at the front of the building for security purposes, and Carter said once a child leaves, they are not allowed to return until the next weekend that the center is open. Carter is hopeful that eventually other churches will get involved and help provide volunteers to expand the center’s community focus. “It’s nice to see all of the hard work that has gone into this place result in success,” Carter said. “The students are excited, and cars drive by and (drivers) will stop and ask about what we are doing. ... There is a sense of relief that it is open, and we can begin the community outreach and steer kids in the right direction.” Saturday’s lineup includes a musical performance by a group from Abundant Life Baptist Church in Lee’s Summit and comments from Carter. And while it will be just the second night for the center, Guffey already is thinking about expansion, including a skate park and cage basketball court. He also would like to see the center provide after-school programming. “Kids are excited about it. Kids are coming here so we’re already successful,” Carter said. “We’re giving them a safe environment to help keep them from making bad decisions or hanging out with the wrong crowd. “We’ll have success each week that we reach out to at least one kid, and encourage them to serve the community and help out.”

Tips For Parents: Discussing Underage Drinking

(NAPS)—There’s welcome news for parents who have yet to have a discussion with their son or daughter about underage drinking. There’s a free program that’s designed to help parents begin the conversation and maintain an ongoing dialogue with their kids. According to a recent study, 67 percent of parents feel that they have influence on their teens’ decisions about underage drinking and they think their teens listen to what they have to say. Additionally, the parenting poll revealed that parents who’ve already talked to their teens about underage drinking this back-to-school When discussing drinking, parents season believe they’re getting should ask open-ended questions, through to their kids, with 88 such as “If there’s drinking at the party, percent saying their teens were what will you do?” receptive. The survey was conducted by Impulse Research for Anheuser-Busch. A Program to Help Parents First launched more than 20 years ago, Family Talk was revamped in 2011 and now focuses on parenting stages—teacher, facilitator and coach—that help parents use and adapt their influence to help prevent underage drinking as their children grow and mature. The program was recently renovated and expanded with help from certified parent coach MJ Corcoran to be a comprehensive resource for parents of kids of all ages. The program guide, which can be downloaded for free from the program’s Facebook page, offers parents a number of tips for having more meaningful conversations with their children about drinking, including: •Asking open-ended questions, such as “If there’s drinking at the party, what will you do?” or “What do you think about kids who drink?” •Listening with an open mind. In other words, stay focused on what your child is saying right then, not on what he or she has said in the past, or what parents think their child should be saying. •Setting consistent, clear boundaries. In addition to downloading the guide, when visiting the Facebook page, parents can interact with a parent-coach expert and other parents to share tips and advice on handling real-world situations. Maintaining a Dialogue “Our Family Talk About Drinking program is designed to help parents begin the conversation and maintain an ongoing dialogue, whether their child is in elementary, middle or high school, or even headed to college,” said Kathy Casso, vice president of Corporate Social Responsibility for Anheuser-Busch. • If your straw broom isn't working as well as it did when new, try giving it a spruce-up. Beat any dust out of the ends, then trim off any bent straws. Trim a section from a leg of stretched out pantyhose or tights and wrap it around the bristles, about 2 inches up from the bottom. This keeps the bristles nice and tight, and it will collect dirt better.

• When you replace old brushes -- hairbrushes or toothbrushes - wrap a length of masking tape around the handle. That way you can use them for cleaning and they will never be mistakenly used for the wrong purpose. • "When cooking rice, add a little bit of lemon juice to the water. It doesn't really flavor it, but it will keep it nice and white, plus it seems to be a bit fluffier when I do this." -- R.E. in Mississippi

• On Jan. 31, 1606, in London, Guy Fawkes, a chief conspirator in the plot to blow up the British Parliament building, jumps to his death moments before his execution for treason. He had been found lurking in a cellar of the Parliament building with 2 tons of gunpowder. • On Feb. 1, 1884, the first portion of the Oxford English Dictionary is published. In 1857, members of London’s Philological Society decided to produce a dictionary that would cover all vocabulary from 1150 A.D. to the present. It took more than 40 years to complete.

• On Jan. 28, 1915, the captain of a German cruiser orders the destruction of the William P. Frye, an American merchant ship off the Brazilian coast. He had ordered the Frye to jettison its cargo as contraband, but the ship’s crew refused. It was the first American merchant vessel lost to Germany’s aggression during World War I. • On Jan. 29, 1922, in the middle of a film, the Knickerbocker Theatre in Washington, D.C., collapses, killing 108 people and sending another 133 to the hospital. Accumulated snowfall from a blizzard collapsed the theater’s roof, which fell down on top of theatergoers. • On Jan. 30, 1933, President Paul von Hindenburg names Adolf Hitler — fuhrer (leader) of the National Socialist German Workers Party (or Nazi Party) — as chancellor of Germany. The arrest of Fuchs led authorities to several other individuals, including Julius and Ethel Rosenberg in the U.S. • On Feb. 2, 1991, Hurley Haywood begins his quest for his fifth win at the 24 Hours of Daytona.
