CATALOGUE ENVIRONNEMENT by franck dubois

Editorial La protection de l’environnement et de la biodiversité, la transition vers une économie durable et plus sobre en énergies, ont constitué des priorités marquantes du programme européen de coopération transfrontalière Interreg IVA France (Manche) – Angleterre. Ce catalogue « Les projets environnementaux sont dans l’air du temps » présente 55 projets de coopération qui illustrent tout l’intérêt des coopérations franco-britanniques afin de répondre aux enjeux environnementaux communs des territoires bordant la Manche. Les projets soutenus ont permis de mesurer l’impact du changement climatique sur nos écosystèmes, de préserver et d’améliorer la qualité des eaux, d’améliorer l’efficacité énergétique des bâtiments et de promouvoir la croissance verte – grâce à l’écoconstruction ou le développement de technologies à faible émission de CO2 – ou encore de protéger le patrimoine naturel ou d’améliorer la gestion de l’environnement. Les nombreux résultats de ces projets témoignent également de l’intensité et de la richesse des échanges, ainsi que des liens durables qui ont pu se tisser entre les différents acteurs de l’espace Manche sur la période 2007-2013. Ces projets et réseaux d’acteurs constituent aujourd’hui une base solide pour répondre pleinement aux objectifs du nouveau programme de coopération 2014 – 2020, dont la gestion a été confiée au Norfolk County Council. Ce programme visera notamment à soutenir la transition vers une économie sobre en carbone et à renforcer l’attractivité du territoire par la valorisation et la gestion coordonnée de son environnement. Améliorer la qualité de vie et bâtir un avenir durable au sein de l’espace Manche, tel est le défi de l’ensemble des collectivités territoriales partenaires du programme à l’horizon 2020. Notre Région y prendra bien évidemment toute sa part.

Protecting the environment and biodiversity, as well as the transition to a sustainable and low carbon economy, were key priorities of the Interreg IVA France (Channel) England European cross-border cooperation programme. This catalogue «Airing the results of our environmental projects» presents 55 cooperation projects that illustrate the value of Franco-British cooperation in order to address the common environmental issues of the territories bordering the Channel. The projects supported by the programme have made it possible to measure the impact of climate change on our ecosystems, to preserve and improve water quality, to promote energy efficiency in buildings and green growth – thanks to eco-construction or the development of low-carbon technologies – or even to protect natural heritage or to improve environmental management. The many results produced by these projects also reflect the intensity and wealth of the exchanges as well as the lasting relationships that have been forged between the various stakeholders in the Channel area between 2007 and 2013. Today, these projects and the networks of stakeholders constitute a solid base to fully meet the objectives of the new 2014 – 2020 cooperation programme, the management of which has been entrusted to Norfolk County Council. This programme will in particular aim to support the transition to a low carbon economy and to reinforce the attractiveness of the territory through the enhancement and coordinated management of its environment. Improving the quality of life and building a sustainable future within the Channel area: this is the challenge being taken up by all of the programme’s local authority partners for 2020. ACTIONS PHARES ÅÅÉtudes des céphalopodes en Manche et de l’influence des facteurs environnementaux sur le développement de ces espèces et leurs habitats : • Analyses d’aires de reproduction et des zones d’habitat • Étude des stades œufs et juvéniles (développement, répartition, comportement...) • Étude de la différenciation des seiches selon leur côte d’origine ÅÅCaractérisation de l’exploitation et de la gestion de ces ressources marines

RÉSULTATS ÅÅAmélioration des connaissances relatives aux céphalopodes en permettant de mieux identifier leurs zones de pointe et de reproduction, de mettre en lumière la différence génétique entre les individus et d’analyser les interactions entre les céphalopodes et les autres populations de l’écosystème de la Manche ÅÅDes analyses géographiques d’implantation des aires de reproduction et des zones d’habitat des céphalopodes en Manche qui sont exploitables par les Aires Marines Protégées dans le cadre de la mise en place des plans de gestion de la pêche de ces espèces

KEY ACTIONS ÅÅA number of studies about cephalopods in the Channel area, focusing on how changes to the natural environment impact on the species and their habitat, including: • An analysis of spawning areas and habitats • Studies of cephalophod eggs and stages of infancy (development, distribution, behaviour...) • Studying what differences exist between cuttlefish found in various parts of the Channel ÅÅExamining how these marine resources are being managed and exploited

RESULTS ÅÅKnowledge improvement of cephalopods, particularly through the more specific identification of cephalopod spawning and breeding grounds, by highlighting the genetic difference of individuals according to their area of origin, and by analysing interactions between cephalopods and other populations in the Channel Area ecosystem ÅÅGeographical analysis of the spawning areas and habitats of cephalopods in the Channel which can be used by the Protected Marine Areas within the framework of the implementation of fishing management plans for these species
